Mail Network Protection Act of 2007 - Requires the U.S. Postal Service to bargain with unions representing career Postal Service employees before entering into a contract for mail processing, mail handling, or surface transportation of mail if the contract, in a 12 month period, would involve work that would otherwise be performed by those employees and either: (1) involve more than a specified amount of work time; or (2) cost over $5 million.

Registered Nurse Safe Staffing Act of 2007 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) to: (1) require each participating hospital to adopt and implement a staffing system that ensures a number of registered nurses on each shift and in each unit of the hospital to ensure appropriate staffing levels for patient care; (2) provide for the public reporting of certain staffing information, including a daily posting for each shift in the hospital of the current number of licensed and unlicensed nursing staff directly responsible for patient care; (3) prescribe recordkeeping, data collection, and evaluation requirements for participating hospitals; (4) specify civil monetary penalties for violations of such requirements; and (5) provide whistleblower protections.

Women Veterans Health Care Improvement Act - Requires the Secretary of Veterans Affairs to: (1) conduct a long-term epidemiological study on the health of women veterans who served on active duty in Operations Iraqi Freedom and Enduring Freedom; (2) assess barriers encountered by women veterans to the provision by the Department of Veterans Affairs (VA) of comprehensive health care; (3) assess all health care services and programs provided by the VA for women veterans; (4) provide training for mental health professionals who provide counseling to women veterans suffering from sexual trauma; (5) develop a plan for the identification, development, and dissemination of treatments for post-traumatic stress disorder (PTSD) and other conditions attributable to combat or sexual trauma that are proven effective for women veterans; (6) conduct a study of the provision of readjustment counseling and related mental health services for women veterans at vet centers; (7) carry out a pilot program for child care for certain women veterans receiving health care from VA facilities; and (8) carry out a pilot program to evaluate the feasibility and advisability of providing counseling and transition adjustment assistance for women veterans who are newly separated from active duty service. Requires women veterans recently separated from active duty service to be included on the Advisory Committee on Women Veterans.

Repeals specified exceptions to rights of certain Department of Veterans Affairs (VA) employees to engage in collective bargaining. Requires a final decision of the VA with respect to the review of an adverse personnel action against a VA employee to be issued not later than 60 days after such action has been appealed. Subjects such decision to judicial review in the appropriate U.S. District Court or, if the decision is made by a labor arbitrator, in the U.S. Court of Appeals for the Federal Circuit.

Amends the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 to prohibit the bankruptcy court from dismissing or converting a case based on means testing while the debtor: (1) is either on active duty or performing a homeland defense activity for at least 60 days; or (2) was either called to active duty or performed homeland defense activity as a member of a reserve component of the Armed Forces or a member of the National Guard after September 11, 2001.

Prevention Through Affordable Access Act - Amends title XIX (Medicaid) of the Social Security Act to revise requirements for the best price component of the formula for determination of the Medicaid rebate for a covered single source outpatient drug or a covered innovator multiple source outpatient drug. (Under current law, best prices shall not take into account prices that are merely nominal in amount.) Revises the list of entities to which sales by a manufacturer of covered outpatient drugs at nominal prices shall be considered to be sales at a nominal price, or merely nominal in amount (and thus excluded from computation of the best price for such drugs). Adds to such list any entity that is: (1) operated by a health center of an institution of higher education, primarily for its students (university-based clinic); or (2) a public or private nonprofit entity that provides family planning services under the Public Health Service Act (safety-net clinic).

