Regulatory Flexibility Amendments Act of 1993 - Amends Federal law to eliminate provisions respecting judicial review of Federal agency compliance with regulatory flexibility analysis requirements. Requires an agency to consider the direct and indirect effects of a rule in determining whether or not it is likely to have a significant impact on a substantial number of small entities. Sets forth guidelines governing agency transmittal of proposed rules to the Chief Counsel for Advocacy of the Small Business Administration. Authorizes such official to transmit to the agency a statement of opposition to the proposed rule. Requires publication of such statement and the agency's response in the Federal Register. Expresses the sense of the Congress that such official should be permitted to appear as amicus curiae in any action or case brought in a U.S. court for the purpose of reviewing a rule.

Amends the National Labor Relations Act to exclude shipboard supervisory personnel from selection as employer representatives, if such personnel are licensed by the U.S. Coast Guard and represented by a labor organization. Provides that picketing or other economic activity undertaken by a labor organization on behalf of such licensed shipboard supervisory personnel shall not be considered a prohibited restraint or coercion.

National Stalker Reduction Act of 1993 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) authorize the Director of the Bureau of Justice Assistance to make grants to States which include programs that increase awareness, reporting, and prevention of stalking; and (2) provide for a reduction of formula grants for noncompliance by States with specified requirements. Directs each State which receives drug control and system improvement formula grants under the Act in a fiscal year to allocate not less than five percent of such funds for the development of records regarding stalking and other forms of domestic violence, including: (1) the development or expansion of maintaining records regarding the dispositions of all complaints and arrests for stalking and other forms of domestic violence; (2) the full automation of such records; and (3) the frequency and quality of reports sent to the Bureau of Justice Statistics. Authorizes the Director to waive compliance with such allocation requirement by a State, or to authorize a State to reduce the minimum amount such State is required to allocate, if the Director finds that the quality of the States' records regarding stalking and domestic violence complaints and arrests does not warrant expending the amount allocated. Requires the Bureau of Justice Statistics to: (1) define terms that relate to stalking and make such definitions available to individuals and groups that request such information; and (2) compile a national database regarding stalking and other forms of domestic violence. Requires the Director to submit annual reports to the Congress, evaluating the effectiveness of State anti-stalking efforts and legislation.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts (except those derived from borrowing) for that fiscal year unless the Congress, by a three-fifths roll call vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths roll call vote of each House to increase the public debt. Directs the President to submit a balanced budget to the Congress. Requires the approval of a majority of each House by roll call vote before any bill to increase revenue may become law. Waives these provisions when a declaration of war is in effect. Waives these provisions when the United States is engaged in a military conflict which poses a threat to national security as declared by a joint resolution adopted by a majority of each House.

Amends the Internal Revenue Code to provide that the term "qualified military benefit," for purposes of the exclusion from gross income, includes any allowance or benefit administered by the Secretary of Veterans Affairs. Makes such exclusion effective for taxable years beginning on or after January 1, 1984.

Energy Extension Fair Share Act of 1993 - Amends the National Energy Extension Service Act to provide for the use of population figures provided by the latest available estimates prepared by the Department of Commerce (currently, provided by the most recent decennial census) for the calculation of the apportionment of State energy extension service funds.

Environment and Public Works Fair Share Act of 1993 - Amends the Federal Aid in Wildlife Restoration Act to require the Federal formula for allocating funds to States under such Act to use the population figures from the latest available estimates prepared by the Department of Commerce for each State (currently, from the latest decennial census). Makes an identical change with respect to the Federal formula used for grants to States for interstate highway systems, Federal-aid urban highways, and highway safety programs (the Federal aid highway program).

Federal Transit Fair Share Act of 1993 - Amends the Federal Transit Act to base the apportionment of Federal transportation funds for certain urban and nonurban mass transportation programs on census estimates prepared by the Department of Commerce. (Currently, the apportionment is based only on the latest available Federal census.)

Census Data Fair Share Act of 1993 - Requires the Secretary of Commerce to annually produce and publish current data or estimates on below poverty, urban, rural, and farm populations, for each State, urban area, and rural area for which data is compiled in the most recent decennial census of population. Authorizes such data or estimates to be produced by means of sampling or other methods which the Secretary determines will produce current, comprehensive, and reliable data or estimates.

Agriculture, Nutrition, and Forestry Fair Share Act of 1993 - Amends Federal law to base Federal funding for agricultural experiment stations on the latest Department of Commerce population figures rather than on decennial census figures. Makes similar changes to: (1) the Smith-Lever Act with respect to the Federal Extension Service; and (2) the National Agricultural Research, Extension, and Teaching Policy Act of 1977 with respect to agricultural research at 1890 land grant colleges (including Tuskegee Institute), and the nutrition education program.

