(Sec. 102) Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to direct the Appraisal Subcommittee to encourage the States to develop reciprocity agreements among themselves so as to readily authorize licensed appraisers in good standing to perform appraisals in sister States. Subtitle B: Impact of Accounting and Capital Issues on Credit Availability - (Secs. 111-113) Amends the FDIA to amend the regulatory scheme with respect to: (1) audits of insured depository institutions; (2) recourse agreements; and (3) market value accounting. (Sec. 114) Requires the Department of the Treasury to report to certain congressional committees on the effect on the national economy resulting from implementation of risk based capital standards (including the Basle international capital standards). Subtitle C: Disincentives to Risk Taking - (Sec. 121) Amends the FDIA and the Federal Credit Union Act with respect to the due process protections accorded the attachment of assets, and the statutory authority to require a depository institution to prohibit a person from alienating property under certain circumstances. Subtitle D: Miscellaneous Credit Availability Provisions - (Sec. 131) Mandates the establishment of a regulatory appeals process within each appropriate Federal banking agency and the National Credit Union Administration. (Secs. 132 and 133) Amends the Federal Reserve Act to modify the aggregate limits on insider lending for specified small banks. Mandates that certain agencies study and report to the Congress on the advisability and budgetary impact of requiring insured depository institutions to maintain sterile reserves. (Sec. 134) Amends the FDIA to prescribe guidelines under which the Federal Deposit Insurance Corporation (FDIC) may, with respect to an undercapitalized insured depository institution, waive its right to repudiate an agreement to sell credit card accounts receivable. (Sec. 135) Amends the Federal Home Loan Bank Act to permit FHLBA banks to: (1) make secured advances upon obtaining a security interest in certain nonresidential real estate-related collateral; and (2) invest surplus funds to purchase participation interests in residential construction loans originated by member institutions. Title II: Regulatory Micromanagement - (Secs. 201-204) Amends the FDIA to modify the regulatory scheme with respect to: (1) safety and soundness standards; (2) paperwork reduction; (3) rules on deposit taking; and (4) a transition period for new regulations. Title III: Unnecessary Cost, Paperwork and Regulation -Subtitle A: General Provisions - (Secs. 301-303) Amends the FDIA with respect to: (1) bank examinations; (2) coordination of State and Federal examinations; and (3) the use of accounting principles. (Secs. 304-306) Prescribes guidelines for the reduction of call report requirements and capital compliance requirements. Excludes automated teller machines and specified bank branches from FDIA branch closure notice requirements. (Sec. 307) Amends Federal law regarding monetary instruments transactions to direct the Secretary of the Treasury to annually: (1) review all regulations pertaining to monetary instruments transaction requirements, seeking public comment; and (2) publish all written rulings interpreting such law, as well as staff commentaries. (Sec. 309) Amends the FRA and the FDIA to cite conditions under which accounts of U.S. banks are shielded from liability to repay] deposits made at foreign branches. Subtitle B: Holding Company Efficiencies - (Secs. 321-325) Amends the Bank Holding Company Act of 1956 to modify the procedures under which bank holding companies: (1) are formed; and (2) acquire interests in nonbanking activities. Reduces the post-approval waiting period for bank holding company acquisition and bank mergers. Title IV: Consumer Inconvenience, Paperwork, and Cost; Other Non-Supervisory Reforms - Subtitle A: Consumer Benefits and Lending Process Improvements - (Sec. 401) Mandates a Federal Reserve study and report to the Congress on ways to streamline the credit-granting process. (Secs. 402-403) Amends the Truth in Lending Act regarding: (1) certain exemptions from credit cost disclosure requirements; (2) modification of waiver of the debtor's rescission rights; and (3) alternative disclosures for adjustable rate mortgages. (Sec. 405) Amends the Truth in Savings Act to exempt business accounts from its purview. Subtitle B: Other Non-Supervisory Reforms - (Secs. 411-413) Amends the Expedited Funds Availability Act regarding: (1) the availability of Treasury checks and local checks; (2) new accounts; and (3) the allocation of risks of loss and liability to the States and political subdivisions. (Secs. 414 and 421) Amends the Electronic Fund Transfer and the Truth in Lending Act to increase the consumer liability limit in specified circumstances of unauthorized electronic fund transfers and unauthorized use of credit cards where the cardholder has substantially contributed to the unauthorized transfer or use. (Sec. 432) Amends the Housing and Urban Development Act of 1968 to reduce the homeownership debt counseling notification requirement to no more than once per year. (Sec. 433) Prohibits a Federal banking agency from imposing data collection requirements upon an institution under its jurisdiction other than the information required under the Home Mortgage Disclosure Act of 1975. (Secs. 441 and 442) Amends the Real Estate Settlement Procedures Act of 1974 to: (1) modify the disclosure guidelines for the servicing of mortgage loans; and (2) exempt certain credit transactions from its purview. Title V: Community Investment - (Sec. 501) Amends the Community Reinvestment Act of 1977 (the Act) with respect to: (1) minimizing the regulatory paperwork costs and burdens associated with compliance; (2) conditions under which an application for a deposit facility shall not be denied on the basis of compliance; (3) granting credit to a financial institution for making investments and loans to either minority and women's depository institutions, or to entities providing benefits to distressed communities; (4) assessments of special purpose banks; and (5) the acceptability of State examinations in lieu of Federal examinations.

