Pay Our Troops Act of 2026 This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2026 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian personnel and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2027.

Pay Our Border Patrol and Customs Agents Act This bill provides FY2026 appropriations for the salaries and expenses of certain U.S. Customs and Border Protection (CBP) employees who are required to work during a lapse in appropriations (i.e., government shutdown) in FY2026. Specifically, the bill provides appropriations to CBP for the salaries and expenses of agents of the U.S. Border Patrol and officers of the Office of Field Operations who are excepted from furlough (i.e., required to work) during a lapse in discretionary appropriations in FY2026.

Bipartisan Premium Tax Credit Extension Act This bill extends for one year, through 2026, temporary changes enacted by the American Rescue Plan Act of 2021 (ARPA) and the Inflation Reduction Act of 2022 (IRA) that generally expand eligibility for and increase the amount of the premium tax credit. Currently, eligible taxpayers may be able to claim the premium tax credit, which applies toward the cost of obtaining health insurance through health insurance exchanges. To be eligible for the premium tax credit, a taxpayer’s household income must meet or exceed 100% of the federal poverty level (FPL) and, after 2025, may not exceed 400% of the FPL (maximum income limit). For 2021-2025, the ARPA and IRA eliminated the maximum income limit, which generally expands eligibility for the premium tax credit. Further, under current law, the amount of the premium tax credit is (1) generally the plan premium (conditions apply), minus (2) the taxpayer’s household income multiplied by the applicable percentage. The applicable percentage is a specific percentage that varies depending on which of six income ranges (adjusted for inflation after 2025) the taxpayer’s household income falls within. For 2021-2025, the ARPA and IRA lowered the applicable percentages and eliminated the adjustment of the applicable percentages for inflation, which generally increases the amount of the premium tax credit. The bill extends for one year, through 2026, the elimination of the 400% maximum income limit, the lower applicable percentages, and the elimination of the inflation adjustment for the applicable percentages.

Dignity for Immigrants while Guarding our Nation to Ignite and Deliver the American Dream Act of 2025 or as the DIGNIDAD (Dignity) Act of 2025 This bill addresses various immigration-related issues, including by requiring higher pay for U.S. Border Patrol agents, deferring the removal of eligible individuals without lawful immigration status, and implementing a mandatory electronic employment eligibility verification system patterned off the E-Verify system. The bill establishes several programs for individuals present in the United States without lawful status, including a path to lawful permanent resident status for qualified individuals, including those with deferred action for childhood arrival (DACA) status. In addition, the bill establishes the Dignity Program, which defers the removal of eligible individuals without lawful immigration status on a seven-year, renewable basis, provided individuals meet employment or education requirements, pay restitution, and satisfy other conditions. The bill also makes various changes to penalties and processes applicable to individuals entering the United States, for example by increasing the maximum criminal penalty for individuals previously removed or denied admission to the United States who attempt to reenter, authorizing the use of DNA testing to verify family relationships of immigrants, and establishing campuses at the border to process asylees. The Department of Homeland Security (DHS) must create, and U.S. employers must use, a nationwide electronic employment eligibility verification system. Furthermore, DHS may grant relatives of U.S. citizens relief from removal. The bill also increases the per country percentage ceiling for family-sponsored and employment-based visas.

No New Burma Funds Act This bill requires the U.S. Executive Director at the International Bank for Reconstruction and Development (IBRD) to advocate and vote for a continued pause on IBRD disbursements and new financing commitments to Burma unless the Department of the Treasury determines this is not in the national interest. The IBRD is one of the two major lending facilities of the World Bank and provides loans, guarantees, risk management products, and advisory services to middle-income countries and some creditworthy low-income countries. The World Bank paused disbursements and new financing to Burma after a 2021 military coup in that country.

This resolution commends and congratulates Petty Officer Third Class Scott Ruskan for his bravery and heroic efforts to rescue 165 victims during the July 2025 catastrophic flooding in central Texas. It also extends gratitude to all members of the Coast Guard, other federal and state agencies, first responders, and volunteers who risked their lives to protect and rescue others.

Treat and Reduce Obesity Act of 2025 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.

Providing Emotional Assistance with Relief and Love Act or the PEARL Act This bill requires U.S. Customs and Border Protection (CBP) to establish a pilot program to adopt dogs from local animal shelters to be trained as support dogs for CBP’s Support Canine Program. Support dogs are used for grief assistance, trauma mitigation, and morale.

Financial Stability Oversight Council Improvement Act of 2025 This bill requires the Financial Stability Oversight Council, prior to determining that a U.S. nonbank financial company shall be supervised by the Federal Reserve Board and therefore subject to certain prudential standards, to first determine that certain alternative actions would not mitigate the threat the company may pose to U.S. financial stability.

