Older Americans Health Services Act - Amends the Older Americans Act of 1965 to specify the amounts authorized to be appropriated in fiscal year 1978 for purposes of informational exchange on the subject of retraining programs for older Americans. Allows the Secretary of Health, Education, and Welfare to make grants under such Act to cover the cost of administering and operating multipurpose senior centers. Declares the sense of Congress that any Federal legislation establishing a national health insurance program should include specified provisions relating to the availability of home health services for older persons.

Authorizes a tax deduction, under the Internal Revenue Code, for any taxpayer who contributes the right to use any real property owned by the taxpayer to a tax-exempt organization for use by a multipurpose senior citizen center or outpatient geriatric clinic. Limits such deduction to 50 percent of the lesser of (1) the fair market rental value of such property or (2) the amount of State or local property taxes which are paid or incurred by the taxpayer and which are allocable to such property.

Amends the National Housing Act to direct the Secretary of Housing and Urban Development to give special emphasis to insuring mortgages covering group practice facilities or medical practice facilities which are to be used primarily for the purpose of providing preventive, diagnostic, and treatment services to elderly outpatients. Amends the Housing and Community Development Act to entitle a grant recipient to an additional grant for the construction or maintenance of a senior center providing recreational, health, and nutritional services, regardless of whether such centers offer housing facilities. Directs the Secretary to prescribe eligibility requirements for block grants for senior centers. Redefines the term intermediate care facilities for purposes of the National Housing Act to include facilities that permit day health care services to the extent necessary to serve the needs of elderly persons served by the facility.

Veterans' Administration Administrative Procedure and Judicial Review Act - Provides that the decisions of the Administrator of Veterans' Affairs on any question of law or fact under any law administered by the Veterans' Administration providing benefits for veterans and their dependents or survivors shall be subject to judicial review. Subjects all rules regulations, orders and any other determination of any kind made by the Administrator of Veterans' Affairs to the provisions of the Administrative Procedure Act. Repeals the requirement that the Administrator determine and pay fees to agents or attorneys in allowed claims for monetary benefits.

Amends Title XVIII (Medicare) and Title XIX (Medicaid) of the Social Security Act to include as "medical and other health services" for which coverage will be provided under Medicare, and as "medical assistance" for which coverage will be provided under Medicaid, that medical or other remedial care furnished by licensed (registered) nurses within the scope of their practices as defined by State law.

Equal Opportunity for Second Careers Act - Directs the Secretary of Labor to allot grants to regional employment councils to assist second career programs for individuals aged 40 or over who are unemployed or underemployed. States that regional allotments shall be based on a formula derived from the respective characteristics of each region. Requires that applications for grants under this Act include assurances that funds under such grant will be used only for a second career program, for individuals aged 40 and over. States that second career programs shall include: (1) a search and inventory of all jobs currently available in the jurisdiction to be served; (2) a detailed plan for special outreach and promotion efforts to locate individuals eligible for assistance under this plan; (3) screening and appraisal procedures to meet the needs and abilities of individuals eligible to participate in the program; (4) job-matching services; (5) job referral, trial work experience, and placement services; and (6) special counseling services and techniques. Directs the Secretary to conduct research by means of grants and contracts, which will develop data, information, and conclusions to help unemployed and underemployed aged 40 and over to enter, reenter, remain, and advance in the labor force.

Amends the Arms Export Control Act, with respect to approval for the transfer of defense articles, training, or services under that Act, to delay the effective date of such approval until the end of the first period of 30 days of continuous Congressional session after the President has certified the proposed transfer to Congress, unless Congress disapproves such transfer by concurrent resolution within that period. Permits such proposed transfer to become effective immediately if the President certifies to Congress that a state of emergency exists which requires such transfer in the national security interests of the United States.

