Administrative Rulemaking Control Act - States that it is the purpose of this Act to establish a procedure whereby Congress may review certain rulemaking activities of executive agencies, thereby exercising greater control and oversight over the operations of such agencies. Provides that an administrative rule, the violation of which subjects an individual to a criminal penalty, shall take effect only: (1) if published in the Federal Register; (2) after the expiration of 30 days of continuous session of Congress after the date on which the rule was published; and (3) if neither House of Congress passes a resolution disfavoring such a rule. Sets forth procedures governing the consideration of such rules by the Congress.

Directs the Secretary of Defense to continue the operation and maintenance of each of the commissary stores of the agencies of the Department of Defense in operation on January 1, 1975. States that the Secretary shall request appropriations for their direct costs.

Uniformed Services Retirement Pay Equalization Act - Provides that the retired pay of each retired officer of the Navy or the Marine Corps shall be computed on the basis of rates of pay provided by law at the time of his retirement or subsequently for officers on the active list. Permits retired members of the uniformed service, who were retired by reason of physical disability and who are entitled to retired or Compensation Act of 1949, to elect within the one-year period following the effective date of this Act, to receive disability retirement pay under this Act in lieu of that retired or retainer pay to which they are otherwise entitled. Authorizes the Secretary of Agriculture to review as to its suitability for preservation as wilderness 37,000 acres commonly known as the Snow Mountain Area in the State of California. Requires the Secretary to report his findings to the President within two years after the enactment of this Act.

Prohibits, except as provided in this Act, the inspection of tax returns and the disclosure of information contained in such returns. Authorizes the inspection of returns by or disclosure to (1) the taxpayer or his representative; (2) employees of the Internal Revenue Service and Department of Justice solely for purposes of enforcement of the tax laws; (3) State agencies charged with administration of the tax laws only for that purpose; (4) the President of the United States in the performance of his official duties; and (5) the Joint Committee on Internal Revenue Taxation for statistical purposes only. Increases the criminal penalties for unauthorized disclosure or receipt of information under this Act.

Local Public Works Capital Development and Investment Act - States that the current depressed condition of the national economy has had an especially heavy impact upon local governments, making it no longer possible for them to finance needed public facilities, thereby threatening the health, safety, and general welfare of their citizens. Declares it to be needless and unwise public policy for a vast pool of idle manpower to coexist with a backlog of needed and long overdue local public facilities work. Authorizes the Secretary of Commerce acting through the Economic Development Administration to make grants to any State or local government for local public works projects, including but not limited to: (1) those public works projects of State and local governments for which Federal financial assistance is authorized under provisions of law other than this Act; and (2) the architectural design, engineering, and related planning of local public works projects. Provides that the Federal share of any project for which a grant is made under this Act shall be 100 percent of the cost of such project. Directs the Secretary to prescribe those rules, regulations, and procedures necessary to carry out this Act. States factors that the Secretary shall consider in accordance with the relative needs of the various sections of the country. Authorizes the Secretary to make a grant for the purpose of increasing to 100 percent the Federal contribution to a public works project for which Federal financial assistance is authorized under provisions of law other than this Act. States that not more than 10 percent of all amounts authorized to carry out this Act shall be granted for local public works projects within any one State. Provides that all laborers and mechanics employed by contractors or subcontractors on projects assisted by this Act shall be paid wages a rate not less than those prevailing on similar construction in the locality as determined by the Secretary of Labor in accordance with the Davis-Bacon Act. Authorizes to be appropriated an amount not to exceed $5,000,000,000 to carry out this Act.

Taxpayer Audit Disclosure Act - Requires the establishment of formal procedures and criteria for the selection of individual income tax returns for audit. Directs the Secretary of the Treasury or his delegate to provide any individual selected for auditing with a written notice which clearly specifies the reasons for and manner in which the return of such individual was selected for audit. Provides that the Secretary or his delegate shall furnish to such individual a written explanation which describes the audit procedure, the rights which a taxpayer may exercise during such procedure, the right of the taxpayer to make an administrative or judicial appeal from an adverse decision at the end of such procedure, and the right of the taxpayer to claim a refund. Requires the Secretary of the Treasury or his delegate to submit to the Joint Committee on Internal Revenue Taxation before September 30 of each year a report setting forth: (1) the number of individuals whose returns were selected for audit during the previous 12-month period; (2) a classification of individuals whose returns were audited during the previous 12-month period by, among other factors, income levels, geographic distribution, and profession; (3) the number of individuals audited during the previous 12-month period who were found to have made underpayments or overpayments of tax, together with summary statistics reflecting the percentage of such number, by income category, who made underpayments or overpayments of certain ranges of amounts (to be determined by the Secretary or his delegate); and (4) such other information as may be requested by the joint committee in accordance with the purposes of this Act.