Consumer Product Safety Modernization Act - Makes any children's consumer product containing more than specified amounts of lead a banned hazardous substance under the Federal Hazardous Substances Act. Lowers the lead level at which paint is a banned hazardous product under the Consumer Product Safety Act. Requires independent third party testing of children's products. Provides for a variety of measures to facilitate identifying a product's source, intermediate parties, and end user. Requires replacing durable infant or toddler product voluntary standards with consumer product safety rules. Requires, in certain circumstances, that choking warnings be included in associated advertising. Authorizes appropriations: (1) to carry out the Consumer Product Safety Act and any other provision of law the Consumer Product Safety Commission (CPSC) carries out; and (2) for capital improvements to the Commission's research, development, and testing facility. Allows the CPSC to transact business with two members, if they are not of the same political party, until August 3, 2008. Modifies procedures for promulgating rules and regulations under the Consumer Product Safety Act and the Federal Hazardous Substances Act. Modifies procedures regarding the public disclosure by the CPSC of information regarding a consumer product. Allows the CPSC to prohibit product stockpiling. Requires notice to the CPSC if a consumer product fails to comply with a rule under the Federal Hazardous Substances Act, the Flammable Fabrics Act, or the Poison Prevention Packaging Act. Modifies requirements regarding action plans of manufacturers, distributors, or retailers to deal with products that present a substantial hazard. Requires manufacturers, distributors, or retailers to give public notice of a substantial product hazard on their Internet website and to third party Internet websites on which the product was for sale. Authorizes the CPSC to prohibit the export of, and makes it unlawful to sell, a product or substance that is not in conformity with applicable requirements. Increases the maximum civil penalties under the Consumer Product Safety Act, the Federal Hazardous Substances Act, and the Flammable Fabrics Act. Authorizes the forfeiture of assets associated with the violation of any Act enforced by the CPSC. Authorizes the CPSC, in certain circumstances, to make certain information obtained by the Commission available to any federal, state, local, or foreign government agency.

Preserve America and Save America's Treasures Act - Establishes the Preserve America Program, under which the Secretary of the Interior, in partnership with the Advisory Council on Historic Preservation, shall provide competitive grants to specified entities to support preservation efforts through heritage tourism, education, and historic preservation planning activities. Sets forth provisions regarding the designation of communities, tribal areas, and neighborhoods as Preserve America Communities. Establishes the Save America's Treasures Program, under which the Secretary shall provide grants to eligible entities for projects to preserve nationally significant collections and historic properties. Provides for, of the amounts available for such grants, not less than 50% to be available for projects to preserve collections and historic properties, which shall be distributed through a competitive grant process. Requires a collection or historic property to be provided a competitive grant only if such collection or property is: (1) nationally significant; and (2) threatened or endangered. Requires historic properties, to be eligible for a grant, to be: (1) listed in the National Register of Historic Places at the national level of significance; or (2) designated as a National Historic Landmark. Sets forth the criteria under which grants shall be provided to projects for eligible collections and historic properties.

Children's Health Insurance Program Reauthorization Act of 2007 - Amends title XXI (State Children's Health Insurance Program) (CHIP) of the Social Security Act (SSA) to reauthorize the CHIP program (also known as SCHIP) through FY2012 at increased levels. Revises requirements for: (1) CHIP allotments; (2) optional coverage of low-income pregnant women; (3) outreach and enrollment activities; (4) verification of U.S. citizenship or nationality for CHIP and Medicaid (SSA title XIX); (5) state option for providing premium assistance, including coordination with private coverage; (6) child health quality improvement activities; (7) access to dental and mental health benefits; and (8) program integrity and data collection, including the payment error rate measurement (PERM). Establishes in the Treasury the Child Enrollment Contingency Fund. Denies payments under CHIP for coverage of children with effective family income that exceeds 300% of the poverty line. Denies federal funding for illegal aliens. Prohibits initiation of new health opportunity account demonstration programs. Support for Injured Servicemembers Act - Amends the Family and Medical Leave Act of 1993 to entitle the family member of a covered servicemember to a total of 26 workweeks of leave during a 12-month period to care for the servicemember. Expresses the sense of the Senate affirming its intent to enact legislation this year that improves access to affordable and meaningful health insurance coverage for employees of small businesses and individuals. Amends the Internal Revenue Code to increase the excise tax on tobacco products, but allow a specified credit against such tax. Amends the Tax Increase Prevention and Reconciliation Act of 2005 to decrease the estimated tax rate for certain large corporations in the third quarter of 2012.

