America COMPETES Reauthorization Act of 2010 - Establishes, revises, and extends specified science, technology, education, and mathematics (STEM) programs, as well as engineering, research, and training programs. Authorizes appropriations for FY2011-FY2015 for: (1) the National Science Foundation (NSF); (2) the National Institute of Standards and Technology (NIST); and (3) the Department of Energy (DOE) for activities of the Office of Science.

Amends the Child Nutrition Act of 1966 to require local educational agencies (LEA) participating in the school lunch or breakfast programs to establish or expand a local school wellness policy for their schools that: (1) includes goals for nutrition education, physical activity, and other school-based activities that promote student wellness; (2) includes nutrition guidelines for all foods in school during the day that promote student health and reduce childhood obesity; (3) ensures that the dietary guidelines for reimbursable school meals are no less restrictive than those issued by the Secretary of Agriculture under the school lunch program; (4) provides for the measurement and oversight of the policy's implementation; and (5) involves parents, students, the school food authority, the school board, school administrators, and the public in its development. Directs the Secretary to provide LEAs, school food authorities, and states, on request, information and technical assistance in: (1) establishing healthy school nutrition environments; (2) reducing childhood obesity; and (3) preventing diet-related chronic diseases. Directs the Secretary to establish the Healthy Habits School Challenge program to reduce childhood obesity by recognizing schools that are creating healthier school environments for children by promoting good nutrition and physical activity. Requires such schools to adopt a model school wellness policy developed by the Secretary. Requires the Secretary to contract with the Institute of Medicine to provide the Secretary with recommendations for updating the nutrition rules for the school lunch and breakfast programs.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Health Information Technology Extension for Behavioral Health Services Act of 2010 - Amends the Public Health Service Act to expand the definition of "health care provider" for purposes of health information technology provisions to include a behavioral or mental health professional, a substance abuse professional, a psychiatric hospital, a behavioral and mental health clinic, and a substance abuse treatment facility. Requires the Secretary of Health and Human Services (HHS), acting through the National Coordinator for Health Information Technology, to award grants to eligible entities to: (1) facilitate the purchase of health information technology; (2) enhance the use of such technology, including covering costs associated with upgrading such technology in order to meet the criteria required to become a certified electronic health record (EHR) technology; (3) train personnel in the use of such technology; (4) improve the secure electronic exchange of health information among behavioral and mental health professionals, substance abuse professionals, and other health care providers; (5) improve such technology for adaptation to community-based behavioral health settings; (6) assist with the implementation of telemedicine, including facilitation of distance clinical consultations in rural and underserved areas; and (7) collaborate and integrate with health information technology regional extension centers. Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to include qualified clinical psychologists, clinical social workers, psychiatric hospitals, mental health treatment facilities, and substance abuse treatment facilities within the health professionals, hospitals, and Medicaid providers eligible for incentive payments for the meaningful use of certified EHR technology.

Expresses support for: (1) the designation of Mental Health Month; and (2) the finding of the President's Commission on Mental Health that the nation's failure to prioritize mental health is a national tragedy. Recognizes that mental well-being is as important as physical well-being for citizens, communities, businesses, and the economy. Applauds the coalescing of national and community organizations in working to promote public awareness of mental health and in providing critical information and support to the people and families affected by mental illness. Encourages all organizations and health practitioners to use Mental Health Month as an opportunity to promote mental well-being and awareness, ensure access to appropriate services, and support overall quality of life for those living with mental illness.

Home Health Care Planning Improvement Act of 2010 - Amends title XVIII (Medicare) of the Social Security Act to revise conditions of and limitations on payment for home health care services. Allows payment for home health services to Medicare beneficiaries by: (1) a nurse practitioner; (2) a clinical nurse specialist working in collaboration with a physician in accordance with state law; (3) a certified nurse-midwife; or (4) a physician assistant under a physician's supervision.

Targeted Deficit Reduction Act of 2010 - Amends the Congressional Budget Act of 1974 to require each budget resolution for FY2011-FY2020 to include reconciliation directives to reduce the deficit to achieve the following goals: (1) primary budget balance by FY2015; (2) full budget balance by FY2020; and (3) a debt-to-gross domestic product (GDP) ratio of 60% by FY2020. Requires any committee that receives such reconciliation directives to be ordered to report a reconciliation bill within 45 calendar days after adoption of such budget resolution. Requires the Director of the Congressional Budget Office (CBO), on or before February 15 of each year through 2019, to report to the congressional budget committees a target deficit reduction, for the fiscal year commencing on October 1 of that year, necessary to achieve the applicable goals and the anticipated glide path for each such fiscal year until FY2020.

