Amends the Omnibus Budget Reconciliation Act of 1981 to repeal specified changes made to the extended unemployment compensation program. Repeals: (1) the elimination of the national trigger provisions; (2) the exclusion of claims for extended or additional compensation in insured unemployment rate determination; and (3) the revision of the State trigger provisions. Provides that the Federal-State Extended Unemployment Compensation Act of 1970 shall be applied as if such changes had not been enacted.

Amends title XVIII (Medicare) of the Social Security Act to permit an individual to elect hospice care, in lieu of certain other benefits, during two periods of 180 days each during the individual's lifetime. Provides for full reimbursement of reasonable costs to a hospice program, subject to a ceiling. Directs the Comptroller General to conduct a study of the hospice reimbursement method. Defines hospice care as including items and services furnished to the terminally ill in their homes, on an outpatient basis, and on a short term inpatient basis.

Amends the Foreign Assistance Act of 1961 to authorize the President to provide assistance for economic relief and rehabilitation to: (1) Northern Ireland if the Government of Great Britain declares its intention to withdraw from Northern Ireland; and (2) the Republic of Ireland if such declaration includes a declaration that the British Government intends to promote the reunification of Northern Ireland with the Republic of Ireland. Authorizes appropriations for such assistance. Requires such assistance to be administered by the Administrator of the Agency for International Development, in consultation with an advisory board appointed by the President after consultation with Congress. Permits the obligation of funds for such assistance only if Congress does not adopt a concurrent resolution disapproving the proposed use of the funds.

Expresses the sense of the Congress that the President should instruct the U.S. delegation to the February meeting of the United Nations Commission on Human Rights to tell the Commission that the Soviet Union should stop harassing Soviet Jews and should allow its citizens to practice their religion and to emigrate. Urges the Soviet Union to comply with its human rights obligations. Urges the President to: (1) express, to the Soviet Union, U.S. opposition to harassment of Soviet citizens and to restrictions on emigration; and (2) reiterate that the United States will consider the extent to which other nations honor their commitments under international law when evaluating its relations with such nations.

Fair Practices in Automotive Products Act - Title I: Domestic Content Requirements for Motor Vehicles - Sets forth for all motor vehicle manufacturers which produce over 100,000 motor vehicles for ultimate retail sale in the United States "minimum domestic content ratios" (the domestic value, including labor and parts, of the manufacturer's production costs of all automotive products sold in the United States). Requires all vehicle manufacturers producing more than 50,000 motor vehicles for sale in the United States to provide information to the Secretary of Transportation for the purpose of administering this requirement. Authorizes the imposition of import restrictions on manufacturers violating such standards. Title II: Unfair and Deceptive Practices by Vehicle Manufacturers - Defines as an unfair method of competition and deceptive act or practice under the Federal Trade Commission Act the refusal of any vehicle manufacturer to determine whether parts produced in the United States by a parts manufacturer satisfy reasonable replacement part standards established by the vehicle manufacturer. Grants the Federal Trade Commission rulemaking authority to administer this title.

Condemns the treatment of Yuli Kosharovsky and his family by the Soviet Union. Expresses the sense of the House of Representatives that: (1) the President should express U.S. opposition to the refusal of the Soviet Union to permit Kosharovsky and his family to emigrate to Israel; (2) the Soviet Union should comply with international agreements and with its constitution by permitting the Kosharovsky's to emigrate; and (3) the Soviet Union should end its persecution of persons seeking to emigrate and its denial of basic religious, civil, and human rights to Jews.

Directs the United States Postal Service to provide and sell a postage stamp issue to commemorate the two hundred and fiftieth anniversary of the birth of George Washington. Provides that such postage stamp shall be of such denomination and design, and shall be sold for such period, as the United States Postal Service shall determine.

Commitment to the Clean Air Act resolution of the Ninety-seventh Congress - Expresses the sense of the House of Representatives that: (1) clean air is fundamentally important for the health and well-being of the citizens, economy, and environment of the United States; and (2) the existing Clean Air Act should be maintained and strengthened subject only to changes that will improve its administration and effectiveness.

Amends the United States Housing Act of 1937 to authorize the Secretary of Housing and Urban Development, pursuant to applications submitted by State or local governments, to provide second mortgage loans or other assistance to owners of multifamily rental housing projects to assist in financing the construction or rehabilitation of such projects. States that such a loan shall not be amortized, but repayable with simple interest after 30 years. Sets forth conditions for making such a loan for a project, including the owner's agreement to pass on to the tenants the savings resulting from the reduction in debt service payments. Declares that the first mortgage on such a project may be Federally insured under the National Housing Act. Directs the Secretary to consider the population and market conditions of an area when allocating such assistance in order to provide adequate assistance, in areas in short supply of rental housing. Prohibits the Secretary from providing such assistance to a local government which has not demonstrated satisfactory progress in meeting its assisted housing needs. Requires the Secretary's approval of rents charged for units of assisted projects. Requires the Secretary to report to Congress on the design and workability of the program established by this Act as a housing development incentive. Authorizes appropriations.

