Israel Anti-Boycott Act This bill prohibits participation by certain entities and individuals in boycotts or requests for boycotts imposed by international governmental organizations (i.e., the United Nations and the European Union). Specifically, the bill applies to covered persons the prohibition of specified actions in compliance with or in support of a boycott against a country that is friendly to the United States and that is not itself the object of a U.S. boycott. The bill defines a covered person as a domestic concern, the U.S. government or a state government, or a representative or official of such domestic concern or government. The bill also adds to the list of specified prohibited actions the act of furnishing information to any foreign country or international governmental organization that furthers an imposed boycott. Under current law, a person who violates the prohibitions against such boycotts may be subject to a monetary fine or imprisonment; however, the bill removes imprisonment as a potential penalty for certain violations.

This resolution condemns the actions of Iran with respect to Ukraine International Airlines Flight 752. It also expresses support for the protestors in Iran and condemns Iran for killing citizens protesting their government. In addition, it calls on Iran to refrain from using violence and to protect the rights of freedom of expression and peaceful assembly.

Lower Costs, More Cures Act of 2019 This bill establishes and modifies several requirements to address prescription drug prices under Medicare, Medicaid, and other programs. The bill generally limits payment amounts for drugs and biologics under Medicare medical services, reduces cost-sharing under the Medicare prescription drug benefit, modifies certain authorities and requirements under the Medicaid Drug Rebate Program, revises provisions relating to regulatory approval and commercial availability of generics and biosimilars, and establishes several reporting requirements for drug manufacturers with respect to drug prices.

This bill amends the Internal Revenue Code to make permanent the tax rule exempting dividends, interest, rents, and royalties received or accrued from certain controlled foreign corporations by a related entity from treatment as foreign holding company income (thus permitting tax deferral of such income).

Telehealth Across State Lines Act of 2019 This bill requires the Department of Health and Human Services, in consultation with a range of stakeholders, to issue guidance for uniform best practices for the delivery of telehealth services. The bill also establishes a grant program to expand access to telehealth services in rural areas and revises the duties of the Center for Medicare and Medicaid Innovation to incentivize the adoption of telehealth services.

Rural Health Innovation Act of 2019 This bill establishes two grant programs to increase access to emergency care in remote rural areas where the nearest emergency department is at least 30 minutes away or inaccessible by road. First, the bill requires the Health Resources and Services Administration (HRSA) to provide grants to establish or maintain federally-qualified health centers or rural health clinics located remote rural areas. Eligible health centers or clinics must (1) employ physicians and professional clinical and support staff; (2) have laboratories, x-ray machines, and cardiac monitors on site; and (3) provide walk-in urgent care, and staging for transport to an emergency department. Further, the bill requires HRSA to provide grants to rural health departments that are located in remote rural areas to support the provision of emergency services, triage and transport to emergency departments, primary care services, or other similar services. Eligible rural health departments must (1) have a nursing staff and medical equipment, (2) agree to provide such emergency or similar services, and (3) submit an estimated cost for the first year of staffing and equipment.

Inhaler Coverage and Access Now Act or the I CAN Act This bill provides for coverage under a high deductible health plan not requiring a deductible of inhalers for treatment of any chronic lung disease, including asthma (and any medicine or drug which is delivered through such inhalers for treatment of such diseases).

Countering Turkish Aggression Act of 2019 This bill directs the President to impose sanctions related to Turkey. The President shall impose property- and visa-blocking sanctions on (1) specified officials of Turkey's government, such as the president and vice president of Turkey; (2) any foreign person that knowingly sells to, provides support to, or conducts a transaction with Turkey's armed forces; and (3) any foreign person that supplies goods or services that support petroleum production for use by Turkey's armed forces. The President may temporarily stop the application of such sanctions upon certifying to Congress that Turkey (1) is not operating in certain parts of Syria without U.S. support, and (2) has withdrawn its troops and Turkey-supported rebel groups from occupied areas. The President shall impose additional sanctions on Turkey based on Turkey's purchase of a surface-to-air defense system from Russia. No funds may be obligated or expended to transfer to Turkey's armed forces any U.S. defense articles, services, or technology.

