Two-Midnight Rule Delay Act of 2013 - Prohibits the Secretary of Health and Human Services (HHS) from enforcing the two-midnight rule to a hospital for which payment is made under title XVIII (Medicare) of the Social Security Act for admissions occurring before October 1, 2014. (The two-midnight rule allows Medicare coverage of only hospital stays for which a physician admits to a hospital a beneficiary expected to require care that crosses two midnights, but generally denies coverage of care expected to require less than a two-midnight stay.) Applies such prohibition to Medicare review contracts. Prohibits Medicare review contractors from denying a claim for inpartient hospital services furnished by a hospital, or inpatient critical access hospital services furnished by a critical access hospital, for discharges occurring before October 1, 2014: (1) for medical necessity due to the length of an inpatient stay in such hospital or due to a determination that the services could have been provided on an outpatient basis; or (2) for requirements for orders, certifications, or recertifications, and associated documentation relating to such matters. Prohibits the Secretary from increasing the sample of claims selected for prepayment review under the Medicare Probe and Educate program above the number and type established by the Secretary as of November 4, 2013. Directs the Secretary to develop: (1) a Medicare hospital payment methodology for short inpatient hospital stays; (2) general equivalency maps to link the relevant International Statistical Classification of Diseases and Related Health Problems (ICD)-10 codes (used to report medical diagnoses and inpatient procedures) to relevant Current Procedural Terminology (CPT) codes, and the relevant CPT codes to relevant ICD-10 codes, in order to permit comparison of inpatient hospital services and hospital outpatient department servives; and (3) a second crosswalk between Diagnosis-Related Group (DRG) codes for inpatient hospital services and Ambulatory Payment Class codes for outpatient hospital services.

Protecting Volunteer Firefighters and Emergency Responders Act - Amends the Internal Revenue Code to provide that a qualified emergency services volunteer shall not be counted in determining the number of full-time employees of an employer for the purpose of shared responsibility requirements for employers with respect to health coverage under the Patient Protection and Affordable Care Act. Defines "qualified emergency services volunteer" as a bona fide volunteer performing fire fighting and prevention services, emergency medical services, or ambulance services.

Monuments Men Recognition Act of 2013 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the presentation of a single congressional gold medal in commemoration of the Monuments Men (men and women who served in the Monuments, Fine Arts, and Archives [MFA] Section under the Allied Armies during World War II) in recognition of their heroic role in the preservation, protection, and restitution of monuments, works of art, and artifacts of cultural importance during and following the War. Requires the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the medal should be made available for display elsewhere, particularly at locations associated with the Monuments Men and that preference should be given to locations affiliated with the Smithsonian Institution. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Authorizes the Secretary of Transportation (DOT) to implement or enforce a requirement providing for the screening, testing, or treatment of airmen or air traffic controllers for sleep disorders (including obstructive sleep apnea) only if it is adopted pursuant to a rulemaking proceeding. Applies this Act only to a requirement adopted on or after November 1, 2013.

International Violence Against Women Act of 2013 - Directs the Secretary of State to establish an Office of Global Women's Issues which shall be headed by an Ambassador-at-Large for Global Women's Issues. Directs the Ambassador-at-Large to coordinate U.S. government efforts regarding gender integration and advancing the status of women and girls in U.S. foreign policy. Establishes in the U.S. Agency for International Development (USAID) a Senior Coordinator for Gender Equality and Women's Empowerment who shall direct USAID activities, policies, programs, and funding relating to gender equality and women's empowerment. Directs the Ambassador-at-Large to develop or update annually for six years a U.S. global strategy to prevent and respond to violence against women and girls. Authorizes the Secretary and the Administrator of USAID to provide assistance to prevent and respond to violence against women and girls internationally.