State and Local Law Enforcers Protection Act of 1993 - Amends the Federal criminal code to extend the prohibitions against assaulting certain Federal officers and employees to State or local officials assisting in the enforcement of Federal criminal law at the request of a Federal agency.

Northern Ireland Fair Employment Practices Act - Prohibits an article from being imported into the United States from Northern Ireland unless documentation is presented at the time of entry indicating that the enterprise which manufactured or assembled such article complied at the time of manufacture with certain fair employment principles (such as freedom from religious discrimination). Bases such principles on the MacBride Principles, a nine point set of guidelines for fair employment in Northern Ireland. Requires any U.S. person who has a branch or office in Northern Ireland or who controls an enterprise in Northern Ireland in which more than 20 people are employed to insure implementation of such employment principles and compliance with this Act. Authorizes the President to waive the requirements of this Act in the interest of national security.

TABLE OF CONTENTS: Title I: Sexual Violence Subtitle A: Penalties and Remedies Subtitle B: Rules of Evidence, Practice, and Procedure Subtitle C: Safe Campuses Subtitle D: Assistance to States and Localities Title II: Domestic Violence, Stalking, and Offenses Against the Family Title III: National Task Force on Violence Against Women Sexual Assault Prevention Act of 1993 - Title I: Sexual Violence - Subtitle A: Penalties and Remedies - Amends the Federal criminal code to provide for: (1) pretrial detention in sex offense cases; and (2) the death penalty for murders committed by sex offenders. Increases penalties for: (1) recidivist sex offenders; and (2) sex offenses against victims under age 16. Amends: (1) the Victims' Rights and Restitution Act of 1990 to require a governmental department or agency to pay for up to two tests for a sexual assault victim in the 12 months following the assault and a counseling session; (2) the Controlled Substances Act to provide for increased penalties for distribution of a controlled substance to a woman while she is pregnant; and (3) the Federal criminal code to authorize the restitution of victims of sex offenses. Establishes a civil remedy for victims of sexual violence. Subtitle B: Rules of Evidence, Practice, and Procedure - Amends the Federal Rules of Evidence to allow evidence of similar offenses in criminal or civil sexual assault and child molestation cases. Revises Federal Rule of Evidence 412 (rape victim shield law). Adds a Federal Rule of Evidence that, in a criminal case in which a person is accused of a sex offense, evidence is not admissible to show that the alleged victim invited or provoked the commission of the offense. Enacts rules to be known as the Rules of Professional Conduct for Lawyers in Federal Practice. Subtitle C: Safe Campuses - Requires the Attorney General to provide for a national baseline study on campus sexual assault. Subtitle D: Assistance to States and Localities - Authorizes the Attorney General to make grants to support projects and programs relating to sexual violence. Title II: Domestic Violence, Stalking, and Offenses Against the Family - Amends the Federal criminal code to establish penalties for interstate travel to commit spouse abuse or to violate a protective order. Establishes penalties (including restitution) for noncompliance with child support obligations in interstate cases. Provides for full faith and credit of protective orders among the States. Directs the Attorney General to: (1) prepare a report on the status of battered women's syndrome as a medical and psychological condition and on its effect in criminal trials; (2) conduct a study of the means by which abusive spouses may obtain information concerning the addresses or locations of estranged or former spouses; and (3) complete a study of problems of recordkeeping of criminal complaints involving domestic violence. Authorizes the Attorney General to make grants to support projects and programs relating to domestic violence and other criminal and unlawful acts that particularly affect women. Title III: National Task Force on Violence Against Women - Establishes the National Task Force on Violence Against Women to develop a uniform Federal, State, and local law enforcement strategy aimed at protecting women against violent crimes, punishing persons who commit such crimes, and enhancing the rights of the victims.

Requires all executive orders, Department of Defense directives, and regulations of the military departments concerning the appointment, enlistment, induction, and retention of homosexuals in the armed forces, as in effect on January 1, 1993, to remain in effect unless specifically changed by law.

