Targeting Resources for Equitable Access to Treatment for Long COVID Act or the TREAT Long COVID Act This bill requires the Department of Health and Human Services to award competitive grants to create or expand the capacity of clinics that treat patients with persistent, long-term symptoms following recovery from acute COVID-19 (i.e., Long COVID). Eligible recipients include federally qualified health centers, rural health clinics, urban Indian health centers, and state and local health departments.

Supply Chain Disruptions Relief Act This bill modifies the treatment of liquidations of new motor vehicle inventory as qualified LIFO (last in first out accounting method) inventory. It allows new motor vehicle dealers to elect to wait until the end of 2025 to replace their inventory for purposes of determining income attributable to the sale of such inventory during 2020 and 2021.

Fission for the Future Act of 2022 This bill supports the commercial deployment of advanced nuclear reactors. Specifically, the Department of Energy (DOE) must establish a program that provides financial assistance for the commercial planning, licensing, development, and construction of (1) advanced nuclear reactors, or (2) supply chain infrastructure associated with such reactors or related technologies. In addition, the bill reauthorizes through FY2027 and revises a DOE program designed to strengthen university research and training in nuclear science and engineering.

Safeguarding Treatment for the Restoration of Ecosystems from Abandoned Mines Act or the STREAM Act This bill allows a state to set aside up to 30% of its annual grant for abandoned mine reclamation provided under the Infrastructure Investment and Jobs Act for the treatment and abatement of acid mine drainage, which is the release of acidic water from abandoned coal mines.

Equitable Community Access to Pharmacist Services Act This bill expands Medicare coverage to permanently include services provided by a pharmacist, including incidental services and supplies, related to testing, drug regimens, and vaccines for COVID-19, influenza, and certain other illnesses. Specifically, the bill provides for continued coverage of pharmacist services relating to testing and vaccines for COVID-19 and influenza, as well as coverage of testing for respiratory syncytial virus and streptococcal pharyngitis (i.e., strep throat) and the initiation of drug regimens that are used to treat COVID-19, influenza, or strep throat. It also generally provides for coverage of pharmacist services during a public health emergency or to address health equity. A pharmacist, or the facility with which the pharmacist is contracted or employed, may present a claim for reimbursement of 85% (or 100% during a declared emergency) of the applicable amount. A pharmacist may not bill an individual for such a service other than for the applicable deductible or coinsurance amounts.

Hydrogen for Ports Act of 2022 This bill supports infrastructure for hydrogen-derived fuels, including ammonia, at ports and in the shipping industry. For example, the bill directs the Department of Energy to establish a program that awards grants to states, local governments, Indian tribes, and other eligible entities for infrastructure that supports hydrogen-derived fuels, including ammonia, at ports and in the shipping industry.

Hydrogen for Trucks Act of 2022 This bill requires the Department of Transportation to provide grants for the funding of capital projects to purchase heavy-duty fuel cell vehicles and related equipment.

Green Postal Service Fleet Act of 2022 This bill prohibits the U.S. Postal Service from carrying out the contract with Oshkosh Defense for the procurement of postal delivery vehicles unless each purchase is at least 75% electric or zero-emission vehicles.

Latonya Reeves Freedom Act of 2022 This bill prohibits government entities and insurance providers from denying community-based services to individuals with disabilities that require long-term service or support that would enable such individuals to live in the community and lead an independent life. Specifically, these entities may not discriminate against such individuals in the provision of community-based services by such actions as imposing prohibited eligibility criteria, cost caps, or waiting lists or failing to provide a specific community-based service. Additionally, community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. The bill requires the Department of Justice to issue regulations requiring government entities and insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. Government entities must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Regulations shall also (1) require government entities and insurance providers to perform self-evaluation on current services, policies, and practices and concerning compliance with requirements of this bill; and (2) require government entities to submit a transition plan. The bill provides funds for FY2022 for the Department of Health and Human Services to provide technical assistance with respect to transition plans. The bill allows civil actions by individuals subjected to, or about to be subjected to, a violation of its requirements.

