This resolution (1) calls on Nicaragua to release all political prisoners and cease all acts of repression against dissenting voices, (2) urges the Nicaraguan government to respect its citizens' constitutional rights and implement electoral reforms, and (3) recognizes and encourages efforts to promote democracy in Nicaragua by holding corrupt actors and human rights abusers in the Nicaraguan government accountable for their actions.

This resolution states that the House of Representatives stands with the people in Iran engaged in legitimate and peaceful protests against an oppressive and corrupt regime. Creating a Respectful and Open World for Natural Hair Act of 2019 or the CROWN Act of 2019 This bill prohibits discrimination based on a person's hair texture or hairstyle if that style or texture is commonly associated with a particular race or national origin. Specifically, the bill prohibits this type of discrimination against those participating in federally assisted programs, housing programs, public accommodations, and employment. Persons shall not be deprived of equal rights under the law and shall not be subjected to prohibited practices based on their hair texture or style. The bill provides for enforcement procedures under the applicable laws.

Accessible Instructional Materials in Higher Education Act or the AIM HIGH Act This bill creates a commission to develop voluntary guidelines for postsecondary electronic instruction materials and related technologies. Specifically, the Speaker of the House of Representatives, the President pro tempore of the Senate, and the Secretary of Education must establish an independent commission to (1) develop and issue voluntary accessibility guidelines for postsecondary electronic instructional materials and related technologies, (2) develop a model framework for pilot testing such materials and technologies, and (3) produce an annotated list of information technology standards. The Department of Education must review and, as appropriate, update the voluntary guidelines, pilot testing framework, and information technology standards every five years.

International Violence Against Women Act of 2019 This bill provides for a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues, which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall direct policies, programs, and funding regarding gender equality and women's empowerment. The bill requires that U.S. assistance made available for humanitarian relief, conflict mitigation, and post-conflict reconstruction prevents and responds to violence against women and girls. The Department of State shall also identify incidents that occur during armed conflict and implement emergency responses.

Worker Relief and Credit Reform Act of 2019 or the WRCR Act of 2019 This bill amends the Internal Revenue Code, with respect to the earned income tax credit, to (1) make the credit available to certain students, (2) modify the age requirement for the credit, (3) include care-giving and learning as compensated work for purposes of the credit, (4) revise the definition of "qualifying dependents" eligible for the credit, (5) increase the credit for certain unmarried individuals with two or more qualifying children, and (6) require the Internal Revenue Service (IRS) to establish a program for making direct advance monthly payments of the credit to eligible taxpayers. The bill directs the IRS to establish a program to educate taxpayers about the availability of the earned income tax credit and the advance monthly payments of such credit.

Technology in Criminal Justice Act of 2019 This bill sets forth initiatives to improve the capacity of law enforcement to utilize digital evidence in conducting criminal justice activities. Among other things, the bill does the following: establishes within the Department of Justice (DOJ) a new office—the Office of Digital Law Enforcement—to train, support, and prepare criminal justice personnel; requires DOJ to designate a federal entity to be the Center of Excellence for Digital Forensics; provides for a review of existing programs that provide training, education, and technical assistance to improve digital evidence capacity of criminal justice personnel; establishes a new program—a Law Enforcement Technology Support to State and Local Law Enforcement program—to facilitate the use of existing grant funds to improve the digital evidence capacity of law enforcement personnel; and establishes the Department of Justice Technology Policy Advisory Board to foster dialogue on policy issues.

100% Clean Economy Act of 2019 This bill establishes requirements to reduce greenhouse gas pollution. Specifically, the bill sets a national goal of achieving a 100% clean economy (i.e., economy-wide, net-zero greenhouse gas emissions) by no later than 2050. Each federal agency must develop and implement a plan to rapidly achieve the national goal. The Environmental Protection Agency (EPA) must monitor, evaluate, and report on the progress of the United States in achieving the national goal. In addition, the EPA must establish the Clean Economy Federal Advisory Committee to make recommendations to the EPA on one or more interim greenhouse gas emissions reduction goals for the United States to achieve before achieving the national goal. After obtaining the committee's recommendations, the EPA must recommend to Congress one or more interim goals.

