Amends the Omnibus Budget Reconciliation Act of 1981 to extend by five months (until September 30, 1982) the period within which an individual must have become a full-time student at a postsecondary educational institution in order to receive, after July 1982, child's insurance benefits on the basis of student status under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.

Amends the Second Liberty Bond Act to direct the Secretary of the Treasury to fix the investment yield on any United States savings bond at a yield which makes such bond competitive with comparable investments. Prohibits the investment yield on such bonds from exceeding 85 percent of the average investment yield for the most recent auction (before the week in which the certificate is issued) of United States Treasury bills with maturities of 52 weeks.

Authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to present, on behalf of Congress, a gold medal to Admiral Hyman George Rickover in recognition of his distinguished service and for his contributions to the development of safe nuclear energy and to the defense of the United States. Directs the Secretary of the Treasury to provide for a gold medal with suitable emblems, devices, and inscriptions. Authorizes appropriations to carry out such provision. Authorizes the Secretary to make available bronze duplicates of such medal for sale under regulations he prescribes and in accordance with provisions of this Act.

Amends the Federal criminal code to establish procedures for the imposition of the death penalty for Presidential assassination. Requires a separate sentencing hearing before a jury, or the court upon motion by the defendant, when the defendant is found guilty or pleads guilty to an offense punishable by death. Provides that no presentence report shall be prepared in such cases. Allows the defendant and the Government to present any information relevant to sentencing, without regard to the rules of evidence, but permits information to be excluded where its probative value is substantially outweighed by the danger of unfair prejudice, confusion of the issues, or misleading the jury. Specifies mitigating factors which the defendant must establish by a preponderance of the information and aggravating factors which the Government must prove beyond a reasonable doubt. Conditions imposition of the death penalty on a unanimous finding by the jury (or finding by the court) that: (1) some aggravating factor exists; and (2) the aggravating factors sufficiently outweigh any mitigating factor found to exist. Directs the court to impose the death penalty upon a finding that such sentence is justified. Establishes procedures for appeal from the death sentence.

Amends rule VIII of the Rules of the House of Representatives to require the Speaker or chairman of the committee with subject matter jurisdiction to summarize provisions of a bill or resolution which would adjust the pay or affect outside earned income limitations of Members at least 24 hours before the final vote on such legislation. Directs the Speaker not to entertain a unanimous consent request to consider a bill or resolution out of order with such requirement.

Amends rule XVIII of the Rules of the House of Representatives to require that a motion to reconsider a voice vote on final passage of legislation affecting the pay or the limitations on outside earned income of Members not be entertained until one hour after the announcement of the vote on such legislation. Directs the Speaker not to entertain a unanimous consent request to consider such motion.

Repeals provisions of the Energy Security Act which establish the U.S. Synthetic Fuels Corporation. Requires that projects and funds transferred to the Corporation pursuant to the Supplemental Appropriations and Rescission Act, 1980 be transferred back to the Department of Energy. Authorizes the Director of the Office of Management and Budget to terminate the affairs of the Corporation.

Amends rule VIII of the Rules of the House of Representatives to require a recorded vote on final passage of legislation that adjusts the pay of Members, affects limitations on outside earned income, or provides tax credits or deductions for Members as a separate or distinct class. Excludes adjustments made pursuant to the Legislative Reorganization Act from such requirement. Makes it out of order in the House to consider any bill or resolution subject to such amended rule unless: (1) it is comprised solely of the items affecting the pay or benefits of Members; and (2) it takes effect at the beginning of the subsequent Congress.

