SNAP Healthy Incentives Act of 2016 This bill amends the Food and Nutrition Act of 2008 to provide a financial incentive for Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) participants to purchase fruits and vegetables.

LGBT Data Inclusion Act This bill requires federal agencies that collect information through a survey that includes demographic data (where subjects self-report information or a proxy provides information about the subject or responds for all persons in a household) to establish data standards that require: a determination of which existing data sets exclude information about sexual orientation and gender identity; an identification, and a use, of appropriate methods to include questions on sexual orientation and gender identity in surveys that facilitate categorization and voluntary participation and that preserve privacy and confidentiality; and a routine assessment of needed changes in survey methods related to asking such questions. Agencies that publish reports relying on survey demographic data must include information on sexual orientation and gender identity. Individuals shall not be: (1) required by this bill to disclose their sexual orientation or gender identity to an agency; or (2) subjected to fines or penalties for refusing to answer, or providing a false answer to, any survey question regarding gender identity or sexual orientation. Nothing in this bill shall be construed to permit the use of such collected information in a manner that would adversely affect an individual.

Women, Peace, and Security Act of 2016 This bill expresses the sense of Congress that the United States should be a global leader in promoting the meaningful participation of women in conflict prevention, management, and resolution and post-conflict relief and recovery efforts. The President, not later than October 1 of 2017, 2022, and 2027, shall submit to Congress and make public a Women, Peace, and Security Strategy, which shall: be aligned with other nations' plans to improve the participation of women in peace and security processes, conflict prevention, peace building, and decision-making institutions in conflict-affected environments; and include goals and evaluation plans to ensure strategy effectiveness. The Foreign Service Act of 1980 is amended to direct the Department of State to ensure that personnel responsible for, or deploying to, countries or regions considered to be at risk of undergoing, or emerging from, violent conflict obtain training in the following areas, each of which shall include a focus on ensuring participation by women: conflict prevention, mitigation, and resolution; protecting civilians from violence, exploitation, and trafficking in persons; and international human rights law. The Department of Defense shall ensure that personnel responsible for, or deploying to, countries or regions considered to be at risk of undergoing, or emerging from, violent conflict obtain training in: conflict prevention, peace processes, mitigation, resolution, and security initiatives that addresses the importance of participation by women; and gender considerations and meaningful participation by women, including training regarding international human rights law and protecting civilians from violence, exploitation, and trafficking in persons. The State Department and the U.S. Agency for International Development shall establish guidelines for overseas U.S. personnel to consult with stakeholders regarding U.S. efforts to: prevent, mitigate, or resolve violent conflict; and enhance the success of mediation and negotiation processes by ensuring the meaningful participation of women.

Air Traffic Controller Hiring Improvement Act of 2016 This bill directs the Federal Aviation Administration (FAA), in appointing air traffic controllers, to give preferential consideration to qualified individuals maintaining 52 consecutive weeks of experience involving the active separation of air traffic after receipt of an air traffic certification or facility rating within 5 years of application while serving at an FAA air traffic control facility, a civilian or military air traffic control facility of the Department of Defense, or a tower operating under contract with the FAA. The FAA shall consider additional applicants by referring an approximately equal number of employees for appointment among two applicant pools. The number referred from each group shall not differ by more than 10%. Pool one shall consist of applicants who: have successfully completed air traffic controller training and graduated from an institution participating in the Collegiate Training Initiative program and have received an appropriate recommendation or endorsement from such institution, are eligible for a veterans recruitment appointment and provide a Certificate of Release or Discharge from Active Duty within 120 days of the announcement closing, are veterans eligible for veterans' benefits who maintain aviation experience obtained in the course of the individual's military experience, or are preference eligible veterans. Pool two shall consist of applicants who apply under a vacancy announcement recruiting from all U.S. citizens. The FAA: (1) may not use a biographical assessment when hiring, (2) must provide an individual who applied in response to a specified 2014 vacancy announcement and was disqualified as the result of a biographical assessment an opportunity to reapply under the revised hiring practices, and (3) must waive any maximum age limit for such reapplying applicants who met such requirement when they applied under such announcement. Otherwise, the maximum age limit for an original appointment as an air traffic controller under this bill shall be 35 years of age. The FAA shall consider directly notifying secondary schools and institutes of higher learning of a vacancy announcement for pool one applicants.

