World War II Merchant Mariner Service Act - Directs the Secretary of Defense (DOD) to consider certain methods for verifying that an individual performed honorable service as a member of the merchant marine during the period beginning on December 7, 1941, and ending on December 31, 1946, for purposes of eligibility for veterans' benefits under the GI Bill Improvement Act of 1977. Requires such methods to include Social Security Administration (SSA) records and validated testimony in the case of the absence of Coast Guard shipping or discharge forms, ship logbooks, or other official employment records. Requires the Secretary to recognize masters of seagoing vessels or other command officers who were authorized to document an individual for purposes of hiring for the merchant marine or discharge therefrom, when determining whether to recognize service allegedly performed during such period.

Amends the Patient Protection and Affordable Care Act to require the Secretary of Health and Human Services (HHS) to offer through Exchanges a health benefits plan (public health insurance option) that ensures choice, competition, and stability of affordable, high-quality coverage throughout the United States. Declares that the Secretary's primary responsibility is to create a low-cost plan without compromising quality or access to care. Sets forth provisions related to the establishment and governance of the public health insurance option, including that such plan: (1) may be made available only through Exchanges; (2) must comply with requirements applicable to other health benefits plans offered through such Exchanges, including requirements related to benefits, benefit levels, provider networks, notices, consumer protections, and cost sharing; and (3) must offer bronze, silver, and gold plan levels. Requires the Secretary to: (1) establish an office of the ombudsman for the public health insurance option; (2) collect such data as may be required to establish premiums and payment rates; (3) establish geographically adjusted premiums at a level sufficient to fully finance the costs of the health benefits provided and administrative costs related to the operation of the plan; and (4) establish payment rates and provide for greater payment rates for the first three years. Requires repayment of start-up costs for the public health insurance option. Authorizes the Secretary to utilize innovative payment mechanisms and policies to determine payments for items and services under the public health insurance option.

Buses, Rail Cars, Ferryboats: Make it in America Act of 2010 - Eliminates certain waivers of Buy American requirements that the Secretary of Transportation (DOT) obligate federal funding for capital public transportation projects only if U.S. steel, iron, and manufactured goods are used in such projects. (Retains the current waiver of such Buy American requirements for any case where use of U.S. material will increase overall project costs by more than 25%.)

Close Foreign Tax Loopholes: Make it in America Act of 2010 - Amends the Internal Revenue Code, with respect to the taxation of foreign income and the foreign tax credit, to: (1) suspend the recognition of foreign tax credits until the related foreign income is taken into account for U.S. tax purposes; (2) deny a foreign tax credit for foreign income not subject to U.S. taxation due to a covered asset acquisition (defined as an acquisition that results in an increase in tax basis for U.S. tax purposes but not for foreign tax purposes); (3) apply a separate foreign tax credit limitation for each item of income that would be treated as derived from sources within the United States and that would be treated as arising from sources outside the United States under a treaty obligation (if the taxpayer chooses the benefits of such treaty); (4) limit the amount of foreign tax credits that may be claimed by a U.S. domestic corporation with respect to a deemed dividend paid by a foreign subsidiary; (5) prevent a reduction in earnings in profits of a foreign corporation in an acquisition if more than 50% of the dividends arising from such acquisition would not be subject to U.S. taxation or would be includible in the earnings and profits of a controlled foreign corporation; (6) treat a foreign corporation as a member of an affiliated group for interest allocation and apportionment purposes if more than 50% of its gross income is effectively connected with a U.S. trade or business and at least 80% of either the vote or value of its outstanding stock is owned directly or indirectly by members of the affiliated group; (7) repeal tax rules exempting foreign source income attributable to the active conduct of a foreign trade or business from withholding of tax requirements; (8) treat as income received in the United States amounts received from noncorporate residents or domestic corporations with respect to guarantees and amounts paid by any foreign person if such amounts are connected with income that is effectively connected with the conduct of a trade or business in the United States; and (9) provide that the statute of limitations for assessing any tax on certain foreign transactions shall apply only to items related to a failure to provide information to the Internal Revenue Service (IRS) due to reasonable cause and not willful neglect.

