Darfur Peace and Accountability Act of 2005 - Sets forth the sense of Congress with respect to the situation in Darfur, Sudan, including the sense of Congress that the atrocities unfolding in Darfur are genocide. Amends the Comprehensive Peace in Sudan Act of 2004 to direct the President, with waiver authority upon congressional notification, to block the assets and deny visas and entry to any individual (and family member) responsible for acts of genocide, war crimes, or crimes against humanity in Sudan. Authorizes the President to provide assistance to reinforce the deployment and operations of an expanded African Union Mission in Sudan (AMIS). Directs the President to instruct the U.S. Permanent Representative to the North Atlantic Treaty Organization (NATO) to advocate NATO reinforcement of AMIS, upon request of the African Union. Amends the Sudan Peace Act to include entry denial at U.S. ports to certain cargo ships or oil tankers among the measures available to the President if the government of Sudan fails to take specified peace measures in Darfur. Prohibits, with waiver authority, U.S. assistance to a country in violation of U.N. Security Council Resolutions 1556 and 1591(embargo on military assistance to Sudan). Directs the President to instruct the U.S. Permanent Representative to the United Nations to urge the adoption of a Security Council resolution supporting AMIS' expansion.

Community Restoration and Revitalization Act of 2005 - Amends the Internal Revenue Code to: (1) allow an increased rehabilitation tax credit for certain low-income buildings; (2) allow a basis reduction adjustment for property eligible for the credit; (3) increase the credit for certain smaller buildings; (4) allow property eligible for the credit to be used for lodging purposes; (5) modify placed-in-service rules for credit property; (6) modify qualification rules for credit property that is tax-exempt use property; (7) increase the credit for buildings in high cost areas; and (8) exempt certain condominium transactions from rehabilitation tax credit recapture requirements.

Expresses disagreement with the majority opinion in Kelo et al. v. City of New London et al. ( Kelo) and its holdings that effectively negate the public use requirement of the takings clause of the Fifth Amendment to the U.S. Constitution. Expresses the sense of the House of Representatives that state and local governments: (1) should only execute the power of eminent domain for the public good; (2) must always justly compensate affected individuals in accordance with the Fifth Amendment; (3) should never use eminent domain to advantage one private party over another; and (4) should not construe Kelo as justification to abuse the power of eminent domain. Reserves to Congress the right to address through legislation any abuses of eminent domain by state and local government in light of Kelo .

Pulmonary Hypertension Research Act of 2005 - Amends the Public Health Service Act to require the Director of the National Heart, Lung, and Blood Institute to expand, intensify, and coordinate the activities of the Institute with respect to research on pulmonary hypertension and to coordinate the Director's activities with related activities of other national research institutes and National Institutes of Health (NIH) agencies. Requires the Director to make grants to, or enter into contracts with, public or nonprofit private entities for the development and operation of centers to conduct research and programs on pulmonary hypertension, including: (1) basic and clinical research into the cause, diagnosis, early detection, prevention, control, and treatment of the disease; (2) training programs for scientists and health professionals; (3) programs to provide information and continuing education to health professionals; and (4) programs for the dissemination of information to the public. Requires the Director to establish: (1) a data system for the collection, storage, analysis, retrieval, and dissemination of data derived from patient populations with pulmonary hypertension; and (2) an information clearinghouse to facilitate and enhance knowledge and understanding of pulmonary hypertension by health professionals, patients, industry, and the public.

Bond Financing Renewal Act of 2005 - Amends the Internal Revenue Code to: (1) accelerate to FY2007 (from FY2010) the $10 million issuance increase for qualified small-issue bonds; and (2) allow a tax deduction for interest expense on qualified small-issue bonds with an aggregate authorized face amount of less than $2 million.

