Providing Resources, Officers, and Technology To Eradicate Cyber Threats to Our Children Act of 2017 or the PROTECT Our Children Act of 2017 This bill amends the PROTECT our Children Act of 2008 to reauthorize through FY2022 the National Internet Crimes Against Children Data System and the National Strategy for Child Exploitation Prevention and Interdiction.

Prevent All Soring Tactics Act of 2017 or the PAST Act This bill amends the Horse Protection Act to establish a new system for inspecting horses for soring, revise penalties for violations of the Act, and modify enforcement procedures. The soring of horses is any of various actions taken on a horse's limb to produce a higher gait that may cause pain, distress, inflammation, or lameness. The Department of Agriculture (USDA) must establish requirements to license, train, assign, and oversee persons hired by the management of horse shows, exhibitions, sales, or auctions to detect and diagnose sore horses. A license may not be issued to a person with conflicts of interest, and USDA must give preference to veterinarians. USDA may revoke a license for unsatisfactory performance. USDA must assign licensed inspectors after receiving notice that management intends to hire the inspectors. An inspector must issue a citation for violations and notify USDA of violations. USDA must publish information on violations of this bill and disqualify a horse that is sore. The bill prohibits a person in any horse show, exhibition, sale, or auction from causing or directing a horse to become sore for the purpose of showing, exhibiting, selling, or auctioning the horse. The bill prohibits the use of specified devices on a Tennessee Walking, a Racking, or a Spotted Saddle horse at a show, exhibition, sale, or auction. The bill increases the maximum criminal and civil liability penalties for certain violations. USDA may disqualify violators from specified activities related to horse shows, exhibitions, sales, and auctions.

Smithsonian Women's History Museum Act This bill establishes a comprehensive women's history museum within the Smithsonian Institution in Washington, DC, to provide for: (1) the collection, study, and establishment of programs related to women's contributions that have influenced the direction of the United States; (2) collaboration with other Smithsonian museums and facilities, outside museums, and educational institutions; and (3) the creation of exhibitions and programs that recognize diverse perspectives on women's history and contributions. The bill establishes a council within the Smithsonian Institution to: (1) make recommendations to the Smithsonian's Board of Regents for the construction of the museum; (2) advise and assist the board on the administration and preservation of the museum; (3) recommend annual operating budgets for the museum; and (4) report annually to the board on the acquisition, disposition, and display of objects related to women's art, history, and culture. The council shall have sole authority to: (1) acquire artifacts for the museum's collections, (2) dispose of any part of the collections but only if funds generated are used for additions to the collections, (3) specify criteria for the use of the museum's collections and resources, and (4) preserve and maintain the collections. The museum's director may carry out educational and liaison programs in support of its goals.

DUE PROCESS Act of 2017 or the Deterring Undue Enforcement by Protecting Rights O f Citizens from Excessive Searches and Seizures Act of 2017 This bill amends the federal criminal code to revise provisions related to federal civil forfeiture cases. Specifically, the bill: raises the evidentiary standard in such cases from preponderance of the evidence to clear and convincing evidence; with respect to property owners who are indigent, provides for the appointment of counsel; provides for recovery of attorney's fees with respect to settled claims in which the claimant prevails; adds notice requirements; and expedites and otherwise modifies certain procedures. The Department of Justice (DOJ) must: (1) annually audit federal civil forfeiture cases, and (2) establish a publicly available database with respect to seizures in such cases. Finally, the bill amends the federal judicial code to authorize DOJ to use amounts from the DOJ Assets Forfeiture Fund to pay for costs associated with a seized animal, including transportation, shelter, care, veterinary services, and humane euthanasia.

