Amends the Workforce Investment Act of 1998 to require the Secretary of Labor to award competitive grants to states to provide funds to local boards for provision of technical school training subsidies in local areas through one-stop delivery systems to pay tuition costs for the career and technical education of unemployed individuals enrolled or accepted at a technical school. Limits the aggregate amount of subsidies to an individual to $2,000.

Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 - Amends the federal criminal code to revise provisions prohibiting knowingly creating, selling, or possessing a depiction of animal cruelty to prohibit knowingly and for the purpose of commercial advantage or private financial gain selling or distributing an animal crush video in interstate or foreign commerce. States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

Fresh Start Act of 2010 - Amends the federal criminal code to allow an individual convicted of a nonviolent criminal offense to file a petition for expungement of the record of such conviction. Allows expungement if such individual: (1) has never been convicted of any criminal offense other than the nonviolent offense for which expungement is sought; (2) has fulfilled all requirements of the sentence of the court, including payment of all fines, restitution, or assessments and completion of terms of imprisonment and probation; and (3) has remained free (if required by the court's sentence) from dependency on or abuse of alcohol or a controlled substance for at least one year. Requires the Attorney General to maintain an unaltered nonpublic copy of expunged criminal records, to be disclosed for limited purposes to federal, state, or local law enforcement agencies. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to increase by 5% grant funding under the Edward Byrne Memorial Justice Assistance Grant Program to states that implement expungement procedures substantially similar to the procedures enacted by this Act. Decreases such grant funding by 5% for states that fail to adopt expungement procedures.

Congratulates the Convention on International Trade in Endangered Species of Wild Fauna and Flora on its 35th anniversary. Recognizes the important contributions the Convention has made in regulating international trade in endangered species and protecting such species worldwide. Recognizes the increasing importance of the Convention in addressing multiple and compounding threats on species and ecosystems arising from over-exploitation, habitat loss, invasive species, disease, and the effects of climate change. Applauds the Convention's recent leadership in reaffirming strong protections for the African elephant, and other endangered species. Urges: (1) renewed, expanded, and accelerated commitments to the Convention by all Parties to ensure the Convention's contribution to species conservation; (2) the U.S. delegation to the Convention to utilize international cooperation to encourage other Parties to the Convention to collaborate effectively to curb excessive exploitation of species for international trade; and (3) the Convention to adopt stronger protections for the polar bear, sharks, bluefin tuna, and other endangered species at the 16th meeting of the Conference of the Parties in 2013.

Cambodian Trade Act of 2010 - Declares it is U.S. policy to: (1) support and encourage countries that comply with international agreements, respect human rights and the protection of refugee populations, and value and protect minority populations seeking asylum and protection from oppressive governments and regimes; and (2) assist refugees and minority populations seeking asylum and protection from oppressive governments and regimes. Prohibits the United States from reducing or forgiving a debt owed by Cambodia to the United States. Prohibits the extension of duty-free treatment to Cambodian textile or apparel articles imported into the United States.

Improvements in Global Maternal and Newborn Health Outcomes while Maximizing Successes Act or Improvements in Global MOMS Act - Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to reduce mortality and improve maternal health and the health of newborns in developing countries, including HIV/AIDS prevention programs. Directs the President to implement a comprehensive strategy as part of the Global Health Initiative to reduce mortality and improve the health of mothers and newborns in developing countries.

Eunice Kennedy Shriver Act - Reauthorizes the Special Olympics Sport and Empowerment Act of 2004 for FY2011-FY2015. Directs the Secretary of State to act through the Assistant Secretary of State for Educational and Cultural Affairs in awarding grants or entering agreements with Special Olympics for activities outside the United States. Includes community-based prevention among the activities for which the Secretary of Health and Human Services (HHS) may award grants or enter into agreements with Special Olympics. Requires grant or agreement applications to include a description of specific measurable annual benchmarks, as well as long-term goals and objectives, to be achieved through specified activities, which must include: (1) activities to increase the full participation of people with intellectual disabilities in inclusive school and community activities with nondisabled people; (2) education programs that dispel negative stereotypes about people with intellectual disabilities; and (3) activities to increase the participation of people with intellectual disabilities in Special Olympics outside of the United States. Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States. Directs the Secretary of Education to award competitive grants to institutions of higher education to establish Eunice Kennedy Shriver Institutes for Sport and Social Impact. Requires recipients to use grant funds to advance the quality of life and inclusion of people with intellectual disabilities through research and evaluation, technical assistance, training, data collection, evaluation, collaboration, and dissemination of evidence-based best practices.

