Authorizes the Secretary of Health, Education, and Welfare to make grants to schools of medicine to train veterans, with appropriate experience as paramedical personnel, to serve as medical assistants in long-term health care facilities. Authorizes appropriations of $2,500,000 for fiscal year 1974 and $5,000,000 for each of the next three fiscal years to carry out the provisions of this Act.

Authorizes the States to incorporate financial incentives for good care within the context of their cost-related reimbursement formulae under the Medicare and Medicaid programs of the Social Security Act, effective July 1, 1976.

Authorizes the Secretary of Health, Education and Welfare to make grants to assist schools of medicine in the establishment and operation, within such schools, of departments of geriatrics. Stipulates that such grants shall not be made to more than six schools of medicine and the amount of such grants to any school of medicine for any year shall not exceed $500,000. Authorizes to be appropriated for each fiscal year such sums as may be necessary to carry out the provisions of this section.

Authorizes appropriations of $10,000,000 annually commencing with fiscal year 1974 to carry out the provisions of this Act.

Provides for the making of direct loans at 4 percent or the current market interest rate, whichever is lower, under the Public Health Service Act, for the construction and rehabilitation of nursing homes owned and operated by churches and other nonprofit organizations. Provides for placing responsibility for medical care provided by skilled nursing facilities under the Medicare and Medicaid programs of the Social Security Act in a medical director who is a physician on call in emergencies and who either (1) spends 10 hours a week in each facility for which he is responsible or (2) spends 2 hours per week in such facility and is assisted by a nurse practitioner (whose functions are defined in the Act) who spends at least 20 hours per week at the facility.

Requires State plans under the Medicaid program of the Social Security Act to be ratified by both the State's legislative and executive branch before being presented to the Secretary of Health, Education, and Welfare for his approval; and requires that such plans be posted and available to the public. Directs the Secretary to annually review a State's compliance with such plan and to publish performance ratings for the States. Creates a cause of action allowing Medicaid recipients individually or as a class to bring suit against a State for specific performance when a State fails to comply with the provisions of its plan.

Provides, under the Social Security Act, for the establishment of an Inspector General for health administration. Authorizes the Inspector General to suspend any regulation, practice, or procedure found not to be in compliance with the provisions or purposes of the Medicare or Medicaid programs. Authorizes the Inspector General to make confidential expenditures of up to $50,000 in any fiscal year to make inspections, audit, or reviews in furtherance of the purposes of this Act.

Mortgage Disclosure Act - Requires each financial institution which makes federally related mortgage loans to compile and make available to the public for inspection and copying at each office of that institution specified information concerning real estate loans, and savings accounts. Directs the Federal Reserve Board to prescribe such regulations as may be necessary to carry out the purposes of this Act. Requires the Federal Trade Commission to enforce the requirements imposed under this Act unless such enforcement is specifically charged to some other Government agengy.

Expresses the sense of the House of Representatives that the President submit to Congress a action plan which would provide a suitable multagency plan for monitoring the State and Federal investigations and actions related to nursing home abuses. Provides that possible linkages between scandals and nursing home problems be reported to local, State, and Federal law enforcement officials. Requests regular reports by th multiagency task force to Congress.

Expresses the sense of the House of Representatives that: (1) the President should assess the situation in the drought-stricken areas where many people are suffering from malnutrition and are in grave danger of dying from malnutrition; (2) the President should report to Congress such recommendations as he determines to be appropriate to alleviate the malnutrition in such areas; and (3) the appropriate committees of Congress should give priority to any such recommendations of the President so as to expedite the response of the United States to the malnutrition problems in such areas.

Establishes an Office of Food Administration within the Executive Office of the President. Provides for the Office to be headed by an Administrator appointed by and with the advice and consent of the Senate. Directs the Administrator to: (1) ascertain annually the food requirements for domestic and foreign assistance programs, ascertain the availability of food to carry out such programs and ascertain the means available for funding such programs; (2) recommend to the President the minimum level of assistance which should be made available to foreign countries and the Agricultural Trade Development and Assistance Act of 1954; (3) formulate and recommend to the President a national nutrition policy for the United States; (4) make periodic reports to the people of the United States and to the Congress on the progress of plans for solving the world hunger problem and on the status of nutrition in the United States; and (5) formulate and recommend to the President programs to improve the agricultural production of the United States and foreign countries and to achieve agricultural self-sufficiency in the developing nations, and recommend minimum funding levels for these programs. Provides that the foreign food assistance policies formulated by the Administrator under this Act shall be directed toward the elimination of world hunger by 1985, as resolved by the World Food Conference. Directs the Secretary of State, the Administrator of the Agency for International Development, the Secretary of Agriculture, and the heads of other departments and agencies of the Federal Government concerned with food assistance programs to cooperate fully with the Administrator in carrying out his functions under this Act. Authorizes the appropriation of such sums as are necessary to carry out this Act.