Improper Payments Agency Cooperation Enhancement Act of 2013 - Amends the Improper Payments Elimination and Recovery Improvement Act of 2012 to require the Commissioner of the Social Security Administration (SSA) to: (1) establish and maintain the National Deaths Registry to provide information relating to the deaths of individuals for the purpose of supporting the Do Not Pay Initiative and otherwise preventing, identifying, or recovering improper payments; (2) enter into cooperative agreements with federal agencies, including Inspectors General, and states, local and tribal governments to provide information in the Registry to such agencies and entities to prevent and recover improper payments; and (3) implement procedures for identifying and correcting errors in the Registry. Directs the Director of the Office of Management and Budget (OMB) to identify each agency that operates or maintains a database relating to federal beneficiaries and annuity recipients. Requires each agency to establish: (1) a data matching procedure to compare agency information with information in the Registry, and (2) a procedure for prompt reporting to the Commissioner of information relating to the death of a recipient of federal benefits or a retirement annuity. Directs the Secretary of the Treasury to report to Congress on data analytics performed as part of the Do Not Pay Initiative and the metrics used in determining whether the analytic and investigatory efforts have reduced improper payments or awards. Directs OMB to convene a task force of agencies to: (1) identify ways to improve the sharing of information relating to deaths of individuals receiving a federal retirement annuity, (2) share best practices for identifying deceased annuitants, and (3) report to Congress on such efforts. Requires the U.S. Postal Service (USPS) to provide agencies access to information on delivery addresses, including Commercial Mail Receiving Agency lists of known locations of commercial mail boxes, for purposes of improved detection, prevention, and recovery of improper payments.

Keep Your Health Plan Act of 2013 - Permits a health insurance issuer that has in effect health insurance coverage in the individual market as of January 1, 2013, to continue offering such coverage for sale during 2014 outside of a health care exchange established under the Patient Protection and Affordable Care Act. Treats such coverage as a grandfathered health plan for purposes of an individual meeting the requirement to maintain minimum essential health coverage.

Taxpayer Transparency Act of 2013 - Requires each communication funded by a federal agency for advertising or educational purposes to clearly state: (1) in the case of a printed communication, including mass mailings, signs, and billboards, that the communication is printed and published at taxpayer expense; and (2) in the case of a communication transmitted through radio, television, or the Internet, that the communication is produced and disseminated at taxpayer expense. Requires any such printed communication, including e-mails, to be of sufficient size to be clearly readable, to be set apart from the other contents of the communication, and to be printed with a reasonable degree of color contrast between the background and the printed statement. Exempts from such requirements: (1) information in a solicitation for offers for a federal contract; and (2) advertisements for employment opportunities, not including advertising materials developed for use in recruiting and retaining personnel for the Armed Forces.

Commends: (1) children battling bone cancer, and their families and friends, for their courage and perseverance; (2) organizations like the Triumph Over Kid Cancer Foundation that raise awareness and encourage the accurate and early diagnosis of pediatric bone cancer; and (3) the researchers, scientists, and health care providers who are dedicated to treating and finding a cure for pediatric bone cancer.

Satisfying Energy Needs and Saving the Environment Act of 2013 or the SENSE Act of 2013 - Makes certain emission limits for hydrogen chloride and sulfur dioxide, in regulations entitled "Emission Limits for Existing EGUs," inapplicable to an electric utility steam generating unit in the subcategory "Coal-fired unit not low rank virgin coal" if the unit: (1) is in operation as of the date of enactment of this Act, (2) utilizes circulating fluidized bed technology to convert coal refuse into energy, and (3) derives at least 75 percent of its heat input from coal refuse or is a qualifying small power production or cogeneration facility as defined by the Federal Power Act.

Honoring the Fort Hood Heroes Act - Directs: (1) the Secretary of the military department concerned to award the Purple Heart to members of the Armed Forces (members) who were killed or wounded in the attack at Fort Hood, Texas, on November 5, 2009; and (2) the Secretary of Defense (DOD) to award the Secretary of Defense Medal for the Defense of Freedom to civilian employees and contractors of DOD who were killed or wounded in such attack. Deems, for purposes of all applicable federal benefit laws, regulations, and policies: (1) such members to have been killed or wounded in a combat zone as the result of an enemy act; and (2) such employees to have been killed or wounded by hostile action while serving with the Armed Forces in a contingency operation and to have been killed or wounded in a terrorist attack. Excludes any member whose death or wound was the result of willful misconduct. Applies such provisions to post-traumatic stress disorder (PTSD) or other psychological injuries that were a a result of such attack.

TELEmedicine for MEDicare Act of 2013 or TELE-MED Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to permit certain Medicare providers licensed in a state to provide telemedicine services to Medicare beneficiaries in a different state.

