Environmental Protection Act of 1990 - Directs the Administrator of the Environmental Protection Agency (EPA) to increase the number of criminal investigators in the EPA Office of Criminal Investigations in the five fiscal years following the enactment of this Act. Requires the Administrator to hire 50 civil investigators to assist the Office of Enforcement and Compliance Monitoring in developing and prosecuting civil and administrative actions. Directs the Administrator to establish within the Office of Enforcement and Compliance Monitoring the National Enforcement Training Institute to train lawyers, inspectors, investigators, and technical experts in environmental law enforcement. Establishes the Environmental Laws Enforcement Fund to carry out this Act. Authorizes appropriations.

Savings and Economic Growth Act of 1990 - Title I: Capital Gains Provisions - Subtitle A: Reduction in Capital Gains Tax - Amends the Internal Revenue Code to reduce the capital gains rate for noncorporate taxpayers through a deduction of: (1) 30 percent for assets held at least three years; (2) 20 percent for assets held at least two years; and (3) ten percent for assets held at least one year. Provides for the treatment of collectibles as short-term gains or losses (making them ineligible for such deduction). Disallows the capital gains deduction in computing the alternative minimum tax. Subtitle B: Depreciation Recapture - Provides for the treatment of gain from the disposition of certain depreciable realty as ordinary income. Title II: Home Ownership and Savings Incentives - Allows an exemption from the ten-percent additional tax on early distributions from qualified retirement plans up to $10,000, if the distribution is used to make a first-home purchase at a cost of no more than 110 percent of the median home price in the geographic area where the residence is located. Allows an individual (other than a dependent) to establish a family savings account for the exclusive benefit of an individual and the individual's beneficiaries. Limits contributions to such accounts to $2,500 for the taxable year, if the individual's adjusted income does not exceed $60,000 ($120,000 in the case of joint returns). Subjects the family savings account to the tax imposed on unrelated business income of tax-exempt organizations. Provides that distributions paid out of such accounts shall not be included in gross income, except for earnings on contributions held less than seven years. Establishes a ten-percent additional tax on earnings on contributions held less than three years.

Expresses the sense of the Congress that: (1) the right of self-determination should be restored to the people of Lithuania through free and fair elections conducted under the auspices of an international commission; and (2) the withdrawal of all non-Lithuanian military forces and political, administrative, and police personnel from Lithuania prior to the February 24, 1990, scheduled elections will enhance the prospects that the elections will be free and fair.

Expresses the sense of the Congress that any reductions in spending by the Department of Defense because of the easing of tensions with Warsaw Pact countries should not be appropriated for any other purpose so that the Federal budget deficit will be reduced.

Rape and Incest Victims' Choice Resolution - Expresses the sense of the House of Representatives that Federal Medicaid (title XIX of the Social Security Act) funding should be available for the abortion of pregnancies resulting from rape or incest if such acts, considering the physical and mental state of the women involved, are reported promptly.

August F. Hawkins Early Childhood and Elementary Teacher Preparation and Retraining Act of 1990 - Title I: Loan Forgiveness for Teachers - Authorizes the Secretary of Education to assume the obligation to repay Stafford loans (direct, insured, or guaranteed student loans) for any borrower employed as a full-time teacher in a public early childhood or elementary school. Authorizes appropriations for FY 1991 through 1995. Title II: Early Childhood and Elementary Preparation and Retraining - Directs the Secretary to make grants to State education agencies to improve teacher skills and instruction in reading, writing, history, government, mathematics, and science in public elementary and early childhood schools. Authorizes appropriations for FY 1991 through 1995. Title III:: Amends the Higher Education Act of 1965 to designate part B of title III as the Augustus F. Hawkins Program for Strengthening Historically Black Colleges and Universities. Title IV: General Provisions - Sets forth definitions for terms used in this Act.

Judicial Integrity and Independence Act of 1990 - Authorizes the Attorney General to petition the Chief Justice of the United States to appoint three judges within the Federal judiciary to determine whether a Federal judge (other than the Chief Justice or an Associate Justice of the Supreme Court) has engaged in conduct constituting a felony under U.S. law and should be removed from office for lack of good behavior. Requires the Chief Justice to make the requested appointments within 30 days after receipt of the petition. Authorizes the Attorney General, within 30 days after receiving notification of appointment of the three-judge court, to file a civil action to remove an accused judge. Specifies that a Federal judge is removable under this Act only by unanimous vote of such court and that such decision shall be final and unreviewable. Abates any civil removal action if the House of Representatives votes an article of impeachment against the accused judge. Makes the civil removal powers of this Act inapplicable to Justices of the U.S. Supreme Court.

Congressional Commitment to Long-Term Care Concurrent Resolution - Expresses the sense of the Congress that payments to long-term care providers under titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act be sufficient to maintain the highest quality of patient care in nursing homes.

Unsolicited Sexually Oriented Advertisements Prevention Act - Establishes a civil penalty for mailing sexually oriented advertisements to individuals included on the Postal Service's list of persons who have indicated a desire not to receive any such mailings. Eliminates the charge for being on such list.

