Amends the Internal Revenue Code to extend through 2012: (1) the tax deduction for energy efficient commercial buildings; (2) the tax credit for new energy efficient homes; (3) the tax credit for nonbusiness energy property; and (4) the tax credit for residential energy efficient property. Allows a $500 refundable tax credit ($1,000 in the case of a joint tax return) in 2008 for certain low-income individual taxpayers who have a principal place of abode in the United States and who use heating oil as the primary source of energy for heating such abode.

Ensuring Medicare Access to Recreational Therapy Act of 2007 - Directs the Secretary of Health and Human Services, acting through the Administrator of the Centers for Medicare and Medicaid Services, to issue a notice of proposed rulemaking, or a transmittal amending the Medicare Benefits Policy Manual, or both, specifying that: (1) recreational therapy is a covered service under title XVIII (Medicare) of the Social Security Act in inpatient rehabilitation facilities, inpatient psychiatric facilities, and skilled nursing facilities (SNFs); (2) recreational therapy is a skilled rehabilitative modality included in the bundle of services as part of the payment rates for such facilities under Medicare's respective prospective payment systems (PPS) for these inpatient settings; and (3) any recreational therapy that is provided to a Medicare beneficiary in such a facility prescribed by a physician as part of the facility's plan of care for the patient must be provided by a qualified recreational therapist.

Justice for the Newark College Students Act - Amends the Immigration and Nationality Act to require: (1) the Secretary of Homeland Security (current law refers to the Attorney General) to make investigative resources available to state and local law enforcement agencies to determine whether an individual arrested for a felony or an aggravated felony (current law refers to only an aggravated felony) is unlawfully in the United States; (2) state and local agencies to use such information to determine whether an arrested individual is unlawfully in the United States and to provide the appropriate court with such information; (3) the court to report such case's disposition to the Department of Homeland Security (DHS); and (4) mandatory federal detention of such individuals pending removal, and release only in furtherance of the felony case for which the arrest was made.

Establishes a Joint Select Committee on Earmark Reform to study and report to the House and the Senate on the practices of the legislative and executive branch regarding earmarks in authorizing, appropriation, tax, and tariff measures. Makes it out of order to consider a bill, joint resolution, or conference report containing a congressional earmark, limited tax benefit, or limited tariff benefit until the filing of such report.

National Urban Search and Rescue Response System Act of 2007 - Amends the Homeland Security Act of 2002 to codify provisions establishing in the Department of Homeland Security (DHS) the National Urban Search and Rescue Response System, under which the Secretary of Homeland Security shall provide for a national network of standardized search and rescue resources to assist state and local governments in responding to structural collapses resulting from terrorist acts and other incidents. Directs the Secretary to: (1) select and designate task forces to participate in the System and determine criteria for participation; (2) enter into an agreement with the sponsoring agency of each task force regarding participation; and (3) maintain such management and technical teams as the Secretary deems necessary. Authorizes a task force to include states, local governments, private nonprofit organizations, and for-profit entities. Directs the Secretary (subject to specified limitations) to enter into, with each sponsoring agency: (1) an annual preparedness cooperative agreement; and (2) a response cooperative agreement, under which the Secretary agrees to reimburse agency costs incurred in responding to incidents. Authorizes the Secretary to appoint a System member for sponsored or sanctioned exercises, pre-incident staging, or major disaster, emergency response, or training events. Sets forth provisions regarding: (1) appointment into federal service, including employment status, compensation, treatment as an employee in the event of personal injury, illness, disability, or death, liability, and employment and re-employment rights; and (2) licenses and permits. Directs the Secretary to establish and maintain an advisory subcommittee of the National Advisory Council.

Prevention of Unsafe Licensing Act - Amends the REAL ID Act of 2005 to prohibit a state from issuing a driver's license or identification document to a person unless the state has satisfied certain citizenship or lawful immigration status verification requirements.

Roofing Energy Efficiency Tax Act of 2007 - Amends the Internal Revenue Code to: (1) classify as 20-year property for depreciation purposes any roof system which meets the requirements of Standard 90.1-2004 of the American Society of Heating, Refrigerating, and Air Conditioning Engineers and is on nonresidential real property; and (2) require use of the straight line method for depreciation of such property.

Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2008 - Appropriates funds for FY2008 for the Department of Defense (DOD) for: (1) military construction for the Army, Navy and Marine Corps, and Air Force (military departments), DOD, the Army and Air National Guard, and the Army, Navy, and Air Force reserves; (2) the North Atlantic Treaty Organization (NATO) Security Investment Program; (3) family housing construction and related operation and maintenance for the military departments and DOD; (4) the Department of Defense Family Housing Improvement Fund; (5) DOD chemical demilitarization construction; and (6) the Department of Defense Base Closure Accounts of 1990 and 2005. Appropriates funds for the Department of Veterans Affairs (VA) for: (1) the Veterans Benefits Administration; (2) readjustment benefits; (3) veterans insurance and indemnities; (4) the Veterans Housing Benefit Program Fund; (5) the Vocational Rehabilitation Loans Program; (6) the Native American Veteran Housing Loan Program; (7) guaranteed transitional housing loans for homeless veterans; (8) the Veterans Health Administration; (9) the National Cemetery Administration; (10) the Office of Inspector General; (11) construction for major and minor projects; and (12) grants for the construction of extended care facilities and veterans cemeteries. Appropriates funds for: (1) the American Battle Monuments Commission; (2) the U.S. Court of Appeals for Veterans Claims; (3) cemeterial expenses, Army; and (4) the Armed Forces Retirement Home. Specifies restrictions and authorities regarding the use of funds appropriated in this Act.

Secure America Through Verification and Enforcement Act of 2007 or SAVE Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) emergency deployment of Border Patrol agents; and (7) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Border Law Enforcement Act - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county within 25 miles of the southern border of the United States. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with the Department of Homeland Security (DHS); and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities; (2) additional district court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Prevention Through Affordable Access Act - Amends title XIX (Medicaid) of the Social Security Act to revise requirements for the best price component of the formula for determination of the Medicaid rebate for a covered single source outpatient drug or a covered innovator multiple source outpatient drug. (Under current law, best prices shall not take into account prices that are merely nominal in amount.) Revises the list of entities to which sales by a manufacturer of covered outpatient drugs at nominal prices shall be considered to be sales at a nominal price, or merely nominal in amount (and thus excluded from computation of the best price for such drugs). Adds to such list any entity that is: (1) operated by a health center of an institution of higher education, primarily for its students (university-based clinic); or (2) a public or private nonprofit entity that provides family planning services under the Public Health Service Act (safety-net clinic).

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order to consider any bill, joint resolution, or conference report, containing appropriations within the jurisdiction of the Subcommittee on Military Quality of Life and Veterans Affairs, and Related Agencies of the Committee on Appropriations if such measure also contains appropriations within the jurisdiction of any other subcommittee of that Committee. (Thus requires that general appropriations for military construction and veterans' affairs be considered as stand-alone measures.) Exempts from such requirement any measure making supplemental appropriations or continuing appropriations for up to 60 days.

National Hepatitis B Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to develop a plan for hepatitis B prevention, control, and medical management. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) support the integration of testing, counseling, immunization, and medical referral activities into existing clinical and public health programs at state, local, and tribal levels; and (2) provide hepatitis B coordinators to health departments in order to ensure the success of such integration. Requires the Secretary, acting through the Director of CDC, the Administrator of the Health Resources and Services Administration (HRSA), and the Administrator of the Substance Abuse and Mental Health Services Administration, to implement programs to increase awareness and enhance knowledge and understanding of hepatitis B. Requires the Secretary, acting through the Director of CDC, to: (1) support the establishment of a national hepatitis B surveillance program; and (2) report on population-based seroprevalence studies and hepatitis B's economic and clinical impact and its impact on quality of life. Requires the Secretary, acting through the Directors of CDC, the National Cancer Institute, and the National Institutes of Health (NIH), to conduct research on hepatitis B. Requires the Secretary to give priority in carrying out this Act to individuals with limited access to health education, testing, and health care services and groups that may be disproportionately affected by hepatitis B.