This resolution expresses support for the principles of Transgender Day of Remembrance, memorializing the lives lost to anti-transgender violence this year. Buy America for Drinking Water Extension Act of 2019 This bill makes permanent a requirement that projects financed through a drinking water state revolving fund program only use iron and steel products that are produced in the United States, unless the Environmental Protection Agency grants a waiver from the requirement.

Green New Deal for Public Housing Act This bill addresses energy efficiency and workforce development in the context of public housing. Specifically, the Department of Housing and Urban Development (HUD) must award grants to public housing agencies (PHAs) and other eligible entities under a variety of new programs, including programs for facilitating workforce development and high-income employment transition; conducting physical needs assessments and subsequent energy efficiency retrofits; and making upgrades, replacements, and improvements for energy efficiency, building electrification, and water quality upgrades. Recipients of these grants must provide relocation assistance for residents who are displaced during construction and must ensure that they can return to their homes once retrofitting is completed. A certain percentage of the employment positions generated by these grant programs and other specified federal grant programs must be filled by low-income individuals, and a specified percentage of certain contracts associated with these programs must be awarded to businesses owned by residents of public housing. The bill also repeals a provision that prohibits a PHA from using HUD funds to construct or operate new public housing units if doing so would result in the PHA owning or operating more units than it did on October 1, 1999.

Safe Skies Act of 2019 This bill directs the Department of Transportation (DOT) to modify a specified DOT final rule relating to flight crew member duty and rest requirements so that the requirements under that rule apply to all-cargo flight crew members to the same extent they apply to air passenger flight crew members.

Affordable Prescriptions for Patients Through Promoting Competition Act of 2019 This bill prohibits, subject to certain exceptions, the practice of product hopping, which is presumed when a drug manufacturer obtains removal of a drug from the Food and Drug Administration's approved drug list, discontinues a drug, or markets a reformulation of an already approved drug during a certain period after which the manufacturer has been notified that a competing drug manufacturer has applied for generic drug approval.

Humane Cosmetics Act of 2019 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing. These prohibitions begin one year after enactment.

Refuge From Cruel Trapping Act of 2019 This bill prohibits the use or possession of body-gripping traps in the National Wildlife Refuge System. The bill imposes on persons who possess or use such traps in the system (1) for a first offense, a civil fine of up to $500 for each body-gripping trap possessed or used; and (2) for subsequent offenses, a civil fine of up to $1,000 for each body-gripping trap possessed or used, imprisonment for up to 180 days, or both such a civil fine and imprisonment. The bill makes any body-gripping traps that are possessed or used in violation of this bill, and any wildlife captured by the use of such traps, including the pelts and raw fur, subject to civil forfeiture. Persons found to be in violation of such prohibition shall pay all associated court costs.

Southern New England Regional Commission Act This bill establishes the Southern New England Regional Commission. (Federal regional commissions address perceived regional economic underdevelopment.) The commission is given the same structure and duties as the Southeast Crescent Regional Commission, Southwest Border Regional Commission, and Northern Border Regional Commission. The bill authorizes those commissions, in addition to their current authorities, to (1) support the maritime economy, (2) assist in developing defense manufacturing industries, and (3) promote the adoption of innovative materials in public transportation.

Justice for Juveniles Act This bill exempts juvenile prisoners (i.e., inmates who are under 22 years of age) from various requirements of the inmate grievance procedure, including the requirement to exhaust administrative remedies before filing a federal lawsuit regarding the condition of their confinement.

Put Patients First Act This bill prohibits the application of the rule issued by the Department of Health and Human Services on May 21, 2019, that strengthens the enforcement of conscience and anti-discrimination laws related to the rights of covered health care providers to refuse to participate in certain procedures, such as abortions, sterilization, or assisted suicide.

