Hunting, Fishing, and Recreational Shooting Protection Act - Amends the Toxic Substances Control Act (TSCA) to exclude from the definition of "chemical substance" for purposes of such Act: (1) any component of any pistol, revolver, firearm, shell, or cartridge the sale of which is subject to federal excise tax, including shot, bullets and other projectiles, propellants, and primers; and (2) any sport fishing equipment the sale of which is subject to federal excise tax and sport fishing equipment components.

Establishes in the House of Representatives a select Committee to investigate and report to the House on: any intelligence known to the United States relating to the attack on the U.S. consulate in Benghazi, Libya, on September 11, 2012; any requests for additional security, or actions taken by federal agencies to improve security at the consulate before the attack; a definitive timeline of it; how the relevant agencies and the executive branch responded to it and whether appropriate congressional notifications were made; any improper conduct by officials relating to the attack; recommendations on what steps Congress and the President should take to prevent future attacks; and any other relevant issues relating to the attack or the response to it.

Stolen Valor Act of 2013 - Amends the federal criminal code to rewrite provisions relating to fraudulent claims about military service to subject to a fine, imprisonment for not more than one year, or both an individual who, with intent to obtain money, property, or other tangible benefit, fraudulently holds himself or herself out to be a recipient of: a Congressional Medal of Honor, a distinguished-service cross, a Navy cross, an Air Force cross, a silver star, a Purple Heart, a Combat Infantryman's Badge, a Combat Action Badge, a Combat Medical Badge, a Combat Action Ribbon, a Combat Action Medal, or any replacement or duplicate medal for such medal as authorized by law.

Title X Abortion Provider Prohibition Act - Amends the Public Health Service Act to prohibit the Secretary of Health and Human Service (HHS) from providing any federal family planning assistance to an entity unless the entity certifies that, during the period of such assistance, the entity will not perform, and will not provide any funds to any other entity that performs, an abortion. Excludes an abortion where: (1) the pregnancy is the result of an act of rape or an act of incest; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Excludes hospitals from such requirement so long as the hospital does not provide funds to any non-hospital entity that performs an abortion. Requires the Secretary to annually provide Congress: (1) information on grantees who performed abortions under the exceptions, and (2) a list of entities to which grant funds are made available.

Federal Reserve Transparency Act of 2013 - Directs the Comptroller General (GAO) to: (1) complete, within 12 months of enactment of this Act, the required audit of the Board of Governors of the Federal Reserve System (Board) and of the Federal Reserve Banks; and (2) submit to Congress, within 90 days of audit completion, a detailed report of audit findings and conclusions. Repeals certain limitations placed upon such audit. Instructs the Comptroller General to audit and report on the review of loan files of homeowners in foreclosure in 2009 or 2010, required as part of the enforcement actions taken by the Board against supervised financial institutions. Prescribes audit contents, including: (1) the guidance given by the Board to independent consultants retained by the supervised financial institutions regarding procedures to be followed in conducting the file reviews, (2) the factors considered by independent consultants when evaluating loan files and the results obtained pursuant to those reviews, and (3) the determinations made by such consultants regarding the nature and extent of financial injury sustained by each homeowner as well as the level and type of remediation offered.

Repeals the Patient Protection and Affordable Care Act, effective as of its enactment. Restores provisions of law amended by such Act. Repeals the health care provisions of the Health Care and Education and Reconciliation Act of 2010, effective as of the Act's enactment. Restores provisions of law amended by the Act's health care provisions.

Birthright Citizenship Act of 2013 - Amends the Immigration and Nationality Act to consider a person born in the United States "subject to the jurisdiction" of the United States for citizenship at birth purposes if the person is born in the United States of parents, one of whom is: (1) a U.S. citizen or national, (2) a lawful permanent resident alien whose residence is in the United States, or (3) an alien performing active service in the U.S. Armed Forces.

Amends the Internal Revenue Code to repeal the prohibition against churches and other tax-exempt organizations participating in political campaigns or supporting or opposing candidates for public office. Provides that this repeal shall not invalidate or limit any provision of the Federal Election Campaign Act of 1971.

