COVID Community Care Act This bill provides FY2020 supplemental funding for the Department of Health and Human Services and the Indian Health Service to implement programs to prevent and respond to COVID-19 (i.e., coronavirus disease 2019) in medically underserved areas and among tribal populations, respectively. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits.

Elder Abuse Protection Act of 2020 This bill provides statutory authority for the Elder Justice Initiative, which coordinates activities of the Department of Justice to combat elder abuse, neglect, and financial fraud.

Save our Social Security Now Act This bill prohibits the Department of the Treasury from implementing the Internal Revenue Service Notice entitled Relief with Respect to Employment Tax Deadlines Applicable to Employers Affected by the Ongoing Coronavirus (COVID-19) Disease 2019 Pandemic and renders such notice null and void.. The notice requires Treasury to defer the withholding, deposit, and payment of certain payroll tax obligations for a specified period.

Delivering for America Act This bill prohibits the U.S. Postal Service (USPS) from making changes to operations or levels of service from those that were in effect on January 1, 2020. Specifically, the USPS may not, during the period beginning on enactment of this bill and ending on the last day of the COVID-19 (i.e., coronavirus disease 2019) public health emergency or January 1, 2021, whichever is later, implement or approve any change to the operations or the level of service that would impede prompt, reliable, and efficient services, including changes in the nature of services that will generally affect service on a nationwide basis; revisions of service standards; closures or consolidations of post offices or reduction of facility hours; prohibitions on payment of overtime pay to USPS officers or employees; changes that would prevent the USPS from meeting its service standards or that would reduce measurements of performance concerning those standards; changes that would have the effect of delaying mail, allowing non-delivery to a delivery route, or increasing the volume of undelivered mail.

This resolution expresses the sense of the House of Representatives that the Department of Justice (DOJ) should defend the Patient Protection and Affordable Care Act (PPACA) in ongoing litigation. Currently, DOJ supports the ruling by the U.S. Court of Appeals for the Fifth Circuit that upheld a district court ruling that certain provisions of the PPACA are not severable from the remainder of the Act and therefore that the entire law is invalid. The Fifth Circuit's ruling is currently pending appeal before the U.S. Supreme Court.

Fighting Emerging Narcotics Through Additional Nations to Yield Lasting Results Act or the FENTANYL Results Act This bill creates two programs, establishes a reporting requirement, and otherwise modifies provisions to facilitate global cooperation against synthetic drug trafficking. Specifically, the bill requires the Department of State to establish a program to provide capacity-building assistance for law enforcement agencies of specified countries to identify, track, and detect certain synthetic drugs (e.g., fentanyl). The State Department must also carry out an international exchange program for drug demand reduction experts to provide educational and professional development on demand-reduction matters relating to the illicit use of narcotics and other drugs. The bill requires the State Department to include new sections in its annual international narcotics control strategy report that contain (1) an assessment of the countries likely involved in the trafficking of synthetic opioids; and (2) policies of responding to new psychoactive substances. The bill also expands the definition of major illicit drug producing country to include countries that produce synthetic drugs. Under current law, foreign assistance may be withheld from such countries.

Peer Support for Veteran Families Act This bill requires the Department of Veterans Affairs (VA) to establish an education program and a peer support program for the education and training of family members and caregivers of eligible veterans with mental health disorders. Under this bill, eligible veterans are those who are enrolled in the VA health care system. Such veterans must give permission for their caregiver or family caregiver to participate in either program established under this bill. The VA must establish a four-year education program to provide a course to family members and caregivers of eligible veterans on matters relating to coping with mental health disorders in veterans. In implementing the program, the VA must enter into contracts with certain nonprofit entities with experience in mental health education. Under the peer support program, the VA must provide peer support to family members and caregivers of eligible veterans on matters relating to coping with mental health disorders in veterans. The VA must provide peer support at each location where the education program is provided, and such support must include regular meetings in group settings between peer support coordinators, family members, and caregivers. The VA must conduct a survey of the satisfaction of individuals who have participated in the education program and the peer support program. VA mental health care providers must monitor the progress of the programs.

