Amends the Internal Revenue Code to increase the allowable amount of the income tax deduction for eliminating architectural and transportation barriers for the handicapped and aged from $25,000 to $100,000. Makes such tax deduction permanent.

Dairy Stabilization Act of 1982 - Amends the Agriculture Act of 1949 to revise the method of determining milk price support levels for FY 1983 through 1985. Sets the price of milk for domestic needs: (1) at $13.10 per hundredweight for FY 1983; and (2) at the percentage of parity for FY 1984 and 1985 which $13.10 represented as of October 1, 1982. Declares that price support for milk shall be provided through the purchase of milk and milk products by the Commodity Credit Corporation (CCC) under borrowing authority approved by Congress and repayments from the National Dairy Board established by this Act. Authorizes the Board to make payments to milk marketers whose levels of marketing have been reduced from the levels of the prior fiscal year. Sets forth the method of determining such payments. Authorizes the CCC to increase its milk purchases in the event of an increase in dairy product imports. Establishes a National Dairy Board to: (1) determine the relative proportions of milk to which the price support levels will apply and the producer responsibility for dairy product purchases; (2) establish a uniform rate by which the price paid farmers for milk in excess of domestic commercial market needs shall be reduced to achieve the price support provided by this Act and announce such rate before October 1 of each year; (3) dispose of dairy products acquired by the CCC through authorized price support operations; and (4) remit proceeds from price support operations to the CCC. Authorizes the Board to develop innovative programs for the disposition of dairy products and to make recommendations to the Secretary of Agriculture regarding details of the operation of the price support program. Sets forth methods of deriving funding for producer responsibility of program operations.

Housing and Automobile Industries Recovery Act of 1982 - Title I: Exemption for the Purchase of Certain Bonds by Employee Pension Benefit Plans - Provides a temporary exemption from certain provisions of the Employee Retirement Income Security Act of 1974 and the Internal Revenue Code relating to prohibited transactions for the purchase of certain bonds sold to fund residential mortgages and domestic motor vehicle loans. Title II: Interest Reduction Payments - Provides for interest reduction payments by the Secretary of Housing and Urban Development to assist with the financing of the purchase of certain residences and domestic motor vehicles. Sets forth: (1) requirements and restrictions for eligible loans and mortgages; and (2) guidelines for the allocation of such payments. Authorizes appropriations for FY 1982 through 1988 to carry out this title. Prohibits the Secretary from making any commitments to make interest reduction payments under this title after August 31, 1983.

Amends the Housing Act of 1959 to direct the Secretary of Housing and Urban Development to give preference in making loans for housing for the handicapped to nonprofit sponsors who contract with qualified handicapped developers who design innovative projects that comply with local housing codes.

Farm Storage Facility Loan Program Amendments Act of 1982 - Amends the Commodity Credit Corporation Charter Act to direct the Commodity Credit Corporation to make or guarantee grain storage facility loans to certain growers. Limits: (1) aggregate annual loans and guarantees to $250,000,000; and (2) loan duration to seven years.

Amends the Internal Revenue Code to grant tax-exempt status to local organizations of police officers and firefighters. Requires such an organization: (1) to be of a purely local character; (2) to have no part of its net earnings inure to the benefit of any private shareholder or individual; and (3) to receive its income solely from local governments, assessments on the salaries of members, and investments.

Provides for the expiration, effective December 15, 1983, of the waiver of laws granted for the Alaska natural gas transportation system unless the Federal Energy Regulatory Commission issues, on or before such date, a final certificate of public convenience and necessity for the approved transportation system. Prohibits any Federal financial assistance for the transportation system after approval of this resolution.

Directs the Secretary of Transportation to make grants to States which adopt and implement programs to reduce traffic safety problems resulting from persons driving while under the influence of alcohol. Limits the receipt of such grants to three fiscal years and sets forth the Federal share payable for each successive year. Requires the Secretary to establish criteria for the grants based on areas of consideration provided under this Act. Authorizes appropriations from the Highway Trust Fund for fiscal years 1983 through 1985. Directs the Secretary to issue regulations to implement such traffic safety programs after a period for public comment. Sets the effective date of such regulations, unless they are disapproved by either House of Congress.

Surplus Agricultural Commodities Disposal Act of 1982 - Amends the Agricultural Act of 1949 to direct the Commodity Credit Corporation to contract for the processing of surplus commodities into liquid fuels and agricultural commodity byproducts. Requires the Secretary to report to Congress within 120 days and annually thereafter.

Expresses the sense of the House of Representatives that the President should notify the Common Market's Council of Ministers that: (1) renegotiation of the Common Market's tariff on corn gluten feed is not in the best interests of the United States; and (2) the imposition of any trade restriction on corn gluten feed would seriously impede U.S. relations with the Common Market. Urges the President to take all other appropriate steps to protect U.S. exports of corn gluten feed.

Amplitude Modulated Broadcast Station Experiment Act of 1982 - Directs the Federal Communications Commission to: (1) conduct an experiment to test the feasibility of establishing extended broadcasting hours for amplitude modulated broadcast radio stations having only daytime operating licenses; and (2) report the results of the experiment to Congress.

