American Traveller Dignity Act of 2010 - Prohibits any law of the United States from being construed to confer immunity for a federal employee or agency, or any individual or entity that receives federal funds, who subjects an individual to any physical contact, x-rays, or millimeter waves, or aids in the creation of or views a representation of any part of an individual's body covered by clothing, as a condition for such individual to be in an airport or to fly in an aircraft. Makes this provision applicable even if the individual or the individual's parent, guardian, or any other individual gives consent.

Marine Sergeant Michael H. Ferschke, Jr. Memorial Act - Amends the Immigration and Nationality Act to count as a spouse, wife, or husband a party to a marriage ceremony in which the parties were not in each other's physical presence, and the marriage was not consummated, if the failure to consummate was caused by physical separation because of one party's active-duty status abroad in the U.S. Armed Forces. States that the budgetary effects of this Act for purposes of Statutory Pay-As-You-Go Act of 2010 compliance shall be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act, submitted for printing in the Congressional Record by the Chairman of the Committee on the Budget of the House of Representatives, provided that such statement has been submitted prior to the vote on passage.

American Recovery and Reinvestment Rescissions Act - Rescinds all unobligated balances remaining available as of November 15, 2010, of the discretionary appropriations provided by division A of the American Recovery and Reinvestment Act of 2009 (ARRA) (P.L. 111-5). Prohibits federal agencies administering ARRA funds from providing funding or reimbursement to any entity awarded such funds for the cost associated with physical signage or other advertisement indicating that a project is funded by the ARRA.

Recognizes that National POW/MIA Recognition Day is one of the six days specified by law as a day on which the POW/MIA flag is to be flown over specified federal facilities and national cemeteries, military installations, and post offices. Extends the gratitude of the House of Representatives and the nation to those who have served the United States in captivity to hostile forces as prisoners of war. Recognizes and honors the more than 84,000 members of the Armed Forces who remain unaccounted for and their families. Recognizes the untiring efforts of national POW/MIA organizations in ensuring that America never forgets the contribution of the nation's prisoners of war and unaccounted for military personnel. Applauds the personnel of the Defense POW/Missing Personnel Office, the Joint POW/MIA Accounting Command, the Armed Forces Identification Laboratory, the Life Sciences Equipment Laboratory, and the military departments for continuing their mission of achieving the fullest possible accounting of all Americans unaccounted for as a result of the previous conflicts of the United States.

Electricity Reliability Protection Act of 2010 - Prohibits the use of funds made available to the Environmental Protection Agency (EPA), the Corps of Engineers, or the Office of Surface Mining Reclamation and Enforcement (OSMRE) of the Department of the Interior to implement, administer, or enforce any policy or procedure set forth in either the memorandum entitled "Enhanced Surface Coal Mining Pending Permit Coordination Procedures" or the EPA guidance entitled "Improving EPA Review of Appalachian Surface Coal Mining Operations under the Clean Water Act, National Environmental Policy Act, and the Environmental Justice Executive Order," until the EPA, the Corps of Engineers, or OSMRE promulgates regulations to implement it after providing notice and an opportunity for comment in accordance with the Administrative Procedure Act.

Post-9/11 Veterans Educational Assistance Improvements Act of 2010 - Revises provisions concerning the post-9/11 veterans' educational assistance program to, among other things: (1) revise definitions concerning eligibility, and include certain National Guard service as service qualifying for such assistance; (2) revise assistance amounts (including monthly stipends), and types of approved programs of education; (3) allow the pursuit of educational programs at institutions other than institutions of higher learning, including on-job training and apprenticeships, flight training, and correspondence courses; (4) provide an assistance amount for programs of education pursued while on active duty; (5) repeal the limit on the use of such assistance for the payment of only one licensing or certification test; (6) allow an individual entitled to supplemental educational assistance to transfer such entitlement to the post-9/11 program; (7) bar the duplication of benefits under other educational assistance programs; (8) increase the amount of the reporting fee paid by the Secretary of Veterans Affairs (VA) to an educational institution for providing information concerning an individual's enrollment in a program of education; (9) extend to certain National Guard and reserve personnel members eligibility to receive public-private contributions for additional educational assistance; (10) reauthorize through 2016 the Veterans' Advisory Committee on Education; and (11) revise cost-of-living adjustments under the Montgomery GI Bill educational assistance program. Provides an alternate subsistence allowance amount for veterans entitled to such allowance due to service-connected disabilities.