21st Century Buy American Act This bill establishes additional criteria that must be met before federal agencies may grant exceptions or waivers to Buy American requirements. The bill also (1) requires the General Services Administration to establish a public website with details regarding waivers and exceptions that have been requested, are under consideration, or have been granted by agencies; (2) increases the domestic content percentage requirement to 60%; and (3) authorizes the Department of Defense to establish a program to make or guarantee loans to certain domestic manufacturers.

Fair and Accurate Census Act This bill extends the deadline for the U.S. Census Bureau to complete the 2020 decennial census of population and related tabulations. The bill requires the bureau to report specified information, such as (1) the total number of field staff, sorted by category; (2) the anticipated schedule of census operations; and (3) total spending on media, advertisements, and partnership specialists. An institution of higher education may provide to the bureau information requested for purposes of enumeration for the 2020 decennial census of population. The bureau may not compile, produce, or publish any data product or tabulation as part of, in combination with, or in connection with the 2020 decennial census of population or any such census data that includes topics specific to the 2020 census that were not part of a report submitted on March 28, 2017, and the 2018 End-to-End Census Test conducted in Providence County, Rhode Island. For the 2020 decennial census, the bureau shall conclude the nonresponse follow-up operation and the self-response operation no earlier than October 31, 2020.

Firearms Retailer Code of Conduct Act of 2020 This bill establishes requirements for federal firearms licensees (e.g., gun dealers) and their employees regarding certain business practices, training, and certification. It also prohibits licensees from transferring firearms to certain individuals, including straw purchasers, gun traffickers, intoxicated individuals, or individuals at risk of harming themselves or others.

This resolution recognizes the role of Lebanon and its institutions as historic examples of democratic values in the Middle East and expresses support for the continuation of democracy and democratic ideals in Lebanon. Further, the resolution recognizes the Lebanese Armed Forces (LAF) as the sole institution entrusted with the defense of the sovereignty of Lebanon and supports strengthening U.S. partnerships with the LAF. The resolution also expresses support for the rights of the Lebanese people, and it encourages Lebanon to combat corruption in government, execute structural reforms, and work with international financial institutions to stabilize the economy.

SNAP Healthy Incentives Act of 2020 This bill revises the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) to provide a financial incentive for participants to purchase fruits and vegetables containing nutrients that promote the health of the population served by SNAP.

Healthy and Safe Travel Promotion Act of 2020 This bill establishes grants and authorizes the use of certain funds to assist with economic recovery efforts in communities affected by declines in travel and tourism as a result of COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires the Department of Commerce to provide grants to entities such as nonprofit organizations and state tourism offices that are responsible for marketing, selling, or promoting tourism to a community, region, or state. Such entities shall use grant funds to pay costs associated with (1) tourism marketing and promotion, (2) providing information to visitors about health and safety protections, (3) sanitation or cleaning, and (4) salaries and expenses related to such activities. Further, the bill authorizes a recipient of amounts from the coronavirus relief fund to use such amounts to cover certain expenditures that (1) are made to assist with the economic recovery of an area impacted by a decline in travel and tourism as a result of COVID-19, and (2) are associated with marketing or promoting travel or tourism to the recipient's area. The bill also specifies that tourism and marketing promotion activities shall be considered an eligible use of certain economic development assistance funds provided in response to COVID-19.

This resolution remembers the victims, survivors, and the El Paso community on the one-year anniversary of the deadliest attack against Latinos in recent history. The resolution offers condolences and support for everyone impacted by the tragedy. The resolution thanks the first responders and law enforcement for their swift action. The resolution acknowledges the work that remains to combat racism, xenophobia, terrorism, and hate crimes, including by passing legislation to curb gun violence. Finally, the resolution commits to ensuring that another tragedy such as this never happens again.

Paying a Fair Share Act of 201 9 This bill requires an individual taxpayer whose adjusted gross income exceeds $1 million (high-income taxpayer) to pay a minimum tax rate of 30% of the excess of the taxpayer's adjusted gross income over the taxpayer's modified charitable contribution deduction for the taxable year (tentative fair share tax). The amount of the tax is the excess (if any) of the tentative fair share tax over the excess of (1) the sum of the taxpayer's regular tax liability, the alternative minimum tax (AMT) amount, and the payroll tax for the taxable year; over (2) certain tax credits. The bill provides for a phase-in of such tax and requires an inflation adjustment to the $1 million income threshold for taxable years beginning after 2020. The bill also expresses the sense of the House of Representatives that Congress should enact tax reform that repeals unfair and unnecessary tax loopholes and expenditures, simplifies the tax system, and makes sure that the wealthiest taxpayers pay a fair share of taxes.