Insurance Fairness for Amputees Act - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to require a group health plan that provides medical and surgical benefits and also provides benefits for prosthetics and custom orthotics to offer such prosthetics and custom orthotics in the same manner as applicable to medical and surgical benefits. Prohibits separate financial requirements or more restrictive treatment limitations. Requires a health plan that does not provide coverage for benefits outside of a network to ensure that such provider network is adequate to ensure enrollee access to prosthetic and custom orthotic devices and related services provided by appropriately credentialed practitioners and accredited suppliers. Allows limitation of coverage for required benefits for prosthetics and custom orthotics to the most appropriate device or component that meets the medical requirements of the patient. Requires benefits to include repair and replacement due to normal wear and tear, irreparable damage, a change in the patient's condition, or as otherwise determined appropriate by the treating physician. Prohibits any annual or lifetime dollar limitation on benefits for prosthetics and custom orthotics unless such limitation applies in the aggregate to all benefits.

Forty Hours is Full Time Act of 2013 - Amends the Internal Revenue Code, with respect to the employer mandate to provide health care coverage, to: (1) modify the formula for calculating the number of full-time employees employed by an applicable large employer subject to the mandate; and (2) define a "full-time employee" as an employee who is employed on average at least 40 hours per week (currently, 30 hours).

Senator Paul Simon Water for the World Act of 2013 - Expresses the sense of Congress that: (1) the initial U.S. Agency for International Development (USAID) Water and Development Strategy is a significant accomplishment and improves USAID's capacity to provide sustainable and effective water, sanitation, and hygiene assistance; and (2) the Secretary of State, through the Special Advisor for Water Resources, should develop a Global Water Resources Strategy relating to U.S. foreign policy water objectives. Amends the Foreign Assistance Act of 1961 to direct: (1) the Administrator to designate a Global Water Coordinator to coordinate and oversee water, sanitation, and hygiene assistance; and (2) the Secretary of State to designate a Special Advisor for Water Resources to coordinate and oversee policy relating to water, hygiene, and sanitation assistance. Sets forth principles to ensure that water, sanitation, and hygiene projects carried out under the Foreign Assistance Act of 1961 and the Senator Paul Simon Water for the Poor Act of 2005 achieve maximum impact. Amends the Senator Paul Simon Water for the Poor Act of 2005 to direct: (1) the President, through the Secretary, to develop a strategy every five years to further the U.S. foreign policy objective to provide affordable and equitable access to safe water and sanitation in developing countries; and (2) the Administrator, through the Global Water Coordinator, to develop a complementary strategy to further the U.S. foreign assistance objective to provide affordable and equitable drinking water, sanitation, and hygiene in developing countries.

National Right-to-Carry Reciprocity Act of 2013 - Amends the federal criminal code to authorize a person who is carrying a valid, government-issued identification document containing that person's photograph and a valid permit to carry a concealed firearm in one state, and who is not prohibited from possessing, transporting, shipping, or receiving a firearm under federal law, to possess or carry a concealed handgun (other than a machine gun or destructive device) in another state in accordance with the restrictions of that state.

Domestic Energy Production Protection Act of 2013 - Requires the Administrator of the Environmental Protection Agency (EPA) to submit for analysis by the Office of Information and Regulatory Affairs (OIRA) a proposed rule or guidance under the Clean Air Act that may reduce the level of energy output in a specified sector before such a rule or guidance may take effect. Defines "specified sector" as one of the nine sectors of energy production listed in the document entitled "Annual Energy Outlook 2013: With Projections to 2040," published by the U.S. Energy Information Administration in April 2013. Requires the Administrator of OIRA (Administrator), within 90 days of receiving the proposed rule or guidance, to conduct an analysis to determine if such rule or guidance, individually or when combined with another final rule or guidance issued by EPA, will reduce the level of energy output in a specified sector below the level of the prior year. Requires such analysis to include the potential impact of the rule or guidance on energy output in such sectors and any potential job losses over a period of 10 years. Requires the Administrator to report to Congress after making a determination that a proposed rule or guidance would reduce such energy output. Prohibits such rule or guidance that is the subject of a report from taking effect unless Congress enacts a joint resolution approving it. Establishes a process for approving a rule or guidance by a joint resolution. Removes rules promulgated pursuant to this Act from the established process for review of agency rulemaking, if a rulemaking will reduce energy output. Defines "energy output" as the level of production for a year, measured in quadrillion Btu, as calculated and included in such document.