Veterans' Disability Claims Efficiency Act of 2010 - Allows the Secretary of Veterans Affairs (VA), in the case of a disability claim with multiple conditions, to assign an interim disability rating for the condition(s) that can be assigned without further development and to continue development of the remaining condition(s). Requires an interim disability rating to remain in effect unless the Secretary later assigns an increased rating for such condition. Prohibits the continuation of such rating if the rating was based on fraud or the condition improves. Directs the Secretary to establish a process for the rapid identification of initial claims for disability compensation that should, in adjudication, receive priority in the order of review. Requires the Secretary to identify whether claims have the potential of being adjudicated quickly, the claims qualify for priority treatment, and a temporary disability rating could be assigned for such claims. Authorizes the Secretary to provide priority based on the effect such priority would have on a claimant.

No Taxpayer Funding for Abortion Act - Prohibits: (1) the expenditure of funds authorized or appropriated by federal law or funds in any trust fund to which funds are authorized or appropriated by federal law for any abortion or for health benefits coverage that includes coverage of abortion; (2) any tax benefits for amounts paid or incurred for an abortion or for a health benefits plan (including premium assistance) that includes coverage of abortion; and (3) the inclusion of abortion in any health care service furnished by a federal health care facility or by any physician or other individual employed by the federal government. Exempts from such prohibitions an abortion if the pregnancy is the result of rape or incest with a minor, or if the woman suffers from a physical disorder, injury, or illness that would, as certified by a physician, place the women in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Makes such prohibitions applicable to federal funding within the budget of the District of Columbia. Prohibits federal agencies or programs and states and local governments that receive federal financial assistance from discriminating against any individual or institutional health care entity on the basis that such entity does not provide, pay for, provide coverage of, or refer for abortions. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive, and coordinate the investigation of, discrimination complaints.

SEC Freedom of Information Restoration Act - Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act (the Act) to repeal the exemption from the disclosure requirements of the Freedom of Information Act granted to materials submitted to the Securities and Exchange Commission (SEC) under the Securities Exchange Act of 1934, the Investment Advisers Act of 1940, and the Investment Company Act of 1940. Restores or revives the provisions of law amended or repealed by the Act as if the Act had not been enacted.

Sanctuary City Prevention Act of 2010 - Prohibits the Attorney General from expending funds in any lawsuit that seeks to invalidate those provisions of the Arizona Revised Statutes that were amended by Arizona Senate Bill 1070, as amended by Arizona House Bill 2162, until the Attorney General reports to Congress with a plan to enforce the immigration laws in any state or subdivision that has in effect any law, policy, or procedure contravening specified provisions of the Illegal Immigrant Reform and Immigrant Responsibility Act of 1996 that prohibit federal, state, or local government entities or officials, or persons or agencies from restricting certain immigration status-related communications with immigration or law enforcement personnel.

Extends through FY2011 the deadline for state expenditure of certain emergency supplemental appropriations to the Department of Health and Human Services (HHS) for the Administration for Children and Families provided for recovery from Hurricanes Ike and Rita and other 2008 natural disasters under the title XX (Block Grants to States for Social Security Services) of the Social Security Act.

United States Marshals Service 225th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 225th anniversary of the establishment of the United States Marshals Service, to mint and issue $5 gold and $1 silver coins emblematic of the 225 years of exemplary and unparalleled achievements of the U.S. Marshals Service. Requires all such coin sales to include a surcharge of: (1) $35 per $5 coin; and (2) $10 per $1 coin. Requires distribution of the first $5 million to the Director of the United States Marshals Service National Museum, for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Federal Lands Counterdrug Strategy and Enforcement Enhancement Act - Requires the Director of National Drug Control Policy to develop and submit to Congress a Federal Lands Counterdrug Strategy. Sets forth specific Strategy requirements. Requires the separate presentation to Congress of any content of the Strategy that involves classified information or whose public disclosure would be detrimental to the law enforcement or national security activities of federal, state, or tribal agencies. Revises penalties for: (1) the cultivation or manufacture of controlled substances on federal property; (2) the use of hazardous substances on federal land; (3) placing a boobytrap on federal property where a controlled substance is being manufactured or distributed; and (4) the use or possession of a firearm in connection with a drug trafficking crime on federal land. Sets forth penalties for an unauthorized diversion of water or an unauthorized removal of vegetation on federal land in order to knowingly manufacture or cultivate a controlled substance.