Energy and Weather Emergency Adjustment Assistance Act - Title I: Adjustment Assistance for Workers - Entitles to adjustment assistance allowances of specified amounts each of a group of workers certified by the Administrator of the Federal Disaster Assistance Administration upon a determination that: (1) a significant number or proportion of the workers in the group or a subdivision have become totally or partially separated, (2) sales and or production of such firm have decreased absolutely, and (3) critical shortages of energy supplies or unusually severe weather conditions contributed importantly to such work separation and decline in sales and/or production. Provides additional Assistance allowances, including expenses of training programs and seeking new employment, to each of a group of workers qualified for adjustment allowances who are likely to become totally separated on a permanent basis. Title II: Adjustment to Firms - Entitles firms which are found by the Administrator, due to critical energy shortages or unusual weather conditions, to have ceased sales and/or production and totally or partially separated a significant portion or number of workers to (1) funds for repairing physical damage resulting from the adverse conditions and (2) if the firm is a small business and would not otherwise remain competitive, low-interest loans for operating expenses or (3) if the firm is not a small business, guarantees of loans not otherwise available and necessary to remain competitive. Title III: Adjustment Assistance for Communities - Entitles local governments which are found by the Administrator to have incurred extraordinary expenditures amounting to at least five percent of their operating budget or sustained an increase in unemployment within their jurisdiction of at least ten percent due to critical energy shortages or unusual weather conditions to (1) funds to reimburse the cost of repairing damaged public facilities and purchasing or renting emergency equipment and (2) low-interest loans if the adverse conditions result in a substantial revenue loss. Title IV: General Provisions - Authorizes the appropriation for fiscal years 1977 and 1978 of such sums as may be necessary to carry out this Act. Specifies the effective date of this Act and the duration of the administrator's authority under it.

Economic Disaster Community Assistance Act - Amends the Public Works and Economic Development Act of 1965 to establish within the Department of Commerce an Office of Aid to Economic Disaster Communities, to carry out the purposes of this Act. Authorizes the President to designate as an economic disaster community, any area, without regard to political or geographic boundaries, where: (1) the average unemployment rate for at least three consecutive months exceeds the average national unemployment rate for the preceding calendar year, (2) the current unemployment rate exceeds the national unemployment rate for the prior month and has increased by at least 100 percent within the past 12 months, or (3) the current unemployment rate is at least six percent and there are such other critical economic conditions as the President determines to warrant assistance under this Act. Directs the appointment of Federal and State coordinating officers for areas designated economic disaster communities. Authorizes all Federal agencies to assist such areas by making available real property, personnel, equipment, and other resources. Authorizes the President, with the concurrence of the Director of the Office, to direct any Federal agency charged with the administration of a Federal grant-in-aid program to modify conditions for assistance in order to facilitate the delivery of aid to economic disaster communities. Establishes a separate Federal Economic Recovery Fund within the Treasury. Directs the heads of Federal agencies and the Director of the Office to select existing Federal grant-in-aid and loan and loan guarantee programs to be assisted by the fund. Authorizes the allocation of fund monies for certain other purposes, including: (1) loans to individuals and businesses to enable them to meet mortgage payments, (2) unrestricted grants to States and local governments to implement local initiatives and projects designed to relieve unemployment and stimulate the economy but which are not eligible for existing grants; (3) relocation assistance for unemployed individuals and their families; (4) housing assistance; (5) unemployment assistance; (6) grants to accelerate Federal, State, or local projects; and (7) grants or loans to nonprofit organizations and loan guarantees to private profitmaking organizations for job creation and holding major employers in the area. Stipulates that areas designated as economic disaster communities shall remain eligible for assistance under this Act for at least one year after which time benefits will be phased out if the area no longer meets eligibility criteria.

Senior Citizen Higher Education Opportunity Act - Amends the Higher Education Act of 1965 to require that higher education institutions receiving Federal aid submit to the Commissioner of Education a senior citizen access plan providing for tuition-free registration of qualified senior citizens in scheduled classes and programs on a space available basis. Directs that such plan be implemented to the satisfaction of the Commissioner. Defines "qualified senior citizen" as an individual 60 years of age or older who has completed all course requirements mandated by the institution of higher learning for enrollment in the scheduled class or program. Deems that a class or program has space available if it is not fully subscribed by students other than nonpaying senior citizens. Enjoins the payment of funds or the approval of supplemental or special grants under specified titles of such Act unless the institution seeking aid has established and fully implemented a senior citizen plan.

