Block Burmese JADE (Junta's Anti-Democratic Efforts) Act of 2007 - Amends the Burmese Freedom and Democracy Act of 2003 to: (1) waive the requirement that Congress annually enact renewal resolutions for the continuation of import restrictions against Burmese products; and (2) continue such sanctions until they are terminated by a joint resolution of Congress or by the President (under current law, until terminated by the President). Prohibits the importation of gemstones or rough unfinished geological material mined or extracted from Burma. Expands the ban on the issuance of visas and admission to the United States to former and present leadership of the State Peace and Development Council (SPDC) or the Union Solidarity Development Association (Burmese regime) to include Burmese military members (including their families) involved in the repression of protests in Burma in August, September, and October 2007, and Burmese officials who have engaged in gross violations of internationally recognized human rights. Waives such ban only if the President certifies to Congress that it is in the national interests of the United States. Expands current law provisions providing for the freezing of assets in the United States of Burmese regime members to provide for the blocking of all property and assets in the United States: (1) that are owned by members of the Burmese regime and Burmese military and Burmese officials who have engaged in gross violations of internationally recognized human rights; and (2) of persons and financial institutions associated with such individuals. Sets forth, with specified exceptions, certain prohibited activities related to the blocking of such property. Subjects persons who violate such prohibitions to certain penalties. Denies tax deductions or tax credits with respect to amounts paid or incurred by the Burmese regime, or a joint production agreement involving the Yadana gas field or pipeline.

William Wilberforce Trafficking Victims Protection Reauthorization Act of 2007 - Amends the the Trafficking Victims Protection Act of 2000 to direct the Secretary of State (Secretary) to establish within the Department of State an Office to Monitor and Combat Trafficking. (Current law authorizes such Office's establishment.) Directs the President to: (1) carry out programs to prevent and deter trafficking in persons; and (2) implement an anti-trafficking program monitoring system. Authorizes the President to establish the Presidential Award for Extraordinary Efforts to Combat Trafficking in Persons. Sets forth consular officer responsibilities respecting anti-trafficking and related information to be given at nonimmigrant alien visa interviews. Sets forth protections for: (1) aliens who may be trafficking victims or who may testify against traffickers (including parole entry for certain family members); and (2) work-based nonimmigrants or alien workers recruited abroad. Sets forth provisions respecting: (1) assistance for trafficking victims, including child victims and U.S. citizens; (2) penalties for trafficking, unlawful compelled service, sex tourism, and aliens in prostitution. Directs: (1) the Attorney General to establish within the Office of the Deputy Attorney General a Coordinator to Combat Human Trafficking; and (2) the Secretary of Labor to establish within the Department of Labor a Coordinator to Combat Human Trafficking. Directs the Secretary to develop: (1) policies and procedures to ensure that unaccompanied alien children in the United States are safely repatriated to their country of nationality or of last habitual residence; and (2) a safe repatriation pilot program for alien children. States, with specified exceptions, that the care and custody of unaccompanied alien children in the United States shall be the responsibility of the Secretary of Health and Human Services. Sets forth related provisions and authorizations of appropriations. Child Soldier Prevention Act of 2007 - Prohibits, with a national interest waiver, funds for specified military and related areas from being made available to the government of a country identified by the Department of State as having governmental armed forces or government supported armed groups that recruit or use child soldiers. Authorizes the President to reinstate assistance upon certifying to Congress that a government is implementing: (1) compliance measures; and (2) mechanisms to prohibit future use of child soldiers. Authorizes the President to provide assistance to a country for international military education and training otherwise prohibited under this Act upon certifying to Congress that such assistance is for implementation of measures to demobilize child soldiers and for programs to support professionalization of the military. Requires a report on child soldiers in Burma.