Allows a tax deduction under the Internal Revenue Code for the expenses for the medical care of a legally adopted child of the taxpayer and the child's natural mother in connection with the child's birth, if such expenses are paid by the taxpayer pursuant to an agreement, entered into before the child's birth, between the taxpayer and the child's natural mother.

Election Campaign Espionage Act - Provides that whoever, being an employee of any candidate or political committee, provides any personal service to any other candidate or any political committee supporting any other candidate, with the intent of interfering with any election activity shall be fined not more than $10,000 or imprisoned not more than ten years, or both. States that whoever uses any contribution or campaign funds to aid in the commission of any offense against the United States or any State, shall be fined not more than $10,000 or imprisoned not more than ten years, or both. Penalizes the concealment of violations of this Act. (Adds 18 U.S.C. 614)

Authorizes the Secretary of the Interior to establish national petroleum reserves on any reserved or unreserved public lands of the United States except lands in the National Park System, the National Wildlife Refuge System, the Wild and Scenic Rivers System, the National Wilderness Preservation System, areas now under review for inclusion in the Wilderness System in accordance with provisions of the Wilderness Act of 1964, and lands in Alaska other than those in Naval Petroleum Reserve Numbered 4. States that no national petroleum reserve that includes all or part of an existing naval petroleum reserve shall be established without prior consultation with the Secretary of Defense. Authorizes the development of the oil and gas in the national petroleum reserves in the contiguous 48 States established pursuant to this Act. Requires competitive bidding procedures with prior public notice for any contract, lease, or operating agreement for development and production of oil and gas from a national petroleum reserve. States that the terms and conditions for such development, which shall be prescribed by the Secretary of the Interior, shall be subject to disapproval by Congress. Provides that any oil or gas produced from such petroleum reserves shall, with exceptions, be subject to all the limitations and licensing requirements of the Export Administration Act. Authorizes and directs the Secretary of the Interior to explore for oil and gas on Naval Petroleum Reserve Numbered 4 and to report annually to Congress on his plan for exploration of such reserve.

Emergency Public Works Acceleration Act - Declares that it is the purpose of this act to reduce unemployment and put productive facilities to fuller use by accelerating authorized public works programs and projects. Directs the head of each department or agency, in the executive branch having jurisdiction over any program or project carried out under authority of any of the specified laws including: (1) title 23, United States Code (Highways); (2) the Federal Water Pollution Control Act; (3) the Public Works and Economic Development Act of 1965; (4) Rivers and Harbors Act; and (5) the Urban Mass Transportation Act of 1964 to reduce or eliminate any procedural requirement established in any such law which would appreciably speed up the initiation or completion of such program or project. Stipulates that this Act shall apply only during the fiscal years 1975 and 1976.

Airport and Airway Development Extension Act - Authorizes the use of funds under the Airport and Airway Development Act of 1970 to mitigate adverse environmental effects resulting from airport development or the operation of aircraft. Provides under such Act for reliever airports designated by the Secretary of Transportation as having a primary function to relieve congestion at air carrier airports. Defines terms used in such Act. Increases the appropriations authorized under such Act. Permits the Secretary of Transportation to make grants for airport development by grant agreement with sponsors. Provides for direct payments to specified sponsors during fiscal year 1976 through 1980. Requires metropolitan airport development projects to prepare environmental impact statements. Excludes airport development projects outside metropolitan areas from the requirements of the National Environmental Policy Act, unless items of special signifance such as parks or historical sites are involved.

Designates the Veterans' Administration hospital in Loma Linda, California, as the "Jerry L. Pettis Memorial Veterans' Hospital. Authorizes the Administrator of Veterans' Affairs to provide a memorial at such hospital in memory of the late Jerry L. Pettis.

Asserts that the ocean netting of salmon is destructive and wasteful. Calls for measures to prevent netting and other inefficient methods of harvesting salmon on the high seas. Directs the Secretary of State to work for a worldwide ban on such fishing.

Appalachian Regional Development Act Amendments - Revises the Appalachian Regional Development Act by authorizing appropriations to the Appalachian Regional Commission of $4,000,000 for fiscal years 1976 and 1977. Authorizes to be appropriated for the Appalachian development highway system $300,000,000 for fiscal year 1977; $300,000,000 for fiscal year 1978; $300,000,000 for fiscal year 1979; and $300,000,00 for fiscal year 1980. Authorizes to be a appropriated to the President to carry out such Act $300,000,000 for fiscal years 1976 and 1977. Extends the termination date of such Act to July 1, 1977.

Authorizes the Secretary of Transportation to approve as the Federal share of the construction cost of an approved State highway project under the Federal-aid secondary system, any percentage of such cost up to one hundred percent. Requires that any increase in the Federal share of a State's construction costs which are made pursuant to this Act be repaid by the State receiving such increase by January 1, 1977, as a condition for Federal approval of future highway projects of such State.