Low-Income Energy Assistance Trust Fund Act of 1981 - Amends the Department of Energy Organization Act to make unrefunded petroleum price control overcharges available for energy assistance. Establishes in the U.S. Treasury the Energy Assistance Trust Fund which shall be available for home energy assistance, residential energy efficiency programs, and other energy programs to assist low-income energy consumers. Appropriates funds which shall be transferred at least monthly from the general fund of the Treasury to the Trust Fund. Requires the Secretary of the Treasury to hold the Trust Fund and report to Congress annually, starting with fiscal year 1982, on the Trust Fund's financial condition and operations for the preceding fiscal year and for the next five fiscal years. Sets forth investment requirements pertaining to the Trust Fund. Establishes in the Department of Health and Human Services the Office of Energy Special Council. Transfers the Office of Special Counsel of the Department of Energy to the Energy Special Council. Requires that the Energy Special Council transmit to the President and Congress a plan for the collection of petroleum price control overcharges made in violation of the Emergency Petroleum Allocation Act of 1973. Requires the Comptroller General to review periodically the Energy Special Council's activities and report quarterly to Congress.

Broadcast Licensing, Renewal, and Deregulation Act of 1981 - Amends the Communications Act of 1934 to establish new procedures for reviewing petitions to deny broadcast license applications. Requires the Federal Communications Commission (FCC) to grant a license renewal application by a radio or television broadcast station licensee unless the actions of the licensee evidence such serious disregard for the Communications Act and for the rules and policies of the FCC that denial of the application is justified. Prohibits the FCC from considering the applications of other persons for a broadcast station's facilities when the FCC is acting upon a license renewal application by a radio or television broadcast station. Permits persons holding construction permits or station licenses to transfer the permit or license without first obtaining an FCC finding that the transfer serves the public interest. Requires the FCC to be notified of such transfer. Provides for public notice of the transfer. Provides for disposition by the FCC of objections to such transfer. Prohibits the FCC from considering whether the public interest would be served by the transfer of the permit or license involved to a different person. Repeals certain provisions relating to the application of the antitrust laws. Prohibits the FCC from imposing requirements on radio or television licensees relating to: (1) programs; (2) programming formats; (3) ascertainment; (4) commercialization; and (5) maintenance of program logs.

Amends title XVIII (Medicare) of the Social Security Act to permit an individual to elect hospice care, in lieu of certain other benefits, during two periods of 180 days each during the individual's lifetime. Provides for full reimbursement of reasonable costs to a hospice program, subject to a ceiling. Directs the Comptroller General to conduct a study of the hospice reimbursement method. Defines hospice care as including items and services furnished to the terminally ill in their homes, on an outpatient basis, and on a short term inpatient basis.

Amends the Foreign Assistance Act of 1961 to authorize the President to provide assistance for economic relief and rehabilitation to: (1) Northern Ireland if the Government of Great Britain declares its intention to withdraw from Northern Ireland; and (2) the Republic of Ireland if such declaration includes a declaration that the British Government intends to promote the reunification of Northern Ireland with the Republic of Ireland. Authorizes appropriations for such assistance. Requires such assistance to be administered by the Administrator of the Agency for International Development, in consultation with an advisory board appointed by the President after consultation with Congress. Permits the obligation of funds for such assistance only if Congress does not adopt a concurrent resolution disapproving the proposed use of the funds.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to prohibit entitlement to title II benefits in the case of an individual who is not a U. S. citizen or national if such individual: (1) is not a permanent resident of the United States; or (2) is outside the United States. Prohibits the payment of title II benefits to any dependent or survivor of such an individual on the basis of such individual's wages and self-employment income. Makes such prohibition inapplicable if the benefit involved is payable to such an individual as the dependent or survivor of: (1) a U. S. citizen or national; (2) a permanent resident of the United States; or (3) a U. S. citizen or national residing outside the United States if the relationship required for such individual's entitlement already existed at the time such national or citizen reached age 50. Authorizes the payment of title II benefits to an individual who is not entitled to benefits pursuant to this Act until the total amount of such benefits equals the total amount of any taxes paid on the wages and self-employment income on which the benefits are based.