Save Biotechnology Innovative Research Act of 2005 or SABIR Act - Amends provisions of the Small Business Act relating to the Small Business Innovation Research (SBIR) Program (a program under which a portion of a Federal agency's research or research and development funds are reserved for award to small businesses) to require a small business, in order to be SBIR-eligible, to have no more than 500 employees and be one of the following; (1) at least 51 percent owned and controlled by individuals or eligible venture capital companies who are U.S. citizens or permanent resident aliens; (2) not more than 49 percent owned and controlled by a single eligible venture capital company; (3) at least 51 percent owned and controlled by another business that is itself at least 51 percent owned and controlled by U.S. Citizens or permanent resident aliens; or (4) a joint venture in which each entity meets one of these ownership requirements.

Pension Benefit Guaranty Corporation Pilots Equitable Treatment Act - Amends the Employee Retirement Income Security Act of 1974 (ERISA), with regard to both single-employer and multiemployer plan guaranteed benefits, to require the Pension Benefit Guaranty Corporation, in the case of commercial airline pilots required by Federal Aviation Administration regulation to retire before age 65, to compute the actuarial value of monthly benefits in the form of a life annuity commencing at the required retirement age.

Violence Against Women Act of 2005 - Amends the Violence Against Women Act (VAWA) of 1994, VAWA of 2000 (VAWA-2000), the Omnibus Crime Control and Safe Streets Act of 1968 (OCCSSA), the Public Health Service Act (PHSA), the Social Security Act (SSA), the Higher Education Amendments of 1998, the Victims of Trafficking and Violence Protection Act of 2000, the Safe Homes for Women Act of 1994, the United States Housing Act of 1937, the Cranston-Gonzalez National Affordable Housing Act, the McKinney-Vento Homeless Assistance Act, the Battered Immigrant Women Protection Act of 2000, and the Immigration and Nationality Act (INA) to reauthorize, revise, and establish various programs for prevention and treatment of violence against women, including domestic violence, child abuse, dating violence, sexual assault, and stalking (violence). Provides for specified VAWA judicial and law enforcement programs, including STOP grants, a stalker database, cyberstalking prevention, and dating violence prohibitions. Establishes VAWA grant programs: (1) by the Department of Justice (Justice) for assisting children and youth exposed to violence, and for engaging men, women, and youth in preventing violence; and (2) by the Department of Health and Human Services (HHS) for services, education, protection, and justice for young victims of violence, and for research on effective interventions in the healthcare setting. Revises OCCSSA requirements for Justice grants for violence against women programs, and establishes programs for sexual assault services and for assistance for victims of abuse. Requires grants for public information campaigns relating to violence prevention. Requires a National Domestic Violence Hotline study. Revises and reauthorizes: (1) grants under the Higher Education Amendments of 1998 to reduce violence against women on campus; (2) safe havens for children under the Victims of Trafficking and Violence Protection Act of 2000. Reauthorizes PHSA rape prevention and education programs, including the National Sexual Violence Resource Center. Establishes PHSA grants by HHS for: (1) training and education of health professionals in domestic and sexual violence; (2) fostering public health responses to domestic violence, dating violence, sexual assault, and stalking; and (3) identification and treatment services at community health centers. Revises SSA requirements for Federal health programs' response to domestic violence, dating violence, sexual assault, and stalking. Establishes VAWA grant programs to address the housing needs of victims of violence. Amends the United States Housing Act of 1937 to require: (1) public and Indian housing authority plans to report on programs offered to victims of violence; and (2) certification and confidentiality with respect to victims of violence in the low-income housing assistance voucher and public housing programs. Requires emergency leave, under VAWA, for employees experiencing domestic or sexual violence. Sets forth provisions relating to the safety of Indian women. Supporting Teens through Education and Protection Act of 2005 - STEP Act - Authorizes the Attorney General through the Director of the Office on Violence Against Women (Justice) to make grants to combat domestic violence, dating violence, sexual assault, and stalking in middle and high schools. Immigrant Victims of Violence Protection Act of 2005 - Revises the Immigration and Nationality Act (INA) and the Battered Immigrant Women Protection Act of 2000 (under VAWA-2000) with respect to victims of violence, including victims of crimes of human trafficking, VAWA petitioners, and children.

