Anti-Kickback Enforcement Act of 1986 - Amends the Anti-Kickback Act to rename it the Anti-Kickback Act of 1986 and to revise its provisions regarding kickback practices by subcontractors. Prohibits the payment of kickbacks, the acceptance of kickbacks, attempted kickbacks, and the inclusion of kickback costs in contract expenses ultimately borne by the United States. Increases criminal and civil penalties for such conduct. Authorizes the termination of any prime contract for default if a kickback violation by a subcontractor has occurred. Authorizes the recovery of kickback costs through administrative offsets. Requires prime contractors to report kickback violations to appropriate agency officials or the Department of Justice. Requires employees of prime contractors to file annual declarations with the contracting agency listing compensation of any kind received from subcontractors in the previous year. Authorizes the contracting agency to inspect the facilities and audit the records and books of the prime contractor. (Currently, only the General Accounting Office has such authority.)

White House Conference on Narcotics Abuse and Control Resolution of 1986 - Directs the President to call a White House Conference on Narcotics Abuse and Control to develop recommendations to control the illicit production, trafficking, and distribution of narcotics, and to prevent and treat narcotics abuse. Directs the Conference to review: (1) the impact of recently enacted laws on efforts to control trafficking in narcotics and to prevent and treat narcotics abuse; and (2) the recommmendations of the President's Commission on Organized Crime as they relate to narcotics abuse and control. Requires the Conference to report its findings to the President and the Congress.

Expresses the sense of the House of Representatives that if the basis recovery rule for annuities of employees who contribute to their retirement program is changed in tax reform legislation, in no event should such change apply to individuals retiring before the date of enactment of such legislation.

Food Irradiation Safety and Labeling Requirement Act of 1986 - Prohibits the Secretary of Agriculture from implementing pork irradiation regulations and the Secretary of Health and Human Services from implementing other food irradiation regulations. Requires the Secretary of Health and Human Services to arrange for and report within two years on a study of the risks to human health and the environment presented by food irradiation. Amends the Federal Food, Drug, and Cosmetic Act to require that food for domestic use or export which has been irradiated be labeled in a prescribed fashion. Requires restaurant menus to indicate when foods have been irradiated. Requires persons irradiating food to report semiannually to the Secretary.

Torture Victim Protection Act of 1986 - Amends the United Nations Participation Act of 1945 to impose civil liability on anyone who, under actual or apparent authority of any foreign nation, subjects any person to torture or extrajudicial killing. Grants jurisdiction over such cases to U.S. district courts only after claimants have exhausted all available remedies in the place in which the conduct giving rise to the claim occurred.

Expresses the sense of the Congress that the President and the Secretary of State should insist at the Vienna Review Meeting of the Conference on Security and Cooperation in Europe, and in discussions with Communist Party and Soviet leaders, that imprisoned and exiled members of the Ukrainian and other Helsinki Monitoring Groups be released and allowed to emigrate to the countries of their choice. Expresses the sense of the Congress that: (1) the Secretary of State should ensure that the U.S. consulate in Kiev reports on Soviet human rights violations in the Ukraine; and (2) such information should be included in reports on compliance with the Helsinki Final Act.

Declares that the House of Representatives urges: (1) the Soviet Union to share with the international scientific community information about the Chernobyl accident and to open the nuclear site for international inspection; (2) the establishment of an international emergency alert system; (3) the International Atomic Energy Agency to establish safety standards for nuclear power plants; and (4) the United States and other member nations of the Agency to implement standards by directing the Agency to establish an international emergency response force. Encourages the formation of an international commission to examine the causes of the Chernobyl accident.

Computer Fraud and Abuse Act of 1986 - Amends the Federal criminal code to change the scienter requirement from "knowingly" to "intentionally" for certain offenses regarding accessing the computer files of another. Revises the definition of "financial institution" to which the financial record provisions of computer fraud law apply. Applies such provisions to any financial records (including those of corporations and small businesses), not just those of individuals and certain partnerships. Revises the criminal liability of persons who exceed authorized access to Federal computers. (Makes the basic offense trespass. Removes the coverage of authorized accessors who exceed their authorization, but without "intent to defraud.") Creates new Federal criminal offenses of: (1) property theft by computer occurring as part of a scheme to defraud; (2) altering information in, or preventing the authorized use of, a Federal interest computer; and (3) trafficking in computer access passwords. Eliminates the special conspiracy provisions for computer crimes. (Such conspiracies shall be treated under the general Federal conspiracy statutes.) Amends penalty provisions to remove the cap on fines for certain computer crimes. Exempts authorized law enforcement or intelligence activities.

Manufacture and Public Distribution of Certain Copyrighted Material Act - Amends the copyright law to extend indefinitely the manufacturing clause, which prohibits the importation of certain English language books not manufactured in the United States or Canada. Eliminates the Canadian exemption, per se, after 1988. Permits exemptions from such restriction if a foreign country, including Canada, is certified by the United States Trade Representative as providing adequate copyright protection for U.S. nationals and such country freely trades in printed matter with the United States or adheres to a bilateral or multilateral agreement with the United States and supports internationally recognized workers' rights.

