Increases the value of exemptions for taxable estates under the Internal Revenue Code from $60,000 to $200,000 of the value of the gross estate. Increases the limitation on the aggregate marital deduction to 50 percent of the adjusted gross value of the estate, plus $100,000. Allows an executor to value farmland, woodland, and scenic open land at its current use value rather than at its fair market value.

Directs the Administrator of Veterans' Affairs to establish a national cemetery near Dover, Delaware. Authorizes the Administrator to provide for the care and maintenance of the cemetery. Authorizes the appropriation of such sums as necessary to carry out this Act.

Emergency Housing and Mortgage Assistance Act - Title I: Stimulation of Housing Construction - Emergency Home Purchase Assistance Amendments - States that mortgages purchased by the Governmental National Mortgage Association under the Emergency Home Purchase Assistance Act may not have an interest rate in excess of seven and one-half percent. Increases the total amount of mortgage purchases and commitments which may be made by the Secretary of Housing and Urban Development under such Act to $10,000,000,000. Requires that at least 80 percent of such funds be used to purchase mortgages having original principal obligations not exceeding $36,000. Authorizes the Secretary to purchase mortgages of multifamily residence not purchased under present laws. Title II: Emergency Mortgage Relief - Emergency Homeowner's Relief Act - States it to be the purpose of this Act to prevent widespread mortgage foreclosure and distress sale of homes, resulting from temporary loss of employment and income through a program of emergency loans and advances and mortgage relief payments to homeowners. Sets forth as conditions for the extension of assistance under this Act: (1) that the holder of the mortgage has indicated his intention to foreclose to the mortgagor; (2) that mortgage payments have been delinquent for at least three months; (3) that adverse economic conditions have caused the mortgagor to become involuntarily unemployed or underemployed and to have incurred a substantial reduction in income as a result; (4) that there is a reasonable prospect that the mortgagor will be able to make the adjustments necessary for a full resumption of mortgage payments; and (5) that the mortgaged property is the principal residence of the mortgagor. States that assistance provided under this Act will be in the form of either: (1) emergency mortgage relief loans or advances of credit; or (2) emergency mortgage relief payments. Sets the limits of such payments at $250 per month for up to 12 months with one 12-month extension available. Provides that payments be repaid on such terms as the Secretary prescribes. Authorizes the Secretary to insure financial institutions against losses which they might sustain as a result of emergency loans or advances of credit made pursuant to this Act. States that the aggregate amount of loans and advances insured shall not exceed $1,500,000 at any one time. Authorizes the Secretary to make emergency mortgage relief payments to certain mortgagees on behalf of distressed homeowners. Establishes the Emergency Homeowners' Relief Fund in the United States Treasury for making mortgage relief loans and payments pursuant to this Act. Authorizes to be appropriated such sums as may be necessary for the purposes of this Act. Directs the Secretary and the Federal supervisory agencies with respect to financial institutions to take steps to encourage forebearance in residential mortgage loan foreclosures, and to request all mortgages to give such agencies at least 30 days notice prior to instituting foreclosure proceedings. Directs the Secretary to report to Congress within sixty days of the enactment and at sixty-day intervals thereafter on the actions taken under this Act. Authorizes the Federal Deposit Insurance Corporation to make such advances to any insured bank as the Corporation determines to be necessary to facilitate participation in the program authorized by this title.

Directs the Secretary of Agriculture to prescribe, by regulation, certification procedures designed to insure participation of eligible households in the Food Stamp program. Requires that such procedures provide for 30-day certification, 30-day verification after certification, and minimum subsequent continuous certification and recertification periods of four months.

