Authorizes the Secretary of Commerce to make available to the University of Miami real property under the administrative jurisdiction of the National Oceanic and Atmospheric Administration on Virginia Key, Florida, for use by the University for a Marine Life Science Center. Allows the Secretary to make that property available by easement, lease, license, or long-term agreement with the University. Authorizes: (1) the use of such property to develop and operate facilities for multidisciplinary environmental and fisheries research, assessment, management, and educational activities; and (2) the Secretary to lease facilities constructed by the University on property made available under this Act, and to participate with the University in collaborative research at, or administered through, such facilities.

National Windstorm Impact Reduction Act of 2004 - Establishes the National Windstorm Impact Reduction Program to achieve major measurable reductions in losses of life and property from windstorms. Requires the Director of the Office of Science and Technology Policy to establish an Interagency Working Group consisting of representatives of the National Science Foundation, the National Oceanic and Atmospheric Administration, the National Institute of Standards and Technology, the Federal Emergency Management Agency, and other Federal agencies as appropriate. Outlines general agency responsibilities. Requires the Program to consist of the following primary mitigation components: (1) improved understanding of windstorms; (2) windstorm impact assessment; and (3) windstorm impact reduction, which shall be implemented through activities such as data collection and analysis and research and development. Requires research activities authorized under this Act to be peer-reviewed and the components to be designed to be complementary to and avoid duplication of other hazard reduction efforts. Requires the Working Group to: (1) develop an implementation plan for achieving Program objectives; and (2) transmit biennial reports on the status of the Program. Requires the Director to establish a National Advisory Committee on Windstorm Impact Reduction to assess: (1) trends and developments in the science and engineering of windstorm impact reduction; (2) the effectiveness of the Program in carrying out specified activities to improve windstorm impact assessment; (3) revising the Program; and (4) implementation and management of the Program. Requires the Advisory Committee to report biennially on such assessment.

States that the House of Representatives: (1) condemns in the strongest possible terms the terrorist bombing attacks in Madrid that occurred on March 11, 2004; (2) expresses its condolences to the families of the individuals murdered in the terrorist attacks, expresses its sympathies to the individuals injured in the attacks, and conveys its hope for the rapid and complete recovery of all such injured individuals; (3) expresses its condolences to the people and Government of the Kingdom of Spain for the losses they have suffered; and (4) expresses its solidarity with Spain and all other countries which stand united against terrorism and which work together to bring to justice the perpetrators of these and other terrorist attacks.

States that the House of Representatives: (1) condemns the repressive crackdown by the Government of Cuba against the internal opposition and the independent press, and expresses its admiration and solidarity with these groups; (2) demands that the Government of Cuba release all political prisoners, legalize all political parties, labor unions, and the press, and hold free and fair elections; (3) declares the acts of the Castro regime, including its widespread and systematic violation of human rights, to be in violation of the Charter of the United Nations and the Universal Declaration of Human Rights; (4) declares that the rule of law for the Cuban people should guarantee each and every fundamental and inalienable right; and (5) calls for the passage of a resolution at the 60th session of the United Nations Commission on Human Rights that holds the Government of Cuba accountable for its gross violations of human rights and civil liberties.

States that Congress: (1) condemns the detention of Father Thaddeus Nguyen Van Ly by the Government of the Socialist Republic of Vietnam and calls for his immediate and unconditional release; (2) condemns the violations of freedom of speech, religion, movement, association, and the lack of due process afforded to individuals in Vietnam; and (3) urges the Government of Vietnam to consider the implications of its actions for the broader relationship with the United States, including the United States-Vietnam Bilateral Trade Agreement. Expresses the sense of Congress that the United States should: (1) make the immediate release of Father Ly a top concern; (2) reiterate its deep concern regarding the violation of Father Ly's and other prisoners' human rights, and continue to urge the Government of Vietnam to comply with international standards for freedom and human rights; and (3) make it clear to the Government of Vietnam that the detention and human rights violations of Father Ly and other persons create obstacles to improved bilateral relations with the United States.

