Counseling for Career Choice Act

Counseling for Career Choice Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award competitive establishment grants to states to develop and implement comprehensive school counseling programs that provide students with effective postsecondary education planning and career guidance services. Requires each program to be aligned with a statewide counseling framework that: (1) encompasses grades 6 through 12 and postsecondary education; and (2) is developed in consultation with, or exists with the support of, at least five stakeholders that include at least one business or industry and at least one local educational agency (LEA) or secondary school. Requires establishment grant funds to be used to: (1) train and hire school counselors; (2) identify regional workforce trends and postsecondary options available in the state; (3) establish, improve, or coordinate postsecondary opportunities; (4) recommend curricular improvements to better align curricula with workforce trends and available postsecondary opportunities; (5) establish partnerships with American Job Centers; and (6) leverage the resources and emerging technologies being developed by stakeholders to support the counseling framework. Allows states to carry out program activities directly or through competitive subgrants to LEAs, or consortia consisting of an LEA, and one or more LEAs, educational service agencies, tribal organizations, postsecondary institutions, or nonprofit organizations with expertise in counseling or career and technical education. Directs the Secretary to reserve at least 10%, but no more than 20%, of the amount appropriated for this Act's counseling program to award competitive capacity-building grants to states that do not receive an establishment grant.

Success in the Middle Act of 2013

Success in the Middle Act of 2013 - Directs the Secretary of Education to make grants to states, based on their proportion of poor children aged 5 to 17, to: (1) implement state middle grades needs analyses and, on the basis of such analyses, improvement plans that describe what students must master to complete successfully the middle grades and succeed in academically rigorous secondary school coursework; and (2) award competitive subgrants to local educational agencies (LEAs) or partnerships of LEAs and institutions of higher education, educational service agencies, or educational nonprofit organizations to implement a comprehensive middle school improvement plan for each eligible school. Gives priority to LEAs, or partnerships that include LEAs, that serve high proportions of poor children and children attending eligible schools. Defines "eligible schools" as those where: (1) a high proportion of middle grade students matriculate to secondary schools with graduation rates below 65%; (2) more than 25% of the students who finish grade six, or the school's earliest middle grade level, exhibit key risk factors for failure; and (3) a majority of middle grade students are not rated proficient on required state assessments in mathematics, reading, or language arts. Permits states to make subgrants to LEAs and partnerships that did not receive a competitive subgrant to assist them in applying for competitive subgrants and developing comprehensive middle school improvement plans. Provides the Secretary with funding to: (1) contract for studies that identify promising practices for, and review existing research to identify factors that might lead to, the improvement of middle grades education; (2) create a national clearinghouse in best middle grade educational practices and a national database identifying factors that facilitate or impede middle grade student achievement; (3) require certain educational field research designed to enhance the performance of middle grade schools and students; (4) create a research and development center that addresses topics pertinent to the middle grades; and (5) provide grants to entities that partner with states and LEAs to develop, adapt, or replicate effective models for turning around low-performing middle grades.

Pet Safety and Protection Act of 2013 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer, (2) from a publicly owned and operated pound or shelter that meets specified requirements, (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year, or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements, or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Requires such disclosures to include: (1) the name and political party affiliation of each candidate in support of whom or in opposition to whom a political expenditure was made; (2) the amount of each such expenditure; (3) the public office that such candidate was or is seeking; (4) the relevant state, city, or district; and (5) a statement of the issuer's interest in and reason for making such expenditure.

Promise Neighborhoods Act of 2013 - Directs the Secretary of Education to award competitive, matching Promise Neighborhood Partnership grants to nonprofit organizations that partner with a local educational agency (LEA) to implement a comprehensive continuum of supports and services that engage community partners in improving the academic achievement, health and social development, and college and career readiness of children who live in distressed neighborhoods with underperforming schools. Directs the Secretary to award competitive, matching Promise School grants to LEAs that partner with nonprofit organizations, and Indian or charter schools that partner with nonprofit organizations or institutions of higher education, to implement school-centered strategies and integrated student supports that leverage community partnerships to improve student achievement and development in schools with high concentrations of low-income children. Authorizes the Secretary to renew Promise Neighborhood Partnership grants and Promise School grants if the grantees demonstrate significant success in: (1) ensuring children's school readiness; (2) improving their academic outcomes; (3) increasing their college and career readiness; and (4) improving their health, mental health, and social and emotional well-being. Requires this Act's grantees to evaluate their programs continuously and improve them based on data and outcomes. Directs the Secretary to evaluate this Act's grant programs and disseminate research on best practices for improving the academic achievement of children living in our most distressed communities. Authorizes the Secretary to award matching planning grants to entities eligible for this Act's other grants.