Amends the United States Housing Act of 1937 to provide that occupant income limits and rents for public housing units shall be fixed by the appropriate public housing agency and approved by the Secretary of Housing and Urban Development. Limits such rents to 25 percent of the income of a very low income family or 30 percent at the income of other families. Sets minimum rents at the higher of: (1) five percent of the family's gross income; or (2) the portion of the family's welfare assistance designated for housing costs. Specifies amounts to be excluded from family income. Requires that contracts for annual contributions to low income housing projects require the appropriate public housing agency to review the family income of project occupants biennially (currently annually). Establishes the amount of monthly assistance payments to owners who provide housing for lower-income families as the difference between the maximum rent the owners may charge under terms of the assistance contract and an amount to be established by the Secretary equal to: (1) between 15 and 25 percent of the income of a very low income family; (2) 15 percent of the income of a large very low income family or lower income family with exceptional medical or other expenses; (3) 20 percent of the income of a very large lower income family; or (4) between 20 and 30 percent of the income of other families. Amends the National Housing Act to require the Secretary to conduct a biennial (currently annual) review of the income of lower income families living in projects receiving mortgage interest assistance payments. Changes the maximum rent for a unit of such a project to 25 percent of the tenant's income, and the minimum rent of a unit with metered utilities to 20 percent of the tenant's income. Directs the Secretary to make additional assistance payments if required to reduce a tenant's rental payment to 25 percent of the tenant's income. Prohibits reducing such payment below the tenant's utility costs, except in certain circumstances. Amends the Housing and Urban Development Act of 1965 to increase annual rent supplement payments for qualified lower income families to the amount by which the fair market rent of a project unit exceeds 25 percent of the tenant's income. Requires the Secretary to recertify the income of tenants of projects receiving rent supplements biennially (currently annually). Directs the Secretary to use regulations in effect on July 31, 1981, to determine rental payments under this Act.

Hunger Prevention and African Food Security Act - Amends the Foreign Assistance Act of 1961 to require the President to use at least half of the funds available for development assistance to provide assistance for persons living in absolute poverty as defined by specified standards. Requires special emphasis to be placed on alleviating hunger in Sub-Saharan Africa and particularly on facilitating the participation of women in food production in that region. Amends the Agricultural Trade Development and Assistance Act of 1954 to specify a minimum aggregate value of all famine relief agreements. Requires famine relief agreements to provide that at least one-fifth of the commodities made available for famine relief or funds generated from the sale of those commodities in participating countries shall be used to strengthen food distribution systems in famine-prone countries, especially those in Sub-Saharan Africa. Requires each such agreement to specify the measures taken to ensure that such commodities and funds benefit primarily the poor.

Instructs the House conferees on H.R. 3982 to recede and concur in an amendment deleting from the conference report on H.R. 3982 the section which repeals minimum social security benefits.

Campaign Finance Reform Amendments of 1981 -- Amends the Federal Election Campaign Act of 1971 to increase the limitations on contributions to campaigns for the House of Representatives and the Senate. Raises the ceiling from $1,000 to $2,500 for an individual's total contribution to any candidate for the House of Representatives and his or her authorized political committees. Imposes a limit on the total amount such a candidate and his or her committees may accept from multicandidate political committees of $75,000 for a general or special election (with an extra $25,000 in the case of a run-off). Imposes a ceiling on the total amount a candidate for the Senate and his or her committees may accept from multicandidate political committees. Sets such ceiling at: (1) the greater of $25,000, or the product of $12,500 times the number of State Representatives, in the case of a run-off election; or (2) the greater of $75,000, or the product of $37,500 times the number of State Representatives (not to exceed $500,000), for a general or special election (including conventions and primaries). Amends the Internal Revenue Code to increase the tax credit for political contributions from $50 to $100 ($100 to $200 for joint returns). Allows two separate tax credits, up to such amounts, for contributions: (1) to individual candidates and political committees; and (2) to national, State, and local committees of a national political party.

Condemns the violence in Northern Ireland. Urges the exploration of all possible steps to avoid further deaths in the hunger strike and to achieve an immediate and humanitarian resolution of the strike issues. Urges Great Britain to exercise greater flexibility in administering prison rules in Northern Ireland and to invite the European Commission on Human Rights or other appropriate independent parties to participate in settling the strike. Urges the political leaders in Great Britain, Northern Ireland, and the Republic of Ireland to seek the earliest possible settlement in Northern Ireland through a negotiated agreement. Requests the President to express to the Prime Minister of Great Britain American concern for an immediate hunger strike settlement and a lasting settlement of the conflict in Northern Ireland.