Public Participation in Federal Agency Proceedings Act - Authorizes each Federal agency to award reasonable attorneys' fees and other costs of participation in all rulemaking, ratemaking, licencing, and other proceedings which relate directly to the health, safety, civil rights, environment, and economic well-being of consumers in the marketplace. Permits such awards if the person participating in the agency proceeding represents an interest the representation of which contributes or can reasonably be expected to contribute substantially to a fair determination of the proceeding, and the economic interest of the person in the outcome is small in comparison to the costs of effective participation in the proceeding or the person demonstrates to the satisfaction of the agency that such person does not have sufficient resources to participate effectively in the proceeding absent an award under this Act. Requires the agency to make a determination of eligibility under this Act prior to timely participation in the proceeding if at all possible. Requires payment of an award under this Act within 90 days after the date of final decision. Allows such agency to make advance payments to permit the persons to participate or to continue to participate in the proceeding. Makes such recipient liable for repayment of such advance if the agency determines that the person clearly has not provided the representation for which the payments were made or that the person has acted in an obdurate, dilatory, mendacious, or oppressive manner toward any other participant. Permits persons seeking judicial review of a Federal agency's action to recover attorneys' fees and other reasonable costs of litigation from the United States if: (1) the plaintiff is afforded the relief sought in substantial measure; (2) the court determines that such action served an important public purpose; and (3) the economic interest of the person is small in comparison to the costs of effective participation in the action, or such person does not have sufficient resources to participate effectively in the action absent an award under this section. Requires the Administrative Office of the United States Courts to submit to Congress an annual report on awards of attorneys' fees and litigation expenses against the United States. Authorizes to be appropriated (1) for awards to participants in agency proceedings under this Act, $10,000,000 for each of the fiscal years 1978, 1979, and 1980; and (2) for awards to persons seeking judicial review of agency actions under this Act, such sums as may be necessary to make such awards for actions brought prior to the end of fiscal year 1980.

Requires appointments to the position of postmaster at post offices serving a delivery area with a resident population of 5,000 or less to be made from a list of qualified applicants who have resided in the area for at least one year unless no such individual has applied for the position. Authorizes the Secretary of the Interior to implement specified measures which will encourage the use of transportation modes other than personal motor vehicles for travel to and in national parks. Directs the Secretary to establish information programs to inform the public of park access opportunities. Requires that the Secretary develop projects for transportation services for access to parks with the cooperation of State and local transportation agencies, the Secretary of Transportation and the Secretary of Housing and Urban Development. Lists parks which shall be considered for such projects and sets forth criteria for determining which parks shall be selected. Directs the Secretary of the Interior to monitor such projects and to report to Congress his findings and recommendations for future projects within three years of the effective date of this Act.

Prohibits the Department of Justice and the Federal Bureau of Investigation from compensating any person for furnishing information unless such compensation is expressly authorized by law. Repeals authorization for appropriations to the Federal Bureau of Investigation for expenses of unforeseen emergencies of a confidential character the purpose for the spending of which need not be specified.

Prohibits the consideration of any cost of living increase of Old Age, Survivors, and Disability Insurance benefits after May 1977 for purposes of determining the eligibility for or amount of assistance which any individual or family is provided under specified Federal housing programs.

Amends the Railroad Retirement Act and Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to exempt individuals suffering from multiple sclerosis from the requirement that an individual be entitled to disability benefits for at least 24 consecutive months in order to qualify for hospital insurance benefits under the Medicare program.