Greening Food Deserts Act - Amends the Department of Agriculture Reorganization Act of 1994 to direct the Secretary of Agriculture to establish the Office of Urban Agriculture which shall coordinate Department of Agriculture (USDA) activities related to urban agriculture and nutrition. Amends the Food Security Act of 1985 to direct the Secretary to provide technical assistance in support of backyard conservation and community gardening programs involving small-scale subsistence and personal-use agriculture. Amends the Cooperative Forestry Assistance Act of 1978 regarding urban and community forestry assistance to give a priority to the production and procurement in urban areas of plant materials that are resistant to invasive species. Amends the Farm Security and Rural Investment Act of 2002 to authorize appropriations for the seniors farmers' market nutrition program. Directs the Secretary to make loans, provide loan guarantees, and make grants to public agencies and nonprofit organizations for farmers' market construction and renovation. Amends the Census of Agriculture Act of 1997 to include an evaluation of state farmers' markets in each agriculture census. Renames the Rural Energy for America Program as the Renewable Energy for America Program. Authorizes the Secretary to make a microloan or grant available to support outreach activities for: (1) developing food production in communities not traditionally associated with agricultural production; and (2) supporting local food production and distribution. Amends the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 to increase reimbursement rates for school lunch, breakfast, and summer food service meals consisting in whole or part of foods produced through agricultural education programs that use enrolled students to produce food and provide the food to in-house feeding programs. Amends The Food and Nutrition Act of 2008 to direct the Secretary to make eight grants each fiscal year to regional food banks or consortiums of community feeding programs for a demonstration project to produce fresh fruits and vegetables at these facilities while teaching eligible households how to engage in small-scale food production residentially or at community gardens.

Budget Enforcement Legislative Tool Act of 2010 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose, at any time and in any manner provided in this Act, the rescission of any discretionary budget authority in an appropriation Act. Prohibits funds made available for obligation under this procedure from being proposed for rescission again. Sets forth requirements for: (1) the President's transmittal to Congress of a special message regarding a proposed rescission; and (2) expedited consideration of such proposal.

Expresses gratitude to the family members of the 10th Mountain Division for their service and sacrifice. Commends the North Country (New York) community for their unwavering support of Fort Drum and the men and women serving in uniform. Offers heartfelt condolences to the family and friends of 10th Mountain soldiers who have given the ultimate sacrifice in defense of the United States.

Redistricting Transparency Act of 2010 - Requires states to carry out congressional redistricting in accordance with a process under which members of the public are informed of redistricting proposals via the Internet and have the opportunity to participate in the development of such proposals prior to their adoption. Requires each state redistricting entity to establish and maintain a public Internet site meeting specified requirements. Requires the state redistricting entity to: (1) solicit the input of members of the public in its work to develop initial congressional redistricting plans for the state; and (2) post the proposed final plan on the Internet site 10 days before its adoption, as well as 7 days after its adoption, together with a map, the reasons for adoption, dissenting opinions, and certain other information.

Directs the Clerk of the House of Representatives to make corrections to the enrollment of H.R. 3590 (the Patient Protection and Affordable Care Act [PPACA]) with respect to abortion provisions to: (1) specify that nothing in such Act shall be construed to require any health plan to provide coverage of abortion services or to allow the Secretary of Health and Human Services (HHS) to require such coverage; (2) prohibit funds authorized or appropriated by such Act, including the tax credit provided for premium assistance, from being expended for any abortion or to cover any part of the costs of a health plan that includes abortion coverage, with specified exceptions involving the risk of death for the woman seeking an abortion or a pregnancy resulting from rape or incest; (3) allow non-federal entities to purchase separate coverage for abortions so long as such coverage is not purchased using the non-federal funds required to receive a federal payment; (4) allow non-federal health insurance issuers to offer separate coverage for abortions so long as any such issuer that offers a qualified health plan through an Exchange that includes coverage for abortions also offers a plan that is identical except that it does not cover abortions; and (5) repeal a provision requiring the Director the Office of Personnel Management (OPM) to ensure that with respect to multi-state qualified health plans offered in an Exchange, there is at least one such plan that does not provide coverage of abortions for which the expenditure of federal funds appropriated for HHS is not permitted.

