Agency Conferences and Conventions Operating Under Necessary Transparency Act of 2012 or the ACCOUNT Act - Requires the head of a federal agency to: (1) approve in writing any conference costing more than $25,000, (2) approve such a conference only upon determining that it is necessary to the core mission of the agency, and (3) publish a summary on the agency website of the conference that includes the purpose and total cost of the conference and the cost per employee that attended the conference.

Budget for Disasters Act of 2012 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to eliminate mandatory adjustments to discretionary disaster appropriations for FY2012-FY2021.

Amends the Electronic Fund Transfer Act with respect to mandatory fee disclosures on automated teller machines (ATMs) operated by a person other than a financial institution holding a consumer's account. Repeals the requirement that such a fee disclosure appear in a prominent and conspicuous location on or at the ATM. Limits such requirement to appearance of a fee disclosure on the ATM screen.

Amends the Internal Revenue Code to: (1) require individuals who claim a tax credit for qualified tuition and related expenses under the Hope Scholarship tax credit or the Lifetime Learning tax credit to include their social security numbers on their tax returns, (2) require the educational institutions of such individuals to provide their employer identification numbers, and (3) make permanent the authority of the Secretary of the Treasury to disclose tax return information relating to inmates in federal or state prisons whom the Secretary has determined may have filed or facilitated the filing of a false tax return.

Eliminating Duplicative and Inefficient Taxpayer Spending Act - Requires each applicant for a grant from an executive agency to submit in the grant application: (1) a list of each similar federal grant applied for in the prior year, (2) a list of each similar federal grant received in the previous five years, and (3) a statement of whether the applicant has ever been debarred or suspended from receiving grants. Imposes penalties on grant applicants who fail to provide such information. Requires the Director of the Office of Management and Budget (OMB) to: (1) issue guidance to agencies for implementing this Act, and (2) establish uniform policies and procedures to ensure that agencies share information about grants within such agencies and with other agencies.

Consolidate Heavy-handed and Outdated Programs Act of 2012 - Consolidates the Department of Energy (DOE) and the Environmental Protection Agency (EPA) to establish the Department of Energy and the Environment (DEE), with the primary mission of ensuring U.S. security and prosperity by: (1) protecting human health; (2) safeguarding the natural environment; and (3) addressing U.S. energy, environmental, and nuclear challenges through transformative science and technology solutions. Transfers to the DEE Secretary all of the functions of the EPA Administrator and the Secretary of Energy. Establishes within the Department: (1) an Energy and Environmental Information Administration, (2) an Office of Science, (3) an Office of Intelligence and Counterintelligence, (4) an Office of Indian Energy Policy and Programs, and (5) the Federal Energy Regulatory Commission as an independent regulatory commission. Transfers to the Commission specified functions of the Federal Power Commission (FPC). Preserves the Southeastern Power Administration, the Southwestern Power Administration, and the Bonneville Power Administration as distinct organizational entities within DEE, each headed by an Administrator. Requires the Secretary to: (1) establish policy for the National Nuclear Security Administration, (2) assess annually the vulnerability of Department's facilities to terrorist attack, and (3) establish an enterprise-wide strategic sourcing program to improve efficiencies and economies in EPA's acquisition programs. Requires the President to: (1) submit a proposed National Energy Policy Plan to Congress by April 1, 2013, and biennially thereafter; and (2) issue an executive order that provides for administrative cost savings across the federal government. Repeals provisions providing for the weatherization assistance program, the Energy Efficiency and Conservation Block Grant Program, sustainable energy resources for consumers grants, the low income community energy efficiency pilot program, the Ultra-Deepwater and Unconventional Natural Gas and Other Petroleum Resources Research and Development Program, the fossil energy research and development program, state energy conservation plans, diesel emissions reduction grants, and grants to states for radon programs. Rescinds specified unobligated balances of the amounts made available for energy efficiency and renewable energy. Terminates the state water pollution control revolving funds program, grants for water pollution control programs, nonpoint source management programs, the state drinking water revolving loan funds program, public water system supervision programs, the state underground injection control program, and the diesel emissions reduction grant program. Terminates EPA's grant program for coastal recreation water quality monitoring and notification, Clean Automotive Technology program, targeted watershed grants program, performance partnership grants program, U.S. Mexico border water infrastructure program, tribal assistance grants programs, Chemical Risk Management Fibers program, Environmental Education program, and program to automatically transfer funds from its Hazardous Substance Superfund account to other federal agencies. Limits appropriations available: (1) for activities within DOE's fossil energy research and development account for FY2013, (2) to carry out the Second Line of Defense radiation detection equipment installation activities, and (3) to carry out EPA's Superfund remedial program. Prohibits funds from being made available for the construction of the Chemistry and Metallurgy Research Replacement facility in FY2013-FY2017. Prohibits the Secretary from providing in FY2013-FY2017: (1) grants to communities to develop plans and implement projects that reduce greenhouse gas emissions; (2) targeted airshed grants to California; and (3) grants for the construction of drinking water, wastewater, or storm water infrastructure or for water quality protection. Limits the amount that the Secretary may transfer to the Great Lakes Initiative.