Expresses the sense of the Congress that: (1) the President should freeze the U.S. assets of former Philippine President Ferdinand Marcos and his wife until a decision is made as to their rightful ownership; and (2) once such ownership is determined, any assets that belong to the Philippine Government should be turned over to that Government and any assets that belong to the United States should be deposited in the Treasury along with reimbursement by the Marcoses for the U.S. expenses incurred in their coming to the United States.

Expresses the sense of the Congress that, in light of specified international human rights agreements, the Soviet Union should approve the exit visa applications of Doctor Naum Meiman and his wife, Inna Kitrosskaya, and arrange for them to go to the country of their choice. Urges the President to: (1) protest the Soviet Government's refusal to consider the exit visa applications of Dr. Meiman and his wife; (2) call upon all other signatory nations of the Helsinki Accords to join in such protest; and (3) instruct the U.S. delegation to the meeting of experts on human contacts organized under the auspices of the Conference on Security and Cooperation in Europe, to be held in Bern, Switzerland, to pursue this matter.

Extended Unemployment Insurance Reform Act of 1986 - Title I: Improved Program of Extended Unemployment Compensation - Amends the Federal-State Extended Unemployment Compensation Act of 1970 to limit the amount of extended compensation payable to an individual to the amount established in an individual's extended compensation account. Increases the limit on the amount established in an individual's extended compensation account. Sets forth the formula for determining the new limit. Limits an individual's eligibility period for extended compensation to the number of weeks equal to the applicable limit for an individual's compensation account. Requires the amount and duration of extended compensation payable under the interstate benefit payment plan to be the same as if the individual were filing the claim in the State which establishes the individual's extended compensation account. Requires that each unemployment benefit duration period shall be a three-month period beginning on the first Sunday of January of each year and the first Sunday of every third month thereafter. Sets forth formulas, based upon each State's insured unemployment rate, for determining whether a benefit duration period shall be an eight-percent, seven-percent, six-percent, five-percent, or four-percent period. Requires that a benefit duration period shall be a "low-unemployment period" if the State's adjusted insured unemployment rate for the first week of such benefit duration period and the immediately preceding 12 weeks was less than four percent. Sets forth an alternative method of determining a benefit duration period based upon the total rate of unemployment. Requires that each State be paid an amount equal to the applicable percentage of the sum of the sharable extended compensation and the sharable regular compensation paid to individuals under State law. Sets forth the applicable percentage for eight-percent, seven-percent, six-percent, five-percent, and four-percent periods. Defines sharable regular compensation. Amends title IX (Employment Security) of the Social Security Act to authorize appropriations into the extended unemployment compensation account. Sets forth transition provisions. Title II: Demonstration Projects - Directs the Secretary of Labor (the Secretary) to enter into a demonstration program agreement with at least three States whereby extended unemployment compensation under the Act would be available for certain substate areas with specified levels of unemployment. Directs the Secretary to enter into a demonstration program agreement with at least five States for promotion of training programs for unemployment compensation recipients. Directs the Secretary to provide model criteria, technical assistance, and specified information for such State training programs. Directs State Governors to designate State agencies to approve training programs and participants. Directs the Secretary to transmit a study of such demonstration program to the Congress by October 1, 1988. Provides, under the Social Security Act, for interest credits to a State's account in the Unemployment Trust Fund on the basis of State payments of unemployment compensation to individuals in approved training. Sets forth State reporting requirements. Requires the Secretary to report annually, beginning not later than October 31, 1986, on the implementation of such training program provisions and on State regulations and procedures to comply with specified Internal Revenue Code provisions relating to unemployment compensation. Provides that the training program provisions under this title shall not be taken into consideration in determining whether there has been a net decrease in the solvency of any State unemployment compensation system. Title III: Procurement Targeting in Labor Surplus Areas - Directs the head of each Federal agency which procured supplies and equipment at a rate in excess of $1,000,000,000 in FY 1985 to set targets, for FY 1987 and each fiscal year thereafter, for such procurement within labor surplus areas, as defined by the Secretary of Labor. Directs the Director of the Office of Management and Budget to report annually to specified congressional committees on: (1) the number, amount, and percentage of contracts awarded by each Federal agency in labor surplus areas; (2) the impact of such contracts on the area unemployment rate and on the Federal costs under the extended unemployment compensation program; and (3) whether such contracts could be increased without adverse impact on Federal procurement. Title IV: Report - Directs the Secretary of Labor, within six months of the enactment of this Act, to report to the Congress on the nationwide computerized job bank and matching program authorized under the Job Training Partnership Act.

Telephone Decency Act of 1986 - Amends the Communications Act of 1934 to prohibit any obscene or indecent telephone communication for commercial purposes to any person in the District of Columbia or in interstate or foreign communication. (Current law prohibits such communication to any person without his or her consent or to any person under 18 years of age.)

Amends the Federal Aviation Act of 1958 to provide that upon conviction of an air carrier for either failure to file requisite reports, or the falsification of such reports, the criminal penalty shall include a fine in accordance with Federal criminal law, or a maximum term of five years' imprisonment, or both. Provides a maximum civil penalty of $1,000 for safety violations relating to notification of proposed construction of structures which could pose a hazard to air navigation. (Current law provides only for a criminal penalty.) Increases from $1,000 to $10,000 the maximum civil penalty which may be imposed for violation of certain administrative, security, and safety regulations by commercial aircraft operators.