Steel Industry Compliance Extension Act of 1981 - Amends the Clean Air Act to authorize the Administrator of the Environmental Protection Agency to extend the date for compliance with emission limitation requirements by owners or operators of a stationary source in an iron- and steel-producing operation if: (1) the compliance date extension is necessary to allow the applicant to make capital investments in its operations to improve efficiency and productivity; (2) the funds freed by such extension will be used within two years for additional capital investments in the applicant's operations; (3) the Administrator and the applicant agree to a phased compliance program for each of the applicant's stationary sources; (4) the applicant has sufficient funds to comply with such program; (5) the applicant is in compliance with any existing Federal decrees applicable to its operations; and (6) the compliance date extension will not result in the degradation of air quality during the extension term. Prohibits the imposition of a noncompliance penalty under the Clean Air Act upon an owner or operator with a compliance date extension provided their stationary source remains in compliance with all the requirements of such extensions. Makes available to the public all information obtained by the Administrator under this Act, subject to a specified exception. Directs the Administrator to publish notice of receipt of an application for extension of time in the Federal Register and to notify the appropriate State and local officials. Directs the Administrator to publish in the Federal Register notice of any finding made or other action taken, or failure or refusal to take action, by the Administrator in connection with consent decrees. Provides that such findings, actions, refusals, or failures shall be reviewable only by a court in which a specified civil action under such Act is brought against the stationary source owner or operator. States that revision of a State implementation plan is not required because a compliance date extension has been granted if such plan would have met Clean Air Act requirements prior to the granting of such extension.