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill requires the Department of Veterans Affairs to implement a pilot program to assess the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder through a method where veterans train service dogs for veterans with disabilities.

Negro Leagues Baseball Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the Negro National League, a professional baseball league that was formed in response to African-American players being banned from baseball's major leagues. The design of the coins shall be emblematic of the Negro Leagues Baseball Museum and its mission to promote tolerance, diversity, and inclusion. All surcharges from sales of these coins shall be paid to the Negro Leagues Baseball Museum to fund educational and outreach programs and exhibits.

Higher Education Reform and Opportunity Act of 2019 This bill revises requirements governing the financing and accreditation of postsecondary education. Specifically, the bill makes postsecondary education courses and programs (e.g., apprenticeship programs) that provide credits toward a postsecondary certification, credential, or degree eligible for federal student aid funding if the programs and courses are accredited by a state that has an alternative accreditation agreement with the Department of Education. The bill also requires institutions to publish certain enrollment and financial aid information, such as (1) the percentage of former financial aid recipients who are employed at various intervals following graduation, and (2) the average amount of total federal student loan debt accrued upon graduation. The Government Accountability Office must compile and study all such information published by institutions and submit a report containing the results. In addition, the bill consolidates federal student loans into one student loan program and eliminates loan forgiveness for borrowers. Lastly, the bill requires an institution that receives federal student aid funding to pay a default rate fine that is based on the default rate of loans made to its students.

HUD Inspection Process and Enforcement Reform Act of 2019 This bill authorizes the Department of Housing and Urban Development (HUD) to remove or reduce the pay of certain HUD employees for misconduct or performance. The bill also requires an entity receiving housing assistance payments for a dwelling unit to ensure that the unit is maintained to safe and sanitary conditions and authorizes HUD to take enforcement actions for failure to meet certain maintenance standards.

Equal Treatment of Public Servants Act of 2019 This bill phases in a new funding formula for determining benefit amounts under the windfall elimination provision (WEP). (The WEP reduces Old-Age, Survivors, and Disability Insurance benefits for those who receive pensions for certain non-covered employment.) The new formula adjusts an individual's total lifetime earnings based on the proportion of those earnings subject to Social Security payroll taxes. It applies to individuals who (1) become eligible for old-age or disability benefits after 2060, and (2) have earnings from non-covered service performed in a year after 1977. Beneficiaries who become eligible for benefits between 2022 and 2060 receive the higher of their benefit calculated under the existing WEP or the new formula. In addition, certain beneficiaries currently impacted by the WEP receive an additional payment. The Social Security Administration must include non-covered earnings in Social Security account statements and must study the feasibility of partnering with certain pension systems to address data sharing issues related to non-covered pensions.

Dentist and Optometric Care Access Act of 2019 or the DOC Access Act of 2019 This bill prohibits private health insurance plans from setting rates for items and services provided by a doctor of optometry, of dental surgery, or of dental medicine for which the plan does not pay a substantial amount. Additionally, an agreement between a plan and such a doctor for limited scope dental or vision benefits may last longer than two years only with the prior acceptance of the doctor for each term extension. Plans also may not restrict such a doctor's choice of laboratories or suppliers. The bill establishes a private right of action for a person adversely affected by a violation of this bill. The bill does not supersede state laws regarding health insurers and dental or vision benefit plans.

