Protecting Family Resources and Training Options Act This bill (1) applies to state Temporary Assistance for Needy Families (TANF) programs specified provisions of federal law regarding improper payment, and (2) eliminates the 12-month limit on counting vocational training as work activities for purposes of meeting mandatory work requirements under the TANF program.

Responsible Education Achieves Care and Healthy Outcomes for Users’ Treatment Act of 2018 or the REACH OUT Act of 2018 This bill requires the Centers for Medicare & Medicaid Services to award grants, contracts, or cooperative agreements to qualifying organizations in order to support efforts to curb outlier prescribers of opioids under the Medicare prescription drug benefit and Medicare Advantage prescription drug plans.

Combating Opioid Abuse for Care in Hospitals Act of 2018 or the COACH Act of 2018 This bill requires the Centers for Medicare & Medicaid Services to: (1) publish guidance for hospitals on pain management and opioid-use disorder prevention strategies for Medicare beneficiaries, (2) convene a technical expert panel to recommend opioid and opioid-use disorder quality measures for possible use in hospital payment and reporting models under Medicare, and (3) publish and periodically update all guidance issued since January 1, 2016, related to the prescription of opioids for Medicare beneficiaries. Additionally, the Department of Health and Human Services must: (1) convene a technical expert panel to recommend ways to reduce opioid use in surgical settings and best practices for pain management, specifically during the perioperative (pre-operative through post-operative) period; and (2) report on diagnosis-related group codes that have the highest volume of surgeries and the availability of associated data regarding post-operative opioid use, including prescription patterns and rates of consumption.

Hospital Opioid Solutions Toolkit Act of 2018 or the HOST Act of 2018 This bill requires the Centers for Medicare & Medicaid Services to publish guidance for hospitals on pain management and opioid-use disorder prevention strategies for Medicare beneficiaries, including best practices for opioid-use disorder screening, education, and monitoring.

Formerly Incarcerated Reenter Society Transformed Safely Transitioning Every Person Act or the FIRST STEP Act This bill amends various provisions of law and sets forth new provisions: to require the Department of Justice to establish and the Bureau of Prisons (BOP) to implement a risk and needs assessment system to assess prisoner recidivism risk; guide housing, grouping, and program assignments; and incentivize and reward participation in and completion of recidivism reduction programs and productive activities; to modify the computation of good time credit; to allow federal correctional officers to securely store and carry concealed firearms on BOP premises outside the security perimeter of a prison; to limit the use of restraints on federal prisoners who are pregnant or in postpartum recovery; to require a prisoner to be placed at a facility not more than 500 driving miles away from the prisoner's primary residence; to require low-risk prisoners to be placed on home confinement for the maximum amount of time permitted; to reauthorize through FY2022 and modify eligibility for an elderly offender early release pilot program; to require the BOP to help prisoners obtain identification documents prior to release, to incorporate de-escalation procedures into training programs, and to make tampons and sanitary napkins available free of charge; to repeal the National Institute of Corrections; to authorize Federal Prison Industries to sell products to additional markets; to require probation and pretrial services officers to perform court-directed supervision of sex offenders conditionally released from civil commitment; to require auditors who monitor compliance with national prison rape standards be certified; and to require the BOP to establish pilot programs on youth mentorship and service to abandoned, rescued, or vulnerable animals.

Medical Cannabis Research Act of 2018 This bill amends the Controlled Substances Act to establish a new, separate registration process for manufacturers of cannabis for research. The Drug Enforcement Administration must assess whether there is an adequate and uninterrupted supply of research cannabis and register additional manufacturers.

Veterans' Education, Transition, and Opportunity Prioritization Plan Act of 2018 or the VET OPP Act of 2018 This bill establishes in the Department of Veterans Affairs: (1) the Veterans Economic Opportunity and Transition Administration to administer economic opportunity assistance programs for veterans and their dependents and survivors, and (2) the position of Under Secretary for Veterans Economic Opportunity and Transition to head such administration.

Better Energy Storage Technology Act of 2018 or the BEST Act of 2018 This bill requires the Department of Energy to establish new goals for its energy storage program and enter into agreements to carry out at least three grid-scale energy storage demonstration projects. (The energy storage program supports the ability of the United States to remain globally competitive in energy storage systems for electric drive vehicles, stationary applications, and electricity transmission and distribution.)