Affirmation of the United States Record on the Armenian Genocide Resolution - Calls upon the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity concerning issues related to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to characterize the systematic and deliberate annihilation of 1.5 million Armenians as genocide, and to recall the proud history of U.S. intervention in opposition to the Armenian Genocide.

Louis Braille Bicentennial--Braille Literacy Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the life and legacy of Louis Braille, whose design: (1) on the obverse shall bear a representation of the image of Louis Braille; and (2) on the reverse shall emphasize Braille literacy and include the word for Braille in Braille code. Authorizes the Secretary to issue such coins only during 2009. Subjects all coin sales to a surcharge of $10 per coin. Requires all surcharges to be promptly paid by the Secretary to the the National Federation of the Blind to further its programs to promote Braille literacy.

Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act or PREEMIE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to expand and coordinate NIH research on preterm labor and delivery, infant mortality, and low birthweight infants. Establishes the Maternal-Fetal Medicine Units Network and the Neonatal Research Units Network within NIH. Requires the Director of the Centers for Disease Control and Prevention (CDC) to: (1) expand and coordinate CDC activities on preterm labor and delivery and infant mortality; (2) conduct a study on the relationship between prematurity, birth defects, and developmental disabilities; and (3) review the Pregnancy Risk Assessment Monitoring Survey. Requires the National Institute of Child Health and Human Development's national longitudinal study of environmental influences on children's health and development to consider the impact of assisted reproduction technologies. Requires the Director of NIH to contract with the Institute of Medicine to study the health and economic consequences of preterm birth. Directs the Administrator of the Health Resources and Services Administration (HRSA) to assess certain core performance and outcome measures utilized under the Social Security Act for purposes of expanding such measures to include known risk factors of low birthweight and prematurity. Requires the Secretary of Health and Human Services to: (1) conduct a demonstration project to improve the provision of information on prematurity to health professionals and the public; (2) conduct projects to support the informational and emotional needs of families during the stay of an infant in a neonatal intensive care unit, during the transition of the infant to the home, and in the event of a newborn death; and (3) establish an Interagency Coordinating Council on Prematurity and Low Birthweight.

FHA Manufactured Housing Loan Modernization Act of 2005 - Amends the National Housing Act with respect to Federal Housing Administration (FHA) housing loan insurance for manufactured homes (or lots for such homes) to: (1) exempt such loans from certain financial institution portfolio limits; (2) establish loan-to-value ratio and downpayment requirements; (3) provide that any such contract shall be conclusive evidence of an institution's insurance eligibility; (4) increase loan limits; (5) set forth borrower premium charges; and (6) direct the Secretary of Housing and Urban Development to establish underwriting criteria that will ensure the manufactured housing program's financial soundness.

Common Sense in Voter Registration Act of 2005 - Amends the National Voter Registration Act of 1993 to permit a voting registrar to remove an individual from the official list of registered voters for Federal elections on the ground that the individual no longer resides in the registrar's jurisdiction, if the individual fails to vote in any election held during two consecutive Federal election cycles, the registrar sends a notice to the individual at the end of the second cycle, and the individual fails to respond to the notice within 60 days.

Abandoned Mine Reclamation Program Extension and Reform Act of 2005 - Amends the Surface Mining Control and Reclamation Act of 1977 to repeal the authorization to use certain funds in the Abandoned Mine Land Reclamation Fund (Fund) by the Secretary of Agriculture for rural land reclamation. Revises guidelines governing: (1) the availability of moneys from the Fund: (2) the disposition of unappropriated Fund balances; (3) transfers to the United Mine Workers of America Combined Benefit Fund; and (4) submission of quarterly reports by operators of surface coal mining operations. Revises requirements governing allocation of funds and allocation of funds to states and Indian tribes. Prescribes guidelines for initial program sites and bond forfeiture sites with insolvent sureties. Revises requirements for the granting of funds to set forth guidelines governing: (1) the application processing deadline; (2) the disposition of unexpended funds; and (3) a state set-aside program. Authorizes the Secretary of the Interior to require that states assume responsibility for administering the emergency reclamation program in order to remain eligible to receive grants. Authorizes the Secretary to propose regulations prescribing conditions under which the Fund would be used to promote remining of eligible lands, including reclamation fee rebates or waivers and other incentives.

