Directs the Secretary of the Interior to: (1) review and approve the report submitted by the Southwestern Pennsylvania Heritage Preservation Commission concerning the cultural and historical resource values of the greater Allegheny and Washington Counties/Mon-Valley Area (known as the Concept Plan; Steel Industry Heritage Project); and (2) approve projects consistent with this Act. Authorizes the Secretary to enter into consultative agreements with the Steel Industry Heritage Task Force on projects and studies necessary to fulfill the Concept Plan. Authorizes the Task Force to receive appropriations through the Department of the Interior for projects and studies within the region of Southwestern Pennsylvania comprising the geographical area within the counties of Allegheny, Beaver, Fayette, Greene, Washington, and Westmoreland based on the project criteria established in the Concept Plan. Requires the Secretary, in cooperation with the Commonwealth of Pennsylvania and the Task Force, to undertake plans and studies, including studies of alternatives, special resources studies and new area studies, and management action plans necessary to determine and identify the appropriate role of the Government, through the National Park Service, to conserve and interpret the history of the region. Directs the Historic American Building Survey/Historic American Engineering Record to conduct those studies necessary to document the industrial, engineering, building, and architectural history of the region. Authorizes appropriations.

Home Equity Protection Act of 1993 - Amends the Truth in Lending Act to require the creditor of each high cost mortgage to provide certain clearly written, conspicuous disclosures regarding the risks associated with such mortgages. Prohibits such mortgages from containing: (1) a prepayment penalty for paying all or part of the principal prior to the date on which the balance is due; (2) certain refinancing fees; (3) balloon payments; (4) negative amortization; (5) certain prepared payments; and (6) specified unfair, deceptive, or evasive acts. Declares that State authority to regulate certain high rate mortgage loans is not preempted by specified Federal statutes. Includes within the creditor's liability for damages for noncompliance with this Act all finance charges and fees paid by the consumer. Empowers the appropriate State attorney general to bring an action to enforce this Act. Subjects an assignee of a high cost mortgage to all the claims and defenses that the consumer could assert against the creditor.

Supports: (1) freedom and democracy in Nigeria; (2) the wishes of the voters of Nigeria as displayed in the presidential election of June 12, 1993; and (3) extension of limited sanctions now in place against the unelected interim government to include trade sanctions. Declares that the Congress does not recognize the interim government as legitimate. Encourages the President to direct the U.S. representative to the United Nations to urge the Security Council to: (1) not recognize the interim government as legitimate; and (2) take action to mediate the removal of such government for purposes of installing the democratically-elected government of June 12, 1993.

Amends the Internal Revenue Code and title II of the Social Security Act (Old Age, Survivors and Disability Insurance) to set forth rules for filing returns with respect to domestic service employment taxes and requires such returns to be made on a calendar year basis. Subjects such taxes to estimated tax provisions. Makes filing requirements inapplicable to any employer liable for tax concerning remuneration for services other than domestic service in a private home. Authorizes the Secretary of the Treasury to enter into agreements with States to collect the State unemployment tax imposed on remuneration for domestic service and transfers such amounts to a State's account in the Unemployment Trust Fund. Treats such taxes as domestic service employment taxes. Requires the Secretary to inform domestic service employers in private homes of their tax obligations. Adjusts the threshold (from $50 a calendar quarter to $800 a year) for paying and withholding social security taxes on wages paid for domestic service in a private home. Requires the Secretary of Health and Human Services to adjust such threshold amount in the same manner as adjustments to certain social security insurance amounts. Excludes domestic service in a private home by an individual 16 years and under from amendments made by this Act.

