Amends the Internal Revenue Code to allow an alternative motor vehicle tax credit for new qualified plug-in hybrid motor vehicles. Defines such a vehicle as any new qualified hybrid motor vehicle that: (1) is a passenger automobile or light truck with a gross vehicle weight rating of not more than 8,500 pounds; (2) meets or exceeds the Bin 5 Tier II emission standard established by the Environmental Protection Agency; (3) draws propulsion energy from a traction battery of not less than 4 kWh; and (4) is equipped with a means of recharging its energy storage system from an external source of electricity.

Legal Immigrant Children's Health Improvement Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to grant states the option of covering certain categories of eligible pregnant women and child resident aliens, including targeted low-income children, under the Medicaid and SCHIP programs.

Emergency Retiree Health Benefits Protection Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to add a program for emergency retiree health benefit protections. Prohibits group health plans from reducing retiree health benefits after the retirement of a plan beneficiary. Requires such plans to adopt provisions barring post-retirement reductions in retiree health benefits. Requires group health plan sponsors to grant retired plan participants the option of benefit restoration. Authorizes the Secretary of Labor to waive or vary requirements for benefit restoration if compliance with such requirements would: (1) be adverse to the interests of plan participants in the aggregate; (2) not be administratively feasible; and (3) cause substantial business hardship to plan sponsors. Establishes the Emergency Retiree Health Loan Guarantee Program. Authorizes the Program to guarantee loans provided by private financial institutions to assist plan sponsors in meeting benefit restoration obligations under this Act. Terminates loan guarantee authority after 2013. Authorizes the Secretary to assess civil penalties for violations of this Act.

Disapproves of the Lord's Resistance Army (LRA) leadership's inconsistent commitment to peacefully resolving the conflict in Uganda. Urges the LRA and the government of Uganda to recommit to a political solution to the conflict. Entreats all regional parties to cease human rights violations and address, within the context of a broader national reconciliation process in Uganda, issues of accountability and impunity for those crimes against humanity already committed. Presses leaders on both sides of the conflict in Uganda to renounce any intentions and halt any preparations to resume violence and to ensure that this message is conveyed to armed elements under their control. Calls on the Secretary of State, the Administrator of the United States Agency for International Development, and the heads of other similar governmental agencies and nongovernmental organizations within the international community to continue efforts to alleviate the humanitarian crisis in northern Uganda and to support a peaceful resolution to this crisis.

Washington-Rochambeau Revolutionary Route National Historic Trail Designation Act - Amends the National Trails System Act to designate a corridor of approximately 600 miles following the route taken by the armies of General George Washington and Count Rochambeau between Newport, Rhode Island, and Yorktown, Virginia, in 1781 and 1782, as the "Washington-Rochambeau Revolutionary Route National Historic Trail."

Deceptive Practices and Voter Intimidation Prevention Act of 2007 - Amends the federal criminal code to make it unlawful for anyone, within 60 days before a federal election, to knowingly communicate, or attempt to communicate, false election-related information about that election, with the intent to prevent another person from exercising the right to vote. Increases the penalty for intimidation of voters. Directs the U.S. Sentencing Commission to review and, if appropriate, amend the federal sentencing guidelines and policy statements applicable to persons convicted of any offense under this Act. Authorizes any person to report to the Attorney General false election information or intimidation of voters. Requires the Attorney General, immediately after receiving such a report, to consider and review it and, if there is a reasonable basis to find that a violation has occurred, to: (1) undertake all effective measures necessary to provide correct information to voters affected by the false information; (2) refer any pertinent matter to the Civil Rights Division of the Department of Justice for prosecution; and (3) refer the matter to the appropriate federal and state authorities for criminal prosecution or civil action after the election. Directs the Attorney General to study the feasibility of providing such corrective information through public service announcements, the emergency alert system, or other forms of public broadcast. Requires the Attorney General to establish a Voting Integrity Task Force.

Direct Support Professionals Fairness and Security Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to provide funds to States to enable them to increase the wages paid to targeted direct support professionals in providing services to individuals with disabilities under the Medicaid program. Directs the Secretary of Health and Human Services, through the Inspector General of the Department of Health and Human Services, to audit a sample from among the States in order to assess the effectiveness of progress made in reducing or eliminating the wage gap between targeted and reference direct support professionals through funds under this Act. Requires the Comptroller General to study and report to Congress on the wage equalization and recruitment and retention of direct support professionals who are providing services and supports to individuals with disabilities.