Safe Highways and Infrastructure Preservation Act - Amends federal transportation law to prohibit a state from prescribing or enforcing any regulation that allows a restricted property-carrying unit (any trailer, semi-trailer, container, or other property-carrying unit longer than 53 feet, except for a fire-fighting unit) to operate on the National Highway System (NHS) (including the Interstate System), unless the operation of such unit is authorized by the state on June 1, 2007, and in actual and lawful operation on a regular or periodic basis (including seasonal operations) on or before that date. Prohibits a state from allowing the operation of a commercial motor vehicle combination on the NHS (except a vehicle or load that cannot be dismantled or divided easily, and that has been issued a special permit under state law) with more than one property-carrying unit (excluding the truck tractor) whose property-carrying units are more than: (1) the maximum combination trailer, semi-trailer, or other type of length limitation allowed by state law on June 1, 2007; or (2) the length of the property-carrying units of those commercial motor vehicle combinations, by specific configuration, in actual and lawful operation on a regular or periodic basis (including continual seasonal operation) in such state on or before June 1, 2007. Amends federal highway law to prohibit a state from allowing the operation of a vehicle or combination (other than a longer combination vehicle) exceeding Interstate weight limits on the Interstate System unless its operation was lawful: (1) on July 1, 1956; (2) in the case of the overall gross weight of any group of two or more consecutive axles, on the date of enactment of the Federal-Aid Highway Amendments of 1974; or (3) under a special permit pursuant to state (grandfather) law. Declares that Interstate weight limitations on vehicles and combinations (other than longer combination vehicles) that operate on the Interstate System shall also apply to such vehicles and combinations that operate on non-Interstate segments of the NHS, unless: (1) such segments are subject to lower state weight limits; or (2) a state allows the operation of any vehicle or combination on an existing non-Interstate segment of the NHS that could be so operated lawfully on June 1, 2007.

Protecting Consumers through Proper Forbearance Procedures Act - Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC) to grant or deny, within one year, a petition by one or more telecommunications carriers or classes of carriers requesting that the FCC forbear from applying any regulation or provision under the Act. (Current law deems such a petition granted if not denied within one year.)

Broadband Census of America Act of 2007 - Requires the Federal Communications Commission (FCC) to conduct an annual assessment on the deployment, by bandwidth service tiers and types of technology, of broadband service capability throughout the states, including information comparing the extent of broadband service capability in other countries. Directs the Assistant Secretary of Commerce for Communications and Information and the National Telecommunications and Information Administration (NTIA) of the Department of Commerce to develop and maintain a broadband inventory map of the United States that identifies and depicts the geographic extent to which broadband service capability is deployed and available from commercial or public providers. Authorizes the NTIA, subject to fund availability, to make grants to states or nonprofit organizations to assist in providing the NTIA with information to facilitate the development of that map. Directs the Secretary of Commerce to make grants to local technology planning entities, including to assess the current use of broadband service capability, set goals for improving or maximizing such use, identify local broadband demand and aggregate such demand, and establish programs to improve computer ownership and Internet access for unserved and underserved populations. Prohibits using grant funds to provide broadband service or acquire equipment or facilities for such capability. Requires the FCC to conduct and make public periodic consumer surveys regarding the type of technology used, the amount the consumer pays, the actual data transmission speeds, and the types of applications and services the consumer most frequently uses in conjunction with such capability.

Urges the Board of Directors of the World Bank to request a policy review of current disbursements to the Islamic Republic of Iran and to end these disbursements until the International Atomic Energy Agency (IAEA) certifies Iran's compliance with U.N. Security Council Resolutions 1696 and 1747 and the terms of the Nuclear Nonproliferation Treaty. Urges the Security Council to order the World Bank to end disbursements to Iran if the Board of Directors fails to take such action.