Great Lakes Restoration Semipostal Stamp Act of 2010 - Requires the United States Postal Service to issue and sell, at a premium, a Great Lakes Restoration Semipostal Stamp. Requires proceeds from the sale of such stamp to be transferred to the Environmental Protection Agency (EPA) for the operations of the Great Lakes Restoration Initiative. Prohibits such proceeds from being taken into account in any decision relating to the level of appropriations or other federal funding to be furnished to the EPA or such Initiative. Requires the stamp to: (1) be made available to the public for at least five years; and (2) depict images of the five Great Lakes.

Spending Reduction Act of 2010 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to establish nonsecurity discretionary category spending limits (spending caps) for FY2011-FY2015. Defines "nonsecurity discretionary category" as all discretionary appropriations except budget accounts within major functional category (050) National Defense, (150) International Affairs, (700) Veterans Benefits and Services, and the National Nuclear Security Administration (NNSA) within major functional category (270) Energy, and any appropriations for the Department of Homeland Security (DHS). Repeals the termination date for Pay-As-You-Go (PAYGO) enforcement mechanisms under such Act (thus making them permanent). Declares that, if for any fiscal year, legislation making appropriations for discretionary accounts includes a designation for emergency requirements, such measure may not be considered in either chamber as passed or agreed to unless by a vote of at least two-thirds of the Members.

Forecast for the Future Act of 2010 - Requires the President's budget to Congress to include a detailed, separate analysis and display, by budget function, agency, and program, of the net present value of future costs of each entitlement program for the fiscal year for which the budget is submitted and each of the four ensuing fiscal years. Amends the Congressional Budget Act of 1974 (CBA) to require concurrent budget resolutions to include, for display purposes only and for each entitlement program, the net present value of the future costs of the program over a 75-year time frame. Directs the congressional budget committees to hold hearings in each Congress with a goal of developing a plan to restore the government to a sustainable long-term fiscal path. Requires the Director of the Office of Management and Budget (OMB) to submit to the President and Congress a report listing: (1) the fiscal exposures of the government; and (2) the net present value of the future costs of the program over a 75-year time frame. Amends the CBA to require the Director of the Congressional Budget Office (CBO) to submit a similar report to Congress.

Encourages: (1) efforts to increase access to clinical and community-based preventive services and to strengthen the nation's public health system; (2) community designers to take into consideration health implications of planning decisions and to build communities and transportation systems that enable all residents access to safe, affordable housing, nutritious foods, clean air and water, public transportation, safe sidewalks and streets, and health services; and (3) the people of the United States to learn about the role of public health in improving the nation's health.

Great Lakes Ecosystem Protection Act of 2010 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to expand the duties of the Great Lakes Program Office by requiring the Office to: (1) provide support for Great Lakes governance and management; and (2) coordinate with the Great Lakes Interagency Task Force. Establishes: (1) the Great Lakes Leadership Council to establish policy, goals, and priorities with respect to Great Lakes protection and restoration, determine a process for participating in international forums, and provide annual input regarding federal budget priorities and levels for Great Lakes protection and restoration; (2) the Great Lakes Management Committee within the Council to report to and provide direction for the Council, monitor and assist implementation activities relating to Great Lakes management, and engage in problem solving regarding Great Lakes management; and (3) the Great Lakes Interagency Task Force. Requires the Administrator of the Environmental Protection Agency (EPA) to report annually to Congress on budgets and restoration activities relating to EPA's organizational elements involved in Great Lakes activities and EPA's reasons for approving or disapproving the Council's recommendations. Authorizes appropriations for: (1) remediation of sediment contamination in areas of concern in the Great Lakes; and (2) the Great Lakes Program. Requires EPA, in coordination with federal partners, to implement a Great Lakes Restoration Initiative which will: (1) identify and support programs to target the most significant environmental problems in the Great Lakes ecosystem; (2) be based on the work of the Task Force and the Council's stakeholders and nongovernmental partners; and (3) represent the government's commitment to significantly advance Great Lakes protection and restoration. Prohibits funding made available to implement the Initiative from being used for water infrastructure activity that is implemented using funds made available under the clean water or drinking water state revolving fund program. Requires federal agencies to: (1) maintain the base level of funding for their Great Lakes activities; and (2) identify new activities to support the environmental goals of the Initiative.