Airline Passenger Bill of Rights Act of 2007 - Requires a covered airline to: (1) establish procedures for handling passenger complaints; (2) provide customers at the airport and aboard an aircraft with information regarding delay, cancellation, or diversion; (3) establish procedures to allow passengers to exit the aircraft in the case of a departure or arrival delay which would require passengers to remain on a grounded aircraft for more than three hours, with specified exceptions; (4) provide passengers on a departure- or arrival-delayed grounded aircraft with essential ventilation, food, water, sanitary, and medical services; (5) publish a monthly list of its chronically delayed flights and provide such information upon ticket purchase; (6) publish and update lowest fare and schedule information; and (7) make every reasonable effort to return lost baggage within 24 hours. Directs the Secretary of Transportation to: (1) review airline and airport emergency contingency plans for bad weather; (2) work with air carriers to ensure that a pilot operating a (long) departure delayed-flight is permitted to return the aircraft to the terminal to allow passengers to exit the aircraft without losing the flight's departure sequence position; and (3) conduct a study of the ability of air carriers to provide for passengers' essential needs in cases of diverted flights.

Community Reinvestment Modernization Act of 2007 - Repeals specified revisions to regulations governing the Comptroller of the Currency, the Board of Governors of the Federal Reserve System, the Federal Deposit Insurance Corporation, and the Director of the Office of Thrift Supervision. Reinstates banking agency regulations in effect before the publication of such revisions. Amends the Bank Holding Company Act of 1956 (BHCA) to subject to the Community Reinvestment Act of 1977 (CRA) nonbank affiliates of bank holding companies that engage in lending or offering banking products or services. Amends the CRA to require a rating reduction for a regulated financial institution engaged in negative credit practices, including predatory and discriminatory lending. States that securities companies, mortgage banks, and insurance companies have a continuing affirmative obligation to meet the financial services needs in their assessment areas, including those of low- and moderate-income neighborhoods and persons of modest means. Requires their affiliates to attain satisfactory ratings in accordance with this Act. Insurance Disclosure Act - Directs the Secretary of Housing and Urban Development to establish requirements for insurers to submit information annually regarding noncommercial insurance, rural insurance, and investments by insurers. Requires the Secretary to make such information public. Directs the Financial Institutions Examination Council to maintain a comprehensive database containing the hierarchical structure of financial holding companies, bank holding companies, depository institutions, and non-depository institutions. Amends the BHCA to allow certain expanded financial activities by a bank holding company only if it or its affiliate has neither: (1) been adjudicated in federal court; nor (2) entered into a consent decree or settlement agreement, premised upon a violation of the Fair Housing Act (antiredlining requirement). Requires: (1) public meetings regarding bank acquisitions and mergers; and (2) a period for public comment regarding branch closures. Amends the CRA to subject all regulated financial institutions, regardless of size or aggregate assets, to mandatory biennial examinations.

Global Poverty Act of 2007 - Directs the President, through the Secretary of State, to develop and implement a comprehensive strategy to further the U.S. foreign policy objective of promoting the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the United Nations Millennium Development Goal of reducing by one-half the proportion of people worldwide who live on less than $1 per day.

American Dream Act - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the denial of an unlawful alien's eligibility for higher education benefits based on state residence unless a U.S. national is similarly eligible without regard to such state residence. Authorizes the Secretary of Homeland Security to cancel the removal of, and adjust to conditional permanent resident status, an alien who: (1) entered the United States before his or her sixteenth birthday, and has been present in the United States for at least five years immediately preceding enactment of this Act; (2) is a person of good moral character; (3) is not inadmissible or deportable under specified grounds of the Immigration and Nationality Act; and (4) at the time of application, has been admitted to an institution of higher education, or has earned a high school or equivalent diploma. Sets forth the conditions for conditional permanent resident status. Authorizes an alien who has satisfied the appropriate requirements prior to enactment of this Act to petition the Secretary for conditional permanent resident status. Sets forth requirements respecting: (1) exclusive jurisdiction; (2) confidentiality; (3) fee prohibitions; (4) higher education assistance; and (5) a Government Accountability Office (GAO) report respecting the number of aliens adjusted under this Act.