Recognizes Israel's independence as a significant event in providing refuge and a national homeland for the Jewish people and congratulates Israel's people as they celebrate the 64th anniversary of Israel's independence. Commends the bipartisan commitment of all U.S. administrations and congresses since 1948 to stand by Israel and work for its security and well-being. Supports Israel's right to confront and eliminate nuclear threats posed by Iran, including the use of military force if no other peaceful solution can be found within a reasonable time. Congratulates the United States and Israel for the strengthening of bilateral relations in the fields of defense, diplomacy, and homeland security.

Amends provisions of the federal criminal code governing interstate transportation of firearms or ammunition to require that whenever transported by any means other than a motor vehicle: (1) a firearm shall be in a locked container or secured by a secure gun storage or safety device, and (2) ammunition shall be in a locked container. Excludes from permitted transport of a firearm or ammunition any transportation: (1) with the intent to commit a crime punishable by imprisonment for more than one year that involves the use or threatened use of force against another; or (2) with knowledge or reasonable cause to believe that such a crime is to be committed in the course of, or arising from, the transportation. Prohibits the arrest or detention of a person for a violation of any state or local law or regulation related to the possession, transportation, or carrying of firearms unless there is probable cause to believe that the person is doing so in a manner not provided for under federal law. Provides that when a person asserts this as a defense in a criminal proceeding: (1) the prosecution shall bear the burden of proving, beyond a reasonable doubt, that the person's conduct did not satisfy federal conditions; and (2) the court shall award the prevailing defendant a reasonable attorney's fee. Authorizes a private right of action (and attorney fees) for deprivation of any right, privilege or immunity secured by federal firearms provisions under color of any state or local law or regulation.

Pool Safety and Accessibility for Everyone (Pool SAFE) Act - Prohibits any suit brought for violations of the revised regulations of the Americans with Disabilities Act of 1990 concerning the requirements to provide an accessible means of entry to pools for places of public accommodation and commercial facilities that occurred on or after March 15, 2012, and before the date that is one year after enactment of this Act. Bars the Attorney General (AG) from investigating or initiating a compliance review of an alleged violation occurring during such period. Requires dismissal of any suit brought against a place of public accommodation or commercial facility for such a violation brought on or after March 15, 2012, and before the date of enactment of this Act. Directs the AG to revise accessibility regulations to provide that a place of public accommodation or a commercial facility is in compliance with the requirement to have an accessible means of entry to a pool when such a place or facility uses a portable pool lift on request, even if: (1) installation of a permanent lift is readily achievable, and (2) a single portable pool lift is used for multiple pools.

Expresses the sense of Congress that the President should not interpret or construe the Defense Production Act of 1950 to authorize the President or any federal department or agency to confiscate personal or private property, to force conscription into the Armed Forces on the American people, to force civilians to engage in labor against their will or without compensation, or to force private businesses to relinquish goods or services without compensation.

Amends the Commodity Exchange Act, with respect to derivatives clearing organizations and swap data repositories, to repeal the prerequisite that, before the Commodity Futures Trading Commission (CFTC) may share information with specified regulatory agencies, such agencies must agree to indemnify the CFTC for expenses arising from litigation relating to information so provided. Amends the Securities Exchange Act of 1934 to repeal similarly the prerequisite that, before a security-based swap data repository may share information with specified regulatory entities, such entities must agree to indemnify both such repository and the Securities and Exchange Commission (SEC) for expenses arising from litigation relating to information so provided.

Women's Procurement Program Improvement Act of 2012 - Amends the Small Business Act with respect to the procurement program for women-owned small businesses (providing a federal procurement contracting preference to such businesses) to remove current contract award price limits. Allows a contracting officer to award a sole source contract to any economically disadvantaged women-owned small business if: (1) the small business is determined to be responsible and the contracting officer does not expect two or more of such businesses to submit offers; (2) the anticipated contract price will not exceed $6.5 million in the case of a manufacturing contract, or $4 million in the case of all other contracts; and (3) the contract can be made at a fair and reasonable price. Provides identical contracting authority for women-owned small businesses in substantially underrepresented industries.