Climate Change is Real Act This bill requires the Environmental Protection Agency (EPA) to reinstate the information about climate change that was removed from, or redacted on, the EPA's website during the period beginning on January 20, 2017, and ending on this bill's enactment. Further, the EPA must maintain and update information on climate change on its public website, including: (1) information acknowledging the impact of human activities on climate and the planet, (2) links to materials that assist local governments in preparing for rising temperatures and more severe storms and weather conditions, and (3) detailed information and descriptions of climate change risks.

VA Medicinal Cannabis Research Act of 2018 This bill authorizes the Department of Veterans Affairs (VA) to conduct and support research on the efficacy and safety of certain forms of cannabis and cannabis delivery for veterans enrolled in the VA health care system diagnosed with conditions such as chronic pain or post-traumatic stress disorder. Collected data shall be preserved in a manner that facilitates further research.

21st Century IRS Act This bill amends the Internal Revenue Code to establish requirements for the Internal Revenue Service (IRS) regarding cybersecurity, the protection of taxpayer identities, information technology, and electronic systems. With respect to cybersecurity and identity protection, the bill: requires the IRS to work with the public and private sectors to protect taxpayers from identity theft refund fraud, requires the Electronic Tax Administration Advisory Committee to make recommendations to prevent identity theft and refund fraud, authorizes the IRS to participate in an information sharing and analysis center for identity theft tax refund fraud, and prohibits the disclosure of returns or return information to contractors or other agents for agencies that do not comply with confidentiality safeguards. The IRS must develop and implement: online accounts to provide services to taxpayers and return preparers, a process for accepting electronic tax forms and supporting documents, an Internet platform for Form 1099 filings, a fully automated program for disclosing taxpayer information for third-party income verification using the Internet, and uniform standards and procedures for the acceptance of electronic signatures. The bill also: establishes the position of IRS Chief Information Officer; limits redisclosures and uses of tax return information by individuals designated by taxpayers to receive the information; allows the IRS to require additional taxpayers to file returns electronically; and allows the IRS to pay fees for the use of credit, debit, or charge cards for tax payments if the fees are recouped by charging taxpayers.

Marjory Stoneman Douglas High School Family Support Act of 2018 This bill accelerates the benefits of tax deductions for charitable cash contributions made for the relief of the spouses, dependents, or guardians of the slain or injured victims of the Marjory Stoneman Douglas High School shooting that occurred on February 14, 2018. A taxpayer who makes such a contribution may claim a deduction in 2017 for contributions made on or after February 13, 2018, and before April 18, 2018. Recordkeeping requirements for the deduction may be satisfied using a telephone bill showing the name of the organization to which a contribution was made with the date and amount of such contribution. A contribution that is made on or after February 14, 2018, may qualify as a charitable contribution even if it is for the exclusive benefit of the specified individuals. Payments made on or after February 14, 2018, and on or before October 15, 2018, to the individuals by a tax-exempt organization: (1) shall be treated as related to the purpose or function constituting the basis for such organization's tax exemption; and (2) may not be treated as inuring to the benefit of any private individual, if the payments are made in good faith using a reasonable and objective formula which is consistently applied.

Student Non-Discrimination Act of 2018 This bill prohibits discrimination, under a federally assisted program, against public school students on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. The bill authorizes federal departments and agencies to terminate the educational assistance of recipients found to be violating this prohibition. An aggrieved individual may assert a violation of this bill in a judicial proceeding and recover reasonable attorney's fees.

Sunshine Protection Act of 2018 The bill amends the Uniform Time Act of 1966 to make daylight savings time the new, permanent standard time. States with areas exempt from daylight savings time may choose the standard time for those areas.

Retirement Enhancement and Savings Act of 2018 This bill amends the Internal Revenue Code and the Employee Retirement Income Security Act of 1974 (ERISA) to modify requirements for tax-favored retirement savings accounts, employer-provided retirement plans, and retirement benefits for federal judges. With respect to employer-provided plans, the bill modifies requirements regarding: multiple employer plans, automatic enrollment and nonelective contributions, loans, terminating or transferring plans, reporting and disclosure rules, nondiscrimination rules, selecting lifetime income providers, and Pension Benefit Guaranty Corporation premiums. The bill also increases the tax credit for small employer pension plan startup costs and allows a tax credit for small employers that establish retirement plans that include automatic enrollment. With respect to Individual Retirement Accounts (IRAs), the bill: treats taxable non-tuition fellowship and stipend payments as compensation, repeals the maximum age for traditional IRA contributions, and permits any IRA to be a shareholder of any S corporation that is a bank. The bill makes several modifications to retirement benefits for magistrate judges of the U.S. Tax Court and other federal judges. The bill also modifies various tax provisions to: reinstate and increase the tax exclusion for benefits provided to volunteer firefighters and emergency medical responders, revise the required distribution rules for pension plans, increase penalties for failing to file tax or retirement plan returns, and require the Internal Revenue Service to share returns and return information with U.S. Customs Border Protection to administer the heavy vehicle use tax.