Do No Harm Act This bill makes the Religious Freedom Restoration Act of 1993 (RFRA) inapplicable to federal laws (or implementations of laws) that: protect against discrimination or the promotion of equal opportunity, including the Civil Rights Act of 1964, the Americans with Disabilities Act, the Family Medical Leave Act, Executive Order 11246 (concerning equal employment opportunity), the Violence Against Women Act, and the Department of Housing and Urban Development's (HUD's) rules entitled "Equal Access to Housing in HUD Programs Regardless of Sexual Orientation or Gender Identity"; require employers to provide wages, other compensation, or benefits, including leave; protect collective activity in the workplace; protect against child labor, abuse, or exploitation; or provide for access to, information about, referrals for, provision of, or coverage for, any health care item or service. Under current law, RFRA prohibits the government from substantially burdening a person's exercise of religion even if the burden results from a rule of general applicability, except in furtherance of a compelling governmental interest when using the least restrictive means. The bill makes RFRA inapplicable to: (1) terms requiring goods, services, functions, or activities to be performed or provided to beneficiaries of government contracts, grants, cooperative agreements, or awards; or (2) denials of a person's full and equal enjoyment of a government-provided good, service, benefit, facility, privilege, advantage, or accommodation. To assert a RFRA claim or defense in a judicial proceeding, the government must be a party to the proceeding.

Senate's Court Obligations Trump Unconstitutional Stalling Resolution or the SCOTUS Resolution Prohibits the House of Representatives or Senate from adjourning, remaining adjourned, or convening solely in a pro forma session for a period of more than two days (excluding Saturdays, Sundays, and legal holidays, except when the House or Senate is in session on such a day) during the remainder of the 114th Congress unless, at the time the period of adjournment begins, the Senate has taken action on the nomination of Judge Merrick Garland for Associate Justice of the Supreme Court by: (1) holding a hearing on the nomination in the Senate Judiciary Committee, or (2) holding a vote on the nomination in the Senate. Requires such prohibition to take effect July 19, 2016.

Healthy Homes Tax Credit Act This bill amends the Internal Revenue Code to allow new tax credits for 50% of: (1) lead hazard reduction activity costs, (2) radon hazard reduction activity costs, and (3) asbestos hazard reduction activity costs. These costs must be incurred with respect to an eligible dwelling and the credit for such costs is generally limited to $5,000 for any eligible dwelling in any taxable year, reduced by costs taken into account in previous taxable years. The bill defines an "eligible dwelling" generally as a dwelling unit that is: (1) placed in service before 1950; (2) located in the United States; and (3) a house, apartment, condominium, mobile home, boat, or similar property, but not a unit used exclusively as a hotel, motel, inn, or similar establishment.

Urges finalization of a new Memorandum of Understanding between the United States and Israel. Supports a long-term Memorandum of Understanding between the United States and Israel that increases the amount of aid from previous agreements and enhances Israel's military capabilities.

Opioid and Heroin Abuse Crisis Investment Act of 2016 This bill appropriates funding for the activities in the bill. This bill amends the Public Health Service Act to require the Department of Health and Human Services to enter into cooperative agreements with states to expand opioid treatment capacity, make services more affordable to those who cannot afford them, and help individuals seek treatment, successfully complete treatment, and sustain recovery. (Opioids are drugs with effects similar to opium, such as heroin and certain pain medications.) Funding must be allocated to states based on the severity of the opioid epidemic in the state and the strength of the state's strategy to respond. The Office of the National Coordinator for Health Information Technology must expand efforts to support prescription drug monitoring programs and health information technology interoperability. The Bureau of Prisons must support drug treatment programs. The bill amends the Second Chance Act to require the Department of Justice (DOJ) to help justice-involved individuals successfully reintegrate into the community. The bill amends the Controlled Substances Act to permit DOJ to support the development of residential and aftercare services for substance-involved inmates. DOJ must establish new heroin enforcement groups within the Drug Enforcement Administration to target, disrupt, and dismantle heroin trafficking organizations.

Technologies for Energy Security Act This bill amends the Internal Revenue Code to extend and modify the tax credits for residential energy efficient property and investments in energy property. The bill modifies the tax credit for residential energy efficient property to extend through 2021 the credits for expenditures for fuel cell property, small wind energy property, and geothermal heat pump property. For each extended credit, the bill phases out the current credit rate of 30% of expenditures by reducing it to 26% or 22%, depending on the date that the property is placed in service. The bill extends the tax credit for investments in energy property for the following property with construction that begins before January 1, 2022: fiber-optic solar energy property, fuel cell property, microturbine property, combined heat and power system property, small wind energy property, and thermal energy property. The bill phases out the current credit rate of 30% for investments in fuel cell property, small wind energy property, and fiber-optic solar energy property by reducing it to 26% or 22%, depending on the date that the property is placed in service.