Privacy Protection for Rape Victims Act - Amends the Federal Rules of Evidence to prohibit in cases of rape or assault with intent to rape the introduction of reputation or opinion evidence of a person's past sexual behavior. Permits the introduction of evidence of specific instances of a person's past sexual behavior only if such evidence is offered by the accused and is either: (1) on the issue of whether the accused was the source of pregnancy, disease, semen, or injury; or (2) on the issue of whether the alleged victim consented to the sexual behavior with respect to which the crime is alleged and restricted to the victim's past sexual relations with the defendant. Requires an accused who intends to introduce any such evidence to make a written motion to the court accompanied by a written offer of proof. Directs the court to hold a hearing on any such motion in chambers to determine admissibility.

Excludes cost-of-living increases in Social Security benefits from consideration as household income for purposes of determining: (1) eligibility for participation in the food stamp program; (2) the charge for issuing a coupon allotment to a household; and (3) eligibility for any Federal program administered by the Department of Agriculture which provides for the donation or distribution of surplus agricultural commodities to low-income persons.

Amends the program of Aid to Families with Dependent Children of Title IV and Title XVI (Supplemental Security Income for the Aged, Blind, and Disabled) of the Social Security Act to assure that recipient of aid and benefits under such Titles do not have the amount of such and or benefits reduced because of increases in the amount of benefits under Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act.

Amends Title XIX (Medicaid) of the Social Security Act to assure the individuals otherwise eligible for benefits under such Title do not lose such eligibility, or have the amount of such benefits reduced, because of increases in the amount of benefits under Title II (Old-Age, Survivors, and Disability Insurance) of such Act.

Makes it unlawful for any Federal employee or official or for any person engaged in any business or other activity in or affecting interstate commerce to (1) permit, require, request, or attempt to require or request any employee or person applying for employment to take any polygraph test; or (2) discharge, discipline, or deny promotion to any employee or deny employment to any individual for refusing to submit to any requirement or request that such person take a polygraph test. Permits any person aggrieved by a violation of this Act, or any employee organization authorized by such a person, to obtain compensatory and injunctive relief in appropriate United States district courts.

Amends the Immigration and Nationality Act to exclude from admission into, and provides for the deportation from, the United States of any alien who engaged or assisted in, or incited or directed others to engage in, the persecution of others on the basis of religion, race, or national origin under the direction of the Nazi government of Germany between March 23, 1933, and May 8, 1945.

Amends the Internal Revenue Code to exempt trade or business expenses incurred in providing day care services on a regular basis in a taxpayer's dwelling unit from the prohibition on deducting expenses with respect to a dwelling unit which is used by the taxpayer as his residence.

Adds the following title to the Social Security Act: Title XX: Assured Minimum Annual Income Benefits for the Aged. Amends the Social Security Act to assure a minimum annual income of $5,200 annually for a married individual living with a spouse or $3,850 for any other individual if such individual has reached the age of 62 and is a resident of the United States. Directs that no married individual who is living with a spouse for any month shall be entitled to a payment for such month if the spouse of such individual receives such a payment for such month. Specifies that "annual income" means the total amount of income from all sources received in the calendar year. Directs that in calculating income any individual who is engaged in any trade or business shall deduct from income any expenses incurred in carrying on such trade or business. Sets forth a formula for an annual adjustment of minimum income and benefit levels.

Child Exploitation Prevention Act - Amends the Child Abuse Prevention and Treatment Act to prohibit the sexual exploitation of children by making it unlawful for any individual to (1) cause or permit a child to be photographed or filmed engaged in a sexual act prohibited under this Act; (2) photograph or film a prohibited sexual act; (3) knowingly transport any film or photograph depicting a prohibited sexual act; or (4) receive for sale or sell any such film or photograph, if such individual knows or should know such film or photograph has or may be transported in such a manner as to affect interstate or foreign commerce. Imposes a fine of up to $50,000 and/or imprisonment for up to 20 years for a violation of sexual exploitation of children provisions of this Act. Imposes a fine of up to $25,000 and/or imprisonment for up to 15 years for a violation of the transportation of photographs and films of children engaged in sexual acts provisions of this Act.

