Criminal Terrorism Improvements Act of 2007 - Amends the federal criminal code to impose the death penalty or life imprisonment on individuals who cause the death of a person while committing a terrorist act. Authorizes the death penalty for: (1) developing, possessing, or threatening to use radiological weapons against a person or against U.S. property; (2) causing the death of an individual by using missile systems designed to destroy aircraft, by using radiological dispersal devices, or by using the variola virus; and (3) use of atomic weapons with intent to injure the United States. Increases criminal penalties for: (1) attempting or conspiring to kill a U.S. national; (2) engaging in physical violence with the intent to injure a U.S. national; (3) financing terrorism or concealing assets to be used for terrorist activities; and (4) providing material support to terrorists or receiving military-type training from a foreign terrorist organization. Amends the crime of receiving military-type training from a foreign terrorist organization to include attempts or conspiracies to receive such training. Denies certain federal benefits to individuals convicted of a federal crime of terrorism. Expands the authorization for interception of communications (wiretapping) to include all federal crimes of terrorism.

Requires the Committee to advise the Secretary and the Assistant Secretary for Health regarding how officials can: (1) ensure interagency coordination and communication and minimize overlap regarding efforts to address tick-borne diseases; (2) identify opportunities to coordinate efforts with other federal agencies and private organizations addressing such diseases; (3) ensure interagency coordination and communication with constituency groups; (4) ensure that a broad spectrum of scientific viewpoints is represented in public heath policy decisions and that information disseminated to the public and physicians is balanced; and (5) advise relevant federal agencies on priorities related to Lyme and tick-borne diseases. Requires the Secretary, acting through the appropriate federal officials, to provide for the coordination of all federal programs and activities related to Lyme and other tick-borne diseases, including: (1) developing sensitive and accurate diagnostic tools and tests, (2) improving the efficient utilization of diagnostic testing currently available; (3) accurately determining the prevalence of such diseases; (4) evaluating the feasibility of creating a national uniform reporting system; (5) providing and promoting access to a clearinghouse of information on such diseases; (6) increasing public education related to such diseases; (7) creating a physician education program; (8) establishing epidemiological research objectives to determine the long term course of illness for Lyme disease; and (9) determining the effectiveness of different treatment modalities by establishing treatment outcome objectives

Minority Serving Institution Digital and Wireless Technology Opportunity Act of 2007 - Amends the Stevenson-Wydler Technology Innovation Act of 1980 to direct the Secretary of Commerce to establish a Minority Serving Institution Digital and Wireless Technology Opportunity Program to assist eligible educational institutions in acquiring, and augmenting use of, digital and wireless networking technologies to improve the quality and delivery of educational services at such institutions. Defines as eligible institutions: (1) historically Black colleges or universities, (2) a Hispanic-, Alaskan Native-, or Native Hawaiian-serving institution; (3) a tribally controlled college or university; or (4) an institution with a sufficient enrollment of needy students as defined under the Higher Education Act of 1965. Outlines authorized assistance activities. Directs the Under Secretary of Commerce for Technology to: (1) establish an advisory council to advise on the best approaches toward maximum Program participation by eligible institutions; and (2) ensure that grant awards are made to all types of eligible institutions. Requires Program assessment every three years by the National Academy of Public Administration.

Sets forth requirements for the President's transmittal to Congress of a special message regarding a proposed cancellation. Dedicates any cancellation only to deficit reduction or increase of a surplus. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Sets forth procedures for expedited congressional consideration of a proposed rescission. Expresses the sense of Congress that no President or any executive branch official should condition the inclusion or exclusion, or threaten to condition the inclusion or exclusion, of any proposed cancellation in any special message under this Act upon any vote cast or to be cast by any Member of either chamber.