Effective Teaching and Leading Act - Amends title II (Preparing, Training, and Recruiting High Quality Teachers and Principals) of the Elementary and Secondary Education Act of 1965 to create a new Part E: Building School Capacity for Effective Teaching and Leadership. Directs the Secretary of Education to allot grants to states for subgrants to local educational agencies (LEAs) to improve teaching and school leadership through a system of teacher and principal induction, professional development, and evaluation that is developed, implemented, and evaluated in collaboration with local teacher, principal, and school leader organizations and preparation programs. Requires LEAs to include in such system: a comprehensive, coherent, high quality formalized induction program for beginning teachers during their first two years of full-time employment; high-quality effective professional development for teachers, principals, school librarians, and other school leaders at their lowest achieving schools; a rigorous, transparent, and equitable teacher and principal evaluation system for all their schools; ongoing high-quality support, coaching, and professional development for principals and other school leaders at their lowest achieving schools; opportunities for teachers and school librarians to assume new school leadership roles and receive training regarding such roles; and significant and sustainable stipends above a teacher's base salary for teachers that serve as mentors, instructional coaches, teacher leaders, or evaluators under these programs. Directs LEA grantees to conduct a valid and reliable full population survey of teaching and learning, at the school and LEA level, the results of which are to inform and be integrated into such systems. Requires a formal evaluation of each system to be conducted by the state, an institution of higher education, or an external agency and the results disseminated widely.

Requires grantees to use grant funds to collaborate with institutions of higher education and local, regional, or national employers in STEM fields to: (1) carry out dual-credit courses that offer both secondary school and college credit and incorporate STEM education and STEM workplace training, (2) assist students in being placed in internships or apprenticeships with those employers, and (3) develop STEM curricula and metrics. Permits grantees to use grant funds for: (1) STEM tutoring and mentoring programs; (2) STEM outside-the-classroom, after-school, or summer programs; and (3) STEM instructional materials or equipment.

Federal Response to Eliminate Eating Disorders Act of 2013 - Amends the Public Health Service Act (PHSA) to require the Director of the National Institutes of Health (NIH) to take certain actions regarding eating disorder research, including to: (1) implement a scientifically justified budget for research on eating disorders, (2) coordinate and evaluate NIH research activities and programs, (3) expand NIH research on eating disorders, (4) establish a task force on eating disorder research, and (5) provide for centers of excellence for research on eating disorders. Requires the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) provide for the collection, analysis, and reporting of epidemiological data on eating disorders; (2) establish a Center of Eating Disorders Epidemiology to collect and analyze information on eating disorders; and (3) establish a CDC clearinghouse for the collection and storage of data generated under this Act. Sets forth requirements for providing education and training on eating disorders, including: (1) developing and implementing a training program for health professionals on eating disorders; (2) establishing the Task Force on Eating Disorders Prevention in Educational Institutions to develop and provide training on eating disorders identification and prevention for students, faculty, coaches, and staff in schools; and (3) conducting public service announcements. Amends the PHSA, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to require a health plan that provides medical and surgical benefits to also provide coverage for eating disorders. Applies such requirement to coverage offered under the Federal Employees Health Benefit Program. Amends title XIX (Medicaid) of the Social Security Act to expand coverage for eating disorders. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality, to award grants for patient advocacy to help individuals with eating disorders obtain adequate health care services and insurance coverage.

Directs the Secretary of Veterans Affairs (VA) to carry out a three-year pilot program to establish 12 VA claims adjudication centers of excellence by selecting the three highest performing regional offices in each of the four areas of the Veterans Benefits Administration. Requires each center to focus on adjudicating claims relating to one medical condition selected by the Secretary. Provides for appropriate employee specialized training with respect to such medical conditions. Prohibits any employee from working concurrently at more than one center, but allows an employee to move from one center to another as long as the employee receives the training appropriate for that center. Authorizes the Secretary to assign additional full-time employees to a center as necessary. Requires the Secretary to select the focus medical conditions within 90 days after the enactment of this Act.

