Stop Online Ammunition Sales Act of 2013 - Amends the federal criminal code to require the licensing of ammunition dealers. Prohibits any person except a licensed importer, manufacturer, or dealer from: (1) selling ammunition, with an exception for a sale of ammunition to a licensed importer, manufacturer, or dealer; or (2) engaging in the business of importing or manufacturing ammunition, or in the course of such business, from shipping, transporting, or receiving ammunition. Prohibits a licensed importer, manufacturer, or dealer from: (1) transferring ammunition to a person without verifying the person's identity by examining a valid identification document containing a photograph of such person; or (2) selling or delivering any ammunition (currently, any armor-piercing ammunition) to any person unless the licensee notes in his records the person's name, age, and place of residence, if the person is an individual, or the person's identity and principal and local places of business, if the person is a business entity. Applies prohibitions applicable to the shipping or transport of firearms, and record-keeping requirements applicable to the importation, production, shipment, receipt, sale, or other disposition of firearms, to ammunition. Requires each licensee to: (1) prepare a report of multiple sales or other dispositions whenever the licensee sells or otherwise disposes of more than 1,000 rounds of ammunition to an unlicensed person at one time or during any five consecutive business days; and (2) forward such report to the specified office and to the department of state police, the state law enforcement agency, or the local law enforcement agency of the jurisdiction in which the sale took place by the close of business on the day the multiple sale occurs.

Gun Show Loophole Closing Act of 2013

Gun Show Loophole Closing Act of 2013 - Amends the federal criminal code to make it unlawful for any person to operate a gun show unless such person: (1) has attained 21 years of age; (2) is not prohibited from transporting, shipping, or receiving firearms and has not violated any federal firearms requirements; (3) has registered with the Attorney General as a gun show operator and has provided a photograph and fingerprints; (4) has not concealed material information nor made false statements in connection with a gun show operator registration; and (5) notifies the Attorney General of the date, time, and duration of a gun show not later than 30 days before the commencement of such show and verifies the identity of each vendor at the gun show. Imposes recordkeeping requirements on gun show operators and criminal penalties for failure to register as a gun show operator and maintain required records. Grants the Attorney General authority to enter the business premises of any gun show operator, without a showing of reasonable cause or a warrant, to examine records and inventory to determine compliance with this Act. Increases criminal penalties for serious recordkeeping violations and violations of criminal background check requirements. Authorizes the Director of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) to hire additional investigators to carry out inspections of gun shows.

Large Capacity Ammunition Feeding Device Act

Large Capacity Ammunition Feeding Device Act - Amends the Brady Handgun Violence Prevention Act to prohibit: (1) the transfer or possession of a large capacity ammunition feeding device, except for such a device lawfully possessed within the United States on or before the date of this Act's enactment; and (2) the importation or bringing into the United States of such a device. Exempts: (1) the transfer or possession of such a device by a federal, state, or local agency or law enforcement officer; (2) certain transfers to licensees under the Atomic Energy Act of 1954; (3) possession of such a device transferred to an individual upon retirement from a law enforcement agency if such individual is not otherwise prohibited from receiving ammunition; and (4) the manufacture, transfer, or possession of such a device by a licensed manufacturer or importer for authorized testing or experimentation purposes. Sets penalties for violations. Requires a large capacity ammunition feeding device manufactured after this Act's enactment to be identified by a serial number that clearly shows that the device was manufactured after such enactment.