DUI Reporting Act of 2018 This bill requires the Department of Transportation (DOT) to withhold national priority safety program grant funds from a state that does not appear on the most recent list provided to DOT by the Department of Justice identifying states that are appropriately reporting arrests for driving under the influence of alcohol or drugs.

Protecting Children from Identity Theft Act This bill requires the Social Security Administration (SSA) to develop a database to facilitate the verification of consumer information upon request by a certified financial institution. Such verification shall be provided only with the consumer's consent and in connection with a credit transaction. Users of the database shall pay system costs as determined by the SSA.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

Bipartisan HSA Improvement Act of 2018 This bill amends the Internal Revenue Code to modify various requirements for health savings accounts (HSAs). The bill allows: individuals participating in an HSA to receive or be eligible to receive specified items and services at onsite employee clinics and retail health clinics, individuals who are covered by a spouse's health flexible spending arrangement to contribute to an HSA, high deductible health plans that are required for an HSA to include coverage with no deductible for care and prescription medications related to the treatment of medically complex chronic conditions, and HSAs to be used for certain sports and fitness expenses. The bill also: expands the definition of insurance that is permitted under an HSA to include insurance consisting of coverage for excepted benefits (Excepted benefits are not subject to certain requirements under the Patient Protection and Affordable Care Act.), modifies the definition of a dependent to include a child who has not attained the age of 27, and modifies the eligibility rules and other requirements for individuals who also participate in health flexible spending arrangements or health reimbursement arrangements.

Global Food Security Reauthorization Act of 2018 This bill amends the Global Food Security Act of 2016 to revise policy objectives and to: (1) extend through FY2021 the program to carry out those portions of the global food security strategy that relate to the Department of State and the U.S. Agency for International Development, and (2) expand requirements for reporting by the President regarding strategy implementation. The Foreign Assistance Act of 1961 is amended to extend through FY2021 the assistance program for international disaster relief and rehabilitation, including the set-aside for the emergency food security program.

Recovery Home Certification Act of 2018 This bill requires the Center for Substance Abuse Treatment and Recovery to establish model criteria for recovery homes and award grants to states that establish and operate recovery homes based on such model criteria. The bill also makes it unlawful to make or receive payments for referrals to recovery homes or clinical treatment facilities.

Medicare Enrollment Protection Act This bill creates a special Medicare enrollment period for individuals enrolled in, or transitioning out of, continuation coverage under the Consolidated Omnibus Budget Reconciliation Act (COBRA). The bill exempts such individuals from certain monthly premium increases associated with delaying Medicare coverage.

Challenges & Prizes for Climate Act of 2018 This bill requires the Department of Energy to establish a Climate Solutions Challenges program for carrying out competitions that award cash and other incentives for climate and energy solutions, such as: capturing carbon and converting the carbon into a beneficial use, achieving transformative increases in energy efficiency, achieving implementation or grid integration of advanced energy storage technology, providing approaches to mitigating or adapting to the effects of climate change, and providing data analytics on the climate and related phenomena.

This bill extends the Generalized System of Preferences (a U.S. trade preference program that provides duty-free access to imports on products from certain developing countries) through 2020. The Trade Act of 1974 is amended to modify the deadline for the review process for the competitive needs limitation. (The competitive need limitation terminates duty-free treatment with respect to articles from a beneficiary developing country if certain import limits are exceeded.) The Consolidated Omnibus Budget Reconciliation Act of 1985 is amended to extend through June 21, 2026, the authority for customs user fees for the processing of merchandise formally entered or released into the United States.