Seniors' Tax Simplification Act of 2013 - Directs the Secretary of the Treasury to make available a new federal income tax Form 1040SR (similar to Form 1040EZ) to individuals who have turned 65 as of the close of the taxable year. Allows the form to be used even if income includes: (1) social security benefits; (2) distributions from qualified retirement plans, annuities, or other such deferred payment arrangements; (3) interest and dividends; or (4) capital gains and losses.

Fair Tax Act of 2013 - Repeals the income tax, employment tax, and estate and gift tax. Redesignates the Internal Revenue Code of 1986 as the Internal Revenue Code of 2013. Imposes a national sales tax on the use or consumption in the United States of taxable property or services. Sets the sales tax rate at 23% in 2015, with adjustments to the rate in subsequent years. Allows exemptions from the tax for property or services purchased for business, export, or investment purposes, and for state government functions. Sets forth rules relating to: (1) the collection and remittance of the sales tax, and (2) credits and refunds. Allows a monthly sales tax rebate for families based upon criteria related to family size and poverty guidelines. Grants states the primary authority for the collection of sales tax revenues and the remittance of such revenues to the Treasury. Sets forth administrative provisions relating to: (1) the filing of monthly reports and payments of tax; (2) accounting methods; (3) registration of sellers of goods and services responsible for reporting sales; (4) penalties for noncompliance; and (5) collections, appeals, and taxpayer rights. Directs the Secretary of the Treasury to allocate sales tax revenues among: (1) the general revenue, (2) the old-age and survivors insurance trust fund, (3) the disability insurance trust fund, (4) the hospital insurance trust fund, and (5) the federal supplementary medical insurance trust fund. Prohibits the funding of the Internal Revenue Service (IRS) after FY2017. Establishes in the Department of the Treasury: (1) an Excise Tax Bureau to administer excise taxes not administered by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF); and (2) a Sales Tax Bureau to administer the national sales tax. Terminates the sales tax imposed by this Act if the Sixteenth Amendment to the U.S. Constitution (authorizing an income tax) is not repealed within seven years after the enactment of this Act.

Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict. Requires any such waiver to identify and be limited to the specific excess or increase for that fiscal year made necessary by the identified military conflict.

Congressional Pay Freeze and Fiscal Responsibility Act - Amends the Continuing Appropriations Act, 2011, as amended by the Continuing Appropriations Resolution, 2013 (P.L. 112-175), to extend the freeze on adjustments to pay of federal employees and officials, including Members of Congress, through December 31, 2013. Eliminates the delayed statutory pay adjustment contained in the Resolution that was permitted to take effect with the first applicable pay period beginning after March 27, 2013.

Requires the Director of the Office of Management and Budget (OMB), not later than 150 days after the enactment of this Act, to coordinate with the heads of federal agencies to: (1) use available administrative authority to eliminate, consolidate, or streamline federal programs and agencies with duplicative and overlapping missions as identified in the February 2012 Government Accountability Office (GAO) report entitled "Opportunities to Reduce Duplication, Overlap and Fragmentation, Achieve Savings, and Enhance Revenue" and the March 2011 GAO report entitled "Opportunities to Reduce Potential Duplication in Government Programs, Save Tax Dollars, and Enhance Revenue" and apply any savings towards deficit reduction; (2) report to Congress any legislative changes required to further eliminate, consolidate, or streamline such programs and agencies; (3) determine the total cost savings to each agency from the implementation of this Act; and (4) rescind from appropriate accounts the greater of $10 billion or the total amount of such cost savings.

