PROTECT Act of 2025

Protection for Reservation Occupants against Trafficking and Evasive Communications Today Act of 2025 or the PROTECT Act of 2025 This bill expands special tribal criminal jurisdiction (STCJ) to include certain controlled substance-related offenses and firearms offenses. It also allows tribal courts to execute warrants for electronic material. STCJ allows participating tribes to investigate, prosecute, convict, and sentence both Indian and non-Indian offenders who commit covered crimes in Indian country against Indian victims. Covered crimes currently include assault of tribal justice personnel, child violence, dating violence, domestic violence, obstruction of justice, sexual violence, sex trafficking, stalking, and a violation of a protection order. The bill expands STCJ to allow participating tribes to prosecute individuals for controlled substance-related offenses (i.e., drug trafficking, unlawful drug possession, or unlawful possession of drug paraphernalia) and firearms offenses (i.e., use or possession of a firearm in furtherance of a covered crime or by a person who has been convicted of domestic violence). Additionally, the bill allows participating tribes to exercise STCJ over a controlled substance-related offense or a firearms offense if neither the defendant nor the alleged victim is an Indian. (Currently, this exception only applies in cases of obstruction of justice or assault of tribal justice personnel.) The bill allows offenders convicted pursuant to STCJ to be incarcerated through the Bureau of Prisons Tribal Prisoner Program. The bill gives tribal courts the same authority as state courts to compel service providers to disclose stored electronic communication information through court-issued warrants, court orders, or administrative subpoenas.

Tribal Gaming Regulatory Compliance Act This bill allows the Ysleta del Sur Pueblo and Alabama-Coushatta tribes to conduct gaming activities on their land in Texas if certain conditions are met. Currently, the Ysleta del Sur Pueblo and Alabama-Coushatta Indian Tribes of Texas Restoration Act prohibits the tribes from conducting gaming activities on their land if those activities are prohibited by Texas law. The bill repeals those provisions and instead applies the Indian Gaming Regulatory Act (IGRA) to gaming activities on Indian lands of the tribes.

Improving Seniors' Timely Access to Care Act of 2025 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards; (2) annually submit to the CMS for publication specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services (CMS), relating to the quality and timeliness of prior authorization determinations. The CMS and the Office of the National Coordinator for Health Information Technology must publish on the CMS' website a report that analyzes the information received from MA plans, the feasibility of implementing real-time decision making with respect to prior authorization requests, and the impact of decisions that are made using artificial intelligence on patient access.

Made in America Manufacturing Finance Act This bill increases the maximum loan amounts available to small manufacturers under the Small Business Administration's 7(a) and 504 loan programs. In particular, the bill generally doubles the maximum loan amount for small manufacturers under the 7(a) program and the bill increases the maximum loan amount for small manufacturers under the 504 program from $5.5 million to $10 million. Generally, 7(a) loans provide short- and long-term working capital which can be used for expenses such as operational needs. 504 loans provide financing for major fixed assets such as new facilities.

Combating Organized Retail Crime Act of 2025 This bill expands federal enforcement of criminal offenses related to organized retail and supply chain crime. The term organized retail and supply chain crime includes criminal offenses involving the interstate transportation of stolen property, the sale or receipt of stolen goods, or theft from an interstate or foreign shipment that is committed by, in coordination with, or at the instruction of an organization. First, with respect to criminal offenses involving the interstate transportation of stolen property or the sale or receipt of stolen goods, the bill broadens the scope of conduct that qualifies as offenses by allowing prosecutions to be based on the aggregate value of stolen items over a 12-month period. Additionally, the bill makes the offenses predicate offenses (i.e., underlying offenses) for prosecutions under the federal money laundering statute and authorizes the criminal forfeiture of any property obtained from the proceeds of an offense. Second, with respect to criminal offenses involving theft from an interstate or foreign shipment, the bill also makes an offense an underlying offense for prosecution under the federal money laundering statute and authorizes the criminal forfeiture of any associated property. Third, the bill expands the federal money laundering statute to include offenses involving general-use prepaid cards, gift certificates, or store gift cards. Finally, the bill temporarily establishes a center within the Department of Homeland Security to coordinate federal law enforcement activities related to organized retail and supply chain crime.

