Expresses the sense of the Congress that the current link should be maintained between: (1) the levels of earnings allowed for blind individuals entitled to disability insurance benefits; and (2) the exempt amounts allowed for purposes of the social security earnings test for individuals who have attained retirement age.

TABLE OF CONTENTS: Title I: Conversion of Joliet Army Ammunition Plant to Midewin National Tallgrass Prairie Title II: Other Real Property Disposals Involving Joliet Army Ammunition Plant Title III: Miscellaneous Provisions Illinois Land Conservation Act of 1995 - Title I: Conversion of Joliet Army Ammunition Plant to Midewin National Tallgrass Prairie - Ratifies the proposals identified by the land use plan which was developed by the Joliet Arsenal Citizen Planning Commission, approved April 8, 1994. Transfers to the Secretary of Agriculture (Secretary), without reimbursement, portions of the Joliet Army Ammunition Plant in Illinois (Arsenal) to constitute the Midewin National Tallgrass Prairie (MNP) established by this Act. Directs the Secretary and the Secretary of the Army to provide and maintain security measures on such portions of the Arsenal as are under their jurisdictions. Authorizes the Secretary, prior to such transfer and subject to such reasonable terms and conditions as the Secretary of the Army may prescribe, to enter upon Arsenal property for purposes related to planning, resource inventory, fish and wildlife habitat manipulation (including burning), and specified other activities. (Sec. 102) Transfers jurisdiction to the Secretary over those portions of the Arsenal property identified for transfer within six months of this Act's enactment. Specifies that, in the case of Arsenal property to be transferred to the Secretary, the Secretary of the Army shall transfer to the Secretary only those portions for which no further action is required under any environmental law. Provides for additional transfers and the identification of portions for transfer for the MNP. Directs the Secretary of the Army to retain jurisdiction, authority, and control over real property at the Arsenal to be used for environmental cleanup purposes. Requires all costs of necessary surveys for the transfer of jurisdiction of Arsenal property from the Secretary of the Army to the Secretary to be shared equally by the two Secretaries. (Sec. 103) Requires the Secretary of the Army, with respect to the real property at the Arsenal, to remain liable for and continue to carry out all: (1) response actions required under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) and all remediation actions required under other environmental laws at or related to the property; and (2) actions required under other environmental laws to remediate petroleum products or their derivatives. Specifies that the Secretary of the Army shall retain any obligation or other liability at the Arsenal that he or she may have under CERCLA and other environmental laws. Relieves the Secretary from liability for certain costs, penalties, or fines regarding response actions required under CERCLA or the presence, release, or threat of release of any hazardous material at or related to the Arsenal or actions necessary to remedy noncompliance or other specified problems. Requires any Federal department or agency that had or has operations at the Arsenal resulting in the release or threatened release of hazardous substances, pollutants, or contaminants to pay the cost of related response actions or related actions under other statutes to remediate petroleum products or their derivatives. (Sec. 104) Establishes the MNP in Illinois to be managed for National Forest purposes. Permits acquisition of private lands for inclusion in the MNP on a willing seller basis only. (Sec. 105) Permits the construction and maintenance of roads for use within the MNP, the granting of authorizations for utility rights-of-way under applicable Federal law, or such access as is necessary. Sets forth provisions regarding: (1) agricultural leases and special use authorizations; (2) user fees; (3) salvage of improvements; (4) treatment of user fees and salvage receipts; and (5) cooperation with States, local governments, and other entities. Requires the Secretary to develop a plan to provide Will County, Illinois, and local jurisdictions with access to, and use of, groundwater through the existing system of wells located on portions of the Arsenal property to be included in the MNP. (Sec. 106) Designates specified areas of property at the Arsenal for disposal. Title II: Other Real Property Disposals Involving Joliet Army Ammunition Plant - Transfers specified real property at the Arsenal, without reimbursement, to: (1) the Secretary of Veterans Affairs for use as a national cemetery; (2) Will County, Illinois, for use as a landfill; and (3) the State of Illinois for economic redevelopment to replace the economic activity lost at the Arsenal. Requires the reversion to the United States of: (1) the landfill property if the property is not being operated as a landfill or if the Federal Government is denied reasonable access to the property; and (2) the economic redevelopment property if such property is not being used for such purposes. Title III: Miscellaneous Provisions - Declares that nothing in this Act shall be construed to restrict or lessen the degree of cleanup at the Arsenal required to be carried out under any environmental law.

