This joint resolution nullifies the rule submitted by the Federal Communications Commission entitled "Restoring Internet Freedom." The rule published on February 22, 2018: (1) restores the classification of broadband Internet access service as a lightly-regulated "information service"; (2) reinstates private mobile service classification of mobile broadband Internet access service; (3) requires Internet service providers to disclose information about their network management practices, performance characteristics, and commercial terms of service; and (4) eliminates the Internet Conduct Standard and the bright-line rules.

Assault Weapons Ban of 2018 This bill amends the federal criminal code to make it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is: (1) manually operated by bolt, pump, lever, or slide action; (2) permanently inoperable; (3) an antique; or (4) a rifle or shotgun specifically identified by make and model. Additionally, the bill does not prohibit, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The legislation amends the NICS Improvement Amendments Act of 2007 to require law enforcement agencies to be notified when a prohibited person attempts to purchase a grandfathered SAW. It also amends the Omnibus Crime Control and Safe Streets Act of 1968 to allow a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Challenges & Prizes for Climate Act of 2018 This bill requires the Department of Energy to establish a Climate Solutions Challenges program for carrying out competitions that award cash and other incentives for climate and energy solutions, such as: capturing carbon and converting the carbon into a beneficial use, achieving transformative increases in energy efficiency, achieving implementation or grid integration of advanced energy storage technology, providing approaches to mitigating or adapting to the effects of climate change, and providing data analytics on the climate and related phenomena.

International Violence Against Women Act of 2018 This bill provides for a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall: (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall direct policies, programs, and funding regarding gender equality and women's empowerment. The bill requires that U.S. assistance made available for humanitarian relief, conflict mitigation, and post-conflict reconstruction prevents and responds to violence against women and girls. The Department of State shall also identify incidents that occur during armed conflict and implement emergency responses.

Saving America's Pollinators Act of 2018 This bill requires the Environmental Protection Agency (EPA) to suspend the registration of members of the nitro group of neonicotinoid insecticides that are registered under the Federal Insecticide, Fungicide, and Rodenticide Act for specified uses. Registration for such uses is suspended until the EPA determines that the insecticides will not cause unreasonable adverse effects on pollinators. The determination must be based on: an evaluation of the published and peer-reviewed scientific evidence, and a completed field study that evaluates residues, chronic low-dose exposure, and cumulative effects of multiple chemical exposures. For purposes of protecting and ensuring the long-term viability of native bees and other pollinators, the Department of the Interior must monitor and report on the health and population status of native bees.

Notify Officials, Towns, Individuals, and Cities of Electric Generating Facilities Act of 2017 or the NOTICE Act of 2017 This bill amends the Clean Air Act to require permitting authorities to notify nearby municipalities of permit applications and proposed permits. Permitting authorities must also notify nearby states and municipalities of permit modifications and renewals. Under current law, permitting authorities are required to only notify nearby states of a permit application or a proposed permit.

Veterans' Compensation Cost-of-Living Adjustment Act of 2018 This bill directs the Department of Veterans Affairs to increase, as of December 1, 2018, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Each such increase shall be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Federal Employee Retroactive Pay Fairness Act This bill requires federal employees furloughed due to a lapse in appropriations that begins on or about February 8, 2018, to be compensated at their standard rate of compensation for the period of such lapse as soon as practicable after such lapse ends.

Rural Infrastructure Development and Partnerships Act This bill establishes within the Department of Agriculture a Rural Partnerships Office to be headed by a director appointed by the President. The duties of the office include: establishing and running a program to provide technical assistance to improve delivery, financing, operations, and maintenance of rural infrastructure; establishing an online clearinghouse of best practices; providing grants to assist rural communities in developing cost-effective infrastructure projects; and coordinating activities of rural liaisons to develop guidelines for rural funding or financing programs at federal agencies and identify opportunities to work across agencies. The bill also requires each federal agency that provides financial assistance to a rural community for an activity related to rural infrastructure to designate a rural liaison to: review and make recommendations regarding regulations, guidance, and procedures that present hardships to rural communities; participate in reviewing applications for technical assistance; serve as an ombudsperson for rural communities; and meet regularly with other rural liaisons to coordinate efforts and identify ways to work together to support rural infrastructure needs.