Program for Real Energy Security Act or the PROGRESS Act - Establishes the National Commission on Energy Security and Transition to New Fuels. Sets forth the duties of the Commission, including to make recommendations to Congress and the President for: (1) preserving the national energy security in the event of a terrorist attack or natural disaster; and (2) reducing U.S. dependence on foreign oil over a specified period. Establishes: (1) the New Manhattan Center for High Efficiency Vehicles; and (2) the Advisory Council on Federal Participation. Requires the Secretary of Energy to carry out a program of grants to federal and private sector researchers (including the Center) to research and develop alternative fuels and technologies to improve the productivity of U.S. automotive firms in the manufacture of high efficiency vehicles. Establishes a grant program to provide assistance to retail and wholesale motor fuel dealers or other entities to install, replace, or convert motor fuel storage and dispensing infrastructure for use in the storage and dispensing of biobased fuels. Sets forth requirements calling for: (1) the production and distribution of biobased fuels (ethanol) and deployment of new engine technologies for fuel-flexible, hybrid, plug-in hybrid, and biodiesel vehicles; (2) greater use of alternative fuels in dual fueled vehicles operating in the federal fleet; and (3) the increase and expansion of employer-provided mass transit fringe benefits. Transit Rail Accommodation Improvement and Needs Act - Allows for the shared use of rail carrier trackage and rail rights-of-way by mass transportation authorities. Authorizes capital investment grants to improve intercity passenger rail service. Allows a tax credit to holders of qualified high-speed rail infrastructure bonds. Railroad Track Modernization Act of 2007 - Establishes a capital grant program for the rehabilitation, preservation, or improvement of railroad track of class II and class III railroads. Requires the issuance of regulations implementing reliability standards for the safe transportation of energy supplies by rail.

Pet Safety and Protection Act of 2007 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat and owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing a research facility with random source dogs or cats unless specified certification requirements are met.

Military Readiness Enhancement Act of 2007 - Repeals current Department of Defense (DOD) policy concerning homosexuality in the Armed Forces. Prohibits the Secretary of Defense, and the Secretary of Homeland Security with respect to the Coast Guard when it is not operating as a service in the Navy, from discriminating on the basis of sexual orientation against any member of the Armed Forces or any person seeking to become a member. Authorizes the re-accession into the Armed Forces of otherwise qualified individuals previously separated for homosexuality, bisexuality, or homosexual conduct. Requires such Secretaries to ensure that regulations governing the personal conduct of members of the Armed Forces are written and enforced without regard to sexual orientation.

Cytology Proficiency Improvement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to revise national quality assurance standards to assure consistent performance by laboratories of valid and reliable cytology services, to include requirements that each clinical laboratory: (1) ensure that all individuals involved in screening and interpreting cytological preparations participate annually in an approved continuing medical education program in gynecologic cytology that provides each participant with gynecologic cytologic preparations designed to improve locator, recognition, and interpretive skills; and (2) maintain a record of program results. Requires the Secretary to terminate individual proficiency testing that was in effect before enactment of this Act.

Keeping Faith With the Greatest Generation Military Retirees Act - Amends title XVIII (Medicare) of the Social Security Act to waive the monthly part B premium (Supplementary Medical Insurance Benefits for the Aged and Disabled) with respect to: (1) an individual who is entitled to military retired or retainer pay based upon service that began before December 7, 1956; and (2) the spouse, widow, or widower of such individuals.

Directs the Secretary of Veterans Affairs to establish and carry out a scholarship program of financial assistance for individuals who: (1) are accepted for, or currently enrolled in, a program of study leading to a degree or certificate in visual impairment or orientation and mobility, or both; and (2) enter into an agreement to serve, after program completion, as a full-time Department of Veterans Affairs (VA) employee for three years within the first six years after program completion. Sets maximum assistance amounts of $15,000 per academic year and $45,000 total. Requires pro rate repayment for failure to satisfy education or service requirements, while allowing the Secretary to waive or suspend such repayment whenever noncompliance is due to circumstances beyond the control of the participant, or when waiver or suspension is in the best interests of the United States.