This joint resolution eliminates the deadline for the ratification of the Equal Rights Amendment, which prohibits discrimination based on sex. The amendment was proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

Schedules That Work Act This bill provides employees with the right to request changes to their work schedules related to the number of hours they are required to work or be on call, the location of the work, the amount of notification about work schedule assignments, and fluctuations in work hours. Employers must negotiate in good faith with employees who make such requests and comply with certain work schedule notice and split shift pay requirements for retail, food service, cleaning, hospitality, or warehouse employees.

Creating Opportunities Now for Necessary and Effective Care Technologies for Health Act of 2019 or the CONNECT for Health Act of 2019 This bill expands coverage of telehealth services under Medicare. Among other things, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as geographic restrictions, for services provided in high-need health professional shortage areas; excludes mental health and emergency medical services, as well as services provided at rural health clinics, federally qualified health centers, and Indian Health Service facilities, from such geographic restrictions; and allows the CMS to generally waive coverage restrictions during national emergencies. Additionally, the Medicare Payment Advisory Commission must report on information relating to the access of Medicare beneficiaries to telehealth services at home. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.

Insulin Price Reduction Act This bill prohibits health insurance plan issuers and pharmacy benefits managers (PBMs) from receiving rebates or discounts for insulin from manufacturers who certify that its current insulin list price has been reduced to an amount no greater than what the list price was for the same insulin on July 1, 2006. This restriction does not apply to discounts provided to insurance plan holders at retail sale or to flat-rate fees for service paid to PBMs. Further, insurance plans are prohibited from applying a deductible to insulin that has received such price certification. A manufacturer may certify insulin prices by submitting to the Department of Health and Human Services data about the list price of any insulin the manufacturer has produced since January 1, 2000, and by setting the current list price for an insulin product at the 2006 rate. To remain certified, a manufacturer may not increase the list price of insulin by more than the annual increase in the medical care consumer price index. A manufacturer may certify the price of an insulin product for which it did not have a list price in 2006 by reducing the list price of such insulin to the weighted average list price in 2006 of specified insulin categories. This bill also applies to Medicare prescription drug benefits. The bill sets the rebate for insulin under Medicaid based on the average manufacturer price of insulin during the last fiscal quarter of 2019, increasing by the medical care consumer price index thereafter.

Puerto Rico Statehood Admission Act This bill (1) declares that Congress commits to deeming Puerto Rico to be a state of the United States if it chooses statehood; and (2) requires Puerto Rico to conduct a plebiscite, a vote of the people, on statehood in conjunction with the November 2020 election.

Global Child Thrive Act of 2019 This bill reauthorizes for FY2020-FY2025 programs to provide assistance to orphans and other vulnerable children in developing countries. The bill also requires the U.S. Agency for International Development to direct relevant executive branch agencies to incorporate early childhood development into current programs and promote inclusive early childhood development in partner countries. Such actions to promote early childhood development shall build on existing U.S. plans and strategies and aim to (1) prevent unnecessary family-child separation, (2) assist families with children with disabilities, and (3) help countries transition from child care protection systems that rely on residential care (such as orphanages and children's homes) to ones focused on family-based care.

Fire Sale Loophole Closing Act This bill imposes restrictions on the transfer of business inventory firearms by a firearms importer, manufacturer, or dealer whose license is revoked or denied. An individual who violates the restrictions is subject to criminal penalties—a fine, prison term of up to one year (or five years if the violation was willful), or both.

United States-Jordan Defense Cooperation Extension Act This bill extends through 2024 arrangements that allow certain defense articles to be transferred to Jordan on an expedited basis. The bill also directs the U.S. International Development Finance Corporation to issue a call for proposals pursuing investment funds with a focus on Jordan.