Advancing Innovation and Reinvigorating Widespread Access to Viable Electromagnetic Spectrum Act or the AIRWAVES Act This bill requires the Federal Communications Commission (FCC) to complete auctions by December 31, 2020, that will grant priority access broadcast licenses for specified frequency spectrum bands. The FCC and the National Telecommunications and Information Administration are directed to identify frequencies in specified spectrum bands that may be utilized for non-federal unlicensed use and commercial licensed use. The FCC must allocate 10% of proceeds from each of the spectrum band auctions specified in the bill to expand wireless infrastructure in rural areas that are underserved or unserved. The FCC shall conduct a study on how unlicensed frequency spectrum bands can be utilized for: (1) the provision of healthcare in rural areas, (2) distance learning, and (3) facilitating innovations in agriculture.

Better Access to Technical Training, Learning, and Entrepreneurship for Servicemembers Act or the BATTLE for Servicemembers Act This bill directs the Department of Defense and the Department of Homeland Security to waive additional training under the Transition Assistance Program (TAP) under certain circumstances. The TAP provides information and training to service members and their spouses to assist them in the transition to civilian life by pursuing additional education, finding a job in the public or private sector, or starting their own business. Under the bill, service members must participate in TAP training programs unless they choose to opt out of such programs.

Student, Teachers, and Officers Preventing School Violence Act of 2018 or the STOP School Violence Act of 2018 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise and reauthorize through FY2028 the Secure Our Schools grant program. This grant program provides grants to states, local governments, and Indian tribes to improve security, including the placement and use of metal detectors and other deterrent measures, at schools and on school grounds.

Public Safety Employer-Employee Cooperation Act This bill requires the Federal Labor Relations Authority to determine whether a state substantially provides public safety officers or employees: the right to form and join a labor organization; recognition by public safety employers of the employees' labor organization, agreement to bargain with the organization, and reduction of any agreements to writing in a contract or memorandum of understanding; the right to bargain over hours, wages, and terms and conditions of employment; and binding interest arbitration to resolve an impasse in collective bargaining negotiations. The bill makes the authority responsible for: (1) determining the appropriateness of units for labor representation; (2) supervising elections; (3) conducting hearings and resolving complaints of unfair labor practices; and (4) protecting the right of employees to form, join, or assist any labor organization, or to refrain from doing so. An employer, public safety officer, or labor organization may not engage in a lockout, sickout, work slowdown, strike, or any other organized job action that will measurably disrupt the delivery of emergency services and is designed to compel an employer, public safety officer, or labor organization to agree to the terms of a proposed contract.

Defending Economic Livelihoods and Threatened Animals Act or the DELTA Act This bill directs the Department of State and the U.S. Agency for International Development to work with Angola, Botswana, and Namibia, and in partnership with donors, the private sector, and local, regional, and nongovernmental entities, to develop a strategy to: (1) promote sustainable natural resource and wildlife management practices in the greater Okavango River Basin, (2) protect migration routes of elephants and other threatened wildlife species, (3) combat wildlife poaching and trafficking, (4) address local health needs, and (5) catalyze economic growth.

Uniting and Securing America Act of 2018 or the USA Act of 2018 This bill provides conditional permanent resident status for an alien meeting specified requirements, including having entered the United States when younger than 18 years old and residing in the United States since December 31, 2013. An individual may apply to have such conditional basis removed after meeting specified eligibility requirements. The Department of Homeland Security (DHS) shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an individual who was granted Deferred Action for Childhood Arrivals (DACA) status, unless such individual has engaged in disqualifying conduct. The bill repeals provisions that deny an unlawful alien eligibility for higher education benefits on the basis of residence within a state unless a U.S. citizen or national is eligible for such benefits without regard to whether such citizen or national is such a resident. DHS shall: (1) deploy the most practical and effective technology available in order to achieve situational awareness and operational control along the U.S. border; (2) submit to Congress a comprehensive southern border strategy to achieve border control; and (3) begin eradicating the carrizo cane plant and salt cedar along the Rio Grande River. DHS may construct new ports of entry along the northern and southern borders. The bill establishes Operation Stonegarden in DHS to provide border security grants to law enforcement agencies in border or maritime border states that are involved in U.S. Customs and Border Protection operations DHS shall establish a two-year grant program to improve emergency communications in the southern border region for individuals who are at risk of violence and lack cellular and LTE network service. The number of immigration judges is increased. The President shall designate a senior official to coordinate federal and international efforts to strengthen citizen security, the rule of law, and economic prosperity in Central America.

Broadband Conduit Deployment Act of 2018 This bill directs the Department of Transportation to require states to evaluate the need to install broadband conduit in any project to construct a new highway or additional lane or paved shoulder for an existing highway that is begun after the enactment of this bill and that receives funding under the federal-aid highway program.