Contracting Oversight for Small Business Jobs Act of 2012 - Amends the federal criminal code to include under penalties for misrepresentation the willful misrepresentation of status as a small business for the purpose of obtaining, retaining, or completing a federal contract. Amends the Small Business Act to provide that, in cases of small business fraud, including misrepresentation of status, the penalties provided shall not apply if the defendant acted in reliance on a written advisory opinion from a licensed attorney who is not an employee of the defendant. Requires the Administrator of the Small Business Administration (SBA) to: (1) issue rules defining an advisory opinion for such purposes, and (2) issue a compliance guide to assist businesses in accurately determining their small business status. Establishes in the SBA an Office of Hearings and Appeals, headed by a Chief Hearing Officer, which shall: (1) impartially decide matters where Congress designates that a hearing on the record is required or which the Administrator designates by regulation or otherwise, and (2) contain the SBA's Freedom of Information/Privacy Acts Office. Includes as a misrepresentation, for SBA purposes, any misrepresentation established by a preponderance of the evidence (in the case of debarment) or adequate evidence (in the case of suspension). Directs the Administrator to publish on the SBA website the standard operating procedures for such debarments and suspensions. Directs the Administrator to report annually to the congressional small business committees on debarment and suspension actions. Expresses the sense of Congress that the Administrator should present to the SBA Inspector General or the Attorney General any evidence of a violation of misrepresentation of small business status presented in a proceeding conducted by the Office of Hearings and Appeals.

No Tolls in North Carolina Act of 2012 - Amends the Transportation Equity Act for the 21st Century (TEA-21) to prohibit the establishment in North Carolina of any of the three toll collection facilities the Secretary of Transportation (DOT) is authorized to place on an Interstate System highway, bridge, or tunnel under the Interstate System reconstruction and rehabilitation pilot program.

Preserving America's Family Farms Act - Prohibits the Secretary of Labor from finalizing or enforcing proposed rule "Child Labor Regulations, Orders and Statements of Interpretation; Child Labor Violations-Civil Money Penalties" (relating to child labor in agricultural and nonagricultural occupations) issued pursuant to the Fair Labor Standards Act and published on September 2, 2011.

United States-Israel Enhanced Security Cooperation Act of 2012 - States that it is U.S. policy to: (1) reaffirm the commitment to Israel's security as a Jewish state, (2) provide Israel with the military capabilities to defend itself and help preserve its qualitative military edge, (3) expand military and civilian cooperation, (4) assist in a negotiated settlement of the Israeli-Palestinian conflict that results in two states living side by side in peace and security, and (5) encourage Israel's neighbors to recognize Israel's right to exist as a Jewish state. Expresses the sense of Congress that the United States should take specified actions to assist in Israel's defense.

Affirms that it is a vital national interest of the United States to prevent Iran from acquiring a nuclear weapons capability and warns that time is limited to prevent that from happening. Urges increasing economic and diplomatic pressure on Iran to secure an agreement that includes: (1) suspension of all uranium enrichment-related and reprocessing activities, (2) complete cooperation with the International Atomic Energy Agency (IAEA) regarding Iran's nuclear activities, and (3) a permanent agreement that verifiably assures that Iran's nuclear program is entirely peaceful. Supports: (1) the universal rights and democratic aspirations of the Iranian people, and (2) U.S. policy to prevent Iran from acquiring nuclear weapons capability. Rejects any U.S. policy that would rely on efforts to contain a nuclear weapons-capable Iran. Urges the President to reaffirm the unacceptability of an Iran with nuclear-weapons capability and oppose any policy that would rely on containment as an option in response to the Iranian nuclear threat.

Amends the Tariff Act of 1930 regarding the imposition of countervailing duties on imports into the United States from a country subsidizing, directly or indirectly, the manufacture, production, or export of merchandise which materially injures a U.S. industry or threatens to. Declares that merchandise on which countervailing duties must be imposed includes merchandise from a nonmarket country, unless the administering authority cannot identify and measure subsidies provided by the government of the nonmarket economy country (or a public entity within its territory) because the economy of that country is essentially composed of a single entity. Requires the administering authority to reduce the antidumping duty on a class or kind of merchandise from a nonmarket economy country in cases where: (1) such country (or a public entity within its territory) has provided the merchandise with a countervailable subsidy (other than an export subsidy); (2) the subsidy has reduced the average price of imports of that class or kind of merchandise during the relevant period; and (3) the extent to which the subsidy, in combination with the use of normal value, has increased the weighted average dumping margin for such merchandise can be reasonably estimated. Requires the administering authority, in such cases, to reduce the antidumping duty by the amount of the increase in the weighted average dumping margin estimated (but not by more than the portion of the countervailing duty rate attributable to the countervailable subsidy).

