Declares that it is the policy of the United States not to: (1) establish any military installation or base for providing for the permanent stationing of U.S. Armed Forces in Iraq; and (2) exercise U.S. control over Iraqi oil resources.

National Security Language Act - Amends the Higher Education Act of 1965 (HEA) to establish programs to encourage early foreign language instruction, including grants to: (1) partnerships of institutions of higher education (IHEs) and local educational agencies (LEAs) for activities relating to foreign language instruction at elementary or secondary schools, with priorities for high-need LEAs and less-commonly taught foreign languages; and (2) IHEs that develop innovative programs for the teaching of foreign languages, with priorities for combining foreign languages with science and technology and for less-commonly taught foreign languages. Provides undergraduate student loan forgiveness of up to $10,000 for students who major in a critical foreign language and are employed as teachers of such language in elementary or secondary schools or as using such language regularly in a federal agency. Directs the Secretary of Education to: (1) establish a foreign language education marketing campaign to encourage students at secondary schools and IHEs to study foreign languages, particularly ones less commonly taught and critical to national security; and (2) conduct a study to identify foreign language heritage communities and recruit speakers of such critical languages. Amends the David L. Boren National Security Education Act of 1991 to establish an International Flagship Language Initiative with grants to IHEs.

State and Local Law Enforcement Discipline, Accountability, and Due Process Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to set forth the due process rights, including procedures, that shall be afforded a law enforcement officer (officer) who is the subject of an investigation or disciplinary hearing. Declares that an officer shall not be: (1) prohibited from engaging in political activity or be denied the right to refrain from engaging in such activity, except when on duty or acting in an official capacity; and (2) prohibited from being a candidate for an elective office or from serving in such elective office solely because of the officer's status as an officer, with exceptions. Requires that: (1) each agency adopt and thereafter comply with a written complaint procedure that meets specified requirements; and (2) an investigation based on a complaint from outside the agency commence not later than 15 days after receipt of the complaint by the agency employing the officer against whom the complaint has been made, or any other agency charged with investigating such complaint. Directs that any officer who is the subject of an investigation be notified of the investigation 24 hours before the commencement of questioning. Establishes rights of officers before and during questioning, including the right to counsel. Requires questioning to be conducted at reasonable hours. Prohibits an officer from being compelled to submit to the use of a lie detector.

Minority Serving Institution Digital and Wireless Technology Opportunity Act of 2007 - Amends the Stevenson-Wydler Technology Innovation Act of 1980 to direct the Secretary of Commerce to establish a Minority Serving Institution Digital and Wireless Technology Opportunity Program to assist eligible educational institutions in acquiring, and augmenting use of, digital and wireless networking technologies to improve the quality and delivery of educational services at such institutions. Defines as eligible institutions: (1) historically Black colleges or universities, (2) a Hispanic-, Alaskan Native-, or Native Hawaiian-serving institution; (3) a tribally controlled college or university; or (4) an institution with a sufficient enrollment of needy students as defined under the Higher Education Act of 1965. Outlines authorized assistance activities. Directs the Under Secretary of Commerce for Technology to: (1) establish an advisory council to advise on the best approaches toward maximum Program participation by eligible institutions; and (2) ensure that grant awards are made to all types of eligible institutions. Requires Program assessment every three years by the National Academy of Public Administration.