Earned Income Tax Credit Improvement and Simplification Act 2013 - Amends the Internal Revenue Code, with respect to the earned income tax credit, to: (1) make permanent the increase in the rate of such credit for taxpayers with three or more qualifying children and the reduction in the amount of the marriage penalty for such credit; (2) allow such credit for an individual with no qualifying children who has attained the age of 21 but not 25 and is not a full-time student, and whose qualifying children do not have valid social security numbers; (3) revise eligibility rules relating to married individuals living apart and qualifying children claimed by another family member; and (4) repeal the denial of such credit for taxpayers with excess investment income.

Requires the Central Intelligence Agency (CIA) to report to Congress on all monetary payments made by the CIA to officials of the Government of Afghanistan on or after September 11, 2001. Authorizes the President to waive the requirements of this Act if compliance would harm U.S. national security or members of the Armed Forces.

RUSH Act

Responding to Urgent Needs of Survivors of the Holocaust Act or RUSH Act - Amends the Older Americans Act of 1965 to include specifically within its purview older Americans who are Holocaust survivors. Authorizes the Administrator for Community Living to designate, within the Administration for Community Living of the Department of Health and Human Services (HHS), a person with specialized training, background, or experience with issues of Holocaust survivors to implement services for them. Requires a state nutrition project to: (1) ensure that project meals meet the dietary needs of program participants based on religious, cultural, or ethnic requirements; and (2) encourage individuals who distribute nutrition services to engage in conversation with homebound older individuals and to be aware of the warning signs of medical emergencies, injury, or abuse in order to reduce isolation and promote wellbeing. Amends the Older Americans Act Amendments of 2006 to require the study of nutrition projects to analyze the abilities of service providers to obtain viable contracts for special foods necessary to meet a religious requirement, required dietary need, or ethnic consideration. Authorizes the HHS Assistant Secretary for Aging to make grants to or contract with states, public agencies, private nonprofit agencies, institutions of higher education, and organizations, including tribal organizations, to support programs that provide transportation services and resources to older individuals with the greatest economic or social need.

Password Protection Act of 2013

Password Protection Act of 2013 - Amends the federal criminal code to subject to a fine any employer who knowingly and intentionally: (1) compels or coerces any person to provide the employer with a password or similar information to access a protected computer not owned by such employer; or (2) discharges, disciplines, discriminates, or threatens to take such actions, against any person who fails to authorize access to such computer, has filed a complaint or instituted a proceeding regarding such action, or testified or is about to testify in any such proceeding. Declares that nothing in this Act shall be construed to limit the authority of a court of competent jurisdiction to grant equitable relief in a civil action, if the court believes that the information sought to be obtained is relevant to protecting the intellectual property, a trade secret, or confidential business information of the party seeking relief. Exempts an employer's actions from such prohibition if: (1) the employer discharges or disciplines an individual for good cause; (2) the employer complies with federal or state laws or regulations governing brokers, dealers, and investment advisers; (3) a state enacts a law that specifically waives such prohibition with respect to a particular class of state or agency employees and the employer's action relates to an employee in such class; or (4) an executive agency, military department, or other executive branch entity specifically waives the prohibition with respect to a particular class of employees who may have access to classified information.

Federal Price Gouging Prevention Act of 2013

Federal Price Gouging Prevention Act of 2013 - Makes it unlawful for any person, during a proclaimed international crisis affecting the oil market, to sell gasoline or any other petroleum distillate at a price that: (1) is unconscionably excessive, and (2) indicates the seller is taking unfair advantage of the circumstances of the crisis to increase prices unreasonably. Authorizes the President to issue such a proclamation citing the geographic area, gasoline or other petroleum distillate, and time period (not to exceed 30 consecutive days) covered. Permits such a proclamation to be renewed as the President determines appropriate and to include a period of up to one week preceding a reasonably foreseeable emergency. Sets forth factors to be considered in determining if a violation of this Act has occurred. Requires the Federal Trade Commission (FTC) to enforce a violation of this Act as an unfair or deceptive act or practice and to give priority to enforcement actions concerning companies with U.S. sales over $10 billion per year. Prescribes civil and criminal penalties for violations, but limits the criminal penalty to criminal actions brought by the Department of Justice (DOJ). Authorizes a state to bring a civil action to enforce this Act. Declares that nothing in this Act preempts any state law.