Congressional Accountability Act of 1995 Reform Act This bill amends the Congressional Accountability Act of 1995 (CAA) to revise administrative and judicial dispute resolution procedures for initiating, investigating, and resolving claims by employees alleging that employing offices have violated their CAA rights and protections, including protections against sexual harassment. The bill revises CAA provisions, including to: eliminate CAA counseling and mediation requirements before an employee may file a claim with the Office of Compliance (OOC) alleging the violation; require current and former Members of Congress to reimburse the Treasury if an employee receives an award or settlement for the Member's alleged act of discrimination or retaliation; require referral to congressional ethics committees of final disposition of claims alleging CAA violations by Members of Congress and senior staff of employing offices; require non-congressional legislative offices that violate CAA requirements to reimburse the Treasury for resulting award or settlement payments; and extend CAA nondiscrimination requirements and remedies to Library of Congress employees and uncompensated legislative branch interns, detailees, and fellows. The bill applies CAA rights and protections to the China Review Commission, the Congressional-Executive China Commission, the Helsinki Commission, the John C. Stennis Center for Public Service Training and Development, and their employees. Non-congressional CAA employing offices must develop programs to train and educate employees about their CAA rights and protections and available procedures to consider alleged CAA violations. The bill renames the OOC the Office of Congressional Workplace Rights.

Requires each employing office of the House of Representatives to adopt an anti-harassment and anti-discrimination policy. Establishes the House Office of Employee Advocacy (OEA) to: (1) provide legal assistance to House employees regarding Congressional Accountability Act of 1995 (CAA) procedures, including those applicable to civil actions; and (2) operate an employee hotline. Prohibits the OEA from: (1) accepting awards of litigation expenses or costs under CAA hearings or civil actions, and (2) providing assistance to an employee after the individual files a civil action. Requires House offices to certify that payroll actions are not connected to CAA awards and settlements, and that the Member's Representational Allowance is not being used for CAA awards or settlements. Amends Rule XXIII (Code of Official Conduct) of the Rules of the House to prohibit: (1) a Member, Delegate, Resident Commissioner, officer, or employee of the House from committing sexual harassment against an individual or engaging in unwelcome sexual advances; and (2) sexual relationships between Members and employees (except between married individuals). Bars the House Office of Congressional Ethics from initiating or continuing any investigation of an allegation of violation under CAA rights and protections, or making any recommendations regarding such an allegation, if the employee initiates proceedings with respect to the alleged violation under CAA administrative and judicial dispute-resolution procedures.

Student, Teachers, and Officers Preventing School Violence Act of 2018 or the STOP School Violence Act of 2018 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise and reauthorize through FY2028 the Secure Our Schools grant program. This grant program provides grants to states, local governments, and Indian tribes to improve security, including the placement and use of metal detectors and other deterrent measures, at schools and on school grounds.

Job Training through Off-Base Opportunities and Local Support for Veterans Act or the Job TOOLS for Veterans Act This bill amends the Dignified Burial and Other Veterans' Benefits Improvement Act of 2012 to extend and expand the pilot program to provide transition training to veterans and their spouses off base.

Behavioral Health Coverage Transparency Act of 2018 This bill amends the Public Health Service Act, the Employee Retirement Income Security Act (ERISA), and the Internal Revenue Code to require the Departments of Health and Human Services (HHS), Labor, and the Treasury to: (1) cooperatively issue regulations to require group health plans and health insurance issuers to annually disclose the analyses performed to ensure compliance with mental health parity laws, and (2) conduct annual random audits of group health plans and health insurance issuers to determine compliance. HHS must establish a consumer parity unit: (1) to facilitate the collection of, monitoring of, and response to consumer complaints; and (2) to provide consumers information about the disclosure requirements and enforcement of the mental health parity laws.