Housing and Community Development Amendments of 1981 - Title I: Community and Neighborhood Development and Conservation - Amends the Housing and Community Development Act of 1974 to: (1) authorize appropriations for fiscal year 1982 for grants to metropolitan areas for Community Development Programs; (2) limit the amount of commitments to guarantee notes and other obligations which the Secretary may enter into with respect to community development loan guarantees in fiscal year 1982; and (3) include activities designed to assist in the development of a comprehensive community housing and land use plan among activities that may be funded as part of a Community Development Program. Amends the Housing Act of 1964 to increase the amount of funds authorized for rehabilitation loans and to limit the amount of commitments to make such loans for fiscal year 1982. Amends the Housing Act of 1954 to reduce the funds authorized to be appropriated for fiscal year 1982 for grants for activities relating to the development of comprehensive plans for community development, employment, and conservation, and to restrict the use of such funds to carrying out the clearinghouse functions required by OMB Circular A-95. Amends the Neighborhood Self-Help Development Act of 1978 to authorize appropriations for fiscal year 1982 for grants for community development to neighborhood organizations. Amends the Neighborhood Reinvestment Cooperation Act to authorize appropriations for the Corporation for fiscal year 1982. Title II: Assisted Housing - Amends the United States Housing Act of 1937: (1) to increase, on October 1, 1981, the maximum amount of annual contributions which the Secretary of Housing and Urban Development may enter into contracts to make to low-income housing; (2) to limit the amount which may be obligated over the duration of such contracts with respect to additional authority provided after October 1, 1981; (3) to allocate such additional authority; and (4) to authorize appropriations for fiscal year 1982 for annual contributions for the operation of low-income housing projects. Amends the Housing and Community Development Amendments of 1978 to authorize fiscal year 1982 appropriations for operating assistance for troubled multifamily housing projects, with restrictions on the use of such funds for operating deficits resulting from failures to amend project contracts. Amends the National Housing Act to prohibit the approval of the appropriation of funds for such assistance after September 30, 1982. Amends the National Housing Act to: (1) authorize the Secretary to provide additional assistance payments of a specified amount per year to lower income families for acquiring home ownership or membership in a cooperative association; and (2) repeal the requirement that the Secretary recapture such assistance when the homeowner fails to make mortgage payments for 90 days. Amends the United States Housing Act of 1937 to authorize the Secretary to provide financial assistance to public housing agencies for emergency needs relating to fire-safety standards. Directs the Secretary to: (1) study and report to Congress on the extent to which low-income housing projects do not meet fire-safety standards; (2) study the utilization of an existing provision of the United States Housing Act of 1937 authorizing the Secretary to purchase a building containing assisted units and resell the building to the tenants; and (3) submit to Congress a legislative proposal for utilizing such provision to increase home ownership opportunities for lower income families. Amends the United States Housing Act of 1937 to authorize the Secretary to provide financial assistance with respect to projects in which all units do not have bathrooms or kitchens if: (1) there is a high demand for such units in the area; and (2) the local government and local public housing agency approve the use of such units. Exempts single individuals from specified qualifications with respect to eligibility for such assistance. Title III: Program Amendments and Extensions - Amends the National Housing Act to extend the authority of the Secretary to insure loans for mortgages and home improvement, to make assistance payments for emergency stimulation of the housing market, and to establish the maximum interest rates for certain mortgage insurance programs. Limits the maximum principal amount of loans and mortgages that the Secretary may insure under such Act in fiscal year 1982. Amends the Emergency Home Purchase Assistance Act of 1974 to extend the authority of the Secretary to direct the Government National Mortgage Association to purchase mortgages and securities. Amends the Housing Act of 1959 to limit the amount of loans the Secretary may make for the provision of housing for elderly or handicapped families in fiscal year 1982. Amends the Housing and Urban Development Act of 1970 to authorize appropriations for research for the Department of Housing and Urban Development in fiscal year 1982. Amends the National Housing Act to increase the amount of funds authorized to be appropriated to cover losses sustained by the General Insurance Fund. Amends the Federal National Mortgage Association Charter Act to: (1) increase, on October 1, 1981, the limitation on the total amount of commitments authorized for the Government National Mortgage Association; and (2) limit the aggregate principal amount of mortgages that the Association may purchase and the amount of securities issued by the Federal National Mortgage Association that the Association may guarantee during fiscal year 1982. Amends the Housing and Community Development Act of 1975 to direct the President to appoint two of the members of the Board of Directors of the National Institute of Building Sciences selected each year, and to extend the authorization for the Institute through fiscal year 1985. Amends the Energy Conservation in Existing Buildings Act of 1976 to authorize appropriations for the wetherization program for fiscal year 1982 and to require the Secretary to accept and consider applications from Indian tribal organizations for assistance under such program. Amends the National Housing Act to prohibit the Secretary from excluding any sum paid by a purchaser of a unit to a broker acting as the buyer's agent from the principal amount of a mortgage which may be insured under such Act. Amends the National Housing Act to: (1) increase the maximum amount of a Federal loan for the purchase of a manufactured home or a developed lot or rental space for such a home; (2) authorize the Secretary to increase such limit in areas where land or construction costs are high; (3) extend the maturity period for a loan for the purchase of such a home; and (4) permit the owner of a lot purchased without assistance to obtain assistance under such Act to refinance such lot. Title IV: Flood, Crime, and Riot Insurance - Amends the National Flood Insurance Act of 1968 to extend the national flood insurance program until September 30, 1982, and to authorize appropriations for various insurance studies during fiscal year 1982. Declares that the National Flood Insurance Fund shall be available only as approved in appropriation acts, except that the Funds shall be available for all purposes incident to the Government's operation of the program. Permits the Government to purchase insured property which has sustained single casualty damages or to make a low-interest loan to elevate an insured structure only if the property or structure is the principal residence of the owner. Amends the National Housing Act to extend the Secretary's authority: (1) to carry out the Federal riot insurance program and the Federal crime insurance program until September 30, 1982; and (2) to continue riot and crime insurance policies written prior to such date until September 30, 1984. Limits the appropriations authorized for such programs for fiscal year 1982. Title V: Rural Housing - Amends the Housing Act of 1949 to authorize appropriations for fiscal year 1982 to the Secretary of Agriculture: (1) to insure and guarantee loans for rural housing, with certain restrictions; (2) to make loans and grants for improvements of rural housing; (3) to provide financial assistance for the provision of low-rent housing for domestic farm labor; (4) to make grants or contracts for the development of programs to assist low-income persons in benefiting from housing programs in rural areas; (5) to insure loans to provide rental housing for persons of moderate income in rural areas; (6) for programs of mutual and self-help in rural areas; and (7) for the Self-Help Housing Land Development Fund. Extends the Secretary's authority to: (1) provide additional financial assistance to families who cannot afford a dwelling after receiving interest credit subsidies; and (2) enter into rental assistance contracts. Title VI: Multifamily Mortgage Foreclosure - Multifamily Mortgage Foreclosure Act of 1981 - Authorizes the Secretary to foreclose multifamily mortgages held by the Secretary encumbering real estate located in any State. Sets forth procedures for the designation of a foreclosure commissioner or commissioners by the Secretary. Designates the Secretary as a guarantor of payment of any judgment against such commissioners. Permits a foreclosure by the Secretary to commence upon the breach of a covenant or condition in the mortgage agreement for which foreclosure is authorized under such mortgage. Specifies procedures for: (1) notice of default and foreclosure sale; (2) service of such notice; (3) presale reinstatement and cancellation of foreclosure; (4) conduct of a foreclosure sale; (5) disposition of foreclosure costs and sale proceeds; (6) transfer of title and possessions; and (7) recording the foreclosure and sale. Authorizes the Secretary to require, as a condition and term of sale, that the purchaser at a foreclosure sale under this Act agree to the continued operation of the security property in accordance with the appropriate loan program. Title VII: Effective Date - Makes this Act effective on October 1, 1981.

Directs the Postmaster General to issue a commemorative postage stamp to honor Roberto Clemente. Provides that such stamp shall be issued in the denomination used for first-class mail up to one ounce in weight and shall be placed on sale during the month of August.