Manufacture Renewable Energy Systems: Make it in America Act of 2010 - Authorizes federal acquisition of, or the provision of federal funds to states for purchase of, only green technologies that are 100% manufactured in the United States from articles, materials, or supplies that are 100% grown, produced, or manufactured in the United States beginning in the fourth fiscal year after enactment of this Act. Provides that such percentage shall be 30% in the first fiscal year after enactment, 50% in the second fiscal year, and 80% in the third fiscal year. Defines "green technologies" to mean renewable energy and energy efficiency products and services that: (1) reduce dependence on unreliable sources of energy by encouraging the use of sustainable biomass, wind, small-scale hydroelectric, solar, geothermal, and other renewable energy and energy efficiency products and services; and (2) use hybrid fossil-renewable energy systems. Amends the Internal Revenue Code to prohibit treating any facility originally placed in service after December 31, 2013, as a qualified facility for purposes of the renewable energy production and investment tax credits unless such facility is 100% manufactured in the United States from articles, materials, or supplies that are 100% grown, produced, or manufactured in the United States. Provides that such percentage shall be 30% for a facility placed in service during 2011, 50% for a facility placed in service during 2012, and 80% for a facility placed in service during 2013.

End Racial Profiling Act of 2010 - Prohibits any law enforcement agent or agency from engaging in racial profiling. Grants the United States or an individual injured by racial profiling the right to obtain declaratory or injunctive relief. Requires federal law enforcement agencies to maintain adequate policies and procedures to eliminate racial profiling and to cease existing practices that permit racial profiling. Requires state or local governmental entities or state, local, or tribal law enforcement agencies that apply for grants under the Edward Byrne Memorial Justice Assistance Grant Program and the Cops on the Beat Program to certify that they maintain adequate policies and procedures for eliminating racial profiling and have eliminated any existing practices that permit or encourage racial profiling. Authorizes the Attorney General to award grants and contracts for the collection of data relating to racial profiling and for the development of best practices and systems to eliminate racial profiling. Requires the Attorney General to issue regulations for the collection and compilation of data on racial profiling and for the implementation of this Act.

Improving Nutrition for America's Children Act - Amends the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 to revise the school lunch and breakfast programs, the summer food service program, the child and adult care food program (CACFP), and the special supplemental nutrition program for women, infants, and children (WIC program). Reauthorizes appropriations for such programs through FY2015. Includes among such revisions: (1) encouraging the direct certification of children who receive other public assistance as eligible for free meals under the school lunch and breakfast programs; (2) establishing new mechanisms by which schools or local educational agencies (LEAs) with very high proportions of low-income children can receive federal reimbursement for free or reduced price meals under such programs without collecting individual paper applications from households; (3) establishing a program awarding competitive grants to states and, through them, competitive subgrants to LEAs to establish or expand the school breakfast program at low-income schools; (4) expanding the access of low-income rural areas to the summer food service program; (5) requiring updates to meal patterns and nutrition standards for the school lunch and breakfast programs based on recommendations made by the Food and Nutrition Board of the National Research Council of the National Academy of Sciences (NAS); (6) requiring the establishment of science-based nutrition standards for all foods sold in schools outside the school lunch and breakfast programs; (7) requiring LEAs participating in the school lunch and breakfast programs to establish local school wellness policies for their schools that include goals for nutrition promotion and education, physical activity and education, and other school-based activities that promote student wellness; (8) requiring reimbursable meals and snacks provided under the CACFP to meet the most recent Dietary Guidelines for Americans and certain authoritative scientific recommendations; (9) encouraging WIC program participants to breastfeed; and (10) requiring WIC electronic benefit transfer (EBT) systems to be implemented nationwide by October 1, 2020.

Calls for an end to the violence, arrests, torture, and ill treatment perpetrated against Iranian citizens as well as the unconditional release of all political prisoners in Iran. Calls upon the U.S. government, the President, and the Secretary of State to condemn human rights violations in Iran and support the Iranian people's endeavors towards democracy. Calls for an end to a selective approach to Iranian opponents who struggle for democracy and human rights and invites the Secretary, in coalition with British and European allies, to remove the People's Mojahedin Organization of Iran from the State Department's list of Foreign Terrorist Organizations. Calls for the adoption of measures by the President to impose sanctions while welcoming the U.S. government's efforts to create an international consensus to deal with Iran's nuclear program. Calls on the President to persuade U.S. allies and other countries to enact appropriate measures aimed at depriving Iranian banks and financial institutions involved in nuclear activities and backing of terrorist groups from access to the international monetary system.