New England Coastal Protection Act This bill amends the Outer Continental Shelf Lands Act to prohibit the Department of the Interior from issuing a lease for the exploration, development, or production of oil or natural gas off the coast of: (1) Maine, (2) New Hampshire, (3) Massachusetts, (4) Rhode Island, or (5) Connecticut.

Opioids and STOP Pain Initiative Act This bill establishes and provides funds for the Opioids and STOP Pain Initiative at the National Institutes of Health (NIH) to support pain-related research, including: understanding pain, therapies for chronic pain, and alternatives to opioids for pain treatment as directed in the Comprehensive Addiction and Recovery Act of 2016; improving options and evidence for medication-assisted treatment and opioid overdose reversal treatments; and supporting the Federal Pain Research Strategy. NIH must establish the Pain Therapy Screening Program to award grants to support the development of new pre-clinical models for pain disorders, and the application of these models in drug, device, or other therapy screening.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Ending Secrecy About Workplace Sexual Harassment Act This bill directs every employer required to submit to the Equal Employment Opportunity Commission an Employer Information Report EEO-1 to include in such report the number of settlements reached in the resolution of claims pertaining to sex discrimination.

Welfare of Our Friends Act of 2017 or the WOOF! Act This bill amends the Animal Welfare Act to prohibit the Department of Agriculture (USDA) from licensing a dealer of dogs whose previous licenses have been suspended or revoked in the last 10 years if the license is for operating a facility that the dealer previously used. Further, USDA may not issue or renew a license to: (1) the dog dealer's immediate family members, (2) a person who resides at the same address as the dog dealer, or (3) certain legal entities if such dealer holds an ownership interest in the entity.

Bipartisan Market Stabilization and Innovation Act of 2017 This bill makes a series of changes relating to health insurance coverage and costs. Among other things, the bill establishes a specific fund to support state initiatives that reduce costs and terminates the medical device excise tax.

This bill directs the Department of Veterans Affairs (VA) to ensure that the veterans peer counseling program includes a sufficient number of peer counselors for women veterans. Such counselors may be VA employees and may have expertise in: (1) gender-specific issues and services, (2) VA services and benefits, and (3) employment mentoring. The VA shall: (1) emphasize facilitating peer-to-peer counseling for women veterans who suffered sexual trauma while in the Armed Forces, have post-traumatic stress disorder or suffer from another mental health condition, or are otherwise at risk of becoming homeless; (2) conduct program outreach; and (3) coordinate with community organizations, state and local governments, institutions of higher education, local business organizations, and legal assistance organizations.

College Loan Deferment for Recovery Act This bill amends the Higher Education Act of 1965 to allow borrowers to defer student loans while they are enrolled in a drug treatment program and during the 30 days after completing the program.

Continuing Community Health and Medical Professional Programs to Improve Our Nation and Keep Insurance Delivery Stable Act of 2017 or the CHAMPION KIDS Act of 2017 This bill extends funding for the Children's Health Insurance Program (CHIP), community health centers, and other specified public health programs, and otherwise modifies provisions related to Medicaid, CHIP, and public health.

Commends the President and state and local governments for recognizing such day and encouraging individuals to undergo testing for HIV. Supports: the goal of ending HIV/AIDS; continued funding for prevention, care, treatment services, and research programs for persons living with HIV/AIDS in the United States; the implementation of the National HIV/AIDS Strategy for the United States: Updated to 2020 (NHAS) and achieving the goals within the NHAS Federal Action Plan; continued funding for the President's Emergency Plan For AIDS Relief and the Global Fund to Fight AIDS, Tuberculosis, and Malaria; the goal of improving access to comprehensive HIV/AIDS prevention, treatment, care, and support programs; the goal of protecting human rights for all people; and efforts to address the factors that make populations vulnerable to HIV/AIDS by combatting poverty and hunger, expanding educational opportunities for children, and empowering women and girls.