Pro Football Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5-gold coins, 400,000 $1-silver coins, and 750,000 half-dollar coins emblematic of the game of professional football. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the Pro Football Hall of Fame to help finance the construction of a new building and the renovation of existing Pro Football Hall of Fame facilities.

Preserving Access to Cape Hatteras National Seashore Recreational Area Act - Requires the Cape Hatteras National Seashore Recreational Area in North Carolina to be managed in accordance with the Interim Protected Species Management Strategy/Environmental Assessment issued by the National Park Service (NPS) on June 13, 2007, for the Recreational Area until the Secretary of the Interior issues a new final rule that meets the additional restrictions specified below. Bars the imposition of any additional restrictions on pedestrian or motorized vehicular access to any part of the Recreation Area for species protection beyond those in the Interim Management Strategy, other than as specifically authorized pursuant to this Act. Allows the Secretary if, based on peer-reviewed science and after public comment, it is determined that additional restrictions on access to a part of the Recreation Area are necessary to protect endangered species, to only restrict pedestrian and vehicular access for recreational activities for the shortest possible time and on the smallest possible portions of such area. Prohibits the final rule titled "Special Regulations, Areas of the National Park System, Cape Hatteras National Seashore--Off-Road Vehicle Management" from having any force or effect. Invalidates the April 30, 2008, consent decree filed in the United States District Court for the Eastern District of North Carolina regarding off-road vehicle use at the Seashore.

Contractor Opportunity Protection Act of 2012 - Amends the Small Business Act to consolidate Small Business Administration (SBA) provisions relating to contract bundling (the consolidation of two or more procurement requirements into a solicitation for a single prime contract that is unlikely, because of its size or complexity, to be suitable for award to a small business). Requires the Procurement Activity (Activity) of a federal department or agency (agency), at least 45 days prior to the issuance of a solicitation, to provide to that Activity's procurement center representative a copy of the proposed procurement together with, among other things, the number of small businesses that could be excluded from bidding if the contract is a bundled contract. Requires the SBA Administrator, in the case of a previously bundled contract that is to be recompeted as a bundled contract, to determine, among other things, the amount of savings and benefits achieved under the bundling. Requires a procurement center representative who believes that a procurement as proposed will render small business prime contract participation unlikely to recommend to the Activity alternative procurement methods to increase small business contracting opportunities. Requires the head of an agency, before proceeding with an acquisition strategy that could lead to a bundling of contract requirements, to conduct market research to determine whether bundling is necessary and justified. Allows a small business, in the case of a bundled contract, to submit an offer that provides for the use of a team of subcontractors for contract performance. Directs the Administrator to develop and maintain a database of information on each bundled contract awarded by an agency and each small business displaced as a prime contractor as a result of such award. Requires annual reports from the Administrator to the congressional small business committees on federal contract bundling, including cost savings and impact on small businesses. Requires: (1) each federal agency to include in each solicitation for any multiple award contract above certain thresholds a provision soliciting bids from any responsible source, including small businesses and teams or joint ventures of small businesses; and (2) the Federal Acquisition Regulatory Council to establish and publish a government-wide policy regarding contract bundling.

Condemns Iran for its state-sponsored persecution of religious minorities and its continued violation of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights. Calls for Iran to release Youcef Nadarkhani and all other individuals held or charged on account of their religion. Recognizes that religious freedom is a universal human right and a fundamental individual freedom.

Calls on Egypt to: (1) without delay, release the U.S. citizens who are nongovernmental organization employees facing politically motivated charges; (2) return all assets and funds that have been seized from the nongovernmental organizations and U.S. citizens; and (3) allow the nongovernmental organizations to continue working to promote a free and democratic Egypt. Calls on the Secretary of State to withhold assistance to Egypt if the U.S. citizens are not released. Calls on Egypt to comply with international human rights standards. Expresses the sense of the House of Representatives that U.S. assistance for Egypt should not be allocated if the government of Egypt continues to retain U.S. and other foreign citizens and work against the pursuit of democracy.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal to Jack Nicklaus in recognition of his service to the nation in promoting excellence and good sportsmanship. Directs the Secretary of the Treasury to strike such gold medal and to strike and sell duplicate bronze medals at a price sufficient to cover the costs of the gold and bronze medals.