Directs the Secretary of the Interior (the Secretary) to implement the Outer Continental Shelf Leasing Program consistent with the provisions of this Act. Establishes the environmental sciences review panel for certain areas of the Outer Continental Shelf off-shore Florida in order to assess the adequacy of oceanographic, ecological, and socio-economic information available with respect to authorizing leasing and exploration, development, and production activities. Sets limitations with respect to preleasing activities and lease sales within such areas, including specific points in the Eastern Gulf of Mexico Planning Area. Amends the Outer Continental Shelf Lands Act to: (1) include within certain required environmental studies an assessment of the adequacy of available physical oceanographic, ecological, and socioeconomic information; and (2) provide that certain lessee compensation may be a combination of currency and forgiveness of debts due on other leases.

Prisoner-of-War Commemorative Coin Act - Directs the Secretary of the Treasury to issue a specified number of one-dollar coins emblematic of the experience of American prisoners of war. Requires that all sales of such coins include a surcharge of $5 per coin. Requires specified proceeds from such surcharges to be paid to the: (1) Secretary of the Interior for construction of the Andersonville Prisoner-of-War Museum in Andersonville, Georgia; (2) endowment fund established by this Act for the maintenance of such Museum; and (3) Secretary of Veterans Affairs to maintain national cemeteries.

National Child Abuser Registration Act of 1993 - Requires a State which reports the convictions of named individuals to the Federal Bureau of Investigation to include all convictions for child abuse. Directs the Attorney General to establish guidelines for the reporting of child abuser information, including procedures for: (1) establishing a national centralized source of information on child abusers; (2) assisting in the prevention of second incidents of child abuse by providing information about child abusers to child welfare organizations; and (3) providing statistical and informational data on child abuse to the Department of Justice, the National Center on Child Abuse and Neglect, and the Congress. Requires the Attorney General to publish an annual statistical summary of the child abuser information reported under this Act. Provides for: (1) a reduction by 25 percent of formula grants under the Omnibus Crime Control and Safe Streets Act of 1968 for States not complying within three years with the reporting requirements of this Act; and (2) the reallocation of such funds to States in compliance.

Makes eligible for the award of the Purple Heart those persons wounded in action on or after December 7, 1941, by weapon fire while engaged in armed conflict, regardless of the origin of the weapon fire.

Enhanced Rescission/Receipts Act of 1993 - Grants the President legislative line item veto rescission authority over appropriation bills and targeted tax benefits in revenue bills. Authorizes the President to rescind all or part of any budget authority if the President determines that such rescission: (1) would reduce the Federal budget deficit; (2) will not impair any essential Government functions; and (3) will not harm the national interest. Requires the President to notify the Congress of such a rescission by special message not later than 20 calendar days after enactment of appropriations or revenue legislation. Makes such a rescission effective unless the Congress, during a review period of 20 calendar days, enacts a rescission/receipts disapproval bill. Describes: (1) information to be included in the President's message; and (2) procedures to govern consideration of rescission/receipts disapproval legislation in the Senate and the House of Representatives.

Amends the Internal Revenue Code to increase the personal exemption for a dependent child who has not attained age 18 from $2,000 to $3,500. Provides for rounding inflation adjustments to tax tables to the nearest multiple of $10 (currently rounded to the next lowest multiple of $50).

Medicaid Mammography Coverage Act of 1993 - Amends title XIX (Medicaid) of the Social Security Act to provide Medicaid coverage of screening mammographies for women age 35 and older. Varies the permissible frequency of such covered tests on the basis of a woman's age and her risk of developing breast cancer. Directs the Secretary to periodically review and revise permissible frequencies of such tests.

Amends the Internal Revenue Code to allow a first-time homebuyer who purchases a principal residence a tax credit of ten percent of the purchase price of such residence. Limits the credit to $5,000. Requires married individuals filing jointly to both be first-time homebuyers. Allows the use of 50 percent of the credit in the first taxable year in which the residence is purchased and the remaining 50 percent in the succeeding taxable year. Makes this credit applicable to residences acquired after January 1, 1993, and before January 1, 1994, or for which a binding contract is entered into during such period.

Congressional Accountability Act - Makes applicable to the Congress the following Federal laws to the extent they relate to the terms and conditions of employment, the health and safety of employees, and the rights and responsibilities of employers and employees: (1) Social Security Act; (2) National Labor Relations Act; (3) Fair Labor Standards Act of 1938; (4) Civil Rights Act of 1964; (5) Age Discrimination in Employment Act of 1967; (6) Occupational Safety and Health Act of 1970; (7) title IX of the Education Amendments of 1972; (8) Rehabilitation Act of 1973; (9) Privacy Act of 1974; (10) Age Discrimination Act of 1975; (11) Ethics in Government Act of 1978; and (12) Americans with Disabilities Act of 1990. Makes applicable to the Congress the Freedom of Information Act and specified provisions of Federal law relating to the independent counsel.