National Collegiate Athletics Accountability Act or the NCAA Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require schools that have an intercollegiate athletic program and are participating in title IV programs to abstain from membership in a nonprofit athletic association unless the association: requires annual baseline concussion testing of student athletes on the active roster of teams participating in contact/collision or limited-contact/impact sports before they participate in any contact drills or activities; holds remedies for violations of its policies in abeyance until the schools and student athletes subject to those remedies have been afforded certain due process procedures; requires athletically-related student aid provided to student athletes who play contact/collision sports to be guaranteed for the duration of their attendance at the school, up to four years, and irrevocable for reasons related to skill or injury; and does not prevent schools from paying stipends to student athletes. Makes title IX of the Education Amendments of 1972 inapplicable to any activity carried out by an institution of higher education to guarantee the continuance of student aid for student athletes in compliance with such membership requirements. (Title IX prohibits discrimination on the basis of sex or visual impairment under any education program that receives federal funds.)

Coal Healthcare and Pensions Protection Act of 2013 - Amends the Surface Mining Control and Reclamation Act of 1977 to address potential shortages in the Multiemployer Health Benefit Plan for payment of health care benefits to retired coal miners by expanding the eligible uses of interest transferable to the plan from the Abandoned Mine Reclamation Fund, and supplemental payments from the General Fund of the Treasury. Requires calculation of such amount by taking into account only those beneficiaries who are actually enrolled in the plan as of enactment of this Act, as well as those retirees whose health benefits, payable directly by an employer in the bituminous coal industry under a coal wage agreement as a result of a bankruptcy proceeding commenced in 2012, would be denied or reduced. Requires the Secretary of the Treasury to transfer to the trustees of the 1974 United Mine Workers of America (UMWA) Pension Plan a certain additional amount of funds, to pay pension benefits required under that plan, if the $490 million limitation on certain transfers to the UMWA Combined Benefit Fund and distributions to states and Indian tribes exceeds the aggregate amount required to be transferred to them. Amends the Internal Revenue Code to prescribe a special rule that employer contributions to an employees' trust or annuity benefit plan providing supplemental benefits solely to participants in a pension plan are neither deductible nor nondeductible as such from the employer's gross income. Subjects such contributions, on the other hand, to deduction as an allowable trade or business expense. Treats a trust holding the assets of such a pension benefit plan as a tax-exempt organization. Excludes from taxable wages any payments made to, or on behalf of, an employee or his or her beneficiary under such a plan.

Behavioral Health Information Technology Act of 2013 - Amends the Public Health Service Act to include as a health care provider behavioral and mental health professionals, substance abuse professionals, psychiatric hospitals, certain community mental health centers, and residential or outpatient mental health or substance abuse treatment facilities. Amends title XVIII (Medicare) of the Social Security Act (SSA), with respect to incentives for meaningful use of certified electronic health records (EHR) technology under the pay schedule for physician's services, to include as additional eligible professionals clinical psychologists providing qualified psychologist services. Subjects any additional eligible professionals, including those under a MedicareAdvantage (MA) plan, to reductions in incentive payments after a certain date for failure to be a meaningful EHR user. Makes inpatient psychiatric hospitals eligible for payment for inpatient hospital services. Amends SSA title XIX (Medicaid) to treat as Medicaid providers: (1) public and certain private hospitals that are principally psychiatric hospitals, (2) certain community mental health centers, and (3) certain residential or outpatient mental health or substance abuse treatment facilities. Makes eligible professionals under the Medicaid program certain clinical psychologists providing qualified psychologist services. Authorizes a covered entity to submit to a patient safety organization information on electronic health record (EHR)-related adverse events with respect to certified EHR technology. Specifies covered entities as certain EHR users, health information exchange entities, and health care professionals who use EHR technology. Defines an EHR-related adverse event as a defect, malfunction, or error in the certified health information technology or EHR used by a provider, or in the input or output of data maintained through such technology or record, that results or could reasonably result in harm to a patient. Limits electronic discovery (e-discovery) in any health care lawsuit against a covered entity relating to an Reallotted adverse event involving certified EHR technology to information: (1) related to that event, and (2) from the period in which the event occurred. Prohibits a claimant from commencing a lawsuit more than three years after the manifestation of injury or one year after the claimant discovers, or should have discovered, the injury, whichever occurs first. Requires tolling of this limitation, however, to the extent that the claimant is able to prove: (1) fraud; (2) intentional concealment; or (3) the presence of a foreign body, with no therapeutic or diagnostic purpose or effect, in the injured person. Subjects each party to such a lawsuit which is not a covered entity to proportionate liability only. Allows punitive damages against a covered entity only upon proof by clear and convincing evidence that the entity acted with reckless disregard for the claimant's health or safety. Shields covered entities, employees, agents, and representatives from civil liability for libel or slander arising from information or entries made in certified EHR technology, or transferred to another eligible provider, if the information, entries, or transfer were made in good faith and without malice.

