Access to Critical Non-Emergency Transportation Services Act This bill requires the Centers for Medicare & Medicaid Services to work with state Medicaid programs to assist individuals who are dually eligible for Medicare and Medicaid with accessing non-emergency transportation benefits under Medicaid. The bill applies to dually eligible individuals who are participating in the Repetitive, Scheduled Non-Emergent Ambulance Transport Prior Authorization Model under Medicare.

Protect the UNBORN (Undo the Negligent Biden Orders Right Now) Act or the Protect the UNBORN Act This bill prohibits federal implementation of and funding for specified executive orders that address access to reproductive health care services, including services related to pregnancy or the termination of a pregnancy.

Pharmacist Conscience Protection Act This bill prohibits the federal government and federally funded entities from discriminating or otherwise taking adverse action against a pharmacist, pharmacy owner, or pharmacy technician who declines to store, fill prescriptions for, or make referrals for drugs that cause abortions (or that the individual provider believes in good faith cause abortions). Individuals or the Department of Justice may bring civil actions for violations of this bill.

Protecting Pain-Capable Unborn Children from Late-Term Abortions Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable gestational age of the fetus is 15 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

IRS Reduction Act This bill rescinds all unobligated amounts appropriated by the Inflation Reduction Act of 2022 for the improvement of the Internal Revenue Service (IRS). The Department of the Treasury must report on how the IRS plans to improve the efficiency of its services, including the processing of tax returns.

Require Evaluation before Implementing Executive Wishlists Act of 2022 or the REVIEW Act of 202 2 This bill prohibits a final agency rule from taking effect until (1) the agency submits the rule to the Office of Information and Regulatory Affairs (OIRA), and (2) OIRA makes a determination as to whether the rule is a high-impact rule that may impose an annual cost on the economy of at least $1 billion. In addition, an agency must postpone the effective date of a high-impact rule until the final disposition of all actions seeking judicial review of the rule.

John Lewis Civil Rights Fellowship Act of 2022 This bill establishes the John Lewis Civil Rights Fellowship Program within the J. William Fulbright Educational Exchange Program (commonly referred to as the Fulbright Program). The fellowship program shall honor the legacy of Representative John Lewis and promote studies, research, and international exchange in the subject of nonviolent civil rights movements around the world. The Fulbright Foreign Scholarship Board shall annually select at least 25 qualified individuals when feasible to serve as fellows in the fellowship program. Each fellow shall (1) work in an internship or research position with an approved organization in a country with an operational Fulbright U.S. Student Program, and (2) receive an award sufficient to cover the fellow's reasonable costs during the fellowship period and certain travel and lodging expenses related to the program.

This resolution expresses the sense of the House of Representatives that it is necessary to expand the use of nuclear energy in order to (1) meet the growing energy demands of the United States, and (2) promote American nuclear energy leadership while retaining U.S. economic viability in the worldwide nuclear energy marketplace.

National Strategy to Utilize Microreactors for Natural Disaster Response Efforts Act This bill directs the President to develop a national strategy to utilize microreactors to assist with natural disaster response efforts. A microreactor is a nuclear reactor with at most 20 megawatts of thermal energy generating capacity. Specifically, such strategy must include an assessment of the effectiveness of utilizing diesel generators to assist with natural disaster response efforts; a comprehensive, research-based, and long-term discussion of goals, objectives, and priorities for utilizing microreactors instead of diesel generators to assist with such efforts; a Department of Defense analysis regarding the use of such microreactors to assist with such efforts; recommendations on how the Nuclear Regulatory Commission may expedite the approval of designs for microreactors and issuing licenses; an assessment of the challenges and barriers to deploying microreactors to assist with such efforts and solutions; and recommendations on how to utilize microreactors as charging stations for electric vehicles in the event of a mass evacuation resulting from a natural disaster.

Restore Protections for Dialysis Patients Act This bill specifies that private health insurers may not limit, restrict, or condition benefits for renal dialysis services for individuals with end-stage renal disease as compared to other types of benefits for other medical conditions under Medicare secondary payer rules.

Preserving Access to Home Health Act of 2022 This bill restricts the Centers for Medicare & Medicaid Services (CMS) from decreasing payments for Medicare home health services based on certain adjustments until 2026. Current law requires the CMS to make certain permanent and temporary payment adjustments under the Medicare prospective payment system for home health services based on behavioral assumptions for 2020 through 2026. The bill restricts the CMS from making adjustments that decrease payments until 2026; the CMS must also ensure that any such necessary decreases are made before 2032.

American Confidence in Elections Act or the ACE Act This bill addresses election administration and security, campaign finance, and other related provisions. Among other provisions, the bill reduces certain election assistance payments for states and local jurisdictions that allow noncitizens to vote in state and local elections, establishes certain requirements related to election and political mail, prohibits foreign nationals from making contributions or donations in connection with state or local ballot initiatives or referenda, repeals certain limits on coordinated party expenditures and aggregate contributions by individuals, terminates the Presidential Election Campaign Fund and requires remaining funds to be transferred to the 10-Year Pediatric Research Initiative Fund, and prohibits the use of federal funds to establish a Disinformation Governance Board.