New Direction for Iraq Act of 2007 - Prohibits Department of Defense (DOD) funds from being obligated or expended to increase the number of U.S. Armed Forces serving in Iraq so that the total number serving in Iraq at any time exceeds the number serving in Iraq as of the date of the enactment of this Act unless the increase is specifically authorized by Congress. Directs the Secretary of Defense to begin the redeployment of U.S. Armed Forces from Iraq within 30 days of enactment of this Act, which shall be completed in the shortest appropriate time frame. (Expresses the sense of Congress that the shortest appropriate time frame should be no longer than one year.) Prohibits: (1) permanent or long-term U.S. military installations in Iraq; and (2) U.S. actions to control Iraqi oil reserves. Provides for assistance to Iraq for: (1) reconstruction and economic development through Iraqi businesses and nationals; (2) promotion of democracy and civil society; and (3) disarmament, demobilization, and reintegration of militias. Authorizes the President to terminate all contracts with a contractor having more than one federal Iraqi reconstruction contract for non-fulfillment of one such contract. Expresses the sense of Congress that: (1) the Attorney General should seek to prosecute criminal fraud in the awarding and carrying out of federal contracts for Iraq reconstruction; and (2) the appropriate House and Senate committees should investigate the awarding and carrying out of specified Iraq-related contracts. Directs the President, through the Secretary of State and the Secretary of Defense, to: (1) undertake a regional diplomatic effort to promote stability in Iraq; and (2) undertake a renewed effort towards securing Israeli-Palestinian peace on a basis similar to the parameters for peace presented to Israel and the Palestinian Authority by former President Bill Clinton in December 2000 and the unofficial Geneva Accords of 2003. Directs the President, in partnership with the government of Iraq, to develop reconciliation, security, and governance benchmarks. Expresses the sense of Congress that further political and economic support for Iraq should be conditioned on significant progress towards achieving such benchmarks. Directs the President to appoint a Special Envoy for Iraq Reconciliation. Directs the President, for any country with a significant Iraqi refugee population, to: (1) seek to negotiate a bilateral refugee resettlement agreement for such refugees' U.S. admission; or (2) devise strategies, in consultation with the host government and international organizations and agencies, for provision of assistance to facilitate such refugees' host country integration.

United States National Health Insurance Act (or the Expanded and Improved Medicare for All Act) - Establishes the United States National Health Insurance (USNHI) Program (the Program) to provide all individuals residing in the United States and in U.S. territories with free health care that includes all medically necessary care, such as primary care and prevention, prescription drugs, emergency care, and mental health services. Prohibits an institution from participating in the Program unless it is a public or nonprofit institution. Allows nonprofit health maintenance organizations (HMOs) that actually deliver care in their own facilities to participate in the Program. Gives patients the freedom to choose from participating physicians and institutions. Prohibits a private health insurer from selling health insurance coverage that duplicates the benefits provided under this Act. Allows such insurers to sell benefits that are not medically necessary, such as cosmetic surgery benefits. Sets forth methods to pay hospitals and health professionals for services. Prohibits financial incentives between HMOs and physicians based on utilization. Establishes the USNHI Trust Fund to finance the Program with amounts deposited: (1) from existing sources of Government revenues for health care; (2) by increasing personal income taxes on the top 5% income earners; (3) by instituting a progressive excise tax on payroll and self-employment income; and (4) by instituting a small tax on stock and bond transactions. Requires the Program to give first priority in retraining and job placement and unemployment benefits to individuals whose jobs are eliminated due to reduced administration. Establishes a National Board of Universal Quality and Access to provide advice on quality, access, and affordability. Provides for the eventual integration of the Indian Health Service into the Program.

Restroom Gender Parity in Federal Buildings Act of 2007 - Requires the Administrator of General Services to include in a prospectus submitted to Congress for approval of a proposed public facility a statement that the number of toilets in women's restrooms in such facility will exceed the number of toilets (including urinals) in men's restrooms by a ratio of two to one or a statement as to why such a ratio is not needed.

Commission on Wartime Relocation and Internment of Latin Americans of Japanese Descent Act - Establishes the Commission on Wartime Relocation and Internment of Latin Americans of Japanese descent. Directs the Commission to: (1) extend the study of the Commission on Wartime Relocation and Internment of Civilians to investigate U.S. relocation, internment, and (in some cases) deportation to Axis countries of Latin Americans of Japanese descent held in U.S. custody from December 1941 through February 1948; and (2) recommend appropriate remedies to Congress based on preliminary findings by the original Commission and new discoveries. Terminates the Commission 90 days after submission of its report to Congress (as required by this Act).