Authorizes appropriations. Subtitle C: Women and Alcohol Research Equity Act of 1993 - Women and Alcohol Research Equity Act of 1993 - Amends the Public Health Service Act to direct the Director of the National Institute on Alcohol Abuse and Alcoholism to obligate a specified amount to carry out research projects on alcohol abuse and alcoholism among women. Subtitle D: National Breast Cancer Strategy Act of 1993 - National Breast Cancer Strategy Act of 1993 - Establishes an Office of Breast Cancer within the Office of the Assistant Secretary for Health to coordinate activities of Federal agencies relating to breast cancer. (Sec. 118) Establishes the National Breast Cancer Commission to conduct a study on current efforts on both the public and private sectors relating to the prevention, early detection, treatment, education, and research relating to breast cancer. (Sec. 119) Authorizes appropriations for FY 1994 through 1996 for conducting and supporting research on breast cancer through the National Cancer Institute. (Sec. 120) Requires the Director of the National Cancer Institute to: (1) conduct and support biomedical and behavioral research and research training, the dissemination of health information, and other programs with respect to breast cancer; and (2) establish the Rose Kushner Scholarship Program for the purpose of entering into contracts with individuals under which the Institute provides scholarships to individuals for attending health professions schools and the individuals agree to study oncology and serve as employees of the National Institutes of Health for a specified period. (Sec. 121) Authorizes appropriations for FY 1994 through 1996 for at least ten research programs on breast cancer, lung cancer, or prostate cancer under designated programs. Subtitle E: Lupus Research Amendments of 1993 - Lupus Research Amendments of 1993 - Requires the Director of the National Institute of Arthritis and Musculoskeletal and Skin Diseases to expand and intensify research and related activities of the Institute with respect to lupus. Authorizes appropriations. Subpart F: Women's Midlife Health Research Act - Women's Midlife Health Research Act - Requires the Director of the National Institute on Aging to provide for the development or expansion of not less than five centers for research on: (1) the process by which the functioning of the ovaries diminishes or ceases completely; and (2) conditions arising from the diminished or complete cessation of the functioning of the ovaries. Subtitle G: Osteoporosis and Related Bone Disorders Research Education, and Health Services Act of 1993 - Osteoporosis and Related Bone Disorders Research, Education, and Health Services Act of 1993 - Requires the Director of the National Institute of Arthritis and Musculoskeletal and Skin Diseases, the Director of the National Institute on Aging, and the Director of the National Institute of Diabetes and Digestive and Kidney Diseases to expand and intensify research on osteoporosis and related bone disorders. Authorizes appropriations. Establishes in the Department of Health and Human Services an Interagency Council on Osteoporosis and Related Disorders. Sets forth the duties of such Council. Establishes in the Department of Health and Human Services an Advisory Panel on Osteoporosis and Related Disorders. Authorizes appropriations. Subtitle H: Ovarian Cancer Research and Information Amendments of 1993 - Ovarian Cancer Research and Information Amendments of 1993 - Amends provisions of the National Institutes of Health Revitalization Act of 1993 which added provisions to the Public Health Service Act to make revisions concerning ovarian cancer funding and public information education. Subtitle I: Antiprogestin Testing Act of 1993 - Antiprogestin Testing Act of 1993 - Provides for research on antiprogestin drugs for any potential use, including termination of pregnancy and contraception and when used therapeutically for cancer, endocrine disorders, and endometriosis. Subtitle J: Women's Health Environmental Factors Research Act of 1993 - Women's Health Environmental Factors Research Act of 1993 - Requires the Director of the National Institute of Environmental Health Sciences to carry out research on the effects that environmental factors have on women's health conditions. Authorizes appropriations. Subtitle K: Federal Risk Assessment in Women's Health Act of 1993 - Federal Risk Assessment in Women's Health Act of 1993 - Directs the Office of Science and Technology Policy to conduct a review of all Federal programs that assess or mitigate the risks to women's health from environmental exposures. Title II: Services Regarding Women's Health - Subtitle A: Equity in Health Professions Education Act - Equity in Health Professions Education Act - Directs the Secretary of Health and Human Services to conduct a study to determine the extent to which health professions schools provide adequate education to students on women's health conditions. Subtitle B: Women's Health Office Act of 1993 - Women's Health Office Act of 1993 - Amends the Public Health Service Act to establish within the Office of the Assistant Secretary for Health an Office of Women's Health. Sets forth the duties of such Office. Authorizes appropriations. (Sec. 208) Establishes within the Office of the Director of the Centers for Disease Control and Prevention an Office of Women's Health. Sets forth the duties of such Office. Requires the Director of such Office to establish the Coordinating Committee on Research on Women's Health. Sets forth the duties of such Committee. Requires the Committee to give priority to carrying out activities regarding women's health. Subtitle D: Breast and Cervical Cancer Amendments of 1993 - Breast and Cervical Cancer Amendments of 1993 - Amends provisions of the program under the Public Health Service Act which provides for breast cancer screenings to place certain limits on the amounts which may be paid to promote entities for such screenings. Subtitle E: Women's Preventive Health Amendments of 1993 - Women's Preventive Health Amendments of 1993 - Provides for grants for demonstration projects relating to preventive health care for women. Authorizes appropriations. Subtitle F: Postreproductive Health Care Act - Postreproductive Health Care Act - Provides for grants to provide specified health services to women who are of menopause age or older. Authorizes appropriations. Subtitle G: Medicare Bone Mass Measurement Coverage Act of 1993 - Medicare Bone Mass Measurement Coverage Act of 1993 - Provides for Medicare coverage of bone mass measurements for qualified individuals. Subtitle H: Mickey Leland Adolescent Pregnancy Prevention and Parenthood Act of 1993 - Mickey Leland Adolescent Pregency Prevention and Parenthood Act of 1993 - Revises title XX of the Public Health Service Act. Renames such title as Adolescent Pregnancy Prevention, Care, and Research Grants. Requires that priority be given to projects serving low-income or minority populations. Prohibits the use of any project funds to perform or pay for abortions. Subtitle J: Eating Disorders Information and Education Act of 1993 - Eating Disorders Information and Education Act of 1993 - Provides for a program of information and education to the public on the prevention and treatment of eating disorders. Authorizes appropriations. Subtitle K: Women and HIV Outreach and Prevention Act - Women and HIV Outreach and Prevention Act - Authorizes the Secretary to make grants for a program that provides to women preventive health services that are related to acquired immune deficiency. Authorizes appropriations. (Sec. 253) Authorizes the Director of the Center for Substance Abuse Treatment to make grants for the treatment of women for substance abuse, including counseling to prevent infection with and transmission