Prohibits the Secretary from requiring: (1) a covered individual who files a timely petition to pay any fees or complete any requirements already paid or completed in conjunction with the application or contingent on the amount of time that elapses between the application's approval and the petition's filing; and (2) any person who was a covered individual on this Act's enactment date from paying any fee for the timely filing of a petition unless that fee was required at the time the application was approved.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish standards to ensure the safety and accuracy of medical imaging studies and radiation therapy treatments. Imposes such standards on personnel who perform, plan, or evaluate, or verify patient doses for, medical imaging studies and radiation therapy procedures and not on the equipment used. Exempts physicians, nurse practitioners, and physician assistants. Directs the Secretary to ensure that individuals demonstrate compliance with such standards. Requires the Secretary to provide a method for the recognition of individuals whose training and experience are determined to equal or exceed that of: (1) a graduate of an accredited educational program in that specialty; or (2) an individual who is regularly eligible to take the licensure or certification examination for that discipline. Directs the Secretary to certify qualified nonprofit organizations as approved bodies to provide accreditation to individuals that demonstrate compliance with such standards. Requires individuals who provide medical imaging services relating to mammograms to continue to meet standards under the Mammography Quality Standards Act of 1992. Deems state standards for licensure or certification of personnel, accreditation of educational programs, or administration of examinations to be in compliance with the standards under this Act unless the Secretary determines otherwise. Requires the Secretary to establish a process by which a state may appeal such a determination. Requires the Secretary to ensure that all programs under the authority of the Secretary meet such standards. Authorizes the Secretary to develop alternative standards for rural areas or health professional shortage areas as appropriate to assure access to quality medical imaging.

Health Partnership Through Creative Federalism Act - Requires the Secretary of Health and Human Services to establish a State Health Coverage Innovation Commission to: (1) request states to submit proposals for state health care expansion and improvement programs, which may include reform options such as tax credit approaches, expansions of public programs, or other appropriate alternatives; (2) review state applications and submit to Congress a list of state applications that the Commission recommends for approval; (3) report to the public concerning progress made by states; and (4) make recommendations to the Secretary and Congress for minimizing the negative effect of state programs on national employer groups, provider organizations, and insurers because of differing state requirements under the programs. Requires states to prepare and submit to the Commission a healthcare plan that has as its goal increased coverage and such additional goals as improvements in quality, efficiency, cost-effectiveness, and the appropriate use of information technology. Sets forth rules for congressional consideration of state proposals. Requires the Secretary to provide a grant to a state that has an application approved to enable such state to carry out an innovative state health program. Requires the Commission to direct the Secretary to: (1) fund a balanced diversity of approaches; and (2) link allocations to the state to the meeting of goals and performance measures related to health care coverage and health care costs. Prohibits states from: (1) changing eligibility criteria for state medical assistance programs; or (2) permitting the imposition of any preexisting condition exclusion for covered benefits, with exceptions.

Genetic Information Nondiscrimination Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to expand the prohibition against discrimination by group health plans and health insurance issuers in the group and individual markets on the basis of genetic information or services to prohibit: (1) enrollment and premium discrimination based on information about a request for or receipt of genetic services; and (2) requiring genetic testing. Sets forth penalties for violations. Amends title XVIII (Medicare) of the Social Security Act to prohibit issuers of Medicare supplemental policies from discriminating on the basis of genetic information. Extends medical privacy and confidentiality rules to the disclosure of genetic information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate against an individual or deprive such individual of employment opportunities because of genetic information. Prohibits the collection and disclosure of genetic information, with certain exceptions. Establishes a Genetic Nondiscrimination Study Commission to review the developing science of genetics and advise Congress on the advisability of providing for a disparate impact cause of action under this Act.

Coal-to-Liquid Fuel Promotion Act of 2007 - Amends the Energy Policy Act of 2005 to instruct the Secretary of Energy to: (1) make loan guarantees to certain large-scale coal-to-liquid facilities to produce liquid transportation fuel; (2) establish a loan program to pay the federal share of the cost of obtaining services necessary for the planning, permitting, and construction of a coal-to-liquid facility; and (3) promulgate regulations for development of coal-to-liquid manufacturing facilities on federal land. Amends the Energy Policy and Conservation Act to instruct the Secretaries of Energy and of Defense to study and report to Congress on the feasibility and suitability of maintaining coal-to-liquid products in the Strategic Petroleum Reserve (Reserve). Authorizes the Secretary to: (1) construct storage facilities in the vicinity of pipeline infrastructure and at least one military base; and (2) place coal-to-liquid products in storage in the Reserve. Authorizes the use of certain funds by the Air Force Research Laboratory to continue support efforts to test, qualify, and procure synthetic fuels developed from coal for aviation jet use. Amends Armed Forces law to authorize the Secretary of Defense to enter into agreements to develop and operate coal-to-liquid facilities on or near military installations. Instructs the Secretary of Energy to implement a research and demonstration program to evaluate the emissions of the use of Fischer-Tropsch transportation fuel, including diesel and jet fuel. Establishes the Association Health Plan Fund to be used by the Secretary of Labor to make payments to an insurer to maintain coverage for a plan, if there is a reasonable expectation that, without such payments, claims would not be satisfied by reason of termination of coverage. Requires the Secretary to establish a Solvency Standards Working Group. Allows a state to impose a contribution tax on an association health plan, if the plan commenced operations in such state after the date of enactment of this Act. Preempts any state law that may preclude a health insurance issuer from: (1) offering health insurance coverage in connection with a certified AHP; or (2) offering health insurance coverage of the same policy type to other employers operating in the state which are eligible for coverage under such AHPs, whether or not such other employers are participating employers in such plan. Amends the Internal Revenue Code to extend through 2011 the increased expensing allowance for small business assets. Revises the definition of "qualified restaurant property" to eliminate the requirement that improvements to restaurant property must be placed in service more than three years after the original building is placed in service.