Fair and Open Skies Act This bill prohibits the Department of Transportation (DOT) from issuing a foreign air carrier permit or an exemption from certain air carrier certificate requirements under the United States-European Union Air Transport Agreement of April 2007, unless DOT finds that issuing the permit or exemption would be consistent with Article 17 bis of the agreement, which provides that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the laws of the respective parties to the agreement; and imposes conditions on the permit or exemption necessary to ensure compliance with Article 17 bis . The bill modifies policy considerations relating to air carrier certificates to require DOT to consider preventing entry into U.S. markets by flag of convenience carriers (i.e., foreign air carriers established in a country other the home country of their majority owner in order to avoid regulations of the home country) and preventing the undermining of labor standards. In carrying out such air carrier certificate requirements, DOT must consider preventing entry of flag of convenience carriers into U.S. markets as being in the public interest and consistent with public convenience and necessity for safety in air transportation and air commerce. In formulating U.S. international air transportation policy relating to the elimination of discrimination and unfair competition, the Department of State and DOT must include in their considerations the undermining of labor standards.

Livestock Protection Act of 2019 This bill authorizes the U.S. Fish and Wildlife Service to issue a permit to a livestock farmer for the taking of black vultures during the calving or lambing season if it protects livestock from damage or loss. A permit holder must annually report to the state enforcement agency each taking of a black vulture.

Behavioral Intervention Guidelines Act of 2019 This bill requires the Substance Abuse and Mental Health Services Administration (SAMHSA) to develop best practices for schools to establish behavioral intervention teams (i.e., experts who are responsible for identifying individuals of concern and addressing associated behavioral health issues so as to prevent harm to the individual or others). SAMHSA must also develop a list of providers with threat-assessment training to help school personnel implement the best practices.

Improve Well-Being for Veterans Act This bill requires the Department of Veterans Affairs (VA) to award grants for a period of three years to eligible entities for the provision of suicide prevention services to veterans and their families. Under the bill, eligible entities include tribally designated housing entities, community-based organizations, and other private entities that meet certain requirements. Entities must submit an application to receive financial assistance that includes a description of the services they propose to provide, among other elements. The bill requires the VA to equitably distribute grants across geographic regions and areas with the most need. Additionally, the VA shall give preference to entities that are experienced in providing suicide prevention services. Entities receiving funding must notify service recipients that funding is wholly or partially from the VA.

Neighborhood Homes Investment Act This bill establishes a new business-related tax credit to finance home building and rehabilitation in neighborhoods that meet certain eligibility criteria relating to poverty rates, income, and home values. The credit is limited to 35% of the lesser of the qualified development cost (i.e., the cost of construction, substantial rehabilitation, demolition, and environmental remediation of residential properties) or 80% of the national median sale price for new homes. The credit applies to single family homes containing four or fewer residential units, condominiums, or houses or apartments owned by cooperative housing corporations.

Tax Relief and Expedited Assistance for Disasters Act of 2019 or the TREAD Act This bill provides tax relief for qualified disaster areas (i.e., an area, excluding a California wildfire disaster area, for which a major disaster was declared on or after January 1, 2018). Specifically, the bill provides for distributions and loans from retirement plans for disaster assistance, a tax credit for wages paid by employers in a qualified disaster area, a temporary suspension of limitations on the deductibility of charitable contributions, and an automatic extension of filing deadlines for taxpayers affected by disasters.

75th Anniversary of the End of World War II Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. The design on each coin shall represent the World War II Victory Medal, which was awarded to all 16 million U.S. military personnel who served from December 7, 1941, to December 31, 1946. The bill requires all sales of such coins include specified surcharges, which shall be paid by Treasury to the congressionally designated National WWII Museum to fund its educational mission of telling the story of the U.S. experience in World War II.

Medicare Home Health Flexibility Act This bill establishes circumstances under which an occupational therapist may conduct an initial or comprehensive assessment for an individual who is eligible for home health services under Medicare. Specifically, an occupational therapist may conduct the assessment if the physician's referral order does not include skilled nursing care but does include (1) occupational therapy, and (2) physical therapy or speech language pathology.