Autism Family Caregivers Act of 2022 This bill establishes a pilot program to provide training for caregivers on improving health and other outcomes for children with autism spectrum disorder and other developmental disabilities or delays. To carry out the program, the Health Resources and Services Administration (HRSA) must award grants to, among other eligible entities, health systems and nonprofits to provide the training. HRSA must also establish a national center to provide technical assistance to grant recipients and to evaluate the program.

This concurrent resolution directs the Joint Committee on the Library to modify the statue, known as the Portrait Monument, commemorating women's suffrage and located in the rotunda of the U.S. Capitol by placing an inscription on it that is based on its original inscription from when it was delivered to the U.S. Capitol on February 10, 1921. The concurrent resolution also authorizes the use of the rotunda of the U.S. Capitol for a ceremony to unveil the revised Portrait Monument.

100th anniversary of the Lincoln Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 500,000 $1 coins in commemoration of the 100th anniversary of the Lincoln Memorial. All sales of coins issued under this bill shall include a surcharge which shall be paid to the Trust of the National Mall for the purpose of restoring and preserving the Lincoln Memorial.

Keeping School Meals Flexible Act This bill extends authority through June 30, 2023, for the Department of Agriculture (USDA) to waive certain requirements for the school meal programs to address COVID-19. The bill extends the authority for USDA to issue a single waiver of child nutrition program requirements to all states under the National School Lunch Program for purposes of providing meals and snacks with appropriate safety measures with respect to COVID-19; grant waivers of requirements to allow non-congregate feeding in the Child and Adult Care Food Program for purposes of providing meals and snacks with appropriate safety measures with respect to COVID-19; and grant waivers related to the nutritional content of meals served in child nutrition programs if it determines the waiver is necessary to provide meals and snacks, and there is a food supply chain disruption due to COVID-19.

Stop the Wait Act of 2022 This bill allows individuals with disabilities to begin receiving Social Security Disability Insurance (SSDI) benefits in the month they become eligible for the benefits. It also allows these individuals to immediately enroll in Medicare if they cannot afford minimum essential coverage. (Under current law, an individual must generally wait 5 months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.)

Diverse and Equitable Participation in Clinical Trials Act or the DEPICT Act This bill requires applications for an investigational use exemption of a new drug or medical device to include information about the demographic diversity of the clinical trial population and addresses related issues. (Generally, a developer of a new drug or device may seek an investigational use exemption to facilitate clinical investigations, as part of the process to obtain approval to sell that drug or device.) Specifically, the Food and Drug Administration (FDA) must issue regulations to require applications for such exemptions to include certain information, including (1) demographic data disaggregated by subgroup, where such data is available, about the expected or potential patient population; (2) the applicant's enrollment targets for the clinical trials involved, disaggregated by age group, sex, race, and ethnicity; (3) a diversity plan for how the applicant will meet these targets; and (4) what is known about the patient population, such as comorbidities. The regulations must also require certain applicant reports to the FDA to address issues related to demographic diversity in clinical trials and product safety and effectiveness for demographic subgroups. The bill also authorizes the FDA to, in certain instances, require additional studies or surveillance after a drug or device has been approved if the clinical trials used in the application process did not meet the demographic enrollment targets.

This resolution expresses support on the 50th anniversary of Bloody Sunday for the 14 individuals killed and those injured on Bloody Sunday in Northern Ireland. The resolution supports the full implementation of the Good Friday Agreement to ensure peace and stability in Ireland. The resolution supports justice for the victims of Bloody Sunday and the Troubles as well as the families of those victims. The resolution calls upon British authorities to charge individuals who committed unjustifiable crimes on Bloody Sunday. The resolution supports a devolved government of Northern Ireland and recognizes a devolved government as a successful outcome and tenet of the Good Friday Agreement. Finally, this resolution urges the European Union, including the Republic of Ireland, and the United Kingdom to act in good faith with regard to negotiations around Brexit and implementation of the Northern Ireland Protocol.