Bears Ears National Monument Expansion Act This bill expands the boundaries of the Bear Ears National Monument in Utah. The Department of the Interior and the Department of Agriculture USDA shall administer the lands under their jurisdictions within the expanded boundaries: (1) as part of the monument; and (2) in accordance with Presidential Proclamation 9558, dated December 28, 2016, which provided for establishment of the monument. Interior and USDA shall promptly carry out the proclamation's provisions, including the provisions requiring them to engage the Bear Ears Commission to: ensure the proper care and management of the objects identified; ensure that management decisions affecting the monument reflect tribal expertise and traditional and historical knowledge; and provide guidance and recommendations on the development and implementation of management plans and on management of the monument. The National Park Service shall administer Natural Bridges National Monument and those portions of Glen Canyon National Recreation Area that are within the expanded boundaries as part of the monument. Interior and USDA may acquire lands, waters, or interests in land that are located within the revised boundaries of the monument by donation, purchase, or exchange.

Fix NICS Act of 2017 This bill amends the Brady Handgun Violence Prevention Act to require each federal agency and department, including a federal court, to: certify whether it has provided to the National Instant Criminal Background Check System (NICS) disqualifying records of persons prohibited from receiving or possessing a firearm, and establish and substantially comply with an implementation plan to maximize record submissions and verify their accuracy. The bill amends the NICS Improvement Amendments Act of 2007 to: direct the Department of Justice (DOJ) to establish a state implementation plan, including benchmarks, to maximize the automation and submission of mental health and criminal history records to the NICS; waive the grant match requirement under the National Criminal History Improvement Program (NCHIP) for a state that complies with its implementation plan; reauthorize through FY2022 the NICS Act Record Improvement Program (NARIP); establish, as a priority area for NARIP grant funding, a domestic abuse and violence prevention initiative; and create a funding preference under the NARIP program for states that establish an implementation plan and use grant funds to upload felony conviction and domestic violence records. It amends the Crime Identification Technology Act of 1998 to reauthorize through FY2022 the NCHIP program. If a state complies with its implementation plan, then the federal share of an NCHIP grant may exceed 90% of program costs. DOJ's Bureau of Justice Assistance must report to Congress on the number of times that a bump stock has been used in the commission of a crime.

NICS Denial Notification Act of 2017 This bill amends the federal criminal code to require the Department of Justice (DOJ) to report certain information to state and local law enforcement authorities following a determination, by the National Instant Criminal Background Check System, that a prospective firearm purchaser is a prohibited person (i.e., a person who is barred from receiving or possessing a firearm). DOJ must report annually on: (1) certain details regarding denied firearm purchases in each category of prohibited persons, and (2) the number of background check notices reported to states.

Directs the Committee on House Administration to issue regulations requiring Members, officers, and employees of the House of Representatives to complete a training program on workplace rights and responsibilities, including anti-discrimination and anti-harassment training, during each congressional session. Requires Members, officers, or employees to certify completion of such training within 90 days after a congressional session begins or within 90 days after beginning service during a session. (Sets forth a special rule requiring such training to be completed within 180 days after the beginning of the second session of the 115th Congress.) Directs the committee to issue regulations requiring that each House employing office post in a prominent location in its office and in each Member's congressional district office a statement of rights and protections provided to House employees under the Congressional Accountability Act of 1995, including procedures for responding to and adjudicating allegations of violations of such rights and protections.

Veteran Entrepreneurs Act of 2017 This bill amends the Internal Revenue Code to allow a business-related tax credit of up to $400,000 for 25% of the franchise fees paid or incurred by an eligible veteran for the purchase of a franchise. The bill reduces the amount of such credit if the veteran does not own 100% of the stock or capital or profits interest of the franchisee. An "eligible veteran" is a person who served in the active military, naval, or air service; was discharged or released under conditions other than dishonorable; and who pays or incurs a franchise fee in connection with a franchise agreement with a franchisor. The veteran may elect to transfer the credit to an eligible franchisor in exchange for a discount in the franchise fee commensurate with the value of the credit. The Small Business Administration and the Department of Veterans Affairs must provide information about the tax credit allowed by this bill to veterans service organizations and veteran advocacy groups.

