Expresses the sense of Congress that the Environmental Protection Agency, the Nuclear Regulatory Commission, and the Federal courts should expedite all remaining administrative and judicial proceedings with respect to the Seabrook Nuclear Station project (New Hampshire), and that all licensing and permitting procedures for the construction and operation of nuclear generating stations should be reviewed and modified to improve the efficiency of such procedures.

Declares that it is the sense of Congress that the "Proposed Revenue Procedure on Private Tax-Exempt Schools" should not be adopted by the Internal Revenue Service.

Technology Transfer Ban Act - Amends the Export Administration Act of 1969 to state that goods and technology may contribute to the military potential of possible adversary nations. Declares it to be the policy of the United States to prohibit the transfer to any Communist country of goods or technology which have any potential for military, law enforcement, or intelligence gathering purposes and to encourage friendly countries to exercise similar controls. Authorizes the President to impose export controls for national security purposes regardless of their availability from sources outside the United States. Directs the President to require a license for export of goods and technology to any Communist country. Provides a procedure for Congress to disapprove the issuance of such license. Authorizes the Secretary of Defense to review any proposed export of goods or technology to any Communist country and recommend disapproval if such export has potential military, law enforcement, or intelligence gathering value, which could prove detrimental to the national security of the United States.

Expresses the sense of the House of Representatives that the United States, while seeking to improve relations with the People's Republic of China, shall continue to maintain full diplomatic relations with the Republic of China and shall not alter its Mutual Defense Treaty with such country.

Interstate Horseracing Act - Declares that it is the policy of the Congress to regulate interstate commerce with respect to wagering on horseracing, in order to further the horseracing and legal off-track betting industries in the United States. Establishes conditions under which an interstate off-track wager may be accepted by an off-track betting system. Establishes civil penalties for violation of such conditions, and confers jurisdiction on the district courts of the United States over any cause of action arising out of a violation of such conditions.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to disregard renewal commissions received by an insurance salesman from life insurance policies which such salesman sold before reaching age 65, for purposes of determining eligibility based on income for social security benefits.

Medicare Home Health Amendments - Amends Title XVIII (Medicare) of the Social Security Act to remove the 100 visit limitation presently applicable to home health care services under such Title. Eliminates prior hospitalization as a condition of eligibility for home health care services under part A (Hospital Insurance Benefits for the Aged and Disabled) of such Title. Eliminates confinement to home as a requirement for receiving home health care services under part B (Supplementary Medical Insurance Benefits for the Aged and Disabled) of such Title. Includes "periodic chore services" within those home health services for which payment may be made under the supplementary medical insurance program.

Amends the Internal Revenue Code to exempt taxpayers from the payment of interest or a penalty on tax deficiencies attributable to erroneous advice obtained in writing from an Internal Revenue Service Officer or employee acting in an official capacity.

Amateur Sports Act - Title I: Declaration of Policy - Makes findings and states that the policy of Congress is to promote amateur athletics and protect the right of amateur athletes to participate in athletic competition. Title II: Olympic Committee Reorganization - Amends the corporate charter of the Olympic Committee to (1) provide for a principal place of business of the United States Olympic Committee (Corporation); (2) set forth the objectives and purposes of the Corporation; (3) set forth the powers of the Corporation; (4) provide reasonable representation for specified individuals and organizations in establishing and maintaining provisions for the governance and conduct of its affairs; and (5) subject to civil liability any person who uses an Olympic designation without authority to promote a private financial interest. Permits contributors or suppliers of goods or services to use the name of the United States Olympic Committee or its designation to advertise that such goods or services have been furnished to, approved, or selected by the Corporation. Requires the Corporation to establish in its constitution and bylaws provisions for the resolution of disputes involving the opportunity of an amateur athlete or other specified individuals to participate in sanctioned athletic competitions. Authorizes the Corporation to recognize as a national governing body any amateur sports organization (but only one for each sport) which submits an application for recognition and complies with eligibility requirements. Sets forth such eligibility requirements. Sets forth the duties and powers of a national governing body and the requirements which an amateur sports organization must meet to hold an athletic competition or sponsor athletes in competition and be sanctioned by a national governing body. Grants to the Corporation the power of review over the actions of any national governing body and invests a United States district court with jurisdiction to enjoin any action of a national governing body inconsistent with the terms of the Corporate charter. Sets forth procedures for the Corporation in (1) processing a complaint against a national governing body by an individual athlete or an amateur sports organization; (2) revoking recognition of a national governing body; and (3) replacing an incumbent national governing body. Provides for arbitration of a determination of the Corporation. Authorizes the Secretary of Commerce to lend financial assistance to the Corporation in developing amateur athletics in the United States. Authorizes appropriations for carrying out the work of the national governing bodies. Directs the Secretary to conduct a feasibility study to determine the most appropriate means of providing funding to the Corporation for the construction and operation of training centers and sports medicine research facilities.

Provides that where two or more Members of the House of Representatives pay the basic pay of an individual from the clerk-hire allowance of each such Member, such individual shall be considered to be on the payroll of only one such Member for purposes of determining the number of individuals employed by such Members under the clerk-hire allowance. Requires such Members to designate who shall be considered the employer for the month involved and to report such designation to the Office of Finance.

Amends the Internal Revenue Code by providing graduated corporate income tax rates ranging, over seven brackets, from a 16 percent rate on a corporation's first $25,000 income to a 45 percent rate on income over $150,000.

Requests the President to (1) instruct the Department of State to report to Congress on the violations of human rights in Cambodia, (2) instruct the International Communications Agency to disseminate such information, and (3) instruct the Ambassador to the United Nations to introduce a resolution in the General Assembly condemning these atrocities.