Honors the lives of the thousands of patriots, including innocent civilians, who died, were imprisoned, or otherwise dedicated their lives to achieving African independence. Commends the socioeconomic and political progress being made by these nations while acknowledging the associated challenges that many still face. Renews the commitment of the United States to help the people of sub-Saharan Africa to foster democratic rule and promote market-based economic growth and to alleviate the burden of poverty and disease that many in the region continue to face.

Recognizes the historical importance of the 60th anniversary of the outbreak of the Korean War, which began on June 25, 1950. Honors the noble service and sacrifice of the U.S. Armed Forces and the armed forces of allied countries that served in Korea since 1950 to the present. Encourages all Americans to participate in commemorative activities to pay solemn tribute to, and to never forget, the veterans of the Korean War. Calls upon the President to issue a proclamation recognizing the 60th anniversary of the Korean War and commemorating National Korean War Veterans Armistice Day. Reaffirms the U.S. commitment to its alliance with the Republic of Korea for the betterment of peace and prosperity on the Korean Peninsula.

Fair Defense Competition Act - Directs the Secretary of Defense (DOD), in awarding a contract for any major defense acquisition program and conducting the cost or price evaluation of any proposal for that contract, to take into account any final panel report that concludes that an illegal subsidy (inconsistent with the Agreement on Subsidies and Countervailing Measures) has been provided with respect to: (1) any merchandise or major component of such program; or (2) the development of any merchandise or major component thereof. Requires the Secretary, if the illegal subsidy has not been withdrawn, to increase the cost or price of the proposal by the amount of the subsidy.

Girls Protection Act of 2010 - Amends the federal criminal code to impose a fine or five-year prison term, or both, on any U.S. citizen or alien admitted for permanent residence who knowingly transports in foreign commerce a girl under the age of 18 for the purposes of female genital mutilation.

Grow a Renewable Energy Economy Now--Jumpstart Other Biofuels Act of 2010 - Amends the Internal Revenue Code to: (1) allow a 30% energy tax credit for investments in qualified cellulosic and algae-based biofuel facilities; (2) extend through 2016 the special depreciation allowance for qualified cellulosic biofuel plant property; (3) include algae-based biofuel within the definition of cellulosic biofuel for purposes of the cellulosic biofuel producer tax credit; (4) exclude from the definition of cellulosic biofuel any processed fuel with an acid number greater than 25; (5) extend through 2016 the cellulosic biofuel producer tax credit; and (6) allow a direct payment of 30% of the basis of cellulosic and algae-based biofuel facility property.

ESEA Fiscal Fairness Act - Amends part A of title I of the Elementary and Secondary Education Act of 1965 to condition local educational agency (LEA) receipt of school improvement funds on: (1) an average state and local spending per pupil in each school receiving school improvement funds of at least 97% of such spending per pupil across all schools that are not receiving such funds; and (2) an average state and local spending per pupil in each higher poverty school of at least 97% of such spending per pupil across all lower poverty schools, if the LEA is serving all of its schools under part A. Allows LEAs to meet such requirement across all schools or among schools serving a particular grade span if they compare schools within no more than three grade spans. Directs the Inspector General of the Department of Education, in the fourth and fifth years after this Act's enactment, to audit 5 states and 10 LEAs to determine their progress in meeting these requirements. Requires annual LEA report cards to include certain information on state and local spending per pupil in schools. Requires states to provide the public with annual up-to-date school-by-school listings of per-pupil state and local spending.

Comprehensive Alcohol Regulatory Effectiveness (CARE) Act of 2010 - Amends the Webb-Kenyon Act to: (1) state that it is the policy of Congress that each state or territory shall continue to have the primary authority to regulate alcoholic beverages; (2) prohibit unjustified discrimination against out-of-state producers of alcoholic beverages in favor of in-state producers; and (3) establish higher evidentiary standards for legal actions challenging the authority of states or territories to regulate alcoholic beverages. Amends the Wilson Act to eliminate the requirement that a state or territory regulate the importation of all fermented, distilled, or other intoxicating liquors or liquids to the same extent and in the same manner as such liquors or liquids produced in such state or territory.