Amends title XVIII (Medicare) of the Social Security Act and other Federal law to make any managed health care plan established by the Secretary of Defense in the Military Health Services System eligible for payments by the Secretary of Health and Human Services on behalf of any plan enrollees entitled to Medicare benefits.

Prohibits a member of the armed forces who is under a sentence that includes dismissal or a dishonorable or bad-conduct discharge from being entitled to pay and allowances for any period during which such member is in confinement after the adjournment of the court-martial proceedings. Restores any such entitlement if the sentence is later disapproved, mitigated, or changed by an authorized official or otherwise set aside.

United States One Dollar Coin Act of 1995 - Amends Federal currency law to prescribe the color and content of one-dollar coins. Prohibits a Federal reserve bank from placing into circulation any one-dollar Federal Reserve note after the date that the one-dollar coins are first placed in circulation. Directs the Secretary of the Treasury to cease regular production of one-dollar Federal Reserve notes (except for such quantities as are required to meet collectors' needs).

Amends provisions of the Uruguay Round Agreements Act that revise Federal patent law to provide that a patent term shall be the later of 17 years from the date the patent is granted or 20 years from the date the application was filed in the United States. Provides that if the application contains a reference to an earlier application, the term shall be 20 years from the date the earliest application was filed. Removes provisions that provide for extensions of patent terms under certain conditions. Provides for public disclosure and inspection of original and continuing patent applications in cases where a continuing patent application is filed that claims the benefit of the filing date of a prior application that was filed more than 60 months earlier. Requires the term of a patent that is in force or results from an application filed within six months after the Uruguay Round Agreements Act enactment date to be the term provided in this Act.

Amends the Clean Air Act to authorize a State in which all or part of a Severe ozone nonattainment area is located to submit a plan revision requiring employers in such area to implement programs to reduce work-related vehicle trips and miles by employees. (Current law requires such States to submit such revision within two years of the enactment of the Clean Air Act Amendments of 1990.) Authorizes such revision to require employers in such areas to increase average passenger occupancy per vehicle in commuting trips between home and workplace during peak travel periods. (Current law requires specified increases in average passenger occupancy.) Authorizes (currently, requires) the revision to require employers subject to a vehicle occupancy requirement to submit a compliance plan.

Amends the Internal Revenue Code to provide that the burden of proof with respect to all issues, in the case of any court proceeding, is on the Secretary of the Treasury. Requires the Secretary to identify in writing the specific kind or type of tax, and its specific implementing regulations, within 14 days upon the written request from any person made liable for such tax. Increases the limitation on the amount of recovery for civil damages for unauthorized collection actions by the Internal Revenue Service. Excludes such damages from gross income.

Gun Ban Repeal Act of 1995 - Amends the Violent Crime Control and Law Enforcement Act of 1994 to repeal the ban on semiautomatic assault weapons and large capacity ammunition feeding devices.

Provides that any amount remaining in an official allowance of a Member of the House of Representatives at the end of the session of Congress or other period for which the allowance is made available shall be returned to the Treasury to be used for deficit reduction.

Prohibits entities that employ people in Northern Ireland and Ireland from receiving U.S. funds from the International Fund for Ireland unless they comply with certain fair employment principles known as the MacBride Principles.

Merchant Mariners Fairness Act of 1993 - Provides that certain qualified service of a member of the U.S. merchant marine, including a vessel crewmember of the U.S. Army Transport Service, during World War II constituted active military service for purposes of eligibility for various veterans' benefits under the GI Bill Improvement Act of 1977. Requires the Secretary of Defense to issue an honorable discharge under such Act to each merchant marine member whose qualified service warrants such a discharge. Prohibits the payment of any retroactive benefits under this Act. Mandates a processing fee for any benefit application for such qualified service.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts (except those derived from borrowing) for that fiscal year unless the Congress, by a three-fifths roll call vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths roll call vote of each House to increase the public debt. Directs the President to submit a balanced budget to the Congress. Requires the approval of a majority of each House by roll call vote before any bill to increase revenue may become law. Waives these provisions when a declaration of war is in effect. Waives these provisions when the United States is engaged in a military conflict which poses a threat to national security as declared by a joint resolution adopted by a majority of each House.

