Displaced Workers Relief Act of 2001 - Authorizes certain groups of workers who have become totally or partially separated (or threatened with total or partial separation) from employment with the airline industry as a result of reductions in service by an air carrier or closure of an airport due to a terrorist action or security measures to petition the Secretary of Labor for a certification of eligibility to apply for adjustment assistance (similar to trade adjustment assistance under the Trade Act of 1974). Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

Best Pharmaceuticals for Children Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, through the National Institutes of Health, to develop an annual list of approved drugs for which: (1) there is an approved or pending new drug application or no patent or market exclusivity protection; and (2) additional pediatric safety and effectiveness studies are needed. Directs the Secretary to award contracts to entities with appropriate experience for pediatric clinical trials of such drugs. Establishes a Food and Drug Administration (FDA) contract process for related labeling changes. Amends the Federal Food, Drug, and Cosmetic Act to: (1) eliminate the user fee waiver for pediatric supplements to a human drug application; (2) provide priority status for pediatric supplements; (3) include neonates within the definition of pediatric studies; (4) provide for dissemination of pediatric supplement information; and (5) set forth requirements for the additional six-month exclusivity period for new or already-marketed pediatric drugs. Directs the Secretary to establish an Office of Pediatric Therapeutics within the Office of the Commissioner of Food and Drugs, which shall coordinate all FDA pediatric activities. Amends Title IV of the Public Health Service Act to direct the Secretary to establish the Foundation for Pediatric Research to support research on drugs lacking exclusivity for which pediatric studies are needed. Directs the Secretary to contract with the Institute of Medicine to review Federal regulations, reports, and support for research involving children, with particular attention to issues of compensation, informed consent, and risk/ benefits assessments in terms of research versus therapeutic treatment.

Children's Lead Screening Accountability For Early-Intervention Act of 2001 or Children's Lead SAFE Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to require State Medicaid plans to provide for reporting to the Secretary of Health and Human Services (HHS) of the number of children who: (1) are under age three and enrolled in the State plan; and (2) have received a blood lead screening test. Requires each contract between the State and an entity responsible for medical assistance under the State plan to provide for: (1) compliance with mandatory blood lead screening requirements consistent with prevailing guidelines of the Centers for Disease Control and Prevention (CDC); and (2) coverage of qualified lead treatment services. Allows reimbursement for qualified lead treatment services for children with elevated blood lead levels. Provides for enhanced Federal matching contributions for a specified information retrieval system. Authorizes the Secretary of Health and Human Services to establish a bonus program to improve the blood lead screening rates of States for children under age three enrolled in Medicaid. Amends SSA title XXI (State Children's Health Insurance Program) (SCHIP) to give States the option to elect to provide SCHIP coverage for blood lead poisoning screening tests for children. Amends the Head Start Act and the Child Nutrition Act of 1966 and to mandate blood lead poisoning screening tests for an infant or child to be eligible to participate in either the special supplemental food program for women, infants, and children (WIC) or early Head Start and Head Start programs.

Voting Restoration Act

Voting Restoration Act - Prohibits the denial or abridgement of the right of any individual to vote or to register to vote in an election for Federal office on the grounds of a felony conviction. Permits a State, however, to restrict such an individual's right to vote or register to vote during any period in which the individual remains under the custody or supervision of the State or local jurisdiction (including supervision through parole or probation). Establishes an enforcement mechanism, which includes authorizing: (1) a person aggrieved by a violation of this Act to bring a civil action in an appropriate district court for declaratory or injunctive relief with respect to the violation which may include a request for compensatory damages under specified conditions; and (2) the Attorney General to bring a civil action in an appropriate district court for such declaratory or injunctive relief as necessary to remedy a violation of this Act. Directs the Attorney General to award grants to eligible States to carry out a program to protect the right to vote and to register to vote in Federal elections of individuals who have been convicted of felonies. Requires each State receiving a grant to: (1) provide information to individuals convicted of felonies by the State (or local jurisdictions in the State) regarding their eligibility (or lack thereof) to register to vote and to vote in the State through a described program; and (2) carry out a program to increase voter registration rates among such individuals. Encourages States receiving program grants to reduce the number of felonies which may result in the temporary or permanent disenfranchisement of convicted felons. Outlines the responsibilities of the Department of Justice regarding individuals convicted of Federal felonies, including requiring the Attorney General to establish and to maintain an index of individuals convicted of felonies by the Federal Government who are under its custody or supervision (including supervision through parole or probation), or who were released from its custody or supervision during the previous ten years.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Agricultural Credit Act of 2001 - Amends the Consolidated Farm and Rural Development Act to exclude from "debt forgiveness": (1) loan rescheduling, consolidation, deferral, or reamortization; (2) a write-down due to natural disaster or family medical condition; or (3) a write-down as part of the resolution of a discrimination complaint against the Secretary of Agriculture. Increases the number of occasions of permitted loan or loan guarantee debt forgiveness per borrower from one to two. Includes as an exception to such limitation an operating loan or loan guarantee to an individual whose payments are current under a specified reorganization plan. Permits excess funds obligated for socially disadvantaged farmers to be reallocated for such use in another State (currently limited to intrastate reallocation). Permits direct operating loans and loan guarantees to be made to persons in areas: (1) affected by a natural disaster or designated emergency; or (2) determined to be suffering from an economic emergency. Revises (shared appreciation arrangement) recapture percentage provisions.

