Department of Homeland Security Procurement Improvement Act of 2007 - Amends the Homeland Security Act of 2002 to require: (1) the Chief Procurement Officer to provide homeland security procurement training to acquisition employees, including establishing training objectives, standards, requirements, and courses; and (2) the Secretary of Homeland Security to establish a Council on Procurement Training to make policy and training curriculum recommendations. Directs the Secretary to require any offeror for a contract to provide goods or services to the Department of Homeland Security (DHS) to submit, as part of the offeror's bid: (1) an attestation disclosing any substantial role the offeror, the offeror's employees, or any corporate parent or subsidiary may have played in creating a solicitation, request for proposal, or statement of work or objectives for DHS; (2) a description of safeguards used to prevent the offeror from receiving information through such role that could provide an undue advantage in submission of a contract offer; and (3) a written certification indicating whether the offeror is in default or delinquent on any tax payment to the federal government. Requires the Secretary to: (1) consider the contractor's past performance based on a review of information submitted regarding performance of government and private sector contracts; and (2) contact the relevant official who administered each such contract performed during the five-year period preceding the review. Requires the Secretary to review, strengthen, and issue DHS-wide guidance on the policy governing the use of DHS purchase cards by employees to conduct official business. Directs the Comptroller General to report to Congress on DHS contracting processes.

Lyme and Tick-Borne Disease Prevention, Education, and Research Act of 2007 - Requires the Secretary of Health and Human Services to establish the Tick-Borne Diseases Advisory Committee. Requires the Committee to advise the Secretary and the Assistant Secretary for Health regarding how officials can: (1) ensure interagency coordination and communication and minimize overlap regarding efforts to address tick-borne diseases; (2) identify opportunities to coordinate efforts with other federal agencies and private organizations addressing such diseases; (3) ensure interagency coordination and communication with constituency groups; (4) ensure that a broad spectrum of scientific viewpoints is represented in public heath policy decisions and that information disseminated to the public and physicians is balanced; and (5) advise relevant federal agencies on priorities related to Lyme and tick-borne diseases. Requires the Secretary, acting through the appropriate federal officials, to provide for the coordination of all federal programs and activities related to Lyme and other tick-borne diseases, including: (1) developing sensitive and accurate diagnostic tools and tests, (2) improving the efficient utilization of diagnostic testing currently available; (3) accurately determining the prevalence of such diseases; (4) evaluating the feasibility of creating a national uniform reporting system; (5) providing and promoting access to a clearinghouse of information on such diseases; (6) increasing public education related to such diseases; (7) creating a physician education program; (8) establishing epidemiological research objectives to determine the long term course of illness for Lyme disease; and (9) determining the effectiveness of different treatment modalities by establishing treatment outcome objectives

Affirmation of the United States Record on the Armenian Genocide Resolution - Calls upon the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity concerning issues related to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to characterize the systematic and deliberate annihilation of 1.5 million Armenians as genocide, and to recall the proud history of U.S. intervention in opposition to the Armenian Genocide.

Canine Detection Team Improvement Act of 2007 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to: (1) fully coordinate Department of Homeland Security (DHS) canine training programs; (2) ensure that DHS is maximizing its use of existing training facilities and resources to train canines throughout the year; (3) make it a priority to increase the number of domestically bred canines used by DHS to assist its counterterrorism mission; (4) increase the utilization of domestically bred canines from universities and private and nonprofit sources; and (5) consult with other federal, state, and local agencies, nonprofit organizations, universities, and private entities that use detection canines, as well as the Office of Management and Budget (OMB), to encourage domestic breeding of canines and to consolidate canine procurement across the federal government. Directs the Secretary to: (1) establish a competitive grant program for domestic breeders of canines; (2) establish a Homeland Security Canine Detection Accreditation Board; and (3) prohibit the use of grant funds to acquire a canine detection team that is not certified, except under special circumstances.