Amends the Public Safety and Recreational Firearms Use Protection Act to remove from the definition of a "semiautomatic assault weapon" the manufacture, transfer, or possession of which, with exceptions, is prohibited: (1) certain semiautomatic rifles and pistols that have an ability to accept a detachable magazine; and (2) certain semiautomatic shotguns.

Illinois Land Conservation Act of 1994 - Ratifies the proposals identified by the land use plan which was developed by the Joliet Arsenal Citizen Planning Commission and approved on April 8, 1994. Transfers to the Secretary of Agriculture, without reimbursement, portions of the Joliet Army Ammunition Plant in Illinois (Arsenal) to constitute the Midewin National Tallgrass Prairie (MNTP) established by this Act. Declares that this Act does not change the responsibilities or liabilities of persons under applicable environmental laws except that the Secretary shall not be liable or responsible for contamination resulting from or related to the condition of the property existing before such transfer, such as migration of hazardous substances, pollutants, contaminants, or petroleum products or their derivatives disposed during the Department of the Army activities. Makes the Secretary of the Army responsible for the upkeep and maintenance of all fences, guardhouses, and other security facilities and personnel costs on all portions of the Arsenal that have not been transferred to the Secretary. Authorizes the Secretaries and the Administrator to individually and collectively enter into cooperative agreements and memoranda of understanding among each other and with other affected Federal, State, and local governments, private organizations, and corporations to implement this Act and to carry out the purposes for which the MNTP is established. Transfers jurisdiction to the Secretary over those portions of the Arsenal property identified for transfer within six months of enactment of this Act. Requires the Secretary of the Army to retain jurisdiction, authority, control over real property at the Arsenal to be used for environmental cleanup purposes. (Sec. 3) Requires the Secretary of the Army, with respect to the real property at the Arsenal, to remain liable for and to continue to carry out: (1) all response actions required under the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA) and other applicable provisions of law at or related to the property; and (2) all actions required under any other applicable law to remediate petroleum products or their derivatives. Prohibits such liabilities and responsibilities from being transferred to the Secretary. Makes the Secretary responsible and liable only to the extent of any other contamination affirmatively introduced into the environment at the Arsenal by the Secretary or the Department of Agriculture. Requires any Federal department or agency that had or has operations at the Arsenal resulting in the release or threatened release of hazardous substances, pollutants, or contaminants to pay the cost of related response actions or related actions under other statutes to remediate petroleum products of ther derivatives. (Sec. 4) Requires the MNTP to be managed for National Forest purposes. Prohibits new construction of any highway, public road, or any part of the interstate system through or across any portion of the MNTP. Permits: (1) construction and maintenance of roads for use within the MNTP; and (2) granting of authorizations for utility rights-of-way under applicable Federal law or such access as is necessary (including access by the Secretary of the Arny for purposes of restoration and cleanup as provided in this Act). Sets forth provisions relating to MNTP agricultural leases, special land use authorizations, and admission, occupancy, and use fees with the exception of persons possessing a valid Golden Eagle Passport or Golden Age Passport. Establishes the MNTP Restoration Fund for restoration and administration of the MNTP. (Sec. 5) Designates specified areas of real property at the Arsenal for industrial development, a national veterans cemetery, and a country landfill. Requires: (1) the Secretary of the Army, within six months of satisfying all cleanup and other CERCLA requirements, to offer the Secretary the transer of specified areas, without reimbursement, to be added to the MNTP, subject to the terms, conditions, and limitations on liability contained in this Act; and (2) if the Secretary declines such offer, the property to be disposed of as surplus property. Declares that: (1) nothing in this Act shall be construed to restrict or lessen the degree of cleanup required to be carried out under applicable law at the property designated for disposal; and (2) such disposal shall be in compliance with specified provisions of CERCLA and other applicable laws.

Amends the Railway Labor Act to apply its provisions regarding railway labor practices to flight crew members (excluding ground operations performed by non-flight crew members) employed by air carriers who perform their duties in whole or in part outside of the United States.