Federal Price Gouging Prevention Act - Makes it unlawful for any person to sell crude oil, gasoline, natural gas, or petroleum distillates at a price that: (1) is unconscionably excessive; or (2) indicates the seller is taking unfair advantage unusual market conditions or the circumstances of an emergency to increase prices unreasonably. Declares unlawful: (1) intentional reporting of false price information concerning wholesale prices of such products; and (2) market manipulation regarding the purchase or sale at wholesale of such products. Empowers the Federal Trade Commission (FTC) and State Attorneys General to enforce this Act. Sets forth civil and criminal penalties for violations of this Act. Requires fines and penalties collected under this Act to be deposited in a separate fund in the treasury to be known as the Consumer Relief Trust Fund to provide assistance under the Low Income Home Energy Assistance Program (LIHEAP) administered by the Secretary of Health and Human Services. Declares that nothing in this Act preempts state law. Directs the FTC to facilitate price transparency in wholesale markets for the sale of crude oil and essential petroleum products.

Puerto Rico Self-Determination Act of 2007 - Recognizes the inherent authority of the People of Puerto Rico to call a Constitutional Convention for the purpose of proposing a Self-Determination Option for a new or modified commonwealth status, statehood, or independence. Requires such proposal, if approved by the people of Puerto Rico in a referendum, to be presented to Congress, which shall enact a joint resolution approving it and providing for its implementation. Requires a proposal that is changed or amended by Congress to be submitted to the people of Puerto Rico for approval in a referendum before it shall become effective. Authorizes the Constitutional Convention: (1) if a self-determination proposal is rejected by Congress or by the people of Puerto Rico, to reconvene for the purpose of deliberating to adopt another proposal; and (2) to remain in session until a proposal is enacted.

Keep Our Promise to America's Military Retirees Act - Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide Federal Employees Health Benefits (FEHB) coverage to the following eligible beneficiaries: (1) a member or former member of the Armed Forces entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member. Directs the Secretary to reimburse such eligible persons for pharmacy benefits received from a pharmacy that is not a TRICARE (Department of Defense managed health care plan) network pharmacy in the same manner as the Secretary would reimburse such person for such benefits received from a TRICARE network pharmacy. Requires such persons, in order to receive such reimbursement, to submit a certification from their physician stating that the person does not have access to a TRICARE network pharmacy due to physical or medical constraints.

Kidney Care Quality and Education Act of 2007 - Directs the Secretary of Health and Human Services to establish demonstration projects to: (1) increase public awareness about the factors that lead to chronic kidney disease, how to prevent it, how to treat it, and how to avoid kidney failure, as well as enhance surveillance systems and expand research to better assess the prevalence and incidence of kidney disease; and (2) enable individuals with end-stage renal disease (ESRD) to develop self-management skills. Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for Medicare coverage of kidney disease patient education services. Directs the Secretary to: (1) establish blood flow monitoring demonstration projects; and (2) arrange with the Institute of Medicine of the National Academy of Sciences to evaluate the barriers to increasing the number of individuals with ESRD who elect to receive home dialysis services or other treatment modalities under Medicare. Sets forth required training for patient care dialysis technicians. Directs the Secretary to establish an independent, multidisciplinary, nonpartisan End-Stage Renal Disease Advisory Committee. Establishes the annual update framework for the Medicare ESRD composite rate. Directs the Secretary to establish a three-year continuous quality improvement initiative under which quality payments are provided to renal dialysis facilities, providers of services, and physicians that: (1) provide items and services to individuals with ESRD enrolled under Medicare part B (Supplementary Medical Insurance); and (2) meet quality benchmarks and demonstrate quality improvements. Requires the Secretary to make quality incentive payments to facilities and providers whose services to individuals with ESRD have substantially improved or exceeded a certain threshold. Extends Medicare as secondary payer with respect to individuals with ESRD.

Resuming Education After Defense Service Act of 2007 - Makes eligible for basic educational assistance under the Montgomery GI Bill a member of the Selected Reserve who (among other qualifications), during the period beginning on September 11, 2001, and ending on December 31, 2008, serves on active duty in the Armed Forces for one or more periods aggregating not less than two years. Entitles such individuals to one month of educational assistance for each month served on active duty. Makes the amount of such assistance equivalent to that provided for active-duty personnel who have served a minimum of two years of active duty. Requires the basic pay of qualifying members to be reduced by $100 for each of first 12 months of such active duty service. Requires the Secretaries of the military departments concerned to inform eligible Selected Reserve personnel of such entitlement.