Northern Border Counternarcotics Strategy Act of 2010 - Amends the Office of National Drug Control Policy Reauthorization Act of 2006 to require the Director of National Drug Control Policy, in coordination with the Secretary of Homeland Security (DHS), to submit to Congress a Northern Border Counternarcotics Strategy. Requires such Strategy to: (1) set forth the strategy for preventing the illegal trafficking of drugs across the international border between the United States and Canada; (2) state the specific roles and responsibilities of the relevant National Drug Control Program agencies and the Office of Counternarcotics Enforcement of DHS for implementing such Strategy; (3) identify the specific resources required to implement such Strategy; and (4) set forth a strategy to end illegal drug trafficking through Indian reservations that straddle the international border between the United States and Canada.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Directs the President to submit a balanced budget to Congress annually. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict. Requires the appropriate congressional committees to report implementing legislation to achieve a balanced budget without reducing the disbursements of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund to achieve that goal.

Farm to School Improvements Act of 2010 - Amends the Richard B. Russell National School Lunch Act to direct the Secretary of Agriculture to provide competitive matching grants to schools, nonprofit organizations, and other able entities for farm to school programs that improve the access of school lunch and breakfast program participants to local foods. Provides that each grant may include an implementation grant, training and technical assistance grant, and planning grant. Requires farm to school programs to be designed to: (1) improve the nutritional health and well being of children; (2) procure healthy local foods from small and medium-sized farms; (3) support experiential nutrition education by involving school children in farm and garden-based agricultural education activities; (4) commit public and private community stakeholders to the sustained success of such programs; and (5) increase farmers' income by facilitating their access to institutional markets. Directs the Secretary to provide grant recipients with technical assistance that includes sharing information, best practices, research, and data on existing farm to school programs.

National Manufacturing Strategy Act of 2010 - Expresses the sense of Congress that the U.S. government should promote policies related to the nation's manufacturing sector that, among other things: (1) create sustainable economic growth and increased employment; (2) recruit, improve, and educate the workforce; (3) increase productivity, exports, and global competitiveness; and (4) maintain and improve national and homeland security. Directs the President, every four years, to: (1) conduct a comprehensive analysis of the nation's manufacturing sector; and (2) submit to Congress a National Manufacturing Strategy (Strategy). Requires the President, in developing each Strategy, to convene a Manufacturing Strategy Task Force to make recommendations regarding specified matters for incorporation into the Strategy, including short- and long-term goals for the manufacturing sector. Directs that: (1) each final Strategy be published on a public website; and (2) the first Strategy be issued by February 28, 2011. Directs the Comptroller General, three years after publication of a Strategy, to review its recommendations. Requires the President to convene a President's Manufacturing Strategy Board to provide information and recommendations regarding the needs of, and opportunities for, the nation's manufacturing sector. Directs the National Academy of Sciences to: (1) conduct quadrennial studies concerning U.S. manufacturing; and (2) report each study's results to Congress and the President. Provides for additional required and discretionary studies. Requires the President, in preparing each annual budget, to include information regarding that budget's consistency with the goals and recommendations included in the latest Strategy.

Transparency in All Health Care Pricing Act of 2010 - Requires any and all individuals or business entities, including physicians, pharmacies, pharmaceutical manufactures, and insurance entities, that offer or furnish health care related items, products, services, or procedures for sale to the public to publicly disclose, on a continuous basis, all prices for such items, products, services, or procedures. Authorizes the Secretary of Health and Human Services (HHS) to: (1) investigate any individuals or business entities that fail to comply with the requirements of this Act; and (2) impose civil fines, or other civil penalties, as appropriate.