Veterans Guaranteed Bonus Act of 2007 - Provides that, in the case of a member of the Armed Forces who is retired or separated for disability due to a combat-related injury, the Secretary of Defense shall require the continued payment of any bonuses or special pay to which the member: (1) was entitled to immediately before the retirement or separation; and (2) would continue to be entitled to if not retired or separated. Requires such payment in a lump sum within 30 days after such retirement or separation.

Calls upon the President to develop within the Department of State and the United States Agency for International Development (USAID) a Women and Girls of Darfur Initiative to improve assistance to victims and potential victims of rape and sexual violence in Darfur, Sudan, eastern Chad, and the Central African Republic. Calls upon the Secretary General of the United Nations, the permanent members of the U.N. Security Council, the African Union (AU), the European Union (EU), the Arab League, and other nations to take steps to ensure that a fully funded and fully equipped U.N.-AU peacekeeping force (UNAMID) is deployed to Darfur, including an adequate number of female troops and police to properly manage incidents of rape and sexual violence. Calls upon the Security Council to: (1) find the government of Sudan in noncompliance with Security Council Resolution 1325; (2) call on the government of Sudan to provide legal protections to victims of rape and sexual violence and to bring to justice individuals responsible for such crimes; and (3) enforce the arrest warrants for Ahmad Muhammad Harun and Ali Muhammad Al Abd-Al-Raham, and further recognize the systematic rape of women and girls in Darfur as crimes against humanity and war crimes.

Condemns the personal attacks made by broadcaster Rush Limbaugh impugning the integrity and professionalism of members who have expressed opinions regarding military actions in Iraq. Honors all members and civilian personnel serving in harm's way, as well as their families. Fair Medicaid Drug Payment Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to direct the Secretary of Health and Human Services to calculate the federal upper reimbursement limit as no less than 300% of the weighted average (based on utilization) of the most recent average manufacturer prices (AMPs) for pharmaceutically and therapeutically equivalent multiple source drug products available for purchase by retail community pharmacies on a nationwide basis. Directs the Secretary to implement a smoothing process for AMPs to ensure that federal upper reimbursement limits do not vary significantly from month to month as a result of rebates, discounts, and other pricing practices. Requires a state plan to subject to prior authorization all covered outpatient drug products that are innovator multiple source drugs, if such drug products are more expensive than other biologically and therapeutically equivalent drug products available for purchase in that state by retail community pharmacies. Revises requirements for monthly reports to the Secretary of price information by manufacturers subject to rebate agreements.

Protect America's Wildlife Act of 2007 - Amends the Fish and Wildlife Act of 1956 to add to airborne hunting offenses a prohibition against any person shooting or attempting to shoot any bird, fish, or other animal before 3:00 a.m. following a day on which the person has traveled by aircraft other than on a regularly scheduled commercial aircraft. Increases the fine for such offenses to not more than $50,000 (currently, $5,000). Prohibits a state from authorizing or undertaking any action otherwise prohibited under such Act for the purpose of increasing any game population or sport hunting. Authorizes a state to shoot predators from an aircraft to prevent a biological emergency, if: (1) the head of the state's fish and wildlife agency determines that such an emergency is imminent and there is no other means available to eliminate the emergency; (2) the shooting is conducted by an officer or employee of such agency or of the U.S. Department of Agriculture (USDA); (3) the shooting occurs only in the area where the emergency exists; and (4) the shooting removes only the minimum number of predators necessary to eliminate the emergency. Allows the Secretary of the Interior to authorize an otherwise prohibited action to prevent the extinction of any endangered or threatened species under the Endangered Species Act of 1973 if there is no other means available to address the threat of extinction. Authorizes citizen suits under the Fish and Wildlife Act of 1956.