Helen Keller National Center Act - Establishes a Helen Keller National Center for Deaf-Blind Youths and Adults to: (1) provide specialized intensive services for deaf-blind persons; (2) train personnel to provide such services; and (3) conduct applied research, development, and demonstrations relating to communication techniques, teaching methods, aids and devices, and delivery of services. Requires an annual audit of the Center. Directs the Secretary of Education to ensure that: (1) Center service and training programs are monitored regularly; and (2) Center operation is evaluated annually, with written reports to the President and the Congress submitted by specified deadlines. Authorizes appropriations for Center operation and maintenance, for use in accordance with guidelines or regulations prescribed by the Secretary. Defines "Helen Keller National Center for Deaf-Blind Youths and Adults" to mean that facility and its affiliated network established pursuant to an agreement approved in 1969 by the Department of Health, Education, and Welfare, and continued pursuant to specified provisions of the Rehabilitation Act of 1973. Repeals such provisions of such Act. Provides that nothing in this Act shall in any way cause to affect or modify any existing or future agreement between any Federal department, agency, or instrumentality and the Industrial Home for the Blind, Inc., or its successors or assignees, with respect to the Helen Keller National Center for Deaf-Blind Youths and Adults.

Milk Marketing Improvement Act of 1982 - Amends the Agricultural Act of 1949 to reduce milk price supports from 75 to 70 percent of parity. Provides for annual adjustments. Establishes in the Department of Agriculture a National Dairy Board with the authority to institute a program of supply management through support level reductions and assessments for overproduction. Provides penalties for nonpayment of such assessments (with judicial review in U.S. district courts). Sets forth membership and operating provisions of the Board. Provides for individual producer marketing bases based on the previous three years' production. Directs the Secretary of Agriculture to appoint State Dairy Commissions, which shall assign bases to new producers and adjust certain existing ones. Sets forth membership and operating provisions of such Commissions. Establishes in the Treasury a Milk Marketing Stabilization Fund.

Amends the Internal Revenue Code to set forth special temporary rules for the taxation of life insurance companies for 1982 and 1983. Revises provisions relating to policies reinsured under modified coinsurance contracts. Specifies that prescribed policy and other contract liability requirements shall not include interest payable after enactment of this Act by a reinsured to a reinsurer in connection with a coinsurance contract. Revises the method of computing the tax deductions for: (1) dividends to policyholders; (2) certain nonparticipating contracts; and (3) certain accident, health insurance, and group life insurance plans. Revises the method of determining adjusted life insurance reserves. Revises the method of computing the policyholder's share of investment yield, life insurance company taxable income, and net capital gain for companies filing consolidated returns. Specifies that the above method shall not apply to certain contract computations in effect before 1982. States that the determination for taxable years before 1982 as to whether a contract is a coinsurance contract shall be made solely by reference to the terms of the contract.

Amends rule X of the Rules of the House of Representatives to establish the Select Committee on Children, Youth, and Families to conduct a comprehensive study on their problems and to develop policies to coordinate governmental and private programs to address such problems. Provides that the committee shall not have legislative jurisdiction and shall terminate at the close of the Ninety-ninth Congress.

Expresses the sense of the House of Representatives that: (1) graduate and professional students should remain eligible for guaranteed student loans under the Higher Education Act of 1965; (2) Congress should provide Pell grant assistance for academic year 1982 through 1983 that fully funds the need analysis criteria of January 6, 1982, in order to provide assistance to 2,600,000 needy students; and (3) Congress should not further reduce the amount of funds available for campus-based student assistance programs under the Higher Education Act of 1965 below the levels established by the Omnibus Reconciliation Act of 1981.

Declares that the United States should propose to the Soviet Union: (1) a long-term, mutual, and verifiable nuclear forces freeze at equal and sharply reduced levels of forces; and (2) practical measures to reduce the danger of an accidental nuclear war and to prevent the use of nuclear weapons by third parties. States that the United States and the Soviet Union should channel their resources away from nuclear armaments and towards fighting poverty, hunger, and disease. Declares that the United States should continue to work for balanced arms reductions.

Directs the Secretary of Health and Human Services to establish a Health Care Delivery Systems Administration (Administration). Delegates to the Administration functions currently performed by specified units of the Health Services Administration and the Health Resources Administration. Directs the Secretary to establish within the Administration a Bureau for Health Promotion, Disease Prevention, and Health Education. Transfers to such Bureau functions of the Office of Disease Prevention and Health Promotion, the Center for Health Promotion and Education, the Office of Smoking and Health, and the Center for Environmental Health. Directs the Secretary to establish within the National Institutes of Health a National Institute of Health Statistics and Systems Research. Transfers to such Institute functions of the National Center for Health Statistics and the National Center for Health Services Research. Directs the Secretary to transfer the National Institute for Occupational Safety and Health to the National Institutes of Health. Directs the Secretary to establish within the Office of the Assistant Secretary for Health a Center for State Services to be headed by a Deputy Assistant Secretary for State Services. Transfers to such Office functions of specified units of the Center for Disease Control. Directs the Secretary to transfer to the Food and Drug Administration the functions of the Center for Disease Control's laboratory improvement program. Directs the Secretary to delegate specified international health functions to the Assistant Secretary for International Health.