of AIDS. Authorizes appropriations. (Sec. 254) Authorizes appropriations for the AIDs early intervention program for women under the Public Health Service Act. Subtitle L: Standby Guardianship Act - Standby Guardianship Act - Amends part E of title IV of the Social Security Act to require a State, in order to be eligible for payments under such part, to have in effect standby guardianship laws and procedures. Subtitle M: Federal Prohibition of Female Genital Mutilation Act of 1993 - Federal Prohibition of Female Genital Mutilation Act of 1993 - Amends the Federal criminal code to provide for the imprisonment or fining of any individual who knowingly circumcises, excises, or infibulates the whole or any part of the labia majora or labia minora or clitoris of any person under the age of 18. Directs the Secretary to carry out outreach activities in communities that traditionally practice female circumcision. Subtitle N: Smoking Prevention and Cessation in WIC Clinics Act - Smoking Prevention and Cessation in WIC Clinics Act - Amends the Child Nutrition Act of 1966 to require the State agency responsible for nutrition education and drug abuse education to establish a smoking cessation demonstration program for pregnant participants. Subtitle O: Family and Medical Leave Health Care Reform Resolution of 1993 - Expresses the sense of the Congress that any bill to address the ongoing and unmet health insurance needs of this country that is enacted should require that paid or unpaid leave, as detailed in the Family and Medical Leave Act of 1993, be incorporated as a basic or elective option in specified situations. Subtitle P: Veteran Women's Health Improvement Act of 1993 - Veteran Women's Health Improvement Act of 1993 - Includes women's health services within the definition of medical services authorized to be furnished to eligible veterans. Includes as women's health services pap smears, breast examinations, and reproductive health care. Authorizes the Secretary of Veterans Affairs to contract with non-Department of Veterans Affairs facilities for outpatient women's health services when Department facilities are inadequate or inaccessible. Requires information on the provision of women's health services to be included in a report from the Secretary to the Congress concerning women veterans. (Sec. 278) Amends the Veterans Health Care Act of 1992 to: (1) require consultation by the Secretary with various officials, advisory committees, and task forces with regard to appropriate women's health research; (2) expand the research related to women to include specified topics; (3) include certain appropriate personnel of the Department in conducting such research, including women veterans and veteran members of minority groups; and (4) direct that a women veterans population study report required under such Act include an examination of the medical and demographic histories of women veterans comprising the study sample. (Sec. 279) Makes applicable to Department medical facilities provisions of the Public Health Service Act regarding mammography quality standards. Requires all Department facilities to meet such standards within two years. Subtitle Q: Defense Women's Health Improvement Act of 1993 - Requires female members and former members of the armed forces who are entitled to medical care under the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) to be furnished primary and preventive health care services for women as part of such care. Provides the same coverage for female dependents of members and former members of the armed forces. (Sec. 283) Directs the Secretary of Defense to prepare and submit to the Congress a report evaluating the provision of health care services through military medical treatment facilities and CHAMPUS to female members of the armed forces and female covered beneficiaries. Requires the Secretary to include a study to determine the needs of female members and dependents for health care services, including primary and preventive health care services for women. (Sec. 284) Directs the Secretary to establish a Defense Women's Health Research Center within the Department of the Army to be the coordinating agent for multidisciplinary and multiinstitutional research within the Department of Defense on women's health issues related to service in the armed forces. (Sec. 285) Directs the Secretary of the Army, during FY 1994, to continue the breast cancer research program as established under prior law. (Sec. 286) Directs the Secretary of Defense, in conducting or supporting clinical research, to ensure that women and minority group members of the armed forces are included as research subjects. Provides a waiver of such requirement. (Sec. 287) Directs the Secretary to submit three annual reports on research relating to female members and dependents within the armed forces. (Sec. 288) Directs the Secretary to establish at the F. Edward Hebert School of Medicine of the Uniformed Services University of the Health Sciences a women's health curriculum advisory committee to promote the comprehensive integration of women's health issues into the curriculum. Subtitle R: International Population Stabilization and Reproductive Health Act - International Population Stabilization and Reproductive Health Act - Amends the Foreign Assistance Act of 1961 to set forth population assistance authorities and requirements. (Sec. 292) Makes such assistance available to a country that: (1) accounts for a significant portion of the world's annual population increment; (2) has significant unmet needs for methods of contraception, prevention and treatment of sexually transmitted diseases, and obstetric and gynecological care and requires foreign assistance to sustain quality reproductive health services; or (3) demonstrates a strong commitment to population stabilization and reproductive health strategies. Prohibits nongovernmental and multilateral organizations from being subjected to requirements which are more restrictive than those applicable to foreign governments for such assistance. Makes funds available for: (1) the United Nations Population Fund if it agrees to prohibit the use of funds for coerced abortion or involuntary sterilization; and (2) the Special Programme of Research, Development and Research Training to further international cooperation in the development of contraceptive technology. Authorizes appropriations. (Sec. 294) Makes development assistance available on a priority basis for countries which have agreed to address specific education, literacy, and health issues. Authorizes the President to establish a grant program, to be known as the Safe Motherhood Initiative, to improve the access of girls and women to reproductive health care services. Earmarks amounts of development and economic assistance for programs in support of equalizing male and female levels of primary and secondary school enrollment. Authorizes appropriations for the Child Survival Fund, the Safe Motherhood Initiative, and for research on, and treatment and control of, acquired immune deficiency syndrome (AIDS) in developing countries. (Sec. 296) Requires the U.S. executive directors of specified international financial institutions to report annually to the Congress on allocations to population activities and, if such allocations total less than $1 million, to set forth actions to encourage increased allocations. (Sec. 297) Establishes the Commission on World Population Stabilization and Reproductive Health to coordinate U.S. participation in the 1994 International Conference on Population and Development. Authorizes appropriations. (Sec. 298) Provides for certain actions to support the United Nations Forward Looking Strategies for the Advancement of Women and the United Nations Convention on the Elimination of All Forms of Discrimination Against Women.