Amendment for Crowdfunding Capital Enhancement and Small-business Support Act of 2025 or the ACCESS Act of 2025 This bill expands the exemption from certain disclosures applicable to crowdfunding issuers with specified target offering amounts. (Crowdfunding is used to raise capital through a large number of individuals investing potentially small amounts of money.) Under current law, crowdfunding issuers that have target offering amounts of $100,000 or less are not required to make available financial statements reviewed by an independent public accountant. The bill increases that amount to $250,000 and allows the Securities and Exchange Commission to increase this amount to no more than $400,000 upon recommendation of the Office of the Advocate for Small Business Capital Formation and the Office of the Investor Advocate.

Disrupt Explicit Forged Images And Non-Consensual Edits Act of 2025 or the DEFIANCE Act of 2025 This bill expands civil remedies for the nonconsensual disclosure of intimate images (i.e., nonconsensual pornography). The bill also establishes a new federal civil action for nonconsensual conduct involving intimate digital forgeries (i.e., deepfakes). The term intimate digital forgery means any intimate visual depiction of an identifiable individual created using software, machine learning, artificial intelligence, or other computer-generated or technological means that looks authentic. With respect to the nonconsensual disclosure of intimate images, current law allows an identifiable individual to recover civil remedies, including litigation costs, damages, and injunctive relief. This bill increases the available damages by allowing the individual to recover punitive damages and by including, as part of actual damages, profits of the defendant that are attributable to the conduct at issue. The bill also allows an identifiable individual who is the subject of an intimate digital forgery to file a federal civil action against anyone who knowingly discloses, produces or possesses with intent to disclose, or solicits and receives the intimate digital forgery without the individual's consent. Under the bill, the identifiable individual may recover the same expanded civil remedies that are available for the nonconsensual disclosure of intimate images. Finally, the bill establishes a 10-year statute of limitations for filing civil actions involving nonconsensual intimate digital forgeries or nonconsensual disclosure of intimate images. The statute begins to run when the individual discovers the violation or turns 18, whichever is later.

Improving Seniors' Timely Access to Care Act of 2025 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards; (2) annually submit to the CMS for publication specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services (CMS), relating to the quality and timeliness of prior authorization determinations. The CMS and the Office of the National Coordinator for Health Information Technology must publish on the CMS' website a report that analyzes the information received from MA plans, the feasibility of implementing real-time decision making with respect to prior authorization requests, and the impact of decisions that are made using artificial intelligence on patient access.

Protect Children’s Innocence Act of 2025 This bill establishes federal criminal offenses for providing gender-affirming care to minors. The bill also changes the existing federal criminal offense that prohibits female genital mutilation (FGM) and related conduct. Specifically, the bill makes it a federal crime to knowingly perform or attempt to perform procedures or provide medications (e.g., hormonal treatments) to a minor for the purpose of changing their body to correspond to a sex that differs from their biological sex. The bill provides exceptions for specified types of surgeries or procedures, including those for treating (1) individuals who have both ovarian and testicular tissue or abnormal sex chromosome structure or hormones, or (2) infections or other harms that result from a previous gender-transition procedure. A violation is punishable by a fine, a prison term of up to 10 years, or both. The bill prohibits the arrest or prosecution of an individual who undergoes gender-affirming procedures or medications. Additionally, the bill makes changes to the existing federal criminal prohibition on performing FGM on a minor and related conduct. Among the changes, the bill broadens the scope of prohibited conduct to include the facilitation or consent to FGM by any person (currently, prohibited facilitation or consent applies only to a parent, guardian, or caretaker of the minor). The bill also prohibits the arrest or prosecution of an individual who undergoes FGM. The bill does not change the applicable criminal penalty of a fine, a prison term of up to 10 years, or both.

Insurance Data Protection Act This bill limits the ability of federal entities to compel insurance companies to share information. Specifically, the bill eliminates the subpoena power of the Federal Insurance Office. Under current law, the office has the power to subpoena information from insurers to, among other purposes, identify issues that could contribute to a systemic crisis in the insurance industry or the U.S. financial system. The bill also eliminates the ability of the Office of Financial Research to subpoena insurance companies. When seeking to collect insurance company data under specified consumer protection laws, a financial regulator must obtain the data from other regulators or from publicly available sources if possible. Otherwise, the financial regulator may only collect this data directly from the insurance company if the regulator complies with the Paperwork Reduction Act.

Bringing the Discount Window into the 21st Century Act This bill requires the Board of Governors of the Federal Reserve System to review and develop a remediation plan for its discount window lending program, which provides loans to depository institutions to support an institution’s security and liquidity. The review must consider topics such as the sufficiency of the technology infrastructure, the effectiveness of the existing operating hours of the discount window, and how the discount window interacts with other liquidity providers during normal operations and in times of financial distress. The remediation plan must address any identified deficiencies, establish timelines and milestones for implementation, and be approved by the board. The bill requires annual reports to Congress regarding the plan.