Developing the Next Generation of Small Businesses Act of 2017 Small Business Development Centers Improvement Act of 2017 This bill amends the Small Business Act to revise the authority of the Small Business Administration (SBA) to use certain SBA programs, including the small business development center (SBDC) program, to provide grants, financial assistance, loans, export assistance, and subcontracting opportunities on federal contracts to specified small businesses, organizations, state governments, universities, companies, and other entities that assist smaller enterprises. The SBA shall: use such programs only to deliver entrepreneurial development services, entrepreneurial education, support for the development and maintenance of clusters, or business training (excepts services provided to assist small businesses owned by an Indian tribe); not prohibit SBDC grant recipients from marketing and advertising their services to individuals and small business concerns; and establish a Data Collection Working Group. The SBA may not award SBDC grants to entities other than those that received them before September 30, 2015, and that seek to renew them after that date, with an exception for not-for-profit institutions of higher education. Women's Business Centers Improvements Act of 2017 The bill revises the duties of the Office of Women's Business Ownership and declares it is the Office's mission to assist women entrepreneurs to start, grow, and compete in global markets by providing quality support with access to capital, access to markets, job creation, growth, and counseling. The SBA shall establish standards for a program to accredit specified eligible entities receiving a grant to operate one or more women's business centers. SCORE for Small Business Act of 2017 The bill reauthorizes the SCORE program (Service Corps of Retired Executives) for FY2018-FY2019. The program is renamed as simply the SCORE program. The SBA shall award a grant to the SCORE Association (or any successor group) to manage the program. The bill prescribes duties of volunteers participating in, and requirements of, the program.

Clarity for America's Small Contractors Act of 2017 This bill amends the Small Business Act to require the annual Small Business Administration (SBA) reports to the President and Congress analyzing the number and dollar amount of prime contracts awarded by federal agencies each fiscal year to specified kinds of small business concerns to include awards that were purchased by another entity after the initial contract was awarded. The concern would no longer be deemed to be a small business because of such purchase. The SBA must also report on awards to small businesses that were awarded using a procurement method other than a small business set-aside, preference, or full and open competition. The bill revises the range of the anticipated value of federal procurement contracts that must be reserved exclusively for small business concerns to between the micro-purchase threshold ($3,000) and the simplified acquisition threshold ($100,000). (Currently the range of the anticipated value must be between $2,500 and $100,000.) The bill specifies the principal duties of commercial market representatives, including to help prime contractors find small business concerns that are capable of performing subcontracts. This bill: (1) extends for three years the deadline after which a person serving as an SBA business opportunity specialist must have a Level I Federal Acquisition Certification in Contracting or the equivalent Department of Defense certification; and (2) declares that the exclusive duties of such a specialist who reports to the senior official appointed by the SBA with certain SBA loan responsibilities, including the procurement program for small business concerns owned and controlled by service-disabled veterans and the Historically Underutilized Business Zone (HUBZone) program, shall be to implement specified SBA loan programs and to complete other duties related to contracting programs.

Pro bono Work to Empower and Represent Act of 2017 or the POWER Act This bill requires each U.S. Attorney for each judicial district to lead at least one public event that promotes pro bono legal services as a critical way to: (1) empower survivors of domestic violence, dating violence, sexual assault, and stalking; and (2) engage citizens in assisting those survivors. A similar requirement applies to districts containing Indian tribes and tribal organizations. Each U.S. Attorney shall: (1) have discretion on the design, organization, and implementation of such public events; and (2) seek to maximize an event's local impact and the access of such survivors to high-quality pro bono legal services.

Register of Copyrights Selection and Accountability Act of 2017 This bill amends federal copyright law to require the Register of Copyrights to be a U.S. citizen with a professional background and experience in copyright law who is appointed by the President with the advice and consent of the Senate. (Currently, the Register of Copyrights is appointed by the Librarian of Congress.) The term of office for the Register of Copyrights is limited to 10 years, but the individual may be reappointed subject to the same Senate advice and consent requirement. The President may remove the Register of Copyrights from office and must notify both chambers of Congress of any such removal.