Veteran Employment Transition Act

Veteran Employment Transition Act - Amends the Internal Revenue Code to: (1) revise the definition of "qualified veteran" for purposes of the work opportunity tax credit to include recently discharged veterans, and (2) make permanent the work opportunity tax credit for qualified veterans. Requires the Department of Defense (DOD) and the National Guard to inform military personnel who are discharged or released from active duty of the work opportunity tax credit and provide them with documentation relating to eligibility for and use of such credit. Requires the Secretaries of Labor, Veterans Affairs, and Defense to enter into an agreement to govern the coordination of veteran job training services. Requires the Secretaries of Labor and Veterans Affairs to prepare reports on the veteran job training programs of their respective departments. Amends the DOD pilot program for assessing the feasibility and advisability of permitting enlisted personnel to obtain civilian credentialing or licensing for skills required for military occupational specialties to require the designation as military occupational specialties of the MOS 31B Military Police, MOS 15Q AC-Air Traffic Controller, and the MOS 12M Fire Protection, in addition to not fewer than three and not more than five additional military occupational specialties. Amends the Small Business Act to direct the head of each executive department to submit an annual report to the Administrator of the Small Business Administration (SBA) containing the percentage of the total value of all prime contracts awarded by the executive department during the preceding one-year period to small business concerns owned and controlled by service-disabled veterans.

Childhood Cancer Survivors' Quality of Life Act of 2013 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to make grants to eligible entities to establish pilot programs to develop, study, or evaluate model systems for monitoring and caring for childhood cancer survivors. Requires the Secretary to convene a Workforce Development Collaborative on Medical and Psychosocial Care for Pediatric Cancer to establish a plan to meet specified objectives relating to medical and psychosocial care workforce development, including: (1) disseminating to health care educators information relevant to providing medical and psychosocial services to persons with pediatric cancers, (2) adapting curricula for continuing education of the existing workforce, and (3) strengthening the emphasis on psychosocial health care in educational accreditation standards and professional licensing and certification. Reauthorizes and expands the National Cancer Institute's pediatric cancer research and awareness program to include research on: (1) pediatric cancer survivors within minority or other medically underserved populations, (2) health disparities in pediatric cancer survivorship outcomes, and (3) follow-up care for pediatric cancer survivors. Requires the Secretary to make grants to eligible entities to establish and operate a clinic for comprehensive long-term follow-up services for pediatric cancer survivors.

Stop the Sequester Job Loss Now Act Through 2014 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to repeal the FY2013-FY2014 sequesters. Makes the budgetary resources for FY2013, which were sequestered by the presidential sequestration order, available for obligation for the same purpose, in the same amount as otherwise would have been available on the date of enactment of this Act and before October 1, 2013, and in the same manner as if such order had not been issued. Reduces the defense discretionary spending limits for the security category for FY2017-FY2021. Eliminates the 2% maximum permissible reduction in budget authority for veterans' medical care. Extends through FY2014 agricultural commodity programs generally under the Food, Conservation, and Energy Act of 2008, but not the direct payment programs for wheat, corn, grain sorghum, barley, oats, upland cotton, long and medium grain rice, soybeans, other oilseeds, and peanuts. Amends the Internal Revenue Code to: (1) prohibit the use of the last-in, first out (LIFO) accounting method by major integrated oil companies, (2) deny such oil companies a tax deduction for income attributable to the domestic production of oil and gas, and (3) deny them also the tax deduction for intangible drilling and development costs. Requires an individual high-income taxpayer whose adjusted gross income exceeds $1 million (adjusted annually for inflation) to pay a minimum (fair share) tax rate of 30% of the excess of the taxpayer's adjusted gross income over the taxpayer's modified charitable contribution deduction for the taxable year. Declares that it is the sense of the House that Congress should replace the entire 10-year sequester established by the Budget Control Act of 2011 with a balanced approach that would: (1) increase revenues without increasing the tax burden on middle-income Americans; and (2) decrease long-term spending while maintaining the Medicare guarantee, protecting Social Security and a strong social safety net, and making strategic investments in education, science, research, and critical infrastructure necessary to compete in the global economy.