Expresses the sense of Congress that the officers and administrators of the various governmental institutions supported by public moneys should take steps to remove from facilities under their control all architectual barriers to the handicapped. Directs that funds for such efforts be taken from their discretionary funds.

Expresses the sense of the Congress that during the Nation's present economic crisis, and so long as the national unemployment rate remains at 6 percent or more, the emergency unemployment program established by the Emergency Jobs and Unemployment Assistance Act of 1974 should be extended to continue benefits for involuntarily unemployed individuals when 25 percent or more workers entitled to compensation thereunder are unable to find jobs during the period for which they are eligible for benefits.

African Development Fund Act - Authorizes the President to accept participation for the United States in the African Development Fund. Requires the President, by and with the advice and consent of the Senate, to appoint a Governor, and an Alternate Governor, of the Fund. Requires the Governor to cast the votes of the United States for the Director to represent the United States in the Fund. Prohibits any person or agency unless Congress authorizes by law from : (1) agreeing to increase the subscription of the United States to the fund, (2) agreeing to any amendment which increases the subscription of the United States, or (3) making a loan or providing other financing for the Fund. Authorizes to be appropriate $150,000,000 as the United States subscription to the Fund. Stipulates that any reserve bank requested by the President to act as a despository for the Fund shall do so. Declares that the agreement establishing the Fund shall have full force and effect in the United States, upon acceptance of participation.

Establishes in the Office of Education a National Student Financial Assistance Data Bank to assist students in identifying public and private sources of financial assistance for higher education. Directs the Commissioner of Education to (1) collect and assemble all available information pertaining to scholarships, loans, grants, and other financial assistance, and (2) disseminate such information without change to individuals applying to data bank.

Provides under title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act, that persons who are blind and have at least six quarters of coverage shall be eligible for disability insurance benefits. Outlines those regulations which apply to the amount of benefits to be received. Defines blindness as used in this Act. Continues payment of such benefits as long as the blindness lasts, notwithstanding the amount of the individual's earnings.

Removes the exclusion of service performed in the employ of the United States from the definition of the term "employment" for purposes of eligibility under the Social Security Act. Permits officers and employees of the Federal Government to elect coverage under the old-age, survivors, and disability insurance of the Social Security Act. Requires a person electing such coverage to file a certificate indicating his election within two years of the enactment of this Act. States that such an election will be irrevocable. Provides an additional filing period of six months, to begin five years after the close of the initial filing period, for those who could have filed within the initial period but did not do so. Requires a person filing a certificate pursuant to this Act to give notice to his employer at or before the time of filing such certificate. States that a certificate filed pursuant to this Act will be effective for the entire calendar quarter and all subsequent calendar quarters. Specifies conditions under which the certificate may be effective up to four calendar quarters immediately preceding the calendar quarter in which it is filed. Requires the Secretary of the Treasury to promulgate regulations requiring the heads of the various Federal agencies to know which of their employees qualify for elective coverage under this Act, or, in the alternative, to provide for the collection of the tax from a Federal employee electing such coverage, where it is not feasible for the head of the Federal agency or instrumentality involved to do so.

Nuclear Energy Reappraisal Act - Terminates the granting of construction licenses of nuclear fission powerplants in the United States pending action by the Congress following a comprehensive five-year study of the nuclear fuel cycle with particular reference to its safety and environmental hazards, to be conducted by the Office of Technological Assessment. Empowers the Office to compel delivery of any information in the possession of the National Laboratories which the Office deems necessary for conducting its study. Specifies that all Government agencies shall cooperate to the fullest extent with the Office. Directs the Office of Technology Assessment to submit, within five years, a report to Congress and the public concerning safety and environmental hazards of nuclear fission powerplants and the nuclear fuel cycle. Requires the report to include recommendations as to whether a resumption of the licensing of nuclear fission power plants should be allowed, and if so, the conditions under which licenses should be granted. Authorizes appropriations for the study of $15,000,000 for each of the five fiscal years beginning after the date of enactment of this Act.

Bilingual Vocational Training Act - Authorizes appropriations for bilingual vocational training programs under the Vocational Education Act of 1963 for fiscal years 1976 through 1980. Authorizes the making of grants to the States and the making of contracts with public and private organizations to assist (1) the conduct of training for instructors of bilingual vocational educational and training programs; and (2) the development of instructional materials, methods, or techniques for bilingual vocational tranining, including research, pilot, and other demonstration and dissemination projects aimed at such development.

Establishes a select committee in the House of Represenatives to conduct an investigation of the circumstances surrounding the deaths of John F. Kennedy, Robert F. Kennedy, and Martin Luther King, and the attempted assassination of George Wallace. Directs the committee to report to the House as soon as practicable during the present Congress the results of its investigations, together with such recommendations as it deems advisable.
