Authorizes the Secretary of the Army, for purposes of shoreline protection and restoration, to dispose of dredged material from the construction, operation, or maintenance of a navigation project using a disposal method other than the least-cost disposal option if the Secretary determines that the additional cost of using the disposal method is justified by the benefits, including storm damage reduction, environmental, and recreation benefits. Requires disposal of dredged material to be initiated only upon the request of non-Federal interests and only after they have entered into a cooperative agreement to provide 35 percent of the costs associated with the disposal.

Aviation Security Enhancement Act of 2002 - Amends Federal aviation law to direct the Under Secretary of Transportation for Security of the Transportation Security Administration to notify the owner or operator of each U.S. airport of the number and type of explosive detection systems that will be required to be deployed at the airport in order to screen all checked baggage without imposing unreasonable delays on the passengers. Requires each owner or operator to: (1) notify the Under Secretary by a specified date if they are not able to make modifications to the airport's terminal buildings that are necessary to accommodate the explosive detection systems; and (2) develop a plan, if notice is given, by a specified date for making necessary modifications to the terminal buildings so as to deploy and fully utilize explosive detection systems to screen all checked baggage. Requires the Under Secretary to carry out demonstration projects for the installation and testing of alternative explosive detection systems at not less than five U.S. airports. Sets forth certain plan and demonstration requirements.

Child Support Enforcement Act - Amends the Internal Revenue Code (relating to the deduction for bad debts) to allow a custodial parent to claim unpaid child support payments as a deduction. Bars a delinquent debtor from filing an amended return in any subsequent year to reflect the subsequent payment of unpaid child support. Includes unpaid child support in the gross income of the delinquent debtor. Precludes taxpayer information regarding child support payments from serving as a basis for selecting an individual's tax return for general audit.

Colorado River Quantification Settlement Facilitation Act - Directs the Secretary of the Interior, acting through the Bureau of Reclamation, to take all necessary actions to provide for the construction of: (1) the Habitat Enhancement Projects (certain projects and actions benefitting species using the Salton Sea area that are identified in the Imperial Irrigation District's (IID) conservation plan) in order to satisfy the requirements of the Endangered Species Act of 1973 for whatever actions may be required as a result of the Quantification Settlement Agreement (the agreement among the IID, the Metropolitan Water District of Southern California, the Coachella Valley Water District (the districts), and the State of California) (QSA) water transfers; and (2) projects that provide facilities for hunting, fishing, bird watching, boating, and camping. Requires the Secretary to: (1) make available public lands for the development of any of the Habitat Enhancement Projects carried out at the Salton Sea; and (2) carry out projects to prevent threats to health or safety caused by wind erosion of portions of the Salton Sea bed that become exposed due to increased conservation measures that reduce runoff into the Sea from the New River and the Alamo River. Shields the districts from liability with respect to QSA water transfers. Directs the Secretary to: (1) exercise existing authority to operate and maintain the Colorado River front work and levee system; and (2) enter into an operating agreement with the IID to arrange for operation of off-stream water management reservoirs.

Partial-Birth Abortion Ban Act of 2002 - Amends the Federal criminal code to prohibit any physician or other individual from knowingly performing a partial-birth abortion, except when necessary to save the life of a mother that is endangered by a physical disorder, illness, or injury. Authorizes the father, if married to the mother at the time of the abortion, and the maternal grandparents of the fetus, if the mother is under 18 years of age, to obtain specified relief in a civil action, unless the pregnancy resulted from the plaintiff's criminal conduct or the plaintiff consented to the abortion. Authorizes a defendant accused of an offense under this Act to seek a hearing before the State Medical Board on whether the physician's conduct was necessary to save the life of the mother. Prohibits the prosecution of a woman upon whom a partial-birth abortion is performed for conspiracy to violate this Act or under provisions regarding punishment as a principal or an accessory or for concealment of a felony.