Israel Anti-Boycott Act This bill declares that Congress: (1) opposes the United Nations Human Rights Council resolution of March 24, 2016, which urges countries to pressure companies to divest from, or break contracts with, Israel; and (2) encourages full implementation of the United States-Israel Strategic Partnership Act of 2014 through enhanced, governmentwide, coordinated U.S.-Israel scientific and technological cooperation in civilian areas. The bill amends the Export Administration Act of 1979 to declare that it shall be U.S. policy to oppose: requests by foreign countries to impose restrictive practices or boycotts against other countries friendly to the United States or against U.S. persons; and restrictive trade practices or boycotts fostered or imposed by an international governmental organization, or requests to impose such practices or boycotts, against Israel. The bill prohibits any U.S. person engaged interstate or foreign commerce from supporting: any request by a foreign country to impose any boycott against a country that is friendly to the United States and that is not itself the object of any form of boycott pursuant to United States law or regulation, or any boycott fostered or imposed by any international governmental organization against Israel or any request by any international governmental organization to impose such a boycott. The bill amends the Export-Import Bank Act of 1945 to include as a reason for the Export-Import Bank to deny credit applications for the export of goods and services between the United States and foreign countries, opposition to policies and actions that are politically motivated and are intended to penalize or otherwise limit commercial relations specifically with citizens or residents of Israel, entities organized under the laws of Israel, or the government of Israel.

Iran Ballistic Missiles and International Sanctions Enforcement Act This bill states that it is U.S. policy to prevent Iran from undertaking any activity related to nuclear-capable ballistic missiles. The President shall report to Congress regarding the foreign and domestic supply chain in Iran that supports Iran's ballistic missile program. The report shall identify individuals and companies involved in such activities. The President shall submit to Congress a determination of whether any Iranian ballistic missile test violates United Nations Security Council Resolution 2231. Such resolution endorses the Joint Comprehensive Plan of Action and sets out a mechanism to monitor Iranian compliance. The President shall impose sanctions against: (1) Iranian government agencies involved in ballistic missile development; (2) foreign entities that supply material for, or otherwise facilitate or finance, such efforts; (3) foreign persons or foreign government agencies that import, export, or re-export prohibited arms or related material to or from Iran; and (4) foreign persons or entities that transfer goods or technologies contributing to Iran's ability to acquire or develop ballistic missiles, including launch technology, and destabilizing numbers and types of advanced conventional weapons. The President shall investigate potential violations of ballistic missile and conventional weapons sanctions against Iran. The President shall report to Congress regarding credible information about Iran's violations of arms restrictions and attempts to pursue sanctionable activities.

Caesar Syria Civilian Protection Act of 2017 This bill declares that it is U.S. policy to use all diplomatic and economic means to compel the government of Bashar al-Assad to halt the slaughter of the Syrian people and work toward a democratic government. The President shall prohibit, or impose conditions on, the opening or maintaining in the United States of a correspondent account or payable-through account by any domestic financial institution or domestic financial agency for or on behalf of the Central Bank of Syria that is of primary money laundering concern. The bill directs the President to impose specified entry and U.S.-based property sanctions against a foreign person that knowingly: (1) provided significant financial or material support to Syria, the Central Bank of Syria, or to a foreign person subject to specified sanctions; (2) supported Syria's domestic production of natural gas or petroleum; (3) sold or provided civilian aircraft or spare parts or other significant goods or services to a foreign person operating in Syria's shipping, transportation, or telecommunications sectors; or (4) financed money laundering activities. The President shall impose specified entry and U.S.-based property sanctions against a foreign person that has knowingly provided support to Syria to acquire or develop ballistic missiles, chemical, biological or nuclear weapons, or advanced conventional weapons. The Syria Human Rights Accountability Act of 2012 is amended to direct the President to impose entry and U.S.-based property sanctions against persons responsible for: (1) committing serious human rights abuses against Syrian citizens or their family members, or (2) transferring to Syria certain military items or goods or technologies that may be used to commit human rights abuses. The President shall submit and update a list of, and impose entry and U.S.-based property sanctions against, persons responsible for hindering access to humanitarian relief activities in Syria. The President shall report with respect to whether each of specified Syrian persons, including Bashar al Assad, meets the requirements for inclusion on the list of persons who are responsible for certain human rights abuses against Syrian citizens. The President may: (1) provide assistance to advance a comprehensive relief and recovery strategy in Syria, and (2) suspend sanctions against Syria under specified conditions.