Improving Seniors' Timely Access to Care Act of 2019 This bill establishes several prohibitions, requirements, and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, the bill prohibits MA plans from instituting additional prior authorization requirements for surgeries (including related items) that are furnished to a patient during other surgeries for which prior authorization was not required or was already received. Additionally, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.

Stop Higher Education Espionage and Theft Act of 2019 This bill establishes a process for designating foreign actors as foreign intelligence threats to higher education. Specifically, the Federal Bureau of Investigation (FBI) must designate a foreign actor as a foreign intelligence threat to higher education if the foreign actor has committed, attempted to commit, or conspired to commit certain actions in connection with an institution of higher education (IHE), such as espionage, misuse of visas, or theft of trade secrets. Prior to making such a designation, FBI must submit notice to congressional leaders and the Department of Justice. Upon the designation of a foreign actor as such a threat, the Department of State must revoke the nonimmigrant visa issued to such foreign actor present in the United States, and the Department of Homeland Security must initiate removal proceedings against the foreign actor. The bill provides for judicial review and a process for revoking a foreign actor's designation as such a threat. It also requires an IHE to disclose to the Department of Education any gift or contract with a foreign intelligence threat, including the fair market value of the gift or contract.

Veterans' Credit Protection Act This bill directs the Department of Veterans Affairs (VA) to conduct outreach to inform veterans of how to resolve credit issues caused by a delayed payment of a claim for emergency hospital care, medical services, or other emergency health care furnished through a non-VA provider. The Government Accountability Office shall conduct a study that evaluates the effectiveness of the Office of Community Care in providing timely payment of a proper invoice for such care by the required payment date.

Conrad State 30 and Physician Access Reauthorization Act This bill modifies the Conrad 30 Waiver program, which incentivizes qualified foreign physicians to serve in underserved communities. It also extends statutory authority for the program through FY2021. Aliens coming to the United States under a J-1 nonimmigrant visa to receive medical training typically must leave the country and reside for two years abroad before being eligible to apply for an immigrant visa or permanent residence. The Conrad program waives this requirement for individuals who meet certain qualifications, including serving for a number of years at a health care facility in an underserved area. The bill increases the number of waivers that a state may obtain each fiscal year from 30 to 35 if a certain number of waivers were used the previous year, and provides for further adjustments depending on demand. An alien physician may be employed at an academic medical center to meet the Conrad program's employment requirements if the alien's work is in the public interest, even if the medical center is not in an underserved area. Employment contracts for alien physicians under the Conrad program shall contain certain information, such as the maximum number of on-call hours per week the physician shall have to work. Certain alien physicians (along with the physician's spouse and children) shall be exempt from the direct annual numerical limits on immigration, including those physicians that have met certain requirements related to visas for physicians to serve in underserved areas.

Historic Tax Credit Growth and Opportunity Act of 2019 This bill increases the rehabilitation tax credit and modifies certain requirements for the credit. The bill increases the rate of the credit to 30% for smaller projects (rehabilitation expenditures not exceeding $3.75 million) and caps the credit for such projects at $750,000 for all taxable years. The bill also allows taxpayers to transfer all or a portion of the credits that are allowable for smaller projects. The bill expands the types of buildings eligible for rehabilitation by decreasing the rehabilitation threshold from 100% to 50% of project expenses. It also eliminates the basis adjustment requirement for the credit and modifies rules relating to the eligibility of tax-exempt use property for the credit.

Purple Heart Freedom to Work Act This bill increases the monthly income limit that is used to determine whether certain Purple Heart recipients are eligible for Social Security Disability Insurance (SSDI) benefits. Specifically, when making such determinations with respect to Purple Heart recipients who are entitled to SSDI benefits based on combat-related injuries, the Social Security Administration must use the limit that applies to individuals who are blind rather than the lower limit that applies to other SSDI recipients. In addition, the bill phases out SSDI benefits for these Purple Heart recipients, with benefits reduced by $1 for every $4 of earnings in excess of the limit.