Authorizes and requests the President to issue proclamations: (1) directing Government officials to display the U.S. flag at half-staff on all Government buildings on Peace Officers Memorial Day; and (2) inviting State and local governments and the people of the United States to display the flag in the same manner on such day.

Jacob Wetterling Crimes Against Children Registration Act - Directs the Attorney General to establish guidelines for State programs requiring persons convicted of a criminal offense against a minor to register a current address with a designated State law enforcement agency (LEA) for ten years after release from prison, parole, or being placed on supervised release. Sets forth requirements for an approved State registration program, including fingerprint cards and entry of information into the State law enforcement system and National Crime Information Center computer networks. Provides that the information provided under this Act is private and may be used for law enforcement purposes, including confidential background checks by child care service providers. Specifies that the allocation of Bureau of Justice Assistance grant funds under the Omnibus Crime Control and Safe Streets Act of 1968 received by a State not complying with the provisions of this Act within three years shall be reduced by 25 percent. Requires such unallocated funds to be reallocated to the States in compliance with this Act.

Common Sense Budget Act of 1993 - Amends Federal law to require both the President and the Congress to draft a budget based on estimates of current fiscal year spending, proposing increases or decreases based on this level (rather than on an estimated baseline). Amends the Congressional Budget Act of 1974 to require the Congressional Budget Office to use such a current fiscal year baseline in its report to the congressional budget committees, projecting growth for entitlement and discretionary spending based on current fiscal year spending.

Equal Access to Annual Mammography Screening Act of 1993 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to revise the breast cancer screening benefit provided under the Omnibus Budget Reconciliation Act of 1990 to cover on an annual basis (currently, biennial) routine breast cancer screening for women over age 64.

Repeals provisions of the Tax Reform Act of 1986 that restrict the types of scholarships and fellowship grants that may be excluded from gross income for income tax purposes. Amends the Internal Revenue Code to allow an income tax deduction for interest on a qualified educational loan incurred to pay the educational expenses of the taxpayer, spouse, or dependent. Eliminates the current requirement that such indebtedness be secured by an interest in real property.

Amends the Shipping Act of 1984 to revise provisions relating to: (1) independent actions on certain matters by members of a shipping conference agreement; and (2) limitations by conferences or by two or more common carriers in the export foreign commerce of the United States on compensation to an ocean freight forwarder.

Merchant Mariners Fairness Act of 1993 - Provides that certain qualified service of a member of the U.S. merchant marine, including a vessel crewmember of the U.S. Army Transport Service, during World War II constituted active military service for purposes of eligibility for various veterans' benefits under the GI Bill Improvement Act of 1977. Requires the Secretary of Defense to issue an honorable discharge under such Act to each merchant marine member whose qualified service warrants such a discharge. Prohibits the payment of any retroactive benefits under this Act. Mandates a processing fee for any benefit application for such qualified service.

Legislative Line Item Veto Act of 1993 - Amends the Congressional Budget and Impoundment Control Act of 1974 to grant the President legislative line item veto rescission authority. Makes such a rescission effective unless the Congress, during a review period of 20 calendar days, enacts a rescission disapproval bill.

Flight Attendant Duty Time Act - Amends the Federal Aviation Act of 1958 to direct the Secretary of Transportation to initiate a rulemaking proceeding to establish limitations on duty time for flight attendants. Requires the Secretary to issue final regulations by a specified deadline. Prohibits any air carrier from operating an aircraft using a flight attendant who has been on duty in excess of specified hours or who has had less than a specified number of hours of rest if such regulations have not been promulgated by a certain time. Permits modification of the specified hours of duty if the Secretary determines such modification is in the public interest and submits a copy of the modifying regulations to certain congressional committees.

Military Retirement Equity Act of 1993 - Permits retired members of the armed forces to be paid retirement pay concurrently with compensation for any service-connected disability if the person's entitlement to such retirement pay is based solely on age, length of service, or both. Reduces the retirement pay of individuals receiving both types of pay by a specified percentage of the disability compensation which decreases as the disability rating increases. Prohibits any reduction in the retirement pay of a disabled person when the disability rating is total. Declares that, once the Federal budget deficit has been reduced, the Congress should reexamine and eliminate any offset of retired pay by a veteran's disability compensation.

Flood Elevation Reimbursement Act of 1993 - Amends the National Flood Insurance Act of 1968 to provide coverage of elevation costs for certain flood-damaged structures under the national flood insurance program, including retroactive payments.