Cancer Survivorship Research and Quality of Life Act of 2002 - Amends the Public Health Service Act to include demonstration, education, and other programs concerning cancer survivorship among the activities of the National Cancer Institute (Institute) within the National Institutes of Health (NIH). Requires the Director of NIH to: (1) expand and coordinate NIH activities related to cancer survivorship; and (2) establish an Office on Survivorship within the Institute. Creates the position of Associate Director for Survivorship. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Protection, to: (1) study the health challenges associated with cancer survivorship and carry out projects and interventions; and (2) make grants for the monitoring and evaluation of cancer care and survivorship.

Health Care for Filipino World War II Veterans Act - Requires (current law authorizes) the Secretary of Veterans Affairs to furnish hospital and nursing home care and medical services to any individual who is a Commonwealth Army veteran or new Philippine Scout (current law) and who is: (1) residing in the United States; and (2) a U.S. citizen or alien lawfully admitted for permanent residence. Provides a rate of payment equal to the rate provided for active-service veterans and their survivors for: (1) dependency and indemnity compensation for the survivors of Commonwealth Army veterans or new Philippine Scouts; and (2) veterans' disability compensation for new Philippine Scouts residing in the United States. Provides national cemetery burial benefits for new Philippine Scouts.

Official Time Reporting Act - Requires each Federal agency to submit to each House of Congress, the Office of Personnel Management, and the Office of Management and Budget, at the time the budget is submitted by the President to Congress, a report on the use of official time within that agency during the last ending fiscal year. Requires the report to include: (1) the number of hours of official time and the number of employees used for labor organization activities; (2) the dollar value of the time and resources used for such activities; and (3) the benefits and disadvantages of using official time for such activities.

Expresses support for the goals and ideals of National Night Out (an event intended to demonstrate the importance and effectiveness of community participation in crime prevention efforts by having people spend the period from 7 to 10 o'clock p.m. on August 6, 2002, with their neighbors in front of their homes with their lights on). Requests that the President: (1) issue a proclamation calling for appropriate ceremonies, activities, and programs; (2) focus appropriate attention on neighborhood crime prevention, community policing, and reduction of school crime by delivering speeches, convening meetings, and directing the administration to make crime reduction an important priority; and (3) coordinate the efforts of the Federal Emergency Management Agency, the USA Freedom Corps, the Citizen Corps, the National Senior Service Corps, and AmeriCorps to participate by supporting local efforts, neighborhood watches, and local officials, including law enforcement personnel, to provide homeland security and combat terrorism in the United States.

Sound Science for Endangered Species Act Planning Act of 2002 - Amends the Endangered Species Act of 1973 to require the use of the best scientific and commercial data available as a basis of determinations on a petition to add or remove a species from the endangered species list. Directs the Secretary of the Interior to give greater weight to any scientific or commercial study or other information that is empirical or has been field-tested or peer-reviewed. Requires that a petition regarding a species contain clear and convincing evidence of the current and historic ranges of the species concerned, of the most recent population estimates and trends for the species, that any alleged change in the population is beyond normal fluctuations, and of the reason that the petitioned action is warranted. Directs the Secretary to: (1) promulgate regulations that establish criteria that must be met for scientific and commercial information to be used as the basis of a determination to support listing a species; and (2) identify and publish in the Federal Register with notice of a proposed regulation a description of additional scientific and commercial data that would assist in the preparation of a recovery plan. Prohibits the Secretary from determining that a species is endangered or threatened unless field data collected supports the determination. Requires the Secretary to: (1) appoint an independent review board to review and report on the scientific information and analyses on which a covered action is based before such covered action becomes final; and (2) provide specified participation opportunities to any person who has sought authorization or funding from a Federal agency for an action that is subject to consultation regarding its effects on endangered or threatened species or habitats.