United States Coast Guard Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue in commemoration of the United States Coast Guard: (1) $5 gold coins, (2) $1 silver coins, and (3) half-dollar clad coins. Requires the design of such coins to be emblematic of the traditions, history, and heritage of the Coast Guard, and its role in securing our nation since 1790. Prescribes design requirements. Restricts the issuance of such coins to the one-year period beginning on January 1, 2017. Prescribes the sale price of the coins and coin surcharges. Requires such surcharges to be paid by the Secretary to the National Coast Guard Museum Foundation to help finance the design and construction of the National Coast Guard Museum.

Obstetric Fistula Prevention, Treatment, Hope, and Dignity Restoration Act of 2013 - Authorizes the President to provide assistance, including through international organizations, national governments, and international and local nongovernmental organizations, to address the social and health issues that lead to obstetric fistula and support treatment of obstetric fistula. Requires such assistance to promote the coordination facilitated by the International Obstetric Fistula Working Group.

Boys Town Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 50,000 $5 gold coins, 350,000 $1 silver coins, and 300,000 half dollar clad coins to commemorate the centennial of the founding of Father Flanagan's Boys Town. Requires the design of the coins to be emblematic of the 100 years of Boys Town, one of the largest nonprofit child care agencies in the United States. Permits issuance of such coins only between January 1, 2017, and December 31, 2018.

Food and Drug Administration Safety Over Sequestration Act of 2013 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to exempt from sequestration calculations (mandatory across-the-board spending cuts) user fees that fund salaries and other administrative expenses of the Food and Drug Administration (FDA).

United States-Israel Missile Defense Cooperation Act of 2013 - Authorizes the President, acting through the Secretary of Defense (DOD) and the Secretary of State, to provide assistance, upon request of the Israeli government, for the procurement of the Iron Dome anti-rocket defense system, as well as authorization for cooperation on the development, maintenance, enhancement, and sustainment of the David's Sling, Arrow, and Arrow 3 anti-missile defense systems, for the purposes of intercepting rockets, missiles, and projectiles launched against Israel.

Family Health Care Accessibility Act of 2013 - Amends the Public Health Service Act to deem a health professional volunteer providing primary health care to an individual at a community health center to be an employee of the Public Health Service for purposes of any civil action that may arise from providing services to patients. Sets forth conditions for such liability protection, including: (1) the service is provided to the individual at a community health center or through offsite programs or events carried out by such center; and (2) the health care practitioner does not receive any compensation for providing the service, except repayment for reasonable expenses. Considers an entity as sponsoring the health care practitioner if the entity submits an application to the Secretary of Health and Human Services (HHS), and the Secretary determines that the health care practitioner is deemed to be an employee of the Public Health Service. Requires the Attorney General to submit to Congress an estimate of the amount of claims (together with related fees and expenses of witnesses) that, by reason of the actions or omissions of health professional volunteers, will be paid pursuant to this Act annually. Requires the Secretary to transfer such estimated amount from the claims fund to the appropriate accounts in the Treasury, subject to the extent of amounts in the fund. Makes this Act effective on October 1, 2014.

Energy Savings Through Public-Private Partnerships Act of 2013 - Amends the National Energy Conservation Policy Act to direct each federal facility energy manager to consider, not later than two years after completion of a comprehensive energy and water evaluation of a federal agency's facilities: (1) implementing any energy- or water-saving or conservation measure that the agency identified in the evaluation that is life cycle cost-effective, and (2) bundling individual measures of varying paybacks together into combined projects. (Under current law, the energy manager is not required to consider such actions.) Requires the energy manager, as part of the Web-based compliance certification system, to provide reasons for not implementing life cycle cost-effective measures. Requires each agency to: (1) use the benchmarking systems selected or developed for the agency under the Act to track energy savings realized by the agency through the implementation of energy- or water-saving or conservation measures and submit information regarding such savings for publication on a website of the Department of Energy (DOE), and (2) consider using energy savings performance or utility energy service contracts to implement such measures. Establishes a goal of entering into energy savings performance contracts or utility energy service contracts equal to $1 billion in each year during the 5-year period beginning on January 1, 2014. Requires each agency to report annually to DOE, and DOE to report to Congress, on progress towards achieving such goal.