Expedited Consideration of Proposed Rescissions Act of 1993 - Amends the Congressional Budget and Impoundment Control Act of 1974 to require a special message, in the case of budget authority proposed to be rescinded, to include language amending the law authorizing such programs to allow them to continue to function at the proposed new level of budget authority. Allows the President to transmit to both Houses of the Congress, for expedited consideration, one or more special messages proposing to rescind all or part of any item of budget authority provided in an appropriation bill. Requires that such special message be transmitted not later than three days after the President approves the appropriation bill and be accompanied by a draft bill or joint resolution that would, if enacted, rescind the budget authority proposed to be rescinded. Sets forth House and Senate procedures for the expedited consideration of such a proposal.

Amends the Congressional Budget Act of 1974 to require cost estimate analyses by the Congressional Budget Office of the legislative impact on State and local governments to accompany conference reports. Makes it out of order in the House of Representatives and the Senate to consider any significant bill or resolution, or any conference report on such measure, if the report accompanying the bill or resolution or joint explanatory statement accompanying the conference report does not include such an analysis. Requires concurrent resolutions on the budget to direct committees to include cost estimates with reconciliation legislation.

Expresses the sense of the Congress that: (1) the widespread rape and forced pregnancy of women and girls in the former Yugoslavia constitute war crimes; (2) the United Nations (UN) Security Council and UN Human Rights Commission should adopt resolutions explicitly recognizing that rape and forced pregnancy constitute war crimes; (3) such war crimes should be investigated by an international tribunal; (4) such tribunal may be convened by the UN at the highest level and should be provided with clear authority to investigate, prosecute, adjudicate, and punish those responsible for those and other crimes; (5) the UN should appoint a special rapporteur on sex discrimination and violence against women; and (6) the 1993 UN World Conference on Human Rights in June should consider violations of the human rights of women.