Congressman John R. Lewis Election Day Act of 2020 This bill designates November 3, 2020, as a legal public (i.e., national) holiday known as John Lewis Election Day. It also urges U.S. private employers to give their employees the day off on November 3, 2020, so they may cast votes in elections held on that day.

The American PPE Supply Chain Integrity Act This bill requires the federal government to purchase medical supplies and personal protective equipment from the United States, with exceptions for small purchases. Specifically, the bill requires the Department of Health and Human Services, the Department of Homeland Security, and the Department of Veterans Affairs to purchase specified medical supplies (including disinfecting wipes and natural fiber products) and personal protective equipment (including surgical masks, face shields, and foot coverings) from products that are 100% grown, reprocessed, reused, or produced in the United States. The bill makes an exception for purchases for amounts not greater than $150,000. The bill applies the Berry Amendment (which requires the Department of Defense to give preference in procurement to domestically produced, manufactured, or home-grown products) to specified supplies and equipment, such as surgical dressing materials, hospital and surgical clothing, and textile medical supplies and equipment.

Masks for All Act of 2020 This bill provides funding for the Federal Emergency Management Agency (FEMA) to provide for the manufacture and distribution of high-quality face masks for every individual in the United States during the COVID-19 (i.e., coronavirus disease 2019) emergency. Specifically, the bill directs FEMA to, among other things establish a program to provide three high-quality, reusable face masks to every individual in the United States, including individuals experiencing homelessness and individuals living in group quarters, at no cost, accompanied by specified educational materials; designate face mask pickup sites in each community and provide face masks to each site, allocated according to population, to be distributed to the general public at no cost; consider new designs to create the most comfortable, well-fitting, reusable, and two-way face masks that have adjustable sizing, and if significant improvements in face mask technology are made available, to ensure that such face masks are included in the strategic national stockpile; provide surgical masks and N-95 respirator masks to all individuals working in health care settings in the United States that are experiencing a shortage of such masks, at no cost; and submit to Congress a strategic plan that includes monthly, measurable targets to eliminate shortages and increase domestic production of high-quality masks. The Office of Inspector General of the Department of Homeland Security shall conduct monitoring and oversight of the receipt, disbursement, and use of funds made available under this bill.

Save our Stages Act or the SOS Act This bill authorizes the Small Business Administration (SBA) to make grants to eligible live venue operators, producers, promoters, or talent representatives to address the economic effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on certain live venues. Specifically, the SBA may make (1) an initial grant of up to $12 million dollars to an eligible operator, promoter, producer, or talent representative; and (2) a supplemental grant that is equal to 50% of the initial grant. An initial grant must be used for costs incurred between March 1, 2020, and December 31, 2020, but a supplemental grant may be used for expenses incurred through June 30, 2021. Such grants shall be used for specified expenses such as payroll costs, rent, utilities, and personal protective equipment.

This resolution expresses the House of Representatives' support for a sovereign and democratic Iraq and calls on the United States to provide continued support for Iraq and its citizens through trade and investment, medical assistance, and stabilization efforts coordinated with international partners. It also calls on Iraq to take appropriate action to protect U.S. diplomats and service members and to allow humanitarian and stabilization assistance programs to be implemented without delays or impediments.

Maintaining Important Distance During Lengthy Epidemics Act of 2020 or the MIDDLE Act of 2020 This bill prohibits air carriers, during the COVID-19 (i.e., coronavirus disease 2019) public health emergency, from (1) permitting adjacent seats to another occupied seat to be filled on a passenger aircraft, (2) passing along the cost of any seat switch undertaken by such air carriers in order to comply with the prohibitions, and (3) permitting a passenger or crewmember to board a passenger aircraft if the passenger or crewmember is not wearing a mask. The Federal Aviation Administration must issue guidance for appropriate exceptions to the prohibitions based on federal public health guidance.