Transparency and Honesty in Energy Regulations Act of 2022 This bill prohibits specified federal entities (e.g., the Department of Energy) from considering the social cost of carbon, methane, nitrous oxide, or greenhouse gas as part of any cost-benefit analysis required under any law or specified Executive Orders. In addition, such social costs must not be considered by such entities (1) in rulemaking, (2) in the issuance of guidance, (3) in taking other agency action, (4) or as a justification for any rulemaking, guidance document, or agency action.

Greater Access to Telehealth Act This bill modifies the extension of certain Medicare telehealth flexibilities after the end of the COVID-19 public health emergency. Specifically, the bill provides that certain flexibilities continue to apply until December 31, 2026, if the emergency period ends before that date. The bill allows beneficiaries to continue to receive telehealth services at any site, regardless of type or location (e.g., the beneficiary's home); occupational therapists, physical therapists, speech-language pathologists, and audiologists to continue to furnish telehealth services; federally qualified health centers and rural health clinics to continue to serve as the distant site (i.e., the location of the health care practitioner); evaluation and management and behavioral health services to continue to be provided via audio-only technology; and hospice physicians and nurse practitioners to continue to complete certain requirements relating to patient recertifications via telehealth. The bill also delays implementation of certain in-person evaluation requirements for mental health telehealth services until January 1, 2027, or the first day after the end of the emergency period, whichever is later.

Access to Safe Contraception Act of 2022 This bill prohibits states from banning any form of contraception that is approved by the Food and Drug Administration. The bill does not preempt state laws that protect the right of any entity to opt out of providing contraception due to the entity's religious or moral beliefs.

This resolution expresses support for the Supreme Court's holding in Dobbs v. Jackson Women's Health Organization (that there is no constitutional right to abortion). Justice for American Victims Of Terrorism Act of 2022 This bill requires certain funds seized from Da Afghanistan Bank pursuant to a February 11, 2022, executive order to be transferred to the U.S. Victims of State Sponsored Terrorism Fund, which provides compensation to certain U.S. persons injured in acts of international state-sponsored terrorism.

Stop Child Abuse Act This bill nullifies the executive order titled Advancing Equality for Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex Individuals , which was issued on June 15, 2022. The order directed several executive agencies to establish initiatives that support lesbian, gay, bisexual, transgender, queer, and intersex individuals in a variety of settings, including health care, education, housing, and social services.

RETURN (Repealing Excise Tax on Unalienable Rights Now) our Constitutional Rights Act of 2022 or the RETURN our Constitutional Rights Act of 2022 This bill repeals the excise taxes on firearms and ammunition and on bows and arrows. It also repeals the excise tax on transferring and making firearms under the National Firearm Act.

Saving Access to Laboratory Services Act This bill modifies provisions relating to Medicare payment rates for clinical diagnostic laboratory services, including by requiring payment rates for certain widely available clinical diagnostic laboratory tests to be based on a statistical sampling of private sector rates.

Global Nuclear Energy Assessment and Cooperation Act This bill establishes requirements concerning international nuclear energy cooperation and safety. Specifically, the Department of Energy (DOE) must develop and carry out a program to train foreign nuclear energy experts and standardize safety practices. DOE must also study the global status of the civilian nuclear energy industry and its supply chain. In addition, the bill prohibits any person from possessing or owning enriched uranium from Russian or China unless specifically authorized by the Nuclear Regulatory Commission (NRC). NRC may not issue a license to possess or own such fuel if DOE and the Department of State determine that the possession or ownership would pose a threat to national security. NRC must establish an International Nuclear Reactor Export and Innovation Branch within its Office of International Programs to carry out and coordinate certain nuclear reactor export and innovation activities. NRC must also identify in its annual budget justification such activities.

Fallen Heroes Flag Reauthorization Act of 2022 This bill reauthorizes through FY2027 a program through which a Member of Congress may provide, at no cost, a Capitol-flown flag to commemorate a firefighter, law enforcement officer, or other public safety officer who died in the line of duty if an immediate family member of the deceased requests such a flag.

More Options for Infants and Parents Act of 2022 This bill requires the Food and Drug Administration (FDA) to (1) act upon any pending applications from domestic manufacturers for new infant formula within 14 days of the bill's enactment, and (2) maintain a list on its website of infant formula products that may be substituted for certain specialized infant formula products that are in shortage. It also authorizes the FDA to waive certain labeling and nutritional requirements in furtherance of other necessary infant formula product substitutions.

Secure Every School and Protect Our Nation’s Children Act or the STOP II Act This bill reauthorizes and supports various grants to enhance school safety and security initiatives. It also provides statutory authority for the federal clearinghouse of school safety resources. (The clearinghouse identifies and publishes best practices and recommendations for school safety for use by state and local educational and law enforcement agencies, institutions of higher education, health professionals, and the public.)