Lewis and Clark National Historic Trail Extension Study Act of 2007 - Directs the Secretary of the Interior to conduct a study to determine the suitability and feasibility of extending the Lewis and Clark National Historic Trail to include the Eastern Legacy sites (the sites associated with the preparation or return phases of the Lewis and Clark expedition, commonly known as the "Eastern Legacy," including sites in Virginia, the District of Columbia, Maryland, Delaware, Pennsylvania, West Virginia, Ohio, Kentucky, Tennessee, Indiana, Missouri, and Illinois).

Do-Not-Call Improvement Act of 2007 - Amends the "Do-Not-Call" Implementation Act to prohibit a specified Federal Communications Commission (FCC) rule from having an expiration date for telephone numbers on the "do-not-call" registry. Prohibits the Federal Trade Commission (FTC), in issuing regulations regarding the "do-not-call" registry of the Telemarketing Sales Rule, from having an expiration date for telephone numbers on that registry.

James Zadroga 9/11 Health and Compensation Act of 2007 - Amends the Public Health Service Act to establish within the National Institute for Occupational Safety and Health the World Trade Center Health Program (WTC program) to provide medical monitoring and treatment benefits to: (1) eligible emergency responders and recovery and cleanup workers who responded to the New York City terrorist attacks on September 11, 2001; and (2) residents and other building occupants and area workers who were directly impacted and adversely affected by such attacks. Requires the WTC program administrator to: (1) establish the WTC Health Program Steering Committee and the WTC Health Program Scientific/Technical Advisory Committee; (2) institute a program that provides education and outreach on the existence and availability of services under the WTC program; and (3) provide for the uniform collection of data related to WTC-related health conditions. Authorizes the Secretary of Health and Human Services to establish similar programs with respect to the terrorist attack at the Pentagon on September 11, 2001. Requires the administrator to conduct or support research on: (1) physical and mental health conditions that may be related to the September 11 terrorist attacks; and (2) diagnosing and treating WTC-related health conditions. Requires the administrator to extend and expand arrangements with the New York City Department of Health and Mental Hygiene to provide for the World Trade Center Health Registry. Authorizes the administrator to make grants to the New York City Department of Health and Mental Hygiene to address mental health needs relating to the terrorist attacks. Amends the Air Transportation Safety and System Stabilization Act to provide, under certain circumstances, for an extension of time for filing claims under the September 11 Victim Compensation Fund of 2001.

Public and Teaching Hospital Preservation Act - Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 to extend by one year the moratorium on: (1) implementation of a rule relating to the federal-state financial partnership under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act; and (2) finalization of a Medicaid rule regarding the treatment of graduate medical education (GME).

Support for Injured Servicemembers Act - Amends the Family and Medical Leave Act of 1993 to entitle an eligible employee who is the spouse, son, daughter, parent, or next of kin of a covered servicemember to a total of 26 workweeks of leave during a single 12-month period to care for the servicemember. Defines covered servicemember as a member of the U.S. Armed Forces, including a member of the National Guard or a Reserve, who is undergoing medical treatment, recuperation, or therapy, is otherwise in medical hold or medical holdover status, or is otherwise on the temporary disability retired list, for a serious injury or illness incurred in the line of duty on active duty that may render the member medically unfit to perform his or her duties. Provides for the substitution of accrued paid vacation, personal, family leave, or medical or sick leave for any part of the 26-week period. Declares that nothing in this Act shall be construed to limit the availability of such leave during any other 12-month period. Amends federal civil service law to entitle civilian federal employees to the same leave allowance. Provides for the substitution of accrued paid annual or sick leave for any part of the 26-week period.

Community Clinical Laboratory Fairness in Competition Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to repeal the mandate for a Medicare Competitive Bidding Demonstration Project for Clinical Laboratory Services. Amends federal civil service to subject the Centers for Medicare & Medicaid Services of the Department of Health and Human Services (solely with respect to its capacity to issue rules governing the Medicare part B fee schedule for clinical laboratory services) to the requirement to submit to a small business advocacy review panel for comment any proposed rule which will have a significant economic impact on a substantial number of small entities.