Requires the Civil Service Commission to establish a Special Cost-of-Living Pay Schedule for Federal employees located in any city or metropolitan area having a population of 500,000 or more, such schedule to contain special rates of basic pay representing increases in comparable rates provided by the General Schedule, for the purpose of offsetting the increased cost-of-living of such employees.

Prohibits collective bargaining agreements between the United States Postal Service and labor organizations recognized as exclusive bargaining representatives for their respective postal employee units from containing procedures which would preclude employees from being represented in grievance and adverse actions arising under such agreements by representatives of their own choosing.

Requires agency heads to give written notice to each employee of any administrative procedure though which adverse agency action, taken or proposed, may be challenged, such notice to contain a description of the action and time period within such action must be completed. (Adds 5 U.S.C. 7541-7543)

Equity in Social Security Act - Amends Title II (Old-Age, Survivors', and Disability Insurance) of the Social Security Act: (1) to eliminate the requirement that a husband be receiving at least one-half of his support from his wife, and that a widower be receiving at least one-half of his support from his wife at the time of her death in order to qualify for husband's and widower's insurance benefits; (2) to extend eligibility for such benefits to unmarried divorced husbands and widowers; (3) to extend without regard to any age limitation, husband's benefits to a husband who has in his care a minor child who is entitled to child's insurance benefits under Title II; and (4) to extend to widowers and surviving divorced fathers the same benefits as are available to widows and surviving divorced mothers with minor children in their care. Permits the payment of old-age insurance benefits to a married couple on their combined earnings record.

Directs the Bureau of Labor Statistics to expand the current population survey to provide each State, Puerto Rico, Guam, Virgin Islands, and the District of Columbia monthly statistics of the number of unemployed persons within its jurisdiction.

Amends the Social Security Act to provide that, if the delivery day for benefit checks under titles II (Old-Age, Survivors, and Disability Insurance) and XVI (Supplemental Security Income Program) falls on a Saturday, Sunday or legal public holiday, benefit checks for such month shall be mailed for delivery on the first day preceding such designated day which is not a Saturday, Sunday or legal public holiday, without regard to whether the delivery of such checks is made in the same calendar month for which such benefit checks are issued.

Adds Rule XLV to the Rules of the House of Representatives, allowing television and radio coverage of the proceedings in the House Chamber. Provides all television and radio broadcasting stations in the United States with access to all of the live coverage of the proceedings of the House. Restricts use of coverage to legitimate news or research purposes. Prohibits the commercial use or sponsorship of such coverage except in bona fide news or public affairs documentary programs. Prohibits the use in political campaigns of coverage provided under this resolution. Authorizes appropriations to carry out this Act. Directs that the coverage shall be carried out through the facilities and personnel of the television networks entered into by the Clerk with a television network pool.

Black Lung Reform Act - Amends the Federal Coal Mine Health and Safety Act of 1969 to establish a rebuttable presumption that miners with 20 or more years of coal mine employment shall be entitled to receive benefits under provisions of the Act. Stipulates that no claim for benefits shall be denied based on location or nature of employment. Directs the Secretary of Labor to establish a program designed to locate and assist individuals who are likely to be eligible for benefits under this Act. Stipulates that individuals so informed shall be eligible to file a claim despite previous failure to file within the specified time frame. Redefines the term "total disability" to prohibit use of the fact that a deceased miner was still a mine employee at the time of death as evidence that such miner was not totally disabled. Requires that all claimants be given an opportunity for a complete medical examination by a physician of the claimant's own choice. Establishes a Black Lung Disability Insurance Fund in the Treasury of the United States. Sets forth provisions governing administration of the Fund. States that amounts in the Fund shall be available for making expenditures to meet the obligations acquired by the Fund, including the expenses of providing medical benefits. Amends the Internal Revenue Code of 1954 to impose an excise tax on coal, which amounts shall be appropriated to the fund established by this Act. Authorizes adjustments in the rates of taxation, subject to Congressional review. Directs the Secretary of Labor to establish procedures for prompt action on claims. Increases the amount of the award for delays beyond the 60-day period established by this Act. Directs the Department of Labor, in cooperation with the National Institute for Occupational Safety and Health, to conduct a study of occupationally related pulmonary and respiratory diseases, and report on the results of such study to the President and the appropriate committees of Congress within 18 months after the date of enactment of this Act. Revises duties of the Coal Mine Health Research Board to stipulate that recommendations of such board with respect to research projects shall be binding on the Secretary of Health, Education, and Welfare.

