Prison to Proprietorship Act This bill directs the Small Business Administration, in coordination with the Bureau of Prisons, to require women's business centers and small-business development centers to provide entrepreneurship counseling and training services to individuals incarcerated in a minimum-, low-, or medium-security prison.

Taxpayers and Savers Protection Act or the TSP Act This bill prohibits any sums in the Thrift Savings Fund from being invested in a security that is listed on an exchange in a jurisdiction in which the Public Company Accounting Oversight Board (1) has never conducted the mandatory inspection or investigation of a registered public accounting firm, and (2) is prevented from conducting such inspection or investigation because of a position taken by an authority in that jurisdiction.

United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single gold medal to the U.S. Army Ranger veterans of World War II in recognition of their dedicated wartime service. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Teleabortion Prevention Act of 2019 This bill restricts the use of telehealth for chemical abortions (also known as medication abortions). Specifically, it requires a provider who dispenses or prescribes medication for a chemical abortion to physically examine the patient, be physically present at the location of the chemical abortion, and schedule a follow-up visit. The bill provides an exception for a chemical abortion that is necessary to save the life of a mother whose life is endangered by a physical disorder, illness, injury, or condition. The bill establishes criminal penalties—a fine, a prison term of up to two years, or both—for a provider who does not comply with the requirements. A patient who undergoes a chemical abortion may not be prosecuted.

Dignity for Aborted Children Act This bill requires abortion providers to offer patients specified options concerning the human fetal tissue from an abortion. Specifically, patients must be given an informed consent form specifying the options to (1) take possession of the tissue for transfer to an entity that provides interment or cremations services, or (2) in cases where the tissue is expelled on the provider’s premises, release the tissue to the provider. If the tissue is released to the abortion provider, the provider must ensure the tissue is interred or cremated within seven days of the procedure in a manner consistent with state law regarding the disposal of human remains. Abortion providers must report annually about the aggregate number of abortions performed and other specified information. The bill provides civil or criminal penalties for violations of disposal, informed consent, and reporting requirements.

Down Syndrome Discrimination by Abortion Prohibition Act This bill creates new federal crimes related to the performance of an abortion on an unborn child who has Down syndrome. It subjects a violator to criminal penalties—a fine, a prison term of up to five years, or both. It also authorizes civil remedies, including damages and injunctive relief. A woman who undergoes such an abortion may not be prosecuted or held civilly liable.

Stop UN Support for Assad Act of 2019 This bill prohibits U.S. funding for United Nations (U.N.) programs in Syria unless the Department of State certifies that certain conditions are met. Specifically, no such funding may be provided unless the State Department certifies that any U.N. program in Syria with U.S. funding (1) is delivered impartially to the areas of greatest need; (2) does not directly provide material support to Syria's government or related entities; (3) adheres to human-rights-related requirements for U.N. suppliers; and (4) is vetted by an independent review mechanism, if the program involves contracts in territory controlled by Syria's government. Funding withheld from the U.N. under this bill shall be made available to the U.S. Agency for International Development's Office of Foreign Disaster Assistance for assistance to populations in Syria in need.

Sexual Assault Victims Protection Act of 2019 This bill requires the Department of Health and Human Services (HHS) to conduct a series of activities relating to sexual assault evidence and treatment. Among other things, HHS must establish a task force to improve forensic evidence collection related to sexual assault, maintain a website with resources and best practices related to the treatment of individuals for sexual assault, and host an annual meeting to address gaps in health care relating to sexual assault. In addition, the Centers for Medicare & Medicaid Services must require Medicare-participating hospitals, in their community call plans relating to on-call coverage, to specifically delineate coverage responsibilities with respect to screening and treatment related to sexual assault.

Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 This bill requires the Department of State to consult with Congress before decreasing or increasing U.S. government engagement with another nation as a result of that nation's decision to strengthen or undermine ties with Taiwan. (Taiwan is self-governing, but China considers it a renegade province and has taken actions to encourage countries and international organizations to limit or cut off relations with Taiwan.) The bill states that the U.S. government should support Taiwan in strengthening its relationships with countries around the world.

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

Malala Yousafzai Scholarship Act This bill requires the U.S. Agency for International Development to award at least 50% of the number of scholarships under the Merit and Needs-Based Scholarship Program to Pakistani women for each of the calendar years 2020-2022.

Fair Sugar Policy Act of 2019 This bill makes several modifications to the Department of Agriculture's sugar program. Among other modifications, the bill decreases the rate for price support loans, repeals the marketing allotments, revises the administration of import quotas, and repeals the Feedstock Flexibility Program.