Energizing America through Employment Act - Authorizes TransCanada Keystone Pipeline, L.P. to construct, connect, operate, and maintain pipeline facilities for the import of crude oil and other hydrocarbons at the United States-Canada Border at Phillips County, Montana, in accordance with a certain application filed with the Department of State on September 19, 2008. Declares that no permit pursuant to Executive Order 13337 or any other similar Executive Order regulating such activities at the U.S. border, and no additional environmental impact statement (EIS), shall be required for such Pipeline. Deems a certain EIS issued by the Department of State to satisfy all requirements of the National Environmental Policy Act of 1969 (NEPA) as well as any other law requiring federal agency consultation or review regarding such cross-border facilities. Sets forth conditions governing construction, connection, operation, and maintenance of the cross-border facilities in connection with the Pipeline. Deems sufficient for the purposes of this Act any route and construction, mitigation, and reclamation measures for the Pipeline in the state of Nebraska that is identified by Nebraska and submitted to the Secretary of State. States that any action taken to implement this Act does not constitute a major federal action requiring an EIS under NEPA. Restricts to the U.S. Court of Appeals for the District of Columbia Circuit any federal judicial review over actions and facilities implemented under this Act. Instructs the Secretary of State, for purposes of making a national interest determination under Executive Order 13337 (or any successor Executive Order) regarding a pipeline application, to solicit the views of specified congressional committees regarding such application and pertinent information.

Small Business Protection Act of 2012 - Amends the Small Business Act to authorize the Administrator of the Small Business Administration (SBA), when establishing small business size standards, to establish or approve a single standard for a grouping of four-digit North American Industrial Classification codes only if the Administrator makes publicly available, no later than the date on which it is established or approved, a justification that such standard is appropriate for each individual industry classification in the grouping. Requires the Administrator, in conducting rulemaking to revise, modify, or establish size standards, to consider and address: (1) the industry for which the new standard is proposed, (2) the competitive environment for that industry, (3) the approach used to develop the proposed standard, and (4) the anticipated effect of the proposed rulemaking on the industry.

Building Better Business Partnerships Act of 2012 - Amends the Small Business Act to authorize the Administrator of the Small Business Administration (SBA) to establish a mentor-protege program for all small businesses. (Under current law, the SBA mentor-protege program is limited to small businesses participating in the section 8(a) guaranteed loan program.) Prohibits a federal department or agency from carrying out a mentor-protege program for small businesses unless the head of such department or agency submits a program plan to the Administrator and the Administrator approves it. Requires the Administrator to approve or disapprove a plan based on whether the proposed program: (1) will assist proteges to compete for federal prime contracts and subcontracts, and (2) complies with program regulations as issued by the Administrator under this Act.

Small Business Opportunity Act of 2012 - Amends the Small Business Act to replace the position of breakout procurement representative within the Small Business Administration (SBA) with the position of procurement center representative. Requires such representatives to, among other things, review any acquisition plan with respect to a procurement requirement, and make recommendations regarding procurement method determinations and acquisition plans. Removes the requirement that such representatives review restrictions on competition, instead requiring them to review barriers to small business participation in federal contracting, as well as any bundled or consolidated solicitation or contract. Requires such representatives to: (1) have electronic access to any acquisition plan developed or in development with respect to a procurement activity, (2) be an advocate for the maximum practicable utilization of small businesses in federal contracting, and (3) be notified of and included in all applicable acquisition planning processes. Directs the Defense Acquisition University and the Federal Acquisition Institute to each provide a course on contracting requirements under the Small Business Act. Requires each federal department or agency having contracting authority to: (1) enumerate opportunities for participation by small businesses during all acquisition planning processes and in all acquisition plans, and (2) invite the participation of the appropriate Director of Small and Disadvantaged Business Utilization and procurement representative in such planning processes and provide Director and representative access to all acquisition plans in development.