United States-Israel Energy Cooperation Act - Directs the Secretary of Energy, in consultation with the United States-Israel Binational Industrial Research and Development Foundation (BIRD), or the United States-Israel Binational Science Foundation (BSF), to establish a grant program for joint ventures, composed of both Israeli and U.S. private business entities or of U.S. and Israeli academic persons, to implement projects to encourage cooperation between the United States and Israel on research, development, or commercialization of alternative energy, improved energy efficiency, or renewable energy sources. Establishes in the Department of Energy an International Energy Advisory Board to advise the Secretary on the grant program and grant recipients.

Hunger-Free Communities Act of 2005 - Expresses the sense of Congress that: (1) Congress is committed to achieving domestic hunger goals and ending hunger by 2015; (2) federal food and nutrition programs should receive adequate funding; and (3) the entitlement nature of the child and adult care food program, the food stamp program, the school breakfast and lunch programs, and the summer food service program should be preserved. Directs: (1) the American Communities Survey to collect and submit food security information to the Secretary of Agriculture; and (2) the Secretary to conduct an annual study of hunger in the United States and develop recommendations on reducing domestic hunger. Directs the Secretary to make: (1) hunger-free communities collaborative grants to eligible public food program service providers or nonprofit organizations; (2) hunger-free communities infrastructure grants to eligible emergency feeding organizations; and (3) hunger-free communities training and technical assistance grants to eligible national or regional nonprofit organizations. (States that such grants' federal share shall not exceed 80 %.) Sets forth grant priorities.

Office of National Drug Control Reauthorization Act - Amends the Official of National Drug Control Policy Reauthorization Act of 1998 to repeal provisions providing for termination of the Office. Clean Sports Act of 2005 - Prohibits a major professional league from arranging, promoting, organizing, or producing a professional game without meeting the requirements established by this Act for testing for the use of prohibited substances by professional athletes and for public disclosure of the names of athletes who test positive. Requires a suspension of an athlete for a minimum of two years for the first violation and a lifetime ban for the second violation. Allows a league to impose a lesser penalty if the athlete: (1) establishes that he did not know or suspect, and could not reasonably have known or suspected even with the exercise of utmost caution, that he had used the prohibited substance; or (2) provides substantial assistance to the league in identifying violations of the league's drug testing policy by other athletes or by any personnel working with or treating athletes. Authorizes the Director of National Control Policy to modify standards for a league under exceptional circumstances or for good cause with limitations. Require the Director to include additional professional sporting leagues or colleges if such additions would prevent the use of such substances by high school, college, or professional athletes. Treats violations of this Act as unfair or deceptive acts or practices under the Federal Trade Commission Act. Requires the Government Accountability Office (GAO) to study the use of performance-enhancing substances by college athletes. Requires the Director to establish a commission on high school and college athletics.

Americans in Uniform Act of 2005 - Requires the Department of Defense (DOD), in awarding any contract for the procurement of goods and services, to use as an evaluation factor whether entities intend to carry out the contract using employees or individual subcontractors who are members of the Selected Reserve. Requires entities claiming the intention to use such employees or subcontractors to document to DOD the number that the entity will employ, or contract with, for the contract in question. Authorizes the Secretary of the military department concerned to waive such requirement for national security purposes. Increases by specified amounts the following special pays and allowances for reserve personnel: (1) hardship duty pay; (2) reenlistment bonuses; and (3) the family separation allowance. Makes eligible for burial in Arlington National Cemetery: (1) a member or former member of the reserves who was under age 60 at the time of death and who, but for such age, would have been eligible for military retired pay; and (2) his or her dependents. Makes eligible for space-available travel on DOD aircraft: (1) a member or former member of the reserves under 60 years of age who, but for such age, would be eligible for military retired pay; and (2) his or her spouse. Requires a report from the Comptroller General to Congress on difficulties faced by members of the National Guard and reserves with respect to employment as a result of being ordered to full-time National Guard duty or active-duty service, respectively.

