Amends the Internal Revenue Code to allow an individual to itemize a deduction for qualified contributions to congressional candidates not in excess of $200 ($400 in the case of a joint return). Amends the Federal Election Campaign Act of 1971 to establish the Matching Payment Fund for Congressional Candidates to make matching payments to qualifying candidates for the office of Senator or Representative in, or Delegate or Resident Commissioner to, the Congress. Limits multicandidate political committee contributions to Representatives and Senators to $2,000. Limits early contributions to congressional candidates and political committees by individuals to $10,000. Prohibits candidates from accepting contributions from individuals which in the aggregate exceed $100,000 with respect to an election. Requires individuals who make the $10,000 contribution to include a statement of their name, address, and employment, and any direct interest in legislation. Requires the candidate to transmit such statement to the Federal Election Commission within 48 hours of its receipt. Amends the Communications Act of 1934 to limit the charge for the use of a broadcasting station by a congressional candidate to the lowest commercial unit charge of the station for the amount of time for the same period.

Women in Development Act of 1991 - Requires the Administrator of the Agency for International Development (AID) to ensure actions are taken to strengthen the AID's women in development policy, including: (1) incorporating the active participation of local women and local women's organizations in its development activities; (2) instructing AID staff to collect and analyze sex-disaggregated data and to insure that country strategies, projects, and programs are designed to reflect the impact on women in proportion to the higher of their traditional participation in the targeted activities or their proportion of the population; (3) insuring that project and program evaluations include an assessment of the extent to which the project integrates women in the development process and of the project's impact on women; (4) increasing the number and responsibility of women in positions within AID; and (5) establishing within AID a task force on women in development. Amends the Foreign Assistance Act of 1961 to require that specified amounts be made available for programs to integrate women into the agency responsible for integrating women into the development process and for administrative expenses of such agency. Authorizes appropriations for the United Nations Development Fund for Women and the United Nations International Research and Training Institute for the Advancement of Women. Requires the Director of the Peace Corps to take specified actions to strengthen the Peace Corps' women in development policy. Earmarks funding for the Peace Corps Office of Coordinator of Women in Development.

Disapproves the President's request for the extension of fast track procedures under the Omnibus Trade and Competitiveness Act of 1988 with respect to the implementation of trade agreements entered into after May 31, 1991, because sufficient progress has not been made in trade negotiations.

United States One Dollar Coin Act of 1991 - Amends Federal currency law to prescribe the color and content of one-dollar coins. Mandates that the obverse side of the one dollar coin have a design recognizing America's veterans. Directs the Secretary of the Treasury to cease regular production of one-dollar Federal Reserve notes by a specified date (except for such quantities as are required to meet collectors' needs). Mandates that the seigniorage of the new one-dollar coins be used to offset the reverse seigniorage resulting from the destruction of Susan B. Anthony dollar coins in Government storage.

Privacy for Consumers and Workers Act - Requires employers who engage in electronic monitoring to provide each affected employee with prior written notice describing specified aspects of the electronic monitoring directly affecting the employee. Requires employers to notify prospective employees at personal interviews or meetings of existing forms of electronic monitoring which may directly affect them and, upon request, provide them with the written notice provided to employees. Requires employers to provide affected employees with some form of visual or aural notice that indicates that electronic monitoring is taking place, at periodic intervals unless the monitoring is continuous during each of the employee's shifts. Requires employers to provide affected customers with some form of visual or aural notice, at periodic intervals, indicating that telephone service observation is taking place. Requires employers to permit employees or their authorized agents to have access to all personal data obtained by electronic monitoring of their work. Prohibits employers from collecting personal data on an employee which is not relevant to the employee's work performance. Prohibits employers from disclosing personal data obtained by electronic monitoring to any person or business except to the individual employee to whom that data pertains or without the employee's prior written consent, unless disclosure would be: (1) to the employer's officers and employees who need it to perform their duties; (2) to a law enforcement agency for a criminal investigation or prosecution; or (3) pursuant to a proper court order. Prohibits employers from using personal data obtained by electronic monitoring as the exclusive basis for individual employee performance evaluation or disciplinary action, unless the employee is given an opportunity to review the data within a reasonable time after it is obtained. Prohibits employers from using personal data or collective data obtained by electronic monitoring as the sole basis for setting production quotas or work performance expectations. Prohibits employers from maintaining, collecting, using, or disseminating personal data obtained by electronic monitoring which describes how an employee exercises First Amendment rights, unless such use is: (1) expressly authorized by statute or by the employee; or (2) pertinent to and within the scope of an authorized law enforcement activity. Sets forth the following enforcement provisions: (1) civil penalties; (2) injunctive actions by the Secretary of Labor; and (3) private civil actions. Prohibits waiver of rights and procedures provided by this Act, unless such waiver is part of a written settlement by the parties to a pending action or complaint. Directs the Secretary of Labor to issue rules and regulations to carry out this Act within six months. Makes this Act inapplicable to otherwise permissible electronic monitoring by law enforcement agencies in criminal investigations.