Black Lung Benefits Disability Trust Fund Solvency Act of 2022 This bill extends until December 31, 2031, the excise tax on coal. The revenues from such tax provide funding for the Black Lung Disability Trust Fund.

Comprehensive Addiction Resources Emergency Act of 2021 This bill establishes programs, grants, and other activities to address substance use disorders. Specifically, the Department of Health and Human Services (HHS) must establish a program for purchasing and distributing opioid overdose reversal drugs for states and Indian tribes. HHS must also award grants for and otherwise support addressing substance use, particularly in states, tribes, territories, and localities with disproportionately high drug overdose rates; increasing access to preventive, medical, recovery, and related services; developing innovative models of delivering treatment and harm reduction services; and expanding the treatment capacity of Medicaid providers. In addition, HHS must issue model standards of care for treatment services and recovery residences and may award grants for training health care professionals. The bill also supports prevention and treatment services for workers, addiction and pain management research, and data collection on substance use disorders. Further, dispensers, distributors, and manufacturers of schedule II controlled substances (e.g., oxycodone), with the exception of opioid treatment programs, must certify that they maintain effective drug diversion controls. Violators are subject to specified civil and criminal penalties. Collected penalties shall be used for the grant programs and other substance use disorder activities established under the bill.

Forbidding Airlines from Imposing Ridiculous Fees Act of 2021 or the FAIR Fees Act of 2021 This bill directs the Department of Transportation to prescribe regulations (1) prohibiting an air carrier from imposing specified fees relating to a flight in passenger air transportation that are unreasonable or disproportional to the costs it incurs, and (2) establishing standards for assessing whether such fees are reasonable and proportional to those costs.

Humane Cosmetics Act of 2021 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing, subject to civil penalties. These prohibitions begin one year after enactment. The bill specifies exceptions to these prohibitions, including if such animal testing (1) is conducted outside the United States to comply with a foreign regulatory authority; (2) is pursuant to a specified finding that there are no nonanimal alternatives to test the safety of a potentially dangerous cosmetic product or ingredient; (3) is of a product or ingredient for a drug or device subject to regulation by the Food and Drug Administration (FDA); or (4) is required for a noncosmetic purpose pursuant to a state, federal, or foreign regulatory authority. Further, no animal-testing evidence may be used to establish the safety of a cosmetic product or ingredient that is regulated by the FDA after the effective date of this bill, subject to limited exceptions.

Critical Infrastructure Manufacturing Feasibility Act This bill requires the Department of Commerce to study and report on products that are in high demand across the critical infrastructure sectors. Critical infrastructure sectors are those whose assets, systems, and networks are vital to national security, the economy, public health or safety, or any combination of those matters. The study must (1) identify the products in high demand across those sectors that are being imported due to manufacturing, material, or supply chain constraints; and (2) analyze the costs, benefits, and feasibility of manufacturing those products in the United States.

PrEP Access and Coverage Act This bill requires private health insurance plans to cover prescription drugs that prevent HIV, including related screenings, diagnostic procedures, administrative fees, and clinical follow-ups, without any cost-sharing obligation for the plan holder. Further, insurance plans must not impose any preauthorization requirement for this coverage. These coverage requirements also apply to public health insurance programs, including Medicare, Medicaid, and the Children's Health Insurance Program. Additionally, the bill prohibits denying, limiting, or qualifying coverage or increasing premiums for disability insurance, long-term care insurance, or life insurance policies based on an individual taking medication for HIV prevention. The bill further requires the Department of Health and Human Services to award grants to states, or directly to eligible local organizations, to provide uninsured individuals and underinsured individuals access to prescription drugs and related services that prevent HIV. The Centers for Disease Control and Prevention also must develop a public awareness campaign that focuses efforts in communities with a high need for HIV prevention treatment.