Provides that appointments, promotions, assignments, and transfers within the Federal civil service shall be made without regard to political recommendations. Prohibits Members of Congress, State and local elected officials, officials of political parties, and any other individual or organization from making recommendations with respect to any person being considered for appointment, transfer, promotion, or assignment. Prohibits officers or employees of the United States from soliciting, considering, or accepting such recommendations. Authorizes any officer or employee of the United States to solicit or furnish a statement with respect to a person if: (1) it is furnished pursuant to a request or requirement of the executive agency concerned and consists solely of an evaluation of the work performance, ability, aptitude, and general qualifications of such person; (2) it relates solely to the character and residence of such person; (3) it is furnished pursuant to a request made by an authorized representative of the United States solely in order to determine whether such person meets the loyalty, suitability, and character requirements for employment with the United States; or (4) it is furnished by a former employer of such person pursuant to a request of the executive agency concerned, and consists solely of an evaluation of the work performance, ability, aptitude, and general qualifications of such person during his employment with such former employer. Provides, under the Internal Revenue Code, that real property which is farmland, woodland, or open land and forms part of an estate may be valued, for estate tax purposes, at its value as farmland, woodland, or open land (rather than at its fair market value). Provides that real property which is listed on the National Register of Historic Places may be valued, for estate tax purposes, at its value for its existing use. Provides for the revocation of such lower evaluation and recapture of unpaid taxes with interest upon the conversion, rezoning, or removal of such land from the National Register of Historic Places.

Revises clause 6 of rule XXVIII of the Rules of the House of Representatives to provide that managers appointed by the House to each conference committee shall transact all business in meetings open to the public except where the House, by majority vote and in open session, shall vote to close such meeting or meetings. Directs that it shall be in order to debate such motion to close for ten minutes before the vote is taken on that motion, one-half of such time to be given to debate by the mover of the motion and one-half to debate in opposition to the motion.

Expresses the sense of Congress that the United States delegation to the European Security Conference should not agree to the recognition by the European Security Conference of the Soviet Union's annexation of Estonia, Latvia, and Lithuania and it should remain the policy of the United States not to recognize in any way the annexation of the Baltic nations by the Soviet Union.

Directs the House Committee on Education and Labor to initiate an investigation designed to evaluate the impact of motor vehicles imported into the United States on unemployment in the motor vehicle manufacturing industry in the United States, and in the United States generally. Directs the Secretary of the Treasury to initiate an investigation to determine the existence of Antidumping Act violations by foreign automobile producers.

Social Security Recipients Fairness Act - Title I: Replacement of Lost, Stolen, or Delayed Checks - Requires the Secretary of Health, Education and Welfare to establish procedures for expedited payment of monthly benefits. Requires the Secretary, within one day after the date an individual files for late payment of benefits, to cause such monthly insurance benefits to be paid. Title II: Expediting of Hearings and Determination - States that in the administration of the programs established by titles II, XVI, and XVIII of the Social Security Act, the Secretary shall establish procedures designed to assure that: (1) any duly requested hearing to which an individual is entitled thereunder will be held within a reasonable period of time after such hearing is so requested, if such hearing is requested with respect to a determination of entitlement to benefits; and (2) not later than ninety days after such a hearing is requested, the Secretary shall render a final determination on the issues which were the subject of such hearing, or if no final determination of the Secretary has been made at that time, the Secretary shall make payments of benefits to such individual in like manner as if a final determination has been made fully in favor of such individual. Title III: Expedited Payment of Black Lung Benefits; and Expedited Hearings and determinations Respecting Such Benefits - Provides for expedited payments of black lung benefits under the Federal coal Mine Health and Safety Act. Directs the Secretary to establish procedures for expediting hearings and hearings and determinations on claims for such benefits. Title IV: Limitation of Benefit Reduction to Compensate for Benefit Overpayment - Limits to 25 percent the reduction that may be made in an individual's Social Security benefit check for any month because of any previous overpayment of monthly benefits.

