Sets forth: (1) certain reporting and recordkeeping requirements; and (2) criminal penalties for violations of this Act.

Nonsmokers Health Protection Act of 1987 - Declares that nonsmokers working and visiting in U.S. Government buildings are entitled to a reasonably smoke-free environment for the protection of their health and comfort. Directs the Secretary of Health and Human Services, within 180 days of enactment of this Act, to promulgate regulations designating the areas in which smoking shall be allowed within Government buildings. Requires the conspicuous display of signs at building entrances and in areas where smoking is permitted. Declares that regulations under this Act shall not supersede a regulation providing more stringent restrictions on smoking, or prevent a department or agency from initiating more stringent restrictions on smoking. Requires departments or agencies in which labor organizations have been accorded recognition to engage in collective bargaining to implement regulations which affect work areas predominantly occupied by employees represented by such labor organizations. Requires any bargaining agreement to comply with this Act. Encourages departments and agencies to offer smoking cessation programs. Encourages Federal health plan carriers to provide coverage for such programs.

Requires that each State establish and maintain an approved workfare program as a condition of its eligibility for Federal payments or other assistance under the: (1) program under part A (Aid to Families with Dependent Children) of title IV of the Social Security Act; (2) food stamp program under the Food Stamp Act of 1977; and (3) public housing and assisted housing programs under the United States Housing Act of 1937. Requires that such State workfare program shall require every State resident applying for or receiving aid under such Federal public assistance programs to perform work in return for, and as a condition for, such aid. Directs the appropriate Federal agencies to promulgate guidelines for approval, supervision, and oversight of such State workfare programs. Exempts from required participation in such programs those who are: (1) under age 18 or over age 65; (2) disabled; (3) regularly employed for at least 40 hours a week; or (4) primarily responsible for the care of a child less than three years old (or for the care of a child more than two but less than six years old if suitable child care is not available at reasonable cost). Requires that each State workfare program must provide that if any individual who is required to participate in such program refuses to accept a bona fide offer of qualified employment or to perform qualified employment, in any month, neither such individual nor any other person in the family or household of which such individual is a member shall be eligible to receive any aid under such Federal public assistance programs for that month. Requires that State workfare programs include provision for job counseling, assistance in obtaining employment outside the program, and job search activities. Provides for: (1) Federal matching funds to cover administrative costs of such State programs; (2) Federal cut-offs of funds to State agencies for failure to comply with this Act; and (3) Federal agency reports to the Congress on such State programs. Authorizes appropriations.

Requires the Secretary to reduce by one percent the fiscal year allotment which would otherwise be made to such State to carry out the Social Services Block Grant Program under title XX of the Social Security Act if such law is not in effect.

Directs the President or a designee to periodically make the award, on the basis of recommendations from the Secretary of Commerce, to companies and other organizations which have substantially benefited the economic or social well-being of the United States through improvements in the quality of their goods and services resulting from the effective practice of quality management. Sets forth categories in which the award may be given. Sets forth criteria for qualification for the award. Directs the Director of the National Bureau of Standards to provide information about the awards and the successful quality improvement strategies and programs of the award-winning participants to all participants and to other appropriate groups. Provides that funding for the award program shall be from gifts from public and private sources and from fees imposed upon organizations applying for the award.

Worker Readjustment and Placement Act - Amends title III (Employment and Training Assistance for Dislocated Workers) of the Job Training Partnership Act to reserve specified amounts to carry out this Act. Adds provisions for assistance to worker readjustment and placement committees. Directs the Secretary of Labor to establish within the Department of Labor a special Worker Readjustment and Placement unit from which individual officers may be assigned to each identified plant closing or mass layoff to provide information, advice, and financial assistance to worker readjustment and placement committees. Sets forth conditions which worker readjustment and placement committees must meet to be eligible for matching grants. Limits the amount of any one such grant. Sets forth required components of committees plans. Provides that a committee may use its funds to assist eligible workers in obtaining (but not to provide) any one or more of the following services: (1) early working adjustment services in the event of mass layoffs or plant closings including such services as personal and financial counseling, referral to community services, career counseling, job search assistance, job development, retraining, and relocation assistance; (2) aptitude testing and career counseling; (3) on-the-job training; (4) institutional training; (5) tuition assistance; (6) upgrading of skills; and (7) education, including basic skills, remediation, literacy, and technology training as well as more advanced education. Sets forth requirements for committee cooperative agreements. Requires committees to submit final reports to the Secretary.