Prescribes conditions under which such organization may: (1) suspend the period a person is excluded from participation; and (2) permit the use of furosemide by a horse participating in such a race during the two-year period following enactment of this Act. Permits a host racing association to conduct a horse race that is the subject of an interstate off-track wager, and permits an interstate off-track wager to be accepted by an off-track betting system, only if consent is obtained from such organization. Requires such organization to ensure that all costs incurred in carrying out its duties are defrayed pursuant to agreements for such consent.

Defines "breeding" as facilitating the propagation or reproduction (whether intentionally or negligently), or failing to prevent the propagation or reproduction, of a prohibited wildlife species or other animal. Removes from the list of persons authorized to import, export, transport, sell, receive, acquire, purchase, breed, or possess such species a person that is licensed or registered, and inspected, by the Animal and Plant Health Inspection Service (APHIS) or any other federal agency with respect to such species. Includes in such list: an institution accredited by the Association of Zoos and Aquariums (AZA) or certified related facilities that coordinate with an AZA Species Survival Plan for breeding of species listed as threatened or endangered under the Endangered Species Act of 1973; a wildlife sanctuary that cares for such species, is a tax exempt corporation, does not commercially trade in or propagate such species, does not allow direct contact between the public and animals, and does not allow the transportation and display of such species off-site; a person that is in possession of animals of such species that were born before the date of this Act's enactment and that are registered with APHIS within 180 days after such regulations are promulgated; and a traveling circus that regularly travels in interstate commerce to conduct performances featuring live prohibited wildlife species and multiple trained human entertainers, that does not allow members of the public to be in direct contact with or unsafe proximity to a prohibited wildlife species of any age, and that, during the three years preceding this Act's enactment, has not been determined by the Secretary of Agriculture to have violated the Animal Welfare Act by reason of jeopardizing the health and well-being of a prohibited wildlife species. Establishes civil and criminal penalties and forfeiture requirements for violations of this Act.

Free Flow of Information Act of 2013 - Prohibits a federal entity (an entity or employee of the judicial or executive branch or an administrative agency of the federal government), in any matter arising under federal law, from compelling a covered person to testify or produce any document related to information obtained or created as part of engaging in journalism unless a court makes specified determinations by a preponderance of the evidence, including determinations that: (1) alternative sources have been exhausted; (2) the testimony or document sought is critical to the investigation, prosecution, or defense of a crime or the successful completion of a noncriminal matter; (3) disclosure of an information source's identity is necessary to prevent an act of terrorism, harm to national security, imminent death, significant bodily harm or to identify a person who has disclosed a trade secret, individually identifiable health information, or certain nonpublic personal information; and (4) the public interest in compelling disclosure of the information or document involved outweighs the public interest in gathering or disseminating news or information. Defines "covered person" as a person who, for financial gain or livelihood, is engaged in journalism, including a supervisor, employer, parent, subsidiary, or affiliate of such a person. Excludes from that definition foreign powers and their agents and certain designated foreign terrorist organizations. Defines "journalism" as the gathering, preparing, collecting, photographing, recording, writing, editing, reporting, or publishing of news or information that concerns local, national, or international events or other matters of public interest for dissemination to the public. Requires the content of compelled testimony or documents to be limited and narrowly tailored. Prohibits this Act from being construed as applying to civil defamation, slander, or libel claims or defenses under state law. Applies this Act to communications service providers with regard to testimony or any record, information, or other communication that relates to a business transaction between such providers and covered persons. Sets forth notice requirements. Permits a court to delay notice to a covered person upon determining that such notice would pose a substantial threat to the integrity of a criminal investigation.