Veterans Early Treatment for Chronic Ailment Resurgence through Examinations Act of 2019 or the VET CARE Act of 2019 This bill addresses dental care programs for veterans. Specifically, the bill authorizes the Department of Veterans Affairs (VA) to furnish administrative support to a dental care provider that provides services to a veteran that would not be covered by VA benefits. The bill also requires the VA to implement a pilot program to provide free outpatient dental services and treatment, and related dental appliances, to eligible veterans. Eligible veterans are those who are (1) enrolled in the VA health care system but are not eligible for VA dental care, (2) not receiving regular periodontal care, (3) between 40 and 70 years old, and (4) diagnosed with type 2 diabetes.

Suicide and Threat Assessment Nationally Dedicated to Universal Prevention Act of 2019 This bill requires state and tribal education agencies that receive grant funding for priority mental-health needs to establish and implement (1) evidence-based suicide awareness and prevention training policies, and (2) school threat assessment teams. School threat assessment teams consist of two or more school personnel who are trained to identify, assess, and respond to threats of suicide and interpersonal violence.

Home Health Payment Innovation Act of 2019 This bill makes a series of changes relating to payment and coverage of home health services under Medicare and Medicare Advantage (MA). Specifically, the bill allows the home-confinement requirement (also known as the homebound requirement) for home health services to be waived under Medicare and MA. Currently, as a condition of eligibility for such services, a physician must certify that an individual has difficulty leaving home without assistance (e.g., a wheelchair, special transportation, or help from another person) due to an illness or injury. The bill also alters the payment methodology under the Medicare prospective payment system for home health services, including by eliminating the requirement that such methodology include certain behavioral assumptions regarding the implementation of specified changes to units of payment and case-mix adjustment factors.

Making Advances Kinetic Education, Research, and Skills Act or the MAKERS Act This bill directs the National Science Foundation to award competitive grants to institutions of higher education or their consortia to support the research and development of makerspaces to assist in the formation of a workforce capable of STEM (science, technology, engineering, and mathematics). Makerspaces are community spaces that (1) provide access to tools, technology, and knowledge for learners and entrepreneurs; (2) result in prototyping or creation of physical goods, interdisciplinary learning, and educational innovation; and (3) support the development of educational opportunities for personal growth, workforce training, and early stage business ventures. Grants may be used for (1) research on the effectiveness of makerspaces in engaging students and the community in STEM skills and in teaching and learning, (2) the compilation and dissemination of best practices on the use of makerspaces for STEM learning and workforce preparedness, and (3) equipment to achieve such purposes. Funds furnished through a grant may not be used for the construction of a building or facility to hold a makerspace unless such construction is necessary for safety reasons or the use of relevant equipment.

Unauthorized Spending Accountability Act of 201 9 This bill establishes a three-year budgetary level reduction schedule with respect to unauthorized programs funded through the annual appropriations process. The term "budgetary level" refers to an allocation provided to the congressional appropriations committees under section 302(a) of the Congressional Budget Act of 1974 by a congressional budget resolution or a deeming resolution. The schedule applies to programs included in the Congressional Budget Office's annual report listing programs that are funded through the appropriations process and have an authorization of appropriations that has either expired or will expire during the year. For the first year after a program's authorization has expired, the bill requires the budgetary level to be reduced by 10% of the funds appropriated for the program in the expiring fiscal year. The bill then requires reductions of 15% in the second and third years before terminating the program at the end of the third unauthorized year. Programs that are reauthorized during the three-year period are exempt from the budgetary level reductions if the reauthorization contains a sunset provision limiting the authorization of appropriations period to no more than three years. The bill establishes the Spending and Accountability Commission to review all mandatory spending programs and submit to Congress a legislative proposal to establish an authorization cycle for discretionary spending programs. The commission may recommend legislation to replace the budgetary level reductions required by this bill with reductions in mandatory spending.