Expresses the sense of the Congress that: (1) President Clinton and Secretary of State Christopher should be commended for their diplomatic efforts to encourage Arab League members to end the secondary and tertiary Arab League boycott of Israel; (2) they should give attention to diplomatic efforts to encourage those countries that were beneficiaries of Operations Desert Shield and Desert Storm to end such boycott; and (3) the United States should oppose Saudi Arabia's joining the General Agreement on Tariffs and Trade (GATT) until such time that it renounces its participation in the boycott and ensures that U.S. companies and other countries have access to the Saudi Arabia market regardless of their business relationship with Israel.

Expresses the sense of the House of Representatives that: (1) obstetrician-gynecologists should be designated as primary care providers for women in Federal laws relating to the provision of health care; and (2) legislative proposals that define primary care should include services performed by obstetrician-gynecologists in such definition.

Business Improvement Act of 1993 - Amends the Small Business Act to authorize the head of any participating Federal agency (other than the Department of Defense), in order to facilitate the attainment of such agency's goal regarding the participation in procurement contracts of small businesses owned and controlled by socially and economically disadvantaged individuals, to enter into contracts using: (1) less than full and open competition; or (2) a price evaluation preference of up to ten percent for offers received from such qualifying small businesses. Terminates such authority at the end of FY 2000. Revises the authority of the Administrator of the Small Business Administration (SBA) to continue to award Capital Ownership Development Program (Program) contracts to past Program participants. Eliminates the requirement restricting competition for such contracts to eligible Program participants. Restricts the competition for the award of a contract to furnish products or services to a participating agency to small businesses owned and controlled by socially and economically disadvantaged individuals if there exists a reasonable expectation of receiving offers from two or more of such small businesses. Requires such small business in turn to subcontract a specified percentage of such contract to small businesses in the development stage of the minority small business and capital development program. Directs the SBA Administrator to authorize a short-term study for determining the appropriate program participation term by industry sector for qualifying small businesses and to submit study results to specified congressional officers and committees. Suspends temporarily the termination of eligibility for qualified small businesses for participation in the Program until one year after the completion of such study. Requires compliance with the Buy Indian Act for Federal agencies contracting with the SBA for the acquisition of goods or services supplied by Indian tribes. Directs the Administrator to establish uniform procedures for contesting the status of a small business concern owned and controlled by socially and economically disadvantaged individuals.