Condemns the abduction and retention of all minor children being held in Japan away from their U.S. parents in violation of their human rights and U.S. and international law. Calls on: (1) the government of Japan to facilitate the resolution of all abduction cases and related issues; and (2) the President and the Secretary of State to seek to identify all U.S. citizen minor children who have been wrongfully removed to, and retained in, Japan. Expresses the sense of the House of Representatives that the United States should: (1) recognize the issue of child abduction to, and retention of, U.S. citizen minor children in Japan as a central foreign policy issue; (2) work with the government of Japan to enact consular procedures and legal agreements to prevent parental abduction; (3) review its advisory services from the Department of State, the Department of Justice (DOJ), and the Armed Forces to ensure that timely assistance is given to U.S. citizens and service members in preventing the wrongful retention or removal of minor children; and (4) urge the Department of State to include international child abduction and Japan's actions regarding abductions as a human rights violation under its Country Reports on Human Rights Practices.

Smuggled Tobacco Prevention Act of 2010 or the STOP Act - Amends the Internal Revenue Code to restrict the sale, lease, importation, or delivery of tobacco production machines to persons lawfully engaged in: (1) the sale, lease, or delivery of such machines; (2) the manufacture or processing of tobacco products, including for personal use; or (3) the application of unique identification markings onto tobacco product packages. Defines "tobacco production machine" as a machine used to manufacture, process, or package tobacco products or to apply unique identification markings to packages of tobacco products. Requires any person leasing, importing, exporting, or delivering a tobacco production machine to keep records relating to any transfers or deliveries of such machines. Requires manufacturers and importers of tobacco products to affix a unique identification marking to each package of tobacco products prior to sale or distribution of such products. Directs the Secretary of the Treasury to design a system of unique identification markings that does not interfere with state and local tax stamps and markings. Requires wholesalers of tobacco products to obtain permits for selling or exporting tobacco products. Establishes new criminal offenses relating to the distribution of tobacco products. Increases the civil penalty for tobacco-related infractions from $1,000 to $10,000. Establishes in the Treasury the Anti-Contraband Tobacco Trafficking Fund to finance the enforcement provisions of this Act and other laws relating to contraband or illegal tobacco products using the increased civil and criminal fines provided by this Act. Amends the Tariff Act of 1930 to impose a civil penalty for the importation of tobacco products and cigarette papers and tubes by fraudulent means.

National Criminal Justice Commission Act of 2010 - Establishes the National Criminal Justice Commission. Directs the Commission to: (1) review all areas of the criminal justice system, including federal, state, local, and tribal governments' criminal justice costs, practices, and policies; (2) make findings regarding such review and recommendations for changes to prevent, deter, and reduce crime and violence, reduce recidivism, improve cost-effectiveness, and ensure the interests of justice at every step of the criminal justice system; (3) consult with government and nongovernment leaders, including the United States Sentencing Commission; and (4) submit a final report on its findings, conclusions, and recommendations to Congress, the President, and state, local, and tribal governments and make such report available to the public. Expresses the sense of Congress that the Commission should work toward unanimously supported findings and recommendations.

Girls Protection Act of 2010 - Amends the federal criminal code to impose a fine or five-year prison term, or both, on any U.S. citizen or alien admitted for permanent residence who knowingly transports in foreign commerce a girl under the age of 18 for the purposes of female genital mutilation.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Expresses: (1) deepest condolences for the horrific loss of life and the physical and psychological damage caused by the January 12, 2010, earthquake that struck Haiti; and (2) solidarity with Haitians, Haitian-Americans, and all those who lost loved ones or have otherwise been affected by the tragedy. Commends and honors the efforts of the Israelis who worked on the ground in Haiti, the State of Israel, the Israel Defense Forces (IDF), and the Israeli people for their contributions to earthquake relief in Haiti.

Comprehensive Alcohol Regulatory Effectiveness (CARE) Act of 2010 - Amends the Webb-Kenyon Act to: (1) state that it is the policy of Congress that each state or territory shall continue to have the primary authority to regulate alcoholic beverages; (2) prohibit unjustified discrimination against out-of-state producers of alcoholic beverages in favor of in-state producers; and (3) establish higher evidentiary standards for legal actions challenging the authority of states or territories to regulate alcoholic beverages. Amends the Wilson Act to eliminate the requirement that a state or territory regulate the importation of all fermented, distilled, or other intoxicating liquors or liquids to the same extent and in the same manner as such liquors or liquids produced in such state or territory.