Home Health Care Access Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to the prospective payment system (PPS) for home health services and adjustments to it for case mix changes. Prohibits any adjustment in the PPS for payment in 2008. Requires the Secretary of Health and Human Services, for any adjustment in a subsequent year, to evaluate changes in case mix using standards developed consistent with specified processes, taking certain criteria into account. Directs the Secretary to convene a Technical Advisory Group to advise on the development of such standards. Prohibits the Secretary from taking any action to implement or otherwise carry out provisions in the final rule published on August 29, 2007, that propose to make a case mix adjustment to the standardized payment amounts under the PPS to account for changes in coding that were not related to an underlying change in patient health status. Directs the Secretary to republish any rates specified in such rule to take into account the application of such prohibition.

Condemns the September 2007 attacks on African Union (AU) peacekeepers that occurred in Haskanita, Darfur, Sudan. Expresses condolences and sympathies to the people and governments of Nigeria, Mali, Senegal, and Botswana and to the families and friends of those individuals who were killed, injured, or missing in the attacks. Expresses readiness to support efforts to bring to justice those individuals responsible for the attacks and to dismantle the networks that carry out such attacks. Expresses support for the people of Darfur, and encourages all parties involved in the conflict to commit to negotiate a final peace agreement at the peace talks scheduled for October 27, 2007, in Tripoli, Libya.

Congratulates Vice President Al Gore and the Intergovernmental Panel on Climate Change for receiving the 2007 Nobel Peace Prize and commends the Norwegian Nobel Committee for selecting them. Recognizes: (1) Vice President Al Gore's work to increase awareness about the dangers of global warming; and (2) the Panel's work to create an informed consensus about the connection between human activities and global warming. Recommends that the public takes action to reduce greenhouse gas (GHG) emissions. Encourages Congress and the President to enact climate change legislation to substantially reduce U.S. contributions to GHG emissions.

Veterans Guaranteed Bonus Act of 2007 - Provides that, in the case of a member of the Armed Forces who is retired or separated for disability due to a combat-related injury, the Secretary of Defense shall require the continued payment of any bonuses or special pay to which the member: (1) was entitled to immediately before the retirement or separation; and (2) would continue to be entitled to if not retired or separated. Requires such payment in a lump sum within 30 days after such retirement or separation.

New Diplomatic Offensive for Iraq Act - Directs the President to implement a regional diplomatic plan in conjunction with the U.N. Security Council to: (1) curtail the ongoing civil war in Iraq; (2) prevent the spread of violence from Iraq into neighboring countries; (3) prevent the establishment of safe havens for al-Qa'ida and other terrorist organizations; (4) prevent regional conflict; (5) prevent genocide, ethnic cleansing, and other crimes against humanity; and (6) promote a national process of reconciliation within Iraq. States that it is U.S. policy to: (1) undertake a sustained diplomatic effort to engage the governments of regional nations on issues that impact the situation in Iraq; (2) continue and expand U.S. direct bilateral talks with nations neighboring Iraq on issues of mutual interest; (3) support the goals specified in the International Compact for Iraq; and (4) encourage the increased engagement of international organizations in working to achieve stability and security in Iraq. Directs the President to appoint a Presidential Special Envoy for Iraq Regional Security whose duties shall include: (1) discussions with the government of Iraq and governments of neighboring countries to support Iraq's efforts to achieve peace and stability and to take necessary actions to prevent regional instability, including organizing a related Iraq Support Group; and (2) working with Iraqi officials and other domestic stakeholders to organize a forum for negotiations on national reconciliation. Directs the Secretary of State to organize an international donors conference to solicit additional international commitments of funding and support for reconstruction and economic development in Iraq. Directs the President direct the U.S. Permanent Representative to the United Nations to seek a Security Council resolution that: (1) supports regional and international cooperation in promoting stability and development in Iraq; (2) encourages increased support for efforts to rebuild and expand Iraq's economy and critical infrastructure; and (3) authorizes renewed U.N. assistance to promote security and political reconciliation in Iraq, including a commitment to an increased U.N. role following the beginning of a U.S. Armed Forces' redeployment from Iraq.