Requires the President's budget submission to Congress to: (1) list each program, and its proposed funding level, that will be a one-time expense for the fiscal year for which the budget is submitted; and, in addition to the performance standards required, (2) a proposal, by budget function and agency, for reductions in spending for each of the four ensuing fiscal years. Requires the President, for each budget item being conducted in the current fiscal year, to provide: (1) the amount appropriated or otherwise made available for the item in that year, and (2) the amount of any proposed adjustment in the funding level for the item and its justification. Requires the President, if he proposes an adjustment resulting in a funding increase for a budget item, to include with the proposal the amount of the adjustment that is a result of inflation and the amount that is a result of an increase in employees' salaries or benefits. Requires the President to provide for each major program in a budget function specified in the required estimated budget outlays and proposed budget authority: (1) the amount appropriated or otherwise made available for it in the current fiscal year; and (2) a separate amount (if any) of its expected increase in the following fiscal year owing to inflation, pay increases, or benefit increases.

Government Transformation Act - Establishes the Commission on Government Transformation. Directs the Commission to: (1) review work done by governmental and non-governmental entities and conduct research on the organizational practices, operations, and reform efforts of federal agencies; (2) analyze organizational practices and management challenges of federal agencies; (3) assess federal programs for economy, efficiency, and effectiveness and identify best practices; (4) upon request, provide information on Commission activities to the Government Accountability Office (GAO), the Congressional Budget Office (CBO), the Office of Management and Budget (OMB), other federal agency heads, and the Office of Inspector General of each federal agency; and (5) serve as a repository for best practices for federal agencies. Requires the Commission to make interim and annual reports on its activities to the President and Congress and make such reports available to the public. Provides for expedited congressional consideration of legislation to implement recommendations of the Commission.

Stay in Place, Cut the Waste Act of 2013 - Requires the Director of the Office of Management and Budget (OMB) to: (1) review and report on the extent to which federal agencies have reduced travel expenses by the use of video conferencing pursuant to Executive Order 13589 and OMB Memorandum 12-12-12; (2) develop a plan for fiscal years beginning with FY2017 to use video conferencing to achieve the lesser of a 50% reduction in federal agency travel expenses below FY2013 levels, or the greatest reduction in such expenses that the Director considers feasible; and (3) rescind amounts made available for travel expenses that are proposed for reduction under this Act.

Save American Workers Act of 2013 - Amends the Internal Revenue Code, as amended by the Patient Protection and Affordable Care Act, to redefine "full-time employee," for purposes of the mandate requiring employers to provide health care coverage for their employees, as an employee who is employed on average at least 40 hours of service a week (currently, at least 30 hours of service a week).

Caroline Pryce Walker Conquer Childhood Cancer Reauthorization Act - Amends the Public Health Service Act to reauthorize through FY2018 cancer research programs under the Caroline Pryce Walker Conquer Childhood Cancer Act of 2008. Replaces the current pediatric cancer research and awareness grant program carried out by the Secretary of Health and Human Services (HHS) with a comprehensive children's cancer biorepositories program. Authorizes the Director of the National Institutes of Health (NIH) to make awards to eligible applicants to build upon existing initiatives to collect biospecimens and clinical and demographic information (including date of diagnosis, age at diagnosis, and patient's gender, race, and ethnicity) for at least 90% of all children, adolescents, and young adults with cancer in Comprehensive Children's Cancer Biorepositories for the purpose of achieving a better understanding of the cause of such cancers and the effects of treatments. Permits award amounts to be used to: (1) acquire, preserve, and store high quality, donated biospecimens and associated clinical and demographic information on children, adolescents, and young adults diagnosed with cancer in the United States; (2) maintain a secure searchable database for scientists and qualified health care professionals to research such biospecimens and data; and (3) make available and distribute such biospecimens and data to researchers and professionals for peer-reviewed research. Revises the national childhood cancer registry grant program to require the Director of the Centers for Disease Control and Prevention (CDC) to award grants to state cancer registries to enhance and expand infrastructure to track the epidemiology of cancer in children, adolescents, and young adults. Requires a Comptroller General (GAO) report regarding the barriers to conducting pediatric studies of oncologic therapies in applications for new drugs or biological products under the Federal Food, Drug, and Cosmetic Act, including recommendations to improve development and access to new therapies as well as assessments of: (1) the feasibility of requiring studies for a pediatric oncologic indication if the therapeutic target of a drug or biologic product for an adult oncologic indication is highly relevant to any pediatric cancer to which it could apply, and (2) the impact of altering the current exemption for orphan drug designations relating to rare diseases or conditions.