Sales Representatives Protection Act - Title I: Contracts Between Sales Representatives and Principals - Requires a principal who enters into a contract with a sales representative for the solicitation of orders for merchandise of the principal to furnish specified information to the representative, including monthly commission statements. Enumerates items to be included in any written contract between a principal and sales representative in order to conform with this Act. Title II: Indemnification - Exempts principals who have entered into a written contract in conformity with title I from the indemnification requirements of this title. Requires any principal to indemnify a sales representative in accordance with this title if such principal: (1) without good cause terminates a representative's assignment or reduces the geographical territory assigned to a representative; (2) reduces the rate of commission paid to a representative; or (3) reduces the number of accounts assigned within a geographical territory. Sets forth a formula for the indemnification of such representatives. Title III: Miscellaneous - Permits actions to be brought in Federal district court to enforce the rights or liabilities of this Act.

Authorizes appropriations for the international affairs functions of the Department of the Treasury for fiscal year 1982. Directs the Secretary of the Treasury, on or before October 1, 1982, to report to both Houses of the Congress regarding the status of negotiations within the Organization for Economic Cooperation and Development on improving the International Arrangement on Guidelines for Officially Supported Export Credits and on the status of any other multilateral or bilateral negotiations or discussions.

Handgun Crime Control Act of 1981 - Title I: Amendments to Chapter 44 of Title 18, United States Code - Amends the Federal criminal code to direct the Attorney General to approve for manufacture, assembly, importation, sale, or transfer any handgun model which is generally recognized as particularly suitable for or readily adaptable to sporting purposes. Makes it unlawful for any licensed manufacturer, importer, dealer, or collector to manufacture, assemble, sell, deliver, or transfer any handgun (other than a curio or relic) which is not an approved model. Makes it unlawful for any non- licensee to sell or transfer any handgun (other than curio or relic) unless such person knows or has reasonable cause to believe such handgun is an approved model. Prohibits a pawnbroker from being licensed as a dealer in handguns or handgun ammunition. Directs the Attorney General to review State laws providing for permits to carry and purchase handguns and certify those meeting specified standards. Allows an individual possessing a permit under a certified State law to purchase a handgun if certain requirements are met. Makes it unlawful for a licensed dealer to transfer a handgun to a person not holding a permit under a certified State law unless certain procedures are followed. Requires in any such case that the transferee appear in person at the dealer's business premises. Requires the dealer, before delivery of the handgun, to forward a copy of a sworn statement by the transferee to the chief local law enforcement officer of the transferee's place of residence and the Federal Bureau of Investigation (FBI) for an identity and record check. Prohibits delivery until 21 days after submission of the sworn statement. Makes it unlawful for any licensed importer, manufacturer, dealer, or collector to sell to the same person, or for any non-licensee to purchase, three or more handguns during a period of one year, without the prior approval of the Attorney General. Makes it unlawful for any person to fail to report the loss, theft, or disappearance of a handgun in his possession to the authorities within 24 hours after discovering such loss. Requires all licensed importers, manufacturers, and dealers to maintain accurate records of all handgun transfers. Makes whoever negligently transfers a handgun in violation of this Act civilly liable for the death or injury of an individual as a result of the use of such handgun by the transferee during commission of an offense. Makes it unlawful for any person to transport any firearm or ammunition in interstate or foreign commerce if such transportation violates a State law in a place through which the firearm was shipped or an ordinance at the place of sale, delivery, or other disposition. Increases the license fee for handgun dealers from $10 to $500 and for manufacturers and importers from $50 to $5,000. Makes it unlawful for any illegal alien, dishonorably discharged member of the Armed Forces, or U.S. citizen who has renounced such citizenship to possess, transport, or receive any firearm or ammunition. Amends the Omnibus Crime Control Act of 1970 to revise and increase the mandatory penalties for using or carrying a firearm during commission of a Federal felony. Deletes the requirement that the firearm be carried "illegally." Increases the additional penalty imposed for such offense to two to ten years' imprisonment for a first offense (currently, one to ten years) and five to 25 years for a second offense (currently, two to 25 years). Extends to first offenders the stipulations, currently applicable only to second offenders, that the court not suspend any sentence, grant probation, or impose concurrent sentences, unless the court finds the existence of enumerated mitigating circumstances. Adds a term of parole ineligibility as an additional restriction on first offenders (two years) and subsequent offenders (five years). Title II: Gun Control Functions Transferred to the Attorney General - Transfers to the Attorney General all functions of the Secretary of the Treasury under the Gun Control Act of 1968. Establishes the Firearms Safety and Abuse Control Administration within the Department of Justice. Requires the Attorney General to report annually to Congress on the activities of the Administration. Title III: Miscellaneous Provisions - Directs the Advisory Commission on Intergovernmental Relations, in consultation with the U.S. Conference of Mayors and the National League of Cities, to report on the intergovernmental problems involved in controlling illicit handgun traffic and the effectiveness of the Gun Control Act of 1968.