Expresses the sense of Congress that: (1) the acquisition of nuclear weapon capabilities by the Islamic Republic of Iran would constitute a threat to both U.S. and international security; (2) the European diplomatic effort to urge Iran to abandon its nuclear aspirations has not yielded definitive results; and (3) the President should urge the International Atomic Energy Agency (IAEA) to refer Iran's noncompliance with the Treaty on the Non-Proliferation of Nuclear Weapons to the United Nations (UN) Security Council in the event that European Union (EU)-Iran negotiations fail.

Combating Autism Act of 2005 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish: (1) a program to provide information and education on autism and its risk factors to health professionals and the general public; and (2) the Autism Coordinating Committee to coordinate autism related activities within the Department of Health and Human Services (HHS). Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to award grants or cooperative agreements to develop statewide autism screening, diagnosis, and intervention programs and systems. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants or cooperative agreements to provide technical assistance to state agencies to conduct applied autism research.

Jacob Wetterling, Megan Nicole Kanka, and Pam Lychner Sex Offender Registration and Notification Act or the Sex Offender Registration and Notification Act - Repeals existing provisions governing state registration programs for persons convicted of a criminal offense against a minor or of a sexually violent offense. Directs the Attorney General to carry out a Jacob Wetterling, Megan Nicole Kanka, and Pam Lychner Sex Offender Registration and Notification program under which a "covered individual" (an individual convicted of a listed offense against a minor) shall, for that individual's life, provide to the Attorney General specified information, including any change of address and employer. Lists exceptions. Sets penalties for violations. Requires the Attorney General to prescribe regulations to ensure that every covered individual wears and maintains a device that transmits information about that person's whereabouts to the domicile state, subject to specified requirements. Sets penalties for violations. Lists the responsibilities of the Attorney General and State or tribal actors. Provides for specified community notification by law enforcement. Directs the Attorney General to: (1) maintain a National Sex Offender Registry database to track the whereabouts and movements of covered individuals; (2) develop a software application that can be used by state and tribal actors; (3) establish and maintain a database to manage DNA information regarding covered individuals; and (4) carry out a Sex Offender Management Assistance program for awarding grants to states or tribal actors to offset costs associated with implementing this Act. Amends the Immigration and Nationality Act to subject to deportation any alien who is a covered individual and who fails to provide registration information under this Act.

Condemns the vote by the British Association of University Teachers (BAUT) on April 22, 2005, to boycott Bar-Ilan University and Haifa University. Calls on BAUT to overturn this vote at its hearing on May 26, 2005. Denounces BAUT's call for professors from these universities to take loyalty oaths disavowing the Israeli Government. Urges governments and educators throughout the world to generate dialogue regarding their differences and not bar students and professors from engaging with and learning from each other.

Common Sense Indian Gambling Reform Act - Amends the Indian Gaming Regulatory Act with respect to: (1) background investigations, approval of financial interests, and funding of the National Indian Gaming Commission; (2) Class II and Class III gaming on trust lands on which an Indian tribe has declared an intention to conduct gaming activities; (3) conditions required for exception to gaming restrictions on certain land; (4) approval of compacts by State; and (5) exceptions to certain restrictions on gaming.

Preserving Patient Access to Physicians Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act with respect to payment for physicians' services to: (1) eliminate the sustainable growth rate payment update system; and (2) establish in its place an update to the single conversion factor for 2006 of at least 2.7 percent, and a formula for an update to the single conversion factor for years beginning with 2007. Requires the Secretary of Health and Human Services, in calculating the formula for the single conversion factor, to establish an input price index and estimate annually a productivity adjustment factor.

COLI Best Practices Act of 2005 - Amends the Internal Revenue Code to limit the tax exclusion for benefits paid by employer-owned life insurance contracts upon the death of an insured employee, with certain exceptions for directors and highly compensated employees and for proceeds paid to the heirs of an insured employee. Requires employers to provide written notice to employees of intent to insure their lives and obtain written consent from such employees to being insured under a company-owned life insurance contract. Imposes certain reporting and recordkeeping requirements for employer-owned life insurance contracts.