Calls upon the President to develop within the Department of State and the United States Agency for International Development (USAID) a Women and Girls of Darfur Initiative to improve assistance to victims and potential victims of rape and sexual violence in Darfur, Sudan, eastern Chad, and the Central African Republic. Calls upon the Secretary General of the United Nations, the permanent members of the U.N. Security Council, the African Union (AU), the European Union (EU), the Arab League, and other nations to take steps to ensure that a fully funded and fully equipped U.N.-AU peacekeeping force (UNAMID) is deployed to Darfur, including an adequate number of female troops and police to properly manage incidents of rape and sexual violence. Calls upon the Security Council to: (1) find the government of Sudan in noncompliance with Security Council Resolution 1325; (2) call on the government of Sudan to provide legal protections to victims of rape and sexual violence and to bring to justice individuals responsible for such crimes; and (3) enforce the arrest warrants for Ahmad Muhammad Harun and Ali Muhammad Al Abd-Al-Raham, and further recognize the systematic rape of women and girls in Darfur as crimes against humanity and war crimes.

Declares that it is the sense of the Congress that the United States, through the International Commission for the Conservation of Atlantic Tunas, should: (1) pursue a review and assessment of compliance with conservation and management measures adopted by the Commission for the 2006 Eastern Atlantic and Mediterranean bluefin tuna fishery and other fisheries subject to Commission jurisdiction; (2) address noncompliance by nations through appropriate actions including, as appropriate, deducting a proportion of a future quota for a country to compensate for such country exceeding its quota in prior years; (3) pursue a meaningful discussion of the implementation and effectiveness of a specified Commission recommendation relating to a recovery plan for bluefin tuna in the Eastern Atlantic and Mediterranean; and (4) seek to strengthen conservation and management of Eastern Atlantic and Mediterranean bluefin tuna by making recommendations to halt the decline of the stock and begin to rebuild it.

Federal Judicial Salary Restoration Act of 2007 - Increases the salaries of certain federal judges and Justices of the U.S. Supreme Court. Amends Public Law 97-92 (the joint resolution making further continuing appropriations for FY1982), as amended by the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2002, to repeal the prohibition on salary increases for such officials.

Social Investment and Economic Development for the Americas Act of 2007 - Amends the Foreign Assistance Act of 1961 to direct the President, through the United States Agency for International Development (USAID), to provide assistance to reduce poverty, expand the middle class, and foster increased economic opportunity in Western Hemisphere countries. Establishes within USAID the Western Hemisphere Economic Investment and Development Advisory Committee which shall: (1) serve as a link among the U.S. government, nongovernmental organizations, the private sector, and other interested parties; and (2) review projects funded under this Act. Amends the Inter-American Development Bank Act to direct the Secretary of the Treasury to instruct the United States Executive Director at the Bank to use U.S. influence to urge the Bank to establish a Social Investment and Economic Development Fund for the Americas to provide assistance to reduce poverty, expand the size of the middle class, and foster increased economic opportunity in Western Hemisphere countries. Authorizes appropriations for payment to the Inter-American Development Bank of arrears owed by the United States to the Multilateral Investment Fund.

Safety Assurance For Every Consumer Product Act or the SAFE Consumer Product Act - Amends the Consumer Product Safety Act to require (in current law, authorize) the Consumer Product Safety Commission (CPSC) to prescribe consumer product testing programs. Requires nongovernmental, independent third party testing of children's products. Increases the actions the CPSC may take in ordering recalls of products presenting substantial hazards. Makes recalled product retail sale unlawful. Requires manufacturers to mark products or packaging to enable purchasers to determine the product's source, date, and production cohort. Removes the cap on Consumer Product Safety Act civil penalties. Removes a requirement that criminal penalties may only be imposed after noncompliance notice. Reduces the period after CPSC notification to manufacturers and private labelers before public disclosure of information obtained under the Act. Requires any person who must give public notice of a substantial product hazard to post a notice on the Internet. Declares any children's product containing more than a specified amount of lead to be a banned hazardous substance under the Federal Hazardous Substances Act, allowing a temporary exception for electronic devices. Requires certain actions to facilitate recalls of children's products and authorizes the CPSC to extend the requirements to consumer products other than children's products. Requires children's product's warning labels to be included in Internet advertisements. Removes provisions requiring a minimum number of CPSC members to transact business. Modifies rulemaking notice requirements. Declares the sense of Congress that the full complement of five CPSC members is necessary to conduct CPSC business and the President should fill vacancies expeditiously. Prohibits any consumer product safety standard or other CPSC action after enactment of this Act from containing a preemption provision which affects any action under state statutory or common law unless the provision is expressly authorized by statute.