Solid Waste Interstate Transportation Act of 2007 - Amends the Solid Waste Disposal Act to prohibit a landfill or incinerator (facility) from receiving out-of-state municipal solid waste (MSW) for disposal or incineration unless the waste is received pursuant to a new or existing host community agreement or an exemption from this prohibition (which may be limited by the state). Establishes conditions for exemptions. Authorizes states to establish limits on the amount of out-of-state MSW received annually for disposal at each facility. Sets the limitation amount for any facility that began receiving documented out-of-state waste before enactment of this Act at the amount received during 1993 (or first subsequent year of documentation). Prohibits state limits from conflicting with permits or host community agreements. Authorizes states to require that a permit for a new or expanded facility include an annual limitation of not less than 20% on the total quantity of out-of-state MSW relative to the total waste received by the facility. Requires percentage limitations to be uniform and not discriminate against out-of-state MSW according to state of origin. Allows states to limit the amount of out-of-state MSW received annually at each facility to the amount received during 1995 if the state has a comprehensive, statewide recycling program. Prohibits discrimination against shipments of such waste on the basis of state of origin. Authorizes states to require inspectors to be onsite during operation of a facility that receives out-of-state MSW.

Chesapeake Bay Restoration Enhancement Act of 2007 - Amends the Federal Water Pollution Control Act to revise requirements for implementation and monitoring grants under the Chesapeake Bay Agreement and for reporting on federally-funded projects under such Agreement. Requires federal agencies that carry out activities within the watershed to: (1) participate in planning and restoration programs; and (2) ensure that such activities comply with the Chesapeake Bay Agreement and the Federal Agencies Chesapeake Ecosystem Unified Plan. Requires the President to submit as part of the annual federal budget information regarding each federal agency involved in Chesapeake Bay restoration. Requires the Administrator of the Environmental Protection Agency (EPA) to report on progress in achieving and maintaining nutrient and sediment reduction goals for each tributary basin. Sets forth the baseline for the report and reporting requirements. Requires the states of Delaware, Maryland, New York, Pennsylvania, Virginia, and West Virginia and the District of Columbia to submit to the Administrator information relating to nutrient and sediment reduction for each Chesapeake Bay tributary basin. Prohibits the Administrator from making a grant to any state which fails to provide required information. Requires the Administrator to request the Local Government Advisory Committee to report to EPA on measurable goals for local governments for nutrient and sediment reduction. Requires the Administrator: (1) to establish an implementation assistance program to support tributary strategies and other projects toward achievement of Chesapeake Bay Agreement goals; (2) to assist local governments and nonprofit organizations to implement tributary strategies and other complementary cooperative, locally based protection and restoration programs or projects under the technical assistance and assistance grants program; (3) in cooperation with the Administrator of the National Oceanic and Atmospheric Administration, to provide capacity building assistance to enhance local governments' capabilities to carry out protection and restoration programs or projects within a tributary basin; and (4) to provide grants to implement tributary strategies that accelerate the reduction of nonpoint source nutrient and sediment pollution. Requires specified load allocations to be incorporated into discharge permits until applicable total maximum daily loads are established. Updates reporting deadlines for the study of the Chesapeake Bay Program. Authorizes appropriations through FY2012.
