Limiting the Intrusive Miles of International Terrorist Sponsors Act of 2009 or LIMITS Act of 2009 - Directs the President to restrict to a specified designated area the travel of officials and representatives of countries that are designated as state sponsors of terrorism who are visiting the U.N. headquarters complex in connection with official business. Authorizes presidential waiver of such restriction upon submission of a report to Congress explaining why it is in the national interest to do so. Excludes from such restriction: (1) direct travel to and from John F. Kennedy International Airport or LaGuardia Airport to the designated area in connection with official business at the U.N. headquarters complex; (2) land travel to and from any lodgings or other hotel accommodations in which an official or representative is staying if such lodging or other hotel accommodation is within the designated area; and (3) travel to and from New York University medical center or Bellevue Hospital Center for emergency medical care.

Everyone Deserves Unconditional Access to Education (EDUCATE) Act - Amends the Individuals with Disabilities Education Act (IDEA) to reauthorize and make appropriations for the grant program to assist states and outlying areas in providing special education and related services to children with disabilities. Sets the amount to be authorized and the amount to be appropriated for each fiscal year from FY2010-FY2015 as the greater of: (1) a specified amount; or (2) a specified percentage of an amount determined pursuant to a formula that multiplies the number of children receiving special education services by the average per-pupil expenditure in public elementary and secondary schools. Authorizes appropriations for FY2016 and thereafter that equal 40% of the amount determined using such formula. Makes appropriations for FY2016 and thereafter that are determined by subtracting a specified amount from the amount authorized. Requires amounts appropriated to be expended consistent with pay-as-you-go requirements.

Urges: (1) the President to issue a report clearly outlining the responsibilities, qualifications, and authorities of the special assistants he has appointed (commonly referred to as "czars") and to certify to Congress that such czars will not assert powers other than those granted by statute to a commissioned officer on the President's staff; and (2) Congress to hold hearings on such report and certification within 30 days.

National September 11 Memorial & Museum Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center, to mint and issue up to two million $1 coins emblematic of the courage, sacrifice, and strength of those who perished and who risked their lives to save others during such attacks. Requires: (1) all coin sales to include a surcharge of $10 per coin; and (2) all surcharges received from the sale of coins to be paid to support the operations and maintenance of the National September 11 Memorial & Museum at the World Trade Center.

Mourns the loss of life caused by Typhoon Morakot that occurred on August 8, 2009, in the Republic of China (Taiwan) and expresses condolences to the families of the many victims. Recognizes the deep ties between the United States and Taiwan and expresses continued solidarity with its people during this time of crisis. Expresses gratitude to the people of the United States who have supported those humanitarian aid agencies working to assist the people of Taiwan in this time of need.

Urges the Sri Lankan government to guarantee the safety and release of internally displaced persons (IDPs) in camps and to ensure the rights of these refugees in the reestablishment of their homes and properties. Calls on the Sri Lankan government to turn the operation of the camps over to civilian authorities and allow international agencies and independent nongovernmental organizations to assist in the care of the IDPs. Urges the Tamil people to continue to be patient while the government reestablishes normalcy and urges the Sri Lankan government to move forward in creating political reforms that will resolve the political concerns of the Tamil people.

Severely Injured Veterans Benefit Improvement Act of 2009 - Increases rates of the following veterans' benefits: (1) wartime disability compensation for veterans in need of regular aid and attendance or higher levels of care; and (2) the non-service-connected disability pension for veterans of a period of war whose disability is rated permanent and total and who are permanently housebound. Makes disabled veterans with severe burn injuries eligible for automobile and adaptive equipment assistance. Makes veterans who suffer traumatic brain injury eligible for wartime disability compensation. Authorizes the Secretary of Veterans Affairs (VA) to increase the rate of the special pension for persons entered on Medal of Honor rolls. Extends to September 30, 2021, provisions concerning the treatment of pension amounts of Medicaid-covered veterans who are receiving nursing facility services.

Amends the Digital Television Transition and Public Safety Act of 2005 to extend through FY2012 (under current law, through FY2010) the requirement that the Assistant Secretary for Communications and Information of the Department of Commerce make payments from the Digital Television Transition and Public Safety Fund for a grant program to assist public safety agencies in the the acquisition of, deployment of, or training for the use of interoperable communications equipment that utilizes reallocated public safety spectrum for radio communication. Allows the Assistant Secretary to extend, on a case-by-case basis, the period of performance for any investment approved under the program for a period not to exceed two years.