Fix Gun Checks Act of 2013

Fix Gun Checks Act of 2013 - Amends the NICS Improvement Amendments Act of 2007 (NICS Act) to modify the periods during which penalties are applicable to states that do not make certain records pertaining to firearms eligibility electronically available to the National Instant Criminal Background Check System (NICBCS). Repeals provisions authorizing the Attorney General to waive certain penalties if a state provides substantial evidence that it is making a reasonable effort to provide such records. Directs the Attorney General to publish, and make available on a publicly accessible website, an annual report that ranks states by the ratio of number of records submitted by each state to the estimated total number of available records of the state. Amends the Brady Handgun Violence Prevention Act to: (1) require the head of each federal agency to submit to the Attorney General, biannually, a written certification indicating whether the agency has provided pertinent information contained in any agency record demonstrating that a person falls within a category of persons prohibited from possessing firearms under federal law; and (2) include a federal court as a federal department or agency, and require the Director of the Administrative Office of the U.S. Courts to perform the functions of a department or agency head, for purposes of such Act. Amends the federal criminal code to define the terms "adjudicated as a mental defective" and "committed to a mental institution" for purposes of federal firearms provisions. Prohibits an individual so adjudicated before the effective date of this Act from applying for relief from disability under the NICS Act on the basis that the individual does not meet the requirements under such definition. Prohibits a person who is not a licensed firearms importer, manufacturer, or dealer from transferring a firearm to, or receiving a firearm from, another unlicensed person, except: (1) through a licensed dealer, which shall conduct a background check through the NICBCS; and (2) after inspecting a permit that confirms that such background check has been conducted. Specifies exceptions, including for: (1) the transfer of a bona fide gift between immediate family members; (2) a transfer that occurs by operation of law or by an executor or trustee because of the death of another person; (3) a temporary transfer that occurs in the home of the unlicensed transferee who believes that possession of the firearm is necessary to prevent imminent death or great bodily harm to the transferee; and (4) certain temporary transfers without the transfer of title at a shooting range, at a shooting competition, or while hunting, fishing, or trapping. Prohibits an unlicensed transferee from receiving a firearm from an unlicensed transferor if the licensed dealer through which the transfer is made receives a notification from the NICBCS that the transfer is prohibited. Sets forth requirements for a licensed dealer that assists in such transfer, including requirements to: (1) notify the transferor and transferee of compliance with background check requirements and of the receipt of any notification from the NICBCS that a transfer is prohibited, and (2) report to the Attorney General on such a transfer and on transfers of two or more pistols and/or revolvers to the same unlicensed transferee during any five consecutive business days. Permits such dealer to assess a processing fee.

Return to Prudent Banking Act of 2013 - Amends the Federal Deposit Insurance Act (FDIA) to prohibit an insured depository institution from being an affiliate of any broker or dealer, investment adviser, investment company, or any other person or entity engaged principally in the issue, flotation, underwriting, public sale, or distribution of stocks, bonds, debentures, notes, or other securities. Prohibits officers, directors and employees of securities firms from simultaneous service on the boards of depository institutions, except in specified circumstances. Requires any such individual serving as an officer, director, employee, or other institution-affiliated party of any insured depository institution to terminate such service as soon as practicable after enactment of this Act. Requires an insured depository institution to wind-down in an orderly manner and terminate any affiliation prohibited by this Act. Amends the Banking Act of 1933 (Glass-Steagall Act) to expand its prohibition against the transaction of banking activities by securities firms. Declares that Congress ratifies the interpretation by the Supreme Court of specified statutory language in the case of Investment Company Institute v. Camp ( ICI ) regarding permissible activities of banks and securities firms. Declares that the reasoning of the Court in that case shall continue to apply to the limitations placed upon security affiliations under the FDIA as enacted by this Act. Prohibits a federal banking agency or federal court from issuing an interpretation regarding such security affiliations that is narrower than that of the Court in ICI . Makes technical and conforming changes to the Gramm-Leach-Bliley Act, the Revised Statutes of the United States, and specified federal law. Requires the Board of Governors of the Federal Reserve System, the Comptroller of the Currency, or another appropriate federal banking agency to report to Congress a detailed description of the basis for its decision each time it makes a determination or grants an extension concerning an affiliation between insured depository institutions and investment banks or securities firms.

Requires a state to ensure that each polling place that allows early voting in a federal election is located within reasonable walking distance of a stop on a public transportation route. Requires the Election Assistance Commission to issue standards for the administration of early voting in a federal election. Requires each state to provide a sufficient number of voting systems, poll workers, and other election resources (including physical resources) at a polling place used in a federal election to ensure: (1) a fair and equitable waiting time for all voters in the state, and (2) that no individual will be required to wait longer than one hour to cast a ballot at the polling place. Requires each state to develop, and implement to the greatest extent practicable, a contingency plan under which it shall provide any polling place on a federal election day whose waiting times exceed one hour with additional poll workers, machines, ballots, and other equipment and supplies, including a polling place at which individuals may cast ballots before the election date. Requires the Commission to report to Congress biennially on the impact of this Act's early voting and waiting time provisions on the administration of elections for federal office. Prescribes requirements for the counting of provisional ballots that will be treated as votes. Allows civil money penalties, intervention by aggrieved parties, and private actions to address HAVA violations by a state or jurisdiction.

Excludes culturally competent, affirmative therapy providing: (1) acceptance, support, and understanding of an individual's sexual orientation, gender identity, or gender expression and the facilitation of an individual's coping, social support, and identity exploration and development, including interventions to prevent or address unlawful conduct or unsafe sexual practices; or (2) acceptance, support, or understanding of an individual's gender expression or the facilitation of an individual's coping, social support, and identity exploration and development.