Expresses the sense of Congress that the House of Representatives supports the recommendations of the Iraq Study Group that: (1) the repositioning of U.S. troops to reflect strategic and tactical needs as determined by U.S. commanders in Iraq meet the objectives of training and equipping the Iraqi military, containing terrorism through special operations and rapid reaction forces, and ensuring the transfer of responsibility from United States to Iraqi control; (2) the United States establish an explicit framework for cooperation and coordination with Iraqi leaders that includes the achievement of specific milestones and objectives within a reasonable time frame; (3) the U.S. government launch a new diplomatic initiative to unite the region and build international consensus for stability and reconstruction in Iraq; and (4) any policies enacted by the Administration with regard to Iraq are implemented in direct and continued consultation with Congress and relevant House and Senate committees.

No Child Left Behind Improvements Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to alter requirements for adequate yearly progress (AYP) assessments of student groups by: (1) allowing states to vary the number of students sufficient for such an assessment from local educational agency (LEA) to LEA and from school to school; (2) lowering the percentage of students in a failing group who must show improvement from the preceding year for a school to avoid corrective action; (3) changing the method of counting students in more than one group; (4) allowing states to use alternative methods of defining AYP; (5) exempting a higher percentage of students from such assessments; (6) giving states greater flexibility in the use of alternative assessments for disabled students and those not proficient in English; and (7) allowing multiple assessments of the same student prior to the following school year and measurement of the achievement of students as if they were in their prior grade. Provides that a state's intermediate academic achievement goals need not increase in equal increments for all groups. Requires that states be given maximum flexibility in devising academic improvement plans. Limits the implementation of sanctions to schools and LEAs that fail AYP standards in the same subject for the same group for two consecutive school years, and the provision of school transfers and supplemental services to students in the group who failed AYP standards. Provides further exceptions to and conditions on the application of corrective actions. Involves LEAs in the choice and critique of supplemental service providers as well as the provision of such services. Authorizes states, LEAs, and schools to defer implementation of certain corrective actions in any fiscal year when the amount appropriated under ESEA and the Individuals with Disabilities Act does not equal or exceed a specified authorized amount. Applies AYP assessments to private schools receiving benefits under ESEA. Allows states to deny such benefits to private schools that fail state AYP standards for three consecutive years and underperform local public schools.

Collegiate Housing and Infrastructure Act of 2007 - Amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure improvement grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) so long as all of the active members of such clubs are full-time students at the college or university with which such clubs are associated. Defines "collegiate housing and infrastructure grants" to include grants to provide, improve, operate, or maintain collegiate housing.

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

H-Prize Act of 2007 - Directs the Secretary of Energy to award competitive cash prizes biennially to advance the research, development, demonstration, and commercial application of hydrogen energy technologies. Designates prize-eligible categories, including: (1) advancements in certain hydrogen components or systems; (2) prototypes of hydrogen-powered vehicles or other hydrogen-based products that meet or exceed certain performance criteria; and (3) transformational changes in technologies for hydrogen distribution or production that meet or exceed far-reaching criteria, including minimal carbon emissions, and which may include cost criteria designed to facilitate the eventual market success of a winning technology.

Helping Families Adopt Orphans Act - Directs the Secretary of Homeland Security to ensure that any "covered individual" (an individual whose Application for Advanced Processing of Orphan Petition was approved on or after July 1, 2005) may file a Petition to Classify Orphan as an Immediate Relative for at least two years after the approval of the individual's application. Prohibits the Secretary from requiring: (1) a covered individual who files a timely petition to pay any fees or complete any requirements already paid or completed in conjunction with the application or contingent on the amount of time that elapses between the application's approval and the petition's filing; and (2) any person who was a covered individual on this Act's enactment date from paying any fee for the timely filing of a petition unless that fee was required at the time the application was approved.

Directs the Secretary of Homeland Security to ensure that a sufficient number of full-time equivalent personnel, who are properly trained and qualified to apply legal, economic, and risk analyses, are involved in the review and prioritization of anti-terrorism technologies to determine whether such technologies may be designated or certified anti-terrorism technologies under the SAFETY Act. Requires the Secretary to: (1) establish a formal coordination process that includes the official of the Department of Homeland Security (DHS) with primary responsibility for the implementation of such Act, the Chief Procurement Officer of DHS, the Under Secretary for Science and Technology, the Under Secretary for Policy, and the General Counsel of DHS to ensure the maximum application of the litigation and risk management provisions of such Act to anti-terrorism technologies procured by DHS; (2) promote awareness and utilization of the litigation and risk management provisions of such Act in the procurement of anti-terrorism technologies; and (3) issue a departmental management directive providing for coordination between DHS procurement officials and any other DHS official responsible for implementing such Act in advance of any DHS procurement of an anti-terrorism technology.