Averting the Fiscal Cliff Act - Title I: Job Protection and Recession Prevention Act - Subtitle A: Job Protection and Recession Prevention Act - Job Protection and Recession Prevention Act of 2012 - Makes permanent: (1) the Economic Growth and Tax Relief Reconciliation Act of 2001, and (2) provisions of the Jobs and Growth Tax Relief Reconciliation Act of 2003 that reduce tax rates on capital gain and dividend income. Extends through 2013 the estate, gift, and generation-skipping transfer provisions of the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010. Amends the Internal Revenue Code to extend through 2013: (1) the increased expensing allowance for depreciable business assets, and (2) the increased alternative minimum tax (AMT) exemption amount for individual taxpayers. Subtitle B: Pathway to Job Creation Through a Simpler, Fairer Tax Code Act - Pathway to Job Creation through a Simpler, Fairer Tax Code Act of 2012 - States that the purpose of this Subtitle is to provide for the enactment of comprehensive tax reform in 2013. Defines a "tax reform bill" as a bill of the 113th Congress that is introduced in the House of Representatives by the chair of the Committee on Ways and Means not later than April 30, 2013 (or the first legislative day thereafter if the House is not in session on that day), the title of which is "a bill to provide for comprehensive tax reform." Requires the chair of the Joint Committee on Taxation to notify the House and Senate upon determining that such an introduced bill contains proposals to: (1) consolidate the 6 current individual income tax brackets into a maximum of 2 brackets (of 10% and not higher than 25%), (2) reduce the corporate income tax rate to not more than 25%, (3) repeal the alternative minimum tax (AMT), (4) broaden the tax base to maintain revenue between 18% and 19% of the economy, and (5) change from a worldwide to a territorial system of taxation. Provides for expedited consideration of such bill in the House of Representatives and the Senate. Title II: Sequestration Replacement Act - Subtitle A: Agriculture - Agricultural Reconciliation Act of 2012 - Amends the American Recovery and Reinvestment Act of 2009 to terminate the increase in the value of supplemental nutrition assistance program (SNAP, formerly the food stamp program) benefits for Puerto Rico and American Samoa on the date of enactment of the Averting the Fiscal Cliff Act. Amends the Food and Nutrition Act of 2008 to limit categorical SNAP eligibility to households receiving specified other program benefits in cash. Eliminates the requirement that a state agency using a standard utility allowance provide such allowance to a household that receives assistance under the Low Income Home Energy Assistance Act of 1981 or other energy assistance program if such household incurs out-of-pocket heating or cooling expenses exceeding such assistance. Eliminates: (1) administrative cost sharing to states for certain employment and training programs, (2) state bonus programs for effective SNAP administration, and (3) indexing for the nutrition education and obesity prevention grant program. Reduces FY2013 funding for employment and training programs. Authorizes FY2013 appropriations to carry out the Food and Nutrition Act of 2008. States that this title and the amendments made by this title shall take effect on enactment of this Act, and shall apply only with respect to certification periods that begin on or after such date. Subtitle B: Committee on Energy and Commerce - Amends the Patient Protection and Affordable Care Act (PPACA) to repeal provisions: (1) appropriating funds to the Secretary of Health and Human Services (HHS) to award grants to states for activities (including planning activities) related to establishing an American Health Benefit Exchange (a state health insurance exchange), (2) establishing and appropriating funds to the Prevention and Public Health Fund (a Fund to provide for expanded and sustained national investment in prevention and public health programs to improve health and help restrain the rate of growth in private and public sector health care costs), and (3) appropriating funds for the establishment and operation of the Consumer Operated and Oriented Plan (CO-OP) program (designed to foster the creation of qualified nonprofit health insurance issuers to offer qualified health plans in the individual and small group markets). Rescinds any unobligated balance appropriated under such provisions. Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) extend the reduction of the threshold level of permissible state taxes on health care providers before federal funding to the state for Medicaid is reduced; (2) reduce the state disproportionate share hospital (DSH) allotment for FY2022; and (3) repeal provisions prohibiting states from reducing eligibility levels for Medicaid. Amends SSA title XXI (Children's Health Insurance Program) (CHIP) to repeal provisions prohibiting states from reducing eligibility levels for CHIP. Repeals provisions that increased Medicaid payments to territories though FY2019. Decreases the federal medical assistance percentage (FMAP) for Puerto Rico, the Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa. Repeals provisions providing bonus payments to states for enrollment and retention programs for children covered under Medicaid and CHIP. Subtitle C: Financial Services -- Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank) to repeal Title II (Orderly Liquidation Authority), including the Orderly Liquidation Fund, and to restore any federal law amended by it as if title II of Dodd-Frank had not been enacted. HAMP Termination Act of 2012 - Amends the Emergency Economic Stabilization Act of 2008 (EESA) to terminate the authority of the Secretary of the Treasury to provide new mortgage modification assistance under the Home Affordable Modification Program (HAMP), except with respect to existing obligations on behalf of homeowners already extended an offer to participate in the program. Declares unavailable after the enactment of this Act for obligation or expenditure under HAMP any amounts made available for HAMP under EESA title I that: (1) have been allocated for use but not yet obligated, and (2) are