Provides that any detailed statement required by the National Environmental Policy Act for any Federal-aid highway project in the States of New York, Vermont, and Connecticut which was prepared by the State during the period beginning on January 1, 1970, and ending on the date of enactment of this Act shall be deemed a statement prepared by the Secretary of Transportation for purposes of The National Environmental Policy Act. National Aquaculture Development Act - States that it is the purpose of this Act to provide for a national program for aquaculture development in order to increase sources of marine protein for the consumer; to increase the availability and quality level of consumer fishery products; to develop new resources; to improve or maintain recreational fisheries; and to initiate new business, industry, and employment. Requires the Secretary of Commerce, in consultation with interested Federal agencies and other public and private organizations and with the concurrence of the Secretary of the Interior, to establish national objectives for aquaculture development. Requires the Secretary to act as the interagency coordinator for all Federal programs and activities in aquaculture. Sets forth activities regarding aquaculture development which the Secretary may, as he deems appropriate, carry out pursuant to this Act, including: (1) construction, operation, and maintenance of hatcheries or similar facilities and undertaking of natural habitat improvement activities; (2) assistance to public and private organizations and individuals interested or engaged in aquaculture through advisory and other services; (3) consultation and cooperation with Federal, State, and local governments, regional commissions, institutions of higher learning, private industry; and (4) performance of basic and applied research to establish a sound information base for the development of aquaculture. Provides that the Secretary, in consultation with affected States, shall locate, construct, operate, and maintain such pilot aquaculture facilities as he deems appropriate in order to develop aquaculture technology relative to particular species of fish and shellfish. Authorizes the Secretary to carry out such functions and duties authorized by this Act as he deems appropriate through grants to or contracts with the States, regional commissions, local governments, institutions of higher learning, private industry, and other public and private organizations. Authorizes an appropriation for each fiscal year beginning with fiscal year 1976, equal to 30 percent of the gross receipts from duties collected under the customs laws on fishery products during the period January 1 to December 31, both inclusive, preceding the beginning of each such fiscal year. Authorizes the Secretary to carry out such other research as he deems appropriate in order to perform his functions and duties under this Act. Provides that the authority contained in this Act shall expire at the end of the fiscal year during which occurs the fifth anniversary of the date of enactment.

Title I: Increases the authorizations of specified appropriations, under the Land and Water Conservation Fund Act, for land and water conservation funds. Sets additional requirements on the State grant programs administered under such Act. Title II: Establishes the historic preservation fund in the Treasury. Provides that during the period commencing July 1, 1975, and ending June 30, 1989, there shall be covered into such fund $75,000,000 for fiscal year 1976; $75,000,000 for fiscal year 1977; and $100,000,000 for fiscal year 1978 and each fiscal year thereafter, from revenues due to the United States under the Outer Continental Shelf Lands Act and the rental and sale of public lands for lease under Federal law (30 U.S.C. 191).

Allows a tax credit under the Internal Revenue Code for the ordinary and necessary expenses paid during the taxable year by a taxpayer for the improvement of the thermal design of the principal residence of the taxpayer, including that amount of the purchase price of a principal residence allocable to any storm door, storm window, or solar heating and cooling equipment (up to $1000 for the period during which such credit is available under the Internal Revenue Code, no more than $250 of which may be allowed as a credit for the purchase of conventional materials). Authorizes the taxpayer to elect a deduction of up to $4000 for the period during which the provisions of this Act are effective (no more than $1,000 of which may be allowed as a deduction for the purchase of conventional materials) in lieu of the credit provided by this Act. Directs the Secretary of the Treasury to report to the Federal Energy Administration an analysis of the energy savings achieved through the operation of this Act no later than September 15, 1978.

Homeowner's Energy Conservation Act - Establishes in the Department of Housing and Urban Development a direct low-interest loan program to assist homeowners and other owners of residential structures in purchasing and installing more effective insulation and heating equipment. Authorizes the appropriation of $50,000,000 to carry out this Act.

Extends the jurisdiction of the United States over coastal waters in a zone contiguous to the territorial sea of the United States. Provides that such a zone shall be drawn following the two-hundred meter depth contour of the coasts, but shall be drawn so that each point on the outward boundary of the zone is at least 47 nautical miles from the outer limits of the territorial sea. Stipulates that the fishing rights presently exercised within the territorial sea shall extend to such zone, except that nothing shall prohibit the continuation of established foreign fisheries in said zone to the extent and in the manner in which such fisheries have been conducted within such zone during the ten calendar years preceding the enactment of this Act.