TABLE OF CONTENTS: Title I: Termination or Suspension of Unfunded Federal Mandates; Consolidation and Simplification of Planning and Reporting Requirements Title II: Commission on Unfunded Federal Mandates Title III: Integrated Federal Assistance Title IV: Estimation of Legislative Impact on State and Local Governments Title V: Regulatory Flexibility Analysis Mandate and Community Assistance Reform Act - Title I: Termination or Suspension of Unfunded Federal Mandates; Consolidation and Simplification of Planning and Reporting Requirements - Requires termination or suspension of an unfunded Federal mandate, or the consolidation or simplification of an associated planning or reporting requirement, upon a recommendation to the Congress to that effect by the Commission on Unfunded Federal Mandates (established by this Act). Provides that all such recommendations shall take effect automatically unless the Congress enacts a joint resolution disapproving such recommendations within 60 days of their submittal. Sets forth guidelines for congressional consideration of the Commission's recommendations. Title II: Commission on Unfunded Federal Mandates - Establishes the Commission on Unfunded Federal Mandates to: (1) investigate and review the role of unfunded Federal mandates in relations among local, State, and Federal governments; and (2) study and make recommendations to the Congress regarding the termination or suspension of unfunded Federal mandates. Authorizes appropriations. Title III: Integrated Federal Assistance - Community Assistance Improvement Act of 1992 - Provide for payments to local governments of amounts available under a covered Federal assistance program for use in accordance with an integrated assistance plan approved by the Interagency Review Council (establish by this Act). Provides that eligibility for benefits under a covered Federal assistance program included in an approved integrated assistance plan shall be only in accordance with the plan. Details the process for applying for approval of an integrated assistance plan. Specifies application and plan contents. Requires a local government applying for approval of an integrated assistance plan to establish a Community Advisory Committee. Requires the Committee to advise a local government in the development and implementation of its integrated assistance plan. Establishes the Interagency Review Council for the purposes described above. Title IV: Estimation of Legislative Impact on State and Local Governments - Amends the Congressional Budget Act of 1974 to: (1) strike language stating that cost estimates are required only if submitted in a timely manner; (2) require that a cost estimate accompany the conference report of legislation; and (3) require budget reconciliation instructions to direct committees to include in any reconciliation legislation carrying them out a Congressional Budget Office estimate of the total cost of their provision. Title V: Regulatory Flexibility Analysis - Amends the Regulatory Flexibility Act to modify provisions respecting judicial review of agency rules.

Volunteer Protection Act of 1993 - Prescribes circumstances under which volunteers working for nonprofit organizations or government entities shall be immune from personal financial liability for acts on behalf of the organization or entity. Sets forth exceptions and conditions that a State may impose on the granting of such immunity. Requires the Secretary of Health and Human Services to increase by one percent the fiscal year allotment which would otherwise be made to a State to carry out the Social Services Block Grant Program under title XX of the Social Security Act if such State has, within two years, certified to the Secretary that it has enacted a State law which provides such immunity. Provides for the continuation of such increase based on an annual recertification.

Mandate Relief Act of 1993 - Requires the Director of the Congressional Budget Office (CBO) to estimate and submit to the Congress the cost which will be incurred by State and local governments in complying with legislation reported by a congressional committee or conference committee and a comparison of such estimate with any available estimate made by such committee or a Federal agency. Amends the Rules of the House of Representative to: (1) require such CBO estimate and comparison to be included in committee reports on the legislation; and (2) make it out of order to consider legislation for which a CBO estimate is required unless the legislation contains a statement that any provisions thereof requiring a State or local government to conduct an activity shall not apply unless the Federal Government has provided amounts to cover the direct costs of such activity to such government.

Regulatory Flexibility Amendments Act of 1993 - Amends Federal law to eliminate provisions respecting judicial review of Federal agency compliance with regulatory flexibility analysis requirements. Requires an agency to consider the direct and indirect effects of a rule in determining whether or not it is likely to have a significant impact on a substantial number of small entities. Sets forth guidelines governing agency transmittal of proposed rules to the Chief Counsel for Advocacy of the Small Business Administration. Authorizes such official to transmit to the agency a statement of opposition to the proposed rule. Requires publication of such statement and the agency's response in the Federal Register. Expresses the sense of the Congress that such official should be permitted to appear as amicus curiae in any action or case brought in a U.S. court for the purpose of reviewing a rule.

Amends the Internal Revenue Code with respect to the corporate income tax exclusion of contributions to the capital of the taxpayer. Includes as a qualifying contribution any amount of money or property received by a regulated public utility which provides water or sewage disposal services that: (1) is a contribution in aid of construction; (2) meets certain expenditure requirements; and (3) is not included in the taxpayer's rate base. Excludes amounts paid as service charges for starting or stopping services. Determines the depreciation deduction for such property by using the straight line method and provides for a 25-year recovery period.