Army Specialist Joseph P. Micks Federal Flag Code Amendment Act of 2007 - Amends federal law with regard to the flying of the national flag at half-staff to: (1) allow a governor of a state, territory, or possession of the United States (governor) to proclaim that the national flag be flown at half-staff upon the death of a member of the Armed Forces from the governor's state, territory, or possession who dies while serving on active duty; and (2) require, when a governor issues such a proclamation, the national flag flown at any federal installation or facility in that state, territory, or possession to be flown at half-staff consistent with that proclamation.

Keeping Families Together Act of 2007 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to award competitive matching grants to states to establish systems of care to provide mental health treatment and services to all children who are in the custody of the state or at-risk of entering into the custody of the state for the purpose of receiving mental health services. Requires states to use grant funds for certain activities, including to: (1) expand public health insurance programs to cover community-based mental health and family support services for such children and their families that will be sustainable after the grant has expired; (2) provide outreach and public education concerning available programs and activities; and (3) provide training and professional development for personnel who work with such children. Requires the Administrator to establish a task force to examine: (1) problems of mental health in the child welfare and juvenile justice systems; (2) issues with respect to access by children and youth to mental health services; and (3) the role of federal agencies in promoting access by children and youth to mental health services.

Nursing School Capacity Act of 2007 - Requires the Secretary of Health and Human Services to request that the Institute of Medicine of the National Academy of Sciences (NAS) conduct a study to: (1) identify constraints encountered by schools of nursing in admitting and graduating the number of registered nurses necessary to ensure patient safety and meet the need for quality assurance in the provision of health care; and (2) develop recommendations to alleviate the constraints on a short-term and long-term basis. Directs the Secretary to provide that the study consider the perspectives of: (1) nurses and physicians in inpatient, outpatient, and residential facilities; (2) faculty and administrators of nursing schools; (3) providers of health plans or health insurance; and (4) consumers.

Downed Animal and Food Safety Protection Act - States that it is U.S. policy that all nonambulatory livestock in interstate and foreign commerce be immediately and humanely euthanized when such livestock become nonambulatory. Amends the Humane Methods of Slaughter Act of 1958 to direct the Secretary of Agriculture to promulgate regulations providing for the humane treatment, handling, and disposition of nonambulatory livestock by a covered entity, including a requirement that nonambulatory livestock be humanely euthanized. Requires an entity to: (1) humanely euthanize nonambulatory livestock (while not limiting the Secretary's ability to test nonambulatory livestock for disease, such as bovine spongiform encephalopathy); and (2) not move nonambulatory livestock while such livestock is conscious, and ensure that such livestock remains unconscious until death. Prohibits an inspector at an establishment covered by the Federal Meat Inspection Act to pass nonambulatory livestock, carcass, or carcass parts through inspection. Requires an inspector or other employee at such establishment to label such material as "inspected and condemned." Defines "covered entity," "nonambulatory livestock," and "humanely euthanize."

Fallen Servicemember Respectful Return Act - Requires that, when transportation of the remains of a deceased member of the Armed Forces who dies during active duty or inactive-duty training includes transportation by aircraft, the Secretary of the military department concerned shall provide for the delivery of such remains to the commercial, general aviation, or military airport nearest to the place selected by the deceased's designee, or if such a selection is not made, nearest to the cemetery selected by the Secretary.

Export Freedom to Cuba Act of 2007 - Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents, or any of the transactions ordinarily incident to such travel relating to: (1) accompanied personal baggage; (2) payment of living expenses and the acquisition of personal-use goods or services; (3) travel arrangements; (4) nonscheduled air, sea, or land voyage transactions (such provision does not permit the carriage of articles other than accompanied baggage into Cuba or the United States); and (5) normal banking transactions. States that such provision does not: (1) restrict presidential authority in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. travelers; and (2) authorize U.S. importation of personal consumption goods acquired in Cuba.