Expresses support for: (1) the goals and ideals of Fragile X Awareness Day; (2) raising awareness and educating the public about fragile X syndrome and associated disorders; and (3) increased funding for research into the causes, treatment, and cure for fragile X syndrome. Applauds efforts to encourage awareness, promote research, and provide education, support, and hope to those impacted by fragile X syndrome. Recognizes the commitment of those dedicated to finding an effective treatment and cure. Urges physicians, health care providers, and specialists, with respect to the syndrome and related disorders, to: (1) learn the clinical signs and symptoms; (2) use diagnostic, developmental screening, and surveillance modalities for detection; (3) test individuals exhibiting signs of developmental delay or an autism spectrum disorder to determine the status of their FMR1 gene; (4) gain a full understanding of the genetic implications and make appropriate referrals to a geneticist or genetic counselor; and (5) provide diagnosed patients with supplemental information. Encourages health insurance entities to provide full coverage for screening technologies, appropriate follow-up referrals, and genetic counseling services. Recommends that the National Institutes of Health (NIH) and related member institutes fully implement the research plan on fragile X syndrome and associated disorders developed by the Trans-NIH Fragile X Research Coordinating Group and Scientific Working Groups.

Expresses sympathy to Falun Gong practitioners and their family members who have suffered persecution and even death because of adherence to their personal beliefs. Calls upon: (1) the government of the People's Republic of China (PRC) to cease its campaign against Falun Gong practitioners, including harassment activities within the United States; (2) the Secretary of State to ensure that officials of foreign embassies and consulates are not engaged in activities in the United States that are incompatible with their diplomatic status; and (3) the President and Members of Congress to mark the 10th anniversary of Chinese official repression of the Falun Gong spiritual movement.

Expresses: (1) concern over the threat posed by nuclear, chemical, and biological weapons and related delivery systems in the hands of states that sponsor terrorism, such as Iran; and (2) support for the deployment of U.S. missile defense assets in Europe that will provide a defense of the United States and our European allies from the growing missile threat posed by rogue regimes. Urges the President to expedite the deployment of components of an operational U.S. ground-based missile defense system in Europe. Requests the President to report annually to Congress on steps taken to move forward with such deployment. States that the United States shall continue its support for the missile defense of key allies against attacks by rogue regimes.

Amends the Public Health Service Act to extend through FY2012 the current authorization of appropriations for the national public awareness campaign for gynecologic cancers (Johanna's law). Authorizes appropriations in subsequent fiscal years at levels necessary to carry out such campaign. Requires the Secretary of Health and Human Services (HHS) to: (1) collaborate with nonprofit gynecologic cancer organizations to determine the best practices for providing gynecologic cancer information and outreach services to varied populations; and (2) make grants to nonprofit private entities to carry out demonstration projects to test outreach and education strategies to increase the awareness and knowledge of women and health care providers regarding gynecologic cancers.

Travel Promotion Act of 2009 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Expresses the sense of Congress that the Corporation should not engage in lobbying activities. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions regarding U.S. entry policy, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Amends the Immigration and Nationality Act to require (under current law, authorize) the Secretary of Homeland Security to establish and collect a fee for the use of an electronic data sharing system concerning the admissibility of certain aliens into the United States that will ensure recovery of the full costs of providing and administering such system. Terminates such fee following FY2014. Authorizes the Corporation to impose an annual assessment on U.S. members of the travel and tourism industry. Amends the International Travel Act of 1961 to: (1) revise the membership of the Tourism Policy Council; and (2) require the Council to provide the Corporation with certain information concerning U.S. admission procedures and travel promotion strategies. Directs the Government Accountability Office (GAO) to conduct a study to assess barriers to entry into the United States by foreign travelers.

Highway Trust Fund Reclamation Act - Rescinds, effective July 15, 2009, any unobligated balances of certain stimulus funds made available under the American Recovery and Reinvestment Act of 2009 (excluding funds for the Federal Highway Administration (FHWA) for highway infrastructure investment). Appropriates rescinded amounts to the Highway Trust Fund (HTF).

Supports Israel's right to defend itself in the face of an imminent nuclear or military threat from Iran, terrorist organizations, and the countries that harbor them, notwithstanding some statements made by the Obama Administration. Reaffirms the bond with Israel and pledges to continue to work with Prime Minister Netanyahu, the Israeli government, and the people of Israel to ensure that Israel continues to receive critical economic and military assistance. Condemns the government of Iran for its continued support of terrorism and its hateful rhetoric toward Israel.

United States Marshals Service 225th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 225th anniversary of the establishment of the United States Marshals Service, to mint and issue $5 gold and $1 silver coins emblematic of the 225 years of exemplary and unparalleled achievements of the U.S. Marshals Service. Requires all such coin sales to include a surcharge of: (1) $35 per $5 coin; and (2) $10 per $1 coin. Requires distribution of the first $5 million to the Director of the United States Marshals Service National Museum, for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the Retired United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Automobile Dealer Economic Rights Restoration Act of 2009 - Prohibits an automobile manufacturer (manufacturer) in which the federal government has an ownership interest, or which receives loans from the federal government, from depriving an automobile dealer (dealer) of its economic rights. Requires the manufacturer to honor those rights as they existed for Chrysler LLC and General Motors Corporation dealers prior to the commencement of the bankruptcy cases of each corporation, including dealer rights to recourse under state law. Requires the appropriate manufacturer to restore the franchise agreement between the dealers and Chrysler LLC or General Motors that was in effect prior to the commencement of their respective bankruptcy cases, and to take assignment of such agreements. States that nothing in this Act is intended to make null and void the transfer of substantially all the assets of such corporations.