Subcontracting Transparency and Reliability Act of 2012 - Amends the Small Business Act to prohibit a small business receiving a guaranteed loan through the Small Business Administration (SBA) from expending more on subcontractors than: (1) 50% of the loan amount received, in case of a contract for services other than construction; (2) 85%, in the case of a contract for general construction; (3) 75%, in case of a contract for construction by a special trade contractor; and (4) 50%, in the case of a contract for supplies (other than from a regular dealer in such supplies). Requires the small business, in case of a contract for supplies from a regular dealer, to supply the product of a domestic small business manufacturer or processor, unless the SBA grants a waiver. Authorizes the SBA Administrator to: (1) modify the above percentage limits when necessary to reflect conventional industry practices; and (2) establish a subcontractor percentage limit for contracts not covered by (1) through (4), above. Provides penalties for violations of such limits. Requires each subcontracting plan submitted to federal agencies to contain assurances that the offeror or bidder will: (1) report on subcontracting activities throughout the life of the contract, and (2) cooperate with any study or survey required by the federal agency or SBA to determine the extent of compliance with the subcontracting plan. Directs the Administrator to ensure that the federal subcontracting reporting system to which such reports are submitted is modified to notify the Administrator, the appropriate contracting officer, and the appropriate Director of Small and Disadvantaged Business Utilization if an entity fails to submit a required report. Makes such failure a breach of contract for which appropriate action may be taken. Provides that if an agency procurement center or commercial market representative determines that a subcontracting plan fails to provide the maximum practicable opportunity for small businesses to participate, such representative may delay acceptance of the plan for a 30-day period for plan alteration. Allows a federal agency to convert a function from performance by a small business to performance by a federal employee only if: (1) the agency has made publicly available the procedures for such a decision, and (2) the procedures require such decisions to be reviewed by the appropriate Office of Small and Disadvantaged Business Utilization and procurement representative.

Small Business Advocate Act of 2012 - Amends the Small Business Act (the Act) to require the Director of the Small and Disadvantaged Business Utilization (established in each federal agency having procurement powers) to be compensated at least at the GS-15 rate and allows such position to be compensated at up to a Senior Executive Service level. Includes as additional duties of each Director: (1) reviewing and advising on decisions to convert an activity performed by a small business to an activity performed by a federal employee; (2) providing advice and comments on acquisition strategies, market research, and justifications related to small business; (3) providing training to small businesses and contract specialists; (4) carrying out exclusively the duties enumerated under the Act and, while Director, not holding any other title, position, or responsibility, except as necessary to carry out such duties; and (5) reporting annually to the congressional small business committees on the provision of small business and contract specialist training. Amends the Federal Acquisition Streamlining Act of 1994 to require the Small Business Procurement Advisory Council to: (1) conduct reviews of each Office of Small and Disadvantaged Business Utilization to determine compliance with Small Business Administration (SBA) requirements, (2) identify best practices for maximizing small business utilization in federal contracting, and (3) report annually to the small business committees on such reviews and best practices.

Government Efficiency through Small Business Contracting Act of 2012 - Amends the Small Business Act to raise from 23% to 25% the governmentwide prime contract award goal for participation by small business concerns and to make the governmentwide subcontract participation award goal 40% for such businesses. Revises percentage goals for awards to small businesses owned and controlled by service-disabled veterans, qualified HUBZone (historically underutilized business zone) small businesses, small businesses owned by socially and economically disadvantaged individuals, and small businesses owned by women (small business categories). Requires the small business procurement goals established by the head of each federal agency participating in federal procurement contracts to: (1) be in the same format as the goals established by the President; (2) address both prime contract and subcontract awards; and (3) meet or exceed the government-wide goals for each small business category. Requires each agency head to: (1) consult with the Administrator of the Small Business Administration (SBA) in establishing agency goals, and (2) develop a plan for achieving agency goals. Revises requirements concerning information required to be included in annual reports from: (1) agency heads to the Administrator concerning the extent of small business participation in that agency's procurement contracts; and (2) the Administrator to the President and Congress on whether individual agency goals were achieved, as well as reasons for any failure to achieve such goals. Requires, in the latter reports, information concerning the number and dollar amounts of prime contracts awarded to small businesses owned by an Alaska Native Corporation. Requires training programs established for the development of federal senior executives to include training with respect to federal procurement requirements, including those under the Small Business Act. Prohibits the granting of sabbaticals or incentive awards to a senior executive whose agency did not achieve its small business procurement contracting and subcontracting goals in the preceding fiscal year.