Electrify Africa Act of 2013 - Directs the President to establish a multiyear strategy to assist countries in sub-Saharan Africa develop an appropriate mix of power solutions to provide sufficient electricity access to people living in rural and urban areas in order to alleviate poverty and drive economic growth. Expresses the sense of Congress that the U.S. Agency for International Development (USAID) should: (1) prioritize where loan guarantees to African financial institutions would facilitate involvement in African power projects, and where partnerships and grants would increase access to electricity; and (2) consider providing grants to develop national, regional, and local energy and electricity policy plans, and expand electricity access to the poorest. Urges: (1) the Secretary of the Treasury to use U.S. influence at each institution in the World Bank Group and the African Development Bank to encourage power sector and electrification investments in sub-Saharan Africa, (2) the Overseas Private Investment Corporation (OPIC) to prioritize investment in the electricity sector of sub-Saharan Africa, and (3) the Trade and Development Agency to promote U.S. private sector participation in energy sector development projects in sub-Saharan Africa.

Calls on China (PRC) to end the practice of organ harvesting from prisoners, and particularly from Falun Gong prisoners of conscience and members of other religious and ethnic minority groups. Calls for a Department of State investigation into organ transplant practices in China, and for the prosecution of those found to have engaged in such practices. Demands an end to the persecution of the Falun Gong spiritual practice by the Communist Party of China and the release of all Falun Gong practitioners and other prisoners of conscience. Recommends that: (1) the Department issue a travel warning for U.S. citizens traveling to China for organ transplants informing them that the organ source for their operation may be a prisoner of conscience; and (2) the U.S. government condemn organ transplantation abuses in China, ban the entry of those who have participated in such activities, and prosecute such individuals should they be found on U.S. soil.

Affirms that it is in the U.S. national interest to support Europe's energy security by opening up the Southern Gas Corridor. Expresses the sense of the House of Representatives that it is in the U.S. national interest to support Europe's energy security by working with the governments of Turkey, Azerbaijan, Georgia, and other regional partners to make available additional gas and oil supplies to that market in a cost effective and secure manner.

Home Health Care Planning Improvement Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to revise conditions of and limitations on payment for home health care services. Allows payment for home health services to Medicare beneficiaries by: (1) a nurse practitioner, (2) a clinical nurse specialist working in collaboration with a physician in accordance with state law, (3) a certified nurse-midwife, or (4) a physician assistant under a physician's supervision.

Duplication Elimination Act of 2013 - Requires the President, within 90 days after publication of the annual Government Accountability Office (GAO) report on duplication, consolidation, and elimination of duplicative government programs, to send Congress a proposed joint resolution accompanied by a special message specifying: any recommendations outlined in the GAO report that are excluded from the proposed joint resolution; in detail why they were excluded; and the outlined GAO recommendations included in the proposed joint resolution. Limits the proposed joint resolution to one that: (1) makes legislative changes needed to carry out the recommendations contained in the GAO report for a year that the President did not exclude, and (2) requires that any savings attributable to the legislative changes be transferred to the General Fund of the Treasury and be used to reduce the deficit. Sets forth procedures for expedited congressional consideration of the proposed joint resolution.

Ambulatory Surgical Center Quality and Access Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to require alignment of updates for ambulatory surgical center (ASC) services under a revised prospective payment system (PPS) with updates for hospital outpatient department (OPD) services. Revises requirements for the reporting and applying of quality measure data by ASCs and hospital OPDs. Directs the Secretary of Health and Human Services (HHS) to establish an ASC value-based purchasing program under which each ASC that the Secretary determines meets (or exceeds) performance standards established, with respect to selected quality measures, for the performance period for a calendar year is eligible for shared savings in the form of a payment increase determined according to a specified formula. Revises requirements for the composition of the expert outside advisory panel the Secretary is required to consult during the annual review of the clinical integrity of the groups and payment weights in the PPS for hospital OPD services. Requires the panel to include suppliers subject to the PPS as well as at least one ASC representative. Requires the Secretary, when excluding from a final rule updating ASC lists a procedure whose inclusion was requested during the public comment period, to cite in the final rule specific criteria based on which the procedure was excluded. Requires the Secretary also to identify the peer reviewed research or the evidence upon which the exclusion is based if certain of those criteria are cited for it. Prohibits the Secretary from using or citing as a criterion or a basis for an exclusion that the procedure can only be reported using a Current Procedural Terminology (CPT) unlisted surgical procedure code.