Cures 2.0 Act This bill addresses pandemic preparedness and public health issues, caregiver and patient engagement, drug development, insurance coverage, and biomedical research. The Department of Health and Human Services (HHS) must undertake research and other activities concerning COVID-19 and develop a strategy for future pandemics and declared emergencies. Additionally, the bill specifies actions to combat antimicrobial resistance. HHS may award grants for caregiver training. The bill also addresses diversity in clinical trials, collecting patient experience data during clinical trials, and coverage for care related to participation in specified clinical trials. The bill modifies the timeframe and requires additional guidance relating to expedited approval of certain breakthrough drugs, devices, or products. It also establishes two intercenter institutes within the Food and Drug Administration (FDA) focused on particular diseases that meet specified criteria. The bill also addresses (1) coverage in Medicare, Medicaid, and the Children's Health Insurance Program for telehealth, genetic and genomic testing, and other services; (2) electronic prescribing standards for Medicare drug benefits; and (3) access to Medicare and Medicaid claims data by certain registries. Furthermore, the bill prohibits the use of geographic tracking or biometrics in Medicaid electronic visit verification systems. The bill establishes the Advanced Research Projects Agency for Health (ARPA-H) within the National Institutes of Health to accelerate biomedical research and innovation through grants, contracts, cash prizes, and other means. The FDA may work with ARPA-H to expedite the development of medical products through specified activities.

Access to Birth Control Act This bill requires pharmacies to comply with certain rules related to ensuring access to contraceptives. Specifically, pharmacies must provide without delay a customer with any contraceptive or related medication that is in stock. If the contraceptive is not in stock, the pharmacy must immediately inform the customer and either order the contraceptive or refer the customer to a pharmacy that has it in stock. Laws in some states provide pharmacists with the right to refuse to dispense contraceptive-related drugs on religious or conscience grounds. Pharmacies may refuse to provide a contraceptive to a customer (1) if the customer lacks a valid prescription for a prescription contraceptive or is unable to pay for the contraceptive, or (2) based on a pharmacy employee's professional clinical judgment. The bill also establishes a private cause of action and civil monetary penalties for violations of the bill.

Ending the Monopoly of Power Over Workplace Harassment through Education and Reporting Act or the EMPOWER Act This bill makes it an unlawful labor practice for an employer to enter into, or attempt to enforce, a contract with an employee or job applicant that contains a nondisparagement or nondisclosure clause that covers workplace or sexual harassment, including retaliation for participating in a workplace harassment proceeding. The bill exempts certain settlement or separation agreements from such prohibition. The bill also requires the Securities and Exchange Commission to promulgate a regulation that requires any issuer of securities to submit a report for the most recent five-year period with respect to workplace and sexual harassment. The commission must provide for the development and dissemination of training programs and information regarding workplace and sexual harassment. The bill denies a tax deduction for amounts related to judgments and expenses in connection with litigation related to workplace or sexual harassment. It also excludes from gross income, for income tax purposes, any amount received in connection with a claim or settlement related to workplace or sexual harassment, or other unlawful discrimination.

Autonomy for Disabled Veterans Act This bill increases the maximum amount authorized under the Home Improvements and Structural Alterations (HISA) grant program to $10,000 for veterans with a service-connected disability and $5,000 for those with disabilities that are not service-connected. The HISA grant program provides medically necessary improvements and structural alterations to veterans' (or service members') primary residence for specified purposes (e.g., allowing for entrance to their home). The bill requires the Department of Veterans Affairs to increase the dollar amount of the grant in accordance with inflation as determined by the Consumer Price Index.