TABLE OF CONTENTS: Title I: Health Care Eligibility and Benefits Title II: Cost Containment Title III: Financing Provisions Mediplan Health Care Act of 1993 - Title I: Health Care Eligibility and Benefits - Adds a new title XXI to the Social Security Act (SSA) entitled "Mediplan Health Benefits." Makes all U.S. residents eligible for Mediplan benefits, which include prescription drugs and biologicals. Requires the development of a Mediplan enrollment mechanism that includes automatic enrollment at birth and the issuance of Mediplan cards for identification and claims processing purposes. Provides the same benefits under the Mediplan program as are provided under title XVIII (Medicare) of the Social Security Act to individuals who are entitled to benefits under part A (Hospital Insurance) and enrolled under part B (Supplementary Medical Insurance) of the Medicare program. Provides additional Mediplan coverage to children under age 23, pregnant women, and low-income individuals. Establishes the Mediplan Trust Fund which shall consist of revenues raised by this Act's financing mechanism. Requires the modification of Medicaid (SSA title XIX) and other Federal health programs to avoid their duplication of Mediplan coverage. Requires group health plans which provide their current beneficiaries with benefits in addition to Mediplan benefits to continue to do so, though they need not provide such additional benefits to individuals not entitled to them before this Act's enactment. Provides for the regulation of Mediplan supplemental policies. Allows States to elect to have health care benefits made available instead under an alternative program meeting specified requirements. Amends the Internal Revenue Code (IRC) to impose an excise tax with respect to Mediplan supplemental policies which fail to meet certain requirements. Title II: Cost Containment - (Sec. 201) Establishes a national budget for Mediplan expenditures. Details formulae for determining such expenditures and subsequent adjustments to them. (Secs. 202 and 203) Provides for the establishment of separate classes of health care services and the allocation of the national Mediplan expenditure budget by class of service. (Sec. 204) Requires the Secretary of Health and Human Services to establish a national health expenditures reporting system for purposes related to the national Mediplan expenditure budget. (Secs. 205 and 206) Provides for the adjustment of Medicare payment rates for purposes related to Mediplan health expenditure allocations and graduate medical education. Title III: Financing Provisions - (Sec. 301) Amends IRC to impose an additional income tax on individuals and health service providers in order to finance Mediplan health care premiums.

Amends the Export Administration of 1979 to authorize a person who suffers discrimination, or who loses a business opportunity because of a violation of the Act's anti-boycott provisions, to bring an action for damages in an appropriate U.S. district court.

World Summit for Children Implementation Act of 1993 - Expresses the sense of the Congress that specified amounts should be appropriated for FY 1994 and 1995 to achieve full participation in the special supplemental food program for women, infants, and children under the Child Nutrition Act (WIC program) and the Head Start program. Amends the Foreign Assistance Act of 1961 to authorize appropriations for FY 1994 and 1995 for contributions to the United Nation's Children's Fund and for the Child Survival Fund. Expresses the sense of the Congress that authority should be granted to the President to exercise specified debt forgiveness for least developed countries that are pursuing economic policy reforms to promote long-term development. Earmarks development assistance funds for FY 1994 and 1995 for the Vitamin A Deficiency Program. Authorizes additional appropriations for FY 1994 and 1995 for: (1) iodine and iron fortification programs; and (2) prevention, care, and control programs related to human immunodeficiency virus (HIV) and acquired immune deficiency syndrome (AIDS) in developing countries. Earmarks development and economic assistance funds for FY 1994 and 1995 for programs in support of basic education. Authorizes additional appropriations for FY 1994 and 1995 for population assistance activities. Expresses the sense of the Congress that specified amounts should be appropriated for FY 1994 and 1995 for migration and refugee assistance. Directs the Secretary of the Treasury to instruct the U.S. Executive Director of the World Bank to: (1) ensure that poverty reduction and support of basic human needs become a higher priority within the Bank; (2) ensure that the majority of water and sanitation projects fall within targeted interventions against poverty; and (3) increase the proportion of total Bank lending which supports primary health care and basic education, with a minimum of five percent of total lending devoted to each area. Requires the President to call upon other governments to provide their share of resources required to achieve the World Summit for Children goals by the year 2000.