Permits such youth employment if the individual: (1) is supervised by an adult relative or by an adult member of the same religious sect or division; (2) does not operate or assist in the operation of power-driven woodworking machines; (3) is protected from wood particles or other flying debris within the workplace by a barrier appropriate to such potential hazard or by maintaining a sufficient distance from machinery in operation; and (4) is required to use personal protective equipment to prevent exposure to excessive levels of noise and sawdust.

Foundations for Learning Act - Authorizes the Secretary of Education to make formula grants to States to assist eligible children to become ready for school through specified kinds of: (1) screening; (2) family support initiatives; (3) consultations and support to providers of early childhood services; (4) services to eligible children and their families; and (5) development of community resources. Requires all services under this Act to be: (1) provided in the most culturally competent manner practicable; (2) free-of-charge for any child of a family whose income is below 200 percent of the poverty line (and, if a charge is imposed on other children it must be on a sliding scale based on ability to pay); (3) provided by or under the supervision of qualified professionals with expertise in early childhood development; and (4) intended to benefit eligible children. Makes eligible under this Act children, aged zero to six, to whom two or more of these characteristics apply: (1) low birth weight; (2) cognitive deficit or developmental disability; (3) parental substance abuse; (4) custodial parent with less than secondary school diploma; (5) parental depression or other mental illness; (6) abuse, maltreatment, or neglect; (7) family income below 200 percent of the Federal poverty line; (8) early behavioral and peer relationship problems; (9) exposure to violence; (10) homelessness; or (11) removal from child care, Head Start, or preschool for behavioral reasons or at risk of being so removed.

Amends SSA title XIX (Medicaid) with respect to the transitional increased Federal matching rate for increased administrative costs related to Medicaid-eligibility determinations of individuals receiving aid or assistance under SSA title IV part A (Temporary Assistance for Needy Families) (TANF).

Amends civil service provisions to prohibit taking or failing to take any personnel action with respect to an employee or applicant because of: (1) any disclosure by the employee or applicant, without restriction as to the time, place, form, motive, context, or prior disclosure, including a disclosure made in the ordinary course of an employee's duties that such employee or applicant reasonably believes is credible evidence of any violation of law, gross mismanagement, abuse of authority, or a danger to public health or safety; (2) a disclosure made to the Special Counsel, the Inspector General of an agency, or another employee designated by that agency to receive such disclosures, without such restriction or disclosure; or (3) a disclosure that is made by the employee or applicant of information required by law or executive order to be kept secret that the employee or applicant reasonably believes is credible evidence of any such violation, or a false statement to Congress on an issue of material fact that is made to a member of the congressional committee having primary oversight of the agency to which the disclosed information relates, to any other Member of Congress authorized to receive information of the type disclosed, or to a Federal or congressional employee who has the appropriate security clearance for access to the information disclosed. Prohibits the implementation or enforcement of nondisclosure policies, forms, and agreements that do not state that such policies do not supersede, conflict with, or otherwise alter Federal employee obligations, rights, or liabilities. Permits representation by attorneys for the Office of the Special Counsel in civil actions brought in connection with such disclosures of information or provisions relating to political activities. Allows the Special Counsel to obtain judicial review of any final order or decision of the Merit Systems Protection Board with respect to a case concerning such a disclosure or provision.