Good Samaritan Protection for Construction, Architectural, and Engineering Volunteers Act - Grants construction companies and architectural and engineering firms and their employees immunity from liability for negligence, except for gross negligence or willful misconduct, when providing emergency assistance on a voluntary basis in response to a declared emergency or disaster, in good faith, and without expectation of compensation.

Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 - Amends the federal criminal code to revise provisions prohibiting knowingly creating, selling, or possessing a depiction of animal cruelty to prohibit knowingly and for the purpose of commercial advantage or private financial gain selling or distributing an animal crush video in interstate or foreign commerce. States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

Debt Buy-Down Act - Amends the Internal Revenue Code to allow individual taxpayers to designate up to 10% of their adjusted income tax liability for the reduction of the public debt. Establishes in the Treasury the Public Debt Reduction Trust Fund to hold tax revenues generated by this Act for the reduction of the public debt. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to require a sequestration of federal spending equivalent to the estimated aggregate amount designated by taxpayers under this Act to reduce the public debt. Prohibits any reduction in social security retirement benefits, veterans benefits, or interest payments on federal debt as a result of any such sequestration.

Firearms Freedom on Federal Lands Act - Prohibits the Secretaries of Agriculture and the Interior from promulgating or enforcing any regulation or executive order, including presidential declarations authorized by the Antiquities Act of 1906, that prohibit an individual from possessing firearms in any unit administered by the U.S. Forest Service (USFS) or the Bureau of Land Management (BLM), if such individual is not otherwise prohibited by law from possessing firearms and the possession of such firearms complies with the law of the state in which the unit of the USFS or BLM is located. Declares that nothing in this Act shall be construed as affecting the authority, jurisdiction, or responsibility of states to manage, control, or regulate fish and resident wildlife or as limiting access for hunting, fishing, trapping, or recreational shooting.

Gulf Coast Jobs Preservation Act - Terminates the moratorium on deepwater drilling set forth in the Minerals Management Service Notice to Lessees No. 2010-N04, dated May 30, 2010, and declares without force or effect any suspension of deepwater drilling operations issued in connection with such moratorium. Directs the Secretary of the Interior to: (1) act expeditiously to ensure that deepwater drilling operations are conducted in compliance with federal law; and (2) identify additional measures to ensure the safety of deepwater drilling, based on the most accurate information available about the Deepwater Horizon oil spill incident.

Amends the Oil Pollution Act of 1990 to exempt advances to the Coast Guard in connection with the explosion on, and sinking of, the mobile offshore drilling unit Deepwater Horizon from the requirement that amounts in the Oil Spill Liability Trust Fund shall be available only as provided in annual appropriations. Limits such advances to a maximum of $100 million each, with the total amount for all advances not to exceed $1 billion for any single incident and $500 million for natural resource damage assessments and claims for any single incident, provided that, except in the case of payments of removal costs, an advance may be made only if the amount in the Fund after such advance will not be less than $30 million. Requires the Coast Guard to notify Congress of the amount advanced and the facts and circumstances necessitating the advance within seven days of the advance. Requires the budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go-Act of 2010, to be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act submitted by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.