Small Business Tax Relief Act - Amends the Internal Revenue Code to allow certain small businesses to compute taxable income under the cash method and without regard to inventories. Increases the corporate surtax exemption and reduces the corporate tax rates. Provides for limited recognition of the gain from the sale or exchange of a sole proprietorship prior to the age of 55, and non-recognition after age 55. Allows the amortization over a 36-month period of expenses of a business for property acquired to put the business in compliance with Federal law and which does not have any economic usefulness to the business. Increases the additional first year depreciation allowance for small businesses. Increases the investment tax credit for investments in certain small manufacturing facilities.

Investment Incentive Act - Amends the Internal Revenue Code to restore part of the pre-1969 tax treatment of capital gains by repealing the capital gains item of tax preference for the minimum tax; lowering the corporate alternative tax to 25 percent of net capital gain; and lowering the alternative individual tax to 25 percent of net capital gain.

Expresses the sense of the House that the exchange of the Panama Canal Treaty instruments of ratification should not occur earlier than March 31, 1979, unless implementing legislation has been enacted prior to such exchange. Requires specific Congressional authorization by an Act of Congress prior to any conveyance, relinquishment, or disposition of U.S. property in the Panama Canal Zone to any foreign government.

Independent Local Newspaper Act - Amends the Internal Revenue Code to promote the survival of independent newspapers by providing for the establishment of tax exempt trusts for paying estate taxes on such papers, and by postponing the payment of estate taxes on such papers.

National Rail Passenger Corporation Authorization Act - Amends the Rail Passenger Service Act to authorize appropriations for the National Railroad Passenger Corporation for fiscal year 1979. Directs the Secretary of Transportation, in cooperation with the Corporation, to develop a preliminary recommendation for a route system for the Corporation which will provide an optimal intercity railroad passenger system based on current and future market and population requirements. Specifies considerations which the Secretary is to consider in formulating such recommendations and specifies provisions to be included in such report. Directs the Office of Rail Public Counsel to conduct public hearings on the Secretary's recommendations and to submit its findings to the Secretary. Requires the Secretary to thoroughly consider such material in developing a final recommended route system for the Corporation. Directs the Secretary to submit such final recommendations to both Houses of Congress and to specified committees. Stipulates that such recommendations shall be deemed approved within 60 days unless either the House of Representatives or the Senate adopts a resolution disapproving such recommendations. Directs the Corporation after such approval to complete the implementation of such basic route system within 12 months. Exempts such implementation from specified provisions of such Act. Amends the Railroad Revitalization and Regulatory Reform Act of 1976 to establish maximum travel times between points in the Northeast Corridor. Directs the National Railroad Passenger Corporation to develop economical and reliable rolling stock and related equipment designed to be compatible with the track, and operating and marketing characteristics of the Northeast Corridor. Directs the Interstate Commerce Commission in determining the compensation to be paid by the Corporation to other railroads or public transportation agencies for track or facility usage to limit such compensation to the avoidable costs of permitting the Corporation to use the railroad's or agency's tracks and facilities. Amends the Animal Welfare Act to authorize the Secretary of Agriculture to exempt from the requirements of such Act the transportation of cats and dogs in passenger rail service upon a determination that such an exemption would result in an increase in reliable humane transport service for cats and dogs. Directs the Postal Service to utilize the services of the Corporation in the surface transportation of mail so long as it would not result in a significant deterioration of mail services or increase in costs to the Federal Government.

Classifies all positions involving law enforcement responsibilities pertaining to care of jurors, serving writs and warrants issued by Federal courts, tracing and arresting persons under court warrants, and maintaining order in the courtroom as deputy United States Marshall. Requires such positions to be classified at GS-5 through GS-11 if such positions are nonsupervisory or non-specialist and GS-12 through GS-14 if supervisory or specialist. Requires those marshals eligible for a higher grade under this Act to be promoted to the applicable grade upon the enactment of this Act. States that deputy United States marshals shall receive an appropriate rate of premium pay for long hours and hazardous duty but no overtime pay except for special duty. Empowers the Director of the United States Marshal Service to establish pay rates for non-law enforcement employees of the Service. Sets the salary of the Director at the salary prescribed for level V of the Executive Schedule.

Brucellosis Indemnification Act - Title I: Brucellosis Indemnification Program - Directs the Secretary of Agriculture to compensate any farmer or rancher who owns any dairy cow which, under any Federal law, is destroyed in order to control or eradicate brucellosis. Sets a formula for such compensation, requiring the payment of at least $200 per cow. Denies any such compensation with respect to any dairy cow moved or handled by its owner in violation of any law or regulation for the prevention of the dissemination of any communicable disease of livestock for which such cow was destroyed. Title II: Vaccination Program; Research Program - Directs the Secretary to make grants to States for conducting: (1) without charge to farmers or ranchers, a brucellosis vaccination program; and (2) intensive research concerning methods of identifying brucellosis and of improving anti-brucellosis vaccines. Title III: Deferral of Certain Payments on Operating and Emergency Loans Made Under the Consolidated Farm and Rural Development Act - Amends the Consolidated Farm and Rural Development Act to require the Secretary to make all principal and interest payments coming due on any operating or emergency loan relating to the dairy operation of a farmer or rancher who owns dairy cattle subject to a quarantine imposed in order to control or eradicate brucellosis. Limits the Secretary's payments to the period of the quarantine and for 60 days thereafter. Requires the farmer or rancher to reimburse the Secretary, without interest, for such payments. Title IV: General Provisions - Authorizes the Secretary to issue regulations under this Act, and defines terms used therein.