Honest Budget Act of 2012 - Amends procedures in the Congressional Budget Act of 1974 that make it out of order in the Senate to consider appropriations legislation until the Senate agrees to a concurrent resolution on the budget. Permits waivers or suspension of such requirements, or successful appeals from a ruling of the Chair, by an affirmative vote of three-fifths (60) of the Senate. Makes it out of order in either chamber to consider certain bills, joint resolutions, or conference reports that designate as: (1) an emergency requirement any provision that creates discretionary or direct spending or decreases revenues, or (2) being for disaster relief. Requires an affirmative vote of three-fifths of the Members to successfully appeal a ruling of the Chair on a point of order against such a measure. Establishes a procedure for emergency designations by amendment. Makes it out of order in the House of Representatives to consider a rule or order that waives the application of such prohibitions against consideration of such measures or amendments. Amends the Federal Credit Reform Act of 1990 (FCRA) to revise the budgetary treatment of federal direct loans and loan guarantees to account for them on a fair value basis (currently, a FCRA accrual basis). Expands such new budgetary treatment to financial investments beginning in FY2015. Defines "financial investment" as a federal government investment in any securities (debt or equity) or futures, swaps, or other derivatives, issued by a non-federal entity, regardless of whether the issuances are federally guaranteed, or issued by a federal entity if the issuance consists of marketable securities. Requires the President's budget: (1) from FY1992 on to reflect the Treasury discounting component of direct loan and loan guarantee programs; and (2) from FY2015 on to reflect the costs of direct loan, loan guarantee, and financial investment programs. Defines "Treasury discounting component" as the estimated long-term cost to the federal government of a direct loan, loan guarantee, or financial investment calculated on a net present value basis, excluding administrative costs and any incidental effects on governmental receipts or outlays. Revises other requirements for the President's budget including conditions for new direct loan obligations incurred and loan guarantee commitments made for FY1992 and thereafter, and new financial investment commitments for FY2015 and thereafter. Requires new budget authority for such loans or loan guarantee or financial investment commitments to be provided in advance in an appropriations Act. Exempts a direct loan or loan guarantee program that constitutes an entitlement (such as the guaranteed student loan program or the veteran's home loan guaranty program) as well as all existing credit programs of the Commodity Credit Corporation (CCC) from: (1) the above requirement; and (2) the prohibition against modification of an outstanding direct loan, loan guarantee, or financial investment in a manner that increases its costs unless budget authority for the additional cost has been provided in advance in an appropriations Act. Revises requirements for Treasury transactions with financing accounts (nonbudget accounts associated with each program account which holds balances, receives the cost payment from the program account, and also includes all other cash flows to and from the federal government resulting from such obligations or commitments made on or after October 1, 1991). Limits the availability of amounts in liquidating accounts to specified payments resulting from direct loan obligations or loan guarantee commitments made before October 1, 1991. Prescribes requirements for consideration of legislation in both chambers after agreement on a budget resolution (in effect, extending a point of order against certain changes in mandatory programs to all such programs in appropriations bills). Prohibits the congressional budget committees from counting rescissions of budget authority that do not result in outlay savings over the period covered by a budget resolution when determining the levels of new budget authority, outlays, direct spending, new entitlement authority, and revenues for a fiscal year. Suspends within-grade step increases in the compensation of certain federal employees from the date of enactment of this Act until December 31, 2012. Makes it out of order in both chambers to consider any legislation that would provide an advance appropriation, except for specified programs or activities, including the Employment and Training Administration, education for the disadvantaged, Head Start, rental assistance, the Corporation for Public Broadcasting, and veterans' medical services. Allows: (1) waiver of this rule in either chamber by an affirmative vote of three-fifths of the Members; and (2) successful appeals in the Senate from the ruling of the Chair, only by an affirmative vote of three-fifths (60). Makes it out of order in the House, notwithstanding the allowance of such a waiver by the vote of a super-majority, to consider a rule or order that waives the application of such prohibition. Prohibits shifts in outlays or revenues from one year to another by a date change to act as an offset for other provisions that increase the deficit for a time period. Makes it out of order in the House to consider a rule or order that waives the application of such prohibition. Prescribes a budget scoring rule for transfers from the Treasury General Fund to the Highway Trust Fund that increase the level of indebtedness subject to the current applicable statutory public debt limit. Makes it out of order in the House to consider a rule or order that waives the application of such requirement.

Protecting Foods and Beverages from Government Attack Act of 2012 - Prohibits the use of any appropriation for print, radio, television or any other media advertisement, campaign, or form of publicity against the use of a food or beverage that is lawfully marketed under the Federal Food, Drug, and Cosmetic Act.

Military Religious Freedom Protection Act - Requires the sincerely held religious or moral beliefs of a member of the Armed Forces concerning the appropriate and inappropriate expression of human sexuality to be accommodated and not the basis of any adverse personnel action, discrimination, or denial of promotion, schooling, training, or assignment (adverse actions). Prohibits a military chaplain from being directed, ordered, or required to perform any duty, rite, ritual, ceremony, service, or function (ceremony) that is contrary to the conscience, moral principles, or religious beliefs (beliefs) of the chaplain or the chaplain's faith group. Prohibits the refusal of a chaplain to perform a ceremony that is contrary to such beliefs from being the basis of any adverse actions. Requires the Secretary of Defense to issue regulations setting forth guidance to implement such requirements and prohibitions. Prohibits a military installation or other property owned, rented, or otherwise under the jurisdiction or control of the Department of Defense (DOD) from being used to officiate, solemnize, or perform a marriage or marriage-like ceremony involving anything other than the union of one man with one woman.