Salmon Planning Act - Directs the Secretary of Commerce to enter into an arrangement with the National Academy of Sciences (NAS) providing for peer review of the National Marine Fisheries Service (NMFS) biological opinion regarding the Operation of the Federal Columbia River power system, issued December 21, 2000, and any subsequent modification of it (opinion) and submission of a report on the results. Directs: (1) the Secretary of Commerce to publish a determination of whether implementation of the salmon recovery measures in the opinion are sufficient to achieve recovery, under the Endangered Species Act of 1973, of the salmon and steelhead populations; and if not, whether partially removing the four lower Snake River dams (the dams) are necessary to restore Snake River salmon and steelhead populations; (2) the Secretary of the Interior to publish a determination of whether partially removing the dams are necessary to meet treaty obligations; and (3) the Environmental Protection Agency (EPA) to publish a determination of whether partially removing the dams are necessary to meet Federal Water Pollution Control Act requirements. Directs the Comptroller General to study the potential effects of partially removing the dams. Authorizes the Secretary of the Army, acting through the Corps of Engineers, to partially remove the dams if the Secretary of Commerce, the Secretary of the Interior, or the EPA Administrator finds that such action is necessary to meet the aforementioned requirements. Directs the Secretary of the Army to undertake such preliminary engineering, design, construction, and other activities as necessary to remove the dams.

Increases amounts authorized to be appropriated for FY 2002 and 2003 under the HEA student assistance provisions: (1) Federal TRIO programs; (2) Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP); (3) supplemental education opportunity grants; (4) graduate assistance in areas of national need; and (5) Thurgood Marshall legal educational opportunity program. Expresses the sense of Congress that appropriations for the following higher education programs should be increased by specified amounts for FY 2002 and as necessary for FY 2003: (1) Leveraging Educational Assistance Partnership (LEAP); (2) Child Care Access Means Parents in School (CAMPIS); (3) work-study; (4) National Health Service Corps scholarship and loan repayment programs; (5) Perkins loans; and (6) Javits fellowships. Expands eligibility under the Federal Family Education Loan (FFEL), Federal direct loan, and Federal Perkins loan programs by: (1) eliminating certain new borrower restrictions; (2) expanding eligible service; and (3) eliminating delays in service benefit. Directs the Secretary of Education to repay or cancel certain amounts of loan obligations under those HEA student loan programs.

Directs: (1) the Attorney General and the Secretary of Health and Human Services to make grants to partnerships between State and local or county juvenile justice agencies and State and local mental health authorities for programs that provide for appropriate diversion of juveniles from incarceration and for mental health screening and treatment; and (2) the Secretary to make grants to monitor mental health and special education services to, and to advocate on behalf of, juveniles. Amends the Public Health Service Act to direct the Attorney General and the Secretary to award competitive grants to eligible entities for programs that address the service needs of juveniles and of juveniles with serious mental illnesses through diversion and treatment services including for juveniles on probation, on parole, or discharged. Establishes a Federal Coordinating Council on Criminalization of Juveniles With Mental Disorders. Requires a State, to be eligible for funds under the violent offender incarceration and truth-in-sentencing grants program, to have (by January 1, 2003) a program of mental health screening and treatment for appropriate categories of offenders during periods of incarceration and supervision that is consistent with guidelines issued by the Attorney General. Makes Federal criminal code provisions regarding appropriate remedies with respect to prison conditions applicable to a civil action that seeks to remedy conditions which pose a threat to the health of individuals who are under age 16 or mentally ill.

Authorizes appropriations to the Centers for Disease Control and Prevention to: (1) focus on developing better diagnostic tools and tests, expanding educational efforts, and re-educating clinicians, medical license boards, and health care insurers about the inappropriate uses of the Lyme disease case surveillance definition in patient diagnosis and treatment; and (2) collaborate with the National Institutes of Health, the Department of Defense, and other appropriate agencies for further research on tick-borne disorders, including study of preventive methods to decrease exposure to them. Requires the Director of the National Institutes of Health to coordinate activities and research regarding tick-borne diseases across Institutes to encourage collaborative research.

Child Care Quality Incentive Act of 2001 - Amends the Child Care and Development Block Grant Act of 1990 to establish a program of incentive grants to States to improve the quality of, and access to, child care by increasing child care payment rates. Sets the maximum Federal share of activity costs at 75 percent. Authorizes the Secretary of Health and Human Services to make an annual payment to an eligible State only if: (1) the Secretary determines that the State has made progress, through the assisted activities, in maintaining increased payment rates; and (2) the State updates an initial child care services market rate survey at least once every two years. Requires an eligible State that receives such a grant to make priority use of its funds to increase significantly (up to the 100th percentile of the market rate survey) the rate of reimbursement to providers for subsidized child care.