Break the Cycle of Violence Act This bill authorizes new grant programs to support violence intervention initiatives. Specifically, the Bureau of Justice Assistance must award grants for coordinated violence reduction initiatives in units of local government that are disproportionately impacted by gun and group-related violence. Additionally, the National Institutes of Health must award grants for hospital-based violence intervention programs that reduce the risk of violent injury and retaliation among high-risk patients.

Justice for ALS Veterans Act of 2019 This bill extends increased dependency and indemnity compensation to the surviving spouse of a veteran who dies from amyotrophic lateral sclerosis (ALS or Lou Gehrig's disease) regardless of how long the veteran had such disease prior to death. Under current law, such compensation is paid for a service-connected disability that was rated totally disabling for a continuous period of at least eight years immediately preceding death.

Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 This bill requires the Department of State to consult with Congress before decreasing or increasing U.S. government engagement with another nation as a result of that nation's decision to strengthen or undermine ties with Taiwan. (Taiwan is self-governing, but China considers it a renegade province and has taken actions to encourage countries and international organizations to limit or cut off relations with Taiwan.) The bill states that the U.S. government should support Taiwan in strengthening its relationships with countries around the world.

Making College More Affordable Act This bill creates federal interest-free education loans for undergraduate students. The loans must have the same terms and conditions and benefits to borrowers as federal direct Stafford Loans. Interest on these loans may only accrue during periods when a borrower is not earning taxable income due to professional negligence, professional incompetence, or malicious action on the part of the borrower. The Department of Education (ED) must carry out a repayment plan program for the interest-free loans under which loans payments are automatically withheld from the pre-tax income of the borrower. ED must cancel any outstanding balance of principal or interest due on those interest-free loans made to a borrower who has made 300 monthly payments. The borrower must be taxed on the amount canceled. Those taxes must be applied to carry out the federal direct loan program.

Courtney Wild Crime Victims' Rights Reform Act of 2019 This bill expands the rights of crime victims, including by allowing victims to make motions to annul or rescind prosecutorial agreements, providing for attorneys' fees for victims who prevail against the United States in enforcement actions, and permitting victims to bring civil actions to enforce restitution orders. It also requires the Department of Justice to take specified actions to ensure the rights of victims.

Judicial Travel Accountability Act This bill requires a judicial officer to annually disclose (1) the source, description, and value of certain gifts; (2) a detailed description of meetings and events attended, including the names of other known attendees; and (3) total expenses for transportation, lodging, and meals.

Students Not Profits Act of 2019 This bill makes certain institutions of higher education (IHEs) ineligible to receive federal financial student assistance. Specifically, the bill makes for-profit institutions of higher education ineligible to receive such assistance. The bill also makes ineligible any institution that has (1) filed for bankruptcy; (2) been convicted of, or pled nolo contendere or guilty to, a crime involving federal student aid; (3) committed fraud, substantial misrepresentation, or false certification involving federal student aid; or (4) executive officers who were previously employed at an institution receiving federal student aid that closed. Additionally, the bill establishes certain criteria that an IHE must meet to be eligible for conversion from a for-profit IHE to a nonprofit IHE. Before approving such conversion, the Department of Education must publish the application in the Federal Register for notice and comment.

Safe at Home Act This bill requires each executive agency and federal court to accept, for any purpose for which an individual is required to provide an address to the agency or court, an address designated to that individual pursuant to an address confidentiality program (e.g., a program to protect stalking or domestic violence victims).