Securing A Fast Entry at the Border (SAFE Border) Act of 2002 - Authorizes the Attorney Generally to fully and permanently implement any pilot program authorized under the Immigration and Nationality Act which provides for dedicated commuter lanes or PortPass programs at land points of entry into the United States for pre-screened, low-risk, frequent travelers. Directs the Secure Electronic Network for Travelers' Rapid Inspection (SENTRI) Pilot Program of the Immigration and Naturalization Service to issue permits for non-commercial vehicle border crossers that shall be valid for not less than two years. Expresses the sense of Congress that the Attorney General should: (1) increase staffing under the SENTRI Pilot Program for actual inspections and necessary administrative tasks; and (2) allocate greater resources to the program to facilitate and expedite the processing of applications for SENTRI.

Honorable Burial for Veterans Act - Directs the Secretary of Veterans Affairs to: (1) establish two satellite national cemeteries in the San Diego, California, metropolitan area, to be used for those who would otherwise have been buried at Fort Rosencrans but for the absence of available plots; and (2) accept the gift of two specified parcels of real property to use for such cemeteries.

Profiting from Access to Computer Technology (PACT) Act - Child PACT Act - Directs each Federal agency to: (1) safeguard and identify educationally useful Federal equipment that it no longer needs or that has been declared surplus; (2) transfer such equipment, either directly or through the General Services Administration (GSA), to educational recipients or nonprofit refurbishers; and (3) encourage employees with computer expertise to assist in providing maintenance and technical support for the recipients of such equipment, connecting school classrooms to the Internet, and helping teachers to learn to use computers to teach.

Requires the Federal Communications Commission (FCC), within 15 days after the enactment of this Act, to return to the winning bidders of spectrum auction 35 the full amount of all deposits and down payments made for licenses that the FCC has not delivered by such date. Frees each winning bidder that elects within such period to relinquish a license not yet delivered of all license obligations such bidder would otherwise have had, including the obligation to pay the full amount of its winning bid upon license delivery.

Amateur Radio Emergency Communications Consistency Act of 2002 - Provides that, for purposes of the Federal Communications Commission's regulation relating to station antenna structures in the amateur radio services, any private land use rules applicable to such structures shall be treated as a State or local regulation and subject to the same requirements and limitations of such a regulation.

Date Certain Tax Code Replacement Act - Prohibits the imposition of any tax by the Internal Revenue Code: (1) for any taxable year beginning after December 31, 2005; and (2) in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2005. Excepts the: (1) tax on self-employment income (chapter 2 of the Code); (2) Federal Insurance Contributions Act (chapter 21 of the Code); and (3) Railroad Retirement Tax Act (chapter 22 of the Code). Establishes the National Commission on Tax Reform and Simplification to review: (1) the present structure and provisions of the Code; (2) whether the tax systems of other countries could provide more efficient and fair methods of funding government revenue requirements; (3) whether the income tax should be replaced with a tax imposed in a different manner or on a different base; and (4) whether the Code can be simplified, absent wholesale restructuring or replacement. Requires a Commission report to Congress on review results, with recommendations for Code reform and simplification. Terminates the Commission 90 days after such report. Authorizes appropriations (with interim funding). Declares that any new Federal tax system should be approved by Congress in its final form before July 4, 2005, and, if not, Congress should be required to vote to reauthorize the Code.

Abortion Non-Discrimination Act of 2002 - Amends the Public Health Service Act to prohibit the Federal Government, and any State or local government that receives Federal financial assistance, from discriminating against any health care entity because (in addition to current prohibited reasons) the entity refuses to provide coverage of, or pay for, induced abortions. Expands the definition of "health care entity" to include (in addition to physicians) other health professionals, a hospital, a provider sponsored organization, a health maintenance organization, a health insurance plan, and any other kind of health care facility, organization, or plan.

Lifetime Consequences for Sex Offenders Act of 2002 - Amends the Federal criminal code to make the authorized term of supervised release for specified sex offenses any term of years or life. Includes among the covered offenses sexual abuse, sexual exploitation of children, transportation for illegal sexual activity (generally), use of interstate facilities to transmit information about a minor, transportation of minors with intent to engage in criminal sexual activity or in a sexual act with a juvenile, coercion and enticement to engage in criminal sexual activity, and sex trafficking of children.