Amends the Federal Property and Administrative Services Act of 1949 to add providers of assistance to families or individuals whose annual incomes are below the poverty line to the list of organizations eligible to receive surplus personal property allocated by the Administrator of the General Services Administration.

Equitable Escheatment Act of 1993 - Amends specified Federal law to prescribe guidelines under which unclaimed distributions of security interests shall be subject to the custodial taking (escheatment) by the State which contains the principal executive offices of either the issuer or the holder of those securities.

Primary Care Health Practitioner Incentive Act of 1993 - Amends title XVIII (Medicare) of the Social Security Act to provide increased Medicare reimbursement for nurse practitioners, clinical nurse specialists, and certified nurse midwives (practitioners) for services performed without regard to location or practice setting. Provides for bonus payments for services provided by such practitioners in health professional shortage areas. Defines "clinical nurse specialist" as an individual who is a registered nurse, is licensed to practice nursing in the State in which the clinical nurse specialist services are performed, and holds a master's degree in a defined clinical area of nursing from an accredited educational institution.

Physician Assistant Incentive Act of 1993 - Amends title XVIII (Medicare) of the Social Security Act to provide increased Medicare reimbursement for physician assistants at 97 percent of the physician fee schedule amount for services performed, regardless of the location or practice setting. Provides for bonus payments for services provided by physician assistants in health professional shortage areas.

American Jobs Protection Act - Requires employers to provide specified notice and employee benefits (including severance pay, continuation of health care benefits, reimbursement for retraining, training incentive payments, and accelerated eligibility for early retirement) to employees who are subject to a plant closing or mass layoff because their work is transferred to (or similar products are imported from) another country which has specified levels of lower wages or less effective employment standards for overtime compensation, child labor, and employee safety. Prohibits employers who do not provide such notice and benefits from entering into a contract with the United States for provision of products or services involved in the work transfer or substantially similar to such products or services. Provides for enforcement of this Act by: (1) investigative and administrative actions and actions for injunctions by the Secretary of Labor; and (2) civil actions by employees, local governments, States, and the Secretary. Requires employers to post notice concerning this Act and the filing of a charge. Authorizes civil fines for violations.

Authorizes the President to urge U.S. departments and agencies, interested organizations, groups, and individuals to fly the American flag at half-staff on July 27, 1993, in honor of the Americans who died as a result of their service in Korea.

Free Trade With Cuba Act - Amends the Foreign Assistance Act of 1961 to repeal the embargo on trade with Cuba. Prohibits the exercise by the President with respect to Cuba of certain authorities conferred by the Trading With the Enemy Act and exercised on July 1, 1977, as a result of a specified national emergency. Declares that any prohibition on exports to Cuba under the Export Administration Act of 1979 shall cease to be effective. Authorizes the President to impose export controls with respect to Cuba and exercise certain authorities under the International Emergency Economic Powers Act only on account of an unusual and extraordinary threat to U.S. national security that did not exist before enactment of this Act. Repeals the Cuban Democracy Act. Amends the Internal Revenue Code to terminate the denial of the foreign tax credit with respect to Cuba. Authorizes common carriers to install, maintain, and repair telecommunications equipment and facilities in Cuba, and otherwise provide telecommunications services between the United States and Cuba. Prohibits regulation or banning of travel to and from Cuba by U.S. citizens or residents, or of any transactions incident to travel. Directs the U.S. Postal Service to provide direct mail service to and from Cuba. Urges the President to take all necessary steps to conduct negotiations with the Government of Cuba to: (1) settle claims of U.S. nationals against Cuba for the taking of property; and (2) secure protection of internationally recognized human rights.

Commends radio amateurs for their contributions to technical progress in electronics and for their emergency radio communications in times of disaster. Urges the Federal Communications Commission to continue and enhance the development of the amateur radio service as a public benefit by adopting rules and regulations which encourage the use of new technologies within the amateur radio service. Declares that reasonable accommodation should be made for effective operation of amateur radio from residences, private vehicles, and public areas and that regulation at all levels of government should facilitate and encourage amateur radio operation as a public benefit.

Amends the Internal Revenue Code to permanently authorize the issuance of qualified small issue bonds issued to finance manufacturing facilities and farm property. Excepts certain expenditures from the monetary limitation on such bonds.