FAFSA Fix for Homeless Kids Act - Amends the Higher Education Act of 1965 to deem a student independent for financial aid purposes if such student has been verified as both a homeless child or youth and an unaccompanied youth by: (1) a local educational agency liaison for homeless children and youth; (2) a director of a homeless shelter, transitional shelter, or independent living program; or (3) a financial aid administrator. Requires such a verification to take place during the school year in which the application for such aid is submitted.

Home Oxygen Patient Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to restore Medicare treatment of ownership of oxygen equipment that existed prior to the enactment of the Deficit Reduction Act of 2005. Repeals the limitation of Medicare payment to the supplier for such equipment (including portable oxygen equipment) to 36 months of continuous use.

Puerto Rico Medicare Reimbursement Equity Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to revise the formula for the Medicare inpatient hospital services payment rate for Puerto Rico hospitals to: (1) reduce the applicable Puerto Rico percentage from 25% to zero; and (2) increase the applicable federal percentage from 75% to 100%.

Congressional Pardon for Border Patrol Agents Ramos and Compean Act - Orders: (1) the criminal convictions and sentences of Border Patrol Agents Ignacio Ramos and Jose Compean vacated; and (2) the release of said agents from government custody. Prohibits any further criminal prosecution or other proceedings against said agents. Express the sense of Congress that the Department of Homeland Security should review the rules of engagement presently used by the U.S. Border Patrol.

Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption. Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction which is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine which the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

Gang Elimination Act of 2007 - Directs the Attorney General to report to Congress on a national strategy to eliminate the illegal operations of National Threat Drug Gangs (i.e., the top three international drug gangs that present the greatest threat to law and order in the United States). Sets forth criteria for the Attorney General to consider in identifying a National Threat Drug Gang, including (1) ties to international terrorist organizations or state-sponsored terrorism; (2) the volume of controlled substances imported or distributed by such gangs; and (3) the threat to children and schools in the United States.

Condemns Iranian President Mahmoud Ahmadinejad's statements and policies aimed at Israel's destruction. Calls on the U.N. Security Council to charge President Ahmadinejad with violating the 1948 Convention on the Prevention and Punishment of the Crime of Genocide and Article 2, Section 4, of the U.N. Charter. Calls on the Security Council and all U.N. member states to consider measures to prevent Iran from obtaining nuclear weapons, which would be a dangerous violation of the Nuclear Non-Proliferation Treaty and a potential means of carrying out President Ahmadinejad's threats against Israel. Reaffirms the strategic U.S.-Israel partnership and reasserts the U.S. commitment to defend Israel's right to exist as a free and democratic state.

Stem Cell Research Enhancement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells, regardless of the date on which the stem cells were derived from a human embryo. Limits such research to stem cells that meet the following ethical requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics for the purpose of fertility treatment and were in excess of the needs of the individuals seeking such treatment; (2) the embryos would never be implanted in a woman and would otherwise be discarded; and (3) such individuals donate the embryos with written informed consent and receive no financial or other inducements.

Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a state where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the states (with an exception for bird fights in states whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to three years' imprisonment for violations.

401Kids Family Savings Act of 2007 - Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to extend through 2015 provisions allowing increased annual contributions to Coverdell education savings accounts. Amends the Internal Revenue Code to: (1) allow tax-free distributions from a Coverdell education savings account for first-time homebuyer expenses; (2) permit rollovers from Coverdell education savings accounts to Roth individual retirement accounts (Roth IRAs); and (3) rename Coverdell education savings accounts as 401Kids Savings Accounts.

National Science Education Tax Incentive for Businesses Act of 2007 - Amends the Internal Revenue Code to allow a general business tax credit for contributions of property or services to elementary and secondary schools and for teacher training to promote instruction in science, technology, engineering, or mathematics (STEM contributions).