Establishes within the Department of Health, Education, and Welfare an Office of Population Affairs to be directed by an Assistant Secretary for Population Affairs. Sets forth the duties of the Assistant Secretary. Establishes within the Department an Administration on Reproductive Research and Family Planning. Creates within the Administration a National Center for Family Planning Services, headed by a Director, which shall establish identifiable units to carry out, at a minimum, the following functions: Public information, program planning and evaluation, manpower development and training, supervision of field services, and grants management. Establishes within the Administration, a National Institute for Research on Human Reproduction and Population Change which shall establish identifiable units to carry out, at a minimum, the following functions: Reproduction physiology research, contraceptive development and evaluation, operational research, social science research, public information, manpower development and training, and grants management. Establishes a National Family Planning Services Advisory Council to advise, consult with, and make recommendations to the Director, at meetings held no less than two times each year, on matters relating to the activities of the National Center for Family Planning Services. Establishes a National Population Sciences Advisory Council to advise, consult with, and make recommendations to the Director, at meetings held no less than two times each year, on matters relating to the activities of the National Institute for Research on Human Reproduction and Population Change. Sets forth the functions of the Administration on Reproductive Research and Family Planning. Authorizes to be appropriated for each fiscal year such amounts as may be necessary to meet the administrative expenses of the Administration. Requires the Secretary of Health, Education, and Welfare to submit a report to Congress on each January 1 for the five years following the enactment of this Act. Authorizes appropriations for fiscal years 1976-1978 for the following: (1) special project grants for family planning services; (2) formula grants for family planning, public health services; (3) manpower development and program planning and evaluation; (4) research grants and contracts; (5) grants for support of population sciences research centers; and (6) planning and population growth information distribution and educational materials development.

Nautical Rules of the Road Act - Directs the Secretary of the department in which the Coast Guard is operating to enforce the terms of the Convention on the International Regulations for Preventing Collisions at Sea, 1972, this Act, and the regulations promulgated hereunder. Authorizes the Secretary to promulgate the regulations authorized by the Convention. Requires the Secretary to make available to the public copies of the convention, this Act, and regulations promulgated hereunder. Provides for civil penalties for violation of such regulations to be enforced by the Secretary.

Expresses the sense of the House that the prevention of widespread famine requires immediate and substantial public investments in agricultural research and technology for the express purpose of increasing food production which would: (1) insure a ready supply of food at reasonable consumer food costs; (2) aid in the maintenance of a favorable United States trade balance; and (3) reduce the risk of food shortages in years of adverse weather.

Directs the House Commission on Information and Facilities to provide for radio and television coverage of the proceedings in the House Chamber. Calls upon the Commission to provide for monitors to receive the television coverage to be located in such offices of the Capitol and the House and Senate office buildings as the Commission, after consultation with the Speaker of the House, considers desirable. States that the Commission shall initially provide for transmission of the audio portion of the coverage to offices of Members and officers of the House and Senate. Directs the Commission to provide a daily written summary of the proceedings of the House and other information pertaining to legislative activity. Requires that the Commission make available to the public and commercial broadcasting stations radio and television coverage of the proceedings in the House Chamber, videotapes of such coverage, and recordings of the audio portion of such coverage subject to requirements specifies under this Act. Specifies that such requirements do not include limitations or restrictions on the selection of materials for broadcast use. Authorizes the Commission to employ such persons and enter into such contracts as shall be necessary to carry out the provisions of this resolution. Provides that expenses of the Commission shall be paid from the contingent fund of the House. Directs the Commission, as soon as possible after the conclusion of the first session of the Ninety-fourth Congress, to report to the House on activities carried out under this resolution.

Authorizes appropriations for fiscal years 1976 and 1977 for the Coast Guard for the procurement of vessels and aircraft and construction of shore and offshore establishments. Authorizes appropriations for bridge alterations. Authorizes for the Coast Guard an end-year strength for active duty personnel, and for average military loads.

Grants, under the Outer Continental Shelf Lands Act, the consent of Congress to any two or more States to negotiate and enter into agreements or compacts establishing one or more Continental Shelf oil and gas leasing advisory boards to study and comment on specified proposed decisions by the Secretary of the Interior concerning such leases on submerged lands. States that specified proposed actions on which the Secretary shall seek the comments and recommendations of such advisory bodies shall include: (1) the issuance of any drilling permit for exploratory purposes with respect to oil and gas wells on specified leased areas; and (2) the granting of any development permit for the production of oil or gas from such well. Provides that any Federal action taken in regard to an oil or gas lease shall be consistent, to the greatest practicable extent, with the comments submitted pursuant to this Act.