Directs the President, by the earlier of January 1, 2011, or 90 days after the enactment of this Act, to submit to Congress a plan for the safe, orderly, and expeditious redeployment of U.S. Armed Forces from Afghanistan, including military and security-related contractors, together with a timetable for the completion of such redeployment and information regarding variables that could alter that timetable. Requires plan updates every 90 days. Directs the Special Inspector General for Afghanistan Reconstruction to: (1) issue recommendations for increasing oversight of contractors in Afghanistan that have a record of engaging in waste, fraud, or abuse; and (2) report on the status of efforts of the Department of Defense (DOD) and the State Department to implement existing recommendations regarding oversight of such contractors. Requires the recommendations issued to include recommendations for reducing U.S. reliance on security contractors or subcontractors responsible for the deaths of Afghan civilians and on Afghan militias, contractors, subcontractors, or other armed groups that are not part of the Afghan National Security Forces.

Home Health Care Planning Improvement Act of 2010 - Amends title XVIII (Medicare) of the Social Security Act to revise conditions of and limitations on payment for home health care services. Allows payment for home health services to Medicare beneficiaries by: (1) a nurse practitioner; (2) a clinical nurse specialist working in collaboration with a physician in accordance with state law; (3) a certified nurse-midwife; or (4) a physician assistant under a physician's supervision.

Greening Food Deserts Act - Amends the Department of Agriculture Reorganization Act of 1994 to direct the Secretary of Agriculture to establish the Office of Urban Agriculture which shall coordinate Department of Agriculture (USDA) activities related to urban agriculture and nutrition. Amends the Food Security Act of 1985 to direct the Secretary to provide technical assistance in support of backyard conservation and community gardening programs involving small-scale subsistence and personal-use agriculture. Amends the Cooperative Forestry Assistance Act of 1978 regarding urban and community forestry assistance to give a priority to the production and procurement in urban areas of plant materials that are resistant to invasive species. Amends the Farm Security and Rural Investment Act of 2002 to authorize appropriations for the seniors farmers' market nutrition program. Directs the Secretary to make loans, provide loan guarantees, and make grants to public agencies and nonprofit organizations for farmers' market construction and renovation. Amends the Census of Agriculture Act of 1997 to include an evaluation of state farmers' markets in each agriculture census. Renames the Rural Energy for America Program as the Renewable Energy for America Program. Authorizes the Secretary to make a microloan or grant available to support outreach activities for: (1) developing food production in communities not traditionally associated with agricultural production; and (2) supporting local food production and distribution. Amends the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 to increase reimbursement rates for school lunch, breakfast, and summer food service meals consisting in whole or part of foods produced through agricultural education programs that use enrolled students to produce food and provide the food to in-house feeding programs. Amends The Food and Nutrition Act of 2008 to direct the Secretary to make eight grants each fiscal year to regional food banks or consortiums of community feeding programs for a demonstration project to produce fresh fruits and vegetables at these facilities while teaching eligible households how to engage in small-scale food production residentially or at community gardens.

Coastal Jobs Creation Act of 2010 - Directs the Secretary of Commerce to implement a Coastal Jobs Creation Grant Program which shall include: (1) cooperative research to collect and compile economic and social data related to recreational and commercial fisheries management: (2) establishment and implementation of state recreational fishing registry programs; (3) training and deploying observers authorized or required under the Magnuson-Stevens Fishery Conservation and Management Act; (4) preservation or restoration of coastal resources identified for their conservation, recreational, ecological, historic, or aesthetic values; (5) redevelopment of deteriorating and underutilized working waterfronts and ports; (6) research to develop, test, and deploy innovations and improvements in coastal and ocean observation technologies; (7) cooperative research to collect data to improve, supplement, or enhance fishery and marine mammal stock assessments; and (8) other specified activities. Amends the Magnuson-Stevens Fishery Conservation and Management Act to require the Secretary of Commerce to enter into contracts with, or provide grants to, states for the purpose of establishing and implementing a registry program to meet the requirements for the exemption from registration of a regional standardized fishing vessel registration and information management system program for state licensed recreational fishermen and charter fishing vessels when the Secretary determines that information from the state program is suitable for the Secretary's use in completing marine recreational fisheries statistical surveys or evaluating the effects of proposed conservation and management measures for marine recreational fisheries.