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Social Security Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Urges the municipal government of St. Denis, France, to change the name of Rue Mumia Abu-Jamal and, if such action is not taken by the municipal government of St. Denis, urges the government of France to take appropriate action against St. Denis to change the name of Rue Mumia Abu-Jamal. Commends all police officers in the United States and throughout the world for their commitment to public service and public safety.

Amends the Delaware and Lehigh National Heritage Corridor Act of 1988 to revise the appropriate steps the Delaware and Lehigh Navigation Canal National Heritage Corridor Commission is required to take in implementing its Cultural Heritage and Corridor Management Plan for the Delaware and Lehigh Navigation Canal National Heritage Corridor. Requires the Delaware and Lehigh National Heritage Corridor, Incorporated to develop a Strategic Plan for the Corridor that takes into account the findings and recommendations of a specified study conducted by the National Park Service Conservation Study Institute. Requires the plan to compliment the Corridor's management plan. Makes the Corporation the management entity for the Corridor, assuming the Commission's duties in implementing the management action plan. Authorizes the Corporation to use federal funds to make grants to and enter into cooperative agreements with Pennsylvania, local governments, nonprofit corporations, and individuals. Requires the Secretary of the Interior to conduct a special resource study of sites and associated landscape features within the Corridor, including resources of the greater anthracite region of Pennsylvania covered by other designated national heritage areas, that contribute to the understanding of the Corridor's national siginificance. Requires the Secretary, in coordination with the Corporation, to evaluate and report to specified congressional committees on the possibility of: (1) designating one or more sites or landscape features as a unit of the National Park System; and (2) coordinating and complementing actions by the Corporation, Pennsylvania, local governments, and nonprofit agencies in the preservation and interpretation of significant resources within the Corridor and greater anthracite region. Extends the Corporation, in place of the Commission, through November 18, 2019.

Congressional Pension Forfeiture Act of 2006 - Requires the Office of Personnel and Management (OPM) to prescribe regulations that prohibit eligibility in the governmental retirement system for a Member convicted of certain felony offenses in which: (1) every act or omission of such individual that is needed to satisfy the elements of the offense occurs while the individual is a Member; (2) such act or omission relates to the performance of the individual's official duties as a Member; and (3) the offense is committed after the enactment of this Act. Requires refund of annuity contributions and deposits, excluding interest earned, to a convicted individual. Defines Member as the Vice President, a member of the Senate or the House of Representatives, a Delegate to the House of Representatives, and the Resident Commissioner from Puerto Rico.

Commends the efforts of U.S. officials who have helped secure the Comprehensive Peace Agreement and the Darfur Peace Agreement. Supports the appointment of an adequately staffed Presidential Special Envoy for Sudan to develop and coordinate U.S. policy toward Sudan. Urges the Envoy's mandate to include: (1) deterring further escalation of violence and humanitarian disaster in the Darfur region of Sudan while ensuring civilian protection and implementation of the Darfur Peace Agreement; (2) facilitating the development of an international peacekeeping mission to Darfur; (3) coordinating reconstruction in Southern Sudan and other marginalized areas; (4) coordinating the return of refugees and displaced people in Darfur and southern Sudan; (5) consolidating peace in Northern Uganda; (6) coordinating efforts to ensure transformation of the Sudan People's Liberation Army (SPLA) into a professional armed force; (7) working toward achieving a peaceful and democratic Sudan by ensuring that free and fair elections are held; and (8) coordinating efforts toward achieving accountability for the crimes committed in Darfur.

Hydrogen Transportation Wins Over Growing Reliance on Oil (H2 GROW) Act - Amends the Internal Revenue Code to allow a tax credit for 50% of the cost of acquiring and installing qualified hydrogen-powered vehicle refueling property (fuel service stations for the retail sale of hydrogen fuel to the general public). Terminates such credit after 2013. Excludes income from the sale of hydrogen fuel sold at retail for use in a hydrogen vehicle from taxpayer gross income. Terminates such tax exclusion after 2014.