Community Cancer Care Preservation Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to require determination and calculation of the manufacturer's average sales price for a drug or biological on a monthly instead of a quarterly basis. Requires the payment amounts to be updated and applied by the Secretary of Health and Human Services based on the manufacturer's average sales price for the drug or biological calculated for the most recent month for which data are available. Removes prompt pay discounts from the calculation of such price. Provides for an increase in the Medicare part B (Supplementary Medical Insurance) payment for chemotherapy administration services. Directs the Secretary to make an additional 2% for any drug administration services payment to physicians, taking into account pharmacy facilities management costs. Directs the Secretary to develop new CPT codes for reporting and billing of physician's services associated with pharmacy facilities management and with medical oncology treatment planning.

Inflammatory Bowel Disease Research Enhancement Act - Requires the Director of the National Institute of Diabetes and Digestive and Kidney Diseases to expand, intensify, and coordinate the Institute's research activities on inflammatory bowel disease, with an emphasis on: (1) genetic research on susceptibility for inflammatory bowel disease; (2) research targeted to increase knowledge about the causes and complications of inflammatory bowel disease in children; (3) animal model research; (4) clinical research; (5) expansion of the Institute's Inflammatory Bowel Disease Centers program with a focus on pediatric research; and (6) other research initiatives identified in specified documents. Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on pediatric inflammatory bowel disease; (2) establish the National Pediatric IBD Registry; and (3) establish the Advisory Committee on Pediatric Inflammatory Bowel Disease to study and make recommendations relating to the Registry. Requires the Director of the Centers for Disease Control and Prevention (CDC) to prepare a National Inflammatory Bowel Disease Action Plan to: (1) address the burden of inflammatory bowel disease in both adult and pediatric populations; (2) address strategies for determining the unique demographic, geographic, and environmental-exposure characteristics of the inflammatory bowel disease population; (3) focus on strategies for increasing awareness about the disease within the general public and the health care community; and (4) address mechanisms designed to prevent the progression of the disease and the development of complications.

Breast Cancer and Environmental Research Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH), to make grants to public or nonprofit private entities for the development and operation of centers to conduct multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer. Requires each such center to: (1) be known as a Breast Cancer and Environmental Research Center of Excellence; (2) include community organizations in the geographic area served by the center; (3) be formed from a consortium of cooperating institutions and community groups; and (4) be supported under this Act for a period of not more than five years, with additional periods allowed after review and recommendation. Requires the Secretary to establish a Breast Cancer and Environmental Research Panel to: (1) develop a comprehensive research strategy for centers; (2) make recommendations with respect to the mechanisms, peer review criteria, and allocations under this Act; (3) assist in the overall program evaluations; and (4) make recommendations for the dissemination of information on program process. Requires the Director of NIH to provide for coordination of information among, and an equitable geographical distribution of, centers.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to Michael Ellis DeBakey, M.D. (who performed the first successful coronary bypass, pioneered the field of telemedicine, was elected the first President of Baylor College of Medicine, and received the Presidential Medal of Freedom with Distinction and the National Medal of Science) in recognition of his many outstanding contributions to the nation.

Hurricanes Katrina and Rita Federal Match Relief Act of 2007 - Sets the federal share of the cost of disaster assistance provided before enactment of this Act in connection with Hurricanes Katrina and Rita under the Robert T. Stafford Disaster Relief and Emergency Assistance Act at 100% for assistance provided to Louisiana and Mississippi. Amends the Community Disaster Loan Act of 2005 to repeal a provision that prohibits the cancellation of loans under the Community Disaster Loan Program, effective as of the date of enactment of that Act.

Wartime Treatment Study Act - Establishes the Commission on Wartime Treatment of European Americans to review U.S. government wartime treatment (from September 1, 1939, through December 31, 1948) of European Americans and European Latin Americans. Requires the Commission to review: (1) government actions with respect to European Americans and European Latin Americans pursuant to the Alien Enemies Acts, Presidential Proclamations 2526, 2527, 2655, 2662, 2685, Executive Orders 9066 and 9095, and related directives pertaining to the registration, arrest, exclusion, internment, exchange, or deportation of such people; (2) registration requirements, travel and property restrictions, internment, and forced abandonment of property; (3) participation by European Americans in the U.S. Armed Forces; and (4) appropriate remedies, including future protection of civil liberties during wartime. Establishes the Commission on Wartime Treatment of Jewish Refugees to review the U.S. government's refusal to allow entry into the United States of Jewish and other refugees fleeing persecution or genocide in Europe. Directs the Commission to include reviews of: (1) the rationale for such refusal, its perceived benefit, and its impact on refugees; and (2) federal refugee policy concerning those fleeing persecution or genocide.