Expedited Consideration of Proposed Rescissions Act of 1990 - Amends the Congressional Budget and Impoundment Control Act of 1974 to require a special message, in the case of budget authority proposed to be rescinded or reserved, to include language amending the law authorizing such programs to allow them to continue to function at the proposed new level of budget authority. Allows the President to transmit to both Houses of the Congress, for expedited consideration, one or more special messages proposing to rescind all or part of any item of budget authority provided in an appropriation bill. Requires that such special message be transmitted not later than three days after the President approves the appropriation bill and be accompanied by a draft bill or joint resolution that would, if enacted, rescind the budget authority proposed to be rescinded. Sets forth House and Senate procedures for the expedited consideration of such a proposal.

Amends the Federal Election Campaign Act of 1971 to declare that contributions, gifts, or payments by union members or by officials or employees of national banks or corporations to a separate fund which is used for political purposes must be voluntary and unrelated to monies required as a condition of employment. Declares it to be unlawful to use monies paid to an organization as a condition of employment, or money or anything of value secured by force, job discrimination, or financial reprisal, for any type of election or campaign activity by such organization.

Gun-Free School Zones Act of 1990 - Amends the Federal criminal code to impose criminal penalties for the possession or discharge of a firearm in a public elementary or secondary school zone, with exceptions for licensed or authorized individuals or programs.

Authorizes the Secretary of Veterans Affairs to conduct a five-year pilot program to demonstrate the cost-effectiveness and advantages of furnishing care to elderly veterans in nursing homes in order to treat and reactivate or maintain day-to-day living functions in those veterans. Authorizes the Secretary to set a daily rate of reimbursement for such care. Authorizes appropriations for five fiscal years for increased costs of reimbursement of non-Department of Veterans Affairs nursing homes under such program. Requires the Secretary to submit interim and final reports to the Congress concerning the effectiveness of the pilot program.

Benjamin Franklin Memorial Fire Service Bill of Rights Act - Title I: Minting of Benjamin Franklin National Memorial Commemorative Coin - Benjamin Franklin National Memorial Commemorative Coin Act - Provides for the sale of Benjamin Franklin commemorative coins at a surcharge of which 25 percent shall be paid to the Benjamin Franklin National Memorial and the remainder be distributed in specified percentages to the National Fire Center and Museum Account, the National Hero Scholarship Account, the Firefighter's Tuition Assistance Account, the Hazardous Materials Response Computer Account, the In Search of Excellence Research and Education Account, and the Burn Research Grant Account of the Firefighter Assistance Trust Fund (Fund). Prohibits the issuance of such coins from resulting in any net cost to the Federal government. Title II: Fire Service Bill of Rights - Fire Service Bill of Rights Act - Amends the Federal Fire Prevention and Control Act of 1974 to establish a fire service bill of rights. Establishes the National Fire Center and Museum in the District of Columbia to provide information about the fire service and safety to the public and fire services. Funds such museum exclusively through the Fund. Establishes a National Hero Scholarship to fund the higher education of the children or spouse of a deceased firefighter. Establishes a scholarship providing tuition assistance to firefighters for higher education in fire safety or protection. Authorizes the Administrator of the United States Fire Administration to use amounts in the In Search of Excellence Research and Education Account of the Fund to fund other specified programs under the Fire Prevention and Control Act of 1974. Establishes the Firefighters Assistance Trust Fund. Places the National Academy for Fire Prevention and Control within the United States Fire Administration. Directs the Administrator to use funds from the Hazardous Materials Response Computer Account of the fund to procure computer equipment for fire services that want such equipment. Directs the Administrator to make a grant from the Burn Research Grant Account of the Fund to one national firefighter's burn foundation dedicated to reducing burn injuries. Requires the Administrator to prepare and make available to State fire marshals, upon request, a manual describing Federal procedures for disposing of surplus property and highlighting how fire services could obtain such property. Directs the Administrator to distribute to such marshals information on the infectious diseases to which firefighters are particularly vulnerable.

Requires the President to appoint, by and with the advice and consent of the Senate, one additional judgeship for the Northern District of Illinois. Provides for the conversion of an existing temporary judgeship. Requires the President to appoint, by and with the advice and consent of the Senate, one additional district judge for the Central District of Illinois and one additional district judge for the Southern District of Illinois. Limits the refilling of future vacancies in such districts.

Earthquake Hazards Reduction Act of 1977 Amendments Act - Amends the Earthquake Hazards Reduction Act of 1977 to give to the Federal Emergency Management Agency the responsibility to lead the National Earthquake Hazards Reduction Program. Revises: (1) the duties of the Director of the Agency; (2) Program objectives; (3) research elements required in the Program, including specifying that research includes basic and applied research; and (4) mitigation elements required in the Program. Sets forth the public education and planning and response elements of the Program. Requires the establishment within the U.S. Geological Survey of a Center for the International Exchange of Earthquake Information. Establishes within the U.S. Geological Survey an Earthquake Investigations Program to learn lessons which can be applied to reduce the loss of lives and property in future earthquakes. Increases the authorization of appropriations to the National Institute of Standards and Technology for responsibilities under the Act. Authorizes appropriations to the U.S. Geological Survey for earthquake investigations under this Act.