Emergency Health Benefits Protection Act - Requires the Secretary of Health, Education, and Welfare, under the Public Health Service Act, to enter into agreements with insurance carriers to provide health insurance benefits to persons unemployed, where such individuals were covered while employed by their previous employer. Requires the Secretary to enter into agreements with appropriate State agencies for purposes of determining the eligibility of individuals in the State for such benefits, and for the purpose of making payments to carriers.

Executive Agreements Review Act - Provides that each executive agreement entered into after the date of enactment of this Act concerning the establishment, renewal, continuance, or revision of a national commitment shall be transmitted by the President to the Congress, or, in cases requiring non-disclosure for the immediate time, to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs under an appropriate written injunction of secrecy. Provides that both Houses of Congress must agree to a concurrent resolution of disapproval of such agreement within 60 calendar days of continuous session (10 days in situations certified to be emergencies by the President) to negate the agreement.

Requires the Secretary of the Interior to insure that offshore drilling sites operating under leases issued under the provisions of the Outer Continental Shelf Lands Act be inspected at least once every sixty days to determine whether such site is being operated according to the rules and regulations issued pursuant to such Act. Establishes the Outer Continental Shelf Liability Fund as a nonprofit corporate entity. States that the fund shall consist of: (1) 20 percent of monies paid as bids on Outer Continental Shelf leases, and (2) 10 cents per barrel of oil produced at any leased site under the Act. States that such collections and contributions to the fund shall cease when amounts in the fund reach and remain above the level of $500,000,000. Provides that each lessee, and the fund, shall be strictly liable without regard to fault for all damages, including clean up costs, sustained by any person or entity (public or private) as a result of operations or activities at, related to, or in the vicinity of any offshore drilling site operated by the lessee. Makes the owner or operator of any vessel, and the fund, strictly liable for damages resulting from any discharge of oil from the operation of any offshore drilling site, including the transportation of oil from the drilling site to an onshore storage site. States that strict liability will not be imposed if the damages result from an act of war, negligence of the United States or other governmental entity, or negligence by the party sustaining the damage. Limits the liability to $500,000,000 for any one incident. Establishes the Outer Continental Shelf Research Fund, to be administered jointly by the Secretaries of Interior, Commerce, and Transportation. States that amounts in the Fund shall be available to: (1) improve the technology related to the exploration and development of the oil and gas resources of the Outer Continental Shelf; (2) develop baseline data relating to the marine environment on the Outer Continental Shelf; and (3) develop data regarding the impact of developing the oil and gas resources of the Outer Continental Shelf on the marine and associated onshore environment.

Prohibits Federal agencies from commencing any preproduction exploration (except geophysical exploration) or production with respect to any offshore energy facility within any area of the Outer Continental Shelf before the affected coastal State: (1) develops, and the Secretary of Commerce approves, the coastal zone management program pursuant to the Coastal Zone Management Act concerning the impact on the coastal zone of such State of activities related to the development and operation of offshore energy facilities in such area; or (2) certifies to the Secretary that the prohibition on such Federal agency action set forth in this Act shall not apply with respect to the area of the Outer Continental Shelf adjacent to such State. Permits other coastal States to petition the Secretary to suspend Federal agency action in non-adjacent Continental Shelf areas if such State considers that such action may have an impact on its own coastal zone. Requires each appropriate Federal agency to inform, on a continuing basis, all affected coastal States of the nature, location, and magnitude of potential resources in or on the Outer Continental Shelf. Requires such agencies to coordinate and consult with affected coastal States likely to be impacted by exploration and development of such resources. Authorizes the Secretary to make grants to coastal States for one or more of the following activities: (1) the collection and assement of the economic, environmental and social data which is necessary to enable such State to identify and designate those sites within or adjacent to its coastal zone which are suitable or unsuitable for the location of related on-shore facilities; (2) the development of a process for the selection and designation of such sites within, or adjacent to, its coastal zone; and (3) the construction of such public facilities and works, and the provision of such public services, as may be necessary and appropriate to provide for the integration of any related on-shore facility into the community where sited. Sets forth criteria to be met by States in order to be eligible for such grants. Establishes the Affected Coastal States Fund for the purposes of making grants under this Act. Authorizes appropriations to the Fund of $100,000,000 for each of fiscal years 1976 and 1977 and such sums as may be necessary for subsequent fiscal years.