Directs the Secretary to: (1) conduct annual market-priced auctions from among entities supplying market priced items and services in an eligible market area selected in the auction design, (2) establish a lead product for each of specified product categories, and (3) award a contract to any entity in an eligible market area in which an auction is conducted whose bid is below a clearing price equal to the highest cost bid that will meet capacity targets in the market area. Requires the Secretary to contract with an auction expert to assist in, and a market monitor to monitor, the design, development, and functioning of the auction. Adjusts the covered DME item update for 2012 through 2014 and each subsequent year.

Rebuilding Equity Act of 2012 - Requires the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government sponsored enterprises or GSEs) each to establish a voluntary program for eligible borrowers who qualify for the Home Affordable Refinance Program carried out by the GSEs, under which the GSEs shall pay up to $1,000 of the closing costs associated with applying for and receiving refinancing when the borrower agrees to refinance a 30-year mortgage loan into a fully amortizing loan with a term of not longer than 20 years. Requires the subject property to have a loan-to-value ratio of not less than 105%.

Responsible Homeowner Refinancing Act of 2012 - Requires the Federal National Mortgage Association (Fannie Mae) and Federal Home Loan Mortgage Corporation (Freddie Mac) (government sponsored enterprises or GSEs), in carrying out the Home Affordable Refinance Program, to adopt specified criteria pertaining to: (1) borrower eligibility, (2) representations and warranties, (3) prohibition on up-front fees, (4) alternative streamlined methods to determine the value of a property, (5) the purchase or guarantee of any new mortgage resulting from the refinancing of an eligible mortgage, and (6) guarantee fees. Requires the GSEs to notify all borrowers with a mortgage owned or guaranteed by a GSE about the Program and its eligibility criteria, and inform borrowers of the website required below. Directs the Director of the Federal Housing Finance Agency (FHFA) to establish a single website where borrowers may: (1) determine their potential eligibility for participation in the Program, (2) see a complete list of and links to qualified lenders, (3) use a mortgage refinance calculator to calculate potential payment savings based on different interest rates, and (4) obtain tips on refinancing their loan. Directs the Director of FHFA to issue guidance to require the GSEs to make their refinancing guidelines consistent to ease the compliance requirements of qualified lenders, and in particular with respect to loans with less than 80% loan-to-value ratio and closing cost policies of the GSEs, which regulations or guidance shall be put into effect not later than 90 days after the enactment of this Acts.

Requires the Commission to be composed of eight members. Directs the Senate Majority Leader, Speaker of the House of Representatives, Senate Minority Leader, and House Minority Leader to each appoint two Commission members. Grassroots Democracy Act of 2012 - Amends the Internal Revenue Code to allow a refundable credit of up to $25 ($50 in the case of a joint return), adjusted for inflation, for qualified grassroots federal congressional campaign contributions paid by the taxpayer during the taxable year. Directs the Grassroots Democracy Advisory Commission (GDAC, established by this Act) to establish a pilot program under which a qualified individual shall be provided with a "Grassroots Democracy Coupon" during the election cycle, which will be assigned a routing number and, at the individual's option, provided in either paper or electronic form. Authorizes the individual to: (1) submit the Coupon, using the routing number, in either electronic or paper form to qualified federal election candidates, and (2) allocate portions of the Coupon's value in $5 increments to a candidate (up to a maximum of $50 per candidate). Requires the GDAC to pay the candidate who transmits the Coupon to it the portion of the Coupon's value that the individual allocated to the candidate, which shall be considered a contribution under the Federal Election Campaign Act of 1971 (FECA). Amends FECA with respect to: (1) benefits for participating congressional candidates; (2) Federal Election Commission (FEC) payments to such candidates; (3) candidate use of payments; (4) qualified grassroots contribution, expenditure, and fundraising requirements; (5) certification of participating congressional candidates; (6) campaign administration; (7) prevention of the unnecessary spending of public funds; (8) remittal to the Grassroots Democracy Fund of unspent funds after an election; (9) eligibility of participating candidates for payments; (10) establishment of the Grassroots Democracy Fund in the Treasury and of a Grassroots Democracy Advisory Commission in the FEC; and (11) civil penalties for violation of contribution and expenditure requirements. Prohibits use of contributions by a participating candidate for any purposes other than an election campaign. Revises bundler disclosure requirements to repeal a specified exception and so require disclosure of persons who provided bundled contributions to the reporting committee. Extends from 60 days before a general, special, or runoff election to 120 days before such an election the period for treatment of communications as electioneering communications. Creates user fees, payable to the FEC, for candidate-designated political committees and bundlers. Amends FECA to empower the FEC to petition the U.S. Supreme Court for a writ of certiorari to appeal a civil action to enforce the Act. Requires all political committee designations, statements, and reports required to be filed under FECA to be filed: (1) directly with the FEC, and (2) in electronic form accessible by computers. Reduces from 48 hours to 24 hours after their receipt the deadline for the FEC to make designations, statements, reports, or notifications available to the public in the FEC office and on the Internet. Amends the Internal Revenue Code to repeal: (1) the alternative tax on political organizations that have net capital gains for the taxable year; and (2) the treatment as tax-exempt functions of proceeds from a political fundraising or entertainment event, from the sale of political campaign materials not received in the ordinary course of trade or business, or from any bingo game. Revises the formula limiting the amount included in the gross income of a tax-exempt organization that expends funds for an exempt function of a political committee. Repeals the application of graduated tax rates for principal campaign committees (thus applying the highest rates to such committees). Allows an individual to designate a specified portion of any overpayment of tax as a contribution to the Grassroots Democracy Fund. Amends the Communications Act of 1934 to set a station's lowest unit price for preemptible use as the charge for a broadcast by the national committee of a political party for an affiliated candidate. Authorizes the FEC to revoke a broadcast station license or construction permit only for at least three willful failures to allow reasonable access to, or to permit purchase of reasonable amounts of time for the use of, a broadcasting station by a legally qualified candidate for federal office.