Pancreatic Islet Cell Transplantation Act of 2004 - Amends the Public Health Service Act to: (1) allow pancreata procured for use in islet cell transplantation or research to be counted for certification purposes for qualified organ procurement organization grants; and (2) require the Diabetes Mellitus Interagency Coordinating Committee to include in its annual report an assessment of the Federal activities and programs related to pancreatic islet cell transplantation.

Desalination Energy Assistance Act of 2004 - Requires the Secretary of Energy to make specified incentive payments to the owners or operators of qualified desalination facilities (facilities first used to produce desalinated water after enactment of this Act) for up to ten years to partially offset the cost of electrical energy required to operate such facilities.

Microenterprise Results and Accountability Act of 2004 - Amends the Foreign Assistance Act of 1961 to repeal existing microenterprise development grant authority and reestablish and revise it as a separate title, title VI - Microenterprise Development Assistance, which shall be administered by an Office of Microenterprise Development (established by this Act) within the United States Agency for International Development (USAID).

Expresses the sense of Congress that: (1) the United State should continue to insist that the People's Republic of China adhere to fundamental human rights principles and allow its citizens full enjoyment of those rights. Declares that Congress urges the People's Republic of China to: (1) stop the persecution of all religious practitioners and safeguard fundamental human rights; (2) stop the forced return of North Korean refugees; (3) end its one-child per family policy and ensure that no government officials subject women to forced abortions or sterilizations; (4) hold an open investigation into the 1989 crackdown on pro-democracy demonstrators in Tiananmen Square, release all prisoners held in connection with that event, and pay compensation to the families who lost their loved ones; (5) release from detention all prisoners of conscience, persons held because of their religious activities, and persons of humanitarian concern, including named individuals; (6) release the 11th Panchen Lama; (7) adhere to the International Covenant on Civil and Political Rights, the United Nations Convention Against Torture and Other Forms of Cruel, Inhuman, or Degrading Treatment or Punishment, and the 1951 Convention Relating to Refugees and its 1967 Protocol; and (8) allow visits to China by the United States Commission on International Religious Freedom, the United Nations Special Rapporteurs on Religious Intolerance and Torture, the United Nations Working Group on Arbitrary Detention, and the International Committee of the Red Cross.

Declares that Congress: (1) condemns the numerous human rights violations by the Government of the Syrian Arab Republic; (2) calls on the international community to adopt a resolution at the upcoming 60th Session of the United Nations Commission on Human Rights which details the dismal human rights record of Syria and establishes a Special Rapporteur to further investigate these abuses; (3) expresses its support for the Syrian people in their struggle for freedom, respect for human rights and civil liberties, democratic self-governance, and the establishment of the rule of law; (4) encourages the President and the Secretary of State, through the Middle East Partnership Initiative and other avenues, to assist dissidents, human rights activists, and the pro-democracy opposition in Syria; and (5) urges the adoption and pursuit of these and other policies to seek a democratic government in Syria that will restore freedom to the Syrian people, cease the illegal Syrian occupation of the Lebanese Republic, abandon Syrian support for terrorism, and live in peace and security with the international community.

Amends the Everglades National Park Protection and Expansion Act of 1989 to require the Secretary of the Interior to convey 1,054 acres of land to the South Florida Water Management District in exchange for land located in the Southern Glades Wildlife and Environmental Area. Requires that the use of the conveyed land by the District be compatible with the purposes of the C-111 project, including restoration of the Everglades natural system. (The C-111 Spreader Canal project modifies the existing water management system to restore historic freshwater flows to areas of the Everglades National Park and to maintain existing flood protection for surrounding areas.)