Health Care Provider Shortage Minimization Act of 2022 This bill provides statutory authority to classify qualified locum tenens physicians and advanced care practitioners as independent contractors for federal tax purposes. (Locum tenens generally refers to an individual who temporarily fulfills the duties of another individual and is commonly used to refer to temporary staffing in the healthcare industry.) Under current law, independent contractors are considered self-employed for federal tax purposes and, thus, are required to make quarterly estimated income tax payments and pay self-employment taxes (Social Security and Medicare taxes). (Other federal tax reporting requirements and obligations apply.) The bill defines a qualified locum tenens physician or advanced care practitioner as an individual who provides temporary services for not more than one continuous year at a site of service as (1) a doctor of medicine, osteopathy, dentistry, optometry, or podiatry (authorized to provide such services by the state, U.S. possession, or U.S. territory in which such services are performed); or (2) a nurse practitioner, physician’s assistant, or certified registered nurse anesthetist. The term also includes an individual who provides such temporary services and is otherwise considered a physician under the Social Security Act (e.g., certain chiropractors).

No ESG at TSP Act This bill prohibits investments under the Thrift Savings Plan in mutual funds that are based on environmental criteria (e.g., emissions standards), social criteria (e.g., company diversity), political criteria (e.g., political affiliations), or corporate governance criteria that differ from the standards that currently apply under law.

Babies Need More Formula Now Act of 2022 This bill addresses the regulation of infant formula, including by authorizing the Food and Drug Administration (FDA) to waive certain requirements related to importation. The FDA may waive labeling requirements related to the importation (or distribution or sale) of infant formula from a country with requirements that provide a similar assurance of safety as U.S. requirements. The FDA must, when appropriate, enter into arrangements to harmonize U.S. regulatory requirements pertaining to infant formula with the requirements of other nations. The bill imposes time lines for the FDA to respond to submissions for market approval for new infant formula. The FDA must also issue guidance as to what types of changes in the ingredients of infant formula, if any, may not require a new growth study to meet FDA requirements. The bill also authorizes a person to import, without prior notice to the FDA, up to a three-month supply of infant formula for personal use from a country with formula safety standards similar to U.S. standards, such as Canada. Before recommending or requiring a recall of infant formula due exclusively to a labeling deficiency, the FDA must ensure that the recall will not negatively affect the supply of formula in the United States. The bill also requires the FDA to (1) notify Congress no later than 24 hours after initiating a formula recall, and (2) provide certain information to formula manufacturers about restarting production after an inspection of a manufacturing facility impacted by a recall.

This bill reauthorizes through FY2026 and revises the Coastal and Estuarine Land Conservation Program. For example, the bill modifies the name of the program to the Coastal Estuarine Resilience and Restoration Program. It also revises goals of the program to include (1) climate change mitigation; and (2) restoring developed property in vulnerable coastal and estuarine areas to a natural state to restore ecological function, allow for shoreline migration, and protect coastal communities. Additionally, the bill requires the National Oceanic and Atmospheric Administration to designate at least five new national estuarine reserves.

NAPA Reauthorization Act This bill extends through 2035 and makes other changes to the National Alzheimer's Project. This project supports coordination of federal planning, programs, and other efforts to address Alzheimer's disease and related dementias. In particular, the bill incorporates a focus on promoting healthy aging and reducing risk factors associated with cognitive decline. The bill also expands the membership of the Advisory Council on Alzheimer's Research, Care, and Services to include (1) a researcher with experience recruiting and retaining diverse clinical trial participants, (2) an individual diagnosed with Alzheimer's disease, and (3) representatives from additional federal agencies (e.g., the Department of Justice and the Office of Management and Budget).

This resolution condemns the unauthorized leak of a draft Supreme Court opinion concerning abortion and the related violence, property damage, and attempted intimidation of Supreme Court Justices by activists. It also encourages the enforcement of federal criminal laws that prohibit protests and picketing outside of the homes of federal judges, jurors, witnesses, and others involved in the U.S. court system.

Strengthening Our Health Security Act of 2022 This bill requires the Department of Health and Human Services (HHS) to meet conditions related to notification and planning before terminating certain restrictions on imports and individuals entering the United States. Current law authorizes HHS to restrict entries and imports from foreign countries to prevent the introduction of communicable diseases. HHS exercised this authority as part of its COVID-19 response, including to allow for the expulsion of undocumented migrants at the border without any asylum processing. Under this bill, HHS may not terminate the restrictions for (1) at least 60 days after it notifies Congress of the end of the COVID-19 emergency, and (2) at least 30 days after it submits to Congress a plan for addressing the possible influx of migrants or imports resulting from lifting the restrictions.

Paying America's Inflationary Debts Act or the PAID Act This bill rescinds specified unobligated funds that were provided by the American Rescue Plan Act of 2021, which was enacted to address the impact of COVID-19 on the economy, public health, state and local governments, individuals, and businesses. Specifically, the bill rescinds specified funds that were provided for state, territorial, local, and tribal governments; emergency rental assistance; the State Small Business Credit Initiative; Federal Transit Administration grants; the Coronavirus Capital Projects Fund; and global health activities and programs. The bill also requires the rescinded funds to be used for deficit reduction.

Finally, the resolution reaffirms the commitment and partnership with Bangladesh to ensuring a peaceful, safe, open, free, and inclusive Indo-Pacific region.