Renewable Fuel Equity Act - Amends the Internal Revenue Code to expand the renewable resources credit to include geothermal and solar energy, incremental hydropower and biomass (other than closed-loop biomass). Sets forth qualifying dates of service for facilities using such means to produce electricity. Expands the investment tax credit to include equipment used to produce electricity from certain renewable resources. Increases, from 10 to 20 percent, the "energy percentage" used to determine the energy credit in the case of energy property having a total installed electrical generating capacity of less than one megawatt that is placed in service before January 1, 2007.

Child Obscenity and Pornography Prevention Act of 2002 - Amends the Federal criminal code to prohibit: (1) making a visual depiction that is a computer image or computer-generated image of, or that appears virtually indistinguishable from an image of, a minor engaging in specified sexually explicit conduct; (2) offering, agreeing, attempting, or conspiring to provide, sell, receive, or purchase a visual depiction of a minor engaging in such conduct; (3) producing, distributing, receiving, or possessing with intent to distribute, or possessing a visual depiction that is, or is virtually indistinguishable from, that of a pre-pubescent child engaging in such conduct; (4) showing a minor obscene material or child pornography; (5) providing obscene material, child pornography, or other material assistance to facilitate offenses against minors; or (6) employing or coercing a minor to engage in sexually explicit conduct outside of the United States for the purpose of producing a visual depiction of such conduct. Includes the prohibition on the use of materials to facilitate offenses against minors within the scope of enhanced penalties provisions. Authorizes a provider of electronic communication or remote computing services that reasonably believes it has obtained knowledge of facts and circumstances indicating a violation of provisions regarding child pornography to report to the Cyber Tip Line at the National Center for Missing and Exploited Children, which shall forward that report to designated law enforcement agencies. Directs the Attorney General to establish and supervise the development and operation of a comprehensive computerized database to facilitate the identification of child pornography produced with actual children and to facilitate the identification of perpetrators.

Pacific Highly Migratory Species Conservation Act of 2002 - Amends the Magnuson-Stevens Fishery Conservation and Management Act to direct the Secretary of Commerce to prohibit pelagic long line fishing for highly migratory species in the exclusive economic zone off the coasts of the States of California, Oregon, and Washington.

Help Efficient, Accessible, Low Cost, Timely Health Care (HEALTH) Act of 2002 - Makes changes to the health care liability system, including compensation for injured patients and other issues arising out of health care law suits. Requires a suit to be brought within three years of the date of injury or one year after the claimant discovers or should have discovered the injury, whichever occurs first. Sets forth requirements and permissible recovery amounts for compensating patient injury, including: (1) the full amount of economic loss without limitation; (2) noneconomic damages as specified; and (3) a fair share rule. Requires the court to supervise payment-of-damage arrangements, limiting contingency fees. Permits the introduction of evidence of collateral source benefits. Limits the availability of punitive damages, requiring clear and convincing evidence of malicious intent to injure or a deliberate failure to avoid substantially certain, unnecessary injury. Prohibits their award for products that comply with Food and Drug Administration (FDA) standards, absent material and knowing misrepresentation by those submitting required approval or clearance information to the FDA. Authorizes periodic payment of future damages to claimants. Excludes suits for vaccine-related death or injury from the requirements of this Act if otherwise covered under the National Vaccine Injury Compensation Program. Preempts State law unless such law imposes greater protections for health care providers and organizations from liability, loss, or damages. .