Improving Public Diplomacy through International Travel Act - Directs the Secretary of State to enhance diplomatic relations with foreign countries and promote domestic business interests abroad by establishing a grant program to promote international travel to the United States. Directs a grant recipient to develop a promotion program to encourage international travel to the United States and to effectively communicate U.S. entry requirements, including required documentation, fees, and processes. Sets forth the following market phase-ins: (1) year one, Canada; (2) year two, Canada and Mexico; (3) year three, Canada, Mexico, and the United Kingdom; (4) year four, Canada, Mexico, the United Kingdom, and Japan; and (5) year five, Canada, Mexico, the United Kingdom, Japan, and Germany. Reserves 20% of grant funds for promotion programs for destinations that lack the resources to market themselves internationally.

Protect America's Wildlife Act of 2007 - Amends the Fish and Wildlife Act of 1956 to add to airborne hunting offenses a prohibition against any person shooting or attempting to shoot any bird, fish, or other animal before 3:00 a.m. following a day on which the person has traveled by aircraft other than on a regularly scheduled commercial aircraft. Increases the fine for such offenses to not more than $50,000 (currently, $5,000). Prohibits a state from authorizing or undertaking any action otherwise prohibited under such Act for the purpose of increasing any game population or sport hunting. Authorizes a state to shoot predators from an aircraft to prevent a biological emergency, if: (1) the head of the state's fish and wildlife agency determines that such an emergency is imminent and there is no other means available to eliminate the emergency; (2) the shooting is conducted by an officer or employee of such agency or of the U.S. Department of Agriculture (USDA); (3) the shooting occurs only in the area where the emergency exists; and (4) the shooting removes only the minimum number of predators necessary to eliminate the emergency. Allows the Secretary of the Interior to authorize an otherwise prohibited action to prevent the extinction of any endangered or threatened species under the Endangered Species Act of 1973 if there is no other means available to address the threat of extinction. Authorizes citizen suits under the Fish and Wildlife Act of 1956.

Protecting Employees and Retirees in Business Bankruptcies Act of 2007 - Amends federal bankruptcy law to increase the maximum amount per individual or corporationof unsecured claims ranked in the fourth (wages, salaries, or commissions) and fifth (employee benefit plan contributions) order of priority. Includes within the scope of a claim in bankruptcy certain equity securities held in a defined contribution plan for the benefit of certain individuals. Ranks in sixth order of priority the diminished value of debtor's equity securities held in a defined contribution plan if the employer or plan sponsor committed fraud regarding the plan. Permits within administrative expenses certain severance pay for termination or layoffs. Prohibits certain senior executive compensation from being disproportionate in light of economic concessions by debtor's nonmanagement workforce. Disallows as an administrative expense specified executive compensation enhancements. Revises requirements governing: (1) rejection of collective bargaining agreements; (2) insurance benefits for retired employees; and (3) the status of certain employee benefits in a sale of business assets. Allows defined benefit plan participants to file claims for certain shortfalls in pension benefits. Permits inclusion within the necessary costs and expenses of preserving property the mandatory recovery of unpaid obligations owed to employees. Directs the court to consider the extent to which alternative reorganization plans maintain: (1) jobs; (2) defined benefit plans; and (3) retiree health benefits. Prohibits assumption of deferred compensation for the benefit of insiders or senior management if an employee defined benefit plan has been terminated. Limits the recovery of executive compensation if the debtor has reduced its contractual obligations under either a collective bargaining agreement or retiree benefits plan. Excepts from an automatic stay: (1) a dispute resolution proceeding established by a collective bargaining agreement prior to commencement of bankruptcy; or (2) an award or settlement under such proceeding. Authorizes the bankruptcy trustee to avoid transfers made for the benefit of an insider or certain consultants in anticipation of bankruptcy. Revises prerequisites to court confirmation of a business reorganization plan which continues retiree benefits.