Palliative Care and Hospice Education and Training Act This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to provide support for Palliative Care and Hospice Education Centers. These centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced education nursing degrees, social work degrees, or advanced degrees in physician assistant studies in palliative care. HHS may provide support to schools of medicine, schools of osteopathic medicine, teaching hospitals, and graduate medical education programs for training physicians who plan to teach palliative medicine. HHS must: (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development; (2) support entities that operate a Palliative Care and Hospice Education Center; (3) support advanced practice nurses, social workers, physician assistants, pharmacists, chaplains, or students of psychology pursuing an advanced degree in palliative care or related fields; and (4) award grants to schools of nursing, health care facilities, or programs leading to certification as a nurse assistant to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.

Recognizes that science and technology innovation present promising new frontiers for U.S.-Israel economic cooperation, particularly in light of widespread drought, cybersecurity attacks, and other major challenges impacting the United States. Encourages the President to regularize and expand forums of economic dialogue with Israel and foster public and private sector participation. Supports the exploration of new agreements with Israel, including in the fields of energy, water, agriculture, medicine, neurotechnology, and cybersecurity.

Korean Interdiction and Modernization of Sanctions Act This bill amends the North Korea Sanctions and Policy Enhancement Act of 2016 to modify and increase the President's authority to impose sanctions on persons in violation of certain U.N. Security Council resolutions regarding North Korea. The President shall report to Congress regarding: (1) measures to deny specialized financial messaging services to U.N.-designated North Korean financial institutions, (2) foreign countries whose seaports and airports fail to inspect or seize the cargo of North Korean ships or aircraft as required by Security Council resolutions, (3) North Korea-Iran weapons and nuclear cooperation, (4) foreign government implementation of Security Council resolutions regarding North Korea, and (5) whether North Korea is a state sponsor of terrorism. The bill requires U.S. financial institutions to ensure that no correspondent accounts are being used by foreign financial institutions to provide financial services indirectly to North Korea. A foreign government that provides defense articles or services to, or receives from, North Korea is prohibited from receiving certain types of U.S. foreign assistance. The Department of State shall report to Congress regarding foreign compliance with curtailing North Korea's arms trade. The Department of Homeland Security may implement enhanced screening of cargo bound for or landed in the United States that: (1) has been transported through a sea port or airport that has repeatedly failed to comply with applicable Security Council resolutions; (2) is aboard a vessel, aircraft, or conveyance that has entered North Korean territory, waters, or airspace, or landed in any of its seaports or airports, within the last 365 days; or (3) is registered by a country whose inspection compliance is deficient. The Ports and Waterways Safety Act is amended to prohibit any foreign vessel from entering or operating in U.S. waters or transferring cargo in any port under U.S. jurisdiction if such vessel is owned by North Korea or owned or operated on behalf of any country not complying with Security Council resolutions. Goods produced in whole or part by North Korean labor are prohibited from entering the United States unless U.S. Customs and Border Protection finds that they were not produced with convict, forced, or indentured labor. The President shall impose U.S. property-based sanctions on foreign persons that employ North Korean forced laborers. The bill amends the State Department Basic Authorities Act of 1956 to authorize the State Department to offer cash rewards for information on violations of North Korean sanctions.

Student Agriculture Protection Act of 2017 This bill amends the Internal Revenue Code to exclude from the gross income of a student farmer up to $5,000 of the gain from the sale or exchange of personal property (including livestock, crops, and agricultural mechanics or shop products) produced or raised by the student farmer. A student farmer is an individual who is under 19 years of age and is enrolled in: (1) a program established by the National FFA Organization; (2) a 4-H Club or other program established by 4-H; or (3) a student agriculture program that is under the direction or guidance of an agricultural educator, advisor, or club leader. To qualify for the exclusion, the production and sale or exchange of the property must be supervised by one of the specified agriculture programs. The sale or exchange must also occur during qualified public entertainment or convention and trade show activities.