Honors the life and achievements of Dr. John Garang de Mabior. Reaffirms the House of Representatives' commitment to a lasting peace in the Republic of the Sudan, and calls for full implementation of the Comprehensive Peace Agreement. Supports the creation of a Dr. John Garang de Mabior Institute for Agriculture, Peace, and Economic Development. Directs the Clerk of the House of Representatives to transmit an enrolled copy of this resolution to the Secretary of State with a request that the Secretary transmit it to Dr. Garang's widow, Rebecca Garang, and to the government of Southern Sudan, through the Office of the Sudan People's Liberation Movement (SPLM) in the District of Columbia.

Expresses condolences to the families of women and girls murdered in Guatemala and recognizes the families' courage in seeking justice. Condemns the ongoing abductions and murders of women and girls in Guatemala. Urges the government of Guatemala to recognize domestic violence and sexual harassment as criminal acts and encourages the government of Guatemala to investigate the killings of women, prosecute those responsible, and eliminate the tolerance of violence against women. Supports efforts to identify perpetrators and unknown victims through forensic analysis, including DNA testing. Encourages the Secretary of State to urge the government of Guatemala to: (1) honor the victims of the brutal murders and to continue to include in the Department of State's annual Country Reports on Human Rights Practices all instances of improper investigatory methods, threats against human rights activists, and the use of torture with respect to cases involving the murder and abduction of women and girls in Guatemala; (2) hold accountable those law enforcement and judicial officials who fail to investigate and prosecute the murders adequately; and (3) take measures to ensure that the special Guatemalan police and prosecutorial units are adequately staffed and have sufficient resources. Recommends that the Secretary develop a comprehensive plan to combat the growing problem of violence against women in Latin America.

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Comprehensive Strategy for Iraq Act of 2007 - States that authority for the President to use the Armed Forces in Iraq as provided by P.L. 107-243 expires on December 31, 2007. Prohibits the obligation or expenditure of funds for the purpose of establishing or maintaining a permanent U.S. military presence in Iraq through the establishment or use of military installations or facilities in Iraq intended to be under the exclusive control of the Armed Forces rather than under the control of the government of Iraq. Directs the President, within 30 days after enactment of this Act, to report to Congress outlining a strategy to end U.S. combat operations in Iraq. Authorizes the President to provide assistance: (1) for Iraqi employment projects upon a certification to Congress that the government of Iraq has concluded an agreement for the sharing of power and resources among major ethnic and sectarian factions in Iraq; and (2) to strengthen democracy, governance, human rights, the rule of law, and religious freedom in Iraq. Directs the President to appoint two Presidential Special Envoys for Iraq Regional Security who shall: (1) enter into discussions with the government of Iraq and governments of neighboring countries to support Iraq's peace efforts and to take necessary actions to prevent regional instability; (2) organize a regional conference on Iraq's future; (3) organize an Iraq Support Group to coordinate regional and international policy in support of Iraq's peace efforts; and (4) work with officials of the government of Iraq and other domestic stakeholders to organize a forum for national reconciliation negotiations. Expresses the sense of Congress that the U.S. government should redeploy necessary diplomatic, political, and military assets to: (1) complete Operation Enduring Freedom, including to defeat remaining Taliban and al Qaeda forces threatening Afghanistan; and (2) support efforts to dismantle terrorist networks in other regions of the world.

Global Democracy Promotion Act - Declares that foreign nongovernmental organizations: (1) shall not be ineligible for assistance under the Foreign Assistance Act of 1961 solely on the basis of health or medical services (including counseling and referral services) provided by them with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided, and would not violate U.S. federal law if provided in the United States; and (2) shall not be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance.

Keep Our Promise to America's Children and Teachers Act or the Keep Our PACT Act - Makes appropriations of: (1) the greater of specified amounts or the authorized amounts for programs under the Elementary and Secondary Education Act of 1965 for FY2007-FY2014; and (2) specified amounts for FY2007-FY2015 and an amount determined pursuant to a specified formula (based on the number of children who received special education, the average per-pupil expenditure, and the rate of change in a state's population) for FY2016 and thereafter for the Individuals with Disabilities Education Act. Requires such appropriated amounts to be expended consistent with pay-as-you-go requirements.