Expresses the sense of the Congress that: (1) the Soviet Union should comply with various declarations and international agreements by providing proper medical care to Yuriy Shukhevych, by releasing him from prison, and by permitting him and his family to emigrate; (2) the President should express continuing U.S. opposition to the imprisonment and maltreatment of Yuriy Shukhevych; and (3) the President should reiterate that the United States, in evaluating its relations with other nations, will consider the extent to which other nations honor their international commitments, especially their human rights commitments.

Title I - Amends the Voting Rights Act of 1965 to extend from August 6, 1982, to August 6, 1992: (1) the time period during which jurisdictions covered by the triggering mechanism must not have used a test or device to deny the right to vote on account of race in order to be released from coverage; and (2) the time period during which changes in voting laws must be precleared with the Federal Government. Title II - Restates the prohibition against denying the right to vote based on race to prohibit any State from imposing voting practices "in a manner which results in a denial or abridgement" of the right to vote (thus permitting use of indirect proof in proving discrimination). Title III - Extends the bilingual election requirements from August 6, 1985, to August 6, 1992.

Older Americans Act Amendments of 1981 - Amends the Older Americans Act of 1965 to include the Commonwealth of the Northern Mariana Islands under the definition of "State" for purposes of the Act. Includes among the functions of the Administration on Aging the coordination of Federal activities with respect to the collection, preparation, and dissemination of information relevant to older individuals. Eliminates the National Information and Resource Clearinghouse for the Aged. Sets March 31, 1982, as the deadline for a study by the Federal Council on Aging evaluating programs for older Americans. Extends the authorization of appropriations for the Council through fiscal year 1983. Eliminates outdated provisions relating to a report on legal services programs. Repeals a provision that a Congressional declaration of policy respecting "Insular Areas" not apply to the administration of programs for older Americans. Extends through fiscal year 1983 the authorization of appropriations for grants for State and community programs on aging (relating to social services and to congregate and home delivered nutrition services). Continues through fiscal year 1983 formulas for allotments to States and determination of the Federal share of costs of such programs. Changes (from a minimum of 50 percent) to "an adequate proportion" that portion of the amount of social service grant funds which area plans must assure will be expended for access to services, in-home services, and legal services. Requires that State plans provide that each nutrition service project will be available not only to individuals aged 60 or older and their spouses but also to handicapped or disabled individuals under 60 years of age residing in senior citizen centers where congregate nutrition services are provided. Requires that such plans give primary consideration to congregate nutrition services, but allows area agencies to award funds to organizations for home nutrition services without requiring that such organizations also provide congregate services. Permits charges for access to meals for the elderly where appropriate. Repeals a limitation on the use of nutrition services funds for supportive services. Extends through fiscal year 1983: (1) the 30 cents per meal minimum level of assistance under the program of donation of surplus agricultural commodities to nutrition services for the elderly grant or contract recipients; and (2) the requirement that the Secretary of Agriculture purchase high protein foods, meat, and meat alternates for such purpose. Directs the Commissioner of the Administration on Aging to consult with minority aging organizations and include the status of meeting the manpower needs of the minority elderly in reports on existing and future personnel needs. Includes weatherization improvement and energy efficiency among the special housing needs of older individuals for which special consideration will be given in awarding project grants and contracts. Provides that a report on special projects in comprehensive long-term care be included in the annual report on programs for older Americans. Extends through fiscal year 1983 the authorization of appropriations for training, research, and discretionary projects and programs in the field of aging. Includes the Commonwealth of the Northern Mariana Islands in: (1) provisions for distribution of assistance under such Act; and (2) in the definition of "State" for purposes of the Older American Community Service Employment Programs. Includes weatherization activities among community services for purposes of such programs. Extends through fiscal year 1983 the authorization of appropriations for such programs. Extends through fiscal year 1983 the authorization of appropriations for grants for Indian tribes for elderly services, including multipurpose senior centers. Sets forth technical and conforming amendments.