Charitable Conservation Easement Program Integrity Act of 2017 This bill amends the Internal Revenue Code to limit the aggregate amount of a partner's annual tax deductions for qualified conservation contributions of a partnership to 2.5 times the partner's adjusted basis in the partnership. (Under current law, a "qualified conservation contribution" is the contribution of a qualified real property interest to a qualified organization exclusively for conservation purposes.) The limitation applies for the first five years after the individual becomes a partner in the partnership. It does not apply to certain family partnerships.

Rehabilitation for Multiemployer Pensions Act This bill establishes the Pension Rehabilitation Administration within the Department of the Treasury and a related trust fund to make loans to certain multiemployer defined benefit pension plans. To receive a loan, a plan must be either in critical and declining status (including any plan with respect to which a suspension of benefits has been approved) or insolvent, if the plan became insolvent after December 16, 2014, and has not been terminated. Treasury must issue bonds to fund the loan program and transfer amounts equal to the proceeds to the trust fund established by this bill. The Pension Rehabilitation Administration may use the funds, without a further appropriation, to make loans, pay principal and interest on the bonds, or for administrative and operating expenses. The bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to allow the sponsor of a multiemployer pension plan that is applying for a loan under this bill to also apply to the Pension Benefit Guaranty Corporation (PBGC) for financial assistance if, after receiving the loan, the plan will still become (or remain) insolvent within the 30-year period beginning on the date of the loan. The bill also appropriates to the PBGC the funds that are necessary to provide the financial assistance required by this bill.

Member and Employee Training and Oversight On Congress Act or the ME TOO Congress Act This bill amends the Congressional Accountability Act of 1995 (CAA) to revise procedures for reporting, investigating, and resolving allegations of legislative branch employees that their rights and protections under the CAA, such as protections against sexual harassment and discrimination, have been violated.

STEM Research and Education Effectiveness and Transparency Act This bill directs the National Science Foundation (NSF) to report on the effectiveness of all NSF research and education programs intended to broaden the participation of women and other historically underrepresented individuals in science, technology, engineering, and mathematics disciplines and careers. Each federal agency that expended at least $100 million on research and development in FY2017 shall annually submit to the NSF standardized record-level information on demographics, primary field, award type, review rating, budget request, funding outcome, and awarded budget for all applications for merit-reviewed research and development grants to institutions of higher education and federal laboratories. The first submission must include comparable record-level data for the five previous years. The NSF shall publish statistical summaries of the data in conjunction with the required biennial reports on the participation of men and women in scientific and engineering positions.

Supporting Veterans in STEM Careers Act This bill directs the National Science Foundation (NSF) to: (1) encourage veterans to study and pursue careers in STEM (science, technology, engineering, and mathematics) and computer science in coordination with other federal agencies that serve veterans, and (2) submit a plan to Congress for enhancing outreach efforts to veterans. The National Science Board shall provide in its annual report on the state of science and engineering in the United States relevant data on veterans in science and engineering careers or education programs. The bill provides for veterans' participation and outreach in: (1) the Robert Noyce Teacher Scholarship program to recruit and train mathematics and science teachers, (2) NSF fellowships and masters fellowships for mathematics and science teachers, (3) computer and network security capacity building grants, and (4) traineeship grants leading to a doctorate degree in computer and network security research. The Director of the Office of Science and Technology Policy shall: (1) establish a subcommittee under the Committee on STEM Education of the National Science and Technology Council to coordinate federal programs and policies for transitioning and training veterans and military spouses for STEM careers, and (2) monitor federal agency efforts to ensure that the objectives of the subcommittee's strategic plan required by this bill are met.

Women in Aerospace Education Act This bill amends the National Science Foundation Authorization Act of 2002 to require the National Science Foundation (NSF) to encourage eligible entities that administer a fellowship program using grant funds awarded on or after October 1, 2018, under the Robert Noyce Teacher Scholarship Program to include in such fellowship program opportunities for the placement of fellows in research or education internship opportunities at national laboratories and National Aeronautics and Space Administration (NASA) centers. The NSF may give priority to proposals for placements that provide female fellows with research experience in aerospace engineering and related fields in which women are underrepresented. By October 1, 2018, NASA must institute a process to prioritize the promotion and recruitment of qualified candidates who are women or individuals who are historically underrepresented in the fields of science, technology, engineering, mathematics, and computer science for internships and fellowships that are relevant to the aerospace sector and related fields.