Establishes a contiguous fishery zone (to the outer limits of the Contnental Shelf) beyond the territorial sea of the United States, in which the United States shall exercies exclusive rights as it has in its territorial sea, subject to the continuation of traditional fishing by foreign states within this zone as may be recognized by the United States. Authorizes the Secretary of State, together with the Secretary of the Interior and in consultation with the affected foreign countries, to determine the extent to which foreign fisheries may be permitted to operate within the zone, including manner, species, and allowable catch. Prescribes a fine of not more than $100,000, or both, for violation of the provisions of this Act. Defines terms for purposes of this Act.

Provides for certification by the State water pollution control agency of treatment projects within such State where the Administrator of the Environmental Protection Agency determines that such projects will be carried out in accordance with State laws and standards at least equivalent to those established by Federal law.

Authorizes increased production of petroleum from the Elk Hills Naval Petroleum Reserve at a rate to help insure that the needs of national defense are met, but not to exceed the maximum efficient rate in accordance with sound engineering and economic principles. Authorizes the Secretary of the Navy to dispose of the production herein authorized by means of sales effected by competitives bid. Provides that full and equal opportunity for acquisition of the oil shall be accorded to all interested companies, including major and independent oil refineries alike. Establishes the Naval Petroleum Reserve Account. States that funds in the Account shall be available for the expenses of : (1) production, as authorized by this resolution and as may hereafter be authorized; (2) all capital costs necessary for facilities both within and outside the reserve incident to production and delivery of crude petroleum; and (3) exploration, prospecting, conservation, development, use, and operation of the naval petroleum and shale oil reserves.

States that it is the purpose of this Act to provide for the immediate and future protection and administration of public lands in the California desert within the framework of a program of multiple use, sustained yield, and maintenance of environmental quality. Establishes the California Desert Advisory Commission which shall consist of Federal and State representatives, representatives of the academic community, representatives of residents of the desert, and representatives of groups which make use of the desert and its resources for recreational, study, or business purposes. States that it shall be the function of the Commission to advise the Secretary of the Interior with respect to the program for the desert under this Act. Establishes the National Conservation Area of the California Desert to carry out the purposes of the Act. Gives the Secretary of the Interior responsibility for the preparation of a long-range program for the management, development, and use of the California Desert. Provides that such program shall include a plan, to be completed and reported to Congress within seven years from the date of enactment of this Act. Requires consultation with the Advisory Commission and with State organizations concerning such plan. Provides for an interim program to manage and protect the desert resources now in danger of destruction, and to provide for the public use of the desert. Authorizes the Secretary to acquire such lands or interests therein as he deems necessary to provide access to the facilities of the desert, and to facilitate efficient and beneficial management of the desert. Empowers the Secretary to issue such regulations as he deems necessary to carry out the provisions of this Act. Provides that all mining carried out within the conservation area shall be subject to such reasonable regulations as the Secretary may prescribe to carry out the purposes of this Act. States that such regulations shall provide for such measures as may be reasonable to protect the scenic, scientific, and environmental values of the California Desert against undue impairment.

Provides no part of any appropriation and no local currency owned by the United States shall be available for payment of any expenses, nor shall transportation be provided by the United States, in connection with travel outside the fifty States (including the District of Columbia) of the United States of: (1) any Delegate, Resident Commissioner, or member of either House of Congress after he has been defeated as a candidate for nomination, or election, to a seat in the House of Representatives or Senate of the United States in any primary or regular election until such time as he shall thereafter again become a Member of Congress, or (2) any Delegate, Resident Commissioner, or Member of either House of Congress after the adjournment sine die of the last session of a Congress if he is not a candidate for reelection in the next Congress.

Interim Fisheries Zone Extension and Management Act - Extends the jurisdiction of the United States over specified ocean areas and fish for purposes of protecting the domestic fishing industry. Requires the Secretary of Commerce to conduct research in order to promote the conservation of fish originating in the United States territorial sea and contiguous fisheries zone. Authorizes the appropriation of up to $1,000,000 in any fiscal year to carry out the provisions of this Act.

Establishes the Hells Canyon National Recreation area to assure that the natural, historical and archeological values of the Hells Canyon area, portions of the Snake River, and adjacent lands are preserved and the recreational and ecological values and public enjoyment of the area are enhanced. Designates specified lands in Hells Canyon as wilderness areas. Incorporates segments of the Rapid River and the Snake River into the National Wild and Scenic Rivers System. States that the Federal Power Commission may not license the construction of any dam, water conduit, powerhouse, or other project work under the Federal Power Act within the recreation area. Deauthorizes the Asotin Dam. Directs the Secretary of Agriculture to develop a management plan for the recreation area within five years from the date of enactment of this Act. Details the elements to be contained in such plan. Authorizes appropriations for: (1) the acquisition of lands; (2) the development of recreation facilities; and (3) the inventory, identification, and protection of the historic and archeological sites within the recreation area.