Military Survivor Benefits Improvement Act of 2004 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 and older, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months before October 2005; (2) 40 percent for months after September 2005 and before October 2008; (3) 45 percent for months after September 2008 and before October 2014; and (4) 55 percent for months after September 2014 . Adjusts similarly percentage amounts with respect to survivors of reserve personnel and survivors of persons who die while on active duty. Provides a corresponding phased elimination of the SBP supplemental annuity authorized to be provided to such surviving spouses. Requires periodic recomputation of: (1) annuity amounts beginning in October 2005; and (2) retired pay reductions for supplemental survivor annuities. Provides a one-year open enrollment period for SBP participation, commencing October 1, 2005, for those currently not participating, those electing to increase current coverage, and those wishing to participate in the supplemental SBP. Authorizes the Secretary of Defense to require appropriate premiums for SBP participation.

Stroke Treatment and Ongoing Prevention Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) carry out a national education and information campaign to promote stroke prevention and increase the number of stroke patients who seek immediate treatment; and (2) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse by collecting specific data points and benchmarks for stroke care analysis, and compiling and disseminating information on State, local, and private care system achievements and problems. Defines "stroke" as an attack in which blood flow to the brain is interrupted, or in which a blood vessel or aneurysm in the brain breaks or ruptures. Includes stroke and traumatic injury prevention, diagnosis, and treatment within the grant program for emergency medicine residency training. Authorizes the Secretary, through the Administrator of the Health Resources and Services Administration, to make grants to qualified entities for health care professionals education programs in the use of diagnostic approaches, technologies, and therapies for stroke and traumatic injury prevention, diagnosis, treatment, and rehabilitation. Gives preference to areas with a significant incidence of stroke or traumatic injuries. Authorizes the Secretary, through the Office for the Advancement of Telehealth, to make up to seven grants to States and to consortia of public and private entities in any non-grantee State to conduct a five-year pilot project (not to extend beyond FY 2009) to improve and coordinate stroke-related health care through telehealth networks.

Deplores the development by Iran of a nuclear weapons program and the failure of the Government of Iran to report material, facilities, and activities to the International Atomic Energy Agency (IAEA) in contravention of its obligations under the safeguards convention it signed in connection with the Nuclear Non-Proliferation Treaty (Treaty). Concurs with the conclusion of the Department of State that Iran is pursuing a program to develop nuclear weapons. Calls on the President to use all appropriate means to prevent Iran from acquiring nuclear weapons, with particular attention to the needs of the IAEA for information and access, including information concerning gas centrifuges and the conduct of uranium conversion experiments. Calls on Russia to suspend all nuclear cooperation with Iran until Iran fully complies with a specified IAEA resolution, with particular attention to spent fuel. Calls on the IAEA to declare Iran in violation of the Treaty. Calls on the United Nations Security Council to consider immediately the passage of a Security Council resolution or the taking of other actions that may be necessary to impose diplomatic and economic sanctions against Iran if it fails to meet its obligations to the IAEA. Calls on the Government of Iran to cease all efforts to acquire nuclear fuel cycle capabilities and to end the enrichment and processing of uranium until it is able to provide specific, verifiable assurances that it is not engaged in a clandestine nuclear weapons program.

Chiropractic Health Parity for Military Retirees and Dependents Act - Directs the Secretary of Defense, no later than July 31, 2004, to complete development of a plan to provide chiropractic health care services and benefits, as a permanent part of the TRICARE program (a Department of Defense managed health care program), for covered beneficiaries. Requires plan implementation by December 31, 2004.

Gynecologic Cancer Education and Awareness Act of 2003 or Johanna's Law - Directs The Secretary of Health and Human Services: (1) through the National Institutes of Health (NIH), and in collaboration with the Director of the Centers for Disease Control and Prevention, to carry out a national campaign to increase the awareness and knowledge of women with respect to gynecologic cancers; and (2) through NIH and the Director, to carry out a demonstration program with nonprofit private entities to test different outreach and education strategies to increase such awareness among women and health care providers.