Technical Education Creates High-Paying Careers Act of 2016 or the TECH Careers Act This bill amends the Carl D. Perkins Career and Technical Education Act of 2006 to direct the Department of Education (ED), in coordination with the Department of Labor, to develop and implement an American Technical Training Grant Program awarding competitive three-year grants of up to $5 million per fiscal year to eligible entities for supporting the establishment, redesign, or expansion of job training programs that enable economically disadvantaged students to enter into and advance along career pathways that lead to jobs in high-skill, high-wage, or high-demand occupations. The entities eligible for such grants must be institutions of higher education offering career and technical education programs that can be completed in two years or less (or a consortium of such institutions), but only if they enter a partnership agreement with: a local workforce development board; an employer with a workforce need in a high-skill, high-wage, or high-demand industry; an industry organization or other intermediary representing the industry sector or occupation for which the job training program provides training; and an institution of higher education that offers a baccalaureate degree and also has an articulation agreement with the eligible entity.

This bill bars the Department of Transportation (DOT) from issuing a foreign air carrier permit, or an exemption from certain economic regulations, to furnish foreign air transportation under the United States-European Union-Norway-Iceland Air Transport Agreement of June 21, 2011, unless DOT: finds that issuing the permit or exemption would be consistent with the intent of the parties, set forth in article 17 bis of the agreement, that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the parties' respective laws; and imposes conditions on the permit or exemption necessary to ensure that the foreign air transportation furnished complies with the intent of article 17 bis .

This bill provides FY2016 emergency supplemental appropriations to the Departments of State and Health and Human Services (HHS) to prevent, prepare for, and respond to the Zika virus and other infectious diseases. The bill specifies permissible uses for the funds and designates the funds as an emergency requirement, which exempts the funds from discretionary spending limits. The bill provides appropriations to HHS for: the Food and Drug Administration, the Centers for Disease Control and Prevention, the National Institutes of Health, and the Public Health and Social Services Emergency Fund. The bill amends the Public Health Service Act to permit Project BioShield to be used to support the advanced development and procurement of medical countermeasures to diagnose, mitigate, prevent, or treat harm from any infectious disease that may pose a threat to the public health. (Under current law, Project BioShield supports only countermeasures against specific chemical, biological, radiological, and nuclear terrorist threats.) The bill temporarily increases from 55% to 65% the Medicaid Federal Medical Assistance Percentage in the territories (Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands). The bill provides appropriations to the Department of State for: the Administration of Foreign Affairs, the U.S. Agency for International Development, Bilateral Economic Assistance, International Security Assistance, and Multilateral Assistance. Unobligated balances of specified funds provided for the Ebola virus may be used to respond to the Zika virus and other infectious diseases.

Clarify Workers Misclassification in the Construction Industry Act This bill requires the Department of the Treasury to initiate an enforcement initiative to increase tax compliance in the construction industry. The initiative must include: consultations with industry experts and leaders on its scope and priorities, targeted tax audits of major construction contractors that may not be in compliance with federal tax laws, civil and criminal tax enforcement actions under existing authorities, and educational efforts aimed at increasing voluntary tax compliance in the construction industry. Treasury must promulgate rules and issue guidance to reclassify individuals who are not currently being treated as employees consistent with the proper classification of employees under common law standards within the construction industry. In implementing this bill, Treasury must: (1) reassign personnel and resources from other activities to carry out this bill, and (2) report to Congress on the implementation and recommendations for further congressional action. The Government Accountability Office must study the various forms of tax fraud (including employee misclassification) in the construction industry, efforts to combat fraud, and recommendations for further action.

Philanthropic Enterprise Act of 2016 This bill amends the Internal Revenue Code to exempt the holdings of a private foundation in any business enterprise that meet specified requirements relating to exclusive ownership, minimum distribution of net operating income for the charitable purpose (all profits to charity distribution requirement), and independent operation (not controlled by a substantial contributor or family members) from the excise taxes on excess business holdings.

Multi-State Worker Tax Fairness Act of 2016 This bill prohibits a state from imposing an income tax on the compensation of a nonresident individual for any period in which such individual is not physically present in or working in such state or from deeming such nonresident individual to be present in or working in such state on the grounds that: (1) such individual is present at or working at home for convenience, or (2) such individual's work at home fails any convenience of the employer test or any similar test.