Government Performance and Results Act of 1993 - Amends Federal law to require the head of each agency to submit to the Director of the Office of Management and Budget (OMB) a strategic plan for performance goals of program activities. Requires the inclusion of performance plans in the President's budget. Directs the Director to require each agency to prepare annual performance plans covering each program activity set forth in the agency's budget. Requires the head of each agency to submit to the President and the Congress a report on program performance for the previous fiscal year. Authorizes the Director to exempt any agency with annual outlays of $20,000,000 or less from strategic and performance plan reporting requirements. Allows performance plans to include proposals to waive administrative procedural requirements and controls in return for specific individual or organization accountability to achieve a performance goal. Outlines proposal requirements. Requires the Director to designate: (1) not less than ten agencies (representing a range of Government functions) as pilot projects in performance measurement; (2) not less than five agencies (selected from agencies in performance measurement pilot projects) as pilot projects in managerial accountability and flexibility; and (3) not less than five agencies (selected from agencies in performance measurement pilot projects) as pilot projects in performance budgeting. Requires the Director, as an alternative budget presentation in the budget for FY 1999, to include the performance budgets of the designated agencies for this fiscal year. Directs the Office of Personnel Management to develop a strategic planning and performance measurement training component for its management training program and otherwise provide managers with an orientation on the development and use of strategic planning and program performance measurement.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts (except those derived from borrowing) for that fiscal year unless the Congress, by a three-fifths roll call vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths roll call vote of each House to increase the public debt. Directs the President to submit a balanced budget to the Congress. Requires the approval of a majority of each House by roll call vote before any bill to increase revenue may become law. Waives these provisions when a declaration of war is in effect. Waives these provisions when the United States is engaged in a military conflict which poses a threat to national security as declared by a joint resolution adopted by a majority of each House.

Jefferson Commemorative Coin Act of 1993 - Directs the Secretary of the Treasury to issue one-dollar silver coins emblematic of Thomas Jefferson and his home, Monticello. Mandates that all surcharges received from the sale of such coins be paid to the Jefferson Endowment Fund, and to the Corporation for Jefferson's Poplar Forest. Expresses the sense of the Congress that the coin program shall be self-sustaining and that its administration should result in no net cost to the Numismatic Public Enterprise Fund.

TABLE OF CONTENTS: Title I: Establishment of the Social Security Administration as an Independent Agency Title II: Conforming Amendments and Rules of Construction Social Security Administration Independence Act of 1993 - Title I: Establishment of the Social Security Administration as an Independent Agency - Amends title VII (Administration) of the Social Security Act (SSA) to establish as an independent executive agency the Social Security Administration, governed by a Social Security Board, to administer the Old Age, Survivors and Disability Insurance (OASDI) program and the Supplemental Security Income program under SSA titles II and XVI. Establishes in the Administration an Office of the Beneficiary Ombudsman. Transfers to the Board all functions carried out by the Secretary of Health and Human Services (HHS) pertaining to such programs. Title II: Conforming Amendments and Rules of Construction - Makes conforming amendments to SSA titles II and XVI. Requires the Board to report to the Congress within 120 days after the beginning of each regular session on its administration under SSA. Requires the Secretary of HHS to study and make recommendations on the most effective methods of providing economic security and on the administrative policy for the programs. Sets forth rules of construction.

Private Property Protection Act of 1993 - Prohibits any regulation issued by an executive agency after enactment of this Act from becoming effective until the issuing agency is certified by the Attorney General to be in compliance with Executive Order 12360 or similar procedures to assess the potential for the taking of private property in the course of Federal regulatory activity, with the goal of minimizing such takings where possible. Provides for limited judicial review of an action taken pursuant to this Act. Requires the Secretary of Agriculture to study and report to the Congress on the effect this Act will have on the farm economy and agricultural production.