Strengthening State and Local Cyber Crime Fighting Act of 2017 This bill amends the Homeland Security Act of 2002 to establish within the Department of Homeland Security (DHS) a National Computer Forensics Institute, to be operated by the U.S. Secret Service. The institute: shall disseminate homeland security information related to the investigation and prevention of cyber and electronic crime and related threats; shall educate, train, and equip state, local, tribal, and territorial law enforcement officers, prosecutors, and judges; shall ensure that timely, actionable, and relevant expertise and homeland security information related to cyber and electronic crime and related threats is shared with such officers and prosecutors; may provide such officers with computer equipment, hardware, software, manuals, and tools necessary to conduct cyber and electronic crime and related threat investigations and computer and mobile device forensic examinations; and shall facilitate the expansion of the network of Electronic Crime Task Forces of the Secret Service through the addition of such officers educated and trained at the institute.

Calls on the U.S. government to assist the government of Argentina so that the perpetrators of the attacks on the Israeli embassy in Buenos Aires in 1992 and the Argentine-Israeli Mutual Association in Buenos Aires in 1994 may be brought to justice. Determines that such attacks constitute an affront to humanity and the values of civilized society and remind us that the international community must work together to defeat international terrorism and its state sponsors, such as Iran. Urges the government of Iran to take steps toward fully complying with investigations by the government of Argentina, including immediately providing all available information from the Iranian government regarding such attacks.

Fair and Open Competition Act or FOCA Act This bill prohibits a federal executive agency that awards any construction contract after the enactment of this bill from requiring or prohibiting a contract bidder from entering into agreements with labor organizations (i.e., Project Labor Agreements [PLAs]) or otherwise discriminating against a bidder or contractor who signs, or refuses to sign, a PLA. Agencies that award grants, provide financial assistance, or enter into cooperative agreements for construction projects after the enactment of this bill must ensure that the bid specifications, project agreements, or other controlling documents for such projects do not contain any requirements or prohibitions relating to PLAs. An agency may exempt a particular project or grant from the prohibition of this bill if it determines that special circumstances exist requiring an exemption to avert an imminent threat to public health or safety or to serve the national security.

Social Security Must Avert Identity Loss (MAIL) Act of 2017 This bill amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to direct the Social Security Administration to ensure that no document it sends by mail includes a complete Social Security account number unless necessary.

Preventing Animal Cruelty and Torture Act or the PACT Act This bill amends the federal criminal code to revise and expand provisions with respect to animal crushing. It retains existing criminal offenses that prohibit knowingly creating or distributing an animal crush video using interstate commerce. The bill also adds a new provision to criminalize an intentional act of animal crushing. A violator is subject to criminal penalties—a fine, a prison term of up to seven years, or both. It provides additional exceptions for conduct, or a video of conduct, including conduct that is: (1) medical or scientific research, (2) necessary to protect the life or property of a person, (3) performed as part of euthanizing an animal, or (4) unintentional.

Shark Fin Sales Elimination Act of 2017 This bill makes it illegal to possess, buy, or sell shark fins or any product containing shark fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act.

Condemns the government of Iran for the 1988 massacre of political prisoners and for denying the evidence of crimes against humanity. Urges: (1) the Administration and U.S. allies to condemn the massacre and pressure the Iranian government to provide detailed information to the victims' families about their loved ones and their final resting places; and (2) the United Nations (U.N.) Special Rapporteur on the human rights situation in Iran and the U.N. Human Rights Council to create a Commission of Inquiry to investigate the massacre, gather evidence, identify the perpetrators, and bring them to justice.

Expresses the sense of the House of Representatives that the U.S. Agency for International Development should: (1) increase emergency funding in March 2017 to respond to the famine in South Sudan by providing food and other essential resources and to collaborate with international relief organizations to reach vulnerable populations, and (2) provide emergency food assistance under the Food for Peace Act. Calls upon the government of South Sudan to: (1) declare and observe a cessation of hostilities to allow food and essential supplies to reach affected civilians; and (2) allow immediate and unrestricted humanitarian access to southern Unity, where the famine is underway. Condemns all threats and violence against civilian populations and aid workers. Supports efforts of the U.S. government, working with partners in the international community, to facilitate humanitarian access to affected areas and encourages greater diplomatic pressure on the parties to return to the negotiation table to stop the violence and allow full humanitarian access.