Amends the Clean Air Act to authorize the production of methyl bromide in the same amount requested by the United States under the critical use exemption process of the Montreal Protocol, even if the parties to the protocol do not approve the entire amount. (Methyl bromide is a fumigant used to control insects, nematodes, weeds, and pathogens that has been defined under the Montreal Protocol of 1991 as a chemical that contributes to depletion of the ozone layer. The Montreal Protocol requires a phase out in production in the United States on a more accelerated schedule than that required of developing countries with which U.S. agriculture competes.)

Marine Turtle Conservation Act of 2003 - Directs the Secretary of the Interior to use amounts in the Multinational Species Conservation Fund to finance projects for the conservation of marine turtles and their nesting habitats in foreign countries. Authorizes the Secretary to approve projects that help recover and sustain viable populations of marine turtles in the wild by assisting conservation programs in foreign countries. Gives preference to projects which: (1) are designed for long-term conservation of marine turtles and their nesting habitats; and (2) have matching funds available. Establishes the Marine Turtle Conservation Fund as a separate account in the Multinational Species Conservation Fund. Authorizes the Secretary to convene an advisory group of individuals representing public and private organizations actively involved in the conservation of marine turtles.

Unaccompanied Alien Child Protection Act of 2003 - Establishes procedures for immigration officers who find an unaccompanied alien child at a U.S. land border or point of entry who is a national or habitual resident of a contiguous country. Establishes that other unaccompanied alien children, including trafficking victims, shall be in the care of the Office of Refugee Resettlement, except that such children who threaten U.S. security or who are charged with or have been convicted of a felony shall be in the care of the Directorate of Border and Transportation Security. Sets forth a family reunification preference order. Prohibits, with an exception for violent children, detention in adult or delinquent children facilities. Directs the Office to develop procedures for detention and prohibited detention practices. Expresses the sense of Congress that the United States Government should ensure that it does not repatriate children in its custody into life- and safety-threatening settings. Directs the Secretary of State to include in the annual State Department Country Report on Human Rights an assessment of the degree to which each country protects children from smugglers and traffickers. Directs the Office, with respect to unaccompanied alien children in the custody of the Office or the Department of Homeland Security, to: (1) develop age determination procedures; and (2) provide immigration counsel. Directs the Executive Office for Immigration Review to develop model guidelines for legal representation of children. Authorizes the Office to provide that each unaccompanied child have a guardian ad litem. Requires the Office to implement a pilot program for the appointment of guardians ad litem. Amends special immigrant juvenile provisions of the Immigration and Nationality Act (INA). Expresses congressional commendation of the Immigration and Naturalization Service' s issuance of its "Guidelines for Children's Asylum Claims." Directs the Secretary of Homeland Security to provide immigration officers with related training. Exempts unaccompanied alien children from certain removal and asylum provisions. Amends the Homeland Security Act of 2002 to set forth additional responsibilities and authorities of the Office with respect to unaccompanied alien children.

Calls upon other governments and international bodies, notably the European Union, to condemn these remarks as dangerous incitement. Deplores the tacit acquiescence of those in attendance at the October 2003 Organization of the Islamic Conference.

Urges the Government of the Lao People's Democratic Republic, the United Nations, the European Union, and the Association of South East Asian Nations to work for: (1) unrestricted access to Laos by international election monitors and international human rights organizations; (2) the rights of opposition political parties and their candidates to run for public office and for all adult citizens of Laos to vote; (3) the right of the citizens to assemble, protest, and to organize; (4) the cessation of all acts of violence against the Hmong population; and (5) the release of those jailed in connection with the 1999 pro-democracy demonstrations.