Small Business Access Improvement Act of 1989 - Amends the Internal Revenue Code to allow a tax credit for small businesses for the expense of providing public accommodations access to the disabled. Reduces the tax deduction for expenditures to remove architectural and transportation barriers to the handicapped and elderly.

Crime Awareness and Campus Security Act of 1989 - Amends the Higher Education Act of 1965 (the Act) to require, under specified student aid program participation agreements, each institution of higher education to certify that it: (1) has established a campus security policy; and (2) will submit an annual uniform crime report to the Federal Bureau of Investigation, as prescribed by the Attorney General. Requires each eligible institution of higher education participating in any program under student assistance (title IV) provisions of the Act, to prepare, publish, and distribute to all current students and employees, and to any applicant for enrollment or employment, upon request, an annual report containing specified types of information with respect to its campus security policies and campus crime statistics. Requires each such institution to make interim reports on specified types of crimes reported to campus security or local law enforcement authorities, and to distribute such reports to students and employees in a timely manner. Directs the Secretary of Education periodically to survey campus security policies, procedures, and practices and disseminate information on those that have been effective in reducing campus crime.

Railroad Reorganization Public Interest Protection Act - Amends the Federal bankruptcy code to mandate that in any railroad reorganization scheme (except with respect to rolling stock equipment) the public interest in continued rail service must be considered by the court and the trustee in addition to the interests of debtors, creditors, and equity security holders.

Expresses the sense of the House of Representatives that the Government of Yugoslavia should: (1) guarantee its citizens fundamental human rights and freedoms; (2) grant unconditional amnesty to all political prisoners; (3) dismiss the charges against human rights activist Dobroslav Paraga, allow him and his family to return to their home, and stop harassing them; and (4) investigate the death of Ernest Brajder, who reportedly died under "mysterious circumstances," and make the findings public.

Congressional and Judicial Equal Employment Opportunity Act of 1989 - Amends the Civil Rights Act of 1964 to require that personnel actions affecting employees or applicants in the legislative and judicial branches of the Government be free from any discrimination based on race, color, national origin, religion, sex, handicap, or age. Allows Members of Congress to take into consideration an individual's domicile and political affiliation. Establishes within the judicial branch an Employment Review Board. Provides that members of the Board be appointed from the retired judges of the Supreme Court and Courts of Appeals. Authorizes an aggrieved individual to file a written complaint with the Board. Establishes procedures for the Board to investigate, settle, hear, and determine the claims alleged. Provides that if a violation is found an order for relief may compel the defendant to: (1) employ or reinstate such individual on such terms and conditions as may be appropriate, except that the Board may not compel any committee or Member of Congress to employ or reinstate, or modify the terms and conditions of employment of, any individual; (2) pay compensatory damages; and (3) pay fees and allowances of witnesses and reasonable attorneys' fees. Authorizes the U.S. Court of Appeals for the District of Columbia Circuit to review, enjoin, set aside, suspend, modify, or enforce orders of the Board. Requires members of the Board to submit written reports to the Committee on Standards of Official Conduct of the House of Representatives and the Senate Select Committee on Ethics describing complaints during the reporting period.

Farm Animal and Research Facilities Protection Act of 1989 - Amends the Food Security Act of 1985 to make it unlawful to disrupt or damage a farm animal facility, its animals, or property. Sets forth penalties for violations of this Act. Allows the Secretary of Agriculture to investigate such offenses. Grants U.S. district courts jurisdiction in such cases. Provides for a private right of action.

Designates October 27, 1989, as National Hostage Awareness Day in recognition of the 42d birthday of Terry Anderson and his fifth year in captivity. States that efforts should be made to have such date declared International Hostage Day by the United Nations. States that all Federal and international agencies should increase efforts to secure the release of the remaining hostages in Lebanon. Calls for prayer on such date for the release of all U.S. and foreign hostages in Lebanon.

Drug Paraphernalia Control Act of 1989 - Establishes criminal penalties for the possession, sale, delivery, manufacture, or advertisement of drug paraphernalia. Defines "drug paraphernalia" and sets forth guidelines for determining whether an object falls within such definition. Provides for enhanced penalties for delivery of drug paraphernalia to a minor. Includes drug paraphernalia within the civil forfeiture provisions of the Controlled Substances Act. Directs the Administrator of the Drug Enforcement Administration (DEA) to establish within the DEA a task force to monitor enforcement of this Act.

Catastrophic Coverage Repeal Act of 1989 - Repeals Medicare (title XVIII of the Social Security Act) catastrophic health care coverage provided under the Medicare Catastrophic Coverage Act of 1988. Makes transitional and conforming amendments.