This resolution expresses that the House of Representatives applauds the Biden administration for reaffirming the U.S. commitment to the Paris Agreement on climate change and to our collective responsibility to globally combat climate change; encourages the Biden administration to implement measures to ensure global climate change remains a top priority for this and future administrations and to cement the United States as a global leader in the fight to mitigate its most severe consequences; voices strong commitment as legislators toward achieving the climate goals of the Paris Agreement, fulfilling the forthcoming pledges from the COP26 in Glasgow, Scotland, and advancing other international efforts to keep global warming to no more than 1.5 degrees Celsius and realize global net-zero carbon emissions by 2050 using a whole-of-government approach; and recognizes the critical responsibility of the United States and other developed nations to ensure all societies have the capabilities to transition to a clean energy economy, the resources to protect against climate-induced disasters, and the necessary assistance to endure climate-related challenges to food security, regional migration, and public health.

Social Security 2100: A Sacred Trust This bill makes changes to Social Security benefits, taxes, and other aspects of the program, including by raising the primary insurance amount, increasing the maximum taxable earnings that are subject to Social Security payroll taxes, and requiring Social Security account statements to be mailed unless the individual recipient opts for electronic delivery.

Public Service Freedom to Negotiate Act of 20 21 This bill provides minimum collective bargaining rights and procedures for public employees and prohibits strikes by certain public safety workers. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that is likely to result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.

Advanced Research Project Agency-Health Act or the ARPA-H Act This bill establishes within the Department of Health and Human Services (HHS) the Advanced Research Projects Agency-Health to accelerate innovation in health and medicine by investing in high-risk, high-reward research projects. The bill also establishes an interagency committee to inform, and a fund in the Treasury to support, the agency's activities. The President must appoint from the personnel of HHS a director to lead the agency. The director may submit testimony and recommendations concerning the agency to Congress without review or approval by other federal officers or agencies. The director must designate personnel to serve as program managers who administer the agency's research programs, including by selecting projects to support, setting progress milestones for projects, and making recommendations about terminating or continuing projects. The agency may use a variety of mechanisms to support the research projects, including grants, contracts, and prize competitions. The agency's budget is separate from that of HHS. The agency must coordinate with the Food and Drug Administration and the Centers for Medicare & Medicaid Services to expedite development and coverage of high-need cures. Additionally, the agency may partner with other public and private entities, such as institutions of higher education and patient advocacy organizations. The bill also requires the agency to develop and periodically update a strategic plan and annually report on its activities. Furthermore, the National Academies of Sciences, Engineering, and Medicine must evaluate the agency's performance.

Justice Against Malicious Algorithms Act of 2021 This bill limits federal liability protection that applies to a provider of an interactive computer service (e.g., a social media company) for claims related to content provided by a third party if the provider makes personalized recommendations of online content that cause physical or emotional injury. Specifically, the liability protection (sometimes referred to as Section 230 protection) shall not apply to a service provider that has more than 5 million monthly visitors for more than 3 of the preceding 12 months, uses an algorithm or similar computational process to make personalized recommendations based on information specific to an individual, and knowingly or recklessly makes a personalized recommendation that materially contributes to a physical or severe emotional injury to a person. However, the liability protection shall continue to apply to (1) recommendations made directly in response to a user's search; and (2) service providers of web hosting, domain registration, data storage, and related services that are used by another service provider in the management, control, or operation of that provider's services.

Manufacturing American Dynamism in Entrepreneurship and Harnessing Education to Retool Employees Act or the MADE HERE Act This bill requires the National Institute of Standards and Technology, the Department of Energy, and the Department of Defense to establish a manufacturing cluster program to award resources and grants to eligible manufacturing clusters, and it establishes an interagency entity to oversee and coordinate the activities of manufacturing cluster programs at federal agencies. A manufacturing cluster is a geographic concentration of companies and institutions within a particular field of manufacturing that engage collaboratively in workforce development, technology development, supply chain sourcing, and other activities. The program shall be comprised of three phases wherein awards shall be distributed to manufacturing clusters for (1) the development of a detailed implementation plan, (2) the implementation of such plan, and (3) continuing the activities of the cluster. Phase two and three awards may be used for purposes such as developing and deploying educational programs for cluster members, funding efforts with respect to supply chain sourcing and innovation, and developing shared infrastructure or resources for cluster members.