Link-up for Learning Act - Establishes a program of grants to local educational agencies (LEAs) in partnership with other eligible entities for coordinated educational and other student support services for at-risk youth. Makes eligible to apply for such a grant: (1) an LEA that seeks to plan and implement a coordinated services program for at-risk students with at least one other cooperating public agency; and (2) a consortium, including at least one LEA and one cooperating public service agency, formed to coordinate support services for at-risk students. Allows nonprofit organizations, institutions of higher education, and private enterprises with experience or expertise in providing services for at-risk students also to participate as cooperating agencies. Allows educationally deprived students and their family members to receive services provided by a project under this Act. Allows an eligible LEA to select any school, grade span, or program area for project services, providing such student eligibility requirements are met and the project design is of adequate size, scope, and quality. Allows such grants to be for up to three years, subject to satisfactory progress. Limits the Federal share of project costs to 80 percent. Establishes a Federal Interagency Task Force to identify means to facilitate interagency collaboration at Federal, State, and local levels to improve support services for at-risk students. Requires the Task Force to: (1) eliminate program regulations or practices impeding coordination and collaboration; and (2) implement plans for jointly funded programs and unified eligibility and application procedures. Directs the Secretary of Education to study and report to the Congregrantees under this Act to identify regulatory and legislative obstacles to coordinated support services and innovative procedures and programs. Authorizes appropriations.

Vietnam POW/MIA Rescue Act - Directs the Attorney General to grant asylum to certain nationals of Laos, Vietnam, Cambodia, or Burma (Myanmar) who personally deliver into U.S. custody a living Vietnam POW/MIA (or participate in such a delivery).

Amends the Solid Waste Disposal Act to direct the Administrator of the Environmental Protection Agency to require the preparation of a community information statement as part of the permitting process applicable to any new off-site hazardous waste treatment or disposal facility. Requires such statement to describe: (1) the effects of the proposed facility on the host community; (2) the types of waste expected to enter the facility, the types of releases expected from the facility, and the human health impacts associated with such wastes and releases; (3) the alternatives for mitigating impacts on the community; (4) the demographic characteristics of the community; (5) the presence in the community of an existing solid waste treatment, storage, or disposal facility or site in which a hazardous substance release has occurred, and the extent to which the site has been remediated; and (6) the permit applicant's compliance with State and Federal environmental regulations and laws.

Limits the period for which expenses of a former Speaker of the House of Representatives may be paid to three years after the expiration of the term of office as Representative. (Provides that in the case of a former Speaker who is receiving such expenses on the date of the enactment of this Act, the period shall end three years after such date.)

Enhanced Rescission/Receipts Act of 1993 - Grants the President legislative line item veto rescission authority over appropriation bills and targeted tax benefits in revenue bills. Authorizes the President to rescind all or part of any budget authority if the President determines that such rescission: (1) would reduce the Federal budget deficit; (2) will not impair any essential Government functions; and (3) will not harm the national interest. Requires the President to notify the Congress of such a rescission by special message not later than 20 calendar days after enactment of appropriations or revenue legislation. Makes such a rescission effective unless the Congress, during a review period of 20 calendar days, enacts a rescission/receipts disapproval bill. Describes: (1) information to be included in the President's message; and (2) procedures to govern consideration of rescission/receipts disapproval legislation in the Senate and the House of Representatives.

National Public Works Corporation Act - Amends the Public Works and Economic Development Act of 1965 to establish the National Public Works Corporation. Authorizes appropriations for the capitalization of the Corporation for fiscal years following 1993. Authorizes States electing to participate in the Corporation to make certain contributions. Authorizes the Corporation to make loans to participating States and local governments for projects for the construction, rehabilitation, and repair of public facilities. Prohibits the Corporation from making a loan for a public facility project unless such facility will generate sufficient fees to repay principal and interest and create sufficient reserves for operation and maintenance. Requires the Governor of a State and local officials to submit applications for public facility project loans for the State and local governments, respectively. Requires Governors to ensure a proper distribution of available loan funds in a State between urban and rural areas according to a certain allocation formula. Requires the Corporation to require all contracts made with such loan proceeds to be awarded on the basis of competitive bidding. Authorizes appropriations to the Corporation for fiscal years after FY 1993, in order to reduce interest rates paid by borrowers under this Act. Declares that the Corporation, its assets, and certain property shall be exempt from State, local, or Federal taxes, except for certain real property and tangible personal property.