Auction Reform Act of 2002 - Amends the Communications Act of 1934, the Balanced Budget Act of 1997, and other Federal law to repeal current deadlines for licenses for and auctioning of electromagnetic spectrum used by analog television broadcasters (which includes spectrum in the general 700 megahertz range). Prohibits the Federal Communications Commission (FCC) from commencing or conducting spectrum auctions 31 and 44, currently scheduled for June 19, 2002. Requires the FCC to report to Congress: (1) specifying when it intends to reschedule such auctions; and (2) describing progress made in the transition from analog to digital television and in the assignment and allocation of additional spectrum for advanced mobile communications services that warrants the scheduling of such auctions.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths roll call vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths roll call vote of each House to increase the public debt limit. Directs the President to submit a balanced budget to Congress. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each House. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Military Families Unification Act of 2002 - Exempts certain spouses and children of qualifying active duty Philippine enlistees in the United States Navy from prohibitions under the Immigration and Nationality Act on: (1) admission based on unlawful presence; or (2) relief based upon failure to voluntarily depart. Provides such aliens with work authorization.

Nullifies discretionary spending limit adjustments made by the Director of the Office of Management and Budget pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to the highway category and to the Transportation Equity Act for the 21st Century (which limits obligation levels for such category) when the President submitted the budget for FY 2003.

Museum and Library Services Act of 2002 - Amends the Museum and Library Services Act (MLSA) and the Library Services and Technology Act (LSTA) to extend authorizations of appropriations and revise programs under such Acts. Amends MLSA to establish the National Museum and Library Services Board, within the Institute of Museum and Library Services (IMLS). (Eliminates a National Museum Services Board.) Requires the IMLS Director to: (1) ensure coordination with certain activities under the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001 (Public Law 107-110), and other Federal activities; and (2) conduct and publish analyses of museum and library services impact. Revises requirements for annual national awards to outstanding libraries and museums that have made significant contributions in service to their communities. Includes specified entities under the term museum, for MLSA purposes. Revises museum services activities. Amends LSTA to provide for: (1) an increased portion for administrative costs; (2) an increased alternative minimum allotment to States under certain conditions; (3) State plans once every five years, as determined by the IMLS Director; (4) additional uses of grants to States for library programs; and (5) recruitment of library and information science personnel under the program of national leadership grants, contracts, and cooperative agreements. Repeals requirements under the National Commission on Libraries and Information Science Act relating to Commission responsibilities to: (1) advise the IMLS Director; and (2) meet with the National Museum Services Board, which is eliminated by this Act.

Clean, Learn, Educate, Abolish, Neutralize, and Undermine Production (CLEAN-UP) of Methamphetamines Act of 2002 - Authorizes the Secretary of Agriculture and the Secretary of the Interior to carry out environmental cleanup and remediation programs involving specified lands that are contaminated with hazardous substances associated with illegal methamphetamine manufacture. Directs: (1) the Secretary of Transportation and the Administrator of the Environmental Protection Agency (EPA) to designate as hazardous certain byproducts of the methamphetamine production process and expand penalties against laboratory operators; (2) the Administrator of the Drug Enforcement Administration to list byproducts likely to cause long-term environmental harm; (3) the Secretary of Labor, acting through the Occupational Safety and Health Administration, to provide grants to local law enforcement for specified training and equipment acquisition; (4) the EPA Administrator to study the impact of methamphetamine laboratory operation on the environment; and (5) the Secretary of Health and Human Services to study contamination issues. Amends: (1) the Elementary and Secondary Education Act of 1965 to authorize grants for educational programs; (2) the Public Health Service Act to authorize grants to provide treatment; (3) the Omnibus Crime Control and Safe Streets Act of 1968 to include among permissible grant projects under the "cops on the beat" program hiring personnel and purchasing equipment; and (4) the Controlled Substances Act to set penalties for promoting an entertainment event where the promoter knows that a controlled substance will be used or distributed in violation of specified law. Urges the President to seek commitments from the Canadian Government regarding the availability of pseudoephedrine.

Highway Funding Restoration Act - Amends the Transportation Equity Act for the 21st Century to require that obligations for Federal-aid highway and highway safety construction programs for FY 2003: (1) meet a specified minimum level; and (2) be distributed in accordance with that Act.