Authorizes the National Science Foundation (NSF), in carrying out its Energy for Sustainability program, to accept and use funds contributed by the Department of Energy (DOE) from the Energy Efficiency and Renewable Energy program, to support projects that enable related research and development activities within those programs. Requires the Director of the NSF to consult with the Assistant Secretary of Energy for Energy Efficiency and Renewable Energy when preparing solicitations for such projects.

Amends the Delaware and Lehigh National Heritage Corridor Act of 1988 to make the Delaware & Lehigh National Heritage Corridor Incorporated (the Corporation) the local coordinating entity for the Delaware and Lehigh National Heritage Corridor, assuming the Delaware and Lehigh Navigation Canal National Heritage Corridor Commission's duties in implementing the Cultural Heritage and Corridor Management Plan for the Delaware and Lehigh Navigation Canal National Heritage Corridor. Extends the the authorization of appropriations to implement the management action plan created by the Commission through FY2012. Terminates the Secretary's authority to provide assistance under such Act five years after this Act's enactment.

Veterans Guaranteed Bonus Act of 2007 - Provides that, in the case of a member of the Armed Forces who is retired or separated for disability due to a combat-related injury, the Secretary of Defense shall require the continued payment of any bonuses or special pay to which the member: (1) was entitled to immediately before the retirement or separation; and (2) would continue to be entitled to if not retired or separated. Requires such payment in a lump sum within 30 days after such retirement or separation.

New Diplomatic Offensive for Iraq Act - Directs the President to implement a regional diplomatic plan in conjunction with the U.N. Security Council to: (1) curtail the ongoing civil war in Iraq; (2) prevent the spread of violence from Iraq into neighboring countries; (3) prevent the establishment of safe havens for al-Qa'ida and other terrorist organizations; (4) prevent regional conflict; (5) prevent genocide, ethnic cleansing, and other crimes against humanity; and (6) promote a national process of reconciliation within Iraq. States that it is U.S. policy to: (1) undertake a sustained diplomatic effort to engage the governments of regional nations on issues that impact the situation in Iraq; (2) continue and expand U.S. direct bilateral talks with nations neighboring Iraq on issues of mutual interest; (3) support the goals specified in the International Compact for Iraq; and (4) encourage the increased engagement of international organizations in working to achieve stability and security in Iraq. Directs the President to appoint a Presidential Special Envoy for Iraq Regional Security whose duties shall include: (1) discussions with the government of Iraq and governments of neighboring countries to support Iraq's efforts to achieve peace and stability and to take necessary actions to prevent regional instability, including organizing a related Iraq Support Group; and (2) working with Iraqi officials and other domestic stakeholders to organize a forum for negotiations on national reconciliation. Directs the Secretary of State to organize an international donors conference to solicit additional international commitments of funding and support for reconstruction and economic development in Iraq. Directs the President direct the U.S. Permanent Representative to the United Nations to seek a Security Council resolution that: (1) supports regional and international cooperation in promoting stability and development in Iraq; (2) encourages increased support for efforts to rebuild and expand Iraq's economy and critical infrastructure; and (3) authorizes renewed U.N. assistance to promote security and political reconciliation in Iraq, including a commitment to an increased U.N. role following the beginning of a U.S. Armed Forces' redeployment from Iraq.

Expresses the sense of Congress that the U.S. government should submit to the government of Iraq a draft bilateral status-of-forces agreement which should: (1) address the sovereign rights of Iraq, underlining that the United States is not an occupying power; (2) address the legal status of U.S. personnel in Iraq; and (3) establish coordinative mechanisms with respect to investigations and operations involving U.S. and Iraqi forces, including civilian police forces.

Earmark Reform Act 2007 - Amends the Congressional Budget of 1974 to subdivide amounts allocated to the congressional appropriations committees into: (1) a specified total of new budget authority and outlays for earmarks in appropriations measures for the first fiscal year of the first concurrent budget resolution; and (2) an amount of total new budget authority and outlays for such earmarks for the first fiscal year of each ensuing budget resolution equal to 1% of total new budget authority and total outlays allocated to such committees. (Thus caps total earmarks at 1% of total new budget authority and total outlays allocated each fiscal year to such committees.) Makes it out of order in the House of Representatives or the Senate to consider any bill, joint resolution, or amendment if its enactment would cause the applicable allocation of new budget authority or outlays for a fiscal year to be exceeded.