Calls for the Government of the People's Republic of China (PRC) to: (1) stop interfering in the exercise of religious and political freedoms within the United States, such as the right to practice Falun Gong; (2) cease using diplomatic missions in the United States to spread falsehoods about Falun Gong; (3) release prisoners of conscience; (4) end the harassment, detention, physical abuse, and imprisonment of individuals who are exercising their legitimate rights to freedom of religion, of expression, and of association as stated in the PRC Constitution; and (5) demonstrate its willingness to abide by international standards of such freedoms by ceasing to restrict them. Calls on the President to take such actions as: (1) issuing a formal protest about repeated Chinese Government human rights violations to the Chinese Foreign Ministry; and (2) working more closely with Chinese human rights activists to identify Chinese authorities who have been personally responsible for acts of violence and persecution in China. Urges the Attorney General to investigate reports that Chinese consular officials in the United States have committed illegal acts while attempting to intimidate or inappropriately influence Falun Gong practitioners or local elected officials, and determine an appropriate legal response. Calls on local government officials in the United States to recognize and support organizations and individuals that share the goals of the local community, including Falun Gong practitioners, and report to Congress, the Attorney General, and the Secretary of State any incidents of pressure or harassment by Chinese agents.

Commission to Establish the National Museum of the American Latino Act of 2003 - Establishes the Commission to Establish a National Museum of the American Latino. Directs the Commission to: (1) report to the President and Congress with recommendations on a plan of action to establish and maintain, in Washington, DC, the National Museum of the American Latino; (2) develop a fundraising plan, examine specified issues (including whether the Museum should be within the Smithsonian Institution), and make legislative recommendations; and (3) convene a national conference on the Museum. Directs the Secretary of the Interior to provide administrative services, facilities, and funds necessary for performance of Commission functions.

Offers the warmest welcome of Congress to President Chen Shui-bian of Taiwan upon his visit to the United States on October 31, 2003, and recognizes the broadening and deepening friendship and cooperation between the United States and Taiwan and their respective peoples. Thanks the President, government, and people of Taiwan for their humanitarian and medical assistance in Afghanistan and post-war Iraq.

Authorizes the President to award congressional gold medals posthumously, to their next of kin, on behalf of Reverend Joseph A. DeLaine, Harry and Eliza Briggs, and Levi Pearson, in recognition of their contributions to the Nation as pioneers in South Carolina in the effort to desegregate public schools that led directly to the landmark desegregation case of Brown et al. v. the Board of Education of Topeka et al. Directs that amounts received from the sale of duplicate bronze medals be deposited in the U.S. Mint Public Enterprise Fund.

Faster and Smarter Funding for First Responders Act of 2003 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to establish a State and Regional First Responder Grant Program under which the Secretary may make grants to States and eligible regional entities on the basis of the threat to a State or region's population and critical infrastructure, as determined by the Under Secretary for Information Analysis and Infrastructure Protection. Requires the Secretary, acting through the Under Secretary, to evaluate and prioritize grant applications, considering factors such as threats to the population, specific economic sectors, major communications nodes and transportation systems, specific elements of the food supply, the water and energy supplies, civic infrastructure and emergency response capabilities, and specific structures of symbolic national importance. Bars the use of grant funds to supplant State or local funds that would otherwise be available for homeland security or first responder projects. Directs the Secretary to: (1) establish the Advisory Council on First Responders, which shall report to the Secretary through the head of the Office of State and Local Government Coordination; and (2) revise the Homeland Security Advisory System to require that any designation of a threat level or other warning be accompanied by a designation of the geographic regions and economic sectors to which it applies. Directs the Under Secretary for Science and Technology to conduct a study of whether there is a need to assign additional bands of frequencies of electromagnetic spectrum to assist first responders.

HRIFA Improvement Act of 2003 - Amends the Haitian Refugee Immigration Fairness Act of 1998 to: (1) include document fraud among the grounds of inadmissibility which shall not preclude an otherwise qualifying Haitian alien from permanent resident status adjustment; and (2) provide that determinations with respect to children shall be made using the age of an individual as of the date of enactment of this Act. Permits new status adjustment applications to be filed for a limited time period. Directs the Secretary of Homeland Security to establish procedures for reopening status adjustment applications based upon the amendments made by this Act.