Child Protection Compact Act of 2009 - Authorizes the Secretary of State, through the Ambassador-at-Large of the Department of State's Office to Monitor and Combat Trafficking in Persons, to provide assistance (grants, cooperative agreements, or contracts) for an eligible country with a significant prevalence of trafficking in children that enters into a Child Protection Compact with the United States to support policies and programs to eradicate the trafficking of children.

Student-to-School Nurse Ratio Improvement Act of 2009 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to make demonstration grants to states in which the student-to-school nurse ratio in public secondary schools, elementary schools, and kindergarten is 1,000 or more students to every school nurse to reduce such ratio.

Recognizes that: (1) the current payment mechanisms for Federally-Qualified Health Centers in Medicaid, the Children's Health Insurance Program (CHIP, formerly known as SCHIP), and Medicare are essential to assuring access to quality, affordable, primary, and preventive care servies; and (2) any expansion of private insurance must include mechanisms to ensure the full participation of, and appropriate reimbursement to, such Centers to ensure adequate access to care for the medically underserved and disenfranchised. Expresses the sense of Congress that: (1) everyone should have the choice of a community health center as their health care home and every center should be appropriately reimbursed for the care it provides; and (2) health care reform should include measures to expand community health centers.

Directs the Secretary of State, if the government of Cuba is allowed full membership or participation in the Organization of American States (OAS), to withhold assessed and voluntary contributions to the OAS until the President certifies to Congress that there is a government in Cuba that has satisfied certain political, judicial, broadcasting, and labor requirements, and does not include Fidel Castro or Raul Castro.

Homeowners' Defense Act of 2009 - Establishes the National Catastrophe Risk Consortium as a nonprofit, nonfederal entity to: (1) maintain an inventory of catastrophe risk obligations held by state reinsurance funds, state residual insurance market entities, and state-sponsored providers of natural catastrophe insurance; (2) issue, on a conduit basis, securities and other financial instruments linked to catastrophe risks insured or reinsured through Consortium members; (3) coordinate reinsurance contracts; (4) act as a centralized repository of state risk information accessible by certain private-market participants; and (5) establish a database to perform research and analysis that encourages standardization of the risk-linked securities market. Authorizes the Secretary of the Treasury to guarantee holders of debt against loss of principal or interest, or both, on any such debt issued by eligible state programs for purposes of promoting the availability of private capital to provide liquidity and capacity to state catastrophe insurance programs and expediting the payment of claims under such programs and better assist the financial recovery from significant natural catastrophes. Provides separate limits on the total principal amount of such obligations for programs that cover earthquake peril and those that cover all other perils. Directs the Secretary to make contracts for reinsurance coverage available for purchase by eligible state programs. Provides pricing guidelines and a limit on aggregate potential federal liability. Establishes a Federal Natural Catastrophe Reinsurance Fund in the Treasury to be funded by amounts received from the sale of reinsurance coverage contracts, amounts appropriated for liability for claims payment, and earnings on investments. Directs the Secretary of Housing and Urban Development (HUD) to establish and carry out a program of grants to eligible entities to develop, enhance, or maintain programs to prevent and mitigate losses from natural catastrophes. Requires a study of the need for and impact of expanding the programs established by this Act to apply to insured losses of eligible state programs for losses arising from commercial insurance policies that provide coverage for properties composed predominantly of residential rental units.

Prosthetic and Custom Orthotic Parity Act of 2009 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to require a group health plan that provides medical and surgical benefits as well as benefits for prosthetic devices and components and orthotic devices to offer such prosthetic and orthotic coverage in the same manner as applicable to medical and surgical benefits. Prohibits separate financial requirements or more restrictive treatment limitations. Limits required benefits for prosthetic devices and custom orthotic devices and related services to the most appropriate model that adequately meets the medical requirements of the patient. Requires benefits to include repairs and replacements as determined appropriate by the treating physician. Prohibits any annual or lifetime dollar limitation on benefits for prosthetic devices and custom orthotic devices and related services unless such limitation applies in the aggregate to all benefits.