Safeguarding America's Families by Enhancing and Reorganizing New and Efficient Technologies Act of 2007 - Requires the Federal Trade Commission (FTC) to carry out a nationwide program to increase public awareness and education regarding Internet safety. Requires that the program use existing resources and efforts of all levels of government and other appropriate entities. Includes in the program activities relating to best practices, a national outreach and education campaign, and information access and exchange.

Reservist Access to Justice Act of 2007 - Allows a court, if it determines that a federal, state, or private employer's failure to comply with a veteran's reemployment rights was willful, to require the employer to pay the individual the greater of any loss of wages or benefits, or $20,000. Requires (current law authorizes) a court to exercise injunctive relief to fully vindicate such rights. Authorizes a court to require a state or private employer to pay punitive damages for violations found to be with malice or reckless indifference to the individual's federally-protected reemployment rights. Makes federal arbitration procedures inapplicable to claims for veterans' employment and reemployment rights and benefits.

Law Enforcement Officers Procedural Bill of Rights Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to set forth the due process rights, including procedures, that shall be afforded a law enforcement officer who is the subject of an investigation or disciplinary hearing. Requires law enforcement agencies to adopt and comply with a written complaint procedure that: (1) authorizes written complaints about a law enforcement officer from within and outside a law enforcement agency; (2) sets forth procedures for the investigation and disposition of such complaints; (3) provides for public access to required forms and information for submitting complaints; and (4) requires written notification to the complainant of the final disposition of the complaint and the reasons for such disposition. Sets forth requirements for the initiation of a investigation of a law enforcement officer, interrogations, disciplinary action, administrative appeals, and the confidentiality and protection of officer personnel files. Requires that an investigation based on a complaint against an officer begin not later than 15 days after the receipt of such complaint. Prohibits an officer from being compelled to submit to a lie detector test during an investigation..

Early Treatment for HIV Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to give states the option of providing Medicaid coverage for certain low-income HIV-infected individuals. Provides states taking advantage of this option with an enhanced federal Medicaid match.

Federal Dog Protection Act - Amends the Animal Welfare Act to make it unlawful to knowingly: (1) sponsor or exhibit an animal in, or knowingly attend, a dog fighting venture; (2) sell, buy, possess, train, transport, deliver, or receive for purposes of transportation any dog or other animal for the purpose of having the dog or other animal, or offspring of the dog or other animal, participate in a dog fighting venture; or (3) use the U.S. mail service or any instrumentality of interstate commerce for commercial speech that promotes or furthers such prohibited actions. Makes costs incurred for the care of animals seized and forfeited recoverable from the owner (currently recoverable costs are limited to those incurred by the United States). Allows animal control agencies, humane societies, or societies for the prevention of cruelty to animals to commence a civil suit to enjoin any private party who is alleged to be in violation of provisions concerning animal fighting. Provides for enforcement.

Community Broadband Act of 2007 - Prohibits any state or local government statute, regulation, or other legal requirement from having the effect of prohibiting any public provider from providing advanced communications capability to any person or any public or private entity. Defines "public provider" as a state or a political subdivision or instrumentality thereof or any entity owned, controlled, or otherwise affiliated with a state, subdivision, or instrumentality. Prohibits a public provider from granting any regulatory preference to itself or to any provider it owns or is affiliated with. Requires, subject to exception, a public provider, before it provides advanced communications capability or services, to publish notice and provide local citizens and private-sector entities with an opportunity to be heard.

Declares that the dedicated men and women who served in the 8th Air Force, 303rd Bombardment Group (H), "Hell's Angels," including the nearly 5,000 listed as missing in action, during World War II are heroes and champions of American freedom. Recognizes the final reunion of the 303rd Bomb Group (H) Association and commends its honorable members, who never once turned away from their assigned target, for their selfless service to our country.