Medicare Beneficiary Preservation of Choice Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Patient Protection and Affordable Care Act, to repeal the allowance for disenrollment, between January 1 and March 15 of each year, only from an MedicareAdvantage plan to elect enrollment in the original Medicare fee-for-service program. Restores the option under previous law to elect to change from a MedicareAdvantage to the original Medicare fee-for-service plan, or from the original Medicare fee-for-service to a MedicareAdvantage plan, once a year during the first three months.

Stem Cell Research Advancement Act of 2013 -Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human stem cells, including human embryonic stem cells. Limits such research to human embryonic stem cells that have been derived from cells from human embryos that: (1) were created using in vitro fertilization for reproductive purposes and are no longer needed for those purposes, and (2) were donated by the individuals who sought reproductive treatment with written and voluntary informed consent for the embryos to be used for research purposes and without receiving any financial or other inducements. Requires the Secretary to maintain, review, and update as scientifically warranted guidelines applicable to the conduct or support of human stem cell research by the Department of Health and Human Services (HHS). Prohibits the Secretary from using any funds for the conduct or support of human cloning. Defines "human cloning" to mean the implantation of the product of transferring the nuclear material of a human somatic cell into an egg cell from which the nuclear material has been removed or rendered inert into a uterus or the functional equivalent of a uterus. Requires the Secretary to update the guidelines maintained pursuant to this Act for consistency with such prohibition. Requires the Director of the National Institutes of Health (NIH) to include information on human stem cells in the biennial report to Congress.

Death Tax Repeal Act of 2013 - Amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and a $5 million lifetime gift tax exemption. Provides for an inflation adjustment to such exemption amount.

Medicare Residential Care Coordination Act of 2013 - Directs the Secretary of Health and Human Services to establish and implement a demonstration project under titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act (SSA) to evaluate the use of capitated payments made to eligible continuing care retirement communities for residential care coordination programs.

Encourage New Legalized Immigrants to Start Training Act or the ENLIST Act - Authorizes the enlistment in the armed forces of aliens unlawfully present in the United States on December 31, 2011, who: (1) have been continuously present in the United States since such date; (2) were younger than 15 years of age when they initially entered the United States; and (3) are otherwise eligible for original enlistment in a regular component of the Army, Navy, Air Force, Marine Corps, or Coast Guard. Requires the Secretary of Homeland Security (DHS) to adjust the status of an alien enlisted under such authority to the status of an alien lawfully admitted for permanent residence under provisions of the Immigration and Nationality Act applicable to aliens who entered the United States prior to January 1, 1972. Rescinds such lawful permanent resident status if the alien is separated from the armed forces under other than honorable conditions before serving the term of enlistment.

World War I American Veterans Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to: (1) mint and issue $1 silver coins in commemoration of the centennial of America's involvement in World War I, and (2) hold a competition and provide compensation for its winner to design the obverse and reverse of the coins. Requires the design of such coins to be emblematic of the centennial of America's involvement in World War I. Permits the Secretary to issue such coins only during calendar year 2018. Subjects the coin sales to a surcharge of $10 per coin, payable by the Secretary to the World War I Centennial Commission.

Amends the Steel Industry American Heritage Area Act of 1996 to extend through FY2023 the authority of the Secretary of the Interior to make grants or provide other assistance for the Rivers of Steel National Heritage Area in Pennsylvania. Amends the Lackawanna Valley National Heritage Area Act of 2000 to extend through FY2023 the authority of the Secretary to provide grants or other assistance for the Lackawanna Valley National Heritage Area in Pennsylvania. Amends the Delaware and Lehigh Navigation Canal Heritage Corridor Act of 1988 to extend through FY2023: (1) the authorization of appropriations for the management action plan respecting the Delaware and Lehigh National Heritage Corridor in Pennsylvania, and (2) the authority of the Secretary to provide financial assistance for the Corridor. Amends the Schuylkill River Valley National Heritage Area to extend through FY2023 the authority of the Secretary to make grants or provide other assistance for the Schuylkill River Valley National Heritage Area in Pennsylvania.