Water Quality Protection and Job Creation Act of 2016 The bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to reauthorize through FY2021 and revise specified wastewater infrastructure programs and water pollution control programs, including the clean water state revolving fund program and a grant program for protecting groundwater quality.

Prevent Drug Addiction Act of 2016 This bill amends the Public Health Service Act to require the Substance Abuse and Mental Health Services Administration (SAMHSA) to award grants for consumer education about opioid addiction. (Opioids are drugs with effects similar to opium, such as heroin or certain prescription painkillers.) This bill amends the Controlled Substances Act to require medical practitioners to be trained in the treatment of opioid-dependent patients, pain management, and early detection of opioid addiction before they can be registered by the Drug Enforcement Administration to dispense opioids. Opioid treatment programs that close on any day must make arrangements for each patient to receive treatment during the closure, as necessary. A report must be submitted to SAMHSA for each individual who dies while receiving treatment in an opioid treatment program. In states receiving funding for controlled substance monitoring programs, deaths where an opioid drug is detected in the body must be reported to SAMHSA. The National Center for Health Statistics of the Centers for Disease Control and Prevention must establish a National Opioid Death Registry to track opioid-related deaths. The Agency for Healthcare Research and Quality must develop and apply prescription drug addiction prevention and treatment quality measures. This bill amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to allow prescription drug plan (PDP) sponsors to limit the access of certain beneficiaries to addictive drugs. PDP sponsors must have a utilization management tool to prevent drug addiction. Medicare Drug Integrity Contractors may accept prescription and medical records to determine whether a beneficiary is at risk for prescription drug addiction.

Quality Care for Moms and Babies Act This bill amends part A (General Provisions) of title XI of the Social Security Act to direct the Department of Health and Human Services (HHS) to: identify and publish a recommended core set of maternal and infant quality measures for women and children, as specified by the bill; publish an initial core set of any such measures applicable to mothers and infants eligible under Medicaid or the Children's Health Insurance Program (CHIP); establish a Maternal and Infant Quality Measurement Program; and establish an online clearinghouse of resources for entities working to improve maternity and infant care quality. HHS may make grants to eligible entities for: the development of new state and regional maternity and infant care quality collaboratives; expanded activities of existing collaboratives; and maternity and infant care initiatives within established state and regional quality collaboratives that are not focused exclusively on maternity care. Under current law, HHS must contract with a consensus-based entity to carry out specified duties regarding performance measurement. The bill requires such an entity to facilitate increased coordination and alignment between the public and private sector with respect to quality and efficiency measures.

Firefighter Cancer Registry Act of 2016 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary patient registry to monitor, collect, and make available epidemiological information related to cancer incidence and trends among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) encourage the inclusion in the registry of data on minority, female, and volunteer firefighters; and (2) seek feedback on the registry from nonfederal experts. The CDC must develop an approval process for making registry data available for research without a fee if findings or publications derived from the research are made public or available to stakeholders.

Hate Crimes Prevention Act This bill amends the federal criminal code to prohibit firearm sale or transfer to and receipt or possession by an individual who has: (1) been convicted of a misdemeanor hate crime, or (2) received an enhanced hate crime misdemeanor sentence. It defines "misdemeanor hate crime" as a misdemeanor offense that has, as an element, that the conduct was motivated by hate or bias because of the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of any person. An "enhanced hate crime misdemeanor sentence" is an enhanced sentence imposed for a misdemeanor that is based, in whole or in part, on conduct motivated by hate or bias because of the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of any person.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for its operations.

Lake Berryessa Recreation Enhancement Act of 2016 This bill establishes as the Lake Berryessa Recreation Area specified land administered by the Bureau of Reclamation that is underlying or adjacent to Lake Berryessa in California, including any improvements. The bill transfers the administrative jurisdiction over the area from the Bureau of Reclamation to the Bureau of Land Management (BLM) of the Department of the Interior. Interior shall develop a management plan for the area and may establish guidelines and restrictions on recreational uses to ensure the safety and security of recreational users. Interior may also issue recreation concession permits, including at the area, to allow a third party to provide facilities and services to visitors on lands and waters managed by the BLM in support of outdoor recreational opportunities. Reclamation shall continue to administer and operate the Monticello Dam and any related facility, including any power facility.

