Student Nondiscrimination Act of 2010 - Prohibits public school students from being excluded from participating in, or subject to discrimination under, any federally-assisted educational program on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. Considers harassment to be a form of discrimination. Prohibits retaliation against anyone for opposing conduct they reasonably believe to be unlawful under this Act. Authorizes federal departments and agencies to enforce these prohibitions by cutting off the educational assistance of recipients found to be violating them. Allows an aggrieved individual to assert a violation of this Act in a judicial proceeding and recover reasonable attorney's fees should they prevail. Deems a state's receipt of federal educational assistance for a program to constitute a waiver of sovereign immunity for conduct prohibited under this Act regarding such program.

Citizen Participation Act of 2009 - Declares that Strategic Lawsuits Against Public Participation (SLAPPs), filed against thousands of individuals, organizations, and businesses based upon their valid exercise of the rights to petition or free speech, are an abuse of the judicial process that waste judicial resources and clog the already over-burdened court dockets. Declares immune from civil liability any act of petitioning the government made without knowledge of falsity or reckless disregard of falsity. Requires a plaintiff (especially in a SLAPP) to prove knowledge of falsity or reckless disregard of falsity by clear and convincing evidence. Provides that any act in futherance of the constitutional right of petition or free speech shall be entitled to the procedural protections provided in this Act. Allows a party to file a special motion to dismiss any claim arising from an act or alleged act in furtherance of the constitutional right of petition or free speech within 45 days after service of the claim if the claim was filed in federal court or, if the claim was removed to federal court pursuant to this Act, within 15 days after removal. Exempts from this Act: (1) certain procedural protections in any action brought solely on behalf of the public or solely to enforce an important right affecting the public interest; and (2) certain claims for relief involving commercial speech.

Downed Animal and Food Safety Protection Act - States that it is U.S. policy that all nonambulatory cattle in interstate and foreign commerce be immediately and humanely euthanized when such cattle become nonambulatory. Amends the Humane Methods of Slaughter Act of 1958 to direct the Secretary of Agriculture to promulgate regulations providing for the humane treatment, handling, and disposition of nonambulatory cattle by a covered entity, including a requirement that nonambulatory cattle be humanely euthanized. Requires an entity to: (1) humanely euthanize nonambulatory cattle (while not limiting the Secretary's ability to test nonambulatory cattle for disease, such as bovine spongiform encephalopathy); and (2) not move nonambulatory cattle while such cattle is conscious, and ensure that such cattle remains unconscious until death. Prohibits an inspector at an establishment covered by the Federal Meat Inspection Act to pass nonambulatory cattle, carcass, or carcass parts through inspection. Requires an inspector or other employee at such establishment to label such material as "inspected and condemned."

New Deal for a New Economy Act - Directs the Secretary of the Treasury, from unobligated funds under the Emergency Economic Stabilization Act of 2008 (EESA), to make specified sums available for FY2010-FY2012 to the Secretary of Education, the Attorney General, the Secretary of Homeland Security (DHS), and the Secretaries of Commerce, Labor, the Interior, and Agriculture. Requires: (1) the Secretary of Education to allocate, and each eligible local educational agency in the state to receive, funds in proportion to amounts received under the Elementary and Secondary Education Act of 1965; and (2) a state to make and distribute the amount allocated to it within 90 days of receipt. Authorizes the use of funds to hire new employees, rehire employees laid off during the year prior to enactment, continue to employ employees scheduled to be laid off as a result of reduced budgets, and prevent furloughs scheduled as a result of reduced budgets. Directs: (1) the Attorney General to award grants to state, local, or tribal law enforcement agencies through the Community Oriented Policing Services (COPS) program to hire, rehire, continue to employ, and prevent furloughs of police officers; (2) the Secretary of DHS, through the Administrator of the United States Fire Administration, to award grants through the Staffing for Adequate Fire and Emergency Response (SAFER) grant program to hire, rehire, continue to employ, and prevent furloughs of firefighters; (3) the Secretary of Commerce to award grants to states, cities or other political subdivisions or a consortium of such subdivisions, or Indian tribes, to assist in maintaining basic government services; and (4) the Secretaries of the Interior and Agriculture to fund specific public works projects in national parks and through the National Forest Service, respectively. Establishes in the Department of Labor a New Economy Grant Program, to provide grants for the creation of new jobs on specific public works projects. Limits funding under this Act's Departments of Labor, the Interior, and Agriculture programs to individuals who meet specified criteria. Bars displacement of existing employees. Sets forth requirements regarding the use of funds, the maximum employment period, wages, reporting, and expedited administration.