Congressional Salary Act of 1982 - Amends the Federal Salary Act of 1967 to make any recommendations of the President relating to the salaries of Members of Congress, Delegates to the House of Representatives, and the Resident Commissioner from Puerto Rico purely advisory. Amends the Legislative Reorganization Act of 1946 to require that the annual rate of pay for Members of Congress, Delegates to the House of Representatives, the Resident Commissioner from Puerto Rico, and the Senate and House leadership be the rate payable for such positions on the date of enactment of this Act unless otherwise established by law. Prohibits any law increasing such rates of pay from taking effect before the first day of the Congress following the Congress during which such law is enacted. Provides that any legislation increasing such rates of pay may be adopted only by a record vote in each House.

Amends rule VIII of the House of Representatives to require a recorded vote on final passage of legislation that adjusts the pay of Members, affects limitations on outside earned income, or provides tax credits or deductions for Members as a separate or distinct class. Makes it out of order in the House to consider any bill, resolution, or conference report subject to such amended rule unless it takes effect at the beginning of the subsequent Congress.

Synthetic Fuels Corporation Amendments of 1982 - Amends the Energy Security Act to authorize the U.S. Synthetic Fuels Corporation to make loans, loan and price guarantees, and purchase agreements and to enter into joint ventures for district heating or cooling projects. Authorizes the Corporation to make price support loans for municipal waste energy projects which produce and sell biomass energy. Requires the Corporation to solicit proposals and provide financial assistance for district heating or cooling projects and municipal waste energy projects. Requires that the synthetic fuel production strategy established by the Corporation address the types of district heating or cooling projects and municipal waste energy projects the Corporation intends to assist. Makes a minimum of 25 percent of the amount of financial assistance available for obligation during any fiscal year by the Corporation available for such projects. Requires the Corporation's Board of Directors to assure that the Corporation is organized to evaluate, process, and review proposed and funded district heating or cooling projects and municipal waste energy projects.

Amends the Internal Revenue Code to increase the excise tax on small cigarettes from $4 to $14 per thousand. Increases the excise tax on large cigarettes from $8.40 per thousand to $22.40 per thousand. Provides for an annual inflation adjustment for such tax based on the Consumer Price Index.

Trade and Investment Equity Act of 1982- Amends the Trade Act of 1974 to include restrictions on direct investments by U.S. citizens or nationals among the discriminatory foreign trade practices that trigger a U.S. response. Requires U.S. action if the President determines such action is appropriate to respond to a foreign trade practice that denies the United States commercial opportunities substantially equivalent to those offered by the United States. Authorizes the President, upon making such a determination, to: (1) change Government procurement policies to provide for procurement from nations that provide substantially equivalent commercial opportunities to comparable U.S. producers; or (2) propose legislation that would impose equivalent restrictions within the United States on countries that do not provide such opportunities. Authorizes the President to negotiate agreements to eliminate discriminatory barriers on foreign direct investment by U.S. citizens or nationals. Imposes specified conditions and limitations on Presidential action to enforce U.S. rights under trade agreements and to respond to foreign trade practices. Authorizes the President to take action: (1) on a nondiscriminatory basis or solely against the products, services, or investment of the foreign entity involved; and (2) against products, services, or investments other than those involved in the investigation. Directs the President to take into account: (1) U.S. trade agreement obligations; and (2) the impact of the action taken on the U.S. economy. Directs the President to review at least biennially each such trade action. Directs the President to rescind an enforcement action within 30 days after: (1) the offending practice is eliminated; or (2) it is determined that continuing the action is not in the national interest. Authorizes the House Ways and Means Committee or the Senate Finance Committee to file a resolution with the U.S. Trade Representative (USTR) requesting the President to take action to enforce U.S. trade rights or to respond to discriminatory trade practices. Directs the USTR to recommend possible Presidential actions concerning specified trade agreements within one year of the start of the dispute settlement procedure. (Current law requires such recommendations within 30 days of the end of the dispute settlement procedure.) Requires the USTR to consult with the U.S. International Trade Commission on the probable impact on the U.S. economy of taking action with respect to such product, service, or direct investment. Authorizes the President to negotiate international agreements on restrictions on foreign direct investment. Directs the President to take such action as may be necessary to extend the General Agreement on Tariffs and Trade to cover trade in services and direct investment. Directs the USTR to report biennially to the Senate Finance Committee and the House Ways and Means Committee on the principle trade barriers of any major trading country.

Prohibits the production of lethal binary chemical munitions after the enactment of this Act. Defines lethal binary chemical munitions to mean: (1) toxic chemicals intended to injure or kill humans; and (2) devices intended to disseminate such chemicals. Expresses the sense of Congress that the President should begin negotiations with the Soviet Union for a mutual, verifiable limitation on chemical weapons.