not necessary for providing HAMP assistance on behalf of those homeowners already extended an offer to participate in HAMP. Directs the Secretary to study: (1) the extent to which HAMP is used by homeowners who are active duty members of the Armed Forces (or their spouses or parents), veterans, or Gold Star-eligible widows, parents, or next of kin of Armed Forces members who died in military operations; and (2) the impact of the program on them. Amends the Consumer Financial Protection Act of 2010 to repeal the obligation of the Board of Governors of the Federal Reserve System (Federal Reserve Board) to transfer quarterly to the Consumer Financial Protection Bureau (CFPB) the amount of funds determined by the CFPB Director to be reasonably necessary to carry out CFPB authorities. Repeals the Consumer Financial Protection Fund and the Consumer Financial Civil Penalty Fund. Repeals the exclusion of CFPB funds from construction as government funds or appropriated monies. Subjects the CFPB funds to the annual congressional authorization and appropriation process. Amends Dodd-Frank to repeal the Office of Financial Research. Subtitle D: Committee on the Judiciary - Help Efficient, Accessible, Low Cost, Timely Healthcare (HEALTH) Act of 2012 - Sets forth provisions regulating lawsuits for health care liability claims concerning the provision of health care goods or services or any medical product affecting interstate commerce. Sets a statute of limitations of three years after the date of manifestation of injury or one year after the claimant discovers the injury, with certain exceptions. Limits noneconomic damages to $250,000. Makes each party liable only for the amount of damages directly proportional to such party's percentage of responsibility. Allows the court to restrict the payment of attorney contingency fees. Limits the fees to a decreasing percentage based on the increasing value of the amount awarded. Authorizes the award of punitive damages only where: (1) it is proven by clear and convincing evidence that a person acted with malicious intent to injure the claimant or deliberately failed to avoid unnecessary injury the claimant was substantially certain to suffer, and (2) compensatory damages are awarded. Limits punitive damages to the greater of two times the amount of economic damages or $250,000. Limits the liability of manufacturers, distributors, suppliers, and providers of medical products that comply with Food and Drug Administration (FDA) standards. Provides for periodic payments of future damage awards. Subtitle E: Committee on Oversight and Government Reform - Increases federal employee contributions under the Civil Service Retirement System (CSRS) and the Federal Employees' Retirement System (FERS) by 5% of salary over 5 years, beginning in calendar year 2013. Increases retirement contributions for: (1) Members of Congress in CSRS and FERS and for congressional employees in CSRS by 8.5% (by 7.5% for congressional employees in FERS) of salary over 5 years, beginning in calendar year 2013; and (2) Members of Congress and certain federal employees who begin federal service after December 31, 2012, and who have less than 5 years of creditable service for retirement purposes (revised annuity employees). Requires any excess contributions made by an employee of the U.S. Postal Service (USPS) or the Postal Regulatory Commission (PRC) to be deposited to the credit of the Postal Service Fund, rather than the Civil Service Retirement and Disability Fund. Modifies rules for determining government contributions to CSRS and FERS made after December 31, 2012, and requires any excess contributions to FERS to be used for reducing the unfunded liability of CSRS. Eliminates the annuity supplement for FERS employees hired after December 31, 2012, except for certain law enforcement officers, firefighters, nuclear material couriers, border protection officers, and air traffic controllers. Allows federal employees (including employees of USPS and PRC) and Members of Congress in CSRS or FERS to deposit any payment they receive for accumulated and accrued annual or vacation leave into their Thrift Savings Fund accounts. Subtitle F: Committee on Ways and Means - Amends the Internal Revenue Code to: (1) repeal the limitation on the recapture of advance payment amounts of the tax credit for health insurance premium assistance that exceed the allowable amount of such credit for certain low-income taxpayers, and (2) require taxpayers who are claiming the refundable portion of the child tax credit to include their social security numbers on their tax returns. Repeals the program of block grants to states for social services under title XX (Block Grants to States for Social Services) of the Social Security Act. Subtitle G: Sequester Replacement - Sequester Replacement Act of 2012 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to remove veterans' medical care from the accounts subject to a sequester. Abolishes the distinction between security and nonsecurity categories of discretionary spending for new budget authority in FY2013. Combines the dollar amounts of the current categories ($686 billion for the security category and $361 billion for the nonsecurity category) into a single amount of $1.047 trillion in new budget authority. Revises sequestration requirements for FY2013 to require a $19.104 billion across-the-board decrease in the discretionary spending category as of January 2, 2013. Directs the Office of Management and Budget (OMB) to issue a supplemental sequestration report for FY2013 to eliminate any discretionary spending breach of the $1.047 trillion spending limit, as adjusted by the $19.104 billion across-the-board reduction requirement of this Act. Directs the President to order a sequestration, if any, as required by such report. Amends the Congressional Budget Act of 1974 to authorize the chair of the Committee on the Budget of the House of Representatives or the Senate to make adjustments to any legislative measure to conform to the discretionary spending limits of this Act. Nullifies any sequestration order the President may issue under the Gramm-Rudman-Hollings Act to carry out reductions to direct spending for the FY2013 defense function (050).