Restoring America's Commitment to Consumers Act of 2009 - Amends the Truth in Lending Act to prohibit the annual percentage rate (APR) applicable to an extension of credit on a credit card account under an open end consumer credit plan from exceeding 16%. Includes in an APR any compensation fee (including a membership fee or an annual fee) for: (1) opening or maintaining the account; (2) granting an extension of credit; or (3) making available a line of credit. Authorizes the Board of Governors of the Federal Reserve System to make adjustments to the maximum APR limitation; but creates the presumption that any increase by the Board to the maximum limitation is not in the public interest unless severe economic conditions justify the increase. Prohibits construction of this Act as an endorsement by Congress of a 16% APR. Declares the intention of Congress that: (1) such maximum APR limitation should merely serve as a ceiling on consumer credit cards and few, if any, consumer credit card accounts would ever bear the maximum rate; and (2) consumer credit card issuers should strive to maintain APRs most advantageous to borrowers. Treats as an unfair or deceptive act or practice a credit card account which, as of December 11, 2009, bears an APR that is less than 16%, and subsequently increases it between December 11, 2009, and 60 days after enactment of this Act. Imposes a $15 cap upon certain credit card account fees, including fees (such as late fees, overdraft fees, or over-the-limit transaction fees) for borrower default or breach of any condition upon which credit was extended.

Requires public disclosure of the meeting, attendees, and matters discussed. Terminates the effectiveness of this Act five years after enactment.

Empowers the Court of Appeals for Veterans Claims to affirm, modify, reverse, remand, or vacate and remand a decision of the Board after deciding all relevant assignments of error raised on appeal. Provides that whenever the Court reverses a decision on the merits of a particular claim and orders an award of benefits, the Court need not decide any additional assignments of error relating to that claim. Establishes the Veterans Judicial Review Commission to evaluate and make specific decisions to improve the administrative and judicial appellate review processes of veterans' and survivors' benefits determinations.

Provides the maximum amount of coverage ($400,000) under Servicemembers' Group Life Insurance for any member killed in such shootings, as well as any member who dies of wounds sustained in the shootings, notwithstanding that the member elected to be insured in a lesser amount. Excludes from the above provisions members whose wounds or death is the result of willful misconduct.

Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Fire Grants Reauthorization Act of 2009 - Amends the Federal Fire Prevention and Control Act of 1974 to reauthorize through FY2014 the Federal Emergency Management Agency's (FEMA's) Assistance to Firefighters Grants (AFG) program and the Staffing for Adequate Fire and Emergency Response (SAFER) program. Modifies the scope of the AFG program, including by permitting the use of grant funds for volunteer, non-fire service emergency medical services organizations and for certifying fire and building inspectors employed by a fire department or serving as a volunteer building inspector with a fire department. Increases: (1) funding for fire prevention and firefighter safety programs; and (2) maximum AFG grant amounts. Lowers matching and maintenance of expenditure requirements and authorizes the Administrator of FEMA to waive or reduce such requirements for applicants facing demonstrated economic hardship. Revises grant allocation requirements to require 25% of grant amounts for a fiscal year to be allocated to each of: (1) career fire departments; (2) volunteer fire departments; (3) combination fire departments. Requires the remaining 25% to be awarded on a competitive basis among such fire departments. Revises grant limits based on jurisdiction populations. Sets forth new limits on awards to state fire training academies. Limits grant amounts used to obtain training to training that complies with applicable national voluntary consensus standards. Amends SAFER program provisions to: (1) limit the period of program grants to three years; (2) require grantees to commit to retaining firefighters hired for the entire grant period, with an economic hardship exception; and (3) limit to 80% the portion of the cost of hiring firefighters for each fiscal year that may be provided under a grant.