National Alzheimer's Project Act - Establishes in the Office of the Secretary of Health and Human Services (HHS) the Office of the National Alzheimer's Project to: (1) accelerate the development of treatments that would prevent, halt, or reverse the course of Alzheimer's; (2) create and maintain an integrated national plan to overcome Alzheimer's; (3) help to coordinate the health care and treatment of citizens with Alzheimer's; (4) ensure the inclusion of ethnic and racial populations that are at higher risk for Alzheimer's or that are least likely to receive care in clinical, research, and service efforts with the purpose of decreasing health disparities; (5) coordinate with international bodies to integrate and inform the fight against Alzheimer's globally; and (6) provide information and coordination of Alzheimer's research and services across all federal agencies. Sets forth the duties of the Director of the Office, including to use discretionary authority to evaluate all federal programs concerning Alzheimer's. Establishes in the Office an Advisory Council on Alzheimer's Research and Treatment.

Military Spouse Job Continuity Act of 2010 - Amends the Internal Revenue Code to allow the spouse of a member of the Armed Forces (military spouse) who moves with such member to another state under a permanent change of station order a tax credit for up to $500 of qualified relicensing costs incurred by such spouse. Defines "qualified relicensing costs" as costs for a state license or certification to engage in the profession that such military spouse engaged in while residing in the former state.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Express Loans Improvements Act of 2009 - Amends provisions of the Small Business Act relating to the Express Loan Program (Program) to: (1) increase (for a two-year period) from 50% to 75% the maximum percentage of Program loans that may be guaranteed by the Small Business Administration (SBA); (2) make such percentage 60% after such two-year period; and (3) increase from $350,000 to $1 million the maximum Program loan amount. Directs the SBA Administrator to: (1) issue regulations with respect to Program loan and lender eligibility and collateral requirements that minimize federal risk of loss; and (2) report annually to the congressional small business committees describing Program implementation, including actions taken to reduce default rates.

Supports the designation of National Robotics Week (NRW) as an annual event. Encourages institutions of higher education and companies which utilize robotics technology to hold open houses during NRW. Encourages science museums to organize events and demonstrations during NRW that help to educate and engage the public on the importance of robotics technology. Encourages schools, clubs, and organizations to hold open houses, organize local competitions, and demonstrate student activities related to the field of robotics technology. Encourages activities that advance the use of robotics to revolutionize the way fundamental science, technology, engineering, and mathematics (STEM) concepts are taught in the classroom and that highlight the success that robotics competitions organized by groups such as For Inspiration and Recognition of Science and Technology (FIRST) are having in inspiring students to pursue STEM-related careers. Affirms the growing importance of robotics technology and supports all other efforts to increase national awareness of it and its impact on the future of the nation.

Honors the bravery and dedication of the United States Agency for International Development (USAID) and Office of U.S. Foreign Disaster Assistance supported urban search and rescue teams deployed to Haiti in the aftermath of the January 12, 2010 earthquake. Congratulates the 511 U.S. rescue workers for the lives they helped save. Recognizes the contribution of these teams not only in the lives that they directly saved, but to the international teams that they trained and to the people of Haiti.

Recognizes: (1) that women are equally affected by colon cancer; and (2) the importance of colon health in women and of detecting colon cancer in its earliest stages. Urges women to: (1) regularly undergo diagnostic screening for colon cancer as recommended by their doctors; and (2) exercise regularly and eat a healthy and well-balanced diet to reduce the risk of colon cancer.

Small Business Environmental Stewardship Assistance Act of 2010 - Amends the Small Business Act to reauthorize for FY2011-FY2015 the national small business tree planting program (a program under which the Small Business Administration (SBA) makes grants to states for contracting with small businesses to plant trees on land owned or controlled by a state or local government).

Seniors Medicare Protection Act of 2010 - Amends title XVIII (Medicare) of the Social Security Act to establish a 24-month extended special enrollment period for certain individuals to enroll under Medicare part B (Supplementary Medical Insurance). (The special enrollment period is the eight consecutive months after an individual ceases to be enrolled in a group health plan by reason of current employment status.) Requires individuals enrolled in part B during the extended special enrollment period to pay a monthly premium increased by 25% for a specified number of months. Allows the Secretary of Health and Human Services (HHS), however, to reduce or waive the premium increase for an individual who demonstrates that he or she made a good faith effort to enroll during the special enrollment period.

Treats cash contributions made after January 11, 2010, and before March 1, 2010, for the relief of earthquake victims in Haiti as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution.