Coordinated Environmental Public Health Network Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC) and with the involvement of other federal agencies, state and local health departments, and an advisory committee, to establish and operate a Coordinated Environmental Public Health Network. Directs the Secretary to: (1) identify, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure; (2) provide for public access to an electronic national database that accepts data from the State Environmental Public Health Network (established by this Act), subject to privacy requirements; (3) prepare and periodically publish a Coordinated Environmental Public Health Network Status Report and a Coordinated Network Health and Environment Report; (4) operate and maintain National Environmental Health Rapid Response Services; (5) provide technical assistance; and (6) develop minimum standards and procedures for data collection and reporting. Authorizes: (1) states to apply for grants to implement pilot projects to develop State Environmental Public Health Network enhancements and programs; and (2) the Secretary to award grants to at least five accredited schools or programs of public health for Centers of Excellence. Directs the Secretary: (1) to award John H. Chafee Public Health Scholarships to eligible students enrolled in accredited schools of public health or medicine; and (2) through the CDC Director, to enter into cooperative agreements to train and place applied epidemiology fellows in state and local health departments and to expand CDC biomonitoring data collection.

Emergency Home Ownership and Mortgage Equity Protection Act of 2007 - Amends federal bankruptcy law governing a chapter 13 debtor (adjustment of debts of an individual with regular income) to prohibit the holder of a claim in bankruptcy which is secured by debtor's principal residence from adding fees, costs, or charges while the case is pending, unless such claimholder gives timely notice to both debtor and the bankruptcy trustee. Revises requirements for the discretionary features of a chapter 13 debtor's plan. Removes the prohibition against modification of the rights of a holder of a claim secured only by an interest in real property that is the debtor's principal residence. (Thus allows a plan to modify such rights.) Authorizes a chapter 13 bankruptcy plan to provide for payment of allowed claims secured by the debtor's principal residence over a period that exceeds a specified time frame. Eliminates the pre-petition credit counseling requirement for a chapter 13 debtor facing foreclosure if the debtor submits a certification to the court that the holder of a claim secured by the debtor's principal residence has initiated foreclosure on that residence. Adds to conditions for court confirmation of a plan in bankruptcy that the holder of an allowed claim secured by the debtor's principal residence shall retain the lien securing such claim until the claim is paid. Excludes from final discharge of a debtor from all debts any allowed claim secured by the debtor's principal residence before such claim is paid.

Food and Drug Import Safety Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act to require the Secretary of Health and Human Services to provide for research on the development of tests and sampling methodologies for use on imported food. Requires the Secretary to assess and collect fees on imported food and drugs. Directs the Secretary to restrict the importation of all food to metropolitan ports of entry with a Food and Drug Administration (FDA) laboratory for testing such food. Deems a food, drug, or device to be misbranded it its labeling fails to identify its country of origin. Requires the Secretary to establish a program under which: (1) persons importing food voluntarily agree to abide by specified food and security guidelines; and (2) the Secretary agrees to expedite the movement of such food through the inspection process. Increases civil penalties for the manufacturer or importer of adulterated food. Sets forth provisions governing the reorganization of FDA field laboratories and district offices. Requires the Secretary to issue an order requiring an immediate cease in the distribution of food that may cause serious, adverse health consequences or death. Subjects all imported food to U.S. food safety standards. Sets forth a certification system for a foreign facility seeking to import food. Requires the Secretary to require, as good manufacturing practices, that processed food undergo testing to detect substances that may render the food adulterated. Defines the term "color additive" to include carbon monoxide that may affect the color of fresh meat, poultry products, or seafood, unless the label bears a specified statement.