Smithsonian Institution Sesquicentennial Commemorative Coin Act - Directs the Secretary of the Treasury to issue five-dollar gold coins and one-dollar silver coins emblematic of the scientific, educational, and cultural significance of the Smithsonian Institution. Mandates that: (1) all but a certain portion of surcharges received from coin sales be paid by the Secretary to the Smithsonian Institution to support programming related to the 150th anniversary and general activities of the Smithsonian Institution; and (2) a certain portion of such surcharges be dedicated to supporting the operation and activities of the National Numismatic Collection at the National Museum of American History.

Expresses the sense of the Congress that the President is: (1) required to obtain the prior approval of the Congress before U.S. armed forces may undertake offensive military action against the military leadership of Haiti in accordance with United Nations Security Council Resolution 940; and (2) recognized as having the inherent authority to use such forces to protect or evacuate U.S. citizens from imminent danger or for humanitarian purposes.

Designates September 16, 1994, as National POW/MIA Recognition Day. Requires the display of the National League of Families POW/MIA flag at: (1) all national cemeteries and the National Vietnam Veterans Memorial on May 30, 1994 (Memorial Day), September 16, 1994 (National POW/MIA Recognition Day), and November 11, 1994 (Veterans Day); and (2) the White House and the buildings containing the primary offices of the Secretaries of State, Defense, and Veterans Affairs and the Director of the Selective Service System on September 16, 1994 (National POW/MIA Recognition Day).

National Community Service Commemorative Coin Act - Directs the Secretary of the Treasury to issue one-dollar silver coins to commemorate students who volunteer to perform community service. Mandates that all surcharges received from such coin sales be paid to the National Community Service Trust to fund innovative community service programs at American universities, including the service, research, and teaching activities of the faculty and students involved in such programs.

Educational Quality Index Act of 1994 - Amends the Higher Education Act of 1965 to substitute evaluations of educational quality for cohort default rates in eligibility determinations for proprietary institutions of higher education under the Federal student loan insurance program of the Federal Family Education Loan Program (guaranteed student loans). Revises program integrity reviews provisions to include such educational quality index for proprietary institutions.

Calls on: (1) the Republic of Azerbaijan and Nagorno Karabagh to cease all hostilities and begin peace negotiations under the framework established by the Commission on Security and Cooperation in Europe; (2) the parties to the conflict to simultaneously lift all blockades in the region; and (3) the President to take an active role in promoting peace and in monitoring the human rights situation in the region.

United States Botanic Garden Commemorative Coin Act of 1995 - Directs the Secretary of the Treasury to: (1) issue one-dollar silver coins to commemorate the 175th anniversary of the founding of the United States Botanic Garden; and (2) pay all surcharges received from such coin sales to the National Fund for the United States Botanic Garden.

Commends: (1) the President of Guatemala, Ramiro de Leon Carpio, and the leaders of the Guatemalan National Revoluntionary Union for establishing a framework for formal negotiations to bring an end to the internal armed conflict and set Guatemala on the road to democracy; and (2) the leaders of the various segments of civilian society, under the leadership of Bishop Rodolfo Quezada Toruno, for their role in articulating the concerns of all sectors of Guatemalan society and for bringing critical issues onto the agenda of the peace negotiations. Calls on: (1) the Group of Friends of the peace negotiations (Colombia, Mexico, Spain, Venezuela, Norway, and the United States) to continue and intensify their support of such negotiations; (2) President de Leon Carpio to develop a measurable and substantive plan to end human rights abuses and disband the Civil Self-Defense Patrols, to ensure the safety of the returnees, and to recognize the civilian character of the Communities of Populations in Resistance; and (3) the executive branch of the U.S. Government to condition all assistance to Guatemala, except for humanitarian and development assistance, on full compliance with recommended measures of the Inter-American Commission on Human Rights, on continuation of the peace process, on substantive improvement in the protection of human rights, on the dissolution of the Patrols, on the guaranteed safety of refugees, returnees, and the internally displaced, on verifiable resolution of the Devine, Ortiz, and Mack cases, and on the strengthening of the various segments of civilian society.