Welfare Benefit Reform and Alignment Commission (BRAC) Act This bill establishes within the legislative branch the Benefit Reform and Alignment Commission to review certain means-tested welfare programs. A "means-tested welfare program" is any federal program that is designed to specifically provide assistance or benefits exclusively to low-income Americans. The bill specifies several programs that are either considered or not considered means-tested welfare programs for the purpose of this bill. The commission must identify changes in law to structure the programs so that: the receipt of aid by a beneficiary is temporary, that over time there is a reduction in the number of the programs in which an individual beneficiary or household is participating, and that over time the total number of recipients receiving such aid is reduced; and the programs increase employment, encourage healthy marriages, and further educational attainment so that households maintain an income above the poverty level without services and benefits from the federal government. The commission must also: (1) review the programs to evaluate whether certain programs should be consolidated, eliminated, or made subject to the annual appropriations process; and (2) recommend ways to reduce the cost or increase the efficiency of the programs by contracting with private entities or delegating authority to states. The commission may also review the offsetting receipts and discretionary appropriations of the federal government. The commission must submit to Congress a report including recommendations and proposed legislation. Congress must consider the proposal using specified expedited legislative procedures.

Voluntary Protection Program Act This bill provides statutory authority for the Occupational Safety and Health Administration's (OSHA's) voluntary protection program, under which management, labor, and OSHA establish cooperative relationships at workplaces that have implemented a comprehensive safety and health management system.

Dog and Cat Meat Trade Prohibition Act of 2017 This bill amends the Animal Welfare Act to prohibit people from knowingly slaughtering a dog or cat for human consumption. In addition, the bill prohibits people from knowingly transporting, possessing, buying, selling, or donating: (1) a dog or cat to be slaughtered for human consumption, or (2) dog or cat parts for human consumption. The bill subjects a violator to imprisonment for up to a year, a fine, or both. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States.

Expresses support for the goals and ideals of Multiple Sclerosis Awareness Week. Reaffirms the U.S. commitment to ending multiple sclerosis by promoting awareness about individuals affected by multiple sclerosis and supporting research and education programs. Recognizes people living with multiple sclerosis and salutes the health care professionals and medical researchers who assist those so affected and continue to work to find ways to stop the disease, restore what has been lost, and end multiple sclerosis forever.

Assuring Law Enforcement Requests Are Timely Evaluated by the Department of Homeland Security Act of 2017 or the ALERTED Act of 2017 This bill amends the Immigration and Nationality Act to direct U.S. Immigration and Customs Enforcement, upon request by a federal, state, or local law enforcement official, to determine whether to issue a detainer to detain an alien arrested by such official for a violation of any law, not just one relating to controlled substances.

Federal Regulatory Certainty for Water Act This bill nullifies the Environmental Protection Agency's Clean Water Rule signed on May 27, 2015, which describes the scope of the Federal Water Pollution Control Act (commonly known as the Clean Water Act). Under this bill, the Clean Water Act applies to waters of the United States that are: (1) navigable-in-fact; or (2) permanent or continuously flowing bodies of water that form geographical features commonly known as streams, oceans, rivers, and lakes that are connected to waters that are navigable-in-fact. Under this bill, the Act does not apply to: (1) waters that do not physically abut those waters of the United States through an actual and continuous surface water connection; (2) man-made or natural structures or channels through which water flows intermittently or ephemerally; or (3) wetlands (including playa lakes, prairie potholes, wet meadows, wet prairies, and vernal pools) that lack that continuous surface water connection. The aggregation of wetlands or waters may not be used to determine whether the wetlands or waters are navigable waters.