National Windstorm Impact Reduction Reauthorization Act of 2009 - Amends the National Windstorm Impact Reduction Act of 2004 to revise provisions governing the National Windstorm Impact Reduction Program. Designates the National Institute of Standards and Technology (NIST) as the lead agency for Program planning, management, and coordination. Establishes the Interagency Working Group on Wind Impact Reduction (IWG) to coordinate activities and facilitate communication among Program agencies in reducing the impacts of windstorms. (Repeals provisions regarding the existing Interagency Working Group responsible for Program planning, management, and coordination.) Requires the Director of NIST to: (1) establish a Program Office to provide planning, management, and coordination functions; (2) facilitate preparation of a coordinated annual crosscut budget and report for the Program; (3) facilitate preparation of the IWG's biennial report to Congress and the National Science and Technology Council; (4) support research and development for building codes and standards; (5) promote implementation of research results; (6) support deployment of interagency teams to investigate major windstorm events and data collection and analysis; (7) support the organization and deployment of interagency teams to investigate major windstorm events and the gathering, publishing, and archiving of collected data and analysis results; and (8) participate in, coordinate, or support other Program mitigation activities. Sets forth the duties of the Program Office (including ensuring coordination and synergy across Program agencies) and of the IWG (including preparation of an interim working plan for Program operations and a strategic plan for achieving Program objectives). Includes the National Science Foundation (NSF), the National Oceanic and Atmospheric Administration (NOAA), the Federal Emergency Management Agency (FEMA), the Department of Transportation (DOT), the National Aeronautics and Space Administration (NASA), and the Army Corps of Engineers as Program agencies. Authorizes appropriations for the Program for FY2010-FY2014.

Safe Building Code Incentive Act of 2009 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President to increase the maximum total of contributions for a major disaster by an amount equal to 4% of the estimated aggregate amount of grants to be made under the Act, if at the time of a declaration of a major disaster the affected state has in effect and is actively enforcing an approved state building code. Requires a state, to be eligible for the increased federal share, to submit its state building code to the President for approval. Directs the President to approve a state building code submitted upon determining that it: (1) is consistent with the most recent version of a nationally recognized model building code; (2) has been adopted by the state within six years of the most recent version of the nationally recognized code; and (3) uses the nationally recognized code as a minimum standard. Requires the President, acting through the Administrator of the Federal Emergency Management Agency (FEMA), to set appropriate standards for the periodic update, resubmittal, and approval of state building codes, consistent with similar mitigation planning requirements under the Stafford Act. Authorizes the use by states and local governments of technical and financial assistance to implement predisaster hazard mitigation measures to establish and operate a building department and carry out enforcement activities to implement an approved state building code. Directs the President, in determining whether to provide technical and financial assistance to a state or local government, to take into account the extent to which that government is carrying out activities to implement an approved state building code.

Urges the former Yugoslav Republic of Macedonia to: (1) work within the framework of the U.N. process with Greece to achieve long-standing U.S. and U.N. policy goals by finding a mutually acceptable composite name, with a geographical qualifier and for all international uses for the former Yugoslav Republic of Macedonia; and (2) abstain from hostile activities and stop violating provisions of the U.N.-brokered Interim Agreement between the former Yugoslav Republic of Macedonia and Greece regarding hostile activities or propaganda.

Puerto Rico Democracy Act of 2009 - Authorizes the government of Puerto Rico: (1) to conduct a plebiscite giving voters the option to vote to continue Puerto Rico's present political status or to have a different political status; (2) if a majority of ballots favor continuing the present status, to conduct additional such plebiscites every eight years; and (3) if a majority of ballots favor having a different status, to conduct a plebiscite on the options of becoming fully independent from the United States, forming with the United States a political association between sovereign nations that will not be subject to the Territorial Clause of the Constitution, or being admitted as a state of the Union. Prescribes the eligibility requirements for voting in the plebiscite. Requires the Puerto Rico State Elections Commission to certify plebiscite results to the President and Congress.

Truth in Fur Labeling Act of 2009 - Amends the Fur Products Labeling Act to: (1) eliminate the exemption to fur labeling requirements for products containing relatively small amounts of fur; and (2) permit states to enforce more restrictive labeling requirements. Directs the the Federal Trade Commission (FTC), in the Fur Products Name Guide, to replace the term "Raccoon, Asiatic" with "Dog, Raccoon."

Net Operating Loss (NOL) Carryback Act - Amends the Internal Revenue Code to allow a five-year carryback of net operating losses, including the operating losses of life insurance companies, incurred in 2008 and 2009. Denies such extended loss carryover period to: (1) taxpayers in whom the federal government acquires an equity interest under the Emergency Economic Stabilization Act of 2008; (2) the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac); and (3) members of certain affiliated groups.

Scleroderma Research and Awareness Act - Requires the Director of the National Institute of Arthritis and Musculoskeletal and Skin Diseases to expand, intensify, and coordinate the research and training activities with respect to scleroderma. Directs the Centers for Disease Control and Prevention (CDC) to carry out an educational campaign to increase public awareness of scleroderma.