Amends the Internal Revenue Code to permit: (1) federal civilian and military retirees to pay Federal Employees Health Benefits Program (FEHBP) and TRICARE supplemental premiums on a pretax basis (i.e., exclude premiums from gross income); and (2) a tax deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums or enrollment fees. Directs the Director of the Office of Personnel Management (OPM) and the Secretary of Defense to ensure that the option of paying FEHBP and TRICARE supplemental premiums on a pretax basis is available to federal civilian and military retirees for the first open enrollment period beginning not less than 90 days after the enactment of this Act.

Expresses the sense of the House of Representatives that: (1) the U.S. Postal Service should issue a postage stamp commemorating the Fisk Jubilee Singers; and (2 ) the Citizen's Stamp Advisory Committee should recommend to the Postmaster General that such a stamp be issued.

Family Smoking Prevention and Tobacco Control Act - Amends the Federal Food, Drug, and Cosmetic Act to provide for the regulation of tobacco products by the Secretary of Health and Human Services through the Food and Drug Administration, including through disclosure, annual registration, inspection, recordkeeping, and user fee requirements. Sets forth criteria by which tobacco products are deemed adulterated or misbranded. Allows the Secretary to require prior approval of all label statements. Allows the Secretary to restrict the sale or distribution of tobacco products, including advertising and promotion, if the Secretary determines that such regulation would be appropriate for the protection of the public health. Prohibits such regulations from: (1) limiting product sales or distribution to authorization of a practitioner licensed to prescribe medical products; (2) prohibiting product sales in face-to-face transactions by a specific category of retail outlets; or (3) establishing a minimum age greater than 18 years of age for product purchases. Prohibits cigarettes from containing any artificial or natural flavor (other than tobacco or menthol) or an herb or spice, including strawberry, cinnamon, or coffee. Requires the Secretary to establish tobacco product standards to protect the public health, but reserves to Congress the power to ban any tobacco products or reduce the nicotine level to zero. Allows the Secretary to take specified actions, including public notification and recall, against unreasonably harmful products. Requires premarket approval of all new tobacco products. Sets forth standards for the sale of modified risk tobacco products. Sets forth provisions regarding: (1) judicial review; (2) coordination with the Federal Trade Commission (FTC); (3) congressional review of regulations; and (4) state and local authority. Requires the Secretary to establish a Tobacco Products Scientific Advisory Committee. Amends the Federal Cigarette Labeling and Advertising Act to change cigarette warning label and advertising requirements. Amends the Comprehensive Smokeless Tobacco Health Education Act of 1986 to change smokeless tobacco warning label and advertising requirements.

HIPAA Recreational Injury Technical Correction Act - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to prohibit a group health plan or health insurance issuer offering group health coverage from denying benefits or coverage otherwise provided under the plan for the treatment of an injury solely because it resulted from participation in a legal mode of transportation or recreational activity.

Comprehensive Cancer Care Improvement Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage of comprehensive cancer care planning services to provide individuals diagnosed with cancer a plan that details all aspects of the care to be provided. Requires the Secretary of Health and Human Services to establish standards for such services. Directs the Secretary to conduct a two-year demonstration project under which Medicare payments will be made for comprehensive cancer care symptom management services furnished by an eligible entity in accordance with a described plan. Directs the Secretary to make grants to eligible entities to: (1) establish new, or expand existing, palliative care and symptom management programs for cancer patients; (2) improve the quality of graduate and postgraduate training of physicians, nurses, and other health care providers in palliative care and symptom management for such patients; and (3) improve the quality of continuing professional education provided to qualified individuals regarding palliative care and symptom management for cancer patients. Requires the Director of the National Institutes of Health (NIH) to establish a program of grants for research on palliative care, symptom management, communication skills, and other end-of-life topics for such patients.

Breast Cancer Research Stamp Authorization Act - Extends through December 31, 2009, provisions requiring the U.S. Postal Service to issue a special postage stamp for first-class mail that costs not less than 15% more than the regular first-class stamp to contribute funding for breast cancer research.

Resident Physician Shortage Reduction Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to increase, over five cost reporting periods, the Medicare caps on the total number of full-time equivalent residents in the field of allopathic or osteopathic medicine (graduate medical education (GME) positions) for states with a shortage of residents. Requires the aggregate number of such increases for a state to be at least 15, but no more than the state resident cap increase.