Urban Revitalization and Livable Communities Act - Requires the Secretary of Housing and Urban Development (HUD) to establish an urban revitalization and livable communities program to provide federal grants to eligible general purpose local governments for various park and recreation purposes, including grants for rehabilitation and construction, innovation, at-risk youth recreation, and recovery action programs. Requires the Secretary to publish in the Federal Register a list of such governments meeting specified criteria. Authorizes the Secretary to authorize other eligible governments in standard metropolitan statistical areas, but not on the list, to receive up to a specified portion of such grants. Authorizes the Secretary, upon approval of an application by the chief executive of an eligible applicant, to provide 70% matching rehabilitation and construction, innovation, and at-risk youth recreation grants directly to such applicant. Allows an applicant, at its discretion, to transfer a grant in whole or in part to special purpose local governments or private nonprofit agencies for recreational areas and facilities they own or operate which offer recreational opportunities to the general population Requires an applicant, as a requirement for project approval, to submit to the Secretary evidence of its commitment to ongoing planning, rehabilitation, service, operation, and maintenance programs for its park and recreation systems, expressed in a five-year local park and recreation recovery action program. Requires an eligible applicant for an at-risk youth recreation grant to include in its five-year program the goal of, and implementation strategies for, reducing crime and juvenile delinquency. Authorizes the Secretary to increase all grants to a state under this Act by up to 15% (but not more than 85% in total). Prohibits the conversion of any property improved or developed with assistance under this Act, without HUD approval, for uses other than for public recreation. Prohibits the use of funds under this Act for acquisition of land or interests in land.

Requires the analysis to compare indexed changes in the average price of consumer grade propane to all end users to an equally weighted composite of indexed changes in the price of residential electricity, residential natural gas, and refiner price to end users of No. 2 fuel oil on an annual national average basis. (Currently, the comparison is to be made of indexed changes in the price of consumer grade propane to a composite of indexed changes in the price of residential electricity, residential natural gas, and refiner price.) Directs the Secretary of Commerce, within 60 days after enactment of this Act, to prepare and make available to the public an updated propane price analysis reflecting the amendment made by this Act.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2009 - Amends the Public Health Service Act to require personnel who perform or plan the technical component of either medical imaging examinations or radiation therapy procedures for medical purposes to possess, effective January 1, 2013: (1) certification in each medical imaging or radiation therapy modality and service provided from a certification organization designated by the Secretary of Health and Human Services (HHS); or (2) state licensure or certification where such services and modalities are within the scope of practice as defined by the state for such profession and where the requirements for licensure, certification, or registration meet or exceed the standards established by the Secretary. Exempts physicians, nurse practitioners, and physician assistants. Directs the Secretary to: (1) establish minimum standards for personnel who perform, plan, evaluate, or verify patient dose for medical imaging examinations or radiation therapy procedures; (2) establish a program for designating certification organizations after consideration of specified criteria; (3) provide a method for the recognition of individuals whose training or experience are determined to be equal to, or in excess of, those of a graduate of an accredited educational program in that specialty; and (4) approve and publish a list of accrediting bodies for such certification organizations. Authorizes the Secretary to develop alternative standards for rural or health professional shortage areas as appropriate to assure access to quality medical imaging. Amends the Social Security Act to allow Medicare payment for medical imaging and radiation therapy services furnished on or after January 1, 2013, only if the examination or procedure is planned or performed by an individual who meets this Act's requirements.

Broadband Affordability Act of 2009 - Requires the Federal Communications Commission (FCC) to establish a broadband lifeline program enabling qualifying low-income customers residing in urban and rural areas to purchase broadband service at reduced charges by reimbursing providers for each such customer served. Requires that the program: (1) be similar in structure to the Lifeline program for basic telephone service; and (2) promote competition from broadband service providers by using neutral technology. Requires a broadband service provider that is not an eligible telecommunications carrier to obtain FCC authorization to participate in the program.

Medicare Premium Fairness Act - Amends title XVIII (Medicare) of the Social Security Act with respect to the part B (Supplementary Medical Insurance Benefits for Aged and Disabled) premium for 2010. Makes such premium, and the related monthly actuarial rate, the same as those for 2009. Requires transfer from the Treasury general fund to the Federal Supplementary Medical Insurance Trust Fund of an amount estimated to be equivalent to the aggregate reduction in part B premiums resulting from application of this Act. Revises the formula for funding the Medicare Improvement Fund (MIF) to reduce (offset) the amount available to the MIF for FY2014 by the transferred amount plus $567 million. Makes $567 million the amount available to the MIF for FY2015.

Call Center Consumer's Right to Know Act - Directs each U.S. corporation or subsidiary that utilizes a call center to initiate telephone calls to, or receive calls from, individuals located in the United States to require each call center employee to disclose the physical location of such employee at the beginning of such call. Requires such corporation or subsidiary to annually certify to the Federal Trade Commission (FTC) their compliance with such requirement. Subjects noncomplying corporations or subsidiaries to such civil penalties as the FTC may prescribe. Directs the FTC to prescribe rules for effective monitoring and compliance with such requirement.