Global Democracy Promotion Act - States that in determining eligibility for assistance under part I of the Foreign Assistance Act of 1961 foreign nongovernmental organizations shall not: (1) be ineligible for such assistance solely on the basis of health or medical services provided by such organizations with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided and would not violate U.S. federal law if provided in the United States; and (2) be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving assistance under part I of such Act.

Stem Cell Research Advancement Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to conduct and support research that utilizes human stem cells, including human embryonic stem cells. Limits such research to stem cells that meet the following requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics, were created for the purposes of reproductive treatment, and were in excess of the needs of the individuals seeking such treatment; (2) it was determined through consultation with the individuals seeking reproductive treatment that the embryos would never be implanted in a woman and would otherwise be discarded; and (3) the individuals seeking reproductive treatment donated the embryos with written informed consent and received no financial or other inducements. Requires the Secretary to maintain, review every three years, and update as scientifically warranted, guidelines applicable to the conduct or support of human stem cell research by HHS. Prohibits the Secretary from using any funds for the conduct or support of human cloning. Requires the Director of the National Institutes of Health (NIH) to include in its biennial report to Congress a summary of research activities on human stem cells.

Local Jobs for America Act - Directs the Secretary of Labor, acting through the Employment and Training Administration (ETA) of the Department of Labor, to provide for the allotment of funds to states, local government units, and community-based organizations to save and create local jobs through the retention, restoration, or expansion of services needed by local communities. Makes appropriations for this program. Prohibits the hiring of an individual for a position funded under this Act if: (1) it results in the layoff or partial displacement of an existing employee of a unit or organization, or (2) such individual will perform the same or substantially similar work that was performed by the previous employee of the unit or organization. Makes appropriations to: (1) the Department of Education for an Education Jobs Fund, (2) the Department of Justice for community oriented policing services, (3) the Department of Homeland Security (DHS) for the Federal Emergency Management Agency (FEMA) for firefighter assistance grants, and (4) the Department of Labor for ETA for on-the-job training and employment services.

Civil War Sesquicentennial Commission Act - Directs the Secretary of the Interior to establish a Civil War Sesquicentennial Commemoration Commission. Directs the National Endowment for the Humanities: (1) in collaboration with the National Endowment for the Arts, to award grants for activities that are determined to be appropriately related to the Civil War sesquicentennial; and (2) consider for such grants university, museum, or academic programs with national scope that sponsor multidisciplinary projects that represent the totality of the Civil War.

Prostate Research, Imaging, and Men's Education Act of 2010 or the PRIME Act of 2010 - Requires the Secretary of Health and Human Services (HHS), acting through the Director of the National Institutes of Health (NIH), to: (1) carry out a program to expand and intensify research to develop advanced imaging technologies for prostate cancer detection, diagnosis, and treatment comparable to mammogram technology; and (2) utilize the National Institute of Biomedical Imaging and Bioengineering and the National Cancer Institute for advanced stages of research in prostate imaging. Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration, to: (1) carry out a grant program to encourage the early stages of research in prostate imaging to develop and implement new ideas, proof of concepts, and pilot studies for high-risk technologic innovation; and (2) establish interdisciplinary private-public partnerships to develop research strategies for expedited innovation in imaging and image-guided treatment. Directs the Secretary: (1) to carry out a national campaign to increase awareness and knowledge with respect to the need for prostate cancer screening and for improved detection technologies; (2) in carrying out the program and the campaign, to recognize and address the racial disparities in the incidences of prostate cancer and mortality rates and any racial barriers in access to care and participation in clinical trials; (3) establish a program to award grants to nonprofit private entities to test alternative outreach and education strategies; and (4) carry out research to develop an improved prostate cancer screening blood test using in-vitro detection.