Healthy Food Access for All Americans Act This bill amends the Internal Revenue Code to allow tax credits and grants for activities that provide access to healthy food in food deserts. A food desert must be more than 1 mile away from a grocery store in a metropolitan area or more than 10 miles away outside of a metropolitan area. It must also meet population requirements and have either a poverty rate of at least 20% or a median family income that does not exceed 80% of the median for the state or metropolitan area. For entities that are certified by the Department of the Treasury as special access food providers using specified criteria, the bill allows tax credits for operating a new grocery store or renovating an existing grocery store in a food desert. The bill also authorizes grants for a portion of: (1) the construction costs of building a permanent food bank in a food desert, and (2) the annual operating costs of temporary access merchants (mobile markets, farmers markets, and food banks). Treasury, in coordination with the Department of Agriculture (USDA), must annually allocate the tax credits and grants to special access food providers. Grants authorized by this bill are not considered gross income for tax purposes. The bill also amends the Department of Agriculture Reorganization Act of 1994 to require USDA to update the Food Access Research Atlas at least annually to account for food retailers that are placed in service during that year.

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill requires the Department of Health and Human Services to award cooperative agreements to state and local health departments to expand activities related to Alzheimer's disease, including activities involving early detection, support for caregivers, and public awareness.

Public Safety and Second Amendment Rights Protection Act of 2017 This bill modifies various provisions of federal firearms laws. Among other things, it does the following: prohibits certain firearm transfers between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check; and requires states to implement plans to improve the submission of mental health and criminal history records to the national instant criminal background check system.

Transportation Access and System Connection Act of 2017 This bill requires the Department of Transportation to carry out a pilot program to improve transportation planning, including acquiring for participating states and metropolitan planning organizations data sets containing information measuring the level of access by all transportation modes to important destinations in the state or metropolitan planning organization such as jobs, education, health care, and food sources.

This bill requires the Centers for Medicare & Medicaid Services to pay, to a provider that furnishes a hematopoietic stem cell transplant, an adjusted Medicare payment consistent with the Medicare payment methodology for kidney-acquisition costs outlined in regulation. Under the applicable regulation, kidney-acquisition costs are treated apart from the prospective payment rate for inpatient operating costs, and payment is adjusted to compensate the hospital for certain reasonable expenses. "Hematopoietic stem cell transplant" means the infusion of allogeneic hematopoietic cells (including bone marrow, peripheral blood stem cells, and cord-blood units, but excluding embryonic stem cells) that are: (1) not more than minimally manipulated; and (2) intended to reestablish hematopoietic function in an individual whose blood marrow or immune system is damaged, defective, or adversely affective by a congenital disorder.

Security and Financial Empowerment Act of 2017 This bill sets forth various provisions to promote the safety and security of survivors of domestic violence, dating violence, sexual assault, and stalking, Among other things, the bill does the following: requires employers to provide up to 30 days of safe leave in a 12-month period; and prohibits states from imposing additional restrictions on eligibility for unemployment compensation.

Closing the Bump-Stock Loophole Act This bill amends the Internal Revenue Code to allow the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to regulate a reciprocating stock, or any other device which is designed to accelerate substantially the rate of fire of a semiautomatic weapon (i.e., bump stocks) in the same manner as a machine gun. Any person possessing such a device when this bill is enacted must register the device with the ATF within one year of the enactment of this bill, and the registration must be included in the National Firearms Registration and Transfer Record. The bill defines a "semiautomatic weapon" as any repeating weapon that: (1) utilizes a portion of the energy of a firing cartridge to extract the fired cartridge case and chamber the next round, and (2) requires a separate function of the trigger to fire each cartridge.