Support And Value Expectant Moms and Babies Act of 2019 or the SAVE Moms and Babies Act of 2019 This bill prohibits the Food and Drug Administration (FDA) from approving any new drug (either as a brand-name drug or a generic) intended to terminate a pregnancy and imposes additional restrictions on such drugs that are already approved. Under the bill, an already-approved drug intended to terminate a pregnancy may be dispensed to a patient only with a prescription. Furthermore, the FDA may not approve any labeling change that would authorize (1) using the drug after 70 days of gestation, or (2) dispensing the drug by any means other than in-person administration by the prescribing health care practitioner. The FDA must also impose additional restrictions on such already-approved drugs, including by (1) requiring the prescribing health care practitioner to receive a special certification, (2) prohibiting the practitioner to also act as the dispensing pharmacist, and (3) requiring the practitioner to have the ability to provide surgical intervention to the patient. The bill also rescinds any investigational use exemption already granted to such a drug if the bill would have prohibited the FDA from granting the exemption. (Currently, the FDA may grant an exemption to certain market approval requirements if a drug is intended solely for use in safety and effectiveness investigations.)

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill requires the Department of Veterans Affairs to implement a pilot program to assess the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder through a method where veterans train service dogs for veterans with disabilities.

End Discriminatory State Taxes for Automobile Renters Act of 2019 This bill prohibits state or local taxes that discriminate against the rental of motor vehicles, the business of renting motor vehicles, or motor vehicle rental property, except where such tax is imposed as of the enactment date of this bill, the tax does not lapse, the tax rate does not increase, and the tax base for such tax does not change. A tax that is imposed on the rental of motor vehicles or a motor vehicle rental business is discriminatory if: (1) it is not generally applicable to more than 51% of other rentals of tangible personal property or businesses within a state or locality, or (2) the rate exceeds the generally applicable tax rate on at least 51% of the other rentals of tangible personal property or businesses within the jurisdiction. A tax discriminates against motor vehicle rental property if a state or locality: (1) assesses the property at a value that has a higher ratio to the true market value of the property than the ratio applicable to commercial and industrial property, or (2) levies or collects either a tax on an assessment prohibited by this bill or an ad valorem property tax on motor vehicle rental property at a generally applicable rate that exceeds the rate for commercial and industrial property in the jurisdiction. A person who is aggrieved by a discriminatory tax may bring a civil action in a U.S. district court for damages, injunctive relief, other legal or equitable relief, or declaratory relief.

NASA Enhanced Use Lease Authority Act of 2019 This bill extends through 2029 and revises the authority of the National Aeronautical and Space Administration (NASA) to lease its non-excess real property and related personal property. The bill expands the purposes for which NASA may enter such leases for in-kind consideration to include (1) maintaining, constructing, modifying, or improving facilities; (2) carrying out aeronautical and space research, development, testing, and evaluation activities; and (3) providing services to NASA, including launch services and payload processing services. The annual report with respect to such leasing shall include information on (1) the value and nature of in-kind consideration, and (2) the controls in place that ensure that NASA takes advantage of such consideration.

Domestic Terrorism Penalties Act of 2019 This bill addresses domestic terrorism by establishing criminal penalties for murder, assault, and other specified crimes when they are committed with the intent to (1) intimidate or coerce a civilian population; or (2) influence, affect, or retaliate against the conduct or policy of a government.

Trademark Licensing Protection Act of 2019 This bill establishes that licensing a trademark or trademark registration for use by a related company does not contribute to establishing an employment relationship between the licensor and the licensee, nor does a licensor's exercise of control over how the licensed trademark is used.

Anti-Semitism Awareness Act of 2019 This bill concerns the review by the Department of Education (ED) of certain alleged violations of title VI of the Civil Rights Act of 1964, which prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving federal financial assistance. For alleged violations based on an individual's actual or perceived shared Jewish ancestry or Jewish ethnic characteristics, ED must consider the definition of anti-Semitism as part of its assessment of whether a practice was motivated by anti-Semitic intent. For purposes of this bill, the definition of anti-Semitism includes the definition set forth by the International Holocaust Remembrance Alliance on May 26, 2016.

Fair and Open Skies Act This bill prohibits the Department of Transportation (DOT) from issuing a foreign air carrier permit or an exemption from certain air carrier certificate requirements under the United States-European Union Air Transport Agreement of April 2007, unless DOT finds that issuing the permit or exemption would be consistent with Article 17 bis of the agreement, which provides that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the laws of the respective parties to the agreement; and imposes conditions on the permit or exemption necessary to ensure compliance with Article 17 bis . The bill modifies policy considerations relating to air carrier certificates to require DOT to consider preventing entry into U.S. markets by flag of convenience carriers (i.e., foreign air carriers established in a country other the home country of their majority owner in order to avoid regulations of the home country) and preventing the undermining of labor standards. In carrying out such air carrier certificate requirements, DOT must consider preventing entry of flag of convenience carriers into U.S. markets as being in the public interest and consistent with public convenience and necessity for safety in air transportation and air commerce. In formulating U.S. international air transportation policy relating to the elimination of discrimination and unfair competition, the Department of State and DOT must include in their considerations the undermining of labor standards.

Ensuring Accurate and Complete Abortion Data Reporting Act of 2019 This bill requires states, as a condition of federal payment under Medicaid for family planning services, to report certain abortion data to the Centers for Disease Control and Prevention (CDC). (Currently, reporting is voluntary.) The CDC must develop standardized questions for states with respect to specified variables (e.g., maternal demographics and methods of abortion).