Clean Energy Act of 2010 - Amends the Energy Policy Act of 2005 to: (1) revise provisions of the loan guarantee program for innovative technologies relating to the definition of commercial technology, subrogation, and fees; and (2) direct the Secretary of Energy, in carrying out the Nuclear Power 2010 Program, to offer to enter into cooperative agreements with reactor manufacturers and electric utilities to license certain small nuclear reactors. Expresses the sense of Congress supporting the convening by the President of a blue-ribbon panel for the development of a federal nuclear waste policy. Authorizes appropriations for FY2011-FY2020 to carry out: (1) the education and training of a nuclear workforce; (2) nuclear reactor uprate and lifetime-extension research; and (3) clean energy research and development activities.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Debt Free America Act - States as purposes of this Act the raising of sufficient revenue from a fee on transactions to eliminate the national debt within seven years and the phasing out of the individual income tax. Amends the Internal Revenue Code to impose a 1% fee, offset by a corresponding nonrefundable income tax credit, on transactions that use a payment instrument, including any check, cash, credit card, transfer of stock, bonds, or other financial instrument. Defines "transaction" to include retail and wholesale sales, purchases of intermediate goods, and financial and intangible transactions. Establishes in the legislative branch the Bipartisan Task Force for Responsible Fiscal Action to review the fiscal imbalance of the federal government and make recommendations to improve such imbalance. Provides for expedited consideration by Congress of Task Force recommendations. Repeals after 2017 the individual income tax, refundable and nonrefundable personal tax credits, and the alternative minimum tax (AMT) on individuals. Directs the Secretary of the Treasury to: (1) prioritize the repayment of the national debt to protect the fiscal stability of the United States; and (2) study and report to Congress on the implementation of this Act.

Haitian Emergency Life Protection Act of 2010 or the H.E.L.P. Act - Amends the Immigration and Nationality Act with respect to V- visa nonimmigrants (spouses and minor children of lawful permanent residents who come to the United States to wait for completion of the immigrant visa process) to include Haitian nationals whose petition for a family-sponsored immigrant visa was approved on or before January 12, 2010. Authorizes the Department of State to use secondary evidence to verify eligibility for such status or for immediate relative status. Sunsets the provisions of this Act two years after its enactment.

International Violence Against Women Act of 2010 - Directs the Secretary of State to establish the Office for Global Women's Issues, to be headed by the Ambassador-at-Large for Global Women's Issues, to coordinate efforts regarding gender integration and empowerment of women in U.S. foreign policy. Establishes an Office for Women's Global Development (intended to replace the Office of Women in Development) in the United States Agency for International Development (USAID), to be headed by the Director of Women's Global Development, to coordinate USAID efforts to integrate gender in U.S. foreign assistance programs and policies. Directs the Secretary and the Administrator of USAID to develop a comprehensive five-year strategy for programs to prevent and respond to violence against women and girls in countries with severe levels of such violence. Directs the Ambassador-at-Large and the Director to seek to coordinate efforts to prevent and respond to violence against women and girls internationally into existing foreign assistance programs. Authorizes funds to be awarded to community-based women's nongovernmental organizations and community-based organizations in recipient countries to carry out such efforts. Authorizes the Secretary to provide guidance to the Secretary of Defense (DOD) to: (1) incorporate training on prevention and response into the basic training curricula of foreign military and police forces and judicial officials; and (2) ensure that U.S. assistance to units involved in regional or multilateral peacekeeping operations includes such training. Authorizes the Ambassador-at-Large to provide guidance to the Administrator and the Assistant Secretary for Population, Refugees, and Migration on preventing and responding to violence against women and girls in humanitarian relief, conflict, and post-conflict settings. Authorizes the Secretary to provide guidance on preventing and responding to violence against women and girls to the Secretary of DOD when U.S. military personnel, military contractors, and military observers are to be deployed in humanitarian relief, conflict, and post-conflict settings. Authorizes the Secretary and the Secretary of DOD to: (1) provide training in prevention and response to violence against women and girls internationally to U.S. military forces; (2) establish mechanisms for reporting incidences of violence against civilian women and girls committed by U.S. military forces; and (3) establish related public outreach efforts. Urges the Secretary to make U.S. financial, material, human, and other resources available to assist U.N. efforts to: (1) implement training programs in prevention and response to violence against women and girls for peacekeeping and humanitarian personnel; (2) enhance the deployment of military and civilian women in peacekeeping missions; and (3) improve protection mechanisms at U.N. managed refugee and internally displaced persons camps. Urges the Secretary to identify and take emergency measures to respond to critical outbreaks of violence against women and girls in situations of armed conflict.