Capital Access for Small Businesses and Jobs Act This bill amends the Federal Credit Union Act to allow a federal credit union, other than a low-income credit union, to receive payments on uninsured non-share accounts that: do not alter the cooperative nature of the credit union; are subordinate to all other claims against the credit union; are available to cover operating losses in excess of retained earnings and, to the extent so applied, will not be replenished; meet applicable requirements with respect to maturity; are subject to disclosure and consumer-protection requirements as determined by the National Credit Union Administration Board; are offered by a credit union that is sufficiently capitalized and well-managed; and are subject to such rules and regulations as the board may establish.

This bill amends the Act that authorized the Adams Memorial Foundation to establish a commemorative work in Washington, DC, to honor John Adams and his legacy to, instead, establish the Adams Memorial Commission to establish a permanent memorial in DC for such purpose. The commission shall: (1) consider, formulate, and report plans for such memorial; and (2) terminate seven years after this bill's enactment.

Protecting Our Veterans From School Closures Act of 2017 This bill declares that if, as a result of a permanent school closure, a veteran is forced to discontinue a course or did not receive credit, or lost training time, toward completion of the education program, Department of Veterans Affairs educational assistance payments for such discontinued course or program shall not be: (1) charged against the individual's entitlement to educational assistance, or (2) counted against the aggregate period for which such assistance may be provided. The bill applies to courses and programs of education discontinued after August 1, 2016.

Taking Account of Institutions with Low Operation Risk Act of 2017 or the TAILOR Act of 2017 This bill requires federal financial regulatory agencies to: (1) tailor any regulatory actions so as to limit burdens on the institutions involved, with consideration of the risk profiles and business models of those institutions; and (2) report to Congress on specific actions taken to do so, as well as on other related issues. The bill's tailoring requirement applies not only to future regulatory actions but also to regulations adopted within the last seven years.

Taylor Force Act This bill prohibits certain assistance under the Foreign Assistance Act of 1961 from being made available for the West Bank and Gaza unless the Department of State certifies that the Palestinian Authority: is taking steps to end acts of violence against U.S. and Israeli citizens perpetrated by individuals under its jurisdictional control, such as the March 2016 attack that killed former Army officer Taylor Force; is publicly condemning such acts of violence and is investigating, or cooperating in investigations of, such acts; and has terminated payments for acts of terrorism against U.S. and Israeli citizens to any individual who has been convicted and imprisoned for such acts, to any individual who died committing such acts, and to family members of such an individual.

Furthering Access to Stroke Telemedicine Act of 2017 or the FAST Act of 2017 This bill specifies that, under Medicare, telehealth services include telehealth-eligible stroke services provided to an individual soon after the onset of acute-stroke symptoms. Certain originating-site requirements applicable to telehealth services under Medicare shall not apply with respect to such stroke services.

Small Business Health Fairness Act of 2017 This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for the establishment and governance of association health plans (AHPs), which are group health plans sponsored by business associations. The bill establishes requirements for AHPs relating to certification, sponsors and boards of trustees, participation and coverage, nondiscrimination, contribution rates, and voluntary termination. AHPs offering benefits that are not health insurance must: (1) establish and maintain sufficient reserves and stop-loss insurance to cover those benefits, and (2) make annual payments to a fund to be used to pay for stop-loss insurance for such AHPs for which there is a reasonable expectation that claims would not be satisfied without such insurance. AHPs that fail to meet these requirements are subject to termination. The Department of Labor must establish a Solvency Standards Working Group. States may tax contributions to AHPs, with certain conditions. The bill preempts state laws that preclude health insurers from: (1) offering health insurance in connection with a certified AHP; or (2) offering health insurance of the same policy type to other employers in the state that are eligible for coverage under AHPs. The bill establishes criminal penalties for willfully making false representations regarding an AHP.

ALS Disability Insurance Access Act of 2017 This bill amends title II (Old Age, Survivors, and Disability Insurance) of the Social Security Act to eliminate the five-month waiting period for disability insurance benefits for individuals with amyotrophic lateral sclerosis (a progressive neurodegenerative disease, also known as Lou Gehrig's disease, that affects nerve cells in the brain and spinal cord). Under current law, individuals must wait five months after becoming disabled before their disability insurance benefit payments can begin.