Limits the amount of Direct Stafford loans that students may borrow in any academic year before the completion of their undergraduate studies. Varies that limit on the basis of whether a student: (1) is a dependent student, independent student, or dependent student whose parents are unable to borrow a Direct PLUS loan; and (2) has or has not successfully completed the first year or first and second years of their undergraduate studies. Sets the annual interest rate on Direct loans at the bond equivalent rate on 91-day Treasury bills plus a percentage that: (1) represents the total cost of administering the Direct Loan program and borrower benefits, and (2) results in the program being revenue neutral for the applicable 12-month period. Allows the Secretary of Education to use different percentages under that formula for the Direct Stafford Loan, Unsubsidized Stafford Loan, PLUS Loan, and Consolidation Loan programs. Caps the annual interest rate for Direct Stafford loans at 6.8%, and for Direct Unsubsidized Stafford loans and Direct PLUS and Consolidation loans at 8.25% Directs the Secretary to charge the borrower of a Direct PLUS loan an origination fee of up to 3% of the loan principal. Limits the applicability of the preceding provisions to loans first disbursed on or after July 1, 2013. Authorizes the Secretary to refinance federal PLUS and Stafford loans to permit borrowers to obtain an interest rate determined pursuant to this Act's provisions. Allows the Secretary to charge borrowers an administrative fee for refinancing such loans that does not exceed 0.5% of the loan principal.

Requires the Director to: (1) award grants for demonstration projects to reduce the incidence of gestational diabetes, the recurrence of such disease in subsequent pregnancies, and the development of type 2 diabetes in women with a history of gestational diabetes; and (2) work with state and Indian tribal-based diabetes prevention and control programs assisted by the CDC to encourage postpartum follow-up after gestational diabetes to reduce the incidence of gestational diabetes and its recurrence, the development of type 2 diabetes in at-risk women, and related complications.

Keeping All Students Safe Act - Directs the Secretary of Education (Secretary) to establish minimum standards that: prohibit elementary and secondary school personnel from managing any student by using any mechanical or chemical restraint, physical restraint or escort that restricts breathing, or aversive behavioral intervention that compromises student health and safety; prohibit such personnel from using physical restraint or seclusion, unless such measures are required to eliminate an imminent danger of physical injury to the student or others and certain precautions are taken; require states and local educational agencies (LEAs) to ensure that a sufficient number of school personnel receive state-approved crisis intervention training and certification in first aid and certain safe and effective student management techniques; prohibit physical restraint or seclusion from being written into a student's education plan, individual safety plan, behavioral plan, or individual education program as a planned intervention; and require schools to establish procedures to notify parents in a timely manner if physical restraint or seclusion is imposed on their child. Authorizes the Secretary to award grants to states and, through them, competitive subgrants to LEAs to: (1) establish, implement, and enforce policies and procedures to meet such standards; (2) improve their capacity to collect and analyze data related to physical restraint and seclusion; and (3) implement school-wide positive behavior supports. Requires LEAs to allow private school personnel to participate, on an equitable basis, in activities supported by such grants and subgrants. Directs the Secretary to conduct a national assessment of this Act's effectiveness. Gives Protection and Advocacy Systems the authority provided under the Developmental Disabilities Assistance and Bill of Rights Act of 2000 to investigate, monitor, and enforce this Act's protections for students. Directs the Secretary of Health and Human Services (HHS) to establish standards for Head Start agencies that are consistent with the minimum standards for the management of elementary and secondary school students. Authorizes the Secretary to allocate funds to the Secretary of HHS to assist Head Start agencies in establishing, implementing, and enforcing policies and procedures to meet such standards.

Sets forth requirements for the President's transmittal to Congress of a special message regarding the proposed rescission. Authorizes the President, except for his deferral of budget authority provided in CBICA, to withhold such rescinded funding temporarily from obligation, but only once per proposed rescission. Dedicates the rescinded funds solely to deficit reduction or increase of a surplus. Provides for adjustment of: (1) committee allocations resulting from such rescission, and (2) applicable limits under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) revised downward by the amount of such rescissions. Sets forth procedures for expedited congressional consideration of a proposed rescission. Amends the Congressional Budget Act of 1974 to require the House Committee on the Budget, whenever an approval bill passes the House of Representatives, to reduce the applicable committee allocations immediately by the total amount of reductions in budget authority and in outlays resulting from such approval. Terminates on December 15, 2015, the amendments made by this Act, with restoration of the provisions of part B of CBICA as in effect immediately before the enactment of this Act.