Free Trade With Cuba Act - Amends the Foreign Assistance Act of 1961 to repeal the embargo on trade with Cuba. Prohibits the exercise by the President with respect to Cuba of certain authorities conferred by the Trading With the Enemy Act and exercised on July 1, 1977, as a result of a specified national emergency. Declares that any prohibition on exports to Cuba under the Export Administration Act of 1979 shall cease to be effective. Authorizes the President to impose export controls with respect to Cuba and exercise certain authorities under the International Emergency Economic Powers Act only on account of an unusual and extraordinary threat to U.S. national security that did not exist before enactment of this Act. Repeals: (1) the Cuban Democracy Act of 1992; (2) the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996; (3) the prohibition under the Food Security Act of 1985 against allocation of the annual sugar quota to any country unless its officials verify that it does not import for reexport to the United States any sugar produced in Cuba; and (4) the prohibition under the Department of Commerce and Related Agencies Appropriations Act, 1999 on transactions or payments respecting certain U.S. intellectual property. Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to remove Cuba from the list of state sponsors of terrorism subject to agricultural and medical export restrictions. Amends the Internal Revenue Code to terminate the denial of foreign tax credit with respect to Cuba. Authorizes common carriers to install and repair telecommunications equipment and facilities in Cuba, and otherwise provide telecommunications services between the United States and Cuba. Prohibits regulation or banning of travel to and from Cuba by U.S. citizens or residents, or of any transactions incident to travel. Directs the U.S. Postal Service to provide direct mail service to and from Cuba. Urges the President to take all necessary steps to conduct negotiations with the Government of Cuba to: (1) settle claims of U.S. nationals against Cuba for the taking of property; and (2) secure protection of internationally recognized human rights.

Prevent Unfair Manipulation of Prices Act of 2007 - Amends the Commodity Exchange Act to extend its jurisdiction to certain: (1) "included energy transactions" traded on an electronic trading facility; and (2) certain energy commodities involved in over-the-counter transactions. Sets forth reporting and recordkeeping requirements for: (1) certain contract participants that enter into or execute "included energy transactions;" and (2) electronic trading facilities for energy commodities. Extends prohibitions against fraudulent transactions to: (1) filling an order by offset against the other person's order; and (2) knowingly and willfully becoming the buyer in respect to another person's selling order, or the seller in respect to another person's buying order, without the other person's prior consent. Empowers the Commodity Futures Trading Commission to impose civil and criminal penalties for price manipulation and other violations of such Act.

Military Retirees Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed health benefits obligation to retired military personnel that exceeds the obligation of corporate employers to civilian employees; and (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage beneficiaries, and should pursue such options rather than seeking large fee increases for beneficiaries. Prohibits an increase after: (1) April 1, 2006, in a premium, deductible, copayment, or other charge prescribed by the Secretary of Defense for medical and dental health care coverage for military personnel; and (2) September 30, 2007, in the dollar amount of a cost-sharing requirement under the DOD pharmacy benefits program. Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) beginning on April 1, 2006, an increase in premiums under TRICARE (a DOD managed health care program) for certain members of the Selected Reserve.

Teacher Tax Relief Act of 2007 - Amends the Internal Revenue Code to: (1) increase the allowable tax deduction for the expenses of elementary and secondary school teachers to $400; (2) allow the deduction of professional development expenses; and (3) make such deduction permanent.