Requires the Secretary of Transportation to withhold five percent of the amount required to be apportioned to any State under the Federal-aid highway program if it is lawful in such State to: (1) possess an open alcoholic beverage container in the passenger area of any motor vehicle on a public highway; (2) consume any alcoholic beverage in such motor vehicle on a public highway; or (3) drive a motor vehicle on a public highway when the driver's blood alcohol concentration is at least 0.10 percent. Exempts from such withholding measures charter buses of ten or more passengers whose drivers are not permitted by State law to possess open alcoholic beverages in the passenger area. Sets forth guidelines for the withholding of such funds. Provides for the release of withheld funds to States which comply with this Act.

Amends the Federal Railroad Safety Act of 1970 to direct the Secretary of Transportation to review existing regulations governing alcohol and drug use in railroad operations for the purpose of determining whether they are adequate to ensure safety. Sets forth the criteria for such review. Amends the Federal Aviation Act of 1958 to direct the Administrator of the Federal Aviation Administration (FAA) to prescribe regulations establishing a program which requires air carriers, contract carriers, and foreign air carriers to conduct pre-employment testing (as well as periodic recurring and post-accident testing) of airmen and crewmembers upon a reasonable suspicion that they have used alcohol or a controlled substance without lawful authorization. Requires the Administrator to establish such a program applicable to FAA employees whose duties include direct responsibility for flight safety operations. Directs the Administrator to require random testing as part of the testing program for air carriers. Prohibits any air carrier from permitting any individual determined to have used alcohol or a controlled substance without lawful authorization from serving as an airman or crewmember unless such individual has completed a substance abuse rehabilitation program. Requires air carriers to establish and maintain such a rehabilitation program for the identification and opportunity for treatment of airmen and crewmembers who need assistance in resolving substance abuse problems. Requires the Administrator to establish and maintain such a rehabilitation program for FAA employees whose duties include direct responsibility for flight safety operations, and who need assistance in resolving substance abuse problems.

Promotion of Democracy in Ethiopia Act of 1987 - Declares U.S. policy: (1) regarding human rights and opportunities; (2) condemning the resettlement program and human rights abuses in Ethiopia; (3) calling for human and civil rights and for free elections in Ethiopia; and (4) supporting democratic resistance forces in Ethiopia. Requires such sanctions imposed by this Act against Ethiopia to terminate if the President certifies to the Congress that Ethiopia: (1) respects the human rights of its people; (2) has granted basic civil rights to its people; (3) has terminated and dismantled its resettlement program; (4) has freed all political prisoners; (5) has established a legal system that assures the participation of all its people; and (6) has held or scheduled free and fair elections. Directs the President to report to the Congress every six months on the progress Ethiopia has made in meeting such conditions. Prohibits coffee imports from Ethiopia. Prohibits any U.S. national: (1) from making a loan or extending credit to Ethiopia or to any organization owned or controlled by Ethiopia; and (2) from making any new investment in Ethiopia. Exempts from such prohibitions loans and investments made before enactment of this Act. Prohibits Ethiopia from receiving nondiscriminatory (most-favored-nation) trade treatment. Directs the Secretary of the Treasury to instruct the U.S. Executive Director to each of the relevant international financial institutions to oppose furnishing aid to Ethiopia. Provides for enforcement of this Act. Imposes penalties for violations of this Act.

Amends the Davis-Bacon Act to increase the threshold amount of a Federal contract covered by such Act from $2,000 to $1,000,000. Provides that computation of the prevailing wage shall be based on the particular urban or rural subdivision of the State in which the work is to be performed. Directs the Secretary of Labor to establish as the prevailing wage the entire range of wages being paid to the corresponding class of laborers or mechanics where more than a single wage is being paid. Excludes the wage rates of other Federal projects from such prevailing wage computation. Provides that helpers of a class of laborers or mechanics shall be considered as a separate class, with their prevailing wages to be determined on the basis of the corresponding class of helpers. Amends the Copeland Act to require (rather than a weekly statement of wages paid) a statement at the beginning and at the end of the contract period with respect to the weekly wages paid.