Textile Enforcement and Security Act of 2010 - Requires the seizure and forfeiture of an imported textile or apparel article for which a trade preference has been claimed in cases where the importer: (1) has either misdescribed or not verified the article's country of origin; or (2) provides false information as to his or her address or does not meet certain documentation or informational requirements upon entry of an article. Requires the Secretary of Homeland Security (Secretary) or the Secretary of the Treasury to use amounts from fines, penalties, and forfeitures of articles due to violations of the U.S. customs laws to pay for expenses related to the investigation and enforcement of such violations. Authorizes also the use of such amounts to pay for a reward of the lesser of at least 20% of that amount or $20,000 to any person who furnishes information that leads to an arrest, conviction, civil penalty assessment, or forfeiture of articles due to violations enforced by the Secretary. Directs the Commissioner of the U.S. Customs and Border Protection (CBP) to ensure specified staffing of the Textile Operations Branch of the Textile and Apparel Policy and Programs (TAPP) division of the Office of International Trade within CBP and of the Textile/Apparel Policy Branch of TAPP. Requires the Commissioner to allocate, to the 15 largest U.S. ports of entry for textile or apparel articles, a certain number of Import Specialists trained in preventing textile or apparel importer fraud. Amends the Tariff Act of 1930 to require certain documentation or information from an importer upon the entry of textile or apparel articles to include an affidavit with specified information that may be electronically filed with CBP. Prescribes additional bonding requirements for the importation of textile or apparel articles. Specifies producers, manufacturers, suppliers, sellers, importers, exporters subject to certain prohibitions against fraud, gross negligence, or negligence in the documentation of imported merchandise. Requires the Secretary of the Treasury (who is now merely authorized) to publish in the Federal Register: (1) the names of persons located outside of the U.S. customs territories against whom the CBP has issued a penalty claim for violating U.S. customs laws; and (2) a list of high risk countries involved in the transshipment of textile or apparel products. Requires the President, acting through the CBP Commissioner and in coordination with the head of the Office of Textiles and Apparel of the Department of Commerce, to establish an electronic verification system for tracking textile or apparel articles imported or exported under the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR), the North American Free Trade Agreement (NAFTA), or any other free trade agreement to which the United States is a party to ensure compliance with such agreements. Requires the President to establish a nonresident importer declaration program for the import of textile or apparel articles. Directs the Attorney General to establish within the Department of Justice (DOJ) the Office of Textile and Apparel Trade Enforcement.

Veteran Employment Transition Act of 2010 - Amends the Internal Revenue Code to revise the definition of "qualified veteran" for purposes of the work opportunity tax credit to mean recently discharged veterans and disadvantaged veterans. Defines "recently discharged veteran" to mean: (1) any individual who has served on active duty (other than active duty for training) in the Armed Forces for more than 180 total days (whether consecutive or not); (2) any individual who has been discharged or released from active duty for a service-connected disability; and (3) any member of the National Guard who has served for more than 180 total days (whether consecutive or not) in active duty, full-time National Guard duty, or duty in state status. Defines "disadvantaged veteran" as any veteran who is certified as being a member of a family receiving assistance under a supplemental nutrition assistance program and is entitled to compensation for a service-connected disability. Requires the Department of Defense (DOD) and the National Guard to inform military personnel who are discharged or released from active duty of the work opportunity tax credit and provide them with documentation relating to eligibility for and use of such credit.

Sons and Daughters of America Act - Limits the remedies of an injured party in a civil action for deprivation of rights to injunctive and declaratory relief where the deprivation is a deprivation of the right to freedom of speech secured by the Constitution and is under the authority of a statute, ordinance, regulation, custom, or usage which prohibits or restricts picketing, protesting, or demonstrating at, or in proximity to, a funeral or any other ceremony, procession, or memorial service held in connection with the burial or cremation of the dead. Prohibits the award of attorney's fees to a prevailing party in any action that is brought against the United States or any federal agency or official acting in his or her official capacity and that alleges such an injury.

Local Education Authority Returns Now Act - Requires the Secretary of the Treasury to make an annual determination of states that have chosen to opt-out of K-12 education grant programs. Requires the Secretary of Education to determine credits due to states as opt-out state education amounts. Amends the Internal Revenue Code to allow individual taxpayers in states that opt-out a refundable tax credit for a share of the opt-out amount creditable to such states.

Small Business Investment Penalty Relief Act of 2010 - Amends the Internal Revenue Code to waive the 10% penalty on premature distributions made in 2010 or 2011 from a tax-exempt retirement plan if made for investment in a qualified small business (defined as having gross receipts not exceeding $20 million or not more than 50 full-time employees during the preceding taxable year).

CPI for Seniors Act of 2010 - Directs the Bureau of Labor Statistics (BLS) of the Department of Labor to prepare and publish a monthly index, to be known as the Consumer Price Index for Seniors (CPI-S), that indicates monthly changes in expenditures for consumption that are typical for individuals in the United States who are 62 years of age or older.

Fair Defense Competition Act - Directs the Secretary of Defense (DOD), in awarding a contract for any major defense acquisition program and conducting the cost or price evaluation of any proposal for that contract, to take into account any final panel report that concludes that an illegal subsidy (inconsistent with the Agreement on Subsidies and Countervailing Measures) has been provided with respect to: (1) any merchandise or major component of such program; or (2) the development of any merchandise or major component thereof. Requires the Secretary, if the illegal subsidy has not been withdrawn, to increase the cost or price of the proposal by the amount of the subsidy.