Amends the Internal Revenue Code to make permanent the 15-year recovery period for purposes of the tax deduction for depreciation of qualified restaurant property. Revises the term "qualified restaurant property" to include existing buildings as well as improvements to buildings.

Recognizes that the United States and Brazil have arrived at the point of a strategic confluence of interests and urges President George W. Bush to continue to deepen the bilateral relationship between the two countries. Recognizes Brazil's role as a leader in the Western Hemisphere and commends its leadership of the United Nations Stabilization Mission (MINUSTAH) in Haiti. Commends Brazil for successfully diversifying its energy resources and reducing its dependence on oil. Recognizes that the United States has arrived at the point of a strategic confluence of interests with Brazil and welcomes continued development in the bilateral relationship between the two countries. Supports the March 9, 2007, United States-Brazil Memorandum of Understanding (MOU) on biofuels as a major step forward in bilateral relations, hemispheric integration, and energy diversification. Commends joint efforts by the United States and Brazil for their commitment to use expertise to provide technical assistance for biofuels industries in third countries, currently including the Dominican Republic, El Salvador, Haiti, and St. Kitts and Nevis. Encourages U.S. and Brazilian officials to quickly identify additional countries in the Western Hemisphere to receive technical assistance related to biofuels.

Public and Teaching Hospital Preservation Act - Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 to extend by one year the moratorium on: (1) implementation of a rule relating to the federal-state financial partnership under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act; and (2) finalization of a Medicaid rule regarding the treatment of graduate medical education (GME).

Children's Products Safety Act of 2007 - Amends the Consumer Product Safety Act to require every manufacturer (and any related private labeler) of an article for use by a child under 60 months of age which is subject to a consumer product safety standard or a rule under any Act administered by the Consumer Product Safety Commission (CPSC) declaring a consumer product a banned hazardous product to certify, based on testing conducted by a nongovernmental independent third party, that the product conforms to such standard or is not a banned hazardous product. Bars importation of such articles lacking independent third party certification.

Support for Injured Servicemembers Act - Amends the Family and Medical Leave Act of 1993 to entitle an eligible employee who is the spouse, son, daughter, parent, or next of kin of a covered servicemember to a total of 26 workweeks of leave during a single 12-month period to care for the servicemember. Defines covered servicemember as a member of the U.S. Armed Forces, including a member of the National Guard or a Reserve, who is undergoing medical treatment, recuperation, or therapy, is otherwise in medical hold or medical holdover status, or is otherwise on the temporary disability retired list, for a serious injury or illness incurred in the line of duty on active duty that may render the member medically unfit to perform his or her duties. Provides for the substitution of accrued paid vacation, personal, family leave, or medical or sick leave for any part of the 26-week period. Declares that nothing in this Act shall be construed to limit the availability of such leave during any other 12-month period. Amends federal civil service law to entitle civilian federal employees to the same leave allowance. Provides for the substitution of accrued paid annual or sick leave for any part of the 26-week period.

United States Cadet Nurse Corps Equity Act - Deems service of a person as a member of the United States Cadet Nurse Corps between July 1, 1943, and December 15, 1945 (qualified service), to be active military service for purposes of all laws administered by the Department of Veterans Affairs. Requires: (1) the Secretary of Defense to issue an honorable discharge to each person whose qualified service warrants one; and (2) the discharge to be issued before the end of the one-year period beginning on the enactment of this Act. Prohibits benefits from being paid to persons as a result of such enactment for any period before the enactment date.