Permits any member of a private nonprofit organization to deposit mailable matter relating to the activities or functions of the organization in letterboxes, if such member engages in such actions on a voluntary basis without reimbursement from such organization. Excludes political committees from the provisions of this Act. (Amends 18 U.S.C. 1725; adds 39 U.S.C. 607)

Requires with respect to any Federal action to lease any site on the Outer Continental Shelf for the exploration and production of oil and gas the preparation of a supplemental environmental impact statement. Requires such statement to set forth: (1) the specific environmental hazards associated with such exploration and production; and (2) the specific measures which will be taken by the lesses and the Federal agency concerned to alleviate such hazards, including those performance standards which will be applied with respect to any equipment used.

Extends from 1 year to 2 years the maximum period which may elapse between the sale of a residence and the purchase of another in order that the gain from such sale will not be recognized under the Internal Revenue Code for Federal income tax purposes.

Provides that any individual who is eighteen years of age or older and who is receiving half of his income from any member of another household which, because of its income and other financial resources, is not eligible to receive food stamps shall not be considered as a member of household for purposes of the Food Stamp Act.

Provides that a general increase in social security benefits shall not be taken into account in determining the eligibility of individuals or families to receive benefits under any Federal plan or program or any State plan or program which is funded in whole or in part by Federal funds if the effect of such increase would be to reduce or eliminate the benefits available under such programs.

Expresses the sense of the House of Representatives that the President and the Secretary of the State should take the necessary steps, including the renewal of negotiations between the parties, signatory to the Paris agreement and the agreement with the Lao Patriotic Front, to finally determine the fate of all United States servicemen and civilians missing in Southeast Asia. Directs the Speaker of the House of Representatives to transmit a copy of this resolution to the President who is requested to report to the House in 90 days on steps taken to implement this Act.

Tax and Loan Account Interest Act - Terminates the insurance of any bank under the Federal Deposit Insurance Act, which fails to pay the Federal funds rate of interest on all tax and loan accounts.

Provides, under title XVIII (Medicare) and title II (Old-Age, Survivors' and Disability Insurance) of the Social Security Act, that eligible drugs, requiring a physicians prescription or certification, shall be included among the items and services covered under the hospital insurance program for the aged at a specified amount of payment. States that the reasonable allowance for eligible drugs furnished an individual pursuant to any one prescription and purchased by such individual at any one time shall be reduced by an amount equal to the applicable prescription copayment obligation which shall be $1. Establishes, within the Department of Health, Education, and Welfare, a Medicare Formulary Committee to compile and publish a Formulary listing the drugs deemed qualified for benefits under this Act, together with maximum allowable costs and additional information concerning such drugs. Makes provisions for selecting drugs for the Formulary.