Many Neighbors, One Earth Resolution - Urges the President to develop and implement a coordinated economic and development policy and program of action designed to promote broadbased, sustainable development that will reduce global hunger and poverty in environmentally sound ways. Specifies that such policy and program should have as its principal objectives: (1) expanding economic opportunities; (2) meeting basic human needs; (3) promoting environmental protection and sustainable use of natural resources; and (4) promoting pluralism, democratic participation, and human rights. Specifies that such policy and program should involve all relevant international activities of the U.S. Government. Urges the President to take specific actions, including: (1) proposing the enactment of legislation providing for a post-Cold War foreign assistance program to promote sustainable development, especially the reduction of hunger and poverty in environmentally sound ways; (2) developing and implementing development cooperation programs and projects in pursuit of such objectives; (3) ensuring that development cooperation programs take into account relevant local perspectives of the rural and urban poor during the design, planning, and implementation process for project and program assistance; and (4) encouraging and supporting the efforts of countries to reduce their level of military spending when such spending is disproportionate to security needs and to spending on health, education, and environmental protection.

Rural Land Conservation Act of 1993 - Amends the Internal Revenue Code to exclude from the gross estate tax the value of land subject to a qualified conservation easement (less the amount of any indebtedness secured by such land). Includes in the gross estate tax the value of each development right retained by the donor in the conveyance of the easement. Makes such tax due upon the disposition of the property. Provides that such land subject to the exclusion will have a carryover basis for purposes of determining gain or loss. Excludes from the gift tax transfers by gift of land subject to a conservation easement. Removes the allowance for a tax deduction in the case of a contribution of property where mining rights are retained if the surface estate and mining interests were separated before June 13, 1976, and remain separated. Declares that for purposes of the alternative estate valuation method: (1) a qualified conservation contribution is not a disposition; and (2) land subject to a conservation easement is not disqualified.

Endangered Species Act Amendments of 1993 - Amends the Endangered Species Act of 1973 to establish an independent peer review process with respect to listing and delisting of endangered and threatened species (species). Directs the Secretary of the Interior (Secretary) in cooperation with the affected State to develop species recovery plans. Gives priority to multispecies plans and sets forth plan deadlines. Requires each Federal land management agency to identify species and appropriate conservation measures on lands under its jurisdiction. Authorizes agency contracts with the Secretary for such purposes. Directs the Secretary to establish a Habitat Conservation Planning Fund. Authorizes the Secretary to make grants or interest-free advances from the Fund to State and local governments for conservation plan development. Provides financial and technical assistance to private landowners for species conservation measures. Provides for increased international cooperation and enforcement under the Convention on Nature Protection and Wildlife Preservation in the Western Hemisphere and the Convention on International Trade in Endangered Species of Wild Fauna and Flora.

Public Pension Equity Restoration Act of 1993 - Amends the Internal Revenue Code to allow deferred compensation to be included in governmental retirement plans. Removes the special rule for governmental plans which limits benefits to 100 percent of the average compensation for the highest three years. Removes excess benefit arrangements and survivor and disability benefits from limitations on governmental plans. Provides a mechanism to pay benefits above limitations to certain employees.

King Holiday and Service Act of 1993 - Amends Federal law to: (1) authorize appropriations for the Martin Luther King, Jr. Federal Holiday Commission; (2) extend the Commission; and (3) revise its membership. Amends the National and Community Service Act of 1990 to authorize the Commission to make grants to eligible entities to carry out service opportunities on Martin Luther King, Jr.'s birthday. Authorizes appropriations.