Medicare Skilled Nursing Facility and Home Health Benefit Act of 1991 - Amends title XVIII (Medicare) of the Social Security Act to: (1) eliminate the requirement that extended care services be provided within a certain period following hospitalization in order to be covered under the Hospital Insurance Program; and (2) cover nursing care and home health aide services provided or needed on an intermittent basis.

Children's and Communities' Mental Health Systems Improvement Act of 1991 - Amends the Public Health Service Act to replace a subpart relating to State comprehensive mental health services plans with a subpart relating to comprehensive mental health services for children with serious emotional disturbance. Directs the Secretary of Health and Human Services, through the Director of the National Institute of Mental Health, to make grants to States for comprehensive community mental health services to children with serious emotional disturbance. Prohibits the Secretary from making a grant to a State unless the State is receiving payments under alcohol and drug abuse and mental health services block grant provisions. Requires non-Federal contributions in a specified ratio. Requires State grantees to: (1) establish and operate one or more systems, through grants or contracts, to provide specified types of mental health services to children under 22 years of age; (2) enter into a memorandum of understanding with providers of medical, educational, vocational counseling and vocational rehabilitation, and protection and advocacy services to facilitate the provision of such services without use of grant funds or non-Federal contributions made with respect to the grant; (3) provide case management services; (4) provide services in the language and cultural context that is most appropriate for the child involved; and (5) develop and implement an individualized plan of services for each child admitted to the system. Describes additional services for which a State system may provide. Prohibits the Secretary from making a grant to a State unless the State has a plan, approved by the Secretary, for the development of a State-wide system of care for community-based services for children with serious emotional disturbance. Requires that parents of children with serious emotional disturbances be included as members of the mental health planning council established under existing provisions. Requires that, if a charge is imposed for services under a grant, the charge be made according to a public schedule, adjusted to reflect the income of the family of the child, and not imposed on any child whose family has income and resources at or below the poverty line. Limits grants to States to five years. Allows a State system established under a grant to receive grant funds for three years. Directs the Secretary to provide to a State, on request: (1) technical assistance regarding grant applications; and (2) training and technical assistance on the planning, development, and operation of the systems under this Act. Authorizes the Secretary to provide the technical assistance directly or through grants or contracts. Authorizes appropriations, earmarking a specified sum for the technical assistance and training. Limits the number of grants to ten in FY 1992.

Allows a technician employed in a position in which National Guard membership is required as a condition of employment who is separated from the National Guard, to continue to be employed as a technician under the following circumstances: (1) such technician has no less than 20 years of credible service for military retirement purposes; (2) such technician is involuntarily separated from the National Guard; and (3) the circumstances of the involuntary separation are other than for cause. Allows such technician to convert to competitive career status in the civil service.

Directs the heads of Federal departments or agencies which hold or receive records and information which have or could possibly have been correlated to U.S. personnel listed as prisoners of war or missing in action after 1940, including from World War II and the Korean and Vietnam conflicts, to publicly disclose such records and information, except where such disclosure would compromise national security. Requires the Department of Defense to publicly disclose a complete list of such personnel including those killed in action (body not returned) with each service member's current classification as well as any changes in such classification occurring during or after such hostilities.

Establishes the grade of General of the Army, appointments to which shall be made by the President by and with the advice and consent of the Senate. Defines the rank and compensation of such grade. Constitutional Amendment - Prohibits Federal expenditures from exceeding revenues for any fiscal year and from exceeding 19 percent of the gross national product for the last calendar year ending before the beginning of such fiscal year. Provides for a suspension of such prohibitions for any fiscal year for which three-fifths of the House of the Congress provides, by rollcall vote, for a specific excess of outlays over estimated revenues.

Ancient Forest Protection Act of 1991 - Establishes the National Ancient Forest Reserve System. Designates certain lands in California, Oregon, and Washington as components of such System. Declares that all Federal lands in such States which qualify as ancient forest or associated forest and are not designated as components of the System shall be managed as if they are. Requires the Secretary of Agriculture and the Secretary of the Interior to issue regulations with respect to the removal of commercial timber from such lands. Declares it to be U.S. policy to develop and utilize scientific information to study and identify the biological and ecological requirements of ancient forest ecosystems. Directs the Chairman of the Council on Environmental Quality to study and report to appropriate congressional committees on the biological and physical requirements for the survival of such ecosystems.

Federal Used Property for Domestic Use Act of 1991 - Amends the Federal Property and Administrative Services Act of 1949 to authorize the Administrator of the General Services Administration to make available to foreign governments or international relief agencies for humanitarian relief purposes nonlethal surplus personal property not needed by the American National Red Cross or by States or territories for educational or public health purposes. Requires transfer of such property to the Secretary of State for distribution. Authorizes executive agencies having any such property in a foreign country that has not been returned to the United States to make such a transfer. Repeals provisions authorizing the Secretary of Defense to make available for humanitarian relief purposes any nonlethal excess supplies of the Department of Defense.

Social Security Notch Adjustment Act of 1991 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to establish a new formula for computing the primary insurance amount of individuals who attain age 65 in or after 1982 and would otherwise be subject to the benefit computation rules of the Social Security Amendments of 1977. Extends the application of such transitional benefit computation rules to those who become eligible for benefits before 1989. (Currently those who become eligible after 1983 are subject to the benefit computation rules of the Social Security Amendments of 1977.)