Sales Tax Fairness and Simplification Act - Grants the consent of Congress to the Streamlined Sales and Use Tax Agreement (Agreement), the multistate agreement for the administration and collection of sales and use taxes adopted on November 12, 2002. Expresses the sense of Congress that the Agreement provides sufficient simplification and uniformity to warrant federal authorizations to states that are parties to it (member states) to require remote sellers (sellers without a physical presence in the taxing state) to collect and remit the sales and use taxes of such states and their local taxing jurisdictions. Authorizes each member state, after 10 states (comprising at least 20% of all states imposing a sales tax) have petitioned for and become member states, to require all sellers, except those sellers with gross remote taxable sales nationwide of less than $5 million, to collect and remit sales and use taxes on remote sales owed to such member state under the terms of the Agreement. Allows any person affected by the Agreement to petition the Governing Board established by the Agreement for a determination of any issue arising under the Agreement. Provides for judicial review of Governing Board determinations by the U.S. Court of Federal Claims. Sets forth minimum simplification requirements for the Agreement. Expresses the sense of Congress that member states should work with each other to prevent double taxation where a foreign country has imposed a transaction tax on a digital good or service

200th Anniversary Commemoration Commission of the Abolition of the Transatlantic Slave Trade Act of 2007 - Establishes the Transatlantic Slave Trade 200th Anniversary Commission. Sets forth Commission duties, including: (1) plan activities appropriate to commemorate the 200th anniversary of the abolition of the transatlantic slave trade; (2) encourage civic, historical, educational, religious, economic entities, as well as state and local governments to participate in anniversary activities; (3) facilitate the convening of a joint meeting or joint session of the Congress for related ceremonies and activities; (4) promote the sponsorship of related conferences and exhibitions; and (5) examine reports and raise public awareness of of modern-day slavery and human trafficking. Terminates the Commission on December 31, 2009.

Homeowners' Defense Act of 2007 - Declares that the purposes of this Act is to provide a federal backstop for state-sponsored insurance programs to help homeowners prepare for and recover from the damages caused by natural catastrophes. Establishes a nonprofit National Catastrophe Risk Consortium, which shall not be an agency or instrumentality of the U.S. government, to: (1) gather an inventory of catastrophe risk obligations held by participating states' reinsurance funds, risk pools, or primary insurance corporations; (2) issue securities and other financial instruments linked to the catastrophe risk in the capital markets; (3) enter into reinsurance contracts with private parties, on a conduit basis; (4) act as a centralized repository of state risk information accessible by private-market participants interested in underwriting risk-linked securities or entering into reinsurance contracts; and (5) use an acquired catastrophe risk database to perform research and analysis that encourages standardization of the risk-linked securities market. Makes the Consortium eligible for discretionary federal grants, contracts, gifts, contributions, or technical assistance. Directs the Secretary of the Treasury to carry out a national homeowners' insurance stabilization program to make liquidity loans and catastrophic loans to state and regional reinsurance programs to: (1) ensure their solvency; (2) improve the availability and affordability of homeowners' insurance; and (3) spread the risk of catastrophic financial loss resulting from natural disasters and catastrophic events. Authorizes the Secretary to establish and collect a reasonable fee from precertified qualified reinsurance programs to offset stabilization program expenses. Prescribes requirements for qualified reinsurance programs.

Authorizes the President to compensate a U.S. national, or his or her estate, who: (1) has a claim pending in U.S. court against a foreign state seeking compensation for injuries caused by an act of hostage-taking, or has obtained a judgment on such a claim that has not been fully satisfied; (2) on or after August 2, 1990, and while not serving on active duty in the U.S. Armed Forces, was taken hostage by a terrorist party; or (3) was a representative plaintiff or class member in Case Number 1:00CV03110 (EGS) or a plaintiff in Case Number 1:00CV00716 (HHK) in the U.S. District Court for the District of Columbia. Limits an award to $500,000, adjusted to reflect the annual change in the Consumer Price Index. Bars a person who has accepted compensation under this Act from commencing or maintaining a U.S. civil action seeking compensation for such injuries or damages associated with such hostage taking against a foreign state or its agencies or instrumentalities. Funds compensation under this Act from the Hostage Victims Fund (as provided by this Act) into which the President shall direct deposits from: (1) blocked assets of terrorist parties; (2) amounts received against any person in connection with the U.N. Oil for Food Program; or (3) amounts received as a result of any fine or forfeiture in connection with a violation of the International Emergency Economic Powers Act, the Trading With the Enemy Act, the USA PATRIOT Act of 2001, the Bank Secrecy Act, or the Export Administration Act. Provides additional compensation for victims of the 1979 Iranian hostage taking in Tehran, including spouses and children of persons taken captive. Authorizes the return of a country's funds deposited into the Hostage Victims Fund upon termination of the country's terrorist party designation.