Expresses support for: (1) the goals and ideals of National Black HIV/AIDS Awareness Day; (2) full and equitable funding for the Ryan White HIV/AIDS Treatment Modernization Act of 2006; (3) expansion of HIV/AIDS funding under Medicare and Medicaid; (4) the strengthening of stable African-American communities by addressing the need for more affordable housing; (5) taking specified measures to reduce the impact of incarceration as a driver of new HIV infections within the African-American community; (6) the expansion of HIV prevention education programs to promote the early identification of HIV through voluntary routine testing and to connect those in need to treatment as early as possible; (7) reducing the number of HIV infections in the African-American community resulting from injection drug use by expanding substance abuse prevention programs, drug treatment and recovery services, and innovative harm reduction programs; and (8) efforts to link those infected with HIV to accessible care and treatment options. Applauds the codification of the Minority AIDS Initiative within the reauthorization of the Ryan White CARE Act.

Bring the Troops Home and Iraq Sovereignty Restoration Act of 2007 - Declares that it is U.S. policy to: (1) end the occupation of Iraq; (2) accelerate the training and equipping of Iraq's military and security forces; (3) pursue security and stability in Iraq through diplomacy; (4) help preserve the territorial integrity of Iraq as a nation state; (5) account for any missing U.S. Armed Forces personnel or U.S. citizens in Iraq; and (6) turn over internal security activities and military operations in Iraq to the elected government of Iraq within six months. Repeals the Authorization for Use of Military Force Against Iraq Resolution of 2002. Requires the withdrawal from Iraq of all U.S. Armed Forces and contractor security forces within six months. Prohibits, with exceptions, fund use to continue deployment of U.S. Armed Forces in Iraq. Prohibits: (1) the construction of permanent U.S. military installations in Iraq; and (2) production sharing agreements for Iraqi petroleum resources. Limits the total number of personnel at the U.S. embassy in Iraq. Authorizes the President to: (1) support the deployment of international stabilization forces in Iraq; (2) provide assistance for an Iraqi reconstruction corps, mine and ordinance clearing, cultural and historical restoration, and for an Iraqi institute of peace; and (3) establish international funds to redevelop Iraqi civic and health institutions. Revises authorities respecting the Special Inspector General for Iraq Reconstruction. Provides for compensation of Iraqi noncombatant civilian casualties. Provides funding availability for veterans health care. Establishes the Joint Select Committee to Review the Origins and Conduct of Operation Iraqi Freedom.

National Heroes Credit Protection Act - Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to require any consumer credit information entity that receives from a creditor a negative report of nonpayment or late payment with respect to the account of a person in military service to enter a notation that the account is delinquent or paid slowly due to military service. Requires any future potential creditor that receives a credit report that includes such a notation to disregard any negative information so noted.

Vision Care for Kids Act of 2007 - Allows the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants to states to: (1) provide comprehensive eye examinations by a licensed optometrist or ophthalmologist for children identified by a licensed health care provider or vision screener, with priority to children under age nine; (2) provide treatment or services to correct vision problems of such children; and (3) develop and disseminate educational materials on recognizing signs of visual impairment in children.

Requires the Director of the National Science Foundation (NSF) to establish a pilot program designated as "Partnerships for Access to Laboratory Science" to award grants to partnerships to improve laboratories and to provide instrumentation as part of a comprehensive program to enhance the quality of mathematics, science, engineering, and technology instruction at the secondary school level. Requires grants awarded under this Act to be made to a partnership that: (1) includes an institution of higher education or a community college; (2) includes a high-need local educational agency; (3) includes a business or eligible nonprofit organization; and (5) may include a state educational agency, other public agency, national laboratory, or community-based organization.

Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption. Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction which is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine which the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition.

States that: (1) the deployment of U.S. forces in Iraq, by direction of Congress, is hereby terminated and the forces involved are to be redeployed at the earliest practicable date; (2) a quick-reaction U.S. force and an over-the-horizon presence of U.S. Marines shall be deployed in the region; and (3) the United States shall pursue security and stability in Iraq through diplomacy.