SCHIP Extension Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to: (1) extend SCHIP through FY2008 and the first six months of FY2009; (2) provide additional allotments to states to address SCHIP funding shortfalls for the same period of time; and (3) authorize qualifying states to elect to receive the enhanced portion of the SCHIP matching rate for coverage of certain children under SSA title XIX (Medicaid).

Honors all members of the Armed Forces and civilian personnel serving in harm's way, and their families. Pledges to move forward on all policy debate regarding the war in Iraq with the respect and commitment to intellectual integrity that the sacrifices of these members and civilian personnel deserve.

Clear Law Enforcement for Criminal Alien Removal Act of 2007 or the Charlie Norwood CLEAR Act of 2007 - States that: (1) state and local law enforcement personnel, in the course of their routine duties, have the inherent authority to investigate, apprehend, or transfer to federal custody aliens in the United States (including interstate transportation of such aliens to detention centers) in order to assist in the enforcement of U.S. immigration laws; and (2) effective two years after enactment of this Act, a state that has in effect a statute, policy, or practice prohibiting such law enforcement assistance shall not receive certain federal incarceration assistance. Provides for the listing of immigration violators in the National Crime Information Center database. Directs states and localities to provide the Secretary of Homeland Security (DHS) with specified information about apprehended aliens who are believed to be in violation of U.S. immigration laws. Provides federal reimbursement for related state and local costs. (States that such provision shall not require state or local enforcement officials to provide DHS with information related to a victim of a crime or witness to a criminal offense.) Directs the Secretary to make grants to states and political subdivisions that enforce immigration laws in the course of their routine law enforcement duties for special equipment and facilities related to arresting, detaining, or transporting illegal aliens. Directs the Secretary to: (1) construct or acquire 20 additional detention facilities for aliens detained pending removal (or a decision on removal); and (2) consider the transfer of military installations under base closure laws for such purposes. Amends the Immigration and Nationality Act with respect to illegal aliens apprehended by state or local authorities to provide for: (1) federal custody upon state or local request; and (2) state or local compensation for related incarceration and transportation costs. States with respect to an alien subject to removal that the Attorney General or Secretary shall ensure such alien's detention in an adequate (as defined by this Act) state or local prison, detention center, or other comparable facility prior to his or her removal examination. Directs the Secretary to establish immigration-related training for state and local personnel. Provides: (1) personal liability immunity to the same extent as corresponding federal immunity for state or local personnel enforcing immigration laws within the scope of their duties under this Act; and (2) civil rights money damage immunity for state or local agencies enforcing immigration laws unless their personnel violated criminal law in such enforcement. Continues the institutional removal program (IRP), which shall be expanded to all states. Authorizes state or local detention of an illegal alien after completion of such alien's prison sentence for: (1) up to 14 days to facilitate federal transfer; or (2) until transfer to the U.S. Immigration and Customs Enforcement. Authorizes appropriations for FY2008 and subsequent fiscal years for the state criminal alien assistance program (SCAAP).

Directs the Clerk of the House of Representatives to request the Senate to return H.R. 3161 (making FY2008 appropriations for agriculture, rural development, the Food and Drug Administration, and related agencies programs) and modify the engrossment of the bill to prohibit fund use: (1) to employ an alien who is not authorized to be employed in the United States; and (2) for rental housing assistance to an alien not authorized to receive such assistance.

National Infantry Museum and Soldier Center Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the courage, pride, sacrifice, sense of duty, and history of the U.S. Infantry, in commemoration of the legacy of the U.S. Army Infantry and the establishment of the National Infantry Museum and Soldier Center. Expresses the sense of Congress that the coins should be struck at the U.S. Mint at West Point, New York, to the greatest extent possible. Restricts coin issuance to calendar year 2012. Requires a $10 surcharge per coin, and payment of all surcharges received to the National Infantry Foundation to establish an endowment to support the maintenance of the National Infantry Museum and Soldier Center.