TABLE OF CONTENTS: Title I: Women's Educational Equity Title II: Gender Equity in Elementary and Secondary Education Title III: Gender Equity in Higher Education Gender Equity in Education Act of 1993 - Title I: Women's Educational Equity - Amends the Department of Education Organization Act to establish an Office of Women's Equity as an organizational entity in the Department of Education. Requires the Director of such Office to report annually on the programs and activities assisted under the Women's Educational Equity Act. Women's Educational Equity Act of 1993 - Amends the Women's Educational Equity Act (part A of title IV of the Elementary and Secondary Education Act of 1965) to reauthorize and revise grant programs to encourage gender equity throughout the educational system, including grants for model equity programs, local implementation, and research and development. Gives the Director of the Office of Women's Equity specified responsibilities under such Act. Extends the authorization of appropriations. Title II: Gender Equity in Elementary and Secondary Education - Subtitle A: Teacher Equity Training - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to establish gender equity requirements and training programs for teachers and other educational personnel (or parents) with respect to: (1) basic program requirements (under chapter 1 of title I for educationally disadvantaged children), innovative projects, schoolwide projects, parental involvement, and program improvement; (2) use of Even Start program funds; (3) secondary school programs (for basic skills improvement and dropout prevention and reentry); (4) local targeted assistance programs (under chapter 2 educational improvement partnership); (5) Eisenhower Mathematics and Science program school teacher training and national programs; (6) Women's Educational Equity personnel training and career education programs; (7) gifted and talented students personnel training; and (8) computer-based instruction personnel training under the Secretary's fund for innovation in education. Subtitle B: Gender Equity in Math and Science - Amends ESEA to revise the Eisenhower Mathematics and Science Education program with respect to: (1) grants to higher education institutions for elementary and secondary mathematics and science programs of school teacher training in gender-equitable instruction, targeted intervention and followup to encourage historically underserved students, and community-based informal education for historically underserved and underrepresented students; and (2) national model program grant priority for gender equity in computer use and teaching practices. Subtitle C: Dropout Prevention for Pregnant and Parenting Teens - Amends ESEA with respect to pregnant teenagers, teenage parents, and the children of such teenagers under various programs, including: (1) Even Start programs; (2) secondary school programs for basic skills improvement and dropout prevention and reentry; (3) local targeted assistance programs; (4) State and local drug abuse education and prevention programs; (5) assistance to address school dropout problems; and (6) assistance to provide basic skills improvement. Subtitle D: Schools Free from Sexual Harassment and Abuse - Amends ESEA to make an environment free from sexual harassment and abuse a distinguishing feature of effective schools. Adds programs to address sexual harassment and violence as part of efforts to ensure that educational institutions are free from threats to student and employee safety (among programs which may be receive Women's Educational Equity assistance). Includes the areas of sexual harassment and assault among those for which grants for comprehensive school health education may be used. Subtitle E: Link-up for Learning - Establishes a program of three-year grants to local educational agencies (LEAs) in partnership with other eligible entities for up to 80 percent of the costs of coordinated educational and other student support services for at-risk youth. Makes eligible for such a grant: (1) an LEA that seeks to plan and implement a coordinated services program for at-risk students with at least one other cooperating public agency; and (2) a consortium, including at least one LEA and one cooperating public service agency, formed to coordinate support services for at-risk students. Allows nonprofit organizations, institutions of higher education, and private enterprises with special experience or expertise to participate as cooperating agencies. Establishes a Federal Interagency Task Force to identify means to facilitate interagency collaboration at Federal, State, and local levels to improve support services for at-risk students. Directs the Secretary of Education to study and report to the Congress on regulatory and legislative obstacles to coordinated support services and innovative procedures and programs. Authorizes appropriations. Subtitle F: Child Abuse Education and Prevention - Amends ESEA to direct the Secretary of Education to use specified funds to carry out programs for child abuse education and prevention curriculum development and teacher training, including a demonstration program. Authorizes appropriations. Subtitle G: Data Collection - Amends ESEA to revise various data collection provisions to require collection, cross-tabulation, and reporting by sex within race or ethnicity and socioeconomic status (with respect to schoolwide projects, program improvement, secondary school programs, National Diffusion Network, evaluations and reporting, Eisenhower Mathematics and Science programs, State reports, assistance to address school dropout problems, and evaluations by the Secretary). Title III: Gender Equity in Higher Education - Equity in Athletics Disclosure Act - Amends the Higher Education Act of 1965 to require institutions of higher education to disclose gender participation rates and program support expenditures in college athletic programs to prospective students and, upon request, to the public. Directs the Secretary of Education to compile and publish annual reports of such data submitted by the institutions.

Dietary Supplement Health and Education Act of 1993 - Amends the Federal Food, Drug, and Cosmetic Act to: (1) define the term "dietary supplement"; and (2) exclude a dietary supplement from the definition of "food additive." Deems a dietary supplement adulterated if it: (1) contains an unsafe dietary ingredient which presents a substantial and unreasonable risk of illness or injury; or (2) contains a dietary ingredient that has not been adequately substantiated for safety. Prohibits the establishment of maximum limits on the potency of any dietary supplement, except in the case of a supplement represented to be for the use of individuals with specific diseases or disorders. Allows a dietary supplement's label to characterize the relationship between the supplement and a disease under specified conditions. Deems food misbranded unless the label lists the daily value of specified nutrients which shall reflect the daily intake of each nutrient that will promote optimal health. Prohibits such value from being less than the U.S. Recommended Daily Allowance. Establishes an Office of Dietary Supplements within the National Institutes of Health.