Preventing Authoritarian Policing Tactics on America's Streets Act This bill imposes limitations on federal law enforcement officers and members of the Armed Forces (or the National Guard) engaging in law enforcement activities related to crowd control. When engaged in certain law enforcement activities related to crowd control, such an officer or member (1) shall clearly display certain identifying information, such as the individual's last name or unique identifier; and (2) shall not use an unmarked vehicle to apprehend or arrest civilians. Such an officer or member may only engage in certain law enforcement activities, such as crowd or riot control and arrest of individuals engaged in civil disobedience, on or in the immediate vicinity of federal property, unless (1) a state or local government has requested federal support, or (2) the President has invoked certain authorities to suppress insurrection. If such an officer or member is conducting a law enforcement function in violation of the limitations in this bill, the officer or member may not arrest an individual in the United States. If such an officer or member is deployed to respond to any riot, public disturbance, or crowd control incident, the responsible federal agency or branch of the Armed Forces shall, within 24 hours of the deployment, notify the public and provide certain information on its website.

Represent America Abroad Act of 2020 This bill requires the Department of State to establish the Represent America Mid-Career Foreign Service Entry Program to increase diversity in the Foreign Service by recruiting mid-career professionals who are from minority groups. As part of the program, the State Department shall (1) establish and publish eligibility criteria for participation; (2) carry out recruitment efforts to attract highly qualified, mid-career professionals from minority groups; and (3) include appropriate mentorship and other career development opportunities for program participants. The State Department must submit an annual report on the status of the program.

Protecting Access to Post-COVID–19 Telehealth Act of 2020 This bill modifies requirements relating to coverage of telehealth services under Medicare. Specifically, the bill (1) authorizes the Centers for Medicare & Medicaid Services (CMS) to generally waive coverage restrictions during national emergencies, (2) allows rural health clinics and federally qualified health centers to serve as the distant site (i.e., the location of the health care practitioner), (3) removes restrictions that require the originating site (i.e., the location of the beneficiary) to be in a rural area, and (3) allows the home of a beneficiary to serve as the originating site for all services (rather than for only certain services). Additionally, the CMS must report on the utilization of telehealth services specifically during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019).

Coronavirus Economic Relief for Transportation Services Act This bill requires the Department of the Treasury to provide grants and other forms of emergency assistance to certain providers of transportation services that have experienced a significant revenue loss as a direct or indirect result of COVID-19 (i.e., coronavirus disease 2019). Treasury must ensure equal access to the assistance for small, minority-owned, and women-owned businesses. As a condition of receipt of assistance, Treasury must require that a provider of transportation services agree to (1) use the funds, on a priority basis, to maintain through December 31, 2020, pay, paid administrative leave, and benefits to all employees after making any adjustments required for retirement or voluntary employee separation; and (2) recall or rehire any employee laid off, furloughed, or terminated because of reduced service as a result of COVID-19, to the extent warranted by increased service levels.

COVID-19 Student Loan Relief Act (CSLRA) of 2020 This bill allows student loan debt to be discharged in bankruptcy if (1) the debtor's income has declined by a specified amount during the COVID-19 (i.e., coronavirus disease 2019) outbreak or as a result of the outbreak, or (2) the primary income earner of the debtor's family died or became seriously disabled as a result of COVID-19.

This bill prohibits the President, the Vice President, immediate family members of either, or a significant business interest of such individuals from contracting with the federal government or receiving federal funds, with limited exceptions. Such exceptions include, among other things (1) a contract or agreement with the federal government entered into or negotiated before or after the period in which the President or the Vice President serves in office; and (2) a contract for employment with the federal government or a contract for service in the Armed Forces, or any benefits provided under such employment or service.

This bill requires certain government officials in the executive branch and their spouses to divest corporate and other financial interests. Specifically, such officials must divest into a qualified blind trust any financial interest in a business for which the official is a trustee, partner, officer, director, or more than 10% shareholder. The trustee of the qualified blind trust must sell the interest and use the proceeds to purchase conflict-free holdings. The bill's requirements apply to cabinet officials, senior executives, policy advisors, presidential appointees, specified White House personnel, and their spouses.