Secondary Payer Advancement, Rationalization, and Clarification Act or the SPARC Act This bill specifies recovery rules and timelines with respect to secondary claims responsibility under the Medicare prescription drug benefit. Current law specifies only that secondary payor provisions apply under the benefit in the same manner as they apply with respect to Medicare Advantage plans.

Pre-existing Conditions Protection Act of 2017 This bill sets forth amendments that would take effect in the case of the repeal of the Patient Protection and Affordable Care Act (PPACA) and the health care provisions of the Health Care and Education Reconciliation Act of 2010 and the restoration of the provisions amended by those provisions. If the amendments take effect, the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and Internal Revenue Code are revised to maintain PPACA consumer protections. Specifically, the bill would maintain the: requirement for health insurance to cover preexisting conditions, requirement for health insurers to accept every employer and every individual applying for coverage, prohibition against health insurers discriminating against individuals based on health status factors, prohibition against collecting genetic information in connection with issuing health insurance, and requirements for workplace wellness programs connected to health insurance.

Discouraging Frivolous Lawsuits Act This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to revise requirements concerning citizen suits. Litigation costs (including reasonable attorney and expert witness fees) must be awarded to the prevailing party, thus the bill removes a court's discretion to award the fees. A prevailing party is defined as the party that prevails on more than half of the claims at issue. The bill repeals the authority of the Environmental Protection Agency (EPA) to deny or restrict the use of any area as a disposal site for dredged or fill material when the discharge of those materials would have an unacceptable adverse effect on municipal water supplies, shellfish beds and fishery areas, wildlife, or recreational areas. Current law requires compensatory mitigation to replace the loss of aquatic resource functions in a watershed when a permit to discharge dredged or fill materials into navigable waters has unavoidable impacts on aquatic resources. This bill prohibits government entities from carrying out compensatory mitigation in excess of existing regulatory requirements.

Historic Tax Credit Improvement Act of 201 7 This bill amends the Internal Revenue Code, with respect to the tax credit for the rehabilitation of buildings and historic structures, to: (1) allow an increased 30% credit, up to $750,000, for projects with rehabilitation expenditures not exceeding $3.75 million, for which no credit was allowed in either of the two prior taxable years (smaller projects); (2) allow the transfer of tax credit amounts for smaller projects; (3) treat a building as substantially rehabilitated if rehabilitation expenditures exceed the greater of 50% of the adjusted basis of the building or $5,000 (currently, the greater of the adjusted basis of the building or $5,000); (4) reduce the required basis adjustment from 100% of the credit to 50% of the amount of the credit; and (5) limit the application of disqualified lease rules to tax-exempt use property.

New Markets Tax Credit Extension Act of 201 7 This bill amends the Internal Revenue Code to: (1) make permanent the new markets tax credit, (2) provide for an inflation adjustment to the limitation amount for such credit after 2016, and (3) allow an offset against the alternative minimum tax for such credit (determined with respect to qualified equity investments initially made after 2016).

Build up Illegal Line Defenses with Assets Lawfully Lifted Act of 2017 This bill amends the federal judicial code to require the Department of Justice to: (1) report annually on the total amount of funds deposited into the Department of Justice Asset Forfeiture Fund that are derived from Mexican cartels, and (2) study how to derive more such funds from Mexican cartels. 50% of the funds derived from Mexican cartels must be made available to construct physical barriers and roads to deter illegal border crossings into the United States. Additionally, the bill amends the federal criminal code to prohibit the release of seized currency or contraband that belongs to or supports a foreign, illegal trafficking organization while a civil forfeiture action is pending.

Calls upon: (1) the Defense POW/MIA Accounting Agency, other elements of the Department of Defense and the federal government, and all foreign governments to intensify efforts to investigate, recover, identify and account for all missing and unaccounted-for U.S. personnel; and (2) all foreign governments with information on missing U.S. personnel, or with missing U.S. personnel within their territories, to cooperate fully with the U.S. government to provide the fullest possible accounting for all missing U.S. personnel.