Minority Enterprise Act - Title I: Amendments Affecting the Small Business Act - Amends the Small Business Act to establish the Office of Minority Small Business Assistance Personnel in the Small Business Administration (SBA) to work with all agencies of the Government having procurement powers in order to identify contracts suitable for minority concerns and within each regional office of the SBA to supervise and coordinate minority small business programs. Directs the Administrator of the SBA to appoint an Associate Administrator for Minority Small Business and Procurement Assistance. Increases the authorization for appropriations in the small business loan program and requires that not less than 25 percent of aggregate direct loans shall be made to minority small business concerns. Increases the authorization for appropriations for the equal opportunity loan program. Provides statutory standards for contracting and subcontracting by the United States with respect to minority businesses. Directs the Administration to prepare and publish in the Federal Register rules governing the maximum size of small business concerns qualified to receive procurement assistance under the Small Business Act. Requires that the Administration shall report to Congress and the President concerning the development of minority small businesses. Authorizes $201,600,000 to be appropriated for purposes of this Title. Title II: Amendments to the Federal Property and Administrative Services Act of 1949 - Requires that a Utilization of Minority Business Enterprises clause appear in specified Government contracts. Requires that specified Government contractors establish and conduct a Minority Business Enterprise Subcontracting Program which includes: (1) designation of a liaison officer to administer the contractor's program; (2) consideration of the potentialities of minority business enterprises in all "make or buy" decisions to provide materials or service; and (3) maintenance of records concerning procedures adopted and subcontracts awarded. Sets forth other preferences which will be extended to minority business enterprises. Title III: Commission on Federal Assistance to Minority Enterprise - Establishes the Commission on Federal Assistance to Minority Enterprise composed of 15 members appointed by the President, with the consent of the Senate, from members of minority groups who are knowledgeable in minority participation in the economy. Directs the Commission to develop methods for delivery of financial assistance to minority enterprises; for generating markets for goods and services; and for providing effective business education and technical assistance. Requires that the Commission shall submit semiannual reports to each House of Congress concerning its activities.

Amends Titles XVIII (Medicare) and II (Old-Age, Survivors' and Disability Insurance) of the Social Security Act to provide that eligible drugs, requiring a physician's prescription or certification, shall be included among the items and services covered under the hospital insurance program for the aged at a specified amount of payment. States that the reasonable allowance for eligible drugs furnished an individual pursuant to any one prescription and purchased by such individual at any one time shall be reduced by an amount equal to the applicable prescription copayment obligation which shall be $1. Establishes, within the Department of Health, Education, and Welfare, a Medicare Formulary Committee to compile and publish a Formulary listing the drugs deemed qualified for benefits under this Act, together with maximum allowable costs and additional information concerning such drugs. Makes provisions for selecting drugs for the Formulary.