Expresses the sense of the House of Representatives that: (1) the President should not sign the Arms Trade Treaty and, if he transmits the Treaty with his signature to the Senate, the Senate should not ratify it; and (2) until the Treaty has been signed by the President, received the advice and consent of the Senate, and has been the subject of implementing legislation by Congress, no federal funds should be appropriated or authorized to implement Treaty, or any similar agreement, or to conduct activities relevant to the Treaty or any similar agreement.

Space Leadership Preservation Act of 2012 - Establishes a Board of Directors for the National Aeronautics and Space Administration (NASA). Sets forth Board membership and appointment criteria. Directs the President to appoint the NASA Administrator and Deputy Administrator from among a list of nominees provided by the Board. Requires the Board to provide: (1) NASA's proposed annual budget; (2) annual reports on spaceflight infrastructure, unique space capabilities, and the workforce necessary to maintain such infrastructure and capabilities; (3) reports on specific policy matters; and (4) quadrennial reviews of current space programs and a vision for future space exploration. Authorizes the Administrator to enter into contracts for rocket propulsion systems and manned and unmanned space transportation vehicles and payloads.

Directs the President to report to Congress on: (1) the September 11, 2012, attack on the U.S. Consulate in Benghazi, Libya; (2) the attacks on the U.S. Embassy in Cairo, Egypt, that began on September 11, 2012; (3) the September 13, 2012, attack on the U.S. Embassy in Sana'a, Yemen; and (4) the state of security at U.S. diplomatic missions globally.

Prohibits amounts from being obligated or expended for any direct U.S. assistance, loan guarantee, or debt relief to Libya, Egypt, Pakistan, or a host country of a U.S. diplomatic facility that was attacked, trespassed upon, breached, or attempted to be attacked, trespassed upon, or breached, on or after September 1, 2012. Authorizes the President to request that the prohibition be suspended with respect to a country if the President certifies to Congress that: (1) such country is cooperating with investigations into an attack, has arrested or extradited persons associated with the attack, and is improving local security; and (2) all persons associated with the attack have been identified by U.S. law enforcement and are in U.S. custody. Prohibits any request with respect to Pakistan until: (1) Dr. Shakil Afridi has been released alive from prison; (2) all charges brought against Dr. Afridi have been dropped; and (3) if necessary to ensure his freedom, Dr. Afridi has been allowed to leave Pakistan alive. Requires the President to report to Congress regarding the extent to which advanced weaponry remaining unsecured after the fall of Moammar Qaddafi was used by the individuals responsible for the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya. Prohibits anything in this Act from being construed as an authorization for the use of military force.