Improve Well-Being for Veterans Act This bill requires the Department of Veterans Affairs (VA) to award grants for a period of three years to eligible entities for the provision of suicide prevention services to veterans and their families. Under the bill, eligible entities include tribally designated housing entities, community-based organizations, and other private entities that meet certain requirements. Entities must submit an application to receive financial assistance that includes a description of the services they propose to provide, among other elements. The bill requires the VA to equitably distribute grants across geographic regions and areas with the most need. Additionally, the VA shall give preference to entities that are experienced in providing suicide prevention services. Entities receiving funding must notify service recipients that funding is wholly or partially from the VA.

Protecting People From Surprise Medical Bills Act This bill makes a series of changes relating to health care costs and billing practices. Among other things, the bill applies in-network cost-sharing requirements to certain emergency and related non-emergency services that are provided out-of-network; requires health insurers to include in-network and out-of-network deductibles, as well as out-of-pocket maximum limitations, on enrollee insurance cards; requires health insurers to provide online and print directories of in-network health care providers; and prohibits health care providers from billing individuals for services more than a year after such services are provided.

Defending Elections against Trolls from Enemy Regimes Act or DETER Act This bill makes an alien inadmissible to the United States or deportable if there are reasonable grounds to believe that the alien seeks to enter the country to improperly interfere with a U.S. election or has previously done so. Improper interference in a U.S. election is conduct by an alien that violates federal criminal, voting rights, or campaign finance law, or is performed on behalf of a foreign government or criminal enterprise. Improper interference in a U.S. election includes acts intended to (1) undermine public confidence in election processes or institutions, or (2) influence or alter the result of an election.

Kleptocrat Exposure Act This bill authorizes the Department of State to make publicly available certain records related to a visa denial based on an alien's involvement in gross violations of human rights or significant acts of corruption, such as extrajudicial killings or expropriating public assets for personal gain. (Records related to visa applications are generally confidential unless they fall within certain exceptions.)

Election Security Assistance Act This bill addresses security threats to federal elections. Specifically, the bill authorizes grants to states for election technology and security, requires election poll books to meet voting system standards, allows for expedited security clearances for certain state election officials and officials with the Election Assistance Commission, requires federal entities to share information with the Department of Homeland Security (DHS) regarding election cybersecurity incidents, and requires DHS to share information with state and local officials regarding election cybersecurity incidents.

Stopping Bad Robocalls Act This bill updates various policies and regulations relating to robocalls. Specifically, the bill requires the Federal Communications Commission (FCC) to protect consumer privacy as it relates to robocalls. The FCC must update regulations involving certain robocalls that are exempt from criminal liability to include specific requirements identifying classes of parties who may make such calls, parties who may be called, and how many times they may be called. Additionally, the bill removes the requirement that a citation be issued prior to a forfeiture penalty being imposed in cases where violations involving illegal robocalls have been intentional and where inaccurate caller identification information has been provided. The bill also implements a three-year statute of limitation for such violations requiring notice, and a four-year statute of limitation where an intentional violation has occurred. The FCC must promulgate regulations to address requirements for effective call authentication technology as well as to establish a process to streamline the ways in which a private entity may voluntarily share with FCC information relating to an illegal call or text or for calls with misleading or inaccurate caller identification information. Finally, the bill requires the FCC to ensure robocall blocking services provided on an opt-out basis are provided free of cost with transparency and redress options for consumers and callers.

VA Emergency Transportation Act This bill requires the Department of Veterans Affairs (VA) to reimburse a veteran for the reasonable value of emergency transportation by a non-VA provider (1) to a facility for emergency treatment, or (2) from a non-VA facility where the veteran was treated to a VA or other federal facility for additional care.

Modern Employment Reform, Improvement, and Transformation Act of 2019 or the MERIT Act of 2019 This bill revises provisions related to federal employment, including the furlough and removal of federal employees, the calculation of federal employee retirement benefits, and the length of the probationary employment period. Specifically, the bill repeals the process for taking action against a federal employee for unacceptable performance, accelerates the process for removal or suspension based on performance or actions, and prohibits grievances based on adverse personnel actions and reductions in force. The bill also authorizes an agency to remove a senior executive from the civil service for performance-related reasons, and it revises provisions covering performance- or conduct-related actions against senior executives. The bill authorizes agencies to furlough employees for such cause as will promote the efficiency of the service, and it prohibits appeals to the Merit Systems Protection Board based on short-term furloughs or furloughs due to a lapse in appropriations (i.e., government shutdown). Additionally, the bill limits the retirement benefits of a federal employee who is removed due to a felony conviction related to their official duties by prohibiting felonious service from being taken into account when calculating the employee's annuity. The bill also authorizes an agency to order the repayment of a bonus or award when performance or conduct issues are discovered and such bonus or award would not have been paid had such issues been known when they were made. Lastly, the bill extends from one year to two years the probationary period for competitive service appointments and members of the Senior Executive Service.