Benjamin Franklin Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue one dollar coins emblematic of the life and legacy of Benjamin Franklin (not more than 250,000 bearing his image as a young statesman and not more than 250,000 with his image as an older numismatist). Directs that all sales include a $10 per coin surcharge, which shall be paid by the Secretary to the Benjamin Franklin Tercentenary Commission, to be used to educate people about Franklin's legacy.

District of Columbia Personal Protection Act - Amends the District of Columbia Code to provide that the D.C. Council's regulatory authority regarding firearms, explosives, and weapons in the District shall not be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise permitted to possess firearms under Federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by Federal law nor regulated by the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Repeals the District's: (1) registration requirement for possession of firearms; (2) prohibition on registration of pistols (handguns); (3) prohibition on possession of handgun ammunition; (4) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked; (5) related firearm registration requirements such as applicant qualifications and filing deadline. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Eliminates criminal penalties for possessing an unregistered firearm. Amends Federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person.

Purchase Card and Travel Card Accountability Act of 2003 - Directs the Administrator for Federal Procurement Policy to prescribe a Government-wide policy for the use of purchase and travel cards by Federal employees. Requires such policy to include definitions of appropriate and inappropriate uses of such cards and a system of accountability for employees using such cards.

Agricultural Job Opportunity, Benefits, and Security Act of 2003 - Directs the Secretary of Homeland Security, upon completion of specified agricultural work and residency requirements, to adjust the status of a qualifying alien agricultural worker (and spouse and minor children) to that of a: (1) lawfully admitted temporary nonimmigrant; and (2) permanent resident nonimmigrant. Sets forth provisions with respect to: (1) adjustment of status applications, including penalties for false statements; (2) waiver of numerical limitations and certain grounds for inadmissibility; (3) temporary stay of removal and work authorization; (4) administrative and judicial review; and (5) dissemination of program information. Amends the Social Security Act to provide for the correction of such aliens' social security records. Amends the Immigration and Nationality Act to set forth registry application requirements for H-2A employers and employer associations, including assurances: (1) that the job opportunity is temporary or seasonal, and is not the result of a labor dispute, (2) that attempts have been made to hire U.S. workers; and (3) respecting required wages and benefits, and compliance with labor laws. Sets forth employment requirements with respect to: (1) wages; (2) housing; and (3) transportation reimbursement. Establishes the Commission on Agricultural Wage Standards under the H-2A program. Revises provisions respecting the admission and extension of stay of temporary H-2A workers. Provides special rules for alien sheepherders. Sets forth worker protection and labor standards enforcement provisions for such aliens.

Calling for 2-1-1 Act of 2003 - Directs the Secretary of Commerce to award a grant to each State to carry out a program for making available throughout that State the 2-1-1 telephone service for information and referral on human services. Requires a participating State to ensure that at least 50 percent of the resources of the program funded by the grant will be derived from other sources. Requires a State seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a State 2-1-1 telephone service for community information and referral on human services, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Celia Cruz Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 300,000 one dollar silver coins and 500,000 half dollar clad coins emblematic of Celia Cruz (known as the "Queen of Salsa") and her legacy. Establishes surcharges of ten dollars per coin for the dollar coin and three dollars per coin for the half dollar coin, which shall be paid to the Celia Cruz Foundation.

Medicare Occupational Therapy Coverage Eligibility Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to repeal the need-based condition on eligibility for Medicare coverage of home health services with respect to occupational therapy (thus providing for eligibility for occupational therapy coverage of home health services without such condition).

Hearing Aid Assistance Tax Credit Act - Amends the Internal Revenue Code to allow a nonrefundable income tax credit of up to $500 for the purchase of a qualified hearing aid for an individual who is either: (1) age 55 or older; or (2) is claimed as a dependent of the taxpayer.