Safer Skies Act of 2025 This bill directs the Transportation Security Administration (TSA) to require that certain small public charter air carrier operations comply with the Aircraft Operator Standard Security Program (AOSSP). As background, the TSA has different types of security programs based on the nature of the air carrier’s operations. Currently, the AOSSP requirements apply to all scheduled passenger service with a seating capacity of 61 or more seats that operate into or out of a TSA-controlled sterile area. The TSA also has other security programs that have less stringent security requirements than the AOSSP. These programs are designed for different types of aircraft operators, including operations under Part 135 (e.g., scheduled commuter flights in smaller aircraft) and Part 380 (e.g., public charter flights) of the Department of Transportation’s regulations. This bill applies the AOSSP requirements to air carriers operating under Part 135 and Part 380 that (1) operate scheduled public charter service, (2) operate airplanes configured with 10 or more passenger seats, and (3) do not enplane or deplane in a TSA-managed checkpoint.

Reimbursing Border Communities Act of 2025 This bill requires the Department of Homeland Security to make grants to certain border communities for expenses related to security measures along the southern border. Specifically, the local government of a community is eligible for a grant if it is located within 200 miles of the border and is not a sanctuary jurisdiction as defined by the bill. Additionally, no grant may be used to reimburse nonprofit organizations, fund legal representation, or provide educational, housing, food, or health care resources to a non-U.S. national ( alien under federal law).

ROCR Value Based Program Act

Radiation Oncology Case Rate Value Based Program Act of 2025 or the ROCR Value Based Program Act This bill establishes a specialized payment program under Medicare for providers and suppliers of radiation oncology services.  Specifically, the Centers for Medicare & Medicaid Services (CMS) must establish a program under which radiation therapy providers (i.e., hospital outpatient departments) and suppliers (i.e., physician group practices and freestanding radiation therapy centers) receive payments for each episode of care provided to individuals with specified types of cancer. An episode of care  means the period beginning on the day radiation therapy planning is furnished to the individual and ending (1) for individuals with bone or brain metastases, 30 days later; and (2) for individuals with other cancer types, 90 days later. Participation in the program is mandatory for providers and suppliers that participate in Medicare, unless the provider or supplier is part of a state-based Center for Medicare & Medicaid Innovation model or qualifies for a significant hardship exemption. The CMS must set payment rates for the program based on national payment rates with specified adjustments (e.g., geographic adjustments). Providers and suppliers who provide certain transportation services for individuals under their care may receive an additional payment. Providers and suppliers must be accredited in accordance with certain standards, subject to payment reductions. The Government Accountability Office must report on (1) implementation of the program, and (2) underserved areas that are in need of more or newer radiation therapy resources.

Specifically, these individuals may be eligible for a first-time mortgage on a primary family residence with no down payment. Instead, the mortgage is subject to a one-time, up-front mortgage insurance premium.

Unlocking our Domestic LNG Potential Act of 2025 This bill repeals certain restrictions on the import and export of natural gas under the Natural Gas Act, including requirements for Department of Energy (DOE) approval and related provisions that address free trade agreements. In addition, the bill grants the Federal Energy Regulatory Commission (FERC) the exclusive authority to approve or deny applications to authorize the siting, construction, expansion, or operation of facilities (e.g., liquefied natural gas terminals) to export natural gas to foreign countries or import natural gas from foreign countries. (Currently, DOE authorizes the export or import of natural gas, and FERC authorizes related facilities.) In determining whether to approve or deny an application, FERC must deem the exportation or importation of natural gas to be consistent with the public interest.

This bill authorizes the U.S. Section of the International Boundary and Water Commission, United States and Mexico (USIBWC) to accept funds to study, design, construct, operate, or maintain wastewater treatment works, water conservation projects, or flood control works, and related structures. The USIBWC is a federal government agency and the U.S. component of the International Boundary and Water Commission, which applies the boundary and water treaties of the United States and Mexico and settles differences that may arise in their application. The USIBWC may not provide credit towards the nonfederal share of project costs, or reimbursement, to nonfederal entities in an amount that exceeds $5 million in any fiscal year. Further, the USIBWC may not accept funds from any nonfederal entity that (1) is domiciled in, headquartered in, or organized under the laws of a foreign country of concern (e.g., China, North Korea, Russia, or Iran); or (2) has in place any agreement with a foreign country of concern. Any funds accepted by the USIBWC must be deposited into the account titled International Boundary and Water Commission, United States and Mexico .