Expresses support for the goals and ideals of National Sexual Assault Awareness and Prevention Month. Calls for recognition of: (1) national and community organizations and private sector supporters for their work in promoting awareness about sexual assault, providing information and treatment to its survivors, and increasing the number of successful prosecutions of its perpetrators; and (2) public safety, law enforcement, and health professionals for their hard work and innovative strategies to increase the percentage of sexual assault cases that result in the prosecution and incarceration of the offenders. Urges national and community organizations, private businesses, colleges and universities, and the media to promote, through such Month, awareness of sexual violence and strategies to decrease the incidence of sexual assault.

Directs the President, by the earlier of January 1, 2011, or 90 days after the enactment of this Act, to submit to Congress a plan for the safe, orderly, and expeditious redeployment of U.S. Armed Forces from Afghanistan, including military and security-related contractors, together with a timetable for the completion of such redeployment and information regarding variables that could alter that timetable. Requires plan updates every 90 days. Directs the Special Inspector General for Afghanistan Reconstruction to: (1) issue recommendations for increasing oversight of contractors in Afghanistan that have a record of engaging in waste, fraud, or abuse; and (2) report on the status of efforts of the Department of Defense (DOD) and the State Department to implement existing recommendations regarding oversight of such contractors. Requires the recommendations issued to include recommendations for reducing U.S. reliance on security contractors or subcontractors responsible for the deaths of Afghan civilians and on Afghan militias, contractors, subcontractors, or other armed groups that are not part of the Afghan National Security Forces.

Requires the Federal Communications Commission (FCC) to extend for 45 days the time period for filing petitions to deny, oppositions, and comments in the proceeding relating to the proposed merger of Comcast and NBC Universal. States that such extension shall: (1) permit petitions to deny, oppositions, and comments on or before June 17, 2010; (2) permit responses to petitions to deny, oppositions, and comments on or before July, 16, 2010; and (3) permit replies to such responses on or before August 1, 2010.

Home Health Care Planning Improvement Act of 2010 - Amends title XVIII (Medicare) of the Social Security Act to revise conditions of and limitations on payment for home health care services. Allows payment for home health services to Medicare beneficiaries by: (1) a nurse practitioner; (2) a clinical nurse specialist working in collaboration with a physician in accordance with state law; (3) a certified nurse-midwife; or (4) a physician assistant under a physician's supervision.

Stop Oxy Abuse Act of 2010 - Directs the Commissioner of Food and Drugs (FDA), within 90 days, to take such actions as may be necessary to modify the approval of, and limit any subsequent approval of, any drug containing controlled-release oxycodone hychloride to use for the relief of severe-only pain instead of moderate-to-severe pain. Applies any such modification to drugs introduced into interstate commerce 180 days after enactment of this Act.

Coastal Jobs Creation Act of 2010 - Directs the Secretary of Commerce to implement a Coastal Jobs Creation Grant Program which shall include: (1) cooperative research to collect and compile economic and social data related to recreational and commercial fisheries management: (2) establishment and implementation of state recreational fishing registry programs; (3) training and deploying observers authorized or required under the Magnuson-Stevens Fishery Conservation and Management Act; (4) preservation or restoration of coastal resources identified for their conservation, recreational, ecological, historic, or aesthetic values; (5) redevelopment of deteriorating and underutilized working waterfronts and ports; (6) research to develop, test, and deploy innovations and improvements in coastal and ocean observation technologies; (7) cooperative research to collect data to improve, supplement, or enhance fishery and marine mammal stock assessments; and (8) other specified activities. Amends the Magnuson-Stevens Fishery Conservation and Management Act to require the Secretary of Commerce to enter into contracts with, or provide grants to, states for the purpose of establishing and implementing a registry program to meet the requirements for the exemption from registration of a regional standardized fishing vessel registration and information management system program for state licensed recreational fishermen and charter fishing vessels when the Secretary determines that information from the state program is suitable for the Secretary's use in completing marine recreational fisheries statistical surveys or evaluating the effects of proposed conservation and management measures for marine recreational fisheries.

Global Democracy Promotion Act - States that in determining eligibility for assistance under part I of the Foreign Assistance Act of 1961 foreign nongovernmental organizations shall not: (1) be ineligible for such assistance solely on the basis of health or medical services provided by such organizations with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided and would not violate U.S. federal law if provided in the United States; and (2) be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving assistance under part I of such Act.