Women's Health Office Act of 2007 - Amends the Public Health Service Act to establish an Office on Women's Health within the Office of the Secretary of Health and Human Services. Requires the Secretary, acting through the Director of the Office, to establish: (1) a Department of Health and Human Services Coordinating Committee on Women's Health; and (2) a National Women's Health Information Center. Transfers the functions of the Office on Women's Health of the Public of Health Service to the Office on Women's Health within the Department of Health and Human Services (HHS). Amends the Public Health Service Act, the Social Security Act, and the Federal Food, Drug, and Cosmetic Act to establish separate Offices of Women's Health within the Office of the Director of the Centers for Disease Control and Prevention (CDC), the Office of the Administrator of the Health Resources and Services Administration (HRSA), and the Office of the Commissioner of the Food and Drug Administration (FDA), and an Office of Women's Health and Gender-Based Research within the Office of the Director of the Agency for Healthcare Research and Quality (AHRQ). Directs the lead officers of each Office of Women's Health to establish goals, provide information on women's health activities, and establish a Coordinating Committee on Women's Health within their respective agencies. Prohibits termination, reorganization, or transfers of powers and duties of any federal office of women's health or appointive position with primary responsibility over women's health issues without congressional approval.

Access to Life-Saving Medicine Act - Amends the Public Health Service Act to establish a process for the approval of an abbreviated biological product application for products that contain the same or similar active ingredients as a previously licensed biological product (the reference product). Allows a person to file an abbreviated biological product application with the Secretary of Health and Human Services that includes: (1) data demonstrating that the product is comparable to or interchangeable with the reference product; (2) information to show that the conditions or conditions of use prescribed, recommended, or suggested in the labeling proposed for the biological product have been previously approved for the reference product; and (3) information to show that the route of administration, the dosage form, and the strength of the biological product are the same as those of the reference product. Sets forth conditions for approval of such an application by the Secretary. Allows an applicant to request that the Secretary make a determination as to the interchangeability of a comparable product and the reference product based on whether a product can be expected to produce the same clinical result as the reference product in any given patient. Provides market exclusivity to such an interchangeable product. Requires the Secretary to defer issuing a determination of interchangeability for a subsequent comparable biological product during the period of market exclusivity for a prior interchangeable comparable biological product. Requires the Secretary to establish requirements for the efficient review, approval, suspension, and revocation of comparable biological product applications. Sets forth provisions governing patent infringement claims against an applicant or prospective applicant for a comparable biological product license.

A Living Wage, Jobs for All Act - Declares that Congress affirms the basic economic rights and responsibilities under the 1944 "Economic Bill of Rights," while updating and extending it to include: (1) certain rights to decent jobs, income security for individuals unable to work for pay, a decent living for farm families, freedom from monopolies, decent housing, adequate health services, Social Security in old age, sickness, accidental injury, and unemployment, and education and work training; and (2) certain other rights relating to collective bargaining, a safe working environment, information on trends in pollution sources and products and processes that affect the well-being of workers throughout the world, voting and campaigning, and personal security. Requires corporations registered with the Securities and Exchange Commission (SEC) to disclose fully in annual reports the impact of their activities on environmental quality and on the rights of other stakeholders, including employees, consumers, and communities. Requires each state to require all state-chartered corporations to submit such annual reports. Directs the Attorney General to establish a computerized registration program of all corporations found guilty of violating a federal or state law. Authorizes the President to deny federal contracts, loans, or loan guarantees to non-compliant corporations. Requires federal agencies and commissions, including the Board of Governors of the Federal Reserve System, to help establish and maintain conditions under which all adult Americans may freely exercise the economic rights specified in 1944 and in this Act. Prohibits federal agencies or commissions from promoting recession, stagnation, or unemployment to reduce wages or inflation. Directs the President to establish a full employment framework for the annual budget submitted to Congress that meets specified goals for: (1) quality of life and environment; (2) responsible, sustainable growth; (3) unemployment reduction; and (4) human rights. Requires the Joint Economic Committee to oversee actions under this Act and submit an annual Concurrent Resolution on Economic Policy setting forth its proposed employment goals.

Affirms the constitutional requirement that the President seek and obtain the approval of Congress before the United States undertakes offensive military action against another nation.