Public Disclosure of Lobbying Act-Defines "lobbying" and other terms used in this Act. Requires each lobbyist, within 15 days of becoming a lobbyist, to file a notice of representation with the Federal Edection Commission. Sets forth minimum elements to be contained in such notice. Enumerates those persons required to maintain records of lobbying activities. Sets forth the required form and content of reports to be made to the commission containing such records. Requires GS-15 and above employees of the executive branch to maintain records of communucations received from outside parties expressing opinions or containing information with respect to the policy making process. Directs each executive agency to make such records available for public inspection. Enumerates the powers of the Commission, including the powers: (1) to require any person to submit in writing such reports and answers to question as the Commission may prescribe: and (2) to initiate, prosecute, defend, or appeal any civil or criminal action in the name of the Commission for the purpose of enforcing the provisions of this Act through its General Counsel. Provides that it shall be the duty of the Commission to perform specified tasks, including; (1) to develop and furnish to lobbyists forms required to be filed under this Act: (2) to develop forms for the filing of records of outside contacts by executive branch employees; and (3) to prepare a manual setting forth recommended uniform methods of bookkeeping and reporting, filing coding, and cross-indexing. Sets forth criminal penalties for violation of this Act.

Automobile Fuel Consumption Tax Act - States that the purpose of this Act is to encourage the development and manufacture of passenger automobiles which are efficient in fuel consumption. Imposes, under the Internal Revenue Code, a tax on all passenger automobiles sold by the manufacturer, producer, or importer, at a graduated rate determined by the fuel consumption rate, in miles per gallon, of each such automobile. States that the taxable fuel consumption rate shall be the rate set forth in the Atuomobile Fuel Consumption Schedule specified in this Act. Imposes a floor stocks tax on new automobiles held by a dealer for sale. Directs the Administrator of the Environmental Protection Agency to periodically study the fuel consumption rates of passenger automobiles and revise the Automobile Fuel Consumption Schedule. Requires that a label describing the fuel consumption rate and the amount of the fuel consumption tax must be affixed to all new cars sold.

Allows a tax credit under the Internal Revenue Code for property taxes or rent constituting property taxes to persons 65 and over. Determines the amount of such credit on the basis of the household's income and of such household's eligible property taxes and rent. Defines "eligible property taxes and rent" as the lesser of (1) the sum of property taxes plus rent constituting property taxes, or (2) $800. Allows an income tax deduction for property taxes for which such a credit is given. Allows appeals to the Tax Court of denials of such credit.

Removes the limitation upon the amount of outside income which an individual may earn while receiving benefits under title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act.

National Commission on Regulatory Reform Act - Establishes the National Commission on Regulatory Reform. Directs the Commission to make a full and complete study of such regulatory activities of the independent regulatory agencies of the Federal Government as the Commission determines to be primarily economic in nature and to have a significant effect on the segments of the economy involving transportation, communication, the development and distribution of energy resources, or financial institutions. States that such study shall be undertaken to determine: (1) whether such regulatory activities have limited competition within such segments of the economy, and if they have, what the economic consequences have been, (2) whether such regulatory activities have, in other way, contributed to current economic difficulties, in particular inflation; and (3) whether changes need to be made with regard to such independent Federal establishments and their regulatory activites. Requires that such study shall include, with regard to each independent Federal establishment whose regulatory activities are included in such study: (1) an analysis of the purposes for which it was created, its structure and jurisdiction, the statutory framework governing its operation and activities, and the procedures and policies it has adopted; (2) an assessment of its effectiveness in carrying out its purposes; (3) an analysis of the costs and benefits of its various programs and policies, with particular reference to any adverse economic impact; and (4) an examination of the relationship between its regulatory activities and those of State and local regulatory agencies. Sets forth the membership, powers, and authority of the Commission. Directs the Commission to submit to the President and Congress within one year a report containing: (1) a statement of the status of the study being conducted pursuant to this Act; (2) a detailed statement of any findings made or conclusions reached by the Commission; and (3) any recommendations for legislation or administrative action, or both, deemed appropriate by the Commission.

Excludes from gross income under the Internal Revenue Code the gain from the sale or exchange of property which, during the 8-year period ending on the date of the sale or exchange, has been owned and used by the taxpayer as his principal residence for periods aggregating 5 years or more (presently limited to individuals age 65 or over). Sets forth special rules governing: (1) property held jointly by husband and wife; (2) property of a deceased spouse; (3) tenant-stockholders in a cooperative housing corporation; and (4) involuntary conversions.