Amends the American Recovery and Reinvestment Act of 2009 to extend through 2014 the grant program for investment in alternative and renewable energy property in lieu of tax credits for such property. Directs the Secretary of Energy to: (1) establish a voluntary voucher program, through 2015, for the purchase of plug-in electric vehicles; and (2) provide grants to state, local, and tribal governments for the installation and operation of public charging stations for plug-in hybrid electric vehicles. Amends the Energy Policy Act of 2005 to extend through FY2022 loan guarantees for renewable energy systems, electronic power transmission systems, and certain biofuel projects. Directs the Secretary of the Treasury to issue Clean Energy Victory Bonds to pay for the extension of the energy-related tax expenditures in this Act.

Prohibits a licensed importer, manufacturer, or dealer from: (1) transferring ammunition to a person without verifying the person's identity by examining a valid identification document containing a photograph of such person; or (2) selling or delivering any ammunition (currently, any armor-piercing ammunition) to any person unless the licensee notes in his records the person's name, age, and place of residence, if the person is an individual, or the person's identity and principal and local places of business, if the person is a business entity. Applies prohibitions applicable to the shipping or transport of firearms, and record-keeping requirements applicable to the importation, production, shipment, receipt, sale, or other disposition of firearms, to ammunition. Requires each licensee to: (1) prepare a report of multiple sales or other dispositions whenever the licensee sells or otherwise disposes of more than 1,000 rounds of ammunition to an unlicensed person at one time or during any five consecutive business days; and (2) forward such report to the specified office and to the department of state police, the state law enforcement agency, or the local law enforcement agency of the jurisdiction in which the sale took place by the close of business on the day the multiple sale occurs.

Extends for one year: (1) the increased exemption amount for the alternative minimum tax (AMT), and (2) the offset against the AMT of certain nonrefundable personal tax credits. Provides that the budgetary effects of this Act shall not be taken into account under the Statutory Pay-As-You-Go Act of 2010.

Revises waiver of Buy American requirements. Authorizes the Secretary to waive such requirements if the cost of U.S.-produced components and subcomponents is: (1) more than 60% of the cost of all components of Federal Aviation Administration (FAA) rolling stock in the case of obligations made on or before December 31, 2011; (2) more than 66% of the cost of all components of rolling stock in the case of obligations made during calendar 2014; (3) 75% of the cost of all components of rolling stock in the case of obligations made during calendar 2015; or (4) 85% of the cost of all components of rolling stock in the case of obligations after December 31, 2016. Repeals the Secretary's authority to exempt Amtrak from Buy American requirements in certain circumstances. Revises waiver requirements to authorize a waiver with respect to rolling stock in each of the circumstances enumerated for FAA rolling stock.