Genetic Information Nondiscrimination Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to expand the prohibition against discrimination by group health plans and health insurance issuers in the group and individual markets on the basis of genetic information or services to prohibit: (1) enrollment and premium discrimination based on information about a request for or receipt of genetic services; and (2) requiring genetic testing. Sets forth penalties for violations. Amends title XVIII (Medicare) of the Social Security Act to prohibit issuers of Medicare supplemental policies from discriminating on the basis of genetic information. Extends medical privacy and confidentiality rules to the disclosure of genetic information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate against an individual or deprive such individual of employment opportunities because of genetic information. Prohibits the collection and disclosure of genetic information, with certain exceptions. Establishes a Genetic Nondiscrimination Study Commission to review the developing science of genetics and advise Congress on the advisability of providing for a disparate impact cause of action under this Act.

Requests the President to inform Congress and the Secretary General of the United Nations regarding U.S. efforts and measures taken with respect to implementation and observance of Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and certain U.N. resolutions calling for U.S. and world nuclear disarmament. Calls on the President to implement and observe all NPT obligations and commitments and to revise national policies on nuclear weapons accordingly. Urges the President, in the interests of protecting and advancing human, national, and global security, to: (1) declare that the United States will not use nuclear weapons first, and that pending their elimination, such weapons serve only to deter a nuclear attack by a hostile state or other entity; (2) initiate and conclude multilateral negotiations on verifiable steps nuclear states shall take to reduce and eventually eliminate nuclear weapons; (3) cooperate with the Russian Federation to remove from deployment nuclear weapons that are operational; (4) reaffirm the moratorium on nuclear testing and work for ratification of the Comprehensive Test Ban Treaty; (5) terminate all efforts to enhance U.S. military capabilities of the U.S. nuclear arsenal and to develop ballistic missile defenses; and (6) support initiatives to ban weapons in outer space.

States congressional belief that: (1) initiating military action against Iran without congressional approval does not fall within the President's "Commander-in-Chief" powers under the Constitution; and (2) seeking congressional authority prior to taking military action against Iran is not discretionary, but a legal and constitutional requirement. Rejects any suggestion that P.L. 107-40 (the authorization of force resolution approved in response to the terrorist attacks of September 11, 2001) or P.L. 107-243 (the authorization of force resolution approved by Congress to go to war with Iraq) extends to authorizing military action against Iran, including over its nuclear program.

Compassionate Assistance for Rape Emergencies Act of 2007 - Prohibits any federal funds from being provided to a hospital under title XVIII (Medicare) of the Social Security Act or to a state, with respect to hospital services, under title XIX (Medicaid) of such Act, unless the hospital meets certain conditions related to a woman who is a victim of sexual assault, including that the hospital: (1) provides the woman with accurate and unbiased information about emergency contraception; (2) offers emergency contraception to the woman; (3) provides the woman such contraception at the hospital on her request; and (4) does not deny any such services because of the inability of the woman or her family to pay.

HRIFA Improvement Act of 2007 - Amends the Haitian Refugee Immigration Fairness Act of 1998 to: (1) provide that determinations with respect to children shall be made using the age and status of an individual on October 21, 1998 (enactment date of the Haitian Refugee Immigration Fairness Act of 1998); (2) permit an application based upon child status to be filed by a parent or guardian if the child is present in the United States on such filing date; and (3) include document fraud among the grounds of inadmissibility which shall not preclude an otherwise qualifying Haitian alien from permanent resident status adjustment. Permits new status adjustment applications to be filed for a limited time period. Directs the Secretary of Homeland Security to establish procedures for reopening status adjustment applications that are affected by amendments made by this Act.