Housing and Community Development Amendments of 1981 - Title I: Community and Neighborhood Development and Conservation - Amends the Housing and Community Development Act of 1974 to: (1) authorize appropriations for fiscal year 1982 for grants to metropolitan areas for Community Development Programs; and (2) to limit the amount of commitments to guarantee notes and other obligations which the Secretary may enter into with respect to community development loan guarantees in fiscal year 1982. Amends the Housing Act of 1964 to increase the amount of funds authorized for rehabilitation loans and to limit the amount of commitments to make such loans for fiscal year 1982. Amends the Housing Act of 1954 to reduce the funds authorized to be appropriated for fiscal year 1982 for grants for activities relating to the development of comprehensive plans for community development, employment, and conservation, and to restrict the use of such funds to carrying out the clearinghouse functions required by OMB Circular A-95. Amends the Neighborhood Self-Help Development Act of 1978 to authorize appropriations for fiscal year 1982 for grants for community development to neighborhood organizations. Amends the Neighborhood Reinvestment Corporation Act to authorize appropriations for the Corporation for fiscal year 1982. Title II: Assisted Housing - Amends the United States Housing Act of 1937: (1) to increase, on October 1, 1981, the maximum amount of annual contractual contributions which the Secretary of Housing and Urban Development may make to low-income housing; (2) to limit the amount which may be obligated over the duration of such contracts with respect to additional authority provided after October 1, 1981; (3) to allocate such additional authority; and (4) to authorize appropriations to fiscal year 1982 for annual contributions for the operation of low-income housing projects. Amends the Housing and Community Development Amendments of 1978 to authorize fiscal year 1982 appropriations for operating assistance for troubled multifamily housing projects, with restrictions on the use of such funds for operating deficits resulting from failures to amend project contracts. Amends the National Housing Act to prohibit the approval of the appropriation of funds for such assistance after September 30, 1982. Amends the National Housing Act to authorize the Secretary to provide additional assistance payments of a specified amount per year to lower income families for acquiring home ownership or membership in a cooperative association. Title III: Program Amendments and Extensions - Amends the National Housing Act to extend the Secretary's authority to insure loans for mortgages and home improvement. Extends the Secretary's authority to establish the maximum interest rates for certain mortgage insurance programs. Limits the maximum principal amount of loans and mortgages that the Secretary may insure under such Act in fiscal year 1982. Amends the Emergency Home Purchase Assistance Act of 1974 to extend the authority of the Secretary to direct the Government National Mortgage Association to purchase mortgages and securities. Amends the Housing Act of 1959 to limit the amount of loans the Secretary may make for the provision of housing for elderly or handicapped families in fiscal year 1982. Amends the Housing and Urban Development Act of 1970 to authorize appropriations for research for the Department of Housing and Urban Development in fiscal year 1982. Amends the National Housing Act to increase the amount of funds authorized to be appropriated to cover losses sustained by the General Insurance Fund. Amends the Federal National Mortgage Association Charter Act to: (1) increase, on October 1, 1981, the limitation on the total amount of commitments authorized for the Government National Mortgage Association; and (2) to limit the aggregate principal amount of mortgages that the Association may purchase and the amount of securities issued by the Federal National Mortgage Association that the Association may guarantee during fiscal year 1982. Amends the Housing and Community Development Act of 1975 to direct the President to appoint two of the members of the Board of Directors of the National Institute of Building Sciences selected each year, and to extend the authorization for the Institute through fiscal year 1987. Amends the Energy Conservation in Existing Buildings Act of 1976 to authorize appropriations for the weatherization program for fiscal year 1982. Title IV: Flood, Crime, and Riot Insurance - Amends the National Flood Insurance Act of 1968 to extend the national flood insurance program until September 30, 1983, and to authorize appropriations for various insurance studies during fiscal year 1982. Amends the National Housing Act to extend: (1) the Secretary's powers to enter into contracts with respect to the Federal riot reinsurance program and the Federal crime insurance program until September 30, 1983; and (2) the deadline for submitting a plan for the liquidation of such programs to Congress until September 30, 1986. Title V: Rural Housing - Amends the Housing Act of 1949 to authorize appropriations for fiscal year 1982 to the Secretary of Agriculture: (1) to insure and guarantee loans for rural housing, with certain restrictions; (2) to make loans and grants for improvements of rural housing; (3) to provide financial assistance for the provision of low- rent housing for domestic farm labor; (4) to make grants or contract for the development of programs to assist low-income persons in benefiting from housing programs in rural areas; and (5) to insure loans to provide rental housing for persons of moderate income in rural areas. Terminates use of the Rural Housing Insurance Fund for certain rural housing loans as of October 1, 1981. Authorizes the Secretary of Agriculture to enter into contracts to provide: (1) interest credit payments with respect to such loans made during fiscal year 1982; (2) additional assistance payments to low income persons who are unable to afford dwellings with such interest credit payments; and (3) rental assistance payments. Authorizes appropriations for such payments in fiscal year 1982 with annual and aggregate limitations. Authorizes fiscal year 1982 appropriations for: (1) programs of mutual and self-help housing in rural areas; and (2) the Self-Help Housing Land Development Fund.

Establishes a Special Joint Committee on the Centennial of the Birth of Franklin Delano Roosevelt. Directs that such committee shall be composed of sixteen Members of the Congress. Directs that such committee shall prepare an overall program for nationwide observances and make comprehensive plans for commemorating the one hundredth anniversary of the birth of Franklin Delano Roosevelt, including a joint session of Congress to be held on January 29, 1982. Provides that the expenses of such committee shall not exceed a specified amount to be paid from the contingent fund of the House of Representatives. Directs that upon termination of the committee one-half of its expenses shall be paid by transfer from the contingent fund of the Senate to the contingent fund of the House of Representatives. Provides that such committee shall terminate not later than April 30, 1982.