Amends the Foreign Intelligence Surveillance Act of 1978 (FISA) to redefine "electronic surveillance" as: (1) the installation or use of an electronic, mechanical, or other surveillance device for acquiring information by intentionally directing surveillance at a particular person believed to be in the United States when that person has a reasonable expectation of privacy and a warrant would be required for law enforcement purposes; or (2) the intentional acquisition of the contents of any communication when that person has a reasonable expectation of privacy and a warrant would be required for law enforcement purposes, if both the sender and all intended recipients are believed to be in the United States.

Anti-Gang Task Force Act of 2007 - Directs the Attorney General to establish, staff, and fund anti-gang task forces, consisting of federal, state, and local law enforcement authorities, to coordinate efforts to combat criminal gangs and offenders.

National Guard and Reserve Higher Education Fairness Act - Allows educational assistance to continue to be provided to a member of the Selected Reserve of the Ready Reserve who incurs a break in service from the Selected Reserve of any period of time (current law prohibits such break from being more than 90 days) if the member continues to serve in the Ready Reserve during and after such break in service.

Medicare Long-Term Care Patient Safety and Improvement Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to define "long-term care hospital" and establish new patient criteria for long-term care hospital prospective payments. Requires the Secretary of Health and Human Services to approve under Medicare distinct part inpatient rehabilitation hospital units in long-term care hospitals, if rehabilitation services are not included within a major diagnostic category. Directs the Secretary to: (1) report to the appropriate congressional committees recommendations on the promulgation of national long-term care hospital facility and patient criteria; and (2), after rulemaking, implement them. Amends SSA title XI to require a peer review organization to review on a hospital-specific basis the medical necessity of admissions to, and continued stay at, long-term care hospitals of Medicare part A (Hospital Insurance) patients. Directs the Secretary, with certain exceptions, to impose a temporary moratorium on the Medicare certification of new long-term care hospitals (and satellite facilities). Directs the Secretary not to apply the 25% patient threshold payment adjustment to freestanding and grandfathered long-term hospitals. States that payments to an applicable long-term care hospital or satellite facility, located in a rural area or co-located with an urban single or MSA dominant hospital, shall not be subject to any payment adjustment if no more than 75% percent of its Medicare discharges are admitted from a co-located hospital. Provides that payment to an applicable long-term care hospital or satellite facility co-located with another hospital shall not be subject to such payment adjustments, if no more than 50% of its Medicare discharges are admitted from a co-located hospital. Prohibits the Secretary from applying certain proposed amendments to the short-stay outlier payment policy for certain long-term care hospitals. Prohibits the Secretary from making a certain one-time prospective adjustment to long-term care hospital prospective payment rates. Directs the Secretary to study and report to the Congress on appropriate quality measures for Medicare patients receiving care in long-term care hospitals.

Condemns: (1) the attempts by Hezbollah and other pro-Syrian groups to undermine the government of Lebanon; (2) the assassination campaign targeting members of parliament and public figures in favor of Lebanese independence; and (3) Syria and Iran for their ongoing roles in arming Lebanese militias. Confirms U.S. support for U.N. Security Council resolutions concerning Lebanon, and the clear and binding mandate of the international community for the arms embargo and disarmament of all armed groups in Lebanon. Expresses appreciation to the countries whose military personnel serve in the United Nations Interim Force in Lebanon (UNIFIL). Urges the government of Lebanon to request UNIFIL's assistance to secure the Lebanese-Syrian border. Affirms U.S. support for efforts to bring to justice those responsible for the terrorist bombing of February 14, 2005, and both prior and subsequent politically inspired assassinations. Pledges continued support for the government of Lebanon and the Lebanese people against the campaign of terror directed at the Lebanese people and at political and public figures opposing Syrian interference in Lebanon. Commends the many Lebanese who continue to adhere to the principles of the Cedar Revolution. Applauds the government of Lebanon's efforts to fully extend Lebanon's sovereignty over the entire country.