Housing Preservation and Tenant Protection Act of 2010 - Requires the Secretary of Housing and Urban Development (HUD), upon request of a project owner with a rental supplement contract or a rental assistance program (RAP) contract, to convert such contract to a section 8 project-based assistance contract. Prohibits an owner of specified covered housing from selling such property before notifying the required parties and giving HUD an opportunity to purchase it. (Thus grants HUD the first right of refusal.) Prescribes requirements for: (1) preservation of HUD-owned and HUD-held buildings; (2) HUD authority to assign flexible subsidy loans; and (3) the use of existing section 8 funds to preserve and revitalize affordable housing. Amends the Housing and Community Development Act of 1992 to authorize the Government National Mortgage Association (Ginnie Mae) to securitize any Federal Housing Administration (FHA) risk-share multifamily loan under the same terms and conditions as if the loan were insured under the National Housing Act. Revises or prescribes requirements for: (1) restoring housing at risk of loss due to deterioration; (2) protecting residents in HUD assisted projects; (3) preserving troubled projects facing foreclosure; (4) providing incentives under the Multifamily Assisted Housing Reform and Affordability Act of 1997; and (5) establishing a publicly available preservation data base composed of each covered multifamily property. Section 202 Supportive Housing for the Elderly Act of 2010 - Amends the Housing Act of 1959 regarding project rental assistance for supportive housing for the elderly. Amends the American Homeownership and Economic Opportunity Act of 2000 with respect to project-based rental housing assistance programs and senior preservation rental assistance contracts Requires HUD to establish and operate a national senior housing clearinghouse. Rural Housing Preservation Act of 2010 - Amends the Housing Act of 1949 to require the Secretary of Agriculture to carry out a preservation program to provide financial incentives and other assistance to owners of Section 515 rural multifamily housing projects through long-term use agreements entered into between the project owners and the Secretary. (A Section 515 project is one involving housing and related facilities for elderly persons and families or other persons and families of low income.)

Healthy School Meals Act of 2010 - Directs the Secretary of Agriculture to select school food authorities to participate in a pilot program evaluating the use of plant-based alternate protein products and fluid milk substitutes under the school lunch and breakfast programs. Directs the Secretary to: (1) deliver plant-based alternate protein products and fluid milk substitutes to such food authorities at no cost for the preparation of meals under the school lunch and breakfast programs; and (2) assess which of such foods would be best for more general use in the school lunch and breakfast programs, and deliver them for general use under such programs, within two years of this Acts' enactment. Requires the Secretary, within two years of this Act's enactment, to promulgate regulations that: (1) reflect specific recommendations for increased consumption of plant-based foods; and (2) provide for the distribution of supplemental commodity assistance or cash in lieu thereof to states and certain school food authorities that offer a plant-based entree on their daily lunch menus, for the purchase of entirely plant-based commodity food products or fluid milk substitutes. Requires schools participating in the school lunch program to serve a nondairy beverage that is nutritionally equivalent to fluid milk and meets certain nutritional standards to students who cannot consume fluid milk because of a disability or medical or other special dietary need. (Eliminates the requirement that students who cannot consume fluid milk due to a disability provide schools with a statement from a physician that identifies such disability and specifies the fluid milk substitute.)

Local Jobs for America Act - Directs the Secretary of Labor, acting through the Employment and Training Administration (ETA) of the Department of Labor, to provide for the allotment of funds to states, local government units, and community-based organizations to save and create local jobs through the retention, restoration, or expansion of services needed by local communities. Makes appropriations for this program. Prohibits the hiring of an individual for a position funded under this Act if: (1) it results in the layoff or partial displacement of an existing employee of a unit or organization, or (2) such individual will perform the same or substantially similar work that was performed by the previous employee of the unit or organization. Makes appropriations to: (1) the Department of Education for an Education Jobs Fund, (2) the Department of Justice for community oriented policing services, (3) the Department of Homeland Security (DHS) for the Federal Emergency Management Agency (FEMA) for firefighter assistance grants, and (4) the Department of Labor for ETA for on-the-job training and employment services.

Aviation Jobs Outsourcing Prevention Act - Requires a domestic or a foreign air carrier to file with the Secretary of Transportation any agreement, a request to discuss cooperative arrangements, or a modification or cancellation of an agreement between the domestic or foreign air carrier and another air carrier, a foreign carrier, or another carrier. Requires the Secretary to disapprove or, after periodic review, end approval of, an agreement, a request to discuss cooperative arrangements, or a modification that provides for or permits the sharing or pooling of revenue or profits between participating carriers earned in covered operations, unless the Secretary finds that each participating air carrier's share of the pooled revenue or pooled profits (whichever is greater) contributed by covered operations in any consecutive 12-month period does not exceed 130% of the participating carrier's share of pooled available seat miles (ASMs) in covered operations during the period.