Federal Financing Bank Act Amendments of 1981 - Amends the Federal Financing Bank Act of 1973 to include the receipts and disbursements of the Bank in the discharge of its functions in the totals of the budget of the United States Government. Authorizes such Bank, to the extent as may be provided in advance in appropriations Acts, to make commitments to purchase and sell, and to purchase and sell, any obligation which is issued, sold, or guaranteed by a Federal agency. Directs the Bank to make commitments to purchase, and to purchase, any obligation offered to it: (1) which is guaranteed by a Federal agency; (2) which has not previously been issued or sold to any person or governmental entity; and (3) in any case in which the guarantee with respect to such obligation would cease to be effective if such obligation were held by any person or governmental entity (other than such agency or the Bank). Permits any Federal agency, to the extent as may be provided in advance in appropriations Acts, which is authorized to issue, sell, or guarantee any obligation to issue or sell such obligation directly to the Bank. Subjects any guarantee by a Federal agency of an obligation to the condition that if such obligation is held by any person or governmental entity, other than such agency or the Bank, such guarantee shall thereafter cease to be effective, except in the case of any obligation which: (1) the Secretary of the Treasury determines is of a type which is not ordinarily brought and sold in the same markets as investment securities; or (2) which is issued or sold by the Bank.

Federal Lending Oversight and Control Act - Declares that the purpose of this Act is to provide a statutory basis for controlling loans and loan guarantees under Federal credit programs through the congressional budget process. Title I: Reports Regarding Federal Credit Activity - Requires the Secretary of the Treasury, not later than February 1 and August 1 of each year, in consultation with the Council of Economic Advisors, to transmit a report to both Houses of Congress regarding Federal credit activity during the previous six month period. Requires each such report to examine the relationship between Federal credit activity during the previous six-month period and: (1) the condition of the economy; (2) the availability and cost of credit in the private sector; and (3) the exercise of monetary and fiscal policy by the Federal Government. Amends the Federal Reserve Act to direct the Board of Governors of the Federal Reserve System, in their biannual reports to Congress concerning recent developments affecting economic trends in the Nation, to examine the effects of Federal credit activity on the availability and cost of credit in the private sector and on the exercise of monetary policy by the Board and the Federal Open Market Committee. Amends the Budget and Accounting Act of 1921 to require the President, in his annual budget statement to the Congress, to include all essential facts regarding direct lending by the Government and guarantees by the Government of the repayment of indebtedness incurred by another person or government. Title II: Changes in Congressional Budget Procedures - Amends the Congressional Budget Act of 1974 to require the first concurrent resolution on the budget for each fiscal year to set forth the appropriate level of total gross obligations for the principal amount of direct loans and the appropriate level of total commitments to guarantee loans and to allocate such totals among the major functional categories of the budget. Directs each standing committee of the House and Senate to submit its estimates of direct loan obligations and loan guarantee commitments provided for in legislation under its jurisdiction by March 15 of each year for consideration of the Budget Committee in formulating the budget resolution. Directs the House and Senate Banking Committees to submit recommendations to the Budget Committees for the aggregate levels of direct loans and loan guarantees in each fiscal year. Requires the joint explanatory statement accompanying a conference report on the concurrent resolution on the budget to include an estimate allocation of the total levels of direct loan obligations and loan guarantee commitments among the committees of the House and Senate. Directs the Committees on Appropriations to provide such an allocation among their subcommittees as soon as practicable after a budget resolution has been agreed to. Requires the House Committee on Appropriations, before reporting any regular appropriations bills, to submit a summary report to the House comparing the credit authority contained in such bills to the levels agreed to in the budget resolution. Requires any report accompanying legislation conferring new budget authority or increasing tax expenditures to include information on direct loan obligations and loan guarantee commitments. Establishes a deadline for the completion of action on legislation providing credit authority. Requires the second concurrent resolution on the budget in any fiscal year and the reconciliation process to take into account Federal obligations and commitments on loans and loan guarantees. Declares out of order any measure brought up for consideration in either House which would increase the level of loan obligations and guarantee commitments agreed to in the budget process. Requires any authority to guarantee the payment of any indebtedness to be contingent on provisions in appropriation Acts. Title III: Amendments to House Rules - Amends rule X of the Rules of the House of Representatives to require each standing committee (other than the Committee on Appropriations and the Committee on the Budget) to review and make appropriate recommendations with respect to the consistency and uniformity of the different definitions, default provisions, policies, interest rates, and other terms and conditions relating to direct loan, loan insurance, and loan guarantee activities included in any laws of which the subject matter is within the jurisdiction of that committee. Title IV: Construction and Effective Dates - Sets forth the effective dates of the titles of this Act.

Establishes a presumption of service-connected disability caused by exposure to a phenoxy herbicide (Agent Orange) for veterans who served in Southeast Asia during the Vietnam era. Waives the one-year limitation on claims for compensation for such disabilities.