White House Open Data Act This bill requires the White House to maintain a publicly accessible website that includes a visitor's log and salary and financial disclosure information for White House employees. Specifically, the Executive Office of the President shall make available on such website visitor records for any location where the President or Vice President regularly conducts official business, including the name of each visitor, the name of each individual with whom the visitor met, and the purpose of the visit, updated every 30 days; the annual salary of each White House employee, updated quarterly; and the most recent financial disclosure statement for each White House employee filed pursuant to the Ethics in Government Act of 1978, updated annually. The bill (1) lists exceptions to these requirements, including those involving a national security threat and personal visits that do not involve official or political business; and (2) requires specified disclosure of records that are withheld.

Telehealth Response for E-prescribing Addiction Therapy Services Act or the TREATS Act This bill modifies requirements relating to coverage of certain telehealth services under Medicare. Specifically, the bill permanently allows telehealth services for substance-use disorders to be provided via audio-only technology, if a physician or practitioner has already conducted an in-person or video telehealth evaluation. Schedule III or IV controlled substances may also be prescribed online if a practitioner has conducted a telehealth evaluation with video.

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement that their health insurance plans cover contraceptive services without cost-sharing.

Social Security COVID Correction and Equity Act This bill expands the Old-Age, Survivors, and Disability Insurance (OASDI) benefits program, temporarily expands the Supplemental Security Income (SSI) program, and otherwise modifies these programs. Specifically, the bill revises OASDI benefits by (1) modifying funding formulas, (2) extending eligibility for certain benefits, and (3) increasing income thresholds used to determine the percentage of benefits subject to federal income tax. Changes to OASDI funding formulas include (1) increasing the primary insurance amount, (2) establishing new methods to calculate benefits for individuals with lifetime low earnings and for widows and widowers, and (3) modifiying application of the national average wage index to prevent certain reductions to benefits. In addition, children of a deceased, disabled, or retired worker remain eligible for OASDI benefits through age 22 if they are full-time students. Under current law, they receive benefits through age 18. The bill also extends dependent child benefits under the OASDI program to specified family members other than grandparents or step-grandparents, including in cases where a court grants custody of the dependent child to an eligible family member. To receive benefits under current law, either both parents must be disabled or deceased or a grandparent or step-grandparent must legally adopt the dependent child. The bill also temporarily increases income and resource limits for the SSI program, thereby temporarily expanding eligibility. This program helps aged, blind, and disabled individuals with limited income and resources meet their basic needs.

SAFE Workers Act or the Secure And Fair Elections for Workers Act This bill requires the National Labor Relations Board (NLRB) to provide employees with the ability to vote remotely by telephone or the internet in union representation elections during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill further permits the NLRB's use of appropriations to issue directives or regulations providing for electronic voting methods.

Reviving the Economy Sustainably Towards A Recovery in Twenty-twenty Act or the RESTART Act This bill establishes a loan program whereby the Small Business Administration (SBA) shall guarantee loan amounts to certain businesses affected by COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires the SBA to guarantee 100% of program loan amounts made to certain small businesses that have not more than than 5,000 full-time employees. The terms for such loans shall include (1) a maximum duration of not more than seven years; (2) an amount that is not greater than 45% of 2019 gross receipts, up to $12 million; and (3) no payment on principal for the first two years of the loan. A lender that is otherwise approved to make paycheck protection loans may make and approve loans established by the bill, and a recipient may use loan funds for specified allowable expenses including payroll costs, rent, utilities, and personal protective equipment. Such loans may be forgiven up to the amount of total losses incurred by the recipient in the taxable year 2020.