Driftnet Impact Monitoring, Assessment, and Control Act of 1987 - Amends the Magnuson Fishery Conservation and Management Act to revise provisions concerning the presence of a U.S. observer aboard foreign fishing vessels fishing in a U.S. fishery conservation zone. Provides for the waiver of such requirement for specified vessels harvesting anadromous species. Provides that the Secretary of Commerce (the Secretary) shall not approve a foreign vessel's fishing permit application where the facilities aboard such vessels are so inadequate that the health, safety, and welfare of an observer on such vessel cannot be assured. Requires the Secretary, through the Secretary of State, to immediately negotiate with foreign governments conducting driftnet fishing operations off the U.S. coast an arrangement for the reliable monitoring and assessment of the number of fish, seabirds, and other marine creatures killed, discarded, or lost by such government's driftnet fishing vessels in waters beyond the jurisdiction of the United States. Prohibits the Secretary from issuing a permit to any foreign vessel whose government does not enter into such a monitoring arrangement within one year after the enactment of this Act. Directs the Secretary, within one year after the enactment of this Act, to report to the Congress on the implementation of such arrangements. Directs the Secretary, within one year after the enactment of this Act and annually thereafter, to report to the Congress on the impact upon living marine resources of all driftnet fishing off the coasts of the United States. Requires enforcement costs to be taken into consideration when determining fishing permit fees to be charged. Directs the Secretary to implement a net bounty system to pay persons recovering and turning over to the Secretary lost, abandoned, or discarded driftnet or other plastic fishing net material. Requires such payments to be made from the Fishery Vessel and Gear Damage Compensation Fund. Directs the Secretary to develop recommendations to establish a driftnet marking, registry, and identification system to determine the vessel origin of lost, discarded, or abandoned driftnets or driftnet fragments. Directs the Secretary, no later than six months after the enactment of this Act, to report to the Congress concerning such recommendations and their implementation. Establishes a seabird protection zone surrounding the Aleutian Islands off Alaska within which no driftnet fishing is permitted. Directs the Secretary, in cooperation with the Secretary of the department in which the Coast Guard is operating, to enforce such driftnet fishing prohibition.

Requires a record vote on such legislation.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide that the adopted child of an individual shall be treated the same as a natural child of such individual for purposes of determining the child's eligibility for benefits based on the individual's wage record, regardless of the time the adoption occurred.

Olmsted Heritage Landscapes Act of 1987 - Requires the Secretary of the Interior, acting through the Director of the National Park Service, to prepare a State-by-State inventory of Olmsted heritage landscapes. Provides that all properties on the inventory shall be part of an Olmsted heritage landscape system. Requires periodic updating of the inventory. Requires appropriate access to such inventory at the Library of Congress, the Frederick Law Olmsted National Historic Site in Brookline, Massachusetts, the National Park Service regional headquarters, and appropriate State offices. Excludes specified property owned by the Society of the New York Hospital on Bloomingdale Road in White Plains, New York, from provisions of this Act. Directs the Secretary of the Interior to: (1) promulgate general standards for preservation of historic landscapes; (2) provide technical assistance to Federal agencies, State and local governments, private organizations, and other interested individuals on the identification, commemoration, and preservation of Olmsted heritage landscapes; (3) conduct and submit to the Congress a thematic study of historic landscapes to identify those landscapes which would qualify as national historic landscapes; and (4) encourage a program for the use of the Frederick Law Olmsted National Historic Site in Massachusetts as a center for research. Requires the Secretary to provide for the coordination of applications for grants for the preservation of Olmsted heritage landscapes. Requires the Secretary to encourage maximum public participation in carrying out the purposes of this Act. Requires the Secretary to conduct appropriate activities during the period 1987 to 1995 to commemorate the Olmsted achievements and influence on American life. Establishes the Technical Committee on Olmsted Heritage Landscapes to assist the Secretary on matters that relate to Olmsted heritage landscapes. Terminates such Committee after December 31, 1997, unless an extension is granted by the Secretary.

Mutual Nuclear Warhead Testing Moratorium Act - Expresses the sense of the Congress that the President should declare that the United States: (1) will, as soon as in-country reciprocal monitoring arrangements are implemented, stop testing nuclear warheads; and (2) will invite the Soviet Union to stop testing nuclear warheads and meet with the United States to enter into negotiations for the conclusion of a Comprehensive Test Ban Treaty at the earliest possible date. Declares that the United States should continue the cessation of the testing of nuclear warheads so long as the Soviet Union refrains from the testing of nuclear warheads and substantive Comprehensive Test Ban Treaty negotiations are in progress. Expresses the sense of the Congress that during such cessation the President should seek resumption of the comprehensive test ban talks. Prohibits the United States from obligating or spending any money for testing nuclear warheads outside a designated test area or for testing certain larger warheads within such a test area during the 12-month period beginning 90 days after enactment of this Act if the President does not declare a cessation of nuclear testing. Declares that such prohibition shall cease to apply if the President certifies that: (1) the Soviet Union has carried out such tests; or (2) after the prohibition takes effect, the Soviet Union refuses to accept and implement reciprocal in-country monitoring arrangements. Sets forth information to be included in such certification. Declares that the limitation on nuclear explosions shall be supplanted by a U.S.-Soviet agreement establishing significant limits on nuclear explosions that is negotiated after enactment of this Act. Requires the President to report annually to the Congress on progress in negotiating a U.S.-Soviet Comprehensive Test Ban Treaty.