Gold Star Families Voices Act This bill amends the Veterans' Oral History Project Act to require the veterans oral history program to include the collection of video and audio recordings of biographical histories by immediate family members of members of the Armed Forces who became missing in action or who died as a result of their wartime service.

Promoting Responsible Opioid Prescribing Act of 2016 or the PROP Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to exclude certain pain-related measures for purposes of calculating incentive payments under the value-based purchasing program (VBP). (VBP is a program that links hospital payments to the quality of care provided.) Specifically, VPB measures shall not include measures based on a patient's assessment of: (1) the patient's need for pain medicine during a hospital stay; (2) how often, during the stay, the patient's pain was well controlled; or (3) how often, during the stay, hospital staff did everything they could to help manage the patient's pain.

Federal Aviation R&D Reauthorization Act of 2016 This bill reauthorizes the civil aviation research and development (R&D) program of the Federal Aviation Administration (FAA) through FY2018. Department of Transportation (DOT) shall: arrange with the National Academies for a comprehensive research survey and strategy over the next decade for FAA civil aviation activities, and develop a Strategic and Integrated Research Plan for an R&D program reflecting survey results. DOT shall also: ensure that FAA cybersecurity R&D is constantly updated to reflect the evolving nature of cyber risks and threats, and develop an agencywide threat model. The GAO shall review: the effectiveness of the six FAA unmanned aircraft (drone) system test sites and the opportunities for coordinating and integrating the research at them with research by the Center of Excellence on Unmanned Aircraft Systems; and federal government research on aircraft noise levels and its use to inform the DOT noise evaluation processes, adjustments to noise metrics, and development of noise abatement procedures. DOT shall: develop an R&D strategy to inform any potential regulatory action regarding the safe integration of evolving drone systems into the National Airspace System, hold at least one workshop to discuss the status of R&D on enhancing general aviation safety, develop a research plan on safety risk assessment methods for development of airport design standards, and develop a plan to implement standards for aircraft cabin air contaminants. The GAO shall review the role of FAA's Research, Engineering, and Development Advisory Committee in advising about: the organization, management, and budgetary structure of R&D programs across FAA, and both near-term budget planning and long-term strategic planning for the comprehensive FAA R&D portfolio. DOT shall also arrange for an independent external study to identify the implications that a potential nongovernment U.S. air traffic control system could have on FAA's R&D activities.

Safe Drinking Water Act Improved Compliance Awareness Act This bill amends the Safe Drinking Water Act to require public water systems to notify their customers of lead concentration levels in drinking water that exceed lead limits under national primary drinking water regulations. The Environmental Protection Agency (EPA) must notify customers of a violation of a national primary drinking water regulation with significant potential to have serious adverse effects on human health as a result of acute exposure, if the state or the public water system fails to notify the public within 24 hours of receiving notice from the EPA of the exceedance. Community water systems' consumer confidence reports must include a definition of "action level," which is generally a certain contaminant level that triggers a requirement for the public water system to take additional actions to control corrosion. The EPA must establish a strategic plan for conducting targeted outreach, education, technical assistance, and risk communication to populations affected by lead in the public water system. EPA employees must forward to the public water system any data indicating that drinking water contains lead that exceeds limits. The public water system must then disseminate to its customers information on the exceedance of a lead limit, its potential adverse effects on human health, corrective steps underway, and advice on whether customers should seek alternative water supplies. The EPA must disseminate the information if the public water system or the state fails to do so. The EPA must: (1) make information about lead in drinking water available to the public, and (2) carry out targeted outreach strategies that focus on educating groups that are at greater risk than the general population for adverse health effects from exposure to lead in drinking water.

Families of Flint Act This bill provides support for Flint, Michigan in addressing lead in the city's drinking water and related issues. The bill amends the Safe Drinking Water Act by establishing a 10-year grant program to ensure that Flint's drinking water does not contain: (1) lead levels that threaten public health or the environment, or (2) other drinking water contaminants and pathogens that threaten public health. The bill also establishes specified grant programs for assisting Flint that are established within the Department of Labor, the Department of Health and Human Services (HHS), the Department of Education, the Department of Commerce, the Department of Justice, and the Department of Housing and Urban Development. The bill amends the Consolidated Appropriations Act, 2016, by allowing states to use more than 20% of funds from Drinking Water State Revolving Fund capitalization grants for addressing a threat to public health from heightened exposure to lead in a municipal drinking water supply if a federal or state emergency declaration has been issued for that threat. HHS must establish in Flint a Center of Excellence on Lead Exposure. The bill amends the Child Nutrition Act of 1966 to increase the allowable participation period in the Special Supplemental Nutrition Program for Women, Infants, and Children for children residing in areas that are in a state of emergency. A state may elect to allow those children to participate in the program for a period that ends on the earlier of: (1) the child's tenth birthday (currently fifth), or (2) five years after the emergency (currently children may participate for a one-year period).