Constitutional Amendment - Prohibits in any fiscal year total Federal outlays from exceeding total receipts and Federal outlays from exceeding 19 percent of the Nation's gross national product. Allows such prohibitions to be suspended by a three-fifths roll call vote of each House of Congress. Grants the President the authority to separately approve, reduce, or disapprove any spending provision of a bill.

Directs the Architect of the Capitol to design, construct, and maintain a public debt clock in the basement rotunda of the Cannon House Office Building to be adjusted on a continuous basis to reflect the amount of the public debt of the United States.

Requests the Occupational Safety and Health Administration to publish, within one year, proposed amended regulations that specify the components of an adequate operator training program and that provide that only trained employees be authorized to operate powered industrial trucks.

Intergovernmental Mandate Relief Act of 1993 - Prohibits a Federal agency or court from requiring compliance in any fiscal year by State or local governments with any intergovernmental regulation unless provisions of law have been enacted which compensate such governments for additional direct costs incurred by such compliance. Declares that the compensation requirement may be waived by the enactment of a joint resolution of the Congress. Requires the Director of the Congressional Budget Office (CBO) to estimate such additional direct costs and include such estimates in annual reports to the President and the Congress. Requires congressional committees to propose amendments to significant laws for which regulations will be promulgated containing provisions to compensate State and local governments for additional direct costs of complying with any intergovernmental regulation which takes effect on or after enactment of this Act. Establishes procedures for Federal agencies to reimburse State governments for additional direct costs and for State governments to reimburse local governments for such costs. Amends the Congressional Budget Act of 1974 to require CBO to prepare cost estimates for bills or resolutions which are likely to cost State and local governments $100 million (currently, $200 million) or more annually.

Amends the Internal Revenue Code to increase the personal exemption for a dependent child who has not attained age 18 from $2,000 to $3,500. Provides for rounding inflation adjustments to tax tables to the nearest multiple of $10 (currently rounded to the next lowest multiple of $50).

Congressional Accountability Act - Makes applicable to the Congress the following Federal laws to the extent they relate to the terms and conditions of employment, the health and safety of employees, and the rights and responsibilities of employers and employees: (1) Social Security Act; (2) National Labor Relations Act; (3) Fair Labor Standards Act of 1938; (4) Civil Rights Act of 1964; (5) Age Discrimination in Employment Act of 1967; (6) Occupational Safety and Health Act of 1970; (7) title IX of the Education Amendments of 1972; (8) Rehabilitation Act of 1973; (9) Privacy Act of 1974; (10) Age Discrimination Act of 1975; (11) Ethics in Government Act of 1978; and (12) Americans with Disabilities Act of 1990. Makes applicable to the Congress the Freedom of Information Act and specified provisions of Federal law relating to the independent counsel.

Older Americans' Freedom to Work Act of 1993 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to remove the limitation on the amount of outside income which beneficiaries who have attained retirement age may earn without incurring a reduction in benefits.

Amends the Internal Revenue Code to make the targeted jobs credit permanent. Increases the maximum age requirement for employment of economically disadvantaged youth from 23 years to 25 years. Establishes economically disadvantaged veterans as members of targeted groups for purposes of the credit.

Amends Internal Revenue Code provisions governing the income tax deduction for the health insurance costs of self-employed individuals to: (1) make the deduction permanent; and (2) phase in an increase in the allowable deduction, reaching 100 percent for taxable years beginning in 1996 and thereafter.