Commends the President for establishing the U.S.-Saudi Strategic Dialogue. Expresses dismay that the Department of State did not originally include human rights as a topic of discussion. Applauds the President for stating that the "United States will continue to press" Saudi Arabia "to give greater voice to their people." Concludes that the Strategic Dialogue is the logical mechanism through which to discuss the promotion of human rights in Saudi Arabia, and calls upon the President and the Secretary to expand the Strategic Dialogue and establish a new human rights working group.

Early Treatment for HIV Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to give states the option of providing Medicaid coverage for certain low-income HIV-infected individuals. Provides states taking advantage of this option with an enhanced federal Medicaid match.

Federal Dog Protection Act - Amends the Animal Welfare Act to make it unlawful to knowingly: (1) sponsor or exhibit an animal in, or knowingly attend, a dog fighting venture; (2) sell, buy, possess, train, transport, deliver, or receive for purposes of transportation any dog or other animal for the purpose of having the dog or other animal, or offspring of the dog or other animal, participate in a dog fighting venture; or (3) use the U.S. mail service or any instrumentality of interstate commerce for commercial speech that promotes or furthers such prohibited actions. Makes costs incurred for the care of animals seized and forfeited recoverable from the owner (currently recoverable costs are limited to those incurred by the United States). Allows animal control agencies, humane societies, or societies for the prevention of cruelty to animals to commence a civil suit to enjoin any private party who is alleged to be in violation of provisions concerning animal fighting. Provides for enforcement.

HIV Nondiscrimination in Travel and Immigration Act of 2007 - Amends the Immigration and Nationality Act to eliminate the human immunodeficiency virus (HIV) bar to U.S. admission. Directs the Secretary of Health and Human Services to: (1) convene a panel of public health experts to review immigration policies regarding HIV as a communicable disease of public health significance (and thus a health-related ground for inadmissibility); and (2) make a determination and report to Congress regarding the continued listing of HIV as a health-related ground for inadmissibility.

21st Century Servicemembers Protection Act - Amends the Servicemembers Civil Relief Act to allow individuals called to military service to terminate or suspend a service contract, after the date of entry into service or the date of the military orders, if: (1) the service contract (such as phone, cable, Internet, or utilities) is executed before the individual is called to service for a period of at least 90 days; or (2) the person enters into the contract while in military service and thereafter receives orders for a change of permanent station to a location outside the United States, or to deploy with a military unit for a period of at least 180 days. Provides penalties against anyone who: (1) holds property or funds of a person in military service who lawfully terminates a contract; or (2) violates the 6% limit on interest rates charged to servicemembers during a period of military service.

Travel Promotion Act of 2007 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions in other countries regarding U.S. entry policies, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Amends the International Travel Act of 1961 to replace references to the United States National Tourism Organization with references to the Corporation. Modifies various requirements applicable to the Tourism Policy Council. Amends the Department of Commerce and Related Agencies Appropriations Act, 2003 to remove provisions establishing the United States Travel and Tourism Promotion Advisory Board.

Keep Our Waterfronts Working Act of 2007 - Amends the Coastal Zone Management Act of 1972 to direct the Secretary of Commerce, acting through the National Oceanic and Atmospheric Administration (NOAA), to establish a Working Waterfront Grant Program to make a grant, through a regionally equitable, competitive funding process, to any coastal state for a plan to preserve and expand access to coastal waters for persons engaged in commercial fishing, recreational fishing, or other water-dependent coastal-related business.