Brownfields Reauthorization Act of 2016 This bill amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) to revise and reauthorize brownfields revitalization and state response program funding through FY2021. (Brownfields are certain commercial properties that are hindered from reuse or redevelopment due to the presence of a hazardous substance, pollutant, or contaminant.) The Environmental Protection Agency must establish a program to provide multipurpose grants to carry out inventory, characterization, assessment, planning, or remediation activities at one or more brownfield sites in a proposed area. Certain nonprofit organizations and community development entities are made eligible for brownfields revitalization funding. Grant or loan recipients may use up to 8% of brownfields revitalization funding for administrative costs. Additionally, the bill revises the brownfield site characterization and assessment grant program to allow a governmental entity to receive a grant for property acquired prior to January 11, 2002, even if the entity does not qualify as a bona fide prospective purchaser under CERCLA.

Opioid and Heroin Epidemic Emergency Supplemental Appropriations Act This bill provides FY2016 supplemental appropriations for the Department of Justice (DOJ) and the Department of Health and Human Services (HHS) to address heroin and opioid drug abuse. The funds are designated as an emergency requirement, which exempts the funds from discretionary spending limits and other budget enforcement rules. For DOJ, the bill provides funds for State and Local Law Enforcement Assistance and Community Oriented Policing Services (COPS) programs. For HHS, the bill provides funds for: the Substance Abuse and Mental Health Services Administration, the Centers for Disease Control and Prevention, the National Institutes of Health, and the Public Health and Social Services Emergency Fund.

Equal Access to Justice for Victims of Gun Violence Act This bill amends the Protection of Lawful Commerce in Arms Act to repeal provisions that prohibit state or federal civil actions or administrative proceedings from being brought against firearm or ammunition manufacturers, sellers, importers, dealers, or trade associations for criminal or unlawful misuse of a firearm by the person bringing the action or a third party. The bill lifts the immunity from legal process of the Firearms Trace System database maintained by the National Trace Center of the Bureau of Alcohol, Tobacco, Firearms and Explosives. In state or federal civil actions or administrative proceedings, the contents of the database: (1) shall be subject to discovery and admissible as evidence; and (2) may be used, relied on, or disclosed in any manner. Testimony or other evidence may also be permitted based on that data.

Faster Care for Veterans Act of 2016 This bill directs the Department of Veterans Affairs (VA) to begin an 18-month pilot program in at least three Veterans Integrated Service Networks (VISNs) under which veterans use an Internet website to schedule and confirm appointments at VA medical facilities. The pilot program's duration may be extended and the number of VISNs may be increased.

Women Airforce Service Pilot Arlington Inurnment Restoration Act This bill directs the Department of the Army to ensure that the cremated remains of persons who served as Women's Air Forces Service Pilots are eligible for interment in Arlington National Cemetery with full military honors.

Zero Tolerance for Terror Act This bill expresses the sense of Congress that: the Department of the Treasury's Office of Foreign Assets Control should be fully funded to ensure strict sanctions enforcement against Iran in the areas of ballistic missile proliferation and terrorism, and to ensure effective re-imposition of sanctions in the event of Iran's violation of the Joint Comprehensive Plan of Action; and Iran should continue to be prohibited from undertaking any activity related to ballistic missiles capable of delivering nuclear weapons, and United Nations member states should take measures to prevent the related transfer of technology or technical assistance to Iran. The President shall notify Congress if any person or entity: commits an act of international terrorism at the direction of an official of the government of Iran that threatens the security of U.S. nationals or the national security, foreign policy, or economy of the United States; knowingly assists in, sponsors, or provides financial, material, or technological support for, or financial or other services to or in support of such an act, or a foreign terrorist organization that receives financial support from Iran; or commits an act in violation of specified Security Council resolutions relating to ballistic missiles capable of delivering nuclear weapons. During the 60-day period after such notification legislation may be introduced in the Senate or the House of Representatives authorizing or requiring the President to impose sanctions on an identified person or entity. Congressional procedural requirements are set forth.