Breast Cancer and Environmental Research Act of 2005 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to make grants to public or nonprofit private entities for the development and operation of not more than eight centers to conduct multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer. Requires each such center to: (1) be known as a Breast Cancer and Environmental Research Center of Excellence; (2) establish ongoing collaborations with community organizations; (3) be formed from a consortium of cooperating institutions; (4) be supported under this Act for a period of not more than five years with additional periods allowed after review and recommendation; and (5) use innovative approaches to study unexplored areas of the environment and breast cancer. Requires the Secretary of Health and Human Services to establish a Breast Cancer and Environmental Research Panel to make recommendations for and to review grants awarded under this Act.

Law Enforcement Protection Act of 2005 - Amends the federal criminal code to provide additional penalties for assaulting or killing (or attempting or conspiring to kill) a federal law enforcement officer or a federally funded state or local law enforcement officer. Modifies provisions regarding influencing, impeding, or retaliating against a federal official by threatening or injuring a family member to provide additional penalties where the victim of the offense is an immediate family member of a federal law enforcement officer or federally funded law enforcement officer.

Generate Retirement Ownership Through Long-Term Holding Act of 2005 - Amends the Internal Revenue Code to provide that no gain shall be recognized on the receipt of a capital gain dividend distributed by a regulated investment company if such dividend is automatically reinvested in additional shares of the company pursuant to a dividend reinvestment plan.

Healthcare Enhancement for Local Public Safety Retirees Act of 2005 or the HELPS Retirees Act of 2005 - Amends the Internal Revenue Code to allow retired public safety officers to elect an annual exclusion from gross income up to $5,000 for distributions from governmental retirement plans for the payment of accident or health insurance or long-term care insurance.

Community Banks Serving Their Communities First Act, or the Communities First Act - Sets forth regulatory relief measures for community banks, including amendments to: (1) the Home Mortgage Disclosure Act to increase from $10 million to $250 million the asset levels of depository institution and home mortgage lenders that are exempt from disclosure requirements; (2) the Federal Deposit Insurance Act to permit certain insured depository institutions to submit a short form report of condition; and (3) the Sarbanes-Oxley Act of 2002 to exempt certain small-sized depository institutions from management assessment of internal controls requirements. Directs the Federal Reserve Board to publish proposed revisions to the Small Bank Holding Company Policy Statement on Assessment of Financial and Managerial Factors that provide that: (1) the policy shall apply to a bank holding company with pro forma consolidated assets of less than $1 billion that meets specified criteria; and (2) the debt-to-equity ratio allowable for a small bank holding company to remain eligible to pay a corporate dividend and for expedited processing procedures would increase from 1:1 to 3:1. Amends the Federal Deposit Insurance Act to increase from $250 million to $1 billion the asset size of institutions eligible for Federal banking examinations conducted at intervals subject to discretion of the appropriate Federal banking agency. Amends the Federal Reserve Act to increase from $1 million to $1 billion of total assets the size of small banks exempt from the limitation placed on extensions of credit to executive officers, director and principal shareholders. Amends the Community Reinvestment Act of 1977 to increase from $250 million to $1 billion the size of financial institutions eligible for a less frequent examination schedule. Amends the Truth in Lending Act to direct the Board of Governors of the Federal Reserve System to prescribe regulations authorizing a consumer to waive the statutory three-day right of rescission in connection with a consumer credit transaction when the creditor is an insured depository institution. Amends the Home Mortgage Disclosure Act to exempt from its recordkeeping and public disclosure requirements a depository institution that makes fewer than 100 reportable loans annually. Amends the Gramm-Leach-Bliley Act to exempt specified financial institutions from the requisite annual disclosure of privacy policy. Amends the Federal Deposit Insurance Act to direct the Federal Deposit Insurance Corporation to review reports of condition periodically and reduce filings of related information or schedules pursuant to specified determinations. Amends the Federal Reserve Act to prohibit the aggregate amount of credit extensions that a member bank may make to an executive officer of the bank from exceeding $250,000. Amends the Internal Revenue Code to: (1) provide reduced tax rates and deferral of income recognition on long-term certificates of deposit; (2) exclude from gross income interest received by a qualified lender on any qualified real estate loan; (3) increase from $10 million to $30 million the cap on qualified small issue bonds; (4) provide limited liability company tax treatment for FDIC-insured limited liability companies; (5) provide a tax reduction on a C corporation which is a community bank; and (6) exempt community banks from the alternative minimum tax..