Keystone For a Secure Tomorrow Act - Approves a specified permit regarding certain energy-related facilities and land transportation crossings on the international boundaries of the United States for the Keystone XL pipeline project. Prescribes permit requirements, including: (1) reconsideration of routing of the Keystone XL pipeline within Nebraska; (2) a review period during which routing within Nebraska may be reconsidered and the route of the Keystone XL pipeline through the state altered with any accompanying modification to a specified Plan; and (3) the obligation of the President to coordinate review with the state of Nebraska, provide necessary data and reasonable technical assistance material to the review process, and approve the route within Nebraska submitted by its governor to the Secretary of State. Deems approved, within 10 days after its date of submission, the route submitted by the governor of Nebraska pursuant to the permit approved under this Act if the President does not approve that route.

District of Columbia Pain-Capable Unborn Child Protection Act - Amends the federal criminal code to prohibit any person from performing or attempting to perform an abortion within the District of Columbia except in conformity with this Act's requirements. Requires the physician to first make a determination of the probable post-fertilization age of the unborn child, or reasonably rely upon such a determination made by another physician, by making inquiries of the pregnant woman and performing such medical examinations and tests as a reasonably prudent physician would consider necessary. Prohibits the abortion from being performed if the probable post-fertilization age of the unborn child is 20 weeks or greater. Makes an exception where necessary to save the life of a pregnant woman whose life is endangered by a physical disorder, illness, or injury, excluding psychological or emotional conditions or any claim or diagnosis that the woman will engage in conduct intended to result in her death. Permits a physician to terminate a pregnancy under such exception only in the manner which provides the best opportunity for the unborn child to survive, unless termination of the pregnancy in that manner would pose a greater risk of the death or substantial and irreversible physical impairment of a major bodily function, not including psychological or emotional conditions, of the pregnant woman than would other available methods. Prescribes penalties for violations. Bars prosecution of a woman upon whom an abortion is performed in violation of this Act, but authorizes such a woman or the father or maternal grandparent of the unborn child to obtain appropriate relief through a civil action. Provides for injunctive relief to prevent violations. Sets forth specified privacy protections in court proceedings for the woman upon whom an abortion has been performed. Requires any physician who performs an abortion within the District to report it to the Department of Health of the District of Columbia, which shall issue annual public reports.

Ultrasound Informed Consent Act - Amends the Public Health Service Act to require abortion providers, before a woman gives informed consent to any part of an abortion, to perform an obstetric ultrasound on the pregnant woman, provide a simultaneous explanation of what the ultrasound is depicting, display the ultrasound images so the woman may view them, and provide a complete medical description of the images, including the dimensions of the embryo or fetus, cardiac activity if present and visible, and the presence of external members and internal organs if present and viewable. Prohibits construing this Act to require a woman to view the images or penalizing the provider or the woman if she declines to look at the images. Exempts an abortion provider if the abortion is necessary to save the life of a mother whose life is endangered by a physical disorder, physical illness, or physical injury, including a life-endangering physical condition caused by or arising from the pregnancy itself. Requires the provider to include in the woman's medical file a truthful and accurate certification of the specific medical circumstances that support such determination. Authorizes the Attorney General to commence a civil action in federal court against any abortion provider who knowingly violates this Act. Prescribes penalties. Directs the Attorney General to notify the appropriate state medical licensing authority of penalties assessed. Authorizes a woman upon whom an abortion has been performed in violation of this Act to commence a civil action against the provider for actual and punitive damages.

Countering Iran in the Western Hemisphere Act of 2012 - States that it shall be U.S. policy to use all elements of national power to counter Iran's growing presence and hostile activity in the Western Hemisphere. Directs the Secretary of State to submit to Congress a strategy to address Iran's growing presence and activity in the Western Hemisphere.

Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the award, on behalf of Congress, of two gold medals to the First Special Service Force (a joint American-Canadian unit), collectively, in recognition of their World War II service. Directs one such gold medal to be given to the Smithsonian Institution and the other to the First Special Service Force Association in Helena, Montana. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates with proceeds deposited in the U.S. Mint Public Enterprise Fund. Declares that medals struck under this Act are national medals for purposes of specified coins and currency provisions.