Amends the Federal National Mortgage Association Charter Act to authorize the Secretary of Housing and Urban Development to direct the Government National Mortgage Association, during fiscal year 1982, to provide financial assistance to mortgagors by reducing the mortgage payments for certain new homes to amounts the payments would equal if the interest rates on such mortgages were 12 percent. Directs the Association to provide such assistance by: (1) purchasing and servicing mortgages; or (2) making payments to mortgagees on the principal of or interest on mortgage loans. Requires the Association to recapture the lesser of the amount of assistance provided to a mortgagor or 50 percent of the net appreciation of the assisted property whenever the property is sold or refinanced or whenever the property is no longer the mortgagor's principal place of residence. Directs the Secretary to provide that: (1) assistance is allocated among the regions of the country on the basis of each region's inventory of unsold, newly constructed homes; (2) the amount of assistance provided to any mortgagor shall not exceed $6,000; and (3) priority for assistance is given to first-time buyers who could not otherwise afford to buy and who are purchasing modest homes constructed by small homebuilders.

Fair Practices in Automotive Products Act - Title I: Domestic Content Requirements for Motor Vehicles - Sets forth for all motor vehicle manufacturers which produce over 100,000 motor vehicles for ultimate retail sale in the United States "minimum domestic content ratios" (the domestic value, including labor and parts, of the manufacturer's production costs of all automotive products sold in the United States). Requires all vehicle manufacturers producing more than 50,000 motor vehicles for sale in the United States to provide information to the Secretary of Transportation for the purpose of administering this requirement. Authorizes the imposition of import restrictions on manufacturers violating such standards. Title II: Unfair and Deceptive Practices by Vehicle Manufacturers - Defines as an unfair method of competition and deceptive act or practice under the Federal Trade Commission Act the refusal of any vehicle manufacturer to determine whether parts produced in the United States by a parts manufacturer satisfy reasonable replacement part standards established by the vehicle manufacturer. Grants the Federal Trade Commission rulemaking authority to administer this title.

Requires a two-thirds vote in each House of Congress to pass a joint resolution to continue appropriations for Federal departments, agencies, and other entities pending the passage of appropriation Acts for such entities. Exempts the Congress from such requirement when the President declares a state of emergency in the operation of the Federal Government.

United States Academy of Peace and Conflict Resolution Act - Establishes the United States Academy of Peace and Conflict Resolution. Sets forth the functions of the Academy. Declares that the Academy is an independent nonprofit corporation. Sets forth the powers and duties of the Academy, including establishment of an Endowment of the United States Academy of Peace and Conflict Resolution. Set forth provisions for a Board of Directors and for officers and employees of the Academy. Set forth requirements for Academy program procedures and records. Requires an annual audit of Academy accounts and audit reports to the President and the Congress. Subjects the Academy to specified freedom of information provisions. Provides that, with certain exceptions, the Academy shall not be considered a department, agency, or instrumentality of of the Federal Government. Prohibits the use of any political test or political qualification with respect to personnel financial assistance under this Act. Authorizes appropriations for Academy buildings, grounds, facilities, programs, and administration. Sets forth provisions for availability of appropriations. Requires transfer of income and assets to the U.S. Treasury upon dissolution and final liquidation of the Academy or any other legal entity created pursuant to this Act.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require each State to submit semiannual reports to the Secretary of Health and Human Services on individuals for whom death certificates have been officially filed during the preceding six-month period. Requires that such reports include the individuals' names, social security numbers, dates of birth and death, sex, and death certificate numbers. Directs the Secretary to release such information upon request to surviving relatives of such individuals.

Two-Way Street Act - Imposes an import parity fee, in addition to other fees already imposed, on automobiles imported into the United States from Japan. Establishes a Parity Fee Commission to determine the size of the parity fee. Permits persons who build cars in the United States to import one car from Japan without paying the parity fee for each car built by such a person in the United States. Sets forth the powers and duties of the Commission. Authorizes appropriations.

Amends the Internal Revenue Code to revise requirements for the tax deferral of amounts received under variable annuity contracts. Permits the use of an independent investment manager of such annuities. Allows the like-kind exchange of one annuity contract for another. Provides that the tax treatment of any payment made by a contract holder on or before September 25, 1981, shall be determined without regard to Revenue Ruling 81-225 (disallowing tax deferral of amounts received under certain variable annuity contracts).