District of Columbia Fairness in Representation Act - Considers the District of Columbia as a congressional district for purposes of representation in the House of Representatives. Provides, until the taking effect of the first reapportionment occurring after the regular decennial census conducted for 2010, that: (1) the membership of the House shall be increased by two Members; and (2) each such Representative shall be in addition to such current membership; and (3) the State identified by the Clerk of the House in a specified report by the President to Congress shall be entitled to one additional Representative. Prohibits the temporary increase from: (1) increasing or decreasing the permanent membership of the House; (2) affecting the basis of reappointment established by Federal law; or (3) being taken into account in determining the number of electors with respect to the 2008 Presidential election. Amends the District of Columbia Delegate Act to eliminate the office of District of Columbia Delegate. Amends the District of Columbia Statehood Constitutional Convention Initiative of 1979 to eliminate the office of Statehood Representative.

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the United States Mint at West Point, New York, Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Torture Victims Relief Reauthorization Act of 2005 - Amends the Torture Victims Relief Act of 1998 to authorize appropriations for FY2006-FY2007 to: (1) the Department of Health and Human Services (HHS) to provide grants to programs in the United States to cover the costs of services provided by domestic treatment centers in the rehabilitation of victims of torture (including treatment of the physical and psychological effects of torture), social and legal services, and research and training of health care providers outside of treatment centers or programs to enable them to provide such services; (2) the President for grants to treatment centers and programs in foreign countries that carry out projects and activities specifically designed to treat victims of torture for the physical and psychological effects of torture; and (3) the United Nations Voluntary Fund for Victims of Torture.

Water for the Poor Act of 2005 - Expresses the sense of Congress with respect to U.S. water and sanitation assistance programs. Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance for programs in developing countries to provide affordable and equitable access to safe water and sanitation. Directs the Administrator of the United States Agency for International Development (USAID) to develop a strategy to further the U.S. foreign assistance objective of providing affordable and equitable access to safe water and sanitation in developing countries.

End Demand for Sex Trafficking Act of 2005 - Authorizes the Attorney General to award grants to states and political subdivisions to: (1) establish model law enforcement programs that promote the effective prosecution of persons who solicit an unlawful commercial sex act, persons who purvey others to engage in such an act, and sex traffickers; and (2) assist victims of such an act. Amends the federal criminal code to modify prohibitions against transportation for illegal sexual activity and related crimes (generally) and for coercion and enticement to engage in prostitution or criminal sexual activity to explicitly cover purchasers of commercial sexual activities and acts. Directs federal agencies involved in combating sex trafficking and providing services to victims of commercial sex acts inside the United States to coordinate their activities with the Senior Policy Operating Group established by the Victims of Trafficking and Violence Protection Act of 2000. Directs the Attorney General to: (1) report annually to the Senate and House Judiciary Committees regarding grants and evaluating success in enhancing the prosecution and conviction of purchasers, sex traffickers, and exploiters and in reducing demand for commercial sexual activity; (2) disseminate best methods and practices for training state and local law enforcement personnel involved in enforcing laws prohibiting commercial sexual acts at each annual conference conducted by the Department of Justice; and (3) carry out a biennial comprehensive statistical review and analysis of commercial sexual acts in the United States.

Telephone Excise Tax Repeal Act of 2005 - Amends the Internal Revenue Code to repeal the excise tax on communication services (i.e., local telephone service, toll telephone service, and teletypewriter exchange service).