National Emergency Anti-Profiteering Act of 1991 - Prohibits profiteering with respect to essential commodities following a presidential declaration of a national economic emergency. Establishes criminal penalties and civil remedies for such profiteering (including disgorgement of all profits earned). Sets forth guidelines for the duration of a national economic emergency. Authorizes the Congress to terminate by passage of a joint resolution the designation of a national economic emergency or of the essential commodities with respect to which it exists. Provides for judicial review of the President's determination regarding either an emergency or essential commodities.

Amends Federal law to provide that no adjournment of either House of Congress, other than an adjournment sine die to end a Congress, prevents the return of a bill by the President. Authorizes the Clerk of the House of Representatives and the Secretary of the Senate to receive bills returned by the President any time their respective Houses are not in session.

Elementary School Counseling Demonstration Act - Authorizes appropriations for the Secretary of Education to make demonstration grants to local education agencies to establish effective and innovative elementary school counseling programs that can serve as national models. Directs the Secretary to establish an Office of School Counseling, headed by a Director, in the Department of Education.

Private Property Rights Act of 1991 - Provides that no regulation promulgated by an executive agency shall become effective until the Attorney General certifies that the agency is in compliance with the Executive Order 12630 or similar procedures to assess the potential for the taking of private property in the course of Federal regulatory activity, with the goal of minimizing such where possible. Limits judicial review of actions under this Act to whether such certification has occurred. Permits such review only in the same forum and at the same time as the pertinent regulation is subject to review.

Farm and Woodland Owners Tax Simplification Act of 1991 - Amends the Internal Revenue Code to consider a taxpayer as materially participating in a farming activity for tax accounting purposes if he or she, on a regular and continuing basis, makes substantially all significant decisions and performs substantially all the work required to conduct the activity.

Amends the Tariff Act of 1930 to establish in the Treasury the Textile Machinery Modernization Fund. Appropriates to such fund revenues from customs duties imposed on textile machinery and parts imported into the United States in order to provide grants for research projects for the modernization of the U.S. textile machinery industry.

Hazardous and Solid Waste Management Act of 1991 - Amends the Solid Waste Disposal Act to grant any States that have entered into a contract or cooperative agreement with the President under provisions of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 relating to remedial actions for releases of hazardous substances into the environment the authority to restrict acceptance of hazardous waste originating in other States for treatment, storage, or disposal. Requires States to prepare plans for solid waste management over a 20-year period for approval by the Administrator of the Environmental Protection Agency (EPA). Requires the plan to provide that the State shall: (1) identify the amount of such waste by type that is expected to be generated in the State or accepted from another State for disposal; (2) establish processes to assure the availability of facilities with adequate capacity to treat or dispose of such waste in a healthy and environmentally protective manner; and (3) identify the volumes of such waste to be reduced through source reduction and recycling. Allows such plans to provide for out-of-State disposal of such waste if the State is without the capacity to dispose of such waste. Requires such plans to establish enforcement mechanisms to prevent out-of-State waste disposal in amounts in excess of amounts included in such plans. Prohibits treatment or disposal of such waste in a manner not in accordance with approved plans. Directs States to establish programs for issuing permits to State facilities in compliance with such approved plans and State law. Prohibits the transportation of such waste for treatment or disposal or the arranging thereof at facilities which have not been issued such permits after the establishment of such programs. Grants States with approved plans the authority to restrict acceptance of such waste originating in other States if such plans justify the imposition of such restrictions on the lack of capacity in such a State to dispose of solid waste generated in the State. Requires persons transporting any quantity of such waste in excess of 100 pounds from one State to another for disposition to register with both the Administrator and the State in which such waste will be disposed. Requires such waste shipments to be transported to facilities with such State issued permits and accompanied by a form specifying certain information which is to be kept at the facility receiving such waste. Requires such forms to be available for inspection by EPA representatives. Requires persons handling solid waste, upon the request of EPA representatives, to furnish or provide access to information relating to such waste. Authorizes such representatives to inspect places handling such waste and to obtain samples. Sets forth a civil penalty for any State that fails to submit plans for solid waste management or fails to have such plans approved.

Amends the Internal Revenue Code to allow an income tax deduction for interest on certain indebtedness incurred to pay the educational expenses of the taxpayer, spouse, or dependent. (Under current law, such a loan must be secured by an interest in real property.)

Authorizes the Secretary of Education to enter into a contract with the National Writing Project (a nonprofit educational organization) to support costs of programs of teacher training and classroom research to improve the teaching of writing and the quality of student writing and learning. Directs the Project to establish a National Advisory Board. Directs the Secretary, through the Office of Educational Research and Improvement, to make grants to individuals and higher education institutions for research on the teaching of writing. Authorizes appropriations for FY 1991 through 1995.

Employee Educational Assistance Act of 1991 - Amends the Internal Revenue Code to make permanent the income tax exclusion of amounts paid under employee educational assistance programs. (Under current law the exclusion expires for taxable years beginning after December 31, 1991.)