Requires the Secretary to establish a Summit Steering Committee, which shall draft a summary report detailing Summit recommendations for a national strategic action agenda to improve patient-centered care and quality of life. Amends the Public Health Service Act to require the Director of the Centers for Disease Control and Prevention (CDC) to establish a national quality of life education and awareness grants program initiative for seriously ill patients, their families, and health professionals who treat them for the purposes of encouraging an increased demand for and delivery of integrated and patient-centered care for managing their pain and symptoms and improving their quality of life. Requires the Director to award competitive grants to develop new and expand existing information, resources, and communication materials about symptom management and other aspects of patient-centered care as an integral part of quality care for serious illnesses. Directs the Administrator of the Health Resources and Services Administration (HRSA) to establish a health care professional workforce training grants program initiative for purposes of promoting and enhancing symptom assessment and management, communications skills, coordinated patient-centered care, and other quality of life focused clinical core competencies across all clinical specialties that serve seriously ill patients and patients with multiple or complex chronic diseases. Requires the Secretary: (1) to update and expand the September 2002 HRSA report, titled "The Supply, Demand and Use of Palliative Care Physicians in the United States"; (2) to establish a Quality of Life Cross-Agency Advisory Committee to assist the CDC and HRSA in conducting the national quality of life education and awareness initiative and the health care professional workforce training initiative and to disseminate initiative findings for cross agency implementation of best practices; and (3) acting through the Director of the National Institutes of Health (NIH), to develop and implement a strategy to be applied across NIH institutes and centers that is in accordance with the Advisory Committee's recommendations to expand national research programs in symptom management, palliative, psychosocial, and survivorship care.

Authorizes the Secretary to make grants to, and enter into contracts with: (1) schools of medicine, schools of osteopathic medicine, teaching hospitals, and graduate medical education programs to provide support for projects that fund the training of physicians who plan to teach palliative medicine; and (2) eligible nurse practitioner, midwifery, nurse anesthesia, and advanced nurse education programs to meet the costs of palliative care and hospice career incentive awards. Directs the Secretary to: (1) establish a program to provide Palliative Medicine and Hospice Academic Career Awards to eligible individuals to promote their career development as academic hospice and palliative care physicians; (2) award grants or contracts to entities that operate a Palliative Care and Hospice Education Center; (3) award grants or contracts to advanced practice nurses, clinical social workers, pharmacists, chaplains, or students of psychology pursuing an advanced degree in palliative care or related fields to foster greater interest among a variety of health professionals in entering the field of palliative care; and (4) award grants to schools of nursing, health care facilities, or programs leading to certification as a certified nurse assistant to develop and implement programs and initiatives to train and educate individuals in providing palliative care in health-related educational, hospice, home, or long-term care settings.

Requires each agency head to: (1) consult with the Small Business Administration (SBA) Administrator in establishing agency goals, and (2) develop a plan for achieving agency goals. Prohibits the carrying out or establishing of any SBA pilot program if the Administrator does not issue a required annual report which compiles and analyzes each agency's performance with respect to procurement contract participation by small businesses. Requires the Comptroller General to study, and report to Congress on: (1) improving internal processes of federal procurement contracting agencies and increasing outreach to those groups that make up the small business categories, (2) legislative actions to improve participation in contracting by such groups, and (3) the feasibility of creating a governmentwide contract participation goal for small businesses owned and controlled by veterans. Increases, as of FY2017, the governmentwide small business participation goal as well as the goals for targeted groups.

Authorizes the Secretary, upon presentation of such products, to: (1) share with the holder of the registered mark or the owner of the mask work information on the semiconductor chip products and their packaging and labels, including unredacted photographs or digital images of such products, packaging, and labels; and (2) supply unredacted samples of such products to such holder of the registered mark or owner of the mask work at any time, subject to bonding requirements. Requires the Secretary, upon detention of such products, to share such product information and unredacted photographs or images with the registered mark holder or mask work owner. Excellence in Mental Health Act - Amends the Public Health Service Act (PHSA) to set forth criteria for the certification of federally-qualified community behavioral health centers. Amends title XIX (Medicaid) of the Social Security Act to make such centers eligible for payments for services under Medicaid. Amends the PHSA to authorize the Secretary of Health and Human Services (HHS) to award matching grants to states or Indian tribes to expend funds for the construction or modernization of facilities used to provide mental health and substance abuse services to individuals. Expands the 340B drug discount program (a program limiting the cost of covered outpatient drugs to certain federal grantees) to allow participation by entities providing community mental health services or providing treatment services for substance abuse.