Creating Long-Term Energy Alternatives for the Nation Act of 2007, or the CLEAN Energy Act of 2007 - Amends the Internal Revenue Code with respect to the deduction from gross income of any attributable to domestic production activities. Excludes from domestic production gross receipts those derived from the sale, exchange, or other disposition of oil, natural gas, or any related primary product. (Thus denies a deduction for income attributable to domestic production of oil, natural gas, or their related primary products.) Increases from five to seven years the amortization schedule for geological and geophysical expenditures for certain major integrated oil companies. Royalty Relief for American Consumers Act of 2007 - Instructs the Secretary of the Interior to agree to any lessee request to amend any lease issued for any Central and Western Gulf of Mexico (Gulf) tract during 1998 and 1999 to incorporate specified price thresholds applicable to royalty suspension provisions. Reaffirms the authority of the Secretary to vary, based on the price of production from a lease, the suspension of royalties under specified leases on the Outer Continental Shelf. Cites conditions for the issuance of new leases authorizing oil or natural gas production in the Gulf. Instructs the Secretary to establish conservation of resources fees for both producing and nonproducing federal oil and gas leases in the Gulf. Sets forth terms restricting the transfer of such leases. Amends the Energy Policy Act of 2005 to repeal: (1) specified incentives for natural gas production from deep wells in shallow waters of the Gulf; (2) royalty relief for deep water production in the Gulf; and (3) the prohibition on cost recovery fees for drilling-related permit application during the Federal Permit Streamlining Pilot Project. Amends the Outer Continental Shelf Lands Act to remove the Planning Areas offshore Alaska from the list of areas for which the Secretary is authorized to reduce or eliminate any royalty or net profit share set forth in the pertinent lease. Amends the Naval Petroleum Reserves Production Act of 1976 to repeal provisions governing oil and gas leasing in the National Petroleum Reserve in Alaska regarding: (1) renewal of competitive oil and gas leases, with or without discoveries; and (2) waiver, suspension, or reduction of rental fees or royalties on leaseholds as exploration incentives. Establishes the Strategic Energy Efficiency and Renewables Reserve to hold federal receipts acquired as a result of the enactment of this Act.

Protect the Troops and Bring Them Home Act of 2007 - Allows funds made available to the Department of Defense (DOD) to be obligated or expended within the Republic of Iraq only for providing: (1) the continued protection of members of the Armed Forces in Iraq pending their withdrawal; and (2) the safe and orderly withdrawal of such troops pursuant to a schedule that provides for withdrawal commencement no later than 30 days after the enactment of this Act and withdrawal completion no later than December 31, 2007. Prohibits any DOD funds from being obligated or expended to increase the number of Armed Forces serving in Iraq at any time. Permits the obligation or expenditure of funds to ensure the security of Iraq and its transition to democratic rule through specified consultations, financial or equipment assistance, or economic or reconstruction assistance.

College Student Relief Act of 2007 - Amends the Higher Education Act of 1965 to phase-in cuts in the interest rate charged undergraduate student borrowers under the Federal Family Education Loan (FFEL) and Direct Loan (DL) programs, thereby reducing such rate from 6.8% in July 2006 to 3.4% in July 2011. Limits FFEL lender insurance to 95% of the unpaid balance of such loans. (Currently, 97% of a FFEL issued after June 2006 is federally-insured.) Provides for graduated reductions in the percentage of defaulted FFEL loan collections a guaranty agency is allowed to retain until, beginning in October 2010, it is equal to the average rate paid to collection agencies that have contracts with the Secretary of Education. Eliminates exceptional performer status for lenders, servicers, and guaranty agencies, which rewards such entities for high due diligence in FFEL collection. Reduces special allowance payments made to FFEL lenders to compensate them for the difference between FFEL interest rates and market rates. Exempts small lenders from such reduction. Increases the loan fee charged FFEL lenders from .5% to 1% of the principal amount of loans disbursed after June 2007. Prohibits its collection from borrowers. Increases, after June 2007, the rebate fee charged a holder of FFEL consolidated loans, provided that at least 90% of the total principal and accrued unpaid interest outstanding on loans held by such holder are such loans.

Provides that: (1) no provision of law enacted before the date of the enactment of this joint resolution shall be construed to authorize the use of U.S. military force against Iran; and (2) absent a national emergency created by an attack or imminent attack by Iran upon the United States, its territories or possessions or its Armed Forces, the President shall consult with Congress, and receive specific authorization pursuant to law from Congress, prior to initiating military force against Iran.