Member Pay Reduction and Responsibility Act of 2012 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require that, if any sequestration under it takes effect for FY2013, the presidential order implementing the sequestration reduce the pay of the President, the Vice President, and Members of Congress by a percentage equal to the greater of 8.2% or the percentage by which accounts within the non-exempt, non-security category are reduced under the order.

Federal Election Integrity Act of 2012 - Amends the Help America Vote Act of 2002 to prohibit the appropriate state or local election official from providing a federal election ballot to an individual who desires to vote in person unless: (1) the individual presents to the official a government-issued, current, and valid photo identification (ID), and (2) the election official verifies that the ID is of the individual who requests the ballot. Requires an individual who does not present such an ID to be permitted to cast a provisional ballot in such an election. Requires such individual, however, to present the required ID within 48 hours after casting the provisional ballot, or the appropriate state or local election official shall not determine the individual's eligibility to vote. Requires verification of the photo ID by the election official. Requires individuals who vote other than in person in a federal election (for example, by mail) to submit a copy of such a photo ID with a ballot, or the appropriate official shall not accept the ballot. Requires verification of the photo ID by the election official. Exempts from this photo ID requirement the absentee ballot of any eligible overseas military voter absent from the United States by reason of active duty or service. Prohibits the appropriate state or local election official from providing a ballott for voting other than in person to an individual who requests such a ballot in person unless: (1) the individual presents the official a government-issued, current, and valid photo ID; and (2) the election official verifies it. Requires states to establish a program to provide photo IDs in accordance with this Act to individuals who desire to vote but do not otherwise possess a government-issued photo ID. Prohibits any such photo ID from serving as a government-issued photo identification for purposes of operating a motor vehicle or any related purpose. Prescribes requirements for any state fee for providing such a photo ID. Requires the Election Assistance Commission to make payments to states to cover the costs incurred in providing photo IDs to individuals unable to afford the fee.

Expresses the sense of the House of Representatives that until the governments of Libya and Egypt formally apologize to the United States and condemn in the strongest possible terms the savage attacks on U.S. diplomats in Benghazi, Libya, and Cairo, Egypt, and assure the safety of U.S. diplomats in Libya and Egypt, consistent with the 1961 Vienna Convention on Diplomatic Relations and the 1963 Vienna Convention on Consular Relations, the President should immediately suspend all U.S. foreign assistance to the governments of such countries.

Disapproves of the rule submitted by the Office of Family Assistance of the Administration for Children and Families of the Department of Health and Human Services (HHS) relating to waiver and expenditure authority under the Social Security Act with respect to the Temporary Assistance for Needy Families (TANF) program. Declares that the rule shall have no force or effect.

Preserving American Privacy Act of 2012 - Prohibits a federal agency from authorizing the domestic use of an unmanned aircraft for law enforcement purposes or for surveillance of a U.S. national or real property owned by that national, including by any state or local government, except pursuant to warrant and in the investigation of a felony. Amends the federal criminal code to prohibit a federal agency other than a federal law enforcement agency from using in the United States, or authorizing any federal officer or employee to use in the United States, an unmanned aircraft for such purposes, with the same exceptions. Prohibits the use of any information obtained in violation of such prohibition in a criminal proceeding before a federal court. Subjects the domestic use of an unmanned aircraft to the same limitations and exceptions as apply in the case of any other search. Prohibits evidence obtained by an agency using an unmanned aircraft from being introduced in an administrative hearing. Prohibits a federal agency from authorizing the domestic use of an unmanned aircraft to permit any private person to conduct surveillance on any other private person without the consent of that other person or the owner of any real property on which that other person is present.

Repeals the health care provisions of the Health Care and Education and Reconciliation Act of 2010, effective as of the Act's enactment. Restores provisions of law amended by the Act's health care provisions.