Older Persons Comprehensive Counseling Assistance Act - Title I: General Provisions - Directs the United States Commissioner on Aging, through the National Information Resource Clearing House for the Aging, to collect, analyze, and disseminate information related to counseling services for older persons. Title II: Counseling Assistance Programs - Requires each State desiring a grant under this Act to submit a comprehensive State plan for providing counseling assistance to the elderly, such plan to conform to specified criteria. Directs the Secretary of Health, Education, and Welfare to make grants to States having approved plans, such grants to be distributed to area agencies on aging for counseling assistance programs for the elderly on the basis of statewide needs and priorities. Permits the use of grants to fund counseling assistance outreach programs, preretirement counseling programs, career counseling assistance programs, referral services, community activities, and counseling for families of sick and disabled senior citizens. Enumerates requirements for State programs and for State training and retraining programs for counseling personnel. Directs the Commissioner of the Administration on Aging to contract with postsecondary education institutions and area agencies on aging for the purpose of providing needed training and retraining of counseling personnel. Directs the Commissioner on Aging to carry out a program of demonstration and evaluation for specified purposes, including: (1) identification of existing effective practices in counseling older persons; (2) identification of areas where further development is needed; and (3) development of model training programs for professional counselors.

Regulatory Reform Act - Requires the President to submit to Congress a plan recommending reforms with respect to the regulation of: (1) energy, the environment, housing, and occupational health and safety by specified Federal agencies by April 30, 1979; (2) transportation and communications by specified Federal agencies by April 30, 1981; (3) banking and finance, international trade, and Government procurement by specified Federal agencies by April 30, 1983; and (4) food, consumer health and safety, economic trade practices, and labor- management concerns by specified Federal agencies by April 30, 1985. States that each such plan shall include recommendations for reform of such specified agencies and shall report on the cumulative impact of all Government regulatory activity reviewed, up to that date, on specific industry groupings. States that if the President fails to submit such plans by the specified dates, the Senate and House Committees on Government Operations shall draft their own plans to be submitted to Congress for action. Requires the Comptroller General and the Congressional Budget Office to, contemporaneously with the development of the President's plan, submit a report assessing the purpose, effects, efficiency, and cost effectiveness of each agency included in the plans submitted by the President. States that if no comprehensive regulatory reform legislation is enacted by August 1 of the year following the year in which a comprehensive plan has been submitted by the President, then all agencies affected thereby shall have no authority to issue any new rules not essential for preserving the public health and safety; if such reform is not enacted by October 1 of such year, such agency shall have no authority to enforce any rule not essential for preserving the public health and safety; if no such reform is enacted by December 31 of such year, such agency shall be terminated on such date. States that all rules of such terminated agency essential for preserving the public health and safety shall remain effective and shall be enforced by the Department of Justice. Requires the President to submit subsequent plans in the manner and in the order and frequency set forth by this Act every ten years.

Displaced Homemakers Act - Directs the Secretary of Health, Education, and Welfare to establish a minimum of 50 Multipurpose Service Centers for displaced homemakers. States that each Center shall provide specified services, including: (1) job counseling; (2) job training and job placement; (3) health education and counseling; (4) financial management; (5) legal counseling and referral; and (6) outreach information with respect to Federal assistance programs. Sets forth factors to be considered by the Secretary in selecting Center sites. Directs the Secretary to designate a public or nonprofit private organization to administer a Center once its site has been chosen. Authorizes the Secretary to make grants in accordance with specified guidelines to such organizations for the purpose of establishing and maintaining Centers. Directs the Secretary to prepare and furnish to Congress biennial evaluations which are to include a thorough assessment of each Center and recommendations concerning the administration and expansion of such Centers at the local, State, and Federal levels. Directs the Secretary to prepare and furnish to the Congress a study to determine the feasibility of, and appropriate procedures for, allowing displaced homemakers to participate in: (1) programs established under the Comprehensive Employment and Training Act of 1973; (2) work incentive programs under the Social Security Act; (3) related Federal employment, education, and health assistance programs; and (4) programs established, or benefits provided, under Federal and State unemployment compensation laws.

Amends the Internal Revenue Code to allow a limited tax credit in an amount of $250 for each individual who is at least 65 years of age before the beginning of the taxable year, whose principal place of abode during the taxable year is the principal residence of the taxpayer, and who is not a lodger with the taxpayer.

Amends the Internal Revenue Code to allow individuals whose income consists solely of employee compensation and interest to elect to have the Internal Revenue Service compute their income tax liability.