Healthy Babies Act of 2025 This bill requires that the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) include infant food combinations and dinners as part of the program. (The WIC food packages provide supplemental foods designed to address the specific nutritional needs of income-eligible pregnant, breastfeeding, and non-breastfeeding postpartum individuals, infants, and children up to five years of age who are at nutritional risk.) Specifically, the Department of Agriculture must update the regulations that prescribe the supplemental foods that must be made available in the program. Currently, infant food combinations (e.g., meat and vegetables) and dinners (e.g., spaghetti and meatballs) are not allowed.

Protecting America's Property Rights Act This bill directs the government-sponsored enterprises—Fannie Mae and Freddie Mac—to establish standards for the use of products such as title insurance. (The enterprises facilitate liquidity in the mortgage market by purchasing mortgages and issuing mortgage-backed securities.) Specifically, the enterprises must establish regulations or guidelines for risk management related to loss or damage from liens upon, encumbrances on, or defects in the title to property, or the invalidity or unenforceability of any liens or encumbrances on property by using third party products subject to state regulation. Further, the enterprises must hold an additional 1% of the unpaid principal of any mortgage that does not meet the above regulations or guidelines as part of each enterprise’s minimum capital levels.

Community Services Block Grant Improvement Act of 2025 This bill reauthorizes the Community Services Block Grant (CSBG) program through FY2032 and makes certain changes to the program and associated eligibility requirements. The CSBG program supports various antipoverty activities, primarily through formula-based allotments to states, tribes, and territories, the majority of which must be made available in grants to eligible local entities. Specifically, the bill permanently sets the measure of eligibility for services, assistance, or resources provided directly to individuals or families under the program at 200% of the poverty line. (Under current law, the eligibility measure is temporarily set at 200% of the poverty line, an increase from the previous measure of 125% of the poverty line.) The bill also makes certain changes to the permitted uses of funding, including by allowing CSBG funds to be used to facilitate low-income individuals’ and communities’ access to high-speed broadband, digital literacy training, technical support, and other services. States may also use certain funds allocated for training and technical assistance to assist eligible entities in responding to statewide and regional conditions that create economic insecurity, including emergency conditions. The bill also expands requirements for the plans that states must submit to the Department of Health and Human Services in order to receive CSBG funds (e.g., transparency assurances), and sets deadlines by which states must make funds available to eligible entities. Finally, the bill repeals a provision that allowed states to use CSBG funds to offset revenue losses associated with state charity tax credits.

Ensuring Community Access to Pharmacist Services Act This bill provides for permanent coverage under Medicare of certain pharmacist services. Specifically, the bill provides for permanent coverage of testing and treatment services provided by pharmacists relating to (1) COVID-19, influenza, respiratory syncytial virus (RSV), and streptococcal pharyngitis (strep throat); and (2) other public health needs in relation to a declared public health emergency. (Similar authorities were temporarily granted during the COVID-19 public health emergency.) Such services must be provided in accordance with the applicable state laws governing pharmacists' scope of practice.

Guarding Unprotected Aging Retirees from Deception Act of 2026 or the GUARD Act of 2026 This bill allows state, local, and tribal law enforcement agencies and grantees that receive funds from certain law enforcement grant programs to use the funds to investigate general financial fraud, elder financial fraud, and pig butchering. Pig butchering refers to a confidence and investment fraud in which a victim is gradually lured into transferring increasing amounts of money, generally in the form of cryptocurrency, into a fake virtual investment. The bill allows federal law enforcement agencies to assist state, local, and tribal law enforcement agencies and fusion centers in the use of tracing tools for blockchain and related technology tools. Finally, the bill requires the Financial Crimes Enforcement Network (FinCEN) to report on efforts to combat general financial fraud, elder financial fraud, pig butchering, and scams, including an evaluation of any legislative recommendations to improve the efforts. The bill also requires FinCEN to report on the state of general financial fraud, elder financial fraud, pig butchering, and scams in the United States, including trends in the crimes.

Homebuyers Privacy Protection Act This bill limits the circumstances in which credit reporting agencies may provide consumer credit reports to third parties in connection with residential mortgage transactions. Specifically, the bill prohibits a credit reporting agency from providing a consumer's credit report to a third party in connection with a residential mortgage transaction unless the transaction consists of a firm offer of credit or insurance and (1) the third party provides documentation certifying that it has the consumer's consent; or (2) the third party has originated a mortgage on behalf of the consumer, is a current mortgage loan servicer to the consumer, or has a current specified banking relationship with the consumer. These provisions take effect 180 days after the bill's enactment.

Youth Lead Act This bill reauthorizes through FY2030 National Institute of Food and Agriculture grants to the Girl Scouts of the USA, the Boy Scouts of America, the National 4–H Council, and the National FFA Organization. These grants must be used to establish pilot projects to expand the programs carried out by the organizations in rural areas and small towns.