Prostate Research, Imaging, and Men's Education Act of 2010 or the PRIME Act of 2010 - Requires the Secretary of Health and Human Services (HHS), acting through the Director of the National Institutes of Health (NIH), to: (1) carry out a program to expand and intensify research to develop advanced imaging technologies for prostate cancer detection, diagnosis, and treatment comparable to mammogram technology; and (2) utilize the National Institute of Biomedical Imaging and Bioengineering and the National Cancer Institute for advanced stages of research in prostate imaging. Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration, to: (1) carry out a grant program to encourage the early stages of research in prostate imaging to develop and implement new ideas, proof of concepts, and pilot studies for high-risk technologic innovation; and (2) establish interdisciplinary private-public partnerships to develop research strategies for expedited innovation in imaging and image-guided treatment. Directs the Secretary: (1) to carry out a national campaign to increase awareness and knowledge with respect to the need for prostate cancer screening and for improved detection technologies; (2) in carrying out the program and the campaign, to recognize and address the racial disparities in the incidences of prostate cancer and mortality rates and any racial barriers in access to care and participation in clinical trials; (3) establish a program to award grants to nonprofit private entities to test alternative outreach and education strategies; and (4) carry out research to develop an improved prostate cancer screening blood test using in-vitro detection.

Commends the Community of Democracies for its achievements. Applauds the establishment of the Permanent Secretariat of the Community of Democracies and expresses appreciation to the government of Poland for the support it has extended to the Permanent Secretariat. Welcomes the initiative of the Lithuanian Presidency supported by the Convening Group and the Permanent Secretariat to reestablish the Working Groups within the Community of Democracies. Endorses the Krakow Conference.

Medicare Prescription Drug Price Negotiation Act of 2010 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to negotiate with pharmaceutical manufacturers the prices that may be charged to Medicare part D prescription drug plan (PDP) sponsors and MedicareAdvantage (MA) organizations for covered part D drugs for part D eligible individuals who are enrolled under a PDP or under an MA-Prescription Drug (MA-PD) plan.

Active Community Transportation Act of 2010 - Directs the Secretary of Transportation to carry out an active transportation investment program to encourage a mode shift to active transportation within selected communities that have development plans that provide safe and convenient opportunities to travel by bicycling and walking. Requires the Secretary to make grants to communities through local or regional governmental organizations, multi-county special districts, or Indian tribes to carry out active transportation (bicycling and walking) infrastructure projects that connect people with public transportation, workplaces, residences, businesses, recreation areas, and other community activity centers.

Postal Service Electric Motor Vehicle Act - Directs the Postmaster General to: (1) replace at least 10% of the gasoline-powered motor vehicles in the Postal fleet with electric motor vehicles manufactured in the United States during each year in the five-year period beginning on the enactment of this Act; (2) ensure that at least 75% of the Postal fleet is comprised of such electric motor vehicles by the end of such five-year period; (3) ensure that manufacturers of such electric motor vehicles solicit competitive bids for electric drive components and storage devices from domestic manufacturers that participate in the Department of Energy's Electric Drive Vehicle Battery and Component Manufacturing Initiative (or successor program); and (4) report on expenditures made, savings realized, and revenues received by the Postal Service by implementing this Act.

National Alzheimer's Project Act - Establishes in the Office of the Secretary of Health and Human Services (HHS) the Office of the National Alzheimer's Project to: (1) accelerate the development of treatments that would prevent, halt, or reverse the course of Alzheimer's; (2) create and maintain an integrated national plan to overcome Alzheimer's; (3) help to coordinate the health care and treatment of citizens with Alzheimer's; (4) ensure the inclusion of ethnic and racial populations that are at higher risk for Alzheimer's or that are least likely to receive care in clinical, research, and service efforts with the purpose of decreasing health disparities; (5) coordinate with international bodies to integrate and inform the fight against Alzheimer's globally; and (6) provide information and coordination of Alzheimer's research and services across all federal agencies. Sets forth the duties of the Director of the Office, including to use discretionary authority to evaluate all federal programs concerning Alzheimer's. Establishes in the Office an Advisory Council on Alzheimer's Research and Treatment.

Safe Affordable Small Dollar Loan Act of 2010 - Amends the Community Development Banking and Financial Institutions Act of 1994 to require the Community Development Financial Institutions Fund to make grants to community development financial institutions or to any related partnership in order to enable such institutions to establish a loan-loss reserve fund to defray the costs of a small dollar loan program. Requires a community development financial institution to provide non-federal matching funds equal to 50% of the amount of any grant received. Prohibits the use of such grants to make direct loans to consumers. Permits a community development financial institution to use such a grant to: (1) help recapture a portion or all of a defaulted loan made under its small dollar loan program; and (2) designate and utilize a fiscal agent for services the agent normally provides. Requires the Fund to make technical assistance grants to community development financial institutions to support and maintain a small dollar loan program.