Library Stabilization Fund Act of 2020 This bill establishes and provides funds for a Library Stabilization Fund to assist libraries with responding to and recovering from the coronavirus (i.e., the virus that causes COVID-19) pandemic. Specifically, the bill directs the Institute of Museum and Library Services (IMLS) to allocate funding to states, Indian tribes, and organizations that primarily serve and represent Native Hawaiians. From these allocated funds, the IMLS must also make emergency library relief grants to state library administrative agencies with approved five-year plans, Indian tribes, and organizations that primarily serve and represent Native Hawaiians. Additionally, the IMLS must allocate funding to carry out activities that strengthen the ability of libraries to provide services to communities affected by the coronavirus pandemic. The IMLS may enter into arrangements (e.g., grants and contracts) and other forms of assistance with libraries, library consortia and associations, and institutions of higher education to carry out these activities. Funds allocated by the bill may be used to provide support to libraries, such as by supporting general operations; paying staff; purchasing cleaning supplies; training library staff on the safe handling of library materials; providing access to computers and other technology; purchasing digital resources; expanding resources related to early education and literacy, distance learning, and workforce development training; and ensuring access to community services and activities.

Stop Home Manufacture of Ghost Guns Act of 2020 This bill prohibits and penalizes the transfer, possession, or purchase of a firearm manufacturing machine; this prohibition does not apply to licensed manufacturers. A firearm manufacturing machine is a device that is intended to make or convert a product into a frame or receiver for a firearm.

Bank on Students Coronavirus Emergency Loan Refinancing Act of 2020 This bill establishes refinancing programs for federal and private student loans. Specifically, it allows certain borrowers to refinance their federal student loans down to lower interest rates, and creates the Federal Direct Refinanced Private Loan to allow certain borrowers to refinance their private student loans.

This resolution recognizes the forthcoming centennial of the Tulsa Race Massacre of 1921. The resolution, among other things acknowledges the historical significance of this event as one of the largest single instances of state-sanctioned violence against black people in American history; honors the lives and legacies of the estimated 300 black individuals who were killed during the massacre and the nearly 9,000 who were left homeless and penniless; condemns efforts to cover up the truth and shield the white community, especially government officials, from accountability; condemns the continued legacy of racism and white supremacy against black people in the United States, particularly in the form of police brutality; encourages education about the massacre, the history of white supremacy that fueled the massacre, and subsequent attempts to deny or cover up the massacre, in all elementary and secondary education settings and in institutions of higher education; and recognizes the commitment of Congress to acknowledge and learn from the history of racism and racial violence to reverse the legacy of white supremacy and fight for racial justice.

This resolution condemns the advancement of China's national security legislation for Hong Kong. The resolution also advises the United States to coordinate with allies to respond to developments in Hong Kong, including by providing Hong Kong residents who face well-founded fears of persecution an opportunity to emigrate from Hong Kong.

Screening With Dignity Act This bill directs the Transportation Security Administration (TSA) to develop procedures to appropriately and respectfully screen self-identified transgender air passengers and passengers traveling with religious headwear or other articles of faith and begin training of all TSA Officers on such procedures. The TSA must implement protections for such passengers, including (1) prohibiting human viewing of passenger images and conducting pat downs by an officer of the gender requested by the passenger; and (2) ensuring secondary screening measures are no more intrusive than necessary to resolve an alarm or other concern raised by primary screening, including consideration of the sensitivity of the groin, chest, and other body areas and the sensitivity of religious articles of faith such as religious headwear. The TSA shall separately study and report on (1) the cost and feasibility of retrofitting advanced image technology screening equipment to distinguish between foreign objects and human body parts (including hair) in a manner that is gender neutral; and (2) the impact of imaging technology on transgender passengers, passengers whose religious faith requires them to travel with articles of faith, and passengers traveling with assistive devices. Additionally, the TSA must identify any policy, procedure, or training changes and complete any testing, certification, and assessment for qualifying additional technology to ensure that any advanced imaging utilized for passenger screening meets certain requirements, including not generating alarms based only on passengers' body parts (including hair), undergarments, or religious headwear.

This resolution directs the Committee on the Judiciary to inquire into specified instances to determine whether the House of Representatives should impeach Attorney General William Barr. The resolution authorizes the committee, or any subcommittee or task force designated by the committee, to take affidavits and depositions by a member, counsel, or consultant of the committee, pursuant to notice or subpoena.

Don't Block LGBTQ Act of 2020 This bill prohibits elementary schools, secondary schools, or libraries that receive discount rates for telecommunications services under the universal service support program from blocking internet access to lesbian, gay, bisexual, transgender, or queer resources. The bill does not prohibit schools or libraries from blocking content that is obscene, child pornography, or harmful to minors.