Protect Against Conflict by Turkey Act or the PACT Act This bill imposes sanctions and various restrictions related to Turkey's military invasion of northern Syria. The President shall impose visa- and asset-blocking sanctions on specific Turkish officials connected to the invasion, including Turkey's Minister of National Defense. The Department of State shall report to the President and Congress as to (1) other Turkish officials involved with the invasion; and (2) foreign persons that knowingly provided defense articles, services, or technology to Turkey that could be used in the invasion of northern Syria. Such foreign persons shall also be subject to visa- and asset-blocking sanctions. The President shall impose financial sanctions on the large Turkish state-owned bank known as Halk Bankasi or Halkbank and on any financial institutions that the State Department determines to have knowingly facilitated significant transactions for the Turkish Armed Forces or Turkey's defense industry related to the invasion. The President shall impose sanctions on Turkey's government pursuant to the Countering America's Adversaries Through Sanctions Act. A U.S. defense article, service, or technology may not be transferred to Turkey's government if it (1) is covered under the Arms Export Control Act, and (2) may be used by Turkey in military operations in northern Syria. The President may not exercise certain emergency waiver authority related to the Arms Export Control Act in relation to this prohibition. The bill calls for reports on (1) the national security impact of the invasion and, (2) the net worth of Turkish President Tayyip Erdogan and his family.

Health Equity and Access under the Law for Immigrant Women and Families Act of 2019 or the HEAL Immigrant Women and Families Act of 2019 This bill extends Medicaid and Children's Health Insurance Program coverage to individuals lawfully present in the United States who otherwise meet eligibility requirements. Individuals granted federally authorized presence also are required to maintain minimum essential health insurance coverage and are eligible for health insurance exchanges, reduced cost sharing, premium subsidies, and premium tax credits.

Safe Gun Storage Act of 2019 This bill requires safety standards for firearm locks and safes. Under such standards, firearm locks must be reasonably designed to (1) prevent the firearm from discharging while the lock is activated, and (2) prevent unauthorized access to the firearm. Further, firearm safes must be reasonably designed to (1) secure firearms, and (2) prevent unauthorized access to the safe through physical manipulation or damage.

United States-Turkey Relations Review Act of 2019 This bill directs the Department of State to report to Congress an assessment of Turkey. The report shall include (1) an assessment conducted with North Atlantic Treaty Organization (NATO) member states as to Turkey's ability and willingness to fulfill its NATO obligations, (2) a review of the bilateral U.S.-Turkey relationship, and (3) an assessment of the posture of U.S. forces in Turkey and the surrounding region.

College Affordability Act This bill reauthorizes and revises the Higher Education Act of 1965, including to revise federal student financial aid programs, consolidate federal student loans and expand loan forgiveness , increase college access and success for certain students, and revise accountability measures. Specifically, the bill revises financial aid programs, including to (1) increase the maximum federal Pell Grant award, (2) provide incentives for states to fund public institutions of higher education (IHEs), and (3) increase and make permanent funding for minority-serving IHEs. The bill also revises federal student loan programs, including to (1) replace existing student loan repayment plans with one income-based repayment plan and one fixed repayment plan, (2) allow existing borrowers to lower their payments by switching to the new plans, and (3) expand public service loan forgiveness programs (e.g., TEACH grants) and create appeal processes for denied applications. In addition, the bill increases college access and success for certain students (e.g., students with low-income, children, or the disabled) through investments and practices, such as student support services and accelerated learning opportunities. Finally, the bill revises accountability measures for IHEs (including for-profit IHEs), job training programs, college accrediting agencies, and lenders. In particular, the bill updates the performance goals of the Office of Federal Student Aid and requires the Department of Education to be responsible for the oversight of the office.

Climate-Ready Fisheries Act of 2019 This bill directs the Government Accountability Office to examine efforts by the Regional Fishery Management Councils, the Atlantic States Marine Fisheries Commission, and the National Marine Fisheries Service to prepare and adapt fisheries for the impacts of climate change.

This resolution expresses Congress's opposition to the decision to end U.S. efforts to prevent Turkey's military operations against Kurdish forces in northeast Syria. It also calls on (1) Turkey to immediately cease unilateral military action in northeast Syria and respect existing agreements, (2) the United States to continue supporting Syrian Kurdish communities through military and humanitarian support and ensure that the Turkish military acts with restraint, and (3) the White House to present a clear and specific plan for the enduring defeat of the Islamic State of Iraq and Syria (ISIS).