Healthcare Tax Relief and Mandate Repeal Act - Amends the Internal Revenue Code to: (1) terminate the requirement, added by the Patient Protection and Affordable Care Act (PPACA), that individuals maintain minimum essential health insurance coverage for themselves and dependents; and (2) repeal provisions added by PPACA requiring certain employers who have a workforce of 50 or more full-time employees to provide health insurance coverage for their employees.

Mandatory Operational Control Reporting and Performance Measures Act of 2012 - Directs the Secretary of Homeland Security (DHS), as part of DHS's annual performance report, to submit annual reports to Congress on: (1) the number of miles of the international land and maritime border between the United States and Canada and the United States and Mexico that are under operational DHS control, cumulatively and by sector; and (2) the estimated number of individuals who unlawfully enter the United States annually, the estimated number of individuals unlawfully present in the United States as of the date of each such report, and the number of individuals unlawfully present in the United States who voluntarily exited the United States in the preceding year.

Veterans Fiduciary Reform Act of 2012 - Requires that, in any case in which the Secretary of Veterans Affairs (VA) must determine whether a VA beneficiary needs a fiduciary for purposes of the administration of VA laws and benefits, the Secretary shall consider the following when adjudicating whether such beneficiary should be considered mentally incapacitated or incompetent: (1) any such determination made by a court; and (2) an evaluation made by a medical professional, taking into account the role of financial management in the beneficiary's rehabilitation. Allows an individual determined to be mentally incapacitated or incompetent to appeal such determination. Requires the Secretary, in hearing such appeal, to consider court determinations, medical evidence, and evidence offered by the appellant. Allows a person determined to be competent and for whom a fiduciary has been appointed to file a claim for the termination of such fiduciary. Directs the Secretary to maintain a list of state and local agencies and nonprofit social service agencies that are qualified to act as a fiduciary. Requires a fiduciary to use a secure, encrypted connection when conducting Internet activity relating to financial information of the beneficiary. Directs the Secretary, in inquiring into or investigating a proposed fiduciary, to conduct: (1) a face-to-face interview within 30 days after the inquiry or investigation begins, and (2) a background check. Requires each fiduciary to disclose the number of beneficiaries that the fiduciary acts on behalf of. Requires the Secretary to: (1) maintain records of any person who has previously served as a fiduciary and had such status revoked, and (2) notify the beneficiary within 14 days after learning that the fiduciary has been convicted of a crime. Directs the Secretary, upon reason to believe that a fiduciary may be misusing all or part of a beneficiary benefit, to: (1) conduct a thorough investigation, and (2) report results to the Attorney General and the head of each federal department or agency that pays a beneficiary benefit to such fiduciary. Allows the Secretary to require that a fiduciary serve only with respect to VA benefits, with exceptions. Requires each Veterans Benefits Administration regional office to maintain specified fiduciary information. Provides for the predesignation of a fiduciary. Allows a beneficiary for whom the Secretary has appointed a fiduciary to file a claim for removal and appointment of a new beneficiary. Requires the continuation of benefits during such period. Provides for fiduciary commissions. Requires (under current law, permits) a fiduciary to file an annual accounting of the administration of beneficiary benefits. Requires a report from the Secretary to the congressional veterans committees on the implementation of this Act.

National Desert Storm and Desert Shield War Memorial Act - Authorizes the National Desert Storm Memorial Association to establish a commemorative work on federal land in the District of Columbia to commemorate and honor those who, as members of the Armed Forces, served on active duty in support of Operation Desert Storm or Operation Desert Shield. Prohibits the use of federal funds to pay any expense to establish the commemorative work.

Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2013 - Appropriates funds for FY2013 for the Department of Defense (DOD) for: (1) military construction for the Army, Navy and Marine Corps, and Air Force (military departments), DOD, the Army and Air National Guard, and the Army, Navy, and Air Force reserves; (2) the North Atlantic Treaty Organization (NATO) Security Investment Program; (3) family housing construction and related operation and maintenance for the military departments and DOD; (4) the Department of Defense Family Housing Improvement Fund; (5) DOD chemical demilitarization construction; and (6) the Department of Defense Base Closure Accounts of 1990 and 2005. Appropriates funds for the Department of Veterans Affairs (VA) for: (1) the Veterans Benefits Administration, (2) readjustment benefits, (3) veterans insurance and indemnities, (4) the Veterans Housing Benefit Program Fund, (5) the Vocational Rehabilitation Loans Program, (6) the Native American Veteran Housing Loan Program, (7) the Veterans Health Administration, (8) the National Cemetery Administration, (9) the Office of Inspector General, (10) construction for major and minor projects, and (11) grants for the construction of extended care facilities and veterans cemeteries. Appropriates funds for: (1) the American Battle Monuments Commission, (2) the U.S. Court of Appeals for Veterans Claims, (3) DOD cemeterial expenses, and (4) the Armed Forces Retirement Home. Appropriates funds for DOD for overseas contingency operations, specifically for Navy and Marine Corps military construction. Specifies restrictions and authorities regarding the use of funds appropriated in this Act.

Expresses the sense of Congress that: (1) the Space Launch System and Orion Crew Capsule were authorized on October 11, 2010, but repeated delays in the implementation of a clear mission for the American space program are forcing the United States to cede its competitive edge in space flight capability to Russia and China; and (2) this development, as well as other specified developments, present a direct threat to American exceptionalism and are actively undermining our global leadership as a nation.

Expresses the sense of Congress that: (1) the President should abandon the One China Policy in favor of a One China, One Taiwan Policy that recognizes Taiwan's sovereignty and independence; (2) the President should begin the process of resuming normal diplomatic relations with Taiwan; and (3) the President, the Permanent Representative of the United States to the United Nations, and other relevant U.S. officials should support Taiwan's full participation in the United Nations (U.N.) and any other international organization of which the United States is a member and for which statehood is a requirement.

Amends Rule III (Calendars and Committee Reports) of the Rules of the House of Representatives to require the report accompanying each public bill or joint resolution reported by any committee to contain: (1) an analysis by the Congressional Research Service (CRS) to determine if the bill or joint resolution creates any new federal program, office, or initiative that would duplicate or overlap any existing federal entity with similar mission, purpose, goals, or activities, along with a listing of all such overlapping or duplication; and (2) an explanation provided by the committee as to why the creation of each new program, office, or initiative is necessary if a similar program, office, or initiative exists. Makes it out of order to consider such a measure unless the committee of jurisdiction has prepared and posted on its website an overlapping and duplicative program analysis and explanation for the legislation that contains the same CRS analysis and committee explanation.

Right to Habeas Corpus Act - States that nothing in the Authorization for Use of Military Force or the National Defense Authorization Act for Fiscal Year 2012 shall be construed to deny the availability of the writ of habeas corpus in a court ordained or established by or under Article III of the Constitution for any person detained in the United States pursuant to the Authorization for Use of Military Force.

Rewarding Achievement and Incentivizing Successful Employees Act or RAISE Act - Amends the National Labor Relations Act to declare that neither its prohibition against interference by an employer with employees' right to bargain collectively, nor the terms of a collective bargaining agreement entered into between employees and an employer after enactment of this Act, shall prohibit an employer from paying an employee higher wages, pay, or other compensation than the agreement provides for.

Fracturing Regulations are Effective in State Hands Act - Grants any state sole authority to promulgate or enforce any regulation, guidance, or permit requirement with regard to the underground injection of fluids or propping agents pursuant to the hydraulic fracturing process, or any component of such process, relating to oil, gas, or geothermal production activities on or under land within the boundaries of that state. Makes the underground injection of fluids or propping agents pursuant to such process, or any components of such process, relating to oil, gas, or geothermal production activities on federal land subject to the law of the state in which that land is located.

Recognizes Israel's independence as a significant event in providing refuge and a national homeland for the Jewish people and congratulates Israel's people as they celebrate the 64th anniversary of Israel's independence. Commends the bipartisan commitment of all U.S. administrations and congresses since 1948 to stand by Israel and work for its security and well-being. Supports Israel's right to confront and eliminate nuclear threats posed by Iran, including the use of military force if no other peaceful solution can be found within a reasonable time. Congratulates the United States and Israel for the strengthening of bilateral relations in the fields of defense, diplomacy, and homeland security